As part of a continuing effort to maximize metal recovery from domestic secondary resources, the Bureau of Mines investigated a process for recovering the metallic portion of scrap alkaline batteries. A pyrometallurgical method for recovering nickel and cadmium from Ni-Cd scrap batteries previously developed on a laboratory scale, was scaled up to 25-and 43-pound charges. The method employed reduction and/or decomposition in a retort using a minimum of 2.5 percent carbon as a reductant. Metallic cadmium was distilled at atmospheric pressure and a minimum of 900° C. Purity of the recovered cadmium was 99.8 percent minimum and the nickel-iron residue contained less than 0.02 percent cadmium.

A removable-jacket distortion apparatus was constructed and used to measure distortion coefficients for two high-pressure vessels. The measured distortion coefficients were used to compute distortion coefficients for volumes VI and (V1+V2) of a 1,000-atmosphere Burnett compressibility apparatus for the temperature range 0° to 75° C. Young?s modulus for Armco 17-4 PH stainless steel, heat treated to condition H1150-M, was computed from experimentally determined distortion coefficients. A 10-to 14-percent correction to the values obtained for Young's modulus may be required because pressure vessel end effects were neglected. The distortion coefficients of the compressibility apparatus are believed to be accurate to about 1 percent.

This Bureau of Mines study was conducted to determine the sulfur reduction potential attainable when washing fine-size coal on a spiral concentrator. Crushed samples of Middle Kittanning and Bakerstown bed coals washed on the spiral provided pyritic sulfur reductions of up to 90 percent for the plus 200-mesh material. Pyritic sulfur reductions on the minus 200-mesh material seldom exceeded 30 percent; consequently, this material would require further treatment. The capacity of the spiral was 2 tph per unit when washing l4-mesh by 0 coal. The ability to remove pyrite combined with the higher-than-expected capacity makes the spiral worthy of consideration as a rougher-cleaner in new fine-coal desulfurization circuits.

Native asphalt was produced in 1980 by six companies in four States. Leading States were Texas and Utah. Output decreased 22% in 1980 to 1.25 million tons while value decreased 2% to $25.0 million. Bituminous limestone was produced by Whites Uvalde Mines and by Uvalde Rock Asphalt Co. in Uvalde County, Tex.; by Southern Stone Co. in Colbert, Ala.; and by Barton County Rock Asphalt Co. in Barton County, Mo. The product was used mainly in street and road repair. Gilsonite was produced by American Gilsonite Co. in Uinta County, Utah, and by Ziegler Chemical and Mineral Corp. in Weber County, Utah. This material was used for purposes other than road repair.

This paper reports measurements of low-temperature heat capacities and entropies at 298.15° K. of two copper ferrites (CUFe204 and CU0.75Fe2.2504). These substances, which occur in copper-smelting slags, have not been sujected to any previous direct thermodynamic investigation. The two copper ferrites are spinel minerals of the variate class. In previous investigations similar data were obtained for 13 other spinel minerals -7 of the normal class and 6 of the variate class. The entropies at 298.15° K. of these minerals have been compiled and revised as necessary in the light of present knowledge regarding structural randomness; entropy values, recommended for use in thermodynamic calculations, are listed.

Objective To characterize the roof fall risk associated with underground limestone mining. Background During the first 5 years of this decade, more than one-fourth of the underground mining fatalities occurred as the result of fall of ground. The large openings in underground stone mines present limitations in observing ground conditions because of floor-to-roof heights ranging from 20 to 60 ft or more. Generally, the status of ground conditions in under-ground stone mines is based on observation and experience obtained during mining development. Some mines use monitoring instruments to gain information on roof conditions, but this practice is typically focused and localized to address issues in a particular area or section of the mine. The Roof Fall Risk Index (RFRI) described here provides a method of systematically characterizing the risk of roof falls to enhance the safety of mine workers. Approach As in many industries, a defective product signals the potential for failure. Similarly, defective rock or strata in an underground stone mine presents a potential risk. Assessing ground conditions relative to the concentration of defects observed provides a way to index or rate these conditions and the subsequent risk. Through observations at approximately 50 underground limestone mines in the United States, strata defects were categorized to develop a quantitative method for determining the RFRI. This method is specifically geared to underground lime-stone mines because strata defects are difficult to see and limited by the experience and knowledge of the observer. Overall, 10 defect categories were deter-mined: 3 that relate to geology, 4 that result from mine development, 2 that are indicative of the roof profile, and 1 that addresses moisture or water flow (see RFRI Chart 1). The defect categories are also weighted to reflect the conditions indicative of roof or strata movement or separation (categories 4 through 8). These weights are multiplied by the assessment value to determine the total category value. The benefit of using monitoring techniques to gain information on roof conditions is also factored into the RFRI for overall assessment of an area in the mine. Each defect category is assessed with a value of 1 to 5 based on parameters as defined in each defect category, with 5 indicating the highest degree or level of defect. The assessment value of 3 is also used when information on a parameter is unknown. The parameters for the defect categories are illustrated in RFRI Chart 2 for use in determining the assessed value. How It Works The RFRI provides a means to categorize the risk for roof falls in underground stone mines. The concept of this calculation is aimed at providing an indication of the level or degree of defect relative to the area of the mine examined. The RFRI for the calculation produces a distribution where RFRI values approaching 0 represent a stable condition and those ap-proaching 100 represent an unstable condition.

The Bureau of Mines has developed probes to be used in emergency mine rescue operations by being lowered through a borehole drilled into an underground mine. Various probes can provide two-way voice communication with trapped miners, continuous mine atmosphere monitoring, temperature indication, and television searching capability. At present, an infrared imaging probe is being developed for "seeing" through coal smoke.

"A tabulation is printed below showing the accident record of the thirty-two mines of the Anaconda Copper Mining Co., in Montana, for the years 1915, 1916, 1917, 1918, 1919 and 1920, with summation for the six years. The table gives the number of shifts worked by each mine with the serious plus fatal accident rate for each 10,000 shifts worked.It is seen that in a total of 16,460,767.5 shifts worked by employees of the company's mines during this six-year period, there were only 2,005 serious and fatal accidents and of these, 200 were fatalities, leaving 1,805 serious accidents (a serious accident being one in which 14 or more days' time are lost). This is at a rate of 9,120 shifts per serious accident and at a rate of 82,304 shifts per fatality. Hence, if 300 days be adopted as a year's work, there would be one fatality per 274.3 years of work in these mines and one serious accident for every 30.4 years work.According to Bureau of Mines Technical Paper 286, (Metal-mine accidents in U. S. in 1919, by W. W4 Adams), during the years 1916, 1917, 1918, and 1919, the metal mines of the United States worked a total of 210,548,640 shifts and had 39,705 serious accidents. During the same years, according to the following tabulation, the mines of the above-mentioned company worked 11,958,978 shifts and had a serious accident rate of 0.995 accidents per 10,000 shifts worked. If the metal mines of the United States, working these 210,548,640 shifts, had this company's serious accident rate of 0.995 serious accidents per 10,000 shifts, the total number of serious accidents would have been only 21,000 or the country's metal-mine serious accidents would have been reduced nearly one-half, and there would be 18,705 fewer serious accidents than actually occurred."

This report (An Introduction to Safety) is the first in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment's life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 and other recognized standards. The scope is "surface and underground safety mining systems employing embedded, networked, and non-networked programmable electronics." System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system's safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a "proof of safety" that the system and its operation meets the appropriate level of safety for the intended application. Airborne respirable dust surveys were conducted at six surface coal mines to investigate the effectiveness of dust control methods used on rotary rock drills and bulldozers. Dust controls commonly used on drills include a dry dust collection system, exhausting from a shrouded area around the collared hole, and an enclosed drill operator cab, filtering airborne dust from the cab. Bulldozers are also typically equipped with an enclosed operator cab as a dust control measure. Airborne respirable dust sampling was conducted near each equipment's source of generation and inside its enclosed cab. Silica analysis was performed on the dust samples to determine the percent silica content in the dust generated at the six mining operations. An additional eight- month follow-up of dust sampling was also conducted in the enclosed operator cabs of several rock drills and bulldozers. Data were analyzed for long-term variability of accepted control methods to abate dust and silica levels. The highwall rock drill was the major and most variable dust source as compared to the bulldozer, generating dust levels, on average, one order of magnitude higher than dust levels of the bulldozer. Four of the six drills surveyed had dust containment and capture problems at the shrouded drill table above the lple. Repairs or modifications to three of the drill dust collection systems were shown to reduce dust levels by more that 50% next to the shrouded drill table. The enclosed operator cabs provided more than 90% and more than 40% lower dust levels than at the dust source for the drill and bulldozer, respectively. Long-term sampling of several of these highwall drills and bulldozers showed that the dust levels in the drill cabs were frequently higher than 0.2 mg/m3 and more variable than in the bulldozers. The bulldozer dust levels were frequently below 0.2 mg/m). Future research should focus on improving some of the deficiencies present in the drill's primary dust collection system, and developing quality control methods to ensure the integrity of enclosed cab protection for equipment operators.

The purpose of this investigation by the Federal Bureau of Mines was to design and construct a fluorescent X-ray spectrograph for dynamic rate studies of selective oxidation in molten metals and to establish basic principles for interpretation of data obtained by this method. An X-ray spectrograph was constructed in which the sample holder is a resistance wound furnace; it was operated up to 800° C. in oxidizing atmospheres. No difficulties were experienced with the cooling or heating systems nor with the protective layer of mica around the X-ray tube window, even though the oxidizing surface of the metal is only 0.5 inch from the X-ray tube window, Means are provided for heating under controlled atmospheres for selected time? temperature cycles.

Condensate waters from the Bureau of Mines Synthane process for coal gasification have been investigated by mass spectrometric methods to determine the organic contaminants. Waters from the gasification of six coals were extracted with methylene chloride, yielding 0.6 to 2.4 weight-percent extractable material. Using high-resolution mass spectrometry (HRMS), combined gas chromatography-mass spectrometry (GC-MS), and low-voltage mass spectrometry, 60 to 80 percent of the extract was found to be phenolic. About 20 organic contaminants have been identified and are present in the condensate waters from each coal gasified. The relative distribution of contaminants in the condensate water was nearly the same for the six coals gasified under various conditions; phenolic compounds were the most abundant in all cases.

Urban refuse, cellulosic wastes, and sewage sludge have been converted to heavy oil by heating under pressure with carbon monoxide and steam. Conversions of the organic matter to oil, water, and gas have averaged near 90 percent at temperatures of 250° to 400° C and pressures of 1,500 to 5,000 psi. The yield of oil, based on the dry organic matter of the waste materials, is usually near 40 percent. This is the equivalent of more than 2 barrels of oil per ton of dry, ash-free waste material. The oil from urban refuse and cellulosic wastes has a sulfur content near 0.1 percent. This low sulfur content makes the oil from refuse a desirable source of fuel oil.

The Bureau of Mines improved removal of selenium from zinc smelter acidic gas scrubber effluent by using zinc dust to precipitate soluble selenium prior to lime neutralization. Lime neutralization alone decreased selenium in the waste water from, typically, 6 parts per million to 2 parts per million, whereas the use of zinc dust precipitant gave an effluent containing less than 0.1 part per million of selenium. The waste treatment operation first was developed on a laboratory scale and later was successfully tested at a smelter site on a 1-gallon-per-minute basis. During the research a simple and rapid means was developed for determining selenium in waste water; the technique enabled visual semiquantitative selenium determinations that later were confirmed quantitatively by X-ray fluorescence.

As part of its mission to reduce pollution associated with mineral production, the Bureau of Mines is developing a dewatering technique for phosphatic clay waste that uses a flocculant, polyethylene oxide (PEO). This flocculant forms strong, stable flocs, which can be partially dewatered on a static screen and dewatered further on a rotary screen. Using this technique, a field test unit (FTU) was operated at a nominal 100 gal/min. Consolidated phosphatic clay material containing 20 percent solids was produced when feed slurries of 3 percent solids were treated with 0.69 pound of PEO per ton of feed solids. Pit and column tests indicated that the PEO-treated material continued to dewater; compacted products containing 40 percent solids were obtained after 45 days.

Crude shale oil produced by gas combustion retorting of Green River oil shale was hydrocracked over a cobalt molybdate catalyst at operating pressures of 500, 1,000, 1,500, and 3,000 psig, an operating temperature of 8900 F, and a liquid hourly space velocity of 1.0. Hydrogen feed rate was maintained at 6,000 scf/bbl. The volume-percent yields of total liquid product were directly proportional to the operating pressure. Weight-percent conversion and volume-percent yields of gasoline were directly proportional to the log of the operating pressure. Catalyst deposit percentages were inversely proportional to the log of the operating pressure. Nitrogen and sulfur removal rates as well as saturation of the liquid products increased as the operating pressure was increased.

The Bureau of Mines conducted laboratory and small-scale continuous tests of kyanite ore from Georgia to determine the technical feasibility of recovering commercial-grade kyanite concentrates by flotation. The research indicated that combinations of sulfuric acid and petroleum sulfonate may be used effectively for flotation of kyanite from quartzite-kyanite ore. Over 87 percent of the kyanite was recovered in a concentrate analyzing 55.8 percent A1203 and 5.3 percent acid-soluble Fe203. Subsequent treatment of the flotation concentrate by high-intensity wet magnetic separation reduced the acid-soluble Fe203 to 0.8 percent and increased the alumina content to 57.6 percent, with a recovery of 82.7 percent of the total alumina in the ore.

It is suggested in chapter 1 that emergency activities (including escape) are not individualistic. They tend to be group responses. If escapes from mine fires are group activities, then preparation for such events must take group behavior into account. This chapter explores the hypothesis that the miners who escaped from the three mines under study did so as members of groups. For development of this chapter, the database was examined for evidence of the existence of escape groups and for instances when individualistic behavior was paramount. Illustrations of group and/or individualistic behavior were analyzed and representative examples are provided in the following discussion. The nature of groups was discussed in chapter 3 and the following working definition was offered: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at second-hand, through other people, but face-to-face" [Homans 1950]. To determine whether or not groups existed during the fire evacuations, it is important that the concept of group be clearly defined. Therefore, the discussion started in chapter 3 will be elaborated here. The defining characteristics of group given in chapter 3 were taken from Homans [1950]. They include size, person-to-person com¬munication, feelings that members have for each other, explicit and implicit rules for behavior, and common activities. An additional characteristic that is sometimes used to define groups is cohesiveness. Kiesler and Kiesler [1970] state, "Cohesiveness would include not only the attraction that the group holds for its members but also any other force operating on the individual to stay in the group." Variables said to contribute to cohesiveness include "(1) the attractiveness of a group for its members," and "(2) the coordination of the efforts of the members" [Keisler 1970]. One source of the attraction to a group occurs when "the goals or exterior tasks confronting the group are consistent with those of the individual person, and can best be handled by group action" [Cartwright and Zander 1968, in Davis 1969]. In other words, a common goal and a coordinated effort mounted to achieve that goal contributes toward the creation of a cohesive group. As discussed in the earlier review of research (chapter 1), groups have frequently been studied in laboratory or simulation settings. These methods allowed control over variables of interest. Kiesler and Kiesler [1970] state, however, that they "find group variables conceptually imprecise and experimentally difficult to work with." Experimental control, in other words, is difficult to achieve in the study of groups.
