On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

High-nugget effect vein-gold systems are generally considered to be one of the most challenging of deposit types to evaluate and exploit. To potential investors and mining companies, they are viewed as high risk because of the associated uncertainties in the grade estimate and general paucity of Ore Reserves at production start-up. However, despite the well-known risks, these deposits often have a grade upside that makes them potentially attractive. The reporting of resource grade is of importance and perhaps even more so is the reporting of the associated uncertainty attached to the grade estimate. The use of the grade estimate supported by a grade range is recommended to achieve more complete and useful disclosure. The definition of the grade range can be somewhat subjective, ranging from opinion based estimates through to data-based estimates and geostatistical conditional simulation. Whichever method used, the over-riding issue must be the provision of enough data of appropriate quality and full disclosure to the public of relevant uncertainties.CITATION:Dominy, S C and Edgar, W B, 2012. On-belt analysers have been used since the early 1980s in the coal sector to measure ash content in real time for diverting material on conveyors to remove waste, bypass beneficiation and allow suitable material to proceed to the wash plant for processing. Since 2008, a GEOSCAN-M elemental analyser has been used on an overland conveyor in South Africa to divert direct-shipping quality iron ore to bypass a jig plant. This paper focusses on recent evaluation work to determine the suitability of an on-belt analyser to upgrade the processing plant feed in a copper-gold operation.Copper-gold ore samples from New Gold’s New Afton Mine near Kamloops, BC, Canada were tested to assess measurement accuracy over short time increments. A two-minute measurement increment has been used in the minerals sector as a compromise between good measurement accuracy and a useful tonnage (haul truck equivalent size or smaller). At New Afton, this increment represents approximately 35 t of material. Segregation decisions are currently made after visual and sometimes analytical determination, at increments of approximately 500 t to designate material as ore or waste at the drawbell in the cave.Results of test work including the composition range and expected accuracies by element are shown. The operation, which is not mine constrained, was evaluating the potential for ore upgrading through waste and low grade increment diversion to upgrade ore quality feeding the mill. Prompt-gamma neutron activation analysis (PGNAA) was considered as the company recognised that it would measure through the full conveyed cross section continuously and produce multi-elemental measurements unaffected by particle size, dust, moisture content, layering and segregation, mineralogy and belt speed.GEOSCAN analyses over various analysis periods will be collected to identify variability in the conveyed material quality and used to generate tonnage-grade curves so that an optimal diversion (bulk sorting) tonnage increment can be determined. New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

The role of a project metallurgist is diverse and covers input into the resource definition, mining studies, metallurgical test program development, process engineering and plant design, cost estimate preparation and financial analysis aspects of project feasibility studies. Mining project schedule and cost overruns can often be attributed to cutting short metallurgical test work, engineering and cost estimating leading up to commitment to development. In a significant number of cases this may result from the lack of understanding and commitment by the project proponent to the requisite metallurgical and processing studies required during the various pre-commitment stages of a mining project. Metallurgical test work, process development, engineering and cost estimating requirements for each stage of pre-commitment development are described together with a summary of the ongoing role of the project metallurgist during detailed engineering and commissioning of a process plant.

"The demand for fine and ultra-fine grinding associated with the processing of more challenging, finer grained orebodies and the global driver of minimising energy consumption has been an increased focus in our industry. Outotec’s stirred milling technology, the high intensity grinding mill (HIGmill™), was launched in 2012 in response to this industry need. First Quantum Minerals Ltd selected HIGmill™ technology for its Kevitsa mine in Northern Finland. The 700 kW mill is grinding copper rougher concentrate to improve copper/nickel separation and copper recovery. Selection of the HIGmill™ followed mineralogy analysis and laboratory and pilot testing for HIG milling in parallel with flotation tests to determine optimum grind size and energy input.The paper discusses the challenges and successes of the test work, manufacture, installation, commissioning and subsequent operation of the mill. Grinding performance is presented and a comparison between predicted and operating energy efficiency is made. It is generally acknowledged that the head grade of the world’s copper resources is declining. Accordingly, there is an increase in the volume of resource material being mined and processed to maintain copper production. This has led to increases in cost base accompanied by reductions in Life of Mine (LOM) Net Present Value (NPV). The higher tonnages of material mined are driven by increased quantities of lower grade material required to satisfy the short term mine model. In turn, this has brought an increased focus on sampling and assay methods, since any error associated with estimating the grade of each block and determining its correct destination serves to magnify the losses that will occur. Presently most open-pit copper mining operations use blasthole sample assays to feed their shortterm model. The problematic nature of blasthole sampling is well documented (Engström, 2017), particularly the poor timeliness of the data and the significant errors that are inherent to the technique. Methods to improve grade control, such as drilling a separate grade control grid, have been proposed but come with their own cost, logistical, and accuracy shortcomings. A recent development in grade estimation is the Pulsed Fast and Thermal Neutron Activation (PFTNA) downhole logging probe. Deployed on an efficient semi-autonomous platform, PFTNA is being aggressively adopted in the Australian iron ore industry. The technology provides in-situ elemental analysis of the geological formation, delivering high accuracy, high efficiency, near realtime data from a sizeable measurement volume. In this paper we consider the application of the technology to copper. Whilst there are several operational components to such a value proposition, we focus on the benefits of improved gradeestimation. A simulated copper mine is used to model the quantum of improvement expected from a reduced grade-estimation error, which reduces the likelihood of misallocating material to the wrong destination, which in turn increases NPV.

This paper casts a light on the sometimes murky world that lies between base metals product æout the gateÆ, and money in the bank. Whether your base metals are leaving the mine as a refined product, or as an ore or concentrate, the generally accepted method of value determination is a London Metal Exchange price, usually measured at some point after the material has left your control. In this paper, the structure and operation, regulation and the reasons for the use of the London Metal Exchange are explored. In addition, the risks and opportunities that terminal market pricing provides to mine managers are explained, with particular reference to hedging. The paper also deals with the structure of the sales contract, including management of shipping issues, agreement of delivered quality, documentation and administrative issues. The selection of counterparties, the role of traders in the market and the growing influence of China and India as base metal consumers and competitors are also addressed.

Mine pit slopes in the Pacific Rim are a geotechnical challenge because of the complex geology in which they are developed. Mines are currently being fast-tracked to meet the increase in commodity prices, often resulting in some reduction in ground studies and short-cutting of design procedures. In addition, the resources boom means that skilled personnel are in relatively short supply. At a time when mine pits are getting bigger and deeper, and the engineering is getting more demanding, there is an increased demand on managers to effectively implement the work.   Experience both in New Zealand and the Philippines, display the complex range of geological environments in which pits are being excavated. Working in these conditions has shown that successful geotechnical design requires a strong geotechnical model based on sound geology. An appropriate level of investigation and analyses results in a certain level of understanding for the mine design. There is a point where additional expenditure (on investigation and analyses) is not warranted based on the expected minimal impact on decreasing the level of perceived risk on the project. For most projects in our experience the analytical methods and complexity of geotechnical assessment changes increases as the level of knowledge grows.

Several drilling programs at Maldon have produced 7790 core samples, which were assayed for gold, with 2825 of the samples assayed for nine other metallic elements. There is a lack of correlation between gold and all other elements. The situation, however, changes dramatically when sorted according to the abundance of arsenic. In the populations where As >200 ppm, there are strong, positive correlations between gold and several elements. There is also a strong positive correlation of Au with the weighted sums and products of all elements with the elemental averages as a weighting factor, and Bi*Sb and Bi*As elemental products. In these populations, there is also a strong positive correlation between the logarithms of Au and logarithms of each element, as well as the elemental sums and products described above. The correlation coefficients increase with higher As cut-off values.All elemental distributions but especially gold show a high-nugget effect and display high skewness and dispersion, low kurtosis, and common outliers. The distributions of their logarithms are several magnitudes less scattered and without outliers. Thus, the logarithmical distribution correlations are best for practical use.Correlation coefficients were T-tested and are statistically significant. The elemental correlations, particularly those of logarithmic values of weighted sums and Bi, could be used as a gold path finding tool at Maldon. After a preliminary assay for gold and arsenic, only samples with As > 200 ppm should be assayed for other elements. Higher values of gold-correlated elements or elemental ratios, in samples with low gold grades, may increase confidence that gold is under reporting due to its highly nuggetty nature.CITATION:Krokowski de Vickerod, J and Ebsworth, G B, 2012. The challenges facing the iron and steel industry on a global scale include depletion of resources, excessive energy consumption and CO2 emissions. The demand for iron products in Zimbabwe is increasing due to massive infrastructural development like the expansion and improvement of mines, transportation systems and water reticulation systems. In Zimbabwe, cast iron is mainly produced from recycling scrap metals. However, there is currently a shortage of scrap, which has resulted in the vandalism of state-owned properties such as bus terminals and railway wagons and lines. Nevertheless, Zimbabwe is rich in limonite ores, which are idle, and it is the aim of this research that this ore be effectively used to produce feed for the blast furnace. The Blast furnace is still the dominant route for producing cast iron where sintering and coking processes are the main routes for preparing the Blast furnace feed. Sintering limonite ore fines produce a product of poor grade because of the high value of loss on ignition that has a negative impact on Blast furnace efficiency. Furthermore, the sinter plant and the coke making plant are a source of huge environmental pollutants. Since low-grade Zimbabwean coal fines are also available in abundance, they were used in the preparation of the composite materials ensuring maximum utilisation of this resource. Results showed that the limonite ore-carbon composite pellets sample with the binary basicity ratio (CaO/SiO2) of about 0.27 and coal addition of 2.5 wt per cent achieved above the minimum physical quality requirements for pellet of drop number of at least 4, a dry compression strength greater than 2.2 kg/pellet and an indurated compression strength greater than 250 kg/pellet. Limestone was used as the binder avoiding the addition of more impurities from bentonite since the limonite ore has a high SiO2 content of about 8.78 wt per cent.

The True Pipe® in-line sampler was developed in an attempt to address the need for a mechanically reliable and correctly designed sampler to suit one-dimensional pressurised slurry pipelines, often found in metallurgical process plants but for which no reliable and representative sampling solution as yet exists.The design, whose operation is based on the principle of symmetry, is described by Dominique François-Bongarçon (2005) with the synchronous opening and closing of relevant valves. It representatively isolates portions of the particulate material stream at predetermined intervals for effective extraction of primary increments for subsequent sample compositing.Theory of Sampling applicable solutions have proven elusive in flowing pressurised particulate material streams, with various attempts to date not having formulated a viable, mechanically reliable and acceptable design.Compliance to sampling theory is critical, and a number of tests were conducted where certain operating parameters were altered to determine their influence and sensitivity on sampling representativeness.The results of the initial series of tests performed on a carefully designed rig are presented, with additional work discussed for necessary investigation in the near future.Getting closer to a robust, economic and correct design for this challenging application in the minerals industry may now not be that far away. Plant management staff will see improved metallurgical mineral balances around their process plants and significantly reduced sampling discrepancies, particularly in tailings applications. Roof conditions at Oaky North Mine can be prone to stress related damage and/or time dependent degradation. The ability to identify these areas prior to mining has proved challenging using traditional methods. To help alleviate this situation, a study was initiated to investigate methods for roof characterisation using geophysical logs. This involved the use of neutron log data to provide an indirect measure of the proportion of carbonaceous/micaceous laminae present in the immediate roof strata. Detailed analysis of the shale–porosity inter-relationships arising from this analysis provided a means to estimate the proportion of laminations for a given roof interval. This paper outlines the process and how it was used to improve the current GSR modelling and hazard mapping process.

This paper examines the fire life systems implemented in two existing tunnels and discusses whether the standards used were appropriate. It focuses on the Terrace Tunnel as this upgrade and refurbishment is complete.The New Zealand Transport Agency (NZTA) manages six tunnels on the State Highway network with two of these built in the last seven years. The Terrace Tunnel, opened in 1978, was refurbished with modern fire life safety systems in 2010–2012. An interim upgrade of the Mt Victoria Tunnel, opened in 1931, was also carried out at this time.In present times, few existing tunnels have undergone significant upgrades and refurbishments. The Terrace Tunnel required: new power supplies, control buildings, lighting, wall panels and jet fans, a deluge system, emergency exit lights and way-finding lights, a public address (PA) system, a radio rebroadcast system, lane control sign (LCS) and variable message sign (VMS), an over-height detection system (OHD) and a new tunnel management system.In the absence of suitable guidelines, various standards were used to carry out the refurbishment. The Austroad Guide to Road Tunnels and AS4825 Tunnel Fire Safety, although designed for new tunnels and not specifically intended for existing tunnels, provided a framework. A multi-criteria assessment of risk (MCAT) was carried out to determine the systems to be provided.The Terrace Tunnel has perhaps set a benchmark for refurbishing existing tunnels as few projects of this type have been completed recently. Sierra Rutile LimitedÆs (SRL) heavy mineral sand mining operation in Sierra Leone, West Africa, is embarking on a new phase of its life. After confronting many challenges during the 1990s and 2000s, SRL is embarking on a strategy of growth to recover maximum value from the mine over the rest of its life. With a focus on safe productive tonnes, there has been an ongoing drive to increase the productivity of the mining fleet across BHP Billiton. In response, a team from the Iron Ore business was formed to review all aspects of the end-to-end drill and blast process and to challenge conventional practices that limit production efficiency. As a result of the outcomes of this work, a number of initiatives were identified to improve operational practices that have also delivered significant cost savings.One such initiative was to increase pattern size to a minimum of 1 Mt where practicable, thereby creating ‘megablast’ as a new standard across all mines. To achieve blasts of this size, the team had to overcome the complex problem of integrating wall control into the megablasts.With traditional blasting techniques, the key strategy, which is also historically inefficient but was thought to be integral to having stable, safe walls, was to utilise the trim blasting/modified production blasts technique (ie narrow blasts along the pit wall designed to ‘peel off’ the material while minimising the effects of vibration and charge confinement on wall integrity).Small traditional trim patterns comprise three to four rows of production holes and one or two rows of batter/buffer holes of reduced diameter that require the firing face to be completely exposed before blasting. This is an extremely slow process that requires a lot of resources for very little tonnage while adding additional expense to the final cost per tonne.This paper will show how the megablast approach was developed to control damaging vibration and confinement effects, flyrock and fragmentation while having the largest possible blast that includes wall control. The new practice is based on a theory that involves the initiation point and control row being the second row of holes from the pit wall itself. Adjusted charges in vented batter and buffer holes help to achieve an optimal toe design, and at the same time create a zone of broken ground that absorbs damaging vibrations formed by the attached production blast of any size, whether it is a straight wall or a multi-angled complex pit shell design.Using the new style of blasting has allowed an increase in the size of the patterns from an average of 300 kt to over 1 Mt whilst maintaining pit wall integrity. Case studies will be presented showing drill, charge and tie-in designs with the presentation having additional blast videos, including overall shots of blasts and in-close footage of what happens behind the blast at the crest of the planned catchment berm.The paper will also demonstrate the flow-on effect of using this style of blasting to reduce operational costs associated with other downstream processes, such as the reduced requirements for pattern preparation, an increase in productive digging, reduced maintenance costs and a decrease in fuel burn for equipment.CITATION:Green, B, 2015. "BHP Billiton West Australian Iron Ore (WAIO) conducts an extensive geometallurgy program for its iron ore deposits in the Pilbara with the focus on determining the lump yield (the mass percentage of >6.3 mm rocks) and the lump and fines grade for iron ore products. The geometallurgy program provides accurate information to design engineers and technical marketing teams on the performance of different iron ore mineralogies for future deposits. Additionally geometallurgy results are being used to guide short-term production planning with their introduction into short-term geology models and grade control models. The data that underpins this knowledge is from dedicated geometallurgical programs, drilled using PQ (~83 mm) holes. These holes are crushed by intervals that are based on geological definition which provides an indicative lump yield and lump and fines grade. The lump is then subjected to standard dropping and tumbling test stages to produce a simulated lump and fines product. In the past, quality assurance, quality control holes were drilled using HQ (~64 mm) holes for geochemistry purposes. These holes were crushed to provide an indicative lump yield and lump and fines grade and then 100 per cent is sent for assay (with no dropping and tumbling). Utilising data from HQ holes can significantly increase the indicative geometallurgical data available. This paper compares the geometallurgical results from both PQ and HQ holes from a range of bedded iron deposits (Brockman and Marra Mamba). Best practice for the submission of samples to an internal or commercial laboratory requires quality control materials to be included for the purpose of independently and comprehensively assessing laboratory performance. These quality controls include the use of certified reference materials (CRMs) and may be blind to the laboratory. Iron ore companies purchase these materials from reputable manufacturers from stock of run-of-mine materials at the appropriate grades. The international standard, ISO 17034 (ISO, 2016), specifies the competency requirements for organisations manufacturing reference materials, and includes rigorous requirements for the assessment of homogeneity, stability and establishment of property values and their uncertainties. Homogeneity is one of the most important measures of suitability for all certified reference materials and refers to the degree to which the composition and properties of a sample are uniform throughout the batch, relative to the analytical precision of the method. More specifically, homogeneity studies of candidate reference materials should be assessed for both within sample variance and between sample variance with appropriate statistical controls. The design and application of homogeneity studies are discussed as they apply to both crushed and pulverised reference materials. Crushed certified reference materials have been utilised by the iron ore industry for a number of years and provide the user with a critical assessment of variances in sample preparation in addition to analysis. Crushed reference materials are similar in presentation to an RC sample and are generally used as discrete parcels of material submitted to the laboratory from the field. Pulverise certified reference materials miss the sample preparation step and are subsampled from th delivered sachet at the point of analysis. This paper compares the relative homogeneity performance of crushed and pulverised certified reference materials by grade across key iron ore chemical constituents. Outcomes are benchmarked to the international standard ISO 9516 (ISO, 2003) for the determination of various elements in iron ores by lithium borate fusion and X-ray fluorescence. Practical implications are discussed with reference to a case study from an iron ore laboratory in the Pilbara.

Cliffs Natural Resources Pty Ltd (Cliffs) operates iron ore mines in the Koolyanobbing region of Western Australia. Ore is mined from three separate hubs and trucked to Koolyanobbing. There it is crushed and screened to lump and fines finished products and railed to Esperance port for export to Asian customers. Cliffs is renowned in the marketplace for its consistent product quality. In 2010, 9 Mt of ore was exported to Asia.Over the last three years, Cliffs has systematically refurbished its product quality system (PQS), to improve efficiency of production while maintaining its high standard of product quality. Particular attention has been given to reducing inventory, which has required significant modifications to the production process design.In redesigning the production process, emphasis was placed on maximising the application of the inherent blending in each of the production process steps and dedicated blending was only introduced where essential. Simulation modelling and statistical analysis of process capabilities were utilised to develop a system that optimises inventory, minimises rehandle, eliminates several decision-making steps and maintains a pull focus throughout the value chain.The new planning functions are now fully integrated and effectively control long-term grade variability rather than relying on long-term stockpiling. The production process design and the daily crusher blend plan are used to control short-term grade variability. With the upgrading of the planning processes the accuracy and consistency of algorithms for lump per cent and lump and fi nes grades became more important and an increased geometallurgical function has been added to the company.The continuous stockpile management system was upgraded to increase the effectiveness of the daily crusher blend planning process and is now the sole intervention point in the production process for grade-based decisions. Grade control systems were modified to utilise advances in software and geostatistics to deliver accurate short range planning models. The reconciliation and sampling systems have also been refurbished with an emphasis on practical application and feedback loops.Accountability and transparency are provided by management reports that are generated from a centralised data warehouse and the introduction of a corrective action system. Standardised reports are available to all stakeholders and a quarterly KPI scorecard assists the management review process.The successful rejuvenation of the PQS has culminated in operational efficiency through the implementation of an integrated end-to-end process flow. Shareholder value is maximised through maximising recovery of the resource and minimising costs. Customer focus is maintained by reliably delivering product with acceptable and low grade variability.
