The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

Spirals, the most common equipment for the separation of heavy minerals such as chromite, are greatly affected by size distribution and the liberation degree (hence the specific gravity and size) of the feed particles. In this study, the efficiency of spirals in separation of low-grade chromite particles has been investigated by studying the distribution of grade, size distribution and liberation degree of feed, concentrate, and tailings of spiral. For this purpose, mass balance constraints were applied to the spiral-containing chromite processing circuit. Afterwards, the grade variations and size distributions have been investigated. According to the results, when the feed to the spiral has a larger size distribution, the enrichment ratio of the feed is 1.32 and, with the smaller feed size, this value has increased to 1.99. When the spiral feed has a larger size distribution and higher specific gravity, the recovery of chromite increases with increasing particle size up to 250 microns, and then with increasing particle size, recovery decreases with a relatively steep slope. Evaluation of spiral efficiency with respect to particle liberation degree has also shown that despite the high degree of liberation of spiral feed in size fractions smaller than 75 microns (88.9%), the liberation degree of spiral concentrate and tail in this faction is equal to and less than that of feed, which can indicate poor spiral performance in these size fractions.

As a member of the ICMM, FCX is committed to implement the 10 Sustainable Development (SD) Principles throughout our business. FCX is also a member of the Wildlife Habitat Council (WHC), a nonprofit coalition dedicated to protecting and enhancing wildl ife habitat. In alignment with ICMM SD Principle 7 and our Environmental Policy, FCX has set a performance goal to prepare a biodiversity inventory in 2010 and land management plan by end of 2011 for all active mining sites. In 2010 FCX established a Biodiversity Task Force to assist sites in biodiversity management; optimize use of resources around the globe; implement FCX goals and targets; and align biodiversity programs with ICMM principles and guidance. The task force consists of Environment and SD Department management, scientists and engineers from FCX sites, and WHC staff. The Task Force recently issued a biodiversity inventory guidance document to set expectations and provide consistency across the sites when developing a biodiversity inventory and land management plan.

The post-war need to increase coal production promoted an intensive drilling campaign. Ineffectiveness in core recovery inclined the coal industry towards percussion drilling rather than diamond drilling. The Joint Coal Board, recognising the greater potential of core drilling, has actively encouraged improvement in techniques and equipment. One outstanding need was a barrel which, over and above other improvements being achieved, would permit recovered core to be examined before it had been subjected to the increased fragmentation and displacement which to date has been inevitable except in core which has been drilled in solid sticks û as New South Wales coal rarely can be drilled. In conjunction with Triefus Pty Ltd a barrel with a split inner tube has now been evolved, as a result of which, core can be more accurately logged, division in to lengths for analysis more aptly made, any core loss more reasonably allocated to appropriate plies, and a greater percentage of core recovered û of the order 95 per cent and more. The one half of the split inner tube is lifted from the other and the logging completed before the core is disturbed.

"The Bureau of Mines in Serial No. 2606,4 issued in May, 1924, gave tentative specifications for rock-dusting to prevent coal-dust explosions in mines. Subsequently, a sectional committee of the American Engineering Standards Committee was appointed to formulate recommendations for standard practice in rock-dusting coal mines. The report of this Committee which follows was approved by the American Engineering Standards Committee, December 30, 1925. Several members of the Bureau of Mines staff served on this Sectional Committee and its recommendations are essentially in harmony with those of the Tentative Specifications in Serial No. 2606.As certain explanatory details contained in that serial are not included in the recommendations formulated by the American Engineering Standards Committee, it should be considered by coal-mine managements in conjunction with the committee's report which follows:Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions 1. The Bureau of Mines annually canvasses the fuel-briquet and packaged-fuel producers in the United States and publishes economic data on these industries, based upon reports submitted voluntarily by producers. This publication lists all producers that reported commercial production to the Bureau for 1960 and presents data on individual plants. The companies named herein represent virtually all producers of processed minerals fuels. A few small plants may not have been canvassed or failed to respond to the survey because some of the smaller plants operate intermittently and the survey is voluntary. All plants that reported commercial production were included; regardless of size. Specifically excluded were plants that manufactured briquets from wood charcoal. Fuel briquets and packaged fuel are manufactured solid fuels, produced by mixing fine-sized mineral fuels with binding materials and compressing into small individual shapes, Briquets are produced in pillow-shaped and cylindrical form, are 2 to 4 inches long, and weigh 2 to 4 ounces. Packaged fuel consists of 3- or 4-inch cubes; 6 or 8 of which are wrapped together in heavy kraft paper to form a package weighing 10 to 15 pounds, Briquets are durable and may be stored and handled as bulk fuel; packaged fuel breaks easily and must be stored indoors to prevent it from deteriorating. Whereas briquets are consumed in many areas as a general residential fuel, packaged fuel is more of a specialty item, used at times to supplement other fuels. Packaged fuel is burned without re-moving the paper and is referred to as the "white glove" fuel.

Colorado has been producing petroleum since 1863 but only recently has become a major oil State. The first well was drilled on Oil Creek near Florence, but out-put was relatively small until discovery and development of the Weber sandstone reservoir at Rangely. Oil was discovered in the Weber sandstone in 1933, and the reservoir was developed after 1940, bringing Colorado, in 1949, to 11th place among the 48 States as an oil producer. Colorado's output increased further because of the discovery and development of many fields in the Julesburg Basin since 1949 By 1954 Colorado was in ninth place and maintained that position through 1955.4/ Between 1946 and 1951, Colorado's oil production more than doubled, while the total United States production increased only 25 percent. It seems probable that production will continue to expand in Colorado for many years. This report presents analyses of 92 crude oils from 73 fields representing 90 percent of the production in 1955. Abridged analyses are listed for easy comparision, and complete analyses arc given in the appendix. Oil samples were collected for study from many different sources. Although many of the newer fields were not sampled, their oils probably are very similar to those from corresponding formations that were studied and tabulated.

Facing the optimization activities, which purpose is to minimize the copper processing costs, the main sources of their occurring were presented. In this purpose, the costs analysis was performed, divided to individual standings, for one of the polish copper beneficiation plants. It was proved, that the main component of the copper beneficiation costs is energy consumption, generated mainly in grinding and classification node, particularly by operating mills. The technological system ? grinding and classification node ? in KGHM Polska Miedz S.A., ZWR region Lubin was then selected to investigation. To evaluate the grinding and classification node, the energetic factors W were proposed, calculated on the basis of the energetic-technological data of process, given by node monitoring system. The correctness of the energetic factors selection to evaluate the work of this node and their practical application in industrial conditions was experimentally proved in other technological object. The selected technological object ? grinding and classification node ? was then mathematically modeled and optimized. The calculated energetic factors were the basis to build mathematical models, identifying industrial copper grinding and classification process. The models described correlation and character of dependency between factors and energetic-technical data of the process. These were regressive and neural networks models. On the basis of factors models, the optimization tasks were determined, which purpose was to select the optimal points of grinding and classification node work. Also, the estimated economical effect, possible to achieve after introduction of given monitoring values to grinding and classification node optimization system, was presented.

The new euphoria in diamond exploration brings with it a need to understand the challenges that new projects can face in different stages of the development and risks that the commercial outcomes from the new projects fall short of expectations. In many cases, the problems are related to a poor understanding of the technical risks and a failure to adequately address them during the course of investigation. Failure to evaluate all disciplines to the same level of certainty could lead to a situation where the important issues are only identified late in the project development, resulting in costly delays and financial difficulties. The diamond projects located in Canadian Arctic, with its challenging environmental, geographical, social, political and geological contexts are especially sensitive to the high variability of the outcome. This presentation highlights some of the technical aspects that could be the leading sources of risk in diamond projects and could ultimately result in inappropriate mine designs, reducing the economic outcome.

It is the object of this paper to discuss various options for improving the hematite process in terms of increased throughput hence lower capital cost and production of saleable quality hematite. With reference to increasing the throughput of the process, it has now been determined via the analysis of Akita Zinc Co's continuous industrial autoclave performance data that the process kinetics is limited by the rate of the hydrolytic precipitation reaction. By correlating the hydrolytic precipitation rate to supersaturation ratio, it is shown that accelerated kinetics can be achieved via the following measures: (1) in-situ neutralization with addition of zinc calcine; (2) elevation of temperature; and (3) dilution of feed; of which, the first one was retained for further evaluation. According to presented estimates, addition of calcine, amounting to only 2.6% of the total zinc calcine processed, can allow for shortening the retention time by at least 50%. Such drastic shortening of retention time may be either used to increase the throughput of a given autoclave circuit or alternatively to release autoclave capacity for clean hematite production. Hydrothermal treatment of the crude hematite product proved effective in producing clean hematite as according to laboratory tests, hence allowing the sulphur content of hematite to be reduced from around 4% to less than 1%. A conceptual flowsheet incorporating in-situ neutralization for accelerated kinetics with hydrothermal upgrading of crude hematite without sacrificing production capacity and with minimum upset of the plant's water balance is described.

With the national focus on energy, the combustible fraction of urban refuse is being extensively considered as a fuel supplement for coal in the generation of heat and power. The objective of these analytical studies by the Bureau of Mines was to determine the concentration of major, minor, and trace elements in the combustible fractions collected at various locations in the Bureau's urban refuse recycling pilot plant located at College Park, Md. The samples processed through the plant were submitted by various municipalities that are considering resource recovery as an alternative to landfill or other means of disposal. Twenty-five elements were determined in samples from six geographic areas and were compared with element concentrations found in typical coal samples.

1. The Pittsburgh bed is the most important bed in Brooke County and virtually the entire production of coal in the county comes from this bed. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, are estimated at 191 million short tons as of January 1, 1954. Of this total, 190 million short tons are in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Hand scaling is a physically demanding job and is responsible for numerous overexertion injuries in mining. This experiment studied rib scaling from an elevated bucket to examine force generation capabilities and electromyographic responses to a prying subtask. Subjects exerted force using two bars (steel and fiberglass) at five target heights. Work height significantly affected peak prying force during scaling activities with highest force capacity at the lowest level (p = 0.0188). Bar type did not affect force generation (p = 0.7843): However, use of the fiberglass bar required significantly more muscle activity to achieve the same force (p < 0.05). It was concluded that miners should scale points on the rock face that are below their knees, and reposition the bucket as often as necessary to do so. Additional research is needed to fully understand the impact of bar type on the physical demands of an entire scaling task.

Nile sediment was collected as a waste from one of the water treatment plants in Cairo, and subjected to petrographical investigation and granulometric, chemical, and mineralogical analyses. It was expected to find diatomite in that sediment but it was a surprise to find that the diatomite content amounted to about 52.01% by volume in addition to quartz, orthoclase and clay minerals. The latter are represented by montmorillonite and illite minerals. The sediment is light gray in color, soft and has low density and high surface area, such density and surface area generally decrease with temperature. The sediment absorbs 317% of its weight in water. The diatomite skeletons are the main factor responsible for its high porosity producing microporosity and low density, and these particles are concentrated in the very fine silt size fraction (11x2µm). The common diatoms in such sediment include Cyclotella ocellata Pant, and Melosira granulata (Ehr.) Ralfs. It seems that this Nile diatomaceous sediment has many advantages over the fossil diatomite, such as Fayium diatomite in Egypt, with the absence of carbonate minerals that require grinding and calcination those cause destruction of the cellular structure and energy consumption. This Nile diatomaceous sediment can be processed using sequential classification to obtain diatomite concentrate of 88.8% grade at 90.6% recovery, and a middling product of 19.4% grade and 5.8% recovery. The suggested flow sheet is quite simple to produce diatomite product for different industries at a low cost. The unusual particulate structure and chemical inertness make diatomite an ideal mineral to be used as functional filler in a wide range of industries, and as catalyst carriers and insulating material. In the USA, the National Institute for Occupational Safety and Health (NIOSH) does a lot of work and has provided news of interesting new developments. Marcia L. Harris describes an ?Explosibility Meter: ?In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. Federal [US] regulations require 65% and 80% incombustible content in samples taken in intake airways and return airways, respectively, assuming a nominal coal dust size of 20% minus 200 mesh. The Coal Dust Explosibility Meter (CDEM), a hand-held instrument developed by NIOSH uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture.? The CDEM is now commercially available. It provides real-time results during rock dust surveys instead of waiting weeks for laboratory results1. ?With real-time results, the potential for a disaster can be mitigated immediately. The CDEM displays the percent incombustible content as well as a colour indicating the relative explosibility of the coal and rock dust mixture. A red read-out indicates that more incombustible material is required to inert the coal and rock dust sample, while a green read-out indicates that the dust sample is sufficiently inert. When the mixture is marginally explosible, a yellow read-out is indicated. The red-yellow-green output depends upon the particle size distribution of the rock and coal dust mixture with the finer size fraction being more explosible.?

Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: (1 ) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold s so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfide and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.

West Virginia&apos;s basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states&apos; statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia&apos;s regulation of surface subsidence a singular approach.
