The report is too voluminous to be considered in detail within the scope of a single paper, so I will confine my consideration of it to the broader aspects, leaving other members to deal with points of particular interest. The method of presentation leaves one with an uneasy sense of prolixity and confusion of thought; the foreword by the Chairman may well be accepted as a true index of the whole. His argument amounts to this: Recognizing at the outset the futility of divided counsels, it was deemed advisable to arrive at unanimity. To this end, some members subscribed to views to which they do not whole-heartedly assent, thus giving weight to conclusions with which they were at variance. Unanimity cannot be qualified-either it exists or is absent-and, moreover, in the text of the Com-mission I can find no word that unanimity is required. Surely it would have been preferable to have a unanimous report covering such aspects as were acceptable to all members, with minority reports by individual members on such other aspects as were controversial, leaving it to the Government to give such weight to the divergent views as the personality of their sponsors might warrant. In the final analysis the value of an opinion varies directly as the personality of its exponent.

"AbstractThis paper describes the geological procedures used to evaluate two mineable high-volatile C bituminous coal seams at Coal Valley , located in the outer foothills belt of the Rocky Mountain Eastern Slopes in west-central Alberta. Lexco Testing Ltd., the exploration arm of Luscos: Ltd., owns and operates an all -weather geophysical logging system which provides gamma, focused density , single-point resistance and caliper logs in a single pass. A mathematical analysis for a theoretical interpretation of the single-point resistance log confirms empirical research that bed boundaries are located at a point 10% from the bottom of the curve. A unique and efficient triple-tube, wireline rotary coring system cuts an undisturbed 0.076m- diameter core in a plastic liner at recoveries exceeding 90% . Although only 10% of the total footage is cored, it provides vital analytical and geotechnical data, and, when integrated with the geophysical logs, improves the quality and extends the usefulness of interpreting both sets of data. All data are programmed to produce computerized structure contour, isopach, isoratio and isoquality maps, and volume calculations.General IntroductionTHE COAL VALLEY AREA is located in the outer foothills belt of the Rocky Mountain Eastern Slopes, 60 miles (96 km) by road southwest of Edson, Alberta. Luscar Ltd. holds leases which total 49,000 acres (19,830 ha) , of which 18,300 acres (7,410 ha) have been assigned to the Coal Valley mine area (Fig. 1 ) . There are two Paleocene high-volatile C bituminous coal seams initially developed for mining within a total stratigraphic interval of 750 feet (230 m ) (Fig. 2 ). These seams strike generally NW, and in the undisturbed areas generally dip westerly from 10 to 30 degrees."

Grain boundary characteristics and microstructural evolution are analyzed in a comparative study using orientation imaging microscopy (OIM/SEM) and transmission electron microscopy (TEM/SAD). The subgrain sizes and misorientations were determined by the OIM for aluminum deformed in torsion to equivalent strains between 0.2 and 4 over the temperature ranges of300-600°C and strain rates 0.01-1 s". The OIM gives clearer evidence of boundaries with high misorientation than does TEM, but it overestimates their frequency b y missing boundaries less than 1 0. T EM more clearly reveals low-angle arrays of widely spaced dislocations resulting in finer subgrain sizes than those indicated by OIM. The evidence supports a mechanism combining dynamic recovery (DRY), deformation band formation with permanent boundaries and geometric dynamic recrystallization (gDRX) in contrast to the hypothesis known as continuous dynamic recrystallization (cDRX).

In the present paper, the performance of four approaches based on neural networks and geostatistical method for grade estimation are compared and analyzed their performance to find a proper method. Four methods, Multi Layer Perceptron neural network (MLP), Radial Basis Function (RBF), General Regression Neural Network (GRNN) and Ordinary Kriging (OK) are selected for ore grade estimation of variable Fe in an iron deposit located in Iran. For each method, two diagnostic statistics are calculated: Mean square error (MSE) and correlation coefficient. The results show the superiority of the General Regression Neural Network.

"A reliable source of water of an acceptable quality is vital to the success of any mineral processing plant using wet methods. For Cerro Verde, a new 108,000 t/d copper mill in southern Peru, the main source of raw water is the Chili River. The Chili River is heavily contaminated with raw sewage, industrial wastewater and agricultural runoff, and can also receive high sediment loads during the rainy season. The initial water treatment plant could not supply design flows of water due to the exceptionally poor water quality. Problems with treated water quality caused significant difficulties with water consuming equipment, such as the plant cooling systems. This paper details the Cerro Verde water system and changes from design through to start up from a mineral processing perspective.INTRODUCTIONMining, and mineral processing in particular, is a water intensive activity. Improving water system design and practice are key strategic requirements in moving toward a more sustainable mining industry. This case study forms a basis for ongoing research into water use and reuse at mines and mineral process plants, conducted by AJ Gunson, under the supervision of Dr. Bern Klein and Dr. Marcello Veiga at the University of British Columbia. The case study material was gathered through involvement with the design, startup, and redesign of the Cerro Verde water system.Cerro Verde is a low-grade copper porphyry mine, located near the city of Arequipa in southern Peru, at an elevation approaching 2,800 m. In 1972, one of the world’s first copper Solvent Extraction – Electrowinning (SX/EW) facilities was built on the site, processing oxide ore from two main open pits. In 2004, the operator, Sociedad Minera Cerro Verde S.A.A. (SMCV), approved a 108,000 t/d expansion project to process sulfide ore reserves through a new concentrator plant. The plant was designed under extremely tight schedule and capital constraints, with a mandate to intentionally avoid any overdesign."

"Sandfire’s DeGrussa Copper-Gold operation in West Australia is a new high grade copper sulfide mine, which includes a 1.5 Mtpa concentrator which was completed in 2013.Early after commissioning, it was identified that the flotation capacity in the all-mechanical cleaner circuit was not sufficient. In order to improve recovery, the tail from the cleaner scavenger was sent back to feed the rougher scavengers. Test-work was done on-site to evaluate the possibility of using a flotation column as a pre-cleaner. A CavTube™ sparging system was selected, which is especially effective for fine ore particle flotation. Test-work was conducted at site using a 150 mm diameter unit, and then confirmed on a 500 mm diameter unit. A 4250 mm diameter full scale unit was installed in Q4 2014 and commissioned in Q1 2015. This unit gave some significant advantages including a reduction in re-grinding requirements, elimination of a circulating load and increase in the recovery of copper in the cleaner circuit and overall circuit.In this presentation, the benefits of columns and cavitation sparging for floating fine particles and rejecting fine entrained gangue will be explained. Also, the results from a lab unit and a pilot unit will be compared against the results of the full-scale unit. The paper will demonstrate the scalability of flotation columns, and which phenomena and scale-up criteria must be considered to be successful. Finally, some general observations will be made about the importance of columns in copper cleaning circuits.IntroductionSandfire Resources’ DeGrussa copper-gold concentrator is located approximately 900 km north-north-east of Perth in Western Australia. Anisotropic minerals are important constituents of many ores. This group includes both valuable minerals (e.g., molybdenite in Cu-Mo ores) as well as gangue minerals (e.g., talc in platinumbearing sulphide ores in South Africa, graphite in Cu-Ni sulphide ores in Canada, chrysotile in Ni sulphide ores in Australia, and clay minerals in all types of ores). Aqueous suspensions of anisotropic minerals exhibit different properties than suspensions of isotropic minerals. The presence of anisotropic minerals in flotation circuits affects the flotation process.

Introduction The Helen mine and the Victoria mine of Algoma Ore Properties, Limited, in the Michipicoten district, Ontario, are 120 miles north of Sault Ste. Marie, on the north shore of lake Superior. They are on the Algoma Central railway between Hawk Junction and Michipicoten Harbour. Between them, these mines have produced 10,757,113 tons of iron ore. From 1900 to 1918, 2,823,369 gross tons of brown ore was shipped, and from 1939 to the end of 1949, 7,933,744 tons of siderite was produced from the open-pit operations and underground development. The finished product, known as 'Algoma sinter', is shipped to blast furnaces both in Canada and the United States. The iron-ore bodies are a part of a tabular shaped area of iron formation that extends over a length of more than 10,000 feet and has maximum width of 1,000 feet. The two siderite orebodies, known as the Helen and Victoria, are separated by two diabase dykes. The Helen orebody is 1,600 feet long with a maximum width of 250 feet and the Victoria is 1,200 feet long with a width comparable to the Helen. These orebodies are considered to be a replacement of the original rock by iron carbonate. The introduction of the iron-1bearing material probably occurred after the development of the major folded structures. The open-pit mining of siderite started in the Helen ore body in 1939 and continued until 1945. During this period, 3,853,395 tons of ore was mined. Open-pit mining started in the Victoria body in 1946 and is still being carried on. Underground development commenced in September, 1947. Diamond drilling and surface sampling had shown the Helen deposit to average 35.61 per cent Fe and 7.28 per cent SiO2, and the Vi.otoria deposit 33.73 per cent Fe and 10347 per cent SiO2?

"This paper presents the use of queuing theory in truck fleet sizing in open pit mining operations. In the first part, a methodology is developed by which an optimal ratio between the size of shovels and trucks may be determined. The second part gives the fundamentals of the queuing theory and its application in analyzing shovel and trucks. The stochastic character of involved times (loading, truck cycle, etc.) is taken into consideration. Using the above theory, the optimal truck fleet size in actual conditions may be estimated. Minimal operating cost of the working system (shovelstrucks) represents the basic requirement of the analyzed process. The methodology was validated on Caterpillar front-shovel – truck combinations. "The treatment of water is required at many mining operations to remove metals and prevent the discharge of contaminated water to the environment. In other cases, water treatment is used to provide better quality water for recycle to the processing plant, or to process bleed streams in hydrometallurgical operations in order to prevent deterioration in metallurgical performance or process equipment. BioteQ Environmental Technologies Inc. has developed and commercialized the BioSulphide® Process which can provide an alternative for these treatment needs and which can also be used for profitable metal recovery, particularly in cases where conventional metal winning techniques are not economical. The BioSulphide® Process is a high rate anaerobic biotechnology for on-site production of H2S from sulphur species, although for smaller flows and metal loadings, the use of chemical sulphide reagent might be more cost effective. Both new projects and existing commercial operations, used for removal and/or recovery of copper, nickel, and zinc, and which range in sulphide generating capacity from 50 kg/day to 3.7 tonnes/day, are discussed. Particular focus is placed on the results of operations at the Raglan Mine in Northern Quebec where dissolved nickel is removed from contaminated water at a high efficiency through the precipitation of nickel sulphide. Plant effluent is discharged directly to the receiving environment and the high-grade nickel sulphide product is combined with the nickel flotation concentrate produced at the mine. The plant at Raglan will replace the existing conventional water treatment plant and will eliminate the need for on-site storage of treatment plant sludge.INTRODUCTIONThe BioSulphide® Process, which produces low cost H2S for use in selective metal precipitation, offers a low capital cost alternative which can operate efficiently and cost-effectively within a wide range of flows and solution grades. Since the technology can be used to recover metals from solutions with low flows and metal grades, the technology is also applicable to environmental applications for water treatment, with the sale of recovered metals providing an offset to treatment costs. For environmental control, the technology has a distinct advantage in being able to meet strict effluent discharge criteria due to the very low solubility of metal sulphides. To date, BioteQ Environmental Technologies has designed and constructed three plants for metal sulphide precipitation, with another three projects in the advanced development stage."

History The Con-Rycon mine is situated in the Yellowknife mining district, North West Territories, 608 air miles north of Edmonton, Alberta. The earliest reported discovery of gold in the area was made in 1898 but no extensive exploration occurred until 1928. The birth of Yellowknife as a mining community took place in 1934 with the staking of the Rich group and subsequent shipping of 16 tons of high grade ore. The Giant group was also among the claims staked in 1934, and later staking showed a tendency to close the gap between these two properties. In the fall of 1935, the A.Y.E. claims, situated south of the Giant group, were staked to cover a discovery of the Geological Survey of Canada and, after general release of the Survey's information, the adjoining ground was staked. These claims included the Con, Negus, Meg, and Kam groups. In 1936 four lapsed claims were re-staked as the P and G group and later acquired by Rycon Mines, Limited, controlled by the Consolidated Mining and Smelting Company of Canada, Limited. The Con and various adjacent groups owned by Cominco are now operated with the Rycon under one management. Surface trenching on the Con property started in 1936 and, during the fall and winter of 1936-37, a 60- foot 5 ft. by 9 ft. inclined prospect shaft was sunk. The encouragement provided by the shaft and diamond drilling in 1937 led to the decision to establish a mining plant, and in August, 1938, the 100-ton cyanide mill produced its first brick- the first gold brick poured in the history of the North West Territories. In November, 1938, the mill was enlarged to a 175-ton capacity and operated at this rate until 1941, when refractory ore was encountered. This situation was met by the installation of flotation and roasting units and, at the same time, the milling capacity was increased to 300 tons daily. Labour shortages and Government restrictions forced a reduction of output and in 1943 milling was suspended while mine development continued on a reduced scale throughout the war years. The present full-scale of operations was resumed in 1946 and the total production to the end of 1948 amounted to 288,853 oz. gold and 72,347 oz. silver.

The elastoplastic self-consistent model is one of the effective models to study the initial microstructure effect on the mechanical behavior of bulk materials. However, the use of this micromechanics-based model which takes into account only the Hall-Petch relationship at grain level for predicting the grain sized effects on the strength of the deformed materials is not accurate yet because of the fact that the dislocation density contributes also to the strengthening of this kind of materials. In this study, a modification made to the Hill-Hutchinson elastoplastic self-consistent model was proposed for investigating the microstructure dependence of the mechanical behavior of cold-drawn 6063 aluminium tubes. Because of the novel modification, an estimation procedure with two steps was required to identify the parameters of this micromechanical model. An acceptable agreement between experimental and theoretical stress-strain curves was achieved.

The large surface ground movements induced by underground mining could threaten the safety of the pipelines laid across the subsidence-prone area. Existing analytical methods for the stress analysis of buried pipeline over mine subsidence area were based on the assumption of ?thin? pipeline, which limited their applicability. This paper presents the improved model with the capability to determine the stress distribution of the ?thick? pipeline. The pipe-soil interaction in this model was also updated to adapt various pipe soil contact conditions. In addition, the time-dependent effects of dynamic subsidence effects were also added to the model. A case of protecting a long section of a buried large-diameter pipeline over two longwall panels in a shallow mine is shown. The stress distribution along the pipeline is determined and the overstressed sections are identified. A partial uncovering plan was developed based on the predicted stress and complicated terrain at the site.

CANADIANS are world leaders in marketing metal and mineral products. Noranda Sales Corporation Ltd. is an international metal and mineral product marketing company operating from Toronto and London, England, where it operates a wholly owned sales subsidiary and is a 50% partner in Rudolf Wolff and Company Ltd., a charter member and the largest metal broker on the London Metal Exchange. Noranda Sales employs 97 people, of whom 52 are university trained and professionally competent in international resource product marketing. We market for 19 companies or divisions in the Noranda Group and 39 companies for whom we act as agent, consultant and purchaser of resource production. Our business in 1976 was 1.5 billion dollars carried out in 45 countries and covering 24 products and materials. Today, ownership of most of the mining industry in Canada has transferred back to Canadians, and this is said with the knowledge that a significant part of the Canadian industry has been Canadian owned and managed from its very early days. Noranda Mines Limited is such an example. It was born in 1922 as the result of a copper-gold showing at Noranda, Quebec, discovered by Ed Horne, a prospector, financed with a grubstake by a syndicate mainly composed of New York businessmen. Shortly after the discovery, when the shares of the company had risen, the syndicate was sold to Canadian interests and, since that time, Noranda has been dominantly Canadian owned and certainly Canadian managed. Today, over 90% of Noranda's shareholders are Canadian, who hold an equivalent percentage of the stock.

Les essais de la séparation du stérile et du minerai effectués en milieu dense sur quelques types de la minéralisation d’or, ont démontré les deux possibilités qu’offre cette technique:• Dans le cas d’un minerai riche, il a été possible de séparer la part importante du toutvenant (minerai dilué contenant le minerai et le stérile) provenant de la dilution, tout en ayant un taux de récupération élevé (supérieur à 96%).• Dans le cas d’un minerai ayant une teneur sub-économique à cause d’une dilution importante, il est possible de produire un concentré ayant une teneur économique à l’entrée de l’usine de traitement, en éliminant une partie du tout-venant.En plus la séparation du stérile peut accroître, en outre, la rentabilité de l’exploitation minière, car le fait d’éliminer la partie de stérile le plus tôt possible diminue certains coûts (transport, traitement et autres). On conclue que la pré-concentration du minerai (séparation du stérile et du minerai) est probablement une seule solution actuellement étudiée qui diminue l’impact environnemental de la mine, sans avoir des conséquences négatives sur la rentabilité de l’exploitation souterraine."

"The Key Lake uranium mine is the largest single uranium producer in the world. It is owned 2/3 by Cameco Corporation and 1/3 by Uranerz Exploration and Mining. Cameco is the operator. Current production is fourteen million pounds per year of uranium oxide (U308).The mine's location is 570 kilometres north of Saskatoon on the southern edge of the Athabasca Basin approximately at latitude 57° 11 'north and longitude 105° 34' west. Access to the mine is by an all-weather road and a private airstrip.The mill was commissioned in 1983. A molybdenum plant was constructed in 1989 in response to increasing molybdenum content in the yellowcake or final product. Early test work had showed that the first ore body to be mined, the Gaertner deposit, would present few problems with regards to molybdenum in the product. However, the test work also showed that the higher molybdenum content of the Deilmann ore, the second Key Lake orebody to be mined, would result in increased molybdenum concentrations. Without the molybdenum plant, penalties would become excessive and some product might not accepted by the refineries.This paper will describe the current Key Lake mill process with emphasis on the molybdenum solvent extraction process. It will cover the chemistry of the process, process development in the mid 1980's, and current operating practices.The Key Lake milling process consists of five individual plants, crushing and grinding, leaching -counter current decantation (CCD), solvent extraction, yellowcake/crystallization and bulk neutralization (Figure 1. Simplified Mill Flowsheet). A detailed mill flowsheet can be found in the appendix."

"During the fall of 2001 a program was initiated to determine the feasibility of improving the metallurgy in the flotation circuit at the Penhorwood Talc Concentrator located near Timmins, Ontario. Bench scale testwork led Plant staff to believe that opportunities existed to improve the flotation performance. Pilot scale testing was then conducted using two vendors and their respective cylindrical type flotation cells to indicate where these opportunities existed.The results of the test program determined that the replacement of the existing flotation circuit (roughers, scavengers and cleaners) with new flotation cells could be economically viable. Justification was due to a reduction in installed horsepower, maintenance costs and a subsequent increase in recovery and throughput while maintaining product quality. Unforeseen benefits included reagent and air reduction, accurate level control as well as improved working conditions due to the removal of the antiquated equipment and ancillaries.This paper will detail the justification, installation and implementation of the new flotation circuit. A special emphasis will explain the hurdles encountered while trying to install and commission the circuit in an operating Concentrator with minimal interruptions to production.INTRODUCTIONThe Penhorwood mine and Concentrator is 28 yrs old and has gone through many ups and downs with different owners, Johns Manville, Steetley Talc and now Luzenac. It has also been expanded twice, with flotation and grinding capacity being added in recent years.All of the concentration is completed at the mine site while the fine grinding takes place in the Timmins micronizing plant.Luzenac’s Philosophy is to be the world leader in Talc production, technology and sales, having about 70% of the current world High Grade talc market."

"An index to evaluate the amenability for processing of different coals is implemented. The index is based on the well-known Mayer-curve or M-curve. The index is superior to other existing indices and is implemented using Microsoft-Excel™. Several coals are used to demonstrate the implementation of the index proposed.IntroductionIn 1950, Mayer introduced a curve that carries the information embedded in the fir s t three curves or ash curves of the conventional washability tables and curves (Peng et al., 1979; Osborne, 1988). The curve was labeled the Mcurve (abbreviation for Mittlewertkurve in German or the Mayer- curve). The main idea behind the curve is to use the ordinate for the cumulative mass and the abscissa for the ash (attribute) mass. Specific slopes on the resulting curve represent the cumulative float, cumulative sink, and elementary ash (attribute) contents (Mayer, 1950, 1953, 1957; Venkatesan, 1975; Osborne, 1988; Salama, 1989). Beyond the ash values, the curve carries graphical information that can be used in evaluating coal processing characteristics. Consequently, it becomes possible to present several raw coals on a single diagram, thus making it easier to compare their processing characteristics. This is particularly useful in comparing various size ranges of raw coal or the same size range from different seams. Therefore, the M-curve is adopted as a vehicle for developing the “processing (washing) characteristics index” implemented in this paper."

The purpose of this paper is to present, briefly, an outline of Canadian practice in the milling of gold-bearing ores- not, however, including those auriferous ores which are mined and milled primarily for their content of some other metal. It is not the writer's intention to offer technical data, nor to discuss any particular phase of the metallurgy, but rather to give a general résumé of past and present methods. As it is only within recent years that gold milling has assumed prominence in Canada, much of the technology is modern, and detailed articles describing the practice adopted in the several mining districts, and recording the various changes and innovations that have been made from time to time, are to be found in the Transactions of the Canadian Institute of Mining and Metallurgy, and in the mining journals. Prior to the year 1860, any gold that had been produced in Canada had come from placer operations in British Columbia, but ' during that year lode gold was discovered in Nova Scotia, in quartz veins, and in several localities mines were opened and small mills of very simple character were erected to treat the ore. These plants, equipped with stamps, or arrastre, were only effective in recovering the free gold. Concentration and chlorination were introduced in an endeavour to save the gold occurring in intimate association with metallic minerals, but, due to various circumstances, gold mining and milling did not progress in Nova Scotia.
