The mining industry has been slow at adopting the latest management philosophies from other industry sectors, such as manufacturing, and in retrospect, with good cause. With the plethora of three-letter-acronyms such as TQM, JIT, TPM and now, BPR each touted as the panacea for profit improvement, you wonder if you must choose one or attempt to embrace them all! In truth, each new insight into organisational behaviour bears some investigation. This paper looks at the underlying principles and elements of successful change strategies, and how several mining companies, including coal mines, in Australia, Chile and Canada, are applying these principles to their operations. These examples illustrate the need to think radically, and to view mining as an overall process delivering value to the customer rather than a collection of functional silos. They also show that often, a continuous improvement initiative is not enough when a fundamental redesign, a paradigm shift, is needed for a performance breakthrough.

Over the past fifteen years, horizontal drilling in coal seams for advance degasification has become an established practice in the United States of America. Consolidation Coal Company pioneered the development of the horizontal drilling system and licensed the technology in the U.S. A. and to Du Pont (Australia) for commercial production. This paper discusses the most recent developments in the equipment design, especially the borehole telemetry system, known as the Downhole Drill Monitor (DDM).

The Fosterville goldfield, situated 25 km east of Bendigo, Victoria was at its peak between 1894-1910 with some 47 600 ounces produced (Figure 1). Since that time intermittent mining and tailings retreatment was undertaken until Bendigo Gold Associates delineated a viable resource and commenced an open cut heap leaching operation in early 1991. Unfortunately they encountered financial difficulties and Perseverance Exploration purchased the mine in April 1992. Perseverance operated a successful heap leach operation nearby Nagambie, 100 km east of Fosterville. Based on its acquired heap leaching experience, Perseverance Exploration was able to instigate operational changes to create a successful small gold heap leach operation. The major change was the using of the original multi-use leach pad as a single-use leach pad. The available data allows for a comparison of the two operating systems.

Prob- lems occurred due to delay in supply of essen- tial rock support materials from overseas and alternative methods using locally available materials were developed. Confirmation of significant mineable reserves of high grade silver ore at Elura Mine has led to the development of a high cost, high recovery mining system. At the contact of oxidised and sulphide ores lies a supergene zone of enrichment which has provided a contrast, not formerly imagined, to Elura's primary development and stoping operations. This paper presents an overview of a technology package developed by BHP for locating discontinuities in coal seams using an in-seam seismic (ISS) exploration technique. The technology package includes instrumentation, data processing software, field procedures, numerical modelling and interpretation know-how. The technology developed has proved to be highly successful; features such as faults and dykes, not detected by other methods, have been delineated. Using equipment specifically designed for underground use, surveys are carried out quickly and at low cost. More than 30 ISS surveys have been conducted by BHP in Australia. Substantial savings in production revenue have been realised in situations where ISS has identified mining conditions which would have impeded longwall operations. Case studies of several ISS surveys are described in the Paper.

The Tom Price orebody, in the Hamersley Ranges of North West of Western Australia, is mined by Hamersley Iron Pty. Limited. The orebody is a folded sequence of hematite and shale bands capped with goethite, with a con- sequential variable iron content. The overall grade is below that required to yield spec- ification product, necessitating selective mining, 'Zone Plans' based on geological structure have been developed to yield forward information on material types and grades. Short and medium term mine plans - the initial stage of quality control - are based upon these 'zone plans'. Blasts are laid out to break to the grade boundaries, thus minimising dilution, and the samples taken from the blasthole cuttings provide blast grades. Blending of shovel out- put from different blasts forms the operational basis of grade control. Shales, being more friable than hematite, produce fines that are lower in iron grade than lump. Quality control in the mine centres around maintaining the target fines grade, compensation being applied in the mine if the fines grade lies outside the target range.

The problem of instantaneous outbursts remains unsolved after over a century of events and the investigation of the mechanism of the phenomenon and means of treating it. Outbursts have occurred of up to 5,000 tonnes with perhaps up to 500,000 m3 of accompanying gas, either methane (CH4) or carbon dioxide (C02) or mixtures. The low density of CH4 and the high density of CO2 give particular problems. Australia with both gases has experienced outbursts for 85 years with fatalities as recent as 1978. The Bulli Seam of the Illawarra area of the Sydney Basin is affected and outbursts with both CH4 and CO2 occur. The Northern and Central Bowen Basin also experiences outbursts with both gases. Proneness of affected mines is related to the high rank of the'coal and the proneness of the seams-is localised according to depth, gassiness, structure and development geometry. Proneness may be reduced by appropriate choice of mining methods. In addition to outbursting mines other mines have symptomatic phenomena. Traditional preventive methods have been used and control by induce- ment has been practised. The Ardlethan tin concentrator had dete riorated considerably in metallurgical per- formance, maintenance and plant availability. This problem was compounded by low tin prices and International Tin Council quotas. Mid- 1976 figures were: throughput - 1300 tonnes per day, availability 83% and metal recovery 537. Major problems existed throughout the circuit from crushing to tailings disposal and with morale, staffing, and housekeeping. With the lifting of the quotas in June 1976, management provided funds to implement a major rehabilitation programme and some fifteen major projects, at a cost of about $1.3 million have been completed to date. The change in performance has been dram- atic, and end of 1977 performance figures are: throughput - 1700 tonnes per day, availability 90% and metal recovery 65%.

Gunpowder Copper Limited processes 1,000 tonne/day of Mammoth ore in a conventional flot- ation concentrator. Run of mine ore is prepared for flotation by three stages of crushing and two stages of ball milling. The concentrate, in which the primary copper mineral is chalcocite, is solar dried and exported to Japan. Alternative processes for converting coal to liquid products and their stage of development are outlined. The merits of hydrogenationprocesses in general, and the solvent refined coal process in particular, are stressed. Bench scale experimental hydrogenation procedures used by the Australian Coal Industry Research Laboratories Ltd. (ACIRL) to study the liquefaction of Australian coals and correlations between properties of such coals and their conversion to liquid products are described. Factors involved in assessing investment and operating costs for modern hydrogenation based coal refineries of different capacities are described with reference to a recent study undertaken in N.S.W. The significance of coal properties such as yield and yield structure of total liquid products and how they and other factors can influence the economics of the coal refining operations are discussed.

Diamonds have been known in Australia for many years, especially in association with alluvial gold and tin occurrences. Exploration for primary sources in the Kimberely area of Western Australia has been carried out since 1968, culminating in the discovery, in 1979, of the Argyle Kimberlite No 1 (AK1) kimberlite pipe. Various techniques have been used in the search for diamonds such as geologic interpretation, aerial photography and Landsat, soil geochenical techniques, geophysics, and stream sediment sampling. Stream sediment sampling, a method developed in South Africa, using the detection of indicator minerals derived from kimberlites in gravel samples, has had wide application and success in Australia. Nevertheless, although Australian diamond bearing kimberlite and lamproite rocks contain some of the classic indicator minerals, their concentrations are generally much lower than in South Africa and Russia. Despite this paucity of indicators, stream sediment sampling is still the best known and most commonly used method of diamond prospecting in Australia. Small samples are treated by hand but larger samples require the use of diamond pans, jigs or heavy media separation plants. Each of these methods has advantages and disadvantages. The final concentrate is passed over a grease table or subjected to x-ray sorting.

The economic feasibility of controlled district cross-cut recirculation is examined in this paper with particular reference to the most important mine ventilation network parameters. An algorithm is developed to express the annual cost of recirculation which is then compared to the annual cost of conventional ventilation using the University of Queensland Experimental Mine as a case study. The concepts of resistance ratio and volumetric efficiency ratio are introduced and used to analyse the economic feasibility of controlled recirculation within a mine ventilation network.

Draglines have been a significant part of world open cut mining since the early part of the 20th century particularly for the removal of overburden in the strip mining of coal. Since the mid-1960s draglines have played a major part in the large strip mining coal developments of Queensland and New South Wales.There are now over 60 large draglines operating in Australia ranging in size from 23 to 103 cubic metres bucket capacity, with digging depths to 60 metres, dumping heights to 50 metres and dumping radii to 100 metres. The application of these draglines has progressed through the uncovering of coal in shallow, single seam operations to deep multi-seam operations requiring a greater dependence on pre-stripping activities ahead of the dragline to remove overburden not able to be efficiently handled by the dragline.
