This paper addresses; land use, rehabilitation and the State/Federal regulatory process, in light of Australia signing various international conventions and agreements in the area of environmental protection. The conventions on biological diversity, climate change and the implications of the Rio and Agenda 21 declarations are examined. The implementation of these initiatives through the Inter-Governmental Agreement on the Environment, and through legistlative mechanisms at Federal and State level is explored.Particular attention is given to the biodiversity strategy in context of the need to integrate economic aspirations and environmental concerns as a basis for sustsainable development. The paper concludes with a brief comparison of the major approval processes in each State, relating to mining environmental issues.

This paper describes the characteristics of blasting which set it apart from other methods of breaking rock. The mechanism of rock breakage and the influence of rock proper- ties are then discussed. The strain and fragmentation produced by a cylindrical charge does not change once the charge is longer than 16 blasthole diameters. The influence of bench geometry, charge length and drill diameter are then examined. It is shown that spherical charges have advantages over long slender cylindrical charges. By selection of the appropriate drill diameter, explosive and charge configuration the optimum blasting practice for a given rock to give suitable fragmentation and muckpile profile for sub- sequent handling can be found. The fragmentat- ion depends not only on rock and explosive properties but also on the pattern which dictates how effectively the cracking is utilised. The size distribution of the fragments is given by the Rosin - Rammler equation. Undesirable cracking of the rock in the final wall can be controlled by the careful design of blasts as they approach the final wall. Finally, it is concluded that because of the distance to which blasting can fracture and then displace rock it is suited for the breakage of large volumes of rock.

Iron and steelmaking slags have been utilised for a century. All dumps are now exhausted. Because of constraints in establishing new stock yards, all slags have to be utilised immediately. At present, this is being achieved. Only in a situation where there is an increase in pig iron and crude steel production, together with the impact of new residual materials competing from other industries can marketing problems be anticipated.

Computers are playing an increasing role in the management of technical data in mines. Companies are re-assessing the role of their data processing departments as users demand computer resources in non-accounting areas. Data of all kinds is now being seen as a, company resource, and the role of computing professionals is to help to manage the data flow, not merely to manage computers. The concept of distributed data bases puts the responsibility for data entry, editing and updating with the user. This challenges conservative views of centralized control of computing, suggesting, instead, centralized co-ordination. A survey of the possible applications of computers in technical areas points up the special requirements of handling raw, processed and consolidated technical data. Technical data bases have become flexible as mini- computer hardware and software have rapidly developed. Management has the ultimate responsibility for efficiently administering corporate data bases, and it must ensure suitable policies are developed for this purpose, with enough flexibility to cope with the impact of fast changing technology.

The alternate mineral dressing tech-niques for the production of ilmenite roaster feed from heavy mineral concentrate and the reasons for the selection of wet high intensity magnetic separation (WHIMS) at Richards Bay Minerals are outlined.Initial flowsheet studies were under-taken using laboratory scale equipment followed by on site pilot testing. Flowsheet development culminated with an extensive test programme conducted at Readings of Lismore in 1975.

At the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, impurities toxic to the electrolytic production of zinc metal, notably arsenic and antimony, have traditionally been coprecipitated when precipitating iron as ferric hydroxide. With the development of a new lead/zinc mine at Elura, New South Wales, it was anticipated that the concentration of impurities, particularly arsenic, in the zinc sulphide concentrates treated at Risdon would increase. This suggested that an increase in the capacity of the iron purification step in the Risdon plant would be required to cope with the higher input of these impurities.Laboratory investigations showed that the additional capacity would be achieved, either by a massive increase in the amount of iron used as the "collector" in the process, or by a two-stage process. The latter approach was preferred as an increase in the amount of iron precipitated would lead to much higher operating costs and overloading of the existing equipment.

The development, design, construction and operation of the new Solvent Extraction/BCA process plant at Copper Refineries Pty. Ltd., Townsville is described.The process offers substantial savings in electrical power costs, improvements in plant hygiene, and a lowering of materials handling costs compared with conventional electrowinning technology.The solvent extraction process extracts arsenic from copper Tank House electrolyte using a tributyl phosphate (TBP) - kerosene solvent. The plant incorporates fourextraction stages, two scrub stages, and three stripping stages to produce an arsenic-bearing low-acid strip liquor. This strip liquor is mixed with copper sulphate, and neutralized with ammonia to form a copper (II) arsenic (V) crystalline product, bicupric arsenate (BCA). This product is then used in the manufacture of chromated copper arsenate timber preservatives (Royston 1982).

Mining and metallurgy are more capital intensive than all other industry in Australia. Capital demands are met by domestic and foreign sources of finance for whom the major constraints are the supply of funds and factors of risk and uncertainty. in both mineral development and institutional financing policies, specific options are available to administrators which would allow mining to benefit from a more reliable supply of capital. The strength of major partners involved and overseas participation are important aspects of financing mineral developments. Future changes in financing for the mineral industry are considered most likely in variable interest rate funding, in the leasing of major plant items, and in the development of flexible techniques to ease the burden of infrastructure costs. In a consultancy sense, financiers are available to mining to assist with and to advise on optimal develop- ment of mineral industry projects.

The growth of the mining industry around Australia over the last ten years has seen many open cut mines developed on shallow oxide reserves. Most of these have been gold operations, although there are some copper mines in the list, too. Many of these have exhausted their oxide reserves and have made the transition to underground mining to access their deeper sulphide ores. Other operations have reached or are approaching the point where the decision has to be made to go underground or cease mining. This paper discusses the issues involved in making the transition from surface to underground mining. The aim is not to discuss each of the issues exhaustively. This would take a conference in its own right. Nor is it intended to provide a primer on underground mining. Instead the aim is, firstly, to flag the issues which must be addressed when planning to make the transition from surface to underground mining and, secondly, to identify critical aspects of mine development.

SUMMARY Tyres account for 25-30% of the operating costs of large capacity haul units as used in open-cut mines. Tyre operating costs can be substanti- ally reduced and often contained in real terms by applying knowledge that is now available. This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt. Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs. INTRODUCTION Tyres are a significant cost in mining. The term "joint venture" lacks any precise legal definition but is typically used to denote a form of legal relationship which is neither a partnership nor a corporation. Nbst joint ventures are contractual relationships which provide for the sharing of mining leases and production facilities and for the sharing of costs, but which enable each joint venturer to carry on his own separate business. The rationale for such relationships is that each participant: retains independent taxation status may independently grant direct security over his interest in the project assets for financing purposes Bankers prefer to lend to incorporated joint ventures (i.e. corporations in which all of the joint venturers are shareholders) but will lend to individual joint venturers provided the joint venture agreement does not imperil their security; i.e. provided there is a "bankable" joint venture. The carpeting objectives of joint venturers and their bankers may be reconciled and unnecessary conflict avoided by the timely inclusion of appropriate provisions in the joint venture agreement before financing negotiations commence.

An introductory review of the current grade control blasting techniques (selective mining strategies) used in the Eastern Goldfields has recently been undertaken. The survey was initiated and conducted by the Western Australian School of Mines. Four distinct selective mining strategies have been identified and a number of trends have been highlighted. Many operations, however, have developed techniques which use a hybrid method to suit the site conditions. The aim of all the mining strategies is to produce an optimum product. The optimum product is one which contains no diluent and experiences no mixing of the various identified ore and waste blocks and is fully reco- vered at the minimum overall operating cost. Autonomous systems are receiving a lot of 'press' - and rightly so, as they hold a potential for achieving quantum leaps in productivity and cost gains. Caterpillar feels that it is important that the infrastructure of on-board systems are understood and can be utilised more in the near term to `grow' a user up to the stage of autonomous operation.

The various factors which affect suspension viscosity are identified. The effect of temperature variation on viscosity and viscosity measurement is examined in detail. Practical problems in using a modified Stormer viscometer for laboratory testwork are noted. Likely problems of continuous viscosity measurements are also discussed.

The presence of platinum metals in the nickeliferous copper ore of the Thomson River Copper Mine near Walhalla, Victoria, was first revealed in 1905 by assays made in the laboratory of the Department of Mines (1).These disclosed the presence in the ore of 5 dwt. platinum metals, 1 dwt. gold and 13 dwt. silver per ton. Attempts to isolate the platinum-bearing mineral were unsuccessful, and the absence of obvious native platinum led the assayer, Mr. P. G. W. Bayley, to suspect that the platinum might be present as sperrylite. Subsequently, Mr. C. M. Lyons, then metallurgist to the Long Tunnel Gold Mining Company, Walhalla, tried to isolate the platinum mineral from samples of ore containing as much as 7 dwt. platinum metals, but again without success.In 1912, a sample of copper matte from this ore was submitted to Messrs. Johnson, Matthey and Company, Limited of London, for analysis. The analysis, which is quoted below by their courtesy, revealed tnat a large proportion of the metal pi'eviously reported as platinum was palladium, there being about two parts of palladium in the matte to one part of platinum.

The major heavy industrial consumers of limestone are the cement, lime'and steel ind- ustries. Each of these requires large quantities of cheap raw material. Other ind- ustries such as glass and chemical manufactur- ing are significant consumers and agricultur- al and constructional activities provide additional demand which is usually more local in its occurrence. Limestone is widely dis- tributed throughout Australia but location in relation to major markets, and transport con- siderations render most deposits of no economic value. Among deposits which are sufficiently close to the major metropolitan markets many must be rejected as being unsuitable on grounds of quality, inadequate size for major.develop- ment, or other reasons such as environmental considerations. The major producing locations are sit- uated in a variety of geological environments. Most have limited reserves and require partic- ular attention to quality control. Planned extraction programmes based on detailed geo- logical investigations enable not only satis- factory grade control but also permit, by the adoption of appropriate quarry procedures, the use of sub-grade material, thus optimis- ing utilisation of the available reserves.

The general structure of microprocessors and their method of use is described, and de- tails given of their application in two parti- cular examples of instrumentation for mineral concentrators. One is in a pulp density gauge, and using this example, the way in which a microprocessor-based unit can be made to be self-calibrating is described. The other is in an on-stream analysis detector for uranium in solvent, where a microprocessor is used to re- place a mini-computer.
