The “China & East Asia Mineral and Energy Re-sources Symposium — CEAR 2000” was held Jan. 23-26, 2000 in Denver, CO. Conference sponsors included Resources and Technology Symposia of Colorado and the Asian Journal of Mining. The meeting was attended by representatives from China, Japan, Mongolia, Korea, eastern Russia (Siberia) and the United States. The US attendees consisted of interested parties from mining and energy companies, financial institutions, consultants and government agencies. In his opening statements, L. Maness, Jr., president of Resources and Technology Symposia of Colorado, said that the “goal of the conference was to make jobs and friendships and to introduce people to each other.” The conference provided an opportunity for Western mining interests, including mining companies and investors, to meet with government agencies from both sides of the Pacific.

Chemical states of fluorine in CaO-SiO2-CaF2glasses in a composition range of CaO/SiO2=0.5?1.3 and 5?25 mol%CaF2have been investigated by 19F solid-state NMR with and without MAS. The isotropic chemical shifts of the glasses are close to those of cuspidine crystal (59.4 and64.3 ppm with respect to C6F6) and CaF2crystal (58.6 ppm). The fluoride ions are coordinated with four or less than four calcium ions in this composition range. The chemical shifts move to the lower frequency with an increase in the CaF2content, whereas those are not affected by theCaO/SiO2ratio. The ionic distance between calcium and fluoride ions increases with an increase in the CaF2content. The chemical state of fluorine is not disturbed by the degree of polymerization of the silicate network. Comparing the MAS and static NMR spectra, the second moment attributed to 19F-19F dipole-dipole interaction has been estimated. The values of the glasses range over 3.1?7.3107Hz2andthose are larger than the calculated value of cuspidine crystal. This indicates that fluoride ions form Ca-F clusters in the glasses and that the size of clusters increases with increasing the CaF2content. The Niagara Tunnel Project (NTP) is a 10.4 km (6.5 mi) long, 14.4 m (47.5 ft)bored tunnel that will run under the City of Niagara Falls from the Upper Niagara River to the Sir Adam Beck Power Station. The completed project will enhance the capacity of the Sir Adam Beck Power Station by adding 500 m3 (17,657 ft3) of water per second through the tunnel. The paper describes the project in which the world’s largest hard rock TBM at14.4 m (47.5 ft) in diameter is being used to excavate the tunnel. Features of the project include the use of a High Performance (HP) Main Beam TBM, state-of-the-art ground support and tunnel logistics systems. A continuous conveyor is used for muck transport from the TBM to the disposal area. The paper will also discuss the optimization of the TBM system as the tunnel advances through the varying geology. In June 2004 the Ontario Government announced that Ontario Power Generation(OPG) had been given approval to proceed with the third tunnel under the city of Niagara Falls—the first two tunnels were constructed in the 1950s using drill and blast techniques. The third tunnel, appropriately named The Niagara Tunnel Project (NTP), consists of a 10.4 km (6.5 mi) long TBM-bored, concrete-lined tunnel with a finished diameter of 12.5 m (41.1 ft). In August 2005, OPG announced the selection of Strabag AG of Austria, one of the largest construction companies in Europe, as the contractor to build the NTP Project at a price of CAN $600 million. In September 2005, Strabag A.G. selected The Robbins Company of Solon, Ohio to design, manufacture and deliver a new 14.4 m (47.5 ft) diameter High Performance state-of-the-art Main Beam Hard Rock TBM to be used in the excavation of the tunnel. In order to meet the aggressive construction schedule as requested by OPG/Strabag, the TBM needed to be supplied as “ready to bore” within a 12 month period after the contract was awarded to Robbins.

Interest in the tantalum-niobium minerals has been greatly stimulated in Western Australia by the fact that these rare minerals occur at numerous localities in that State, and in the adjoining parts of the Northern Territory, sometimes in mineable concentrations, as at Wodgina and Greenbushes. A large proportion of the world's tantalum comes from these deposits. The late Dr. E. S. Simpson, in particular, made an extensive study of the chemistry and mineralogy of these minerals, and the following observations are based upon the examination of specimens which he and Mr. H. Bawley, Government Mineralogist of Western Australia, have submitted to me for examination from time to time. The fact that so many of the specimens have been analysed provides a unique opportunity for the interpretation of the phenomena observed in the polished sections.TANTALITE-COLUMBITE SERIESIt has long been considered, on the basis of crystallographic form, chemical analyses, and specific gravity measurements, that ferrotantalite (FeO. Taz05), manganotantalite (MnO. Taz05)' ferrocolumbite (FeO. Nbz0 5), and manganocolumbite (MnO. Nbz0 5 ) form a complete isomorphous solid solution series (Simpson, 1937) and this is confirmed by study of polished sections of these minerals, Pehrman (1929) examined a series of five analysed specimens with Nbz0 5 contents as follows:-

In 1963, the full-scale engineering study for the development of an iron, steel, and vanadium plant was initiated. This was the birth of Evraz Highveld and its process flow as it is known today. Highveld started out as a steelworks that produced steel and vanadium-bearing slag from a titaniferous magnetite iron ore mined from its own mine site near Steelpoort. The process utilized co-current rotary kilns for prereduction, and submerged-arc furnaces for the production of pig iron with approximately 1.15% vanadium. Because of various technical challenges that the submerged-arc furnaces experienced over the years, a decision was taken in 2004 to convert the furnaces to open slag bath (OSB) operation, in order to enable the maximum production of iron and vanadium while improving the control over operational parameters. The conversion proved to be highly successful and, since 2005, three furnaces have been converted to OSB operation. The fourth furnace will be converted in the first half of 2011. The conversion to OSB furnaces not only yields higher vanadium recovery to the metal at the iron plant, but also improves the overall throughput of the steel plant. This is the result of the higher carbon content of the liquid iron from the OSB furnaces, eliminating the need for anthracite addition to the shaking ladle process. This reduces the blowing time by approximately 60%. The conversion of the furnaces to OSB configuration is seen as an enabling technology change and a prerequisite to the implementation of other plant improvements that are envisaged. The long-term vision of EHSV is to convert five furnaces to OSB mode, and permanently decommission the two remaining submerged-arc furnaces. This will allow EHSV to maintain current steel and vanadium production but at a significantly improved overall efficiency.

The authors review the literature and discuss the application of methods to the design of thickeners for ilocculated metallurgical pulps. The use and evaluation of flocculents is described. Experimental data show that design based upon laboratory settlingdata is acceptable. The economic aspect of design is also discussed.INTRODUCTIONFor many years there has been little change in the methods for the design of thickener installations. While modifications have been made in the method of applying the data all methods have been based on the observee settling rate of the solids. The development of a theoretical approach based on physical data would involve so many variables which affect the settling rate that the more practical approach of direct observation seems unlikely to be replaced as the basis of design.The advent of synthetic fiocculents has introduced a modification in operation which affects design and should be considered. The authors review the subject and attempt to bring it up to date with present day procedure. Until recently the original work of Coe and Clevenger (1916) remained the basis of thickener design. They described their observation of the different zones encountered in settling, namely clarification, feed, transition, and compression or thickening- zones. The solids pass through the transition zone in settling from feed density to some higher density where settling ceases and ·some compression or compaction effect controls. the density obtained. The point at which the settling zone ceases to exist is known as the critical point.

Magnetic surveying and map production is well established in land based mineral exploration. Magnetic data are routinely used to map geology in covered terrains, to estimate the depth to basement in overburden covered areas, and to identify altered zones, mineralization, bedding attitudes, and fault networks both regionally in map view, and through interpretation to depth in 3D. Best practices for magnetic survey methods and magnetic interpretation exist in all areas of land based geophysical survey methodology - mineral exploration, hydrocarbon exploration, geological mapping, archeological mapping, and in military applications. At sea, and particularly under the sea, sophisticated magnetic surveys are being done, but it can be argued that these are primarily in niche applications, for example in naval mine-hunting and UXO applications. Magnetic data is not normally collected on AUVs and ROVs conducting mapping and hydrographic survey operations. OFG has developed physical and mathematical calibration routines so that magnetometers can be mounted directly onto AUV and ROV bodies where significant heading errors and magnetic gradients exist. This simplifies the routine deployment of magnetometers on AUVs and ROVs for mineral exploration and other magnetic survey applications without the need for towed bodies, ungainly mounting frames, or degaussing of the survey equipment. Our experience shows that magnetometers can be operated routinely on AUVs and ROVs and that with careful processing useful maps can be produced routinely at low cost.

Over the last three decades, the mining industry has been moving towards underground mechanized mining methods and the number of load haul dump (LHD) vehicles utilized has increased. The growth of mechanization and automation has benefited both workers and mining companies. However, due to the design constraints with LHD vehicles and the limitations of the operating environment, restrictions to operator visibility has contributed to a number of accidents, including fatal injuries. Past researchers have used the light filament technique to collect obscuration zones around mobile equipment and have produced 2D visibility charts (shadow diagrams) of this information. The light filament method involves manually collecting visibility data, which results in errors and is time consuming, requiring around three hours to complete. This research utilizes a MENSI GS100 laser scanner along with 3D modelling software (3Dipsos) to collect and process operator visibility profiles for underground mobile equipment. Results from this test work indicate that a laser scanner can be successfully used to rapidly collect this data and utilize this information for improved mobile equipment design from a visibility perspective. Project cost control procedures and computer systems have enjoyed a successful and simple relationship over the past decade, thanks primarily to the proliferation of portable computers or PC's. Prior to the introduction of this technology, project control was largely a manual and somewhat onerous task of historical data compilations, with little time available for dynamic forecasting, staged planning, or pre-emptive cost control. Automated systems developed during this era were resident on "Heavy Iron" or mainframe computers and were expensive to maintain and operate. Use of these early systems was limited to large engineering, construction, and industrial concerns with the economies of scale and funding required for their successful application. Systems were either designed for critical path analysis or task scheduling, but rarely integrated with the other, much less cost control.

Much has been said and written about the world's, and particularly the united states of America's, energy crisis. The relative changes between cost components of production have altered because the days of cheap energy have now gone. Decisions that made capital investment reduction attractive to treat large tonnage lower grade ore bodies appear to be no longer valid because average energy costs for comminution that were less than 1 cent per kilowatt hour in 1972, are now more than 3 cents and will shortly become 6 cents according to some projections. Increased capital investment to improve processing energy efficiencies are certainly going to be pursued. Energy today is the largest cost component in the average mineral production facility. It takes more than 12000 kilowatt hours to produce one ton of finished steel and more than 60000 kilowatt hours for each ton of copper and aluminum.

In modern mining, the core of mine planning and design is the block model, a simplified representation wherein the ore deposit is divided in a number of virtual rock cubes, each characterized by technical and economics parameters. Mining engineers use this model to design the mine and develop production schedules. Traditionally, sustainability issues are not considered in the mine design, planning and engineering processes but rather are incorporated in the later stages of the feasibility evaluation as necessary expenditures and operating costs. This paper describes the results of a research project aiming to develop a methodology to incorporate sustainability parameters directly into the block model, so that they become an integral part of the design, planning and scheduling processes. It is considered that the incorporation of sustainable parameters into the block model would yield a more responsible mine design and improve mining projects sustainability performance

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. Geomechanical-numerical methods are an established tool for planning of underground excavations worldwide. By describing the interaction between heterogeneous layered strata and support elements it is possible to determine their suitability. The German hard coal mining industry has more than twenty years experience in investigation and using these parameters to carry out numerical calculations. Today, nearly all excavations (shafts, pit bottoms areas, bunkers, coal faces, development drivages, gate roads etc.) are calculated by geomechanical-numerical tools in combination with empirical planning methods. A high accuracy of planning results, which is a special requirement in the German coal industry with its deep-level longwalls, bedded and weak surrounding strata and multiple seam mining layouts, depends on the extensive calibration of the numerical models, which is achieved by: 1) Taking a large number of underground measurements with empirical evaluation. 2) Carrying out physical modeling. 3) Using the characteristic features of the installed support elements. This paper compares the planning approach used for multiple and single seam mining and presents the advantages of this planning tool. The main focus is on the feasibility of rockbolting as the sole means of roadway support for multiple seam mining operations, though the paper will also look at how the costs can be improved by using a low bolting density in single seam layouts.

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

"With energy costs increasing and ore grades diminishing, the role of pre-concentration in hard rock mining operations has been gaining greater interest. To maximize energy conservation, the pre-concentration process should be conducted at as coarse a crush size as possible while minimizing losses of pay metals. Dense medium separation (DMS) is a robust process that can be conducted at particle sizes as coarse as 300 mm and as fine as 500 µm with high separation efficiency, depending on liberation characteristics of the value minerals. The DMS process involves three steps: feed preparation, dense medium separation, and ferrous-based media recovery. This paper discusses each of these processing steps, but focus will be given to the dense medium separation stage. Various types of DMS equipment are reviewed. Pilot plant campaign case studies conducted at the SGS Lakefield site are presented, which have included a variety of mineral systems such as spodumene, sulphide-bearing gold ores, and complex sulphide ores. These case studies demonstrate that for amenable ores, mass rejection of 20-60% is possible while maintaining recoveries of greater than 90% in most cases.IntroductionPre-concentration is a process of rejecting mass of gangue while ensuring recovery of valuable minerals prior to more intensive, downstream processing. Pre-concentration has been practiced in industry for many years, and is gaining greater interest as the industry copes with processing lower grade, more difficult ores, typically requiring finer grind sizes and higher energy costs."

"A 100 kg/hr portable flotation pilot plant has been operated at Kidd Creek Mines with the objectives of:(a) determining performance expected by column flotation circuits on primary zinc and copper cleaning, and (b) evaluating column flotation circuit configurations.The self-supporting pilot plant, owned by Minnovex Technologies Inc. and operated by Minnovex and the University of Toronto, consisted of three 16 cm diameter by 6.5 m high columns and a bank of four Denver No. 7 cells. It was configurable to any arrangement using these four (or fewer) units. The columns were controlled through the use of multiple pressure transducer measurements. This paper presents the approach to testing and the results of more than 70 circuit tests. INTRODUCTIONThe integration and retrofitting of flotation columns within existing mechanical cell flotation circuits is becoming a common occurrence. The correct approach to this integration, however, is often difficult to define, due to a scarcity of previous experience and the difficulty in predicting column circuit performance. In most cases, the effect of column implementation has been experimentally assessed using a single pilot column, with the consequence that selection of an appropriate circuit to implement is difficult. Important considerations are the impact that column water addition will have on the existing operations, and the differences between mechanical cell and column performance in integrated cleaning circuits.To address the problem of circuit selection a portable flotation pilot plant, consisting of both columns and mechanical cells, was designed and constructed by Minnovex Technologies. The pilot plant was structured for complete flexibility of circuit configuration, with the intent to provide a means by which both research and plant personnel could determine the best possible column circuit configuration for a given application."

The point of the anode effect on carbon anodes of dcfincd surface area. during electrolytic decomposition of alumina dissolved in molten fluorides. has been determined from current-voltage curves. The reproducibility and accuracy was found to be better for cell voltage than anode current density. Results have been obtained for the effect of alumina concentration temperature and carbon type. The point of the anode effect was strongly dependent on both the alumina concentration and the carbon type. For high alumina concentrations it has been found that the anode effect approaches reversibility. From these results it is concluded that co-evolution of CO, and CF. occurs prior to the onset of the anode effect. The anode effect results when the CF, content becomes sufficiently high for the melt not to wet the electrode surface and is maintained because of the slow desorption of CF, and the high electrode potential that results.

The more than 40,000 mining industry professionals that are expected to attend the National Mining Association’s(NMA) MINExpo International2000 trade show and conference will be treated to the exhibition’s largest display ever. The exhibit is expected to cover more than 60,385 m2(650,000 sq ft) and feature more than 1,300 exhibitors. The event is set for Oct. 9-12, 2000 at the Las Vegas Convention Center in Las Vegas, NV. Richard L. Lawson, NMA’s president and chief executive officer, said, “MINExpo 2000 will showcase everything that mining is proudest of. This is the largest premier mining exposition in the world.” MINExpo is held every four years.

Construction for the new 2.5 MGPD raw water intake project commenced December 2002. The project, initially designed as a 12' Ø concrete lined intake shaft,145' deep, with two offset 24" lake taps, 520' and 470' long was subsequently “value engineered” running the two lake taps through a single conduit. The offset for summer and winter pools was accomplished via a second shaft located at the lakes edge. Construction involved the use of blind drilling techniques for the shaft development and drill and blast techniques for the tunneling. All works were completed through extremely hard crystallized sandstone. The project came online August 12, 2004.
