This bulletin summarizes the work conducted under the Bureau of Mines methane control research program during the years 1964 to 1979. This research effort was directed toward improving existing methods and developing alternative methods of reducing the explosion hazard during mining. The research was performed in three general areas: (1) basic factors that control the emission of methane into coal mines, (2) methane control during mining, and (3) methane drainage in advance of mining. Topics discussed in this bulletin include the magnitude of the methane problem; the equipment and instruments developed; the geological, chemical and physical parameters that control the movement of methane in coalbeds; the direct method of determining gas content; the estimates of gas content from adsorption data; and methane drainage, through shafts, through horizontal boreholes, through vertical boreholes, or through slant holes. Improvements in ventilation, control of methane in gob areas, and water infusion are also discussed, as is the potential use of coalbed methane as a supplement to natural gas supplies. This bulletin provides a comprehensive source of information on the accomplishments of the Bureau's methane control research program, on the technology developed, and on the direction of further research.

Conclusions regarding the use or omission of stemming in blasting have not peen reached, pending completion of all aspects of this investigation. The results from the dust phase of this study on six classes of stemming prove that the kind of stemming affects the amount of dust produced from blasting. In previous work at the Mount Weather testing adit it was demonstrated that blasting produces the highest dust concentrations of any of the mining processes.5/ Under the conditions prevailing at the Mount Weather testing adit, the average of all rounds having a break of at least 95 percent showed that the least amount of dust was produced when no stemming was used.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. The objective of this Bureau of Mines research was to compare the size distribution of respirable quartz collected at coal mines with that of several reference standards used to quantify quartz in coal mine dust samples. Particle size measurements were made on 23 samples and 4 ref-erence standards using a scanning electron microscope in the backscatter electron mode of operation, interfaced with an image analysis system. The Mine Safety and Health Administration provided the 23 respirable coal mine dust samples, which were collected at surface and underground coal mines in 7 States. The accumulated particle size measurements in-dicate three of the reference standards, minus 5-um Min-U-Sil, minus 5-um Supersil, and NBS 1878, would be preferred over the fourth, Silver Bond B, for quantitative quartz determinations in coal mine dusts by X-ray diffraction and infrared spectrometry.

The Bureau of Mines conducted laboratory and field experiments to determine tne amount of permeability reduction in uranium sandstone after its exposure to different drilling fluids. Seven polymer and two bentonite fluids were laboratory-tested in their clean condition, and six polymer fluids were tested with simulated drill cuttings added. Sandstone cores cut from samples collected at an open pit uranium mine were the test medium. The clean fluid that resulted in the least permeability reduction was an hydroxyethyl cellulose polymer fluid. The greatest permeability reduction of the clean polymers came from a shale-inhibiting synthetic polymer. Six polymer fluids were tested with simu-lated drill cuttings added to represent field use. The least permeability reduction was obtained from a multipolymer blend fluid. A field experiment was performed to compare how two polymer fluids affect formation permeability when used for drilling in situ uranium leaching wells. For this test, the polymer fluid with the best laboratory results (multipolymer blend) was compared with a commonly used polymer fluid (guar gum) that gave poorer laboratory results. When fluid injection rates for the four wells drilled with the guar gum were compared with those for the four drilled with the multipolymer blend, no statistically significant difference was found.

Growing domestic and global demands for mineral resources have established an imperative need for developing comprehensive, versatile mineral supply analysis evaluation tools. The Minerals Availability System (MAS) of the Bureau of Mines is meeting this need with its computerized Supply Analysis Model (SAM). This paper describes the SAM system and the quantitative methods used by the MAS for mineral supply analyses. The MAS evaluating process consists of deposit identification, tonnage and grade determinations, engineering and cost evaluations, financial analyses, and supply curve generation. MAS has developed this computerized system primarily to facilitate the maintenance of data information for the constructing of commodity supply curves. The SAM system presently has the analytical capabilities of simultaneously (I) evaluating many mineral deposits, (2) updating mineral supply information to reflect inflationary changes in costs and prices, and (3) conducting sensitivity analysis to determine impacts on mineral supply under various conditions. Many potential users in both government and industry will find the SAM system a valuable tool for policy analysis, forecasting, and planning. The SAM system has been constructed so that any types of information that are similar to the data elements in the MAS data base may be used to perform supply studies. The storage space needed for the SAM system?s programs, files, and output data is approximately 14 million characters.

The Bureau of Mines investigated methods for beneficiating platinum-palladium ores from the Stillwater Complex, Montana. Results of bench-scale and pilot-scale studies employing froth flotation to recover sulfide concentrates containing platinum-palladium values from a serpentinized ore are presented. Best results in the pilot mill were obtained with a sodium isobutyl xanthate-normal dodecyl mercaptan col-lector combination at a natural pH of 8.2. A rougher concentrate con-taining 1.7 oz/ton Pt and 4.7 oz/ton Pd was prepared. Recoveries of platinum and palladium were 96 pet and 86 pet, respectively. Batch cleaner flotation of rougher concentrates yielded concentrates contain-ing 3.7 oz/ton Pt and 9.8 oz/ton Pd.

LIABILITY OF RAILROADS, ETC., FOR BURIAL EXPENSES.-When any railroad company, stage or any steamboat, propeller, or other vessel engaged in whole or in part in carrying passengers for hire, brings the dead body of any person into this State, or any person dies upon any railroad car or in such stage, steamboat, propeller or other vessel in this State, or any person is killed by cars, or machinery of any railroad company or by accident thereto or by accident to or upon any such stage, steamboat, propeller, or other vessel, or by accident to or in or about any mine, mill or manufactory,* the company or person owning or operating such cars, inachinery, stage, steamboat, propeller, or other vessel, mine, mill or manufactory shall be liable to pay the expenses of the coroner's inquest upon and burial of the deceased and the same may be recovered in the name of the County in any court of competent Jurisdiction. NOTE--The original Act of February 15, 1855 (Laws 1855, p. 170), makes no reference to the dead bodies of persons killed" by accident to, in or about any mine."

This study of the preparation characteristics of the coals in Indiana County, Pa., is the second in a series of Bureau publications appraising the Nation's coking-coal reserves by counties and the practicability of upgrading marginal deposits to metallurgical standards. The first publication dealt with the preparation characteristics of the principal coal beds in Cambria County, Pa. Over 95 percent of the coal remaining in Indiana County is in the Upper Freeport, Lower Freeport, and Lower Kittanning beds. Isolated patches of Pittsburgh-bed coal are present, and the Upper Kittanning bed is found in minable thickness at some locations, but production from these sources is not large. The greatest production is from the Freeport beds, which account for nearly 70 percent of the Indiana County coal output. These beds usually contain two or more shale or hone partings and in many places are high in sulfur. The large proportion of bony coal in the Freeport beds 'produces a relatively high-ash product. Mining practices vary from place to place, but it is frequently necessary to leave certain bony portions of the bed in place in order to load a satisfactory product. Table 1 shows the county's coal production, by beds, during 1948.

Radon emanation coefficients of 0.02 to 0.55 were measured at moisture contents ranging from dry to saturation in eighteen different ores. The emanation coefficients rose from a minimum when dry to a plateau usually starting at 5-20 percent of saturation. A model, using measured pore-size distributions, suggested that the radium mineralization may be confined to annular layers about 0.02 micrometers thick around pores. Radon's diffusion coefficient was determined as a function of moisture. The techniques involved comparing a disc's exhalation as a function of time whether or not the disc had a distributed source. The model was free of approximations and included the effects of porosity and adsorption. An increase of diffusion coefficient with moisture for one or two ores was explained in terms of a model's equation for the diffusion coefficient in terms of both volume and surface diffusion. Radon's adsorption coefficient was determined on a uranium ore.

Up to 1914 almost all of the world's supply of potash came from Germany and Alsace. With the cessation of shipments from Germany during the World War the importance of a domestic suppler was evident. During the past 15 years the United States has been working toward the establishment of a domestic potash industry which would end foreign dominance in this commodity. The Federal government has taken an active part in this program. As its share in the work, the Bureau of Lines has ascertained the potash resources in certain district's through core drilling and has engaged in a comprehensive program of research on the extraction of potash from its various minerals. Until the passage of the Winter bill (H. R. 496) by Congress in 1928 the Bureau of Mines had not been able to give any consideration to the western ores, wyomingite (leucite) and alunite. With the massage of this bill, however, the ray was opened for the extension of the potash studies to cover these materials.

This report describes the results and conclusions of the development and evaluation of a unique concept for a lightweight air powered drill tool for probe drilling in anthracite mines. A concept model of the lightweight air powered tool was constructed and evaluation testing conducted at the Kocher Coal Company Porter Tunnel Mine. The unique anchoring method proved to be extremely satisfactory and the overall light-weight air powered drill tool concept proved feasible. Based on the results of the concept model testing, two prototype production units were designed and manufactured. These prototype units proved to meet all of their design requirements of lightweight, portability, drilling controllability, structural integrity and miner acceptance. The need for a better bit and drill steel system, however, became evident during the testing program and recommendations are made for further investigation and development of a bit and drill steel system suitable for this application.

This paper outlines briefly results of seismic measurements recorded in the vicinity of quarry blasting under practical operating conditions. The data cover field work done from January to the middle of August 1930, during which time records were made of 61 blasts in 19 quarries. Of the tests made, one was in biotite-gneiss, two in dolomite, two in a flintlike volcanic complex, three in gabbrodiorite, five in trap rock, and six in limestone. One quarry was in Alabama, two were in South Carolina, two in New York, four in Kentucky, five in Connecticut, and five in Massachusetts. Explosive charges ranged from 0.30 pound to 41,900 pounds, and the method of shooting varied from mud caps through hammer and wagon drill holes to churn drill holes and coyote tunnel shots.

This report reviews the current state of the art of remote control techniques for underground continuous miners. A delineation of aspects requiring additional data is presented. Also a summary and delineation are presented in overview form for the related section functions: roof control, haulage, ventilation, power supply and rock dusting. The automated remotely controlled continuous miner project is a long-range research effort. However, the program has been divided into intermediate steps resulting in incremental production increases throughout the program. Data are developed relating the impact of our proposed research and development accomplishments to potential productivity impact.

This U.S. Bureau of Mines publication is intended to provide mining industry representatives and regulatory authorities with a reference package dealing with studies on hydrology and underground mine subsidence. An annotated bibliography and a list of additional sources are given and represent references published prior to June 1993. Ninety-two references ware identified and 72 obtained for assessment. Annotating the references included evaluating the study methodology and summarizing the basic results. The references are also compiled based on geographic location to aid the user in identifying articles of particular interest.

This final report summarizes the effort on a very aggressively scheduled and demanding development program undertaken by Westinghouse for the U.S. Bureau of Mines under Contract No. H0101262. The objective of this program was to produce hardware and test it to determine the efficacy of certain concepts of Coal Mine Rescue and Survival as established by the request for proposal and the study performed for the U.S. Bureau of Mines by the National Academy of Engineering (NAE). (These are stated in paragraph 1. 1 for reference.) In carrying out this program, Westinghouse provided specific hardware designs in consonance with the objectives of the concepts outlined in the NAE study final report. Though this contract did not require producing final design hardware ready for introduction to the coal mining community, components of the CMR&SS - as delivered - have some value in disaster situations and are to be kept on standby alert. Additional design and production development is required and should be undertaken on most of the subsystems and components before they can be used in the competitive coal mining community.

This report summarizes the principles of safely working steep coal seam using longwall mining methods. It presents the state-of-the-art and identifies the problems which result from seam inclination. Details are given on foreign longwall faces achieving good records of safety and productivity when mining on 30 degree and 50 degree inclined seams. Recommendations for further research are suggested.
