The acceptable rate of rise of the tailings beaches on upstream-raised tailings storage facilities (TSFs) is critical to life of mine planning. This is illustrated through a case study in Western Australia presented in this paper. Accurate estimates of expected beach slopes, the maximum rate of rise at which the tailings can be placed, and the dry density that the tailings solids will achieve after deposition (stored density) are required in order to design TSFs that will allow upstream raises to be constructed safely and economically. Where operations have been occurring for some time, these three parameters are able to be measured and can be well-defined. If process plant throughputs are proposed to increase through mine expansion, for example, increasing the rate of rise of the tailings can compromise the potential for upstream TSF raising, thus influencing the viability of such an expansion, the timing for its implementation, and significantly increase costs.This paper outlines how rate of rise can be a key constraint, and that ‘rules of thumb’ that are typically applied may not result in the outcomes they were meant to achieve. An example of an experimental method to justify an increase to the ‘rule of thumb’ ~2.5 m/year limit for gold tailings in a semi-arid climatic setting is discussed, followed by rate of rise modelling that ultimately framed the decision-making process for a mine expansion. The rate of rise modelling method was adopted to carefully distribute tailings deposition across four TSFs, comprising nine separate tailings cells, in order to maintain appropriate rates of rise. The implications resulting from various deposition splits are presented, including the need for expansion. In addition, this paper outlines the effect of rate of rise on the state (density) of the tailings after deposition, and provides commentary on how anecdotally acceptable rates of rise, based on the aforementioned ‘rule of thumb’ of 2.5 m/year may not provide assurance of geotechnical stability through the tailings achieving a dilative state, as has been thought in the past. An example of the influence of rate of rise on the state of the tailings, with respect to air-drying and the critical state line (CSL) for the material, is presented. The data indicate that reducing the rate of rise may allow a higher dry density to be achieved through air-drying (evaporative desiccation), sufficient to move the material from the contractive to the dilative zone (i.e. from above the CSL, to sufficiently below it).CITATION:Chapman, P J and Williams, D A, 2018. The approach to risk management during the procurement of major projects often has a significant outcome on the ultimate delivery of a project. The NZ$1.4 B Waterview Connection project is the largest and most complex project yet undertaken by the New Zealand Transport Agency (NZTA) and the procurement process for an alliance contract was refined to provide compliance with the International Tunnel Insurance Group (ITIG) Code of Practice for Risk Management of Tunnel Works (TCoP). The principle of shared risk within an alliance incentivises a common understanding of project risks prior to finalising the alliance agreement and therefore enables superior risk management through design, construction and beyond. Risk management practices need to be instigated well in advance of commercial phases, so that commercial competition does not lead to a significant elevation of project risk. In particular the practice of gaining commercial advantage by taking on a potentially unmanageable level of risk is one of the outcomes to be avoided by the TCoP.During the procurement phase the NZTA placed high value on design and construction mitigation measures proposed in order to address ground risks, as is appropriate for a major tunnel project. In order to achieve alignment on the level of geotechnical risks an Alliance Geotechnical Baseline Report (AGBR) process was developed.This paper describes the measures taken during the procurement process to achieve certainty with respect to outcomes and minimise project risks whilst also achieving value for money. The moisture content of iron ore during handling can range from the dust extinction moisture at the point of arrival at the port to the transportable moisture limit at the point of loading ships for maritime transport. Moisture content and ore composition, specifically fines content, have a large influence on ore flowability. Typically, elevated moisture can result in bottlenecks, downtime and lost productivity due to build-up, conveyor carry-back and blockages, increasing maintenance costs. On the other hand, low moisture can result in increased dust emissions influencing the environmental footprint and product losses. Managing the use of water across the supply chain is therefore critical for service life of equipment, productivity, but also has environmental and social impacts, affecting the social license to operate. Previously, experiments have shown that oscillations induced in iron ore during handling and transport can result in movement of moisture through the ore. This kind of moisture migration depends on the nature of these oscillations, such as the undulation of idlers during conveying, the inherent ore properties and the initial moisture content. Moisture has been observed to move either upwards and/or towards the bottom of the burden. These effects can be exploited to remove excess water from the ore influencing handleability and operation, however, the actual mechanisms of moisture migration are currently poorly understood. The study presented herein involves the use of simulation to examine moisture and ore interactions. Simulations using discrete element method (DEM) and coupled with smoothed particle hydrodynamics (SPH) are implemented to investigate the behaviour of moisture in wet ore in the presence of oscillation. This is conducted at a fundamental level first using glass beads and water which is then compared to iron ore at high moisture content. The results of the modelling are discussed in view of experiments conducted.

This paper addresses critical environmental, health, regulatory and scientific concerns related to gold mining activities in the specific area of Barberton, Mpumalanga, South Africa. The paper thus calls for informed decisions to be made by the authorities to safeguard both the environment and people’s health. The novelty of this study is based on its comprehensive nature of the simultaneous assessment of both cyanide and potential toxic elements (PTEs) in tailings, while taking into account their composition variability over time. By combining these aspects, it is then possible to provide a holistic understanding of the contamination risks associated with mining tailings and thus justify the need for regular monitoring and supervision to ensure compliance against regulatory limits. Additionally, this paper considered investigating the dynamic nature of tailings, which are subject to changes in their chemical composition due to exposure to weathering by various agents. In this study, the determination of weak acid dissociable (WAD) and free cyanide in tailings was performed using a validated method employing the South African Council for Mineral Technology (MINTEK) Laboratory Cynoprobe. The PTEs in tailings were determined by an inductively coupled plasma optical emission spectrometer (ICP-OES). The results revealed that the tailings contained primarily substantial amounts of PTEs, including Fe (87 566 to 37 800 mg/L), Cu (271 to 110 mg/L), Mn (2100 to 680 mg/L), Ni (400 to 390 mg/L), Zn (180 to 68 mg/L), Cr (645 to 510 mg/L), As (450 to 128 mg/L), and Pb (up to 35 mg/L). The cyanide concentrations in tailings varied between 0.20 mg/L and 0.26 mg/L for free CN (with a mean of 0.23 mg/L in water leaching), 0.23 mg/L to 0.28 mg/L for free CN (with a mean of 0.25 mg/L in alkali leaching), 0.24 mg/L to 0.35 mg/L for WAD CN (with a mean of 0.28 mg/L in water leaching), and 0.31 mg/L to 0.39 mg/L for WAD CN (with a mean of 0.35 mg/L in alkali leaching). The measured concentration of cyanide and the PTEs was compared to the minimum permissible levels enforced by the South African Department of Water and Sanitation (DWS) and the Water Research Commission (WRC) regulations that govern the disposal of hazardous constituents into the environment. Additionally, it was observed that the concentrations of contaminants in the tailings exceeded the acceptable minimum limits for hazardous waste exposure, posing risks to the environment and human health.

Bendigo Mining operates a 600 000 t/a comminution, gravity, flotation and leaching processing plant for the recovery of gold from their Kangaroo Flat Operation, in the Bendigo goldfields. The free gold and gold bearing sulfi des present are typically coarse grained and hence are highly amenable to gravity recovery. Plant operating data is consistently showing that over 78 per cent of the feed gold is recovered in a circuit, consisting of inline pressure jigs, inline spinners followed by free gold tabling and intensive leaching of tabling tails. The circuit receives coarse crushed product from high pressure grinding rolls and the grinding mill discharge, which allows material to be re-circulated through the gravity process until the particles are small enough to enter the flotation circuit. A plant audit was completed on 26 November 2009 designed to give an indication of the overall operational characteristics of the gravity circuit including single pass efficiencies of associated equipment. The techniques, results and challenges of such a survey are discussed.

The Raub Gold Mines are situated approximately in the centre of the Malayan Peninsula in the State of Penang. Part of the area, now known as "Raubhole," was opencut some 800 years ago by the Mon Khmers, a Cambodian people, whose vestiges mark numerous outcrops in South Eastern Asia. With their decline and extinction the work was abondoned, leaving a large pond in a dense thicket of Beluka (secondary growth).From the year 1885 onwards the history of Raubhole and the water therein records a chain sale starting from an enterprising local "Rajah," who had "assumed" authority, to an equally wakeful Singapore Arab; thence through the agency of a "down-and-out" beachcomber to a hopeful Australian company in the "goldbrick" days. Subsequent catastrophe on a depleted stringer was followed by reconstruction; the deserved reward of a long mining life, and an output of nearly 800,000 ounces of gold. Owing to the loss of notes and data stored in Singapore, this paper is not as complete as it should be, especially in respect to its metallurgical phases. Apologies are therefore tendered in advance for any deficiencies which may be noted.The necessary regional geological data have been taken largely from the admirable investigation of the Raub area by J. A. With increasing depth, stresses and stress phenomena are becoming more important considerations in Australian coal mining.A large number of compressive and tensile strength tests was made on coal and rock cubes cut from samples taken in various Australian collieries. In addition, an empirical impact strength test was carriedout on fragments of the same samples, to obtain a correlation with compressive strength.In one colliery, flat-jack measurements were taken to assess stresses in coal ribs and in the roof.INTRODUCTIONBy world standards, some of the New South Wales collieries are approaching depths of cover considered a maximum for bord and pillar the normal Australian coal mining method. Several South Coast collieries are winning coal at depths of about 1500 ft., and future operations are being planned at deeper cover. "In 2015 operations under the ownership and/or management of all Newmont Mining Corporation subsidiaries (Newmont) produced 5.7 Moz of gold and 619 Mlb of copper from mining operations in five countries, with well over 100 Mt of ore processed by various grinding technologies. Processing methods used in the extraction of metals include flotation, oxidation, conventional cyanidation and heap leaching. The grinding technologies applied in milling operations feeding metal recovery processes include conventional wet grinding semi-autogenous grinding (SAG), rod and ball, dry grinding, concentrate regrinding and ultra-fine grinding, and ball milling of high pressure grinding roll product. SAG/ball (SAB) configurations represent the dominant comminution flow sheet within the company and the circuit configurations employed include SAB, SABC-A, SABC-B and single-stage (SS) SAG milling, with SAG mill feed ranging from run-of-mine (ROM) ore through to secondary crusher product. The collective experiences earned from designing, operating and debottlenecking these various comminution circuits provide many lessons that can be applied to the design and optimisation of future operations. Transportation networks extend every day around the world, requiring safe and well-maintained structures for efficiency and for users’ safety. Due to specific features of the infrastructure, such as longer tunnels, increased traffic and marginal safety rules, fire safety in rail and road tunnels becomes more challenging.The situation becomes more critical due to the global economy and increasing worldwide tourism, with multi-national companies often involved in both design and construction of transportation routes or systems in other countries. Tourism brings the risk of visitors becoming victims in a foreign land; thus, international law becomes more and more applicable to transportation projects all over the world, requiring a consistent approach to safety (UN Economic and Social Council, 2001; US DOT Federal Highway Administration (FHWA) 2006; US Transportation Research Board, Committee on the Role of Public Transportation in Emergency Evacuation, 2008; UK Parliamentary Office of Science and Technology, 1997).There are significant differences between rail and road tunnels, both in their functionality and safety requirements. Most tunnels over a certain length are equipped with emergency ventilation systems capable to control the spread of smoke by creating an air stream in the desired direction. Besides ventilation, fire-life safety (FLS) includes smoke and heat detection by linear or spot detectors, closed-circuit television (CCTV) and public address systems with prerecorded announcements, as well as evacuation signage and monitoring capabilities (Vägverket – Swedish National Road Administration, 2004).There isn’t a consistent, worldwide approach to the design of emergency ventilation systems for tunnels, with significant differences from continent to continent (US DOT Federal Highway Administration (FHWA), 2004, US Federal Transit Administration, Transportation Research Board, 2006). In North America US NFPA 130 and 502 standards for rail and road tunnels, respectively, represent the main criteria, however, they are continually revised and new versions issued every three years. For road tunnels the World Road Association PIARC issues guidelines, but they are not truly enforceable. There are no similar international guidelines for rail tunnels, except general recommendations by the International Association of Public Transport (UITP) (IAPT, 2003).In Europe the Directive #54/EC adopted by European Community Parliament in 2004 requires a minimum level of safety for road tunnels users in all existing and proposed tunnels in the Trans-European road network that are greater than 500 m in length. Authorities having jurisdiction in many other individual countries, such as Australia, Austria, Germany, Japan and others, enforce specific safety regulations (Miclea et al, 2007). While it is impossible to summarise all aspects of this topic in a short paper, a review of the design approach, the existing differences in safety requirements, as well as applicable design solutions to meet safety codes for both rail and road tunnels are discussed below.

The steeply dipping silver/lead/zinc orebodies at Mount Isa mine have been extracted most recently by a combination of cut-and-fill and open stoping methods. Bench stoping was first used at Mount Isa Mine seven years ago to allow safe extraction of a highly stressed cut-and-fill stope. Subsequent benches have shown that the method offers significant cost and safety benefits through increased productivity and reduction in man exposure. The success of benching has lead to cut-and-fill mining being replaced at Mount Isa.Significant resources have been focussed to optimise benching. This paper describes the operational, planning, and research and development aspects which have contributed to the method to date. A brief look is also taken at the future direction of benching at Mount Isa.

The results from metallurgical test programs are used in feasibility studies for design of new plants and brownfield expansions, in long term mine plans, and to make decisions in an operating plant. There are many elements which contribute to a well-constructed test work program. Ultimately, understanding the accuracy and precision of the test work results is critical to ensuring good decision-making at various phases of a project.Every resource drilling and associated assaying program will have a quality assurance / quality control (QA/QC) component, however this often seems to be overlooked in metallurgical testing programs. The principles of “international standard” or “certified reference material” samples and replicate/duplicate testing can be applied to metallurgical programs, although there are metallurgical-specific considerations in both generating and analysing the data.This paper will describe the QA/QC program carried out within the Olympic Dam geometallurgy program. It will present results in the form of case studies from ten years of testing of replicates and bulk reference samples for industry-standard comminution tests as well as laboratory flotation and leaching tests. The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world's largest coal exporter. Three quarters of Australia's coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal's anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

Although small scale mining is regarded by many as of historical value only, this kind of mining activity is still much more widespread than is usually assumed. It has been estimated that it produces as much as ten per cent of the global mineral output. More significantly this figure is often much higher for many of the developing countries of Africa, Asia and South America, signifying the relatively greater contribution of small scale mining to the economies of those countries. It is also noted that small scale mining has always been a feature of mineral production in New Zealand and Australia. An attempt is made to define small scale mining, and the factors determining the suitability of small scale mining operations are discussed. The state of the art in small scale mining is reviewed and the author endeavours to rationalise the important parameters which contribute to successful small scale mining operations and discusses how these parameters may be optimised. The benefits of small scale mining to the mining industry as a whole and to the community at large are outlined. The paper concludes by emphasising the necessity to maintain small scale mining and 'explores' its future 'prospects'.

Tin mineralization in both eastern and western Tasmania shows a spatial correlation with middle Palaeozoic biotite granites and adamellites. The range of composition of these granitic rocks is restricted with respect to Mg, K, and Na content. Because this compositional restriction is shown by granitic rocks from other tin provinces, the concept of a genetic relationship between these granites and the associated tin mineralization is reinforced, and similar concentration mechanisms may be involved.Gold mineralization is largely restricted to eastern Tasmania and in contrast to the tin mineralization is rarely spatially associated with the middle Palaeozoic granitic rocks, although most authors have suggested a genetic correlation with hornblende and/or biotite granodiorites.Although few analyses are available, the granodiorites that are spatially associated with gold deposits exhibit similarities to granitic rocks from gold provinces elsewhere. These features suggest a possible genetic relationship between gold mineralization and the granodiorites.The composition of granitic rocks may be used as an aid to exploration in delineating areas of potential tin and gold mineralization in granite terrains.

Clause 17 (1) of the Resource Management Act 1991 (duty to avoid, remedy, or mitigate adverse effects) provides the legislative basis for local authorities to impose resource consent conditions requiring land to be rehabilitated to approved uses during and after mining.

The seams of black coal occurring in Victoria are so disturbed by faulting, wash-outs, thinning, etc., that it is necessary, for the prevention of costly errors in development, that close boring be undertaken so that the correct positions of the shafts, tunnels, main and auxiliary roadways can be set out in order that the area can be economically worked. The State Coal Mine has two boring plants continuously at work, which have given good service for the last twenty-five years.The information supplied herein is merely our experience in boring at the State Coal Mine over an extended period. The type of plant in use is that known as the Victoria Drilling Plant, equipped with an 11 h.p. portable oil engine, using power kerosene as fuel. It was purchased in 1914, complete with mechanism for cable drilling, capable of boring to a depth of 1500 ft. with a guarantee of 1000 ft., with Calyx cutters, boring rods and all necessary equipment for the sum of £1473. The chief mechanical features of the plant are as follows:-The derrick is in the shape of a tripod (see Fig. 1), two of the legs being of steel channel built together to form a frame which, when lowered on to two sets of road wheels, forms a carriage for the transport of a portion of the boring equipment. The third leg is made of oregon in the form of a double bow, with bolts and distance pieces between the wooden sides. The top of this is hinged on to the steel frame, and the bottom is fitted into a cast iron block, having two small wheels to facilitate erection. A Good Product Range - So What! While in terms of water, waste management and environment protectrion, the Gippsland Basin may appear to have a good product range, what does this really mean? What it means is that, like any product range, the virtues of the product range must be sold and accepted by a majority of the public. The social, economic and environmental benefits of any enterprise using these products must be sold and accepted by the regional population. Many a budding entrepreneur has failed because he assumed that the public would accept his product, so good did it appear to be! However, we know that such an assumption must be avoided and that a great deal of time and effort needs to be invested in promoting and gaining acceptance of a product to ensure a long term and viable market.

The Golden Cross mine is a Joint Venture between Coeur Gold New Zealand Limited, as Manager, and Viking Mining Limited. The mine is targeting Zero Lost Time Accidents as a goal.   The Golden Cross operation produces gold and silver from both underground and open pit. The mine is based on an epithermal gold-silver deposit. Treatment of ore is on a campaign basis for each ore type (i.e. underground or open pit). Milling is conventional SAG Mill and Ball Mill grinding circuit followed by carbon in pulp recovery of gold and silver. All tailing materials are treated through the Cyanisorb process to reduce cyanide levels prior to being discharged into the tailings dam.

The objective of this paper is to assess the accuracy and applicability of recent state-of-art methods such as the machine learning algorithms (MLA) for mineral resource estimation. Conventional methods such as geostatistics have been predominantly used in the mining industry for this purpose with varying success. Recent advances in the use of MLA have provided a fresh approach to obtain improved accuracy in the estimation of mineral resources. Two MLA methods: the neural network (NN) and the support vector machine (SVM) have been used to estimate a polymetallic ore deposit in Alaska.The general characteristic of SVM and NN emphasises the fact that they can approximate any multivariate non-linear relation among variables. Although neural network models are able to capture the nonlinear spatial relationships that may be present in the data, they are usually difficult to optimise under sparse data settings. Of the various NN alternatives, despite their effectiveness, the model selection and estimation process is typically difficult as it involves solving complex integration and optimisation of parameters. In support vector modelling (SVM), estimating of parameters involves optimisation of a convex cost function. The working principle of SVM makes it robust against noisy and extreme value data. At the same time, it can capture the spatial distribution of ore grade more effectively with careful modelling and selection of SVM parameters.The outcome of the MLA methods were compared to those of the geostatistical ordinary kriging (OK) application to study their generalisation ability. The comparison was made using the following goodness of fit criteria: mean-squared error; mean absolute error; mean error; and coefficient of determination. The results indicated that the MLA methods may improve the predictability of ore deposits and thereby reduce the inherent risk in mineral resource estimation.
