Determining the efficiency of a surface coal mine operation is an essential activity, which can help in deciding on the optimal use of input resources, including effective capital allocation, in generating a desired quantity of coal of a specific quality. Mines operate today in challenging conditions, with diminishing reserves of high-quality coal, remote location of new coal deposits, infrastructure problems, environmental legislation, and the effects of climate. All these have an impact on the performance of a mine. Given such challenges, a company has to be technically efficient compared to other existing coal producers in order to generate profits. It can use the measurement of its efficiency to evaluate its productivity, benchmarking this against the best-performing mines and determining optimal variables in order to minimize slack and achieve the desired outputs. This paper discusses the use of Data Envelopment Analysis (DEA) in evaluating the efficiency of a surface coal mine supply chain for the coal export market. The supply chain is considered to be composed of subprocesses that are modelled as a multistage system. Numeric examples will be used to illustrate the application of DEA.

Raw material fed into a processing or refining plant is required to be uniform in composition for several reasons. When the mined ore is highly variable in quality the only way to ensure consistency is to homogenize the ore prior to the process. The problem is more complicated in the case of multiple ore sources. The idea behind the research is that theoretical blending ratios can serve not only to meet predefined specific criteria but also to reduce grade fluctuations of variables under consideration. In this paper, the problem is formulated as a quadratic programming problem, whose objective function is in quadratic form and constraints are linear. A case study was conducted on a data set from an iron orebody to demonstrate the technique. The objective was to minimize the blend variability in terms of each variable (in this study, iron, silica, alumina and lime) grade of ores extracted in three different production faces. The stockpile capacity, lower and upper limits of each variable satisfying operational requirements and non-negativity were constrained to the model. A modified simplex method developed by Wolfe was used for solving the blending and homogenization problem. The promising results can be used as apart of the stacking and reclaiming design. Inauguration of the new political dispensation in South Africa in 1994 initiated a dynamic shift in the ownership, management and development of the country’s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system, started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress’ Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since 1955 there have been important changes affecting the rules of mineral development. These are: •Firstly, a drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully •Secondly, the globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists; and •Thirdly, the introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its Regulations, the much-publicised Broad-Based Socio-Economic Empowerment Charter and its associated Scorecard.

The paper deals with the results of dynamic tests carried out on a range of surface support liners consisting of combinations of mesh (various types), shotcrete, and wire rope lacing. The testing was carried out over the period 1993 to 1998. The dynamic testing method made use of drop weight impact loading of test samples which attempted to simulate realistic in situ conditions, and the range of loading imposed was equivalent to small to severe rockburst conditions. The results of the testing provide quantitative data, in the form of input energy, which is relevant for support design and for the choice of support types appropriate for situations in which significant mine-induced seismicity occurs or is expected to occur. In addition to the wire mesh and shotcrete liner systems tested, estimates of energy capacity are made for other, untested, systems.

"In an opencast mine explosives are used for fragmentation of rock. Inefficient use of explosive energy in an opencast operation produces excessive ground vibration, which is measured by peak particle velocity (PPV). To mitigate ground vibration, it is essential to develop a model to predict PPV. At present empirical models are used. These models are based on only a few input variables, hence they fail to take into account the effects of the myriad factors that cause ground vibration. Due to lack of explicit knowledge about the complex mine blasting system the scope of application of mathematical and statistical modeling techniques is limited. The artificial neural network (ANN) technique is a learning algorithm that can remove some of these limitations and can be applied to predict PPV. In this paper an ANN model is developed for prediction of blast vibration using 248 data records collected from three coal mines with diverse geomining conditions. The correlation coefficient between measured PPV and model output was found to be 0.96 and the average error percentage 11.85. The ANN model output was compared with the output of three empirical models that are widely used for prediction of PPV. The correlation coefficient between the PPV predicted by an empirical model and measured PPV data was 0.63 and the relative error percentage 38.47. This result demonstrates the superiority of the ANN model compared to empirical blast models. By using site-specific structural discontinuities as input the model performance can be further improved. Sensitivity analysis and 3D plotting were used to gain further knowledge about blast-induced ground vibration. IntroductionIn an opencast coal mine explosives are used for fragmentation of coal and overburden. If the explosive energy is not fully utilized it causes blast-induced ground vibration, which may damage nearby structures. Ground vibration is expressed as peak particle velocity (PPV). During different stages of mine planning and operation, it is necessary to use a ground vibration prediction model for blasthole design. Selection of the modelling technique is crucial. Mathematical and statistical modelling techniques have limited application because of the lack of explicit knowledge about the complex mine blasting system. Vogiatzi (2002) highlighted the problem of multicollinearity in case of statistical modeling techniques. Mutalib et al. (2013) stated that mathematical models are unable to capture the nonlinear relationship between several blasting-related parameters due to the complexity of the model input data. However, the difficulty involved in modelling complex blast vibration problems can be removed by adopting an alternative soft computing modelling approach. One of the soft computing techniques is the artificial neural network (ANN). Ragam and Nimaje (2018) developed an ANN model for predicting PPV using six input variables. Kosti et al. (2013) stated that the conventional predictors fail to provide acceptable prediction accuracy. They showed that a neural network model with four mine blast parameters as input could make significantly more accurate on-site predictions. Sayadi et al., (2013), using a database from Teheran Cement Company limestone mines, found that a neural network resulted in maximum accuracy and minimum error. Khandelwal and Singh (2009) developed an ANN model using 150 data records from an Indian coal mine with site-specific rock characteristics and geomining setting. Khandewal and Singh (2007) built a ground vibration prediction model for a magnesite mine using four prediction variables with 20 data records. Kamali and Ataei (2010) predicted PPV in the structure of the Karoun III power plant and dam using an ANN. El Hafiz et al. (2010) evaluated ground vibration predictors using data from a single-station seismograph at a limestone quarry in Egypt."

A new method, localized uniform conditioning (LUC), was proposed in 2006 for modelling grades of small blocks of ore when data spacing is too broad for their accurate modelling by the linear regression based techniques, such as kriging (Abzalov, 2006). It represents a modified uniform conditioning (UC) technique that calculates the grade distribution functions for the large panels. LUC uses partitioning of the panels onto the small blocks and then ranks them in increasing order of grade. Based on the block ranks, a single grade value can be deduced for each block from the UC model of the gradetonnage relationships of the corresponding panel. After being first presented in 2006, the LUC method has been implemented in ISATIS© (commercial software) and became one of the common approaches for grade estimation when data spacing is broad in comparison with the estimated block size. Several years of study on the LUC method and its application to different geological environments, have allowed identification of the strengths and weaknesses of the method, which are as follows: ? The method produces accurate grade-tonnage functions, which are in a good accordance with a volume-variance relationship principles ? An initial ranking of the selective mining unit (SMU) blocks can be made by direct kriging from the sparse data grid. Therefore, the LUC method can be particularly useful at the early stages of exploration and mining project evaluations when sparsely distributed data is often the only available information ? Accuracy of the local estimation depends on the SMU ranking techniques. When ranking performed by direct kriging of the SMU blocks their spatial distribution is approximate. When the variogram of the studied variable is characterized by a large nugget effect, the block ranks produced by kriging can significantly differ from their ?true? distribution ? Block ranking can be improved using auxiliary data, either geophysical or geochemical. This allows use of the LUC method for integrating different data sets. In particular, LUC can be used for grade control in open pits by integrating resource definition data (e.g. drill-hole assays) and blast-hole assays. The latter are used for the block ranking.

In recent years several mine researchers have studied the optimization of cutoff grade with the purpose of maximizing Net Present Value (NPV). The best and most popular one is the Lane algorithm. Based upon the Lane algorithm it is possible to calculate the optimum cutoff grade for mine, mill, and refinery capacities for single metal deposits with variable grades. The Lane algorithm cannot be used in multiple metal deposits. The reason is that, while in single metal deposits six points are possible candidates for the optimum cutoff grade, in multiple metal deposits an infinite number points are possible candidates for the optimum cutoff grades and objective function evaluation of these infinite points is impossible. In this study the Golden Section search method was used to calculate optimum cutoff grades of multiple metal deposits for the same conditions as Lane assumed in single metal deposits. Based on this method, grade-tonnage distribution uncertainty space of problem is guessed. In the next step, by selecting test points in uncertainty space and evaluating the objective function at these points, a part of uncertainty space will be eliminated. The procedure is then repeated until the uncertainty space has been sufficiently reduced to ensure that the optimum cutoff grades have been located to the required accuracy. Since 1952, Bond’s equation has been used as a standard to predict the specific energy of grinding for a given duty. The Bond’s equation considers that the exponent is constant for all conditions. Hukki, in 1961, pointed out that the exponent is a function of the particle size, and concluded that the Bond’s equation applies successfully for an intermediate range of sizes; out of this range the Bond’s equation leads to high error as demonstrated in this paper. More recently, in 2004, S. Morrell presented a new formula in which the exponents vary with the feed and product size. This paper is based on Hukki’s approach and presents a new general formula, in which the exponent varies only with the feed particle size. This new equation has been proven in 82 observable cases in Peru and other countries around the world, involving ball mills and vertimills in different configurations over a wide range of feed and product sizes, work indices and mill diameters; in most cases, the predicted value has an error less than 10% with regards to the observed value and no need for any correction factor. This paper reports on studies that have been done on the electrical conduction in silicon, ferro silicon, and charge chrome furnaces. A system has been developed that can distinguish between normal resistive conduction and arcing, and this was used to quantify in particular the relative amount of arcing that takes place in these furnaces. It was found that silicon and ferro silicon behave similarly and exhibit a relatively large amount of arcing. Charge chrome on the other hand exhibits considerably less arcing, and the extent of this arcing is highly correlated with the tapping of the furnace. The arcing measurements can also be used online in the control of the furnace, both for the electrodes and electrical circuit, and for the raw materials.

A variety of carbonaceous reducing materials are being used for the production of ferroalloys. Reductant materials include not just carbons such as coke, coal, char but also bio-carbons in form of charcoal produced from different types of wood. This paper discusses critical properties and reactions of carbonaceous materials and their significance in dictating reductant performance. Main considerations include among others, gasification of reductant, dissolution of carbon into molten metal, and direct reduction of slag by solid carbon. These are discussed in relation to material properties such as structural order, mineral matter content, composition, physical characteristics etc. A brief review of both conventional and novel approaches towards characterisation of carbonaceous materials has been included. Due to complexity and heterogeneity of carbonaceous reducing materials and a wide range of process requirements, the selection of the most appropriate reducing agent will depend on a number of considerations such as the availability of raw material and associated costs, product and process requirements and environmental aspects of waste gas emissions.

"A complementary ion exchange/solvent extraction process for the recovery of copper from low-grade ores developed by Iontech Engineering Ltd. is described. It has successfully been implemented on a full-scale plant level at the Buchim Copper Mine in Macedonia, yielding a maximum copper cathode production of 2400 tonnes per year. Technical and economic aspects of three years of operational experience are comprehensively compared with the Asarel Medet copper plant in Bulgaria, which is utilizing conventional solvent extraction in the enrichment/purification step. INTRODUCTION The concentration and separation of copper from primary leachates is one of the key operations in the hydrometallurgical processing of oxide ores (Langner, 2011). Conventionally, this basic operation is conducted by submitting the pregnant leach solution (PLS), with a 1–5 g/L Cu content, from the initial sulfuric acid leach to a solvent-extraction (SX) process in which copper reports to the organic phase (see Figure 1). After phase separation, the metal is stripped from the extractant/diluent mixture employing sulfuric acid to furnish a concentrated metal solution, usually containing 40–50 g Cu/L. The final products of the overall process are copper cathodes, which are obtained from a terminal electrowinning step.Although considered as “technology of choice”, SX to date is still suffering from several drawbacks, such as the risk of poor phase disengagement and the high capital costs of solvent-extraction plants. Especially, the processing of leachates with lower copper tenors (< 1 g/L) is often economically less attractive. As a result, tremendous efforts have been dedicated to the evaluation of alternative technologies to address these challenges."

A portable, stand-alone instrument especially designed for recording strong ground motion was used in this study to create a large database of peak particle velocities measured underground. A total number of 39 sites located in stopes mining Carbon Leader and Ventersdorp Contact Reefs were investigated. Peak particle velocities whith values up to 3 m/s were recorded at some sites. The data recorded on the skin of the excavations were compared to the data recorded by the mine seismic networks to determine the site response. The maximum site response was obtained for source radii of between 5 m and 30 m and events locating within 200 m of the site. The extreme values of peak particle velocities were obtained in cases were the face-area lay within the source radius. Un instrument portable unique spécifiquement conçu pour enregistrer les mouvements dynamiques des terrains, a été utilisé dans cette étude pour créer une base de données importante sur la vélocité maximum des particules, mesurée en souterrain. Un nombre total de 39 sites situés dans les excavations exploitant les récifs appelés ‘Carbon Leader et Ventersdorp Contact Reefs’, a été investigué. Une vélocité maximale avec des valeurs allant jusqu’ à 3 m/s a été enregistrée sur certains sites. Les données enregistrées sur le bord de l’excavation ont été comparées aux données enregistrées par les réseaux séismiques de la mine pour déterminer la réponse du site. La réponse maximum du site a été obtenue pour des sources de rayons entre 5 m et 30 m et des évènements situés dans les 200 m du site. Les valeurs extrêmes de vélocités maximales ont été obtenues pour les cas où la zone de face se trouve à l’intérieur du rayon de la source. Eine Gesamtanzahl von 39 Aufstellungsorten in den Schichtabbauorten vom Carbon Leader und Ventersdorp Contact Reef wurden untersucht. Partikelspitzengeschwindigkeiten mit Werten bis zu 3 m/s wurden an einigen Standorten aufgezeichnet Die an der Oberfläche des Grubenraumes aufgezeichneten Daten wurden mit jenen Daten verglichen, die vom seismischen Netzwerk der Grube notiert wurden, um die örtliche Reaktion des Standortes zu bestimmen. Die maximale Standortreaktion wurde für Ursprungsradien von zwischen 5 m und 30 m erhalten und Ereignissen die sich innerhalb von 200 m vom Standort befanden. Die extremen Werte der Partikelhöchstgeschwindigkeiten wurdenin jenen Fällen erreicht wo sich der Abbaubereich innerhalb des Ursprungsradiuses befand.

Information and Communications Technology (ICT) is defined as ‘The goods and services that support the electronic display, processing, storage and transmission of information’. Early in 2002 the South African Department of Trade and Industry (DTI) commissioned a study into the diffusion and adoption of ICT in eight sectors of the economy. The platinum mining Sector was one of these. The key findings presented in this paper are based on the platinum sector component of that study. The paper examines the theoretical basis behind technology transfer and innovation diffusion and presents the results of an ICT diffusion survey carried out in the South African platinum mining sector. ICT is shown as the modern day technological tool which is an accelerator of economic development. The current state of ICT diffusion in the platinum mining sector is defined and projections for the near future are given. Recommendations which will ensure smooth and full adoption are presented and justified.

There are practical indications that flotation recovery of palladium bismuth tellurides is poor. This work tested whether this can be caused by a lack of interaction of the collector with the telluride. Impedance measurements, voltammetry and Raman spectroscopy were performed to determine the interaction of dithiocarbonate collectors (KEX) with Pd-Bi-Te. Impedance measurements showed lower capacitance values in solutions containing KEX, indicating the formation of a continuous surface layer. Anodic and cathodic polarization diagrams show the mixed potential to be higher than the reversible potential of the xanthate-dixanthogen equilibrium reaction; hence the formation of dixanthogen on the surface is possible. Electrochemically controlled in situ Raman spectroscopy did indicate the presence of bulk diethyl dixanthogen on the surface. Raman spectroscopy has confirmed the co-presence of xanthate with dixanthogen, indicating that xanthate retains its molecular integrity when it adsorbs on the surface of the Pd-Bi-Te. As a result, the mineral surface is expected to be hydrophobic and alack of collector interaction with the mineral is not the reason for the low PGM recoveries experienced. The court in Baleni v Minister of Mineral Resources [2019] 2 SA 453 GP and [2020] 4 All SA 374 (GP), deliberated on the protection of rights of a community holding informal land tenure under Customary Law. The contention related to the necessary level of consent needed to acquire a mining right over such land. Moreover, whether consultations with such communities (Section 23, Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) or consent (Section 2, Interim Protection of Informal Land Rights Act, No. 31 of 1996 (IPILRA)) was required to acquire such right. The case has a significant bearing on the granting of mining rights in South Africa, and the discretion of the Minister of Mineral Resources (the Minister) in this regard. However, the objectives of the MPRDA and IPILRA do not dovetail, therefore consultation and consent are not mutually exclusive (Tlale, 2020). This note argues that, despite the resounding victory of this case, the peripheral basis surrounding the decision and the various levels of engagement require serious deliberation. Equally, the degree of reliance on the IPILRA requires clarity to avoid aborting the fundamental objectives of the MPRDA. This paper provides considerations and recommendations that may reduce or eliminate the tensions between the statutory and socio-economic rights in the application of the two statutes.

Research into the safe and economic extraction of underground coal pillars in the Witbank and Highveld coalfields of South Africa highlighted that future practices will have to consider pertinent risks associated with this least safe of all underground coal mining methods conducted in South Africa. To this end, a computer-based program called A-PEP (Analysis for Pillar Extraction Potential) was developed to assess three aspects of this mining practice, viz. risks associated with the physical attributes, operational risk attributes and economic attributes. This intelligent tool can thus be used when planning to conduct underground pillar extraction to ensure that all pertinent risk elements and legislative requirements are considered to conduct this mining method safely before a submission is made to the Department of Minerals and Energy. Dundee Precious Metals Inc. (DPM) owns and operates the Ada Tepe gold mine and processing facility (previously referred to as the Krumovgrad Gold Project) located in south-western Bulgaria. The Ada Tepe mine became the first green filed project in past 40 year in Balkans and one of the few in Europe when it was commissioned during the first half of 2019. The plant produces a high-grade gold silicate concentrate generated through its comminution circuit and staged floatation reactors (SFR’s) while depositing its tailings in a state-of-the-art Integrated Mine Waste Facility (IMWF). This paper presents the successful commissioning, ramp-up and optimization of the Ada Tepe processing plant and how the various challenges, including that of an inexperienced front-line workforce, were overcome. More specifically addressing how the implemented modern processing technologies and the operational readiness program, supported the people and process to achieve the design parameters safely and consistently. The exploitation of stone (trachyte) at the ?Srebro? open pit mine, located on the northern slopes of the Fru?ka Gora National Park (Serbia) central area begun in 1964. Stone exploitation in this locality does not endanger the environment in an ecological sense, does not pose a threat to plants and animals, and apart from the terrain configuration changes, it did not leave behind permanent consequences to the environment. Projects for permanent cessation of mining operations and for land reclamation and spatial arrangement were completed in these circumstances. The paper gives a short review of the condition at the open pit mine; furthermore, the key problems and basic demands are presented, together with a concept of technical and biological land reclamation and the spatial arrangement of the mining complex.
