The Income Tax Assessment Act ["the Act"] levies tax on a taxpayer's taxable income. At a time when commerce and life were more simple, the calculation of taxable income had some connection with logic and a taxpayer's capacity to pay. However, as a result of successive governments' different views of equity, their perception of avoidance, their needs for revenue and their changing views on capacity to pay, the rules determining the calculation of taxable income have continually changed to the point that logic is no longer relevant. Taxable income now is simply the product of the application of a complex set of rules.

The present practices in electro-refining of copper are shown to be the result of piecemeal and gradual improvements and innovations as metallurgists responded to changing cost pressures and the availability of new technology.Major changes were inhibited by capital cost restraints and a reluctance to build unproven ideas into new plants.It is suggested that the level of technology available today, combined with the greatest cost pressures the industry has known, call for fundamental re-appraisal and a questioning of widely accepted conventional practices.Examples of the industry reaction to changing pressures are given, and directions for future developments are suggested.

To control the airblast from blasting to regulatory limits at environmentally sensitive sites near the Collinsville Coal Mining Operations, it has been necessary for Thiess Mining to incorporate a wavefront reinforcement analysis model in the predictive environmental airblast design. Controlling airblast from cast blasting 70 m high faces with 2000-3000 kg of explosives per hole within 700 m of houses presents a considerable challenge to the blasting personnel. This paper describes the model used and summarises the results of an investigation designed to quantify the increase in airblast indicated by wavefront reinforcement diagrams to further calibrate the model for future prediction.

In this paper, the authors introduce a new flotation technique, a double collection flotation precess, which succeeds in separating feldspar from quartz effectively in weak acidic medium (pH = 5-6). In the presence of sodium hexametaphosphase(HMP), sodium oleate selectively improves the floatability of feldspar in the first collection step. Dodecyl amine- hydrochloride is used as collector in the second collection step to separate feldspar from quartz. The flotation tests with pure minerals as well as artificial mixture give out satisfactory results. The mechanism of reagent effect was investigated briefly, which is helpful for understanding the Process.

A problem with secondary breaking at one of the mines of Pasminco Mining led to a study of new rock breaking technologies. Many of the techniques being developed had emerged from the thrust in the USA for continuous drill=break excavation. Such approaches to rock breaking highlighted the applicability of what would normally be classified as tunnelling techniques, to the secondary breaking sector - and possibly the reverse. As a direct result of the investigations for suitable technologies, Pasminco Mining supported the development of two improved rock breaking methods specifically targeting secondary breaking, one of which could be applied to continuous excavation.

Utah Development Company began prospecting for coking coal in 1961 and Blackwater Mine became a reality in June 1967. Exploratory and develop- ment drilling has been a continuing effort and reserves have been assessed at several stages. Some of the history of exploration and reserves assessment is given and practices in drilling, sampling and testing are described, particularly in regard to objectives of drilling and reserves estimation. The current methods for calculation of reserves are described and some comment is made regarding use of the data in mine blending control and plant operation including correla- tion of results.

The commercial success of a mining project can be strongly influenced by the business activity which takes place away from the mine site. The project revenue is determined by marketing success which results from persistent research and full realisation of suitable products and by-products and appropriate upgrading achieved in conjunction with proper material security and insurance. Significant costs of transport can be optimised, protection of the environment carefully managed and skilled employees acquired as a valuable asset. Working capital requirements are often substantial and should be carefully established and financed, possibly by special contractual arrangements for product sales.

The conversion relationship between the Bond Work Index W1, specific output of mill and the energy efficiency of grinding were developed using dimensional analysis. These relationships were validated and the value of the conversion coefficient ~ was also obtained using a new installed device for measuring grindability of ores. With the new simulating algorithm the mill specifications, output and size distribution of grinding products of industrial mills can be calculated based on laboratory measured results. Carbonation of reinforced concrete is a potential durability issue for vehicular tunnels. This is particularly the case where elevated carbon dioxide concentrations exist and when the design life is 100 years or more. The process of carbonation can result in loss of passive protection to embedded steel reinforcement and initiation of corrosion. Therefore, tunnel design needs to consider the potential for carbonation on internal surfaces and how design life can be achieved in severe environments. This paper examines methods for predicting carbonation and how deterioration can be mitigated through appropriate concrete mix design and construction practices.

The paper presents a sound critical estimate of mathematical models presently used for the process of compaction of fine-grained materials. It shows the mathematical model of compaction developed by the authors, which was used to formulate the program of computer simulation of the process. The examples of computer simulation experiments of compaction of selected fine-grained materials regard the results of the experiments made by the authors on variability of external friction occuring in this process. Simulation examination presented in the paper crucially contributed towards the original method of selection of rational compaction technologies of fine-grained materials developed by the authors.

In recent years stricter requirements imposed variously by the Companies Acts, auditors and the Stock Exchanges have resulted in annual financial statements of mining companies becoming more detailed, informative and useful. Standards of reporting on ore reserves have not kept pace with the improvements in financial information disclosure, despite the fact that ore reserves are usually the most important asset of a mining company. The ore reserve reporting practices of fifteen leading Australian mining companies are analysed against important specific criteria. In terms of detailed and meaningful disclosure, there is scope for major improve- ments in annual ore reserve reporting Practices.

The original bulk air cooling system at this particular mine made use of two water chilling refrigeration machines to produce peak cooling of approximately 12 MWR with a downcast air temperature of about 7°C; however, as the shaft is not used for transporting personnel, the opportunity existed to supply more cooling to the mine by lowering the downcast air temperature. An ice storage facility has been constructed and provides a range of opportunities in operating the system: colder air temperature sent to the shaft, enabled by using near-zero degree water produced by melting ice to cool the air; electricity time-of-use management, by shifting electricity usage out of peak tariff periods; and increased peak cooling capacity, by melting ice while chilling water. Ice is created in the storage facility at night while the ambient air temperature is low and then melted to produce cold water when required by the cooling process. An ice dam was constructed and serpentine stainless steel coils installed where the ice is produced; one of the refrigeration machines was converted to chill a glycol solution to subzero temperatures to create the ice on the coils; a plate heat exchanger was installed to allow the glycol chiller to act as a water chiller as well; and a third spray stage was added to the bulk air cooler to utilise the near-zero water. This paper describes the thermodynamic design, construction and performance assessment of the new system, which is unique, novel and represents the state-of-the-art of this type of cooling system and energy management.CITATION:Branch, A R, Wilson, R W and Pooe, T S, 2015. This paper aims to highlight the global exploration opportunities that exist in connection with Ural-Alaskan (UA)-type intrusions. The key economic importance of UA intrusions is the existence of metallic platinum (mainly iron-platinum alloys) associated generally with chromite mineralisation and located within a dunite core, especially its coarse-grained part. Being very dense and resistant to erosion, platinum can form rich placers as the intrusion erodes. Big multimillion ounce placer platinum deposits of this type have historically been successfully mined for many years (eg Russia, Colombia and Alaska).However, large-scale exploration and mining of platinum placers currently occurs only in the Russian Far East. Outside of Russia, there is now little or no understanding of this type of deposit and its economic importance. Using successful operations in Russia as examples, it is demonstrated that there are many opportunities for similar discoveries all around the world, especially around the Pacific Rim, where such intrusions tend to be concentrated. Examples of highly prospective areas in eastern Australia and New Zealand are given. There is also excellent potential in British Columbia (BC) Canada, South-East Asia (Philippines, Indonesia, Papua New Guinea and New Caledonia) and South America (Colombia and Ecuador).CITATION:Nazimova, Y and Ryan, G, 2015. The LaModel program was initially developed in 1993, and it is used to model the stresses and displacements in thin tabular deposits such as coal seams. It uses the displacement-discontinuity variation of the boundary-element method with a simplified laminated overburden model and because of this formulation, it is able to quickly and effectively analyse large areas of single- or multiple-seam mines. Over the last couple of decades, LaModel has been used by many mine engineers and researchers for improving pillar designs and mine safety, and it has been continually updated to add functionality and improve its ease of use and accuracy. The present LaModel can calculate seam displacements and overburden, multiple-seam and total seam stresses, pillar safety factors, energy values, roof-bending stresses, fault effects and surface subsidence. It can automatically generate the mine and overburden grids from AutoCAD drawings, and it includes wizards for automatically generating Bieniawski strength coal pillars, easily calibrating the overburden properties to observed abutment stresses and calibrating the gob material to expected gob loading. This paper will present the formulation and features of the modern LaModel program and demonstrate its utility with a multiple-seam case study from the rugged topography in Southern Appalachia.CITATION:Heasley, K A, 2014. Subsidence data resulting from longwall mining in the northern part of the Newcastle Coalfield of New South Wales has been reviewed. Themain factors influencing subsidence variability in this area (apart from width/height ratio) are strong bridging strata, the effects of the first major goaf fall, mining direction and depth of cover. In 1987 the NSW Department of Mineral Resources produced a guide to subsidence prediction for the Newcastle Coalfield which is still widely used. The current study shows this guide to be no longer appropriate for this area. An alternative prediction curve, incorporating more recent data, is suggested.

This project evaluated the performance of nine passive treatment methods by studying 137 treatment units in eight eastern states. Performance was normalised according to construction cost, projected service life and kilograms of acid load treated. Results were dimensioned as $/kg of acid load treated/year. These costs were then compared to those of chemical treatment. Sites that achieved acid load reductions at costs below those of chemical treatment were considered successful. In addition to evaluating the performance of the treatment methods, this paper describes the various passive treatment systems, their applications and performance data for individual treatment units.

Geological structure at PT Karimun Granite Quarry, in Karimun Island û Indonesia, has three primary joint sets that cross between them. These primary joint sets are the principal factor influencing the geotechnical safety of this quarry. In order to get stable geometry of the quarry in terms of height, width, and slope for single and overall bench, we need an appropriate stability analysis method to prevent failure and maintain stability. The Universal Distinct Element Code (UDEC) is used for this rock mass system. The geometries resulting from this analysis have been implemented and have given a stable quarry until now.

The Porgera Gold Mine, west of Mt Hagen in PNG is a large open pit and underground operation currently producing gold at the rate of almost one million ounces per year. This deposit has produced some 8.8 million ounces to-date and has current reserves of 103.4 million tonnes @3.2 g/t Au. The Porgera Joint Venture has invested over $A1 billion in infrastructure in this project. Technical management of this operation involves the interrogation of some 700 000 metres of diamond drilling, some 50 000 blastholes per year, and very large volumes of laboratory, geotechnical, environmental and production reporting data. Over the past seven years this data has been consolidated into a single centralised, relational database which now acts as the single reference point for all the technical application systems used for surveying, grade control, production reporting, deposit evaluation and modelling. Data transfer to application programs and management systems is controlled by the centralised database, this process at times involving a two-way, real-time, binary data transfer. The benefits of a specialised database application include security and integrity of the data asset, ease of access, and performance in a multi-user environment. This replaced fragmented, inconsistent data sets stored inefficiently as individual, unindexed, variably formatted files associated with the different application programs. Most importantly, the database has allowed mine management at all levels to make timely, confident investment, cash flow and optimisation decisions as it provides the primary link between the deposit and operational data sets on one hand, and the application programs and management and performance measurement systems on the other. This paper discusses the economic value and importance of technical data in terms of the resource asset and the means by which this data is being managed and used at Porgera.
