?Rare earths ?will not be bargaining instruments?? was stated in a headline in China Daily of 29 October 2010. The Chinese government is trying to fend off the persistent accusations from Japan, the USA, and Europe that it is manipulating the supply of these so called ?critical? metals to gain political and economic advantages. The critics maintain that China has taken the rest of the world hostage by controlling 97% of the resources of rare earths. These elements are crucial in a number of high-tech applications. They are not impossible to substitute, but difficult to do so effectively. The name ?rare earth? is a misnomer, as even the least abundant is 200 times more common in the Earth?s crust than gold. They are, however, difficult to find in economic concentrations. The Chinese near-monopoly over the rare earths, together with China?s scramble for other resources in Australia, Africa, and elsewhere around the world, is seen as an example of a Chinese strategy to take control of vital metal resources. The Chinese are also accused of using unfair and sometimes illegal business practices in this fight for resources. Practices which, critics claim, put the Chinese interests above the interests of the host countries, in particular in Africa.

This paper presents a compilation of physical properties of rocks from the Bushveld Complex. The database consists of more than 900 measurements each of thermal conductivity and density. The data are well distributed from localities around the Complex and most rock types are well represented. Thermal conductivity and density are shown to vary widely in the ranges 1.8-4.2 W m-1K-1and 2600-4200 kg m-3respectively. Although only 190 heat capacity measurements are available, this parameter is quite uniform for most rock types present, 800-900 J kg-1K-1, except for chromitite, which has a lower average, 750 J kg-1K-1. Rocks encountered in deep platinum mines are particularly well characterized and this has important implications for prediction of mine refrigeration requirements. The heat flux into a semi-infinite region with properties typical of the Bushveld Complex as a function of time is substantially lower than an equivalent model for the Witwatersrand Basin.

It is important to know the breakage mechanism in materials since this knowledge influences the results of subsequent grinding operations. There are two distinct failure mechanisms in breakage: one is tensile micro crack generation at low stresses, which leads to macroscopic failure by disintegration, and the other is formation of shear zones under heavier dynamic impact forces, which generates more fines as seen in crush zones in blasting. Tensile fracturing simply breaks the material into fragments. It is seen as the disintegration of the specimen into two or more separate fragments. This happens under the absence of lateral stresses and the material is free to expand. On the other hand, compressive-shear breakage produces finer fragments due to shear stresses. The first mechanism is observed in laboratory tensile and bending strength tests and the second mechanism is observed both in laboratory brittleness tests and in situ blasting operations under dynamic impact forces. The friability of rocks and ores can be determined by a brittleness test. A test apparatus to determine the friability value has been designed to suit limestone strength characteristics used in cement production. The friability and stored strain energy values of barite, marble, limestone and bauxite have been determined and compared with the corresponding Bond work index (Wi) and grindability index (G) of these materials. The physico-mechanical properties of the tested materials have also been determined to investigate their effect on friability and grinding. The relationships obtained between the indices were in surprisingly good agreement, with high correlations (0.99 and 0.97). The Bond work index and grindability index can therefore be estimated from the friability value, which can be determined more rapidly than the Bond test. But for certain rock types such as andesites the relationships does not hold. Key words: comminution, tensile stress, shear forces, brittleness test, strain energy.

Hydraulic support instability (HSI) is one of the most common causes of disasters in underground coal mining, posing a threat to the safety of mine workers and normal operation of the equipment. It is prone to occur in fully-mechanized mining faces with a large mining height (FMMLMH), especially when the dip angle of the coal seam is large. The key to controlling HSI is to deduce its mechanism and employ effective control techniques. This paper focuses on the analysis of HSI types, the key parameters and techniques to control HSI in FMMLMH, the establishment of a model of HSI in FMMLMH, and a multi-parameter sensitivity mechanical model of different HSI forms in the no. 7219 longwall face in Xutuan Coal Mine, Huaibei Mining Group, by using sensitivity analysis . The results show that HSI mainly presents in three forms: hydraulic support gliding (HSG), hydraulic support tilting (HST), and hydraulic support tail twisting (HSTT). The occurrence of the above three forms depends mainly on support anti-instability capability. In the no. 7219 longwall face, HSG and HST are the main two forms of HSI. The dip angle of the working face and the friction coefficient between floor and hydraulic support are the sensitive parameters for HSG, while HST is strongly dependent on the dip angle of the working face and the friction coefficient between roof and hydraulic support. By the applications of measures such as the oblique layout of the working face, cutting the floor into a step pattern, moving the support under pressure, and raising the setting load, the support stability was controlled effectively.

Electrowinning consumes a substantial amount of electrical energy, and owing to the ever-increasing unit cost of electrical power there is a need to improve current efficiency in the process. This research was carried out to design a continuous quality improvement framework for improving electrowinning current efficiency by applying statistical process control (SPC) on an online industrial copper electrowinning operation. A sequential mixed research methodology was applied and a statistical software package utilized for analysing data. It was concluded that metallurgical short-circuits (hotspots) had the most significant effect on current efficiency. Bringing hotspots under statistical control resulted in a 5.40% improvement in current efficiency, which is equivalent to approximately 74 t of 99.999% pure grade A copper cathode production over a period of 1.5 months.

The vertical distribution of platinum-group elements (PGE) in the Merensky and UG2 chromitite Reefs is highly variable, but does follow certain general patterns that allow the testing of geological models. In the Merensky reef, historically popular geological representations and interpretations have suggested that the mineralization occurs in a pegmatitic pyroxenite bounded by two chromitite layers. However, there are now enough published exceptions to this relationship to expose its fallacy. The vertical distribution of the PGE depends largely upon the separation between these two chromitite layers or the absence of one chromitite layer. Where separation is small or only one chromitite layer is present, there is considerable PGE mineralization in the footwall below the pyroxenite and lower chromitite layer. With increasing separation between the two chromitites, the mineral¬ization occurs progressively higher in the succession, and tends to track the upper chromitite layer. The view presented here is that the entire Merensky package is comprised of three events of magma emplacement, in which each has produced variable reaction with, and erosion of, the footwall, causing recrystallization of pyroxenite into pegmatitic pyroxenite. The magma then produced a chromitite layer followed by pyroxenite. Each chromitite layer is associated with some mineralization, which was extensively complemented by the subsequent formation of a sulphide liquid carrying PGE that trickled down through about 1 m of permeable crystal pile. The sulphide liquid formed after, not coincident with, the pyroxenite layers. The distribution of PGE in the UG2 chromitite shows up to three upward depletion sequences of PGE, also suggesting three events. The PGE are associated only with the chromite. The contribution from a sulphide liquid is considered to have been minimal for two reasons. Cu and Ni are extremely low in the UG2 which would not be expected if sulphides had been present. Also, by analogy with the Merensky, downward trickling of sulphides would have caused some PGE to be present in the footwall. There are some PGE in the footwall, but only where remnants of chromitite occur, and the hanging wall is lacking in PGE. In the northeastern Bushveld the UG2 chromitite is thinner than elsewhere, and there is a UG3 chromitite layer, not present elsewhere, that has a high Pt/Pd ratio. It is surmized that in the rest of the Bushveld the UG3 only appears to be absent because it has merged with the UG2 to produce the high Pt concentration at the top of the composite UG2. The non-accumulation of the package of pyroxenite-norite-anorthosite between the UG2 and UG3 in the northeastern Bushveld, which is not seen elsewhere, creates an interesting challenge to the formation of silicate layering in the complex. The corrosion behaviour of 304L stainless steel laser-cladded with various amounts of ruthenium (Ru) was evaluated in solutions of sulphuric acid and sulphuric acid plus sodium chloride at 25°C and 45°C by open-circuit potential and cyclic potentiodynamic polarization tests. In general, the addition of Ru to the stainless steel increased its corrosion resistance in 1 M H2SO4, as well as in 1 M H2SO4 plus 1 wt% NaCl. This was observed for a number of parameters such as corrosion rate, corrosion potential, open-circuit potential, and current density. However, increasing the amount of Ru added beyond a certain level did not result in further improvement in corrosion protection. For each environment there is an optimal Ru concentration for the best corrosion protection. For example, in 1 M H2SO4 at 25°C, 2.44 wt% Ru shows the least active surface in terms of corrosion. Further research into ruthenium coatings on stainless steels is recommended.

As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre, techniques have been developed to measure the resistivity of ilmenite, rutile, zircon and other associated minerals. The techniques have proven reproducible and have allowed the measurement of resistivity under conditions of varying temperature, surface condition and surface moisture adsorption. The measured values can be linked to the separability of the minerals in the dry plant, and hence are useful as a diagnostic test for existing plants when performance deteriorates, or for greenfield sites to investigate potential problems. One of the major problems in electrical separation of titanium minerals is surface coating on the mineral grains. Coatings can make normally conductive minerals such as ilmenite and leucoxene behave much more like non-conductors. Electrical separation of surface contaminated ilmenite from non-conductors then becomes extremely difficult unless the surface contaminant is first removed. The resistivity measurement technique was used to evaluate the effect of surface cleaning on the resistivity of ilmenite and zircon from a Western Australian deposit which will shortly be in production. Ten different attritioning methods were evaluated, ranging from simple rinsing inwater to chemical attritioning in sulphuric acid combined with ultrasonic leaching. A roasting and quenching step was also investigated. As would be expected, the gentler treatments, such as rinsing in water or Calgon, had only amoderate effect on the ilmenite surface coatings. Ilmenite resistivity decreased by about 1 order of magnitude from 5.6 x108?m to between 2.5 and 4.4 x107?m. More intense treatments had a much more pronounced effect. The most effective, reduced ilmenite resistivity to 6.5 x105?m or three orders of magnitude. Zircon was relatively unaffected by any of the attritioning methods, with only a small increase in resistivity observed from 8.0 x1012?m to 2 x1013 ?m. The results show that measurement of mineral resistivity allows the effect of surface treatments to be easily quantified in a way that has benefits for greenfield site development where only small samples are available for testing. The effect of surface moisture has also been investigated using resistivity measurements. Measurements were made on zircon in an environmental chamber in which both humidity and temperature could be closely controlled. Zircon resistivity at 60 deg C decreased from 6 x1011?m at 5% relative humidity to 8 x108?m at 95% humidity. Moisture content and moisture re-adsorption from dry of zircon and number of other minerals were measured using a Mettler moisture analyser. Zircon adsorbed the least amount of surface moisture (0.05–0.09%) but re-adsorbed moisture from dry the fastest, reaching 98% of the original level in 10 minutes. Leucoxene adsorbed the most moisture (0.67%), but was much slower re-adsorbing this moisture from the dry state, reaching only 63% of the original level in 10 minutes. The difference was attributed to the surface characteristics of the grains, the leucoxene being much more porous than the zircon examined. The resistivities and differing rates of moisture adsorption can be used to quantify the effects of changes in atmospheric conditions of the performance of electrical separation in dry plants.

Selective leaching of phases in charge chrome is used in a variety of industrial processes for the production of chromium chemicals. A mineralogical study was made of a range of local charge chrome samples, at various stages of leaching in sulphuric acid (20g/l at 90°C), using mainly a scanning electron microscope (SEM) together with an energy-dispersive spectroscopy analyzer (EDS), and X-ray diffraction techniques. It was found that the leaching behaviour of the different types of charge chrome depends largely on the nature of the secondary phases, which in turn depends upon whether the silicon content is above or below 4 per cent by mass. The leaching behaviour of high-chromium ferrite is anomalous, and it is postulated that the process is analogous to the corrosion of brass by dezincification. Despite observations of spalling and damage of mine excavation wall rock in the Bushveld Complex (BC) over the passage of time, there have been very few time-dependent or creep tests carried out in South Africa on rock, particularly on BC rock types. The research described in this paper deals with the investigation of stress and strain conditions influencing spalling of wall rock in BC mine excavations, and the influence of time on the tensile strength of several BC rock types. Time-dependent laboratory testing of BC rocks was carried out in indirect tension. The results show that the magnitude of the tensile strength of BC rock types is approximately 5% of their uniaxial compressive strength magnitudes. The average long-term uniaxial compressive strength of the BC rocks, interpreted from the axial stress-volumetric strain graphs, is 56% of the UCS value. The long-term tensile strength is shown to be less than 70% of the normal tensile strength. Extension strains at tensile strength failure ranged between 0.16 and 0.21 millistrain. Values corresponding with the long-term tensile strength are less than 70% of this range, namely, 0.11 to 0.15 millistrain. These results represent new knowledge, since such rock testing and analysis does not appear to have been carried out previously on BC rock types. Elastic numerical modelling was carried out to illustrate the extents of tensile stress zones and extension zones around of typical BC mine excavations. The models showed that large zones of extension strain can occur around BC excavations, and that the magnitudes of the extension strain can substantially exceed the critical values determined from the laboratory testing. The implication of this is that there are substantial zones surrounding BC mine excavations that will be prone to time-dependent spalling conditions and perhaps more significant failure.

There is a considerable amount of lignite reserve in the form of thick seams in Turkey. It is rather complicated to predict the characteristics of strata response to mining operation in thick seams. However, a comprehensive evaluation of ground behaviour is a prerequisite for maintaining an efficient production, especially when top coal winning by means of caving behind the face is applied. A comprehensive modelling of deformations and induced stresses is vital for the selection of optimum production strategy. In this study, numerical modelling and analysis of a longwall panel at Omerler underground coalmine have been carried out by using the software called FLAC3D developed based on the finite difference technique. Firstly, a 3-D numerical model of the M3 panel has been prepared. Secondly, induced stresses formed around the longwall face have been determined as a function of face advance where the face was located at the bottom of thick coal-seam. Results obtained from modelling studies have revealed that the front abutment vertical stress was maximum at 7 metres in front of the face and magnitude of front abutment stress was found to increase up to a distance of 200 metres away from the face start line. As the face was further advanced after 200 m from the face start line, there was not any significant change in the characteristics of front abutment stresses. Results of numerical analysis of the panel were in good agreement with in situ observations.

Much as one hopes to predict whether damaging seismicity might occur somewhere in the next shift, this is not possible at present. Recently, an analysis of seismicity at two mines has shown that a small increase in seismicity occasionally occurs before both large and small events. This analysis is extended here to five mines, with the same results. Earthquake seismologists forecast hazard in terms of the average incidence of earthquakes over the last 50 years, adjusted on an hourly basis according to the possibility of aftershocks of events that have happened. The rate of seismicity in any area remains approximately constant when expressed as seismicity per area mined, or better still, per unit of elastic strain energy released. It is suggested that seismic hazard in mines be estimated using historical seismicity and forward modelling, adjusted according to the possibility of aftershocks. In summary, medium-term forecasting of seismicity is viable; short-term prediction of large events is not.

Ticor SA began with a detailed feasibility study in 1995. The Hillendale mine (situated between Richards Bay and Empangeni) and mineral separation plant were approved in 2000. The smelter, just outside Empangeni, consists of two 36 MW DC arc furnaces that were commissioned in 2003. Experiences gained during the initial commissioning of the furnaces proved valuable in later commissioning work, as shown by the increase in ramp-up rates. The capacity of the plant is 250 kt/a TiO2slag and 145 kt/a of pig iron.

The compressive strength of rock (sc) has an important effect on design of structures in rock engineering. Compressive strength can be determined in the laboratory using the uniaxial compressive strength (UCS) test. Some other index tests, such as the point load test, are also used, particularly when suitable samples for UCS are not available. The quantification of rock texture has introduced a new method in rock engineering for estimating the mechanical and physical properties of rock materials from microscopic investigations. The aim of this study is to quantify rock texture to estimate rock strength from the texture coefficient (TC), which is determined from a statistical assessment of thin section images. Rock texture is quantified by twelve different images from a single thin section to increase the reliability of texture analysis. A data-set is prepared to investigate correlations between TC and sc. The statistical correlations are computed after classifying of the rock samples based on their lithology as well as grain features. Equations derived based on the results of this study are used to predict the approximate value of compressive strength from the texture coefficient. This method is particularly useful for preliminary studies in rock engineering projects prior to detailed site investigation.

The Imhoflot G-Cell, a new development in the pneumatic flotation technology (which incorporates centrifugal forces in the separating vessel) is a recent innovation in the mineral processing world. The G-Cell was invented by Dr Rainer Imhof and commercialised by Maelgwyn Mineral Services Ltd. In a short time span a number of plants and units have been successfully commissioned in the mineral processing industry. In addition, a number of industrial G-Cell flotation plants are in the process of construction for the purpose of coal preparation and environmental remediation. In this paper two industrial installations have been highlighted together with a pilot plant test programme investigating ultra fine flotation recovery for a base metal operation.

"SynopsisScattered mining was practised on Kusasalethu Mine (previously Elandsrand Gold Mine) prior to 1998, but at deeper mining levels it was no longer feasible, since it would have resulted in unacceptably high stress levels and energy release rates. Longwall mining was not adopted at these depths as the mine required a more flexible mining method owing to the highly variable grade and the presence of geological structures. A mining method was developed that consisted of dip stabilizing pillars for regional support, as well as bracket pillars to clamp geological structures. A strict sequence of extraction was followed and this, together with the particular layout, was called the ‘sequential grid mining method’. This method addressed two key problems, namely negotiating adverse geology and the erratic grade of the Ventersdorp Contact Reef (VCR) orebody. However, a significant drop in production rates resulted in the need for alternatives and improvements to the original mine design. Modifications to the design were proposed in order to increase production rates, and an investigation to consider the rock engineering implications of these modifications was conducted. The study indicated that the modified method, called the ‘multi-raise mining method’, appears to be feasible and might address some of the production problems that were experienced with the original sequential grid design. An analysis of actual seismic data showed no significant differences between the original sequential grid mining and the implemented multi-raise mining. The numerical modelling of the mining layouts showed slightly higher interim energy release rates (ERRs) and average pillar stress (APS) levels during the extraction process. The final values are nevertheless identical to that of the original sequence. The study also investigated the use of a modelled moment method to analyse future seismic trends. The study illustrated that the expected seismic trends will be very similar for the multi-raise method compared to the original sequential grid mining method. This study is nevertheless considered of a preliminary nature and ongoing monitoring and analysis of seismic data at the mine is required to verify the response of the rock mass to the modified sequence and increased extraction rate. In particular, future work needs to investigate the effect of mining rate (advance rates in individual panels as well as volume of mining in particular raise lines) on the level of seismicity."

The ferrite-pearlite microstructure is the most popular microstructure for alloys used in structural applications, including railway wagon wheels. These alloys have been designed through alloying and thermo-mechanical processing to have a refined microstructure. Ferrite-pearlite alloys are low cost, weldable, have good fabricability, and are reliable under extreme conditions. Given these performance attributes, it seems unlikely then that their dominant position as structural steels would ever be challenged by alternative microstructures. One major achievement in the development of ferrite-pearlite steels has been in the refinement of their interlamellar spacing to very fine distances of the order of < 0.3 um. A refined microstructure increases the hardness of the alloy, thus increasing its life under wear conditions. The interlamellar spacing in pearlitic steels has, however, been refined almost to its theoretical limit. The increasing demand for speed and increased axle loading on railway wagons requires the use of stronger, tougher, and more durable materials. This has opened the window for the development of novel bainitic steels. Bainitic alloys have a higher level of microstructural refinement than pearlitic ones. They have shown to have good wear resistance and rolling-contact fatigue resistance, and high toughness. This paper will discuss the progress to date on the development of bainitic railway wheel alloys. Four alloy chemistries have been chosen for possible further development.

The roof of the Sishen cave is being mined in order to exploit 6.8Mt of high grade ore. The cavity is filled with quartzite backfill in order to support the roof in the event of collapse. The cave dips at approximately 37o, is 260m along dip and 70m along strike and has a total volume of 261,391m3. GPS and optical monitoring techniques were attempted to detect subsidence but proved to be impractical. The GroundProbe Slope Stability Radar (SSR) uses differential interferometry to measure sub millimetre movement in a rock face. The SSR was applied in a non production situation and detected subsidences of 38mm/day before visual signs of instability were detected. The rate of deformation detected was slowing as a result of the roof coming to rest on underlying backfill. Monitoring during production drilling detected a sudden subsidence of 18.6mm/hour which resulted in the evacuation of personnel from the area. Further inspection of data showed that the rate of deformation was slowing and production was allowed to continue without further incident. The SSR has helped dispel the fears of workers and has proven that subsidence can be accurately measured and delineated with the SSR.

Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

The meeting was well attended, a total of 73 members, guests, and visitors being present. It was extremely pleasing to have such a large number of lady visitors present.
