"The General Leasing Law, which provides for the leasing of deposits of coal, oil, oil shale, gas, phosphate, and sodium in public lands, was approved February 25, 1920.One of the outstanding features of this legislation is the fact that it opens for prospecting and exploitation lands and deposits which have been withdrawn from public use, some of them for several years, pending enactment of legislation better fitted to control the mining and utilization of the particular mineral deposits referred to. These lands are not only made available to the public, but they are opened up under a system which defines better than was ever done in the pas the rights which may be acquired under it.The oil operator, for example, under this legislation will know definitely the extent of the rights he has acquired, as well as the legal conditions under which his expensive drilling and other work of exploration are to be conducted. No longer will he be harassed by the possibility that while he is spending his capital in drilling operations in an effort to make a discovery of oil, his legal rights be contested, in which event the superiority of his claim can only be upheld -- if at all -- after long and expensive litigation. By the same token the coal operator will now be free from the embarrassing restrictions of the old coal-land laws respecting the amount of such land which may be purchased by one person.At the same time that these advantages are being enjoyed by the operators, the public will be guarded against wasteful methods of drilling and mining the oil and gas, and coal deposits, and the other mineral substances enumerated in the act, to the end that these products of Nature, which can not be replaced, may be utilized with a minimum of loss."

Monitoring the miner respirable quartz dust exposure for compliance with U.S. federal regulations is mandatory to protect the health of coal miners. However, there is no technique available for the direct measurement of the respirable quartz dust concentration in the mining environment. The only means to estimate the respirable quartz dust concentration is to perform an analysis of the respirable dust sample collected, which contains both coal and quartz dust as well as other mineral constituents. For samples collected at coal mines, the U.S. Mine Safety and Health Administration (MSHA) utilizes the P7 method for respirable quartz analysis. The objectives of this work are to 1) evaluate the performance of the P7 method on field samples of low quartz mass loadings, 2) evaluate the magnitude of dust mass spatial variability within an enclosed cab environment, and 3) estimate the subsequent propagation of error in calculating the per. centage of quartz over a broad range of mass and quartz filter loadings at a surface coal mine. These objectives were achieved by obtaining surface coal mine dust samples over a 9-month time period in enclosed cabs of three drills and three bulldozers. By measuring weighing precision and using reasonable estimates for sampler variability, the dust mass spatial variability component was calculated by difference. The results show that 1) the P7 method can be precise and linear with quartz mass loadings as low as approximately 5 µmg of quartz, 2) the dust mass spatial variability, even within an enclosed cab environment, is the dominant factor of variability in propagation of error in estimating the quartz content of the obtained dust samples on a percentage basis, and 3) weighing precision is not a significant factor in error propagation. In addition to the enclosed cab samples, samples from eight surface coal mine drills were collected at various locations exterior to the drill cab. Significant data scatter at these outside locations strongly suggests that the ambient dust mass spatial variability has a significant effect on the propagation of error in estimating quartz content of the dust samples on a percentage basis.

"As the result of the work of an efficient safety organization, the Midwest Refining Co. at its various operations and particularly in the Salt Creek field has been able to show a definite accident reduction. Lost-time accidents during the past year have been reduced to a small number as compared with previous years, and infection cases have been almost eliminated.The accident-prevention work of the Midwest Refining Co. is in charge of the department of industrial relations, with a director as the administrative head; two safety men handle the work directly at Midwest, Wyo. A competent medical staff with a well-equipped hospital at Midwest is also an important factor in the prompt and proper treatment of injured persons when an employee is injured, he is given first-aid and then taken to the hospital with minimum delay.About 1,450 persons are employed in the 4 departments (production, gas, pipe lines, and electrical) and in the 34 districts of the Midwest Refining Co. The work at Midwest spreads over a considerable area, and new drilling operations, pipe work, and similar activities require the services of many small gangs of workers. Complete supervision, of each job, whether shall or large, is possible through the large number of superintendents, foremen, and gang pushers employed; thus, there are 20 superintendents, 78 foremen, and 115 gang pushers. The largest number of men under any one toss is approximately 15, and it is probable that much of the good safety record is due to this intensive supervision. These company officials, including the gang pushers, have been impressed with the idea that it is their duty to see that the men under them do not get hurt; the responsibility of instructing new employees in safety practices is placed directly upon them. Monthly meetings of the field officials, including superintendents, foremen, and gang pushers, and as far as possible the men, of each district are held with the safety engineer. Both officials and men are encouraged to bring up for discussion any practice or proposals looking to the changing of any conditions that will"

This paper is one of a series describing methods and costs of recovering sand and gravel from alluvial deposits in the United States and deals directly with the methods employed by the Portland Gravel Co. in operating a clamshell dredge on the Willamette River near Portland, Oreg., and a pump dredge on the Columbia River near Vancouver, Wash. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent local expenditures only and not total production costs. It is recognized that publication of total costs may in some instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand operating costs are essential to the technical discussion and study of methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.

Prolonged exposure to noise over a period of years generally causes permanent damage to the auditory nerve and/or its sensory components. This irreversible damage, known as noise-induced hearing loss (NIHL), is the most common occupational disease in the United States today. Workers suffering from NIHL have difficulty understanding human speech and hearing other workplace cues. Despite the use of regulations and efforts by government and industry to reduce NIHL, the problem today is as prevalent as it was more - than two decades ago. Recently, the Mine Safety and Health Administration (MSHA) promulgated a new regulation that is designed to reduce NIHL in the mining industry. One of the more significant provisions is the elimination of MSHA's past practice of giving "credit" for the use of personal hearing protection, thereby reestablishing the primacy of engineering and administrative controls. However, there is a knowledge gap that is impeding the development and implementation of engineering and administrative controls. Although significant data exist on the exposure to noise by occupational code, little is known about the noise sources that contribute the most to the worker's dose. This is problematic in a workplace with multiple noise sources and workers who travel among noise sources. Yet without this knowledge, it is difficult to focus control efforts in any practical manner. Thus, it is important to characterize noise sources sufficiently well so that the sources most hazardous to hearing are identified and those conditions of exposure that are most amenable to engineering controls are pinpointed as well. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures in the mining industry to address this deficiency. The initial effort, conducted at a coal preparation plant and results are described in this paper. Preliminary analyses indicate that the noise levels on all floors exceeds 90 dBA in most areas, and that levels as high as 115 dBA were recorded. In addition, the one worker whose responsibility is to monitor the equipment and "house clean" the plant is slightly overexposed, even though he spends only half the shift in the plant. General information on the hearing loss problem in mining, a review of hearing protection use and noise regulations in mining, and other background materials are also presented.

"The prevalence of accidents in the coal-mining industry has prompted a study of the workmen's compensation laws of the various States and the statistics of accident costs, for the purpose of explaining to operators how the compensation laws are regulated and to show the cost of accidents.The subject of compensation laws and accident costs is by no means new, but the prevalence of coal-mine accidents would indicate that the mine operator in general is not thoroughly conversant with their importance. Unquestionably, compensation laws are a large factor in promoting accident prevention, and it is believed that a greater measure of success would be accomplished in preventing accidents if all mine operators were fully aware of their important bearing on the cost of production.Many operators seem to be indifferent to accident occurrence; possibly they do not real¬ize the seriousness of the accident hazards that exist in their mines, even after the hazards are brought to their attention. There is no question that material financial advantages are to be gained by the prevention of accidents and it would appear that when these advantages are thoroughly understood, operators would be anxious to eliminate, insofar as is feasible, conditions likely to cause accidents.The unsettled state of the mineral industry and the irregular operation of mines during the past several years has probably been an important factor in influencing the apparently indifferent attitude of the operator. The chaotic conditions in the mining industry and especially in coal mining are unquestionably a factor that tends to increase accidents, just as mine idleness increases roof hazards and results in deterioration in mechanical, electrical, and haulage equipment, and promotes disorganization of the personnel. During such times greater efforts should be exerted toward the prevention of accidents because of these increased hazards and of the financial advantages brought about by the various savings to be effected when mine accidents are held to a minimum.This report on accidents in the coal mines of Pennsylvania was made possible largely through the cooperation of William J. Maguire, director, Bureau of Statistics, Pennsylvania Department of Labor and Industry, and Rush N. Tubular Handles can negatively affect the contents of the carpal tunnel. Years of injuries from grasping handles for tools and machines can cause carpal tunnel syndrome, tendonitis and wrist joint injuries. The can cause inability to use a hand and resulted in the longer absences from work than injuries from falls, accidents or fires.1 Cylindrical, tubular and rectangular handles are rolled flat structures. They place the hand on a rolled flat surface where the ends of the middle and ring fingers overlap the index and small fingers. They are pulled along a series of lines that contact the end joint of the index finger, the middle bones of the middle and ring fingers and the end bone of the small finger. Cylinders are pulled diagonally in the hand toward the carpal tunnel (CT) area. Gripping in this manner tenses asymmetric muscle groups in the forearm. Handles could work better if they do not place pressure on the CT and conform to the natural function or neutral hand position where the hand rests or dangles at the side of the body, the finger tips form a diagonal, the palm and fingers form a cup, the thumb rests between the index and middle fingers and the wrist is mildly extended. However, handles designed for the neutral position are pulled by diagonally oriented fingers into the valley between the thenar and hypothenar muscles where they can compress the median nerve and tendons exiting the CT. Seven principles for handles that do not place pressure on the carpal tunnel and employ optimal hand position are presented. First, handles should align the ends of the fingers parallel to the horizontal crease and not diagonally. Second, handles should extend from the cupped fingers to meet the muscles at the base of the thumb on the radial side of the hand and extend further on the other or ulnar side to meet a portion of the small muscles. Third, handles should have a recess on the proximal side to prevent contacting or placing pressure on the carpal tunnel. Fourth, handle design should be based on hand measurements in a position of function. Fifth, handles should come in sizes. Sixth, handles should be placed on tools to maintain the wrist and elbow in neutral position. The seventh is handles should support the maximum area of the hand and absorb, but not direct, vibration to the carpal tunnel. These principles led to prototypes and patents for handles for gripping, pinching and squeezing2,3,4 . The poster will illustrate and explain the principles Bonsil handles. Research, with existing tools, is needed to substantiate claims made for the Bonsil handle.

To improve electrical safety and lengthen light bulb life on trolley haulageways. Approach A resistor inserted in series with each pair of light bulbs, decreases the voltage applied to the bulbs and eliminates heavy arcing when voltages rise. How It Works Under certain conditions, incandescent light bulbs connected directly to a 300-volt d-c trolley wire can be a hazard, particularly during weekends when electrical equipment is nut in use. When little electrical power is being used, the voltage (on the trolley lines and at the substation) can rise to a value which will destroy the bulb filament, cause arcing, and damage the bulb holder. In one coal mine where light bulbs in certain locations fre¬quently failed, the problem was overcome by inserting a 100-ohm, 50-watt resistor in series with each pair of light bulbs. The light bulbs are rated at 300-volts and 100-watts. Figure 1 shows the light bulbs and resistor circuit. This resistance was added in order to reduce the current through a short circuited bulb holder, from several hundred amperes to a much safer value of 3 amperes. However, the resistor in series with each pair of light bulbs, also reduces the voltage across the lighted bulbs to approximately 240 volts during periods when the trolley line voltage is up to 300 volts. With this arrangement, no light bulb failures occurred over a 6-month period. The resulting light reduction has not been objectionable.

The Holmes Safety Association is an offspring of the Joseph A. Holmes Safety Association which was organized in Washington, D. C., in 1916 at a meeting of representatives of twenty-four leading mining associations connected with every branch of the United States mineral industries. The purpose of the meeting was to do honor to the memory of Joseph A. Holmes, one of the founders of the United States Bureau of Mines and its first director, whose death had occurred the year before on July 12, 1915. In deference to what was believed would have been the expressed wish of this great humanitarian and benefactor of the mineral industries, it was decided to establish a national safety organization to cover the mineral indus¬tries exclusively; out of respect for his memory and service, the organization was named the Joseph A. Holmes Safety Association. On receiving requests from several mining districts, in 1922 a number of chapters ware established in several mining States.

This report describes three coal mine ventilation studies by the Bureau of Mines in which sulfur hexafluoride (SF6) was used as a tracer gas. One of these studies was conducted to determine air movement and leakage in a sealed area. Another was run to determine the ventilation efficiency of a bleeder system. Finally, a study was made of air leakage across permanent stoppings of parallel intake airways. These studies proved sulfur hexafluoride to be a useful addition to the equipment commonly used in coal mine ventilation analysis.

This report, the 25th in a series, lists analytical data of coal samples collected by the Bureau of Mines in connection with the purchase of several million tons of coal for various Government agencies during fiscal year 1975. Tipple samples were collected by Bureau of Mines engineers at tipples as coal was being loaded into railroad cars or trucks. Ultimate analyses are given for these coalbeds only. The delivered coal was sampled at destination in accordance with instructions furnished by the Bureau of Mines, and all samples were analyzed in the Bureau laboratory at Pittsburgh.

"An investigation has been made of the applicability to a variety of coals, other than those from Illinois, of the Powell and Parr method of analysis for the forms of sulphur in coal.A complete study was made of the sulphur in the following coals:- Upper Freeport, Pa.; Pittsburgh seam, Pa.; Pocahontas No. 3, W, Va..; Letcher Co., Ky.; Morgan Co., Tenn.; and Cherokee Co., Kan.The method of analysis gave excellent results when applied to these coals. In the determination of pyrite, the iron-sulphur ratio checked in every case with the theoretical. After the extraction of the pyrite and sulphates, the remaining sulphur was proved to be organic in nature.This work indicated that sulphur exists in coal in three typical forms: - pyrite or marcasite, sulphates, and organic sulphur. A study of the changes which these forms undergo during coking has been made on a variety of coals, and the following five classes of reactions established.First. Complete decomposition of the pyrite and marcasite to ferrous sulphide, pyrrhotite, and hydrogen sulphide. This reaction begins at 300°C., is complete at 600 °C., and generally reaches its maximum between 400 and 500°C."

"INTRODUCTION The Bureau of Mines began a broad program of exploration of various proportion in the Pine Creek area of the Coeur d'Alene mining region in the fall of 1943. As a part of this project, exploring was done at theLittle Pittsburg property in 1945. The work included driving a 500-foot crosscut from the No, 6 level and drilling four diamond core drill holes to test the behavior of the Little Pittsburg vein at depth. This report presents the data obtained by the Bureau.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. [Improvements in refractories for high-temperature service have made possible the use of higher temperature in many processes. Consequently, it sometimes is desirable to use gases heated above 1,600° F., and for moderate rates of gas flow, there gases can be heaters best with pebble heaters. Pebble heaters of the stationary-bed type in which the chanber was lined with mullite brick and pebbles of pure alumina served as the heat-exchange medium have been used recently to heat the air blown into an experimental blast furnace4/ These pebble heaters worked well and made it possible to use air temperature up to 2,500° F. at the tuyere of the furnace. Since little has been published on this type of gas heater, a review of the construction on employed and operating data should assist in selecting applications and designing units.]

The spontaneous explosion of charges of nitroglycerin placed in deep wells situated in parts of the Ranger and Caddo fields of North Texas has aroused considerable inquiry among operators end others as to the probable agency, or combination of conditions, which causes the explosion.The method now followed, under certain physical conditions of a well, of setting a charge of nitroglycerin and allowing it to explode spontaneously was discovered locally by accident. In certain deep wells where formations, overlying productive strata, cave upon withdrawal of casing, it has been the practice to fire the shot electrically. In some of these operations the electric wires are broken or the firing system is otherwise deranged by pulling casing or the caving of hole prior to the time for firing. Sucn accidents make it necessary for the driller carefully to clean cavings out of the hole to a depth close to the top of the charge, after which in the normal practice, an attempt is made to fire the charge by dropping a ""jack-squib"", fitted with a fuse and detonator, down the well. Mr. R. L, Fowler, production manager for the Pierce Oil Corporation, reports that a delayed shot was thus successfully tired through four feet of caved material lying on top of the nitroglycerin shells.When a shot destined to be fired electrically fails, because of the above mentioned accidental conditions to the electric firing system, much time is required for the driller to run casing into the hole and clean out caved material. It was during the time of such uncompleted operations that the spontaneous explosions first noted took place. Having noted these spontaneous explosions the well shooters now intentionally place a charge in deep holes, which because of probable caves would otherwise have to be tired electrically, and wait for the charge to go off. No detonators are placed with the charge.

The Bureau of Mines has conducted a research program to systematize the art of locating uncharted and lost oil and gas wells that penetrate coal seams; this publication presents a preliminary summary of its findings. Although no method or combination of methods will guarantee finding all uncharted and abandoned wells in a particular area, at least 75 percent of such wells can be located by compiling and applying all available information and using modern metal detectors.

The recommendations of the Bureau of Mines on rock-dusting practices are embodied, except in a few details, in the Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions,5 approved by the. American Engineering Standards Committee,6 December 30, 1925 It is specified that the dust to be used is of a size that all will pass through a sieve having 20 meshes per linear inch and that 50 per cent or more will pass through a sieve having 200 meshes per linear inch.

"INTRODUCTION The Phelps Stokes iron deposit, also known as the Iron Mountain claim, was examined by G. L. Thompson, an engineer of the Bureau of Mines, in January 1943. As a result, the Division of Geophysical Exploration 3/ made a magnetorater survey of the deposit in June 1944, and the Mining Branch included it in a,project to explore Nevada iron deposits.The Bureau explored the deposit from September to November 1944 by means of 643 feet of diamond drilling and 445 feet of trenching holes were drilled, all of which penetrated more than: 100 feet of good-grade magnetite, although nearly all the ore except that found in the first hole contained an excessive amount of sulfur. Trenching was done largely over the first two holes, PS-1 and PS-2, and exposed the full width of the ore.The deposit is in Nye County, Nevada, 7.7 miles east of Gabbs. The property was discovered in 1902 was patented in 1907. There has been no production from the property and except for the Bureau's investigation,,has not been, explored since it was patented.Magnetite is the principal ore mineral; it occurs as fine-grained particles associated with sulfides and cemented with talc and calcite."

The service given by a flame safety lame is twofold: It provides a safe light and it gives evidence of the condition of the mine atmosphere relative to the presence of methane and the deficiency of oxygen. Since the development of portable electric mine lamps, flame safety lamps are little used for lighting,but their use as detectors is as extensive and important as ever. A flame safety lamp in the hands of a trained user will definitely how methane concentrations as low as 1 percent, which in well below the lower explosive limit of methane and air. However, this does not always suffice, especially when making studies of mine ventilation, where it may be desireable to detect concentrations below 1/2 of 1 percent.
