Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each projectÆs feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

On the basis of field observation, four principal styles of hydraulic breccia are recognised, and their characteristic features noted. In practice, hybrid styles are most commonly encountered. Numerous examples will be illustrated during the oral presentation, and the potential for definition of a formative environment is emphasised. In one example presented, it is suggested that more than 50 episodes of hydraulic fracturing can be recognised. In all cases at least sane useful conclusions can be drawn in the context of modeling for drill targets.

The concept of using travelling magnetic fields created by linear motors was stimulated by Laithwaite who advanced ideas on motors with shaded poles (Laithwaite, 1968), rack and pinion motors (Laithwaite, 1970) as well as low speed, brushless motors and three dimensional motors (Laithwaite, 1973a and 1973b).Sudan (1963) and Sundberg (1969) had applied the concept to metallurgical processes. However, the use of travelling magnetic fields has not been used widely to produce conditions for the separation of magnetic from non-magnetic minera1s or even magnetic materials from non-magnetic materials, although some attempts were made by McCarthy (1922), Davis (1934), Dean, Gottschalk and Davis (1934) and Gottschalk (1934).Laithwaite (1973, a) while working with linear motors made suggestions for designing separators and in the work described here, the observations of Laithwaite and others are extended to determine the characteristics of the motor with a view to using it as a magnetic separator.

In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

Some 50 miles of tunnel have been driven in the Snowy Mountains Area since tunnelling commenced in 1951. Hates have improved progressively due to the know-how of American supervision and use of large matched equipment of modern design.The work has been carried out by contractors, working almost exclusively under schedule of rates contracts. The Authority has maintained active research into tunnelling problems, especially that of support, and this has resulted in considerable economies and improved rates of progress. The contractors also have sought economies both by management and equipment techniques. Ammonium nitrate came into favour as an explosive essentially because of its lower cost, and handling techniques have improved progressively. Rock conditions preclude use of the "Mole" type equipment in its present stage of development, but one contractor introduced the "sliding floor" and this could exert a great influence on future tunnelling methods.Examination of tunnels that have been in service for some time confirmed the quality of the work and endorsed the policy of continued research and development.GENEHALThe Snowy Mountains Scheme provides for the diversion of the Snowy and Eucumbene waters through two transmountain tunnels to the western river systems. These diversions, together with additional regulations provided for waters already flowing inland, will provide an average additional discharge of 1,818,000 ac it per year for irrigation.Furthermore, approximately 6,000 million kWh of electrical energy will be generated annually in power stations with a total installed capacity of some 3,000,000 kW (Fig. 1.).INVESTIGATIONThe aim of investigation work is firstly to collect sufficient information to allow the overall scheme to be planned and then to follow up with detailed information on eachproject. The Greymouth Coalfield contains New Zealand's greatest known resource of bituminous rank coal. The coals are of very high quality, with low ash and sulphur contents and a range of other properties that makes them desirable for a wide range of uses. In fact only a few producers around the world today can offer coals with such exceptional properties. This suggests that Greymouth coal has potential as a premium export trading commodity. These assertions have been largely confirmed by a comprehensive exploration drilling programme funded by Mines Division û Ministry of Energy between 1979 and 1984. The program, forming part of the NZ Coal Resources Survey, was carried out under contract by Lime and Marble Ltd. The drilling of 49 deep, predominantly cored, holes at 1000 m intervals over the coalfield has generated a vast amount of data. It has shown the existence of three major potentially minable coal deposits containing 233 x 106, 33 x 106 and 15 x 106 tonnes of coal in ground. Investigations have at this stage only identified targets and these estimates represent 'in ground' resources, not recoverable reserves. Recent geological studies as well as past and present mining have clearly highlighted the problems posed by the complexity of the coalfield geology. The coalfield lies within a mobile zone in the earth's crust known as the Paporoa Tectonic Zone, which has been active from at least mid-Cretaceous to the present time. Currently this factor poses the greatest obstacle to the determination of mining possibility of the, defined deposit and ultimately will strongly influence any future mining development. The Greymouth Coalfield has, however, had a long and eventful mining history spanning the last 120 years, where 32.5 x 106 tonnes of coal has been won from over 100 mines. In spite of the problems facing development, the large quantities and exceptional quality of the remaining coal will act as a strong inducement to persevere with this difficult but potentially valuable resource.

Wattle Gully Gold Mines N.L. of Chewton, Victoria, has decided to replace its present battery plant by a new mill to treat a free milling gold ore, after fine grinding, by concentrating coarse gold in a jig concentrate for amalgamation, and fine free gold and auriferous sulphides in a flotation concentrate for cyanidation. This paper outlines the economic justification and advantages of this step. In a review of the present position at the mine, a history of the company is followed by a description of the ore and its occurrence.Present treatment practice in two separate battery plants is described. Treatment tailings assay 1 dwt/ton gold and a substantial part of this gold is finer than 200 mesh.Experimental work showing how recovery may be improved is discussed and alternative methods of concentrating coarse gold mentioned. It is decided that the most suitable method for recovering gold from the ore is by jig concentration plus flotation.The merits of various flowsheets incorporating these techniques in the existing plant and in a new plant are assessed. It is concluded that there is no advantage in extending or converting the existing two battery plants, and it would be more economical and satisfactory to build a new plant.An economic study shows that for a capital expenditure of £120,000 a new plant could be erected to treat 70,000 tons p.a., working a 5-day week, and return an additional 14.2/- per ton, or £50,000 p.a., in revenue over the existing plant. It is estimated the plant cost can therefore be recouped out of savings inside three years. The abundances and abundance relationships of lead, zinc, copper and silver in the major sulphide lenses at Broken Hill are examined, and their possible geochemical significance discussed.When expressed as atoms per cent, zinc is the most abundant base metal throughout the whole .group of orebodies, the highest average lead: zinc ratio (No. 2 lens) being about 0·45, the lowest (No. 1 lensZinc Lode group) being in the 0·12-0 ·14 range. Lead and silver are clearly higher in the lower two orebodies, but the abundance of zinc shows no apparent relationship with stratigraphical position. Among the base metals copper is conspicuously low and remarkably uniform, a feature noted in other conformable orebodies.Although, as has been recognised for many years, abundances of silver and lead, and lead and zinc, are sympathetically related, correlation within the pairs is variable and generally of low degree. Silver and lead show distinctly the better correlation, particularly in No. 3 lens. On the basis of lead: zinc ratios, No. 2' and No. 3· lenses, on the one hand, and the No. 1 lenses, Rhodonitic and Siliceous Zinc Lodes on the other, constitute two groups. However on the basis of silver : lead ratios, No. 3 lens stands alone, No. 2 lens showing clear affinities with the higher layers. Ternary relationships between copper-zinc-Iead and silver-zinc-Iead emphasize the very close constitutional relationship between the No. 1 lenses and the two "zinc lodes".The possible implications of these relationships are then discussed in the light of the' two principal theories-hydrothermal replacement or chemical sedimentation-held for the formation of the Broken Hill ores. It is pointed out that the ratios of the four metals in the ores are rather different from those found in most igneous and sedimentary rocks, and in seawater. For 'example, whereas copper and zinc are present in almost equal amounts in most terrestrial materials, copper in the ores is only about one-hundredth of the amount of zinc. Conventional flotation technology has historically failed to achieve high recoveries when treating <15 µm particles (Lynch et al, 1981). The new StackCell™ flotation technology was developed to specifically target this particle size range, and was tested at pilot plant scale at Mt Keith Nickel Concentrator. The streams tested, Slimes Rougher Tailings and Fines/Slimes Cleaner Tailings, represent 21% and 11% of the total nickel lost to tailings in the plant. Laboratory scale test work indicated that an economically significant fraction of these losses was consistently available to be recovered by additional flotation. The pilot plant experimental scope included over 50 tests. A grade recovery curve for each stream was developed, as well as information on the effect of ore type, feed rate, wash water, air flow, collector and frother on the performance of the cell. The single StackCell was able to achieve nickel recoveries of 16.8% and 16.5% on the Rougher Tailings and Cleaner Tailings, respectively, at grades consistent with these blocks. Additional test work of the StackCell in a cleaner scalper duty yielded final quality concentrate with a maximum nickel recovery of 59.5% for the single stage StackCell. Laboratory scale simulation of the downstream impacts of the StackCell operating as a cleaner scalper indicated a net recovery benefit of up to 2.0% for this cleaner block.Tests were completed to compare residence time requirements of the StackCell, as compared to conventional flotation. In 55 seconds, the pilot plant StackCell achieved 50% of the recovery of a 960 second laboratory scale conventional flotation on the same feed material. The apparent improvement in flotation kinetics is attributed to the novel high intensity aeration system, which provides efficient bubble-particle contact thereby shortening the residence time required to achieve high recoveries. The smaller footprint and lower energy costs of such a cell are also benefits of this technology, which is being considered for industrial scale installation as a result of this test work. When perusing articles which treat of mining geology, and when talking with miners on the field, one is at times unable to follow the exact thoughts intended to be expressed, owing to the introduction of occasional technical words, the meanings of which are not thoroughly understood either by the speaker or by the hearer, or possibly by both and laymen at times accuse their technical brethren of attempting to confuse them by employing unusual words in their conversations and writings. Technical words are necessary adjuncts to all arts and sciences. They creep into our language, frequently unnoticed by those who employ them, as being more concise and convenient than longer sentences to explain frequently recurring expressions. In many cases these words give the finest shades of meaning, such as aglomerate and congzomerate, but in others they are extremely ambiguous, for instance black sand, which in some places means ilmenite, in others, chromite, tourmaline, cassiterite, in fact, any black mineral occurring in the form of sand. Then, again, much confusion is cansed by the same rock or mineral having different names, e.g, jlu01'spa'i', which is known as cand, cann, cauk, kawk, blue-John, Derbyshire spar, &c. The multiplicity of local names is of course chiefly found among the more common minerals, which are widely distributed some people have a propensity for using words the meanings of which they understand as little as' they do how to pronounce them. We have heard such persons speak 'of vughs as "bugs," and oxides as "ox hides," and to show that there was no mistake in their intentions, we have seen these and other words written in the same way as they were pronounced. Then, again, some persons, relying more on examples than definitions, get a very vague idea as to what the true meaning of a term may be the word dimite is an example in point, which we have frequently heard applied to any dyke rock that the miner was unable to recognise as granite in fact, he uses the word in a general sense, just as the field geologist provisionally employs the word " greenstone " for certain rocks, until he has an opportunity of thoroughly investigating their character.

People in economically developed societies demonstrate inherent human care for Earth and want to stop pollution. Yet efforts to clean Earth seem bogged in confusion from wildly contradictory and alarmist predictions of æclimate crisisÆ. Supposed experts openly disagree yet weÆre told thereÆs universal agreement humans are causing æthe end of life as we know itÆ. The turmoil combines with peopleÆs feelings of fear, guilt, anger, hopelessness and even resignation and apathy to trigger æclimate alarmÆ. The paper enables people to rediscover clarity, hope and support for Earth by understanding how climate alarm and confusion were created and how they actually increase pollution. Many people seem to think global warming is as serious as pollution and worry that questioning alarm will enable pollution. Yet theyÆre different. We need be even more concerned about climate alarm because history shows repeatedly that when buried by ignorance and panic real problems grow overwhelming. Environmental credibility is endangered by confused politicians and sensationalist media. When weÆre willing to re-evaluate what weÆve been told we replace fear and confusion with facts and freedom to identify opportunities. Combining this with practical understanding of human behaviour and leadership enables opportunities to be identified and action taken. The paper shows how confident, informed leadership leads and supports higher productivity and effective care for the natural environment.

Coking coals are very much in demand on a world wide basis, particularly the higher rank coking coals, which form an important part of many coking blends and which represent the smallest portion of the world'scoking coal reserves. Conventional coke oven plants, using these coals, will predominate at least until the next century.Blending schemes for conventional coking require definition of the basic properties of coals so that the factors influencing the carbonization behaviour may be assessed. Several concepts, which are relatively simple, ate available to help promote a better understanding of the bask factors controlling -coke strength and are also useful in suggesting possible lines to follow in the blending of coals for coking.The interpretation of carbonization behaviour and coke structure in terms of petrographically defined coal rank and type provide a basis for planning and exploitation of coal Teserves. The optimum parameters for coking are suggested as follows.1. Type- Vitrinite content (% m.m.f. by volume) 55 ± 5%2. Rank- Mean maximum reflectance of vitrinite 1.30 ± O.10% Carbon content of vitrinite (% d.m.m.f.) 87·5 ± 1·0%The value of a coal should be assessed in relation to all its possible uses in blends. This is a more realistic and productive approach, as compared with considering coals only in relation to the results of blending with"good" coking coals. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Kainantu Project is located within the New Guinea Thrust Belt in northern Papua New Guinea. The area has a long history of exploration and production, with the discovery of alluvial gold in 1928 followed by the discovery of vein deposits of gold and copper at Kora in the 1950s and the current Irumafimpa vein gold mine. Current resources on the Kora-Irumafimpa Vein System (KIVS) stand at 1.5 Moz Au, 5 Moz Ag and 217 Mlb Cu.Mineralisation in the region includes gold, silver and copper associated with mid-Miocene age mafic to felsic intrusions. The KIVS occupies a broad north-west-trending mineralised zone more than 2.5 km long and 200 m wide, with the Kora, Eutompi and Irumafimpa veins on the western side and the Judd and Upper Kora veins on the eastern side. Economic mineralisation occurs in two closely related events occupying the same strongly structurally controlled shearing (quartz-Au-telluride veins and sulfide Au-Cu-Ag veins with free Au) and is best described as a significant intrusion-related event with both epithermal and mesothermal facets that does not appear directly related to known porphyry Cu-Au systems as seen at the surface. Significant wolframite is associated with vein quartz of a slightly older age but also occupies the same shear system.The KIVS occurs within a larger mineralised area of approximately 5 × 5 km. It has complex multiphase intrusions, breccias and diatremes that are only partly delineated by drilling and comprises multiple occurrences of Au-bearing veins and porphyry Cu-Au mineralisation. The area is considered to have high potential for extending the current resources and is being actively explored. Improving Pelletisation of Pyrite Cinder by High Pressure Roller Grinding As an important secondary resource for ironmaking, pyrite cinder is characterised by coarse particle size, low specific surface area, high porosity and poor surface activity, which leads to high bentonite dosage, low strength and too high moisture of green balls and high roasting temperature. In this paper, a study of improving the pelletisation of pyrite cinder containing feed by using high pressure roll grinding (HPRG) was presented, which aimed to improve the quality of green pellets and reinforce roasting performance pellets. It is shown that pyrite cinder is characterised by complicated mineral compositions dominated by haematite and metal sulfides, porous surface and middle class ballability, leading to higher balling moisture, higher bentonite dosage and higher firing temperature for pellet hardening. The pelletisation of pyrite cinder can be improved by high pressure roller grinding and blending with magnetite in the pellet feed. The former is probably ascribed to the increase in specific surface areas of pellet feed from 850 cm2+g to 1690 cm2+g when the pellet feed passes through roller twice. Good quality green balls and fired pellets can be made from feed comprising 40 - 60 per cent pyrite cinder and 60 - 40 per cent magnetite concentrate at small scale under the following conditions: 1.2 per cent bentonite, feed passing through roller twice at 7 per cent moisture at 1.5 ton pressure, balling at 13 per cent moisture for 13 min, preheating at 1050¦C for 12 min and firing at 1300¦C for 8 min. Green balls possess such properties as drop numbers of 6.5 times, compressive strength of 19.1 Newton and thermal shock temperature of 533¦C. Fired pellets are imparted high compressive strength of over 3000 Newton per pellet. Small scale tests have been proven by pilot scale tests that high grade fired pellets are made, assaying 63 per cent Fe and minor other impurities, such as sulfur and phosphorus except for copper content. The fired pellets made of three blends possess excellent metallurgical performance, such as reducibility index higher than 65 per cent, reduction swelling index lower than 15 per cent and low temperature reduction degradation lower than2 per cent. Especially the compressive strength after reduction is higher 719Newton per pellet.

Up to the end of World War n, flat-back cut and fill stoping with or without square sets was the universal method of ore extraction. Rapid changes in practice occurred during the post-war years; first, ore extraction was fully mechanized; secondly, the stope design for new levels, notably No. 17 Level Zinc Corporation Ltd. and No. 19 Level New Broken Hill Consolidated Ltd., was modified to suit this mechanization; and thirdly, sub-level and shrinkage stopes were developed in orebodies where cut and fill methods would be uneconomical. The following is a brief survey of the changes that have occurred-most of which were inaugurated during the last five years.ROCK DRILLINGDuring 1951 open stoping was investigated in detail. In order to reduce steel handling problems, forged steel onepass detachable bits were introduced, but were soon superseded by the "Swedish method". Investigation showed that when using a bar and arm mounted 3-in. drifter the overall drilling time was approximately 6 min. per ft. compared with 4 min. per ft. using the light jackhammer-airleg combination with 1-in. hex. by 4-in. collared shank tungsten carbide-tipped steel.Although competitive with tipped steels on a cost per foot drilled basis (excluding miner's time), detachable steel bits proved most unsatisfactory for hard drilling conditions.Rapid blunting necessitated frequent bit changes and thus caused lost drilling time. Ausmelt Technology has a unique capability of removing the impurities, phosphorus and sulphur, from the feed materials to the process. Sulphur is removed to the gas phase almost completely because of the interactions of ore and coal in the reaction region at the top surface of the slag bath. Phosphorus is removed to the slag phase, with both basic and higher, controlled iron oxide levels in slag being achieved in the process. The significance of these features of the process relate to the production of pig iron with very low levels of these impurities for the further processing to steel, and to the treatment of high phosphorus and high sulphur raw materials. The marketability of pig iron and the raw materials are discussed in relation to this feature of Auslron.

The Gippsland Basin in south-eastern Australia has an area of approximately 46 000 sq km. It is one of the world's major coal and petroleum bearing basins, with most of the former occurring in the smaller one fifth on-shore part. The stratigraphy, structure and economic resources of the Tertiary sedimentary pile is now well known through extensive drilling for coal and petroleum. In contrast, the older Cretaceous sequences through their lesser economic importance are relatively less explored. The sedimentational history of the Gippsland Basin has largely followed along similar lines of development to the many other southern Australian basins since the Cretaceous break-up of Gondwanaland. However, the scale of accumulation of coal and hydrocarbon source rocks is unprecedented and differentiates this basin, for reasons less well understood, from the others. Large scale open cut brown coal mining since the late-1920s has been carried out in the western extremities of the basin, while vigorous extraction of some two thirds of Australian petroleum products taken place in the offshore part. Brown coal seam thicknesses and economically winnable reserves are huge and outrank most other brown coal basins of the world. Development of the resource currently meets the need for electricity generation throughout the State of Victoria, but other future developments such as conversion to oil, being investigated.

The upper amphibolite-grade mctasediments of thc rinaroo area, North Queensland, form part of a regional aurcole to the large Tinaroo Batholith and are the stratigraphic equivalents of the Hodgkinson Formation of gencrally low metamorphic grade. There is no evidence of any lithological unconformity.The higher grade metasediments have a more complex deformation history than is typical for thc surrounding region and this may bc due to one or a combination of two factors; an additional strain componcnt associated wilh the intrusion of Ihe Tinaroo Batholith, or a more marked finite strain response to the overall regional stress field within hotter. more ductile rocks.Four deformational events can be characterized within Ihc Tinaroo Area. Close to Ihe Tinaroo Batholith D1 and D2, arc so strongly developed that they disrupl the continuily of Ihe original Iithological layering. In the aureole region, D1 is strongly overprinted and its original fabric intensity is obscured, but both D2 and D3 display a mappable decrease in intensity away from the granite margin. These three deformations occurred during Carboniferous or early Permian time. D4 is later and only patchily developed.The broad, moderate pressure metamorphic aureole surrounding the Tinaroo Batholith is a typical of the CairnsCooktown group of Permo-Carboniferous granitoids. which usually develop narrow, lower pressure contact aureoles. Two periods of metamorphism are distinguishable. The first reached peak temperatures somewhat greater than 520°C, the second temperatures around 620-630° C immediately adjacent to the granite contact.Several cale-silicate lenses containing scattered scheelite mineralization occur within the area. Scheelite appears to have crystallized at the same time as the cale-silicate minerals, its appearance coinciding with the intrusion of the Tinaroo Batholith. Unlike many "skarn-type" scheelite deposits, the scheelite-bearing cale-silicates are Fe-poor, with no positive correlation between total Fe and W.

This paper presents a design approach and analytical methods that were used for assessing the potential of static liquefaction and developing the mitigation measures for a tailings dams. The rigour of the design and analysis approach represented leading practise in the industry to address static liquefaction, which contributed to a robust design with high confidence and certainty. The salient features of our approach to static liquefaction included geotechnical investigation and tailings characterisation, static liquefaction screening assessment, static liquefaction triggering analysis, limit equilibrium analyses and numerical modelling of static liquefaction using the NorSand model, which was amongst the first tailings dam projects involving numerical modelling of static liquefaction using these methods.
