In late 1994, EPA and OSM acknowledged that efforts by any one agency or by the many different agencies to remedy the water quality impacts of decades of contamination from abandoned coal mine lands in Appalachia would not be successful if their disjointed efforts were not unified and if the local watershed organizations were not included. The result of the collaboration between EPA and OSM was the creation of a statement of mutual intent which was a pledge by government agencies, watershed organizations, and the industry to restore watersheds degraded by acid mine drainage from abandoned coal. The presenter will describe the evolution of this pledge from a paper promise to on-the-ground remediation projects.

Ball mills are usually the largest consumers of energy within a mineral concentrator. Comminution is responsible for 50% of the total mineral processing cost. In today?s global markets, expanding mining groups are trying to optimize mill performances. Since comminution is concerned with liberating valuable minerals for recovery in the separation process, it is crucial to run the mills at the best operating conditions which lead to good liberation at competitive throughputs with minimum costs (energy and wear). The high availability of the equipment is also essential to maximize production and profit. To reach this key objective, continuous and reliable information about the mill operation is vital. An innovative tool which can deliver information about in-mill dynamics has been developed by Magotteaux. It can provide online and accurate measurements of the degree of grinding ball fill and pulp position for timely decision making and actions. This tool could be used on its own or linked to an automatic grinding ball loading system named Magoload. Therefore, ball load could be kept constant by using direct measurement. This article describes the Sensomag and presents some of the major improvements that can be achieved with it. Some other promising avenues are still to be explored. The principles of microwave heating are discussed with reference to dielectric properties, heating phenomena and microwave equipment. Microwave regeneration of granular activated carbon for the carbon-in-pulp process is examined on a laboratory scale, with special attention being given to highlight the problem areas and specific considerations related to microwave heating. Results indicate that microwave regeneration of carbon with 40% moisture on a wet basis by heating to 650°C with steam addition regenerates the carbon to virgin carbon activity levels but with a higher abrasion resistance. A preliminary economic assessment showed that the capital cost for 120 kg/h microwave unit would be R540 000 with an annual operating cost of R 320/t carbon. These figures yield a return on investment of 12%. The aim of this paper is to provide an introduction to microwave heating and to illustrate its application to the microwave regeneration of granular activated carbon for the carbon-in-pulp (CIP) process.

The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.

Suggestions have been made at various times that there may be a recurrence of lodes similar to those at Kalgoorlie in the country to the south of the Golden Mile, but, so far as is known, there has been no geological evidence to support these suggestions apart from the possible extension of the younger quartz-dolerite greenstone in this direction.Geological mapping carried out by the writer in the Coolgardie district in 1946, provided some additional geological evidence to support this claim, and the ideas then held have since been expanded and are now considered to be sufficiently advanced to present them as concrete suggestions. As will be seen from the following pages, the critical area for lode prospecting is Hannan's Lake, where the basement rocks may include younger quartz dolerite greenstone, which, although perhaps distributed over a smaller area than at Kalgoorlie, could, on structural grounds, have a similar fracture system and similar ore deposition.There is little need to stress the importance discoveries in this area would have in prolonging the life of the field, and stimulating the post-war gold mining revival.Previous Work: Only the publications having a direct bearing on the preparation of this paper are given in the list of selected references, but the writer is very conscious of the fact that much other geological work has been carried out in the Kalgoorlie district since its discovery, by the W.A. Department of Mines, by mining companies, and others, all of which has contributed to the present knowledge of the field, and acknowledgment of the value of this work is given herewith. In presenting the suggestions in this paper a broad structural control of ore deposition is assumed, but this has already been established in other parts of the goldfields of Western Australia, including adjacent areas. In the early nineteen thirties, the Western Mining Corporation commenced work on the basis that there was a close relationship between geological structure and auriferous ore deposition, and a similar approach was first made by the Geological Survey of Western Australia in the South Yilgarn in 1935. These ideas were further developed during later surveys, particularly in the North Yilgarn and the Mount Margaret Goldfield.During the Coolgardie Survey in 1946, broad structural mapping was done in greater detail than before, and the structural ideas were implemented and further developed, leading to some success.Other work to which particular acknowledgment is given is that of Stiltwell, Gustafson and Miller, Forman, Prider and Finucane, at Kalgoorlie, and that of Honman in the Kalgoorlie-Coolgardie district, references to which are given at the end of this paper.Valuable constructive criticism of this paper has been given by Professor E. de C. The need for elemental-analysis information on coal mine dust for use in health and safety research prompted this study by the Bureau of Mines. Neutron-activation and X-ray fluorescent techniques were used to obtain five-element analysis (silicon, aluminum, iron, calcium, and magnesium) on 444 samples from 68 coal mines in 10 States. From these analyses, the average composition of the dust in coal mines was determined. The contribution of the primary dusting material (limestone dust) to the makeup of coal mines was shown. Regional differences in mine-dust composition were indicated.

A new generated NaNO3 ? NaNO2 ? KNO3 ternary thermal energy storage system which has low melting point as 124°C and high specific heat capacity was studied for the short and long?term thermal stability by using the Thermogravimetric Analyzer (TGA). Based on the actual working condition of molten salt in solar two, the simulated cyclic thermal stability measurement was also conducted. The ternary system demonstrates excellent short ? term thermal stability and thermal reliability after cyclic heating and cooling processes. However, in the long ? term as well as the simulated cyclic stability measurement, large amount of weight loss was observed. Moreover, the stepwise long ? term isothermal study reveals that below 440°C the weight change is minimal and this temperature is viewed as the upper limit temperature of thermal stability for this ternary system. To determine the lost phases at high temperature above the upper thermal stability limit, techniques such as XRD and SEM are used to compare the condition of the salt mixture before and after the long ? term thermal stability study. On the basis of the comparison, it can be concluded that the major weight loss was due to the decomposition of sodium nitrite.

On July 21, 2004, a trial blast using electronic detonators was conducted in India for the first time in an opencast mine at Pundi-E Quarry of TISCO, West Bokaro. Orica-IEL conducted the test using electronic detonators. To provide necessary technical feedback on wider applicability, CMRI scientists also participated in the trial blast.

Iron ore fines are agglomerated to produce sinter, which is an important feed material for blast furnaces worldwide. A model of the iron ore sintering process has been developed with the objective of being representative of the sinter pot test, the standard laboratory process in which the behaviour of specific sinter feed mixtures is evaluated. The model aims to predict sinter quality, including chemical quality and physical strength, as well as key sinter process performance parameters such as production rate and fuel consumption rate. The model uses the finite difference method (FDM) to solve heat and mass distributions within the sinter pot over the height and time dimensions. This model can further be used for establishing empirical relationships between modelled parameters and measured sinter properties. Inputs into the model include the feed material physical properties, chemical compositions, and boundary conditions. Submodels describe relationships between applied pressure differential and gas flow rate through the bed of granulated fine ore particles, combustion of carbonaceous material, calcination of fluxes, evaporation and condensation of water, and melting and solidification. The model was applied to typical sinter test conditions to illustrate the results predicted, and to test sensitivities to parameters such as feed void fraction, feed coke percentage, and the fraction of combustion heat transferred to the gas phase. A model validation and improvement study should follow, ensuring sinter test results are free from experimental errors by conducting repeated tests.

AFTER more than fifty years of investigation and continuing failure in service, a satisfactory mechanism to explain stress corrosion cracking in homogeneous alloys is still lacking. The relative chemical activity of grain boundaries and adjacent grains, inferred from the boundary structure, has been used to explain intergranular cracking in a brass.' This concept is probably correct as a general hypothesis, but it requires much more extensive development in order to explain satisfactorily the observed phenomena. For example, the specific function of the solute in an alloy must be considered, because intergranular failure does not occur in pure metals,' which are structurally similar to homogeneous alloys. Also, in this connection, an inter crystalline fracture path in binary copper alloys can be changed to a transcrystalline path by relatively small ternary additions.' The fracture path in ß brass is predominantly transcrystalline,' in contrast with an inter crystalline path in a brass. Whether the two different fracture paths are the result of a difference in composition, crystal structure, or the state of long range order is unknown and cannot be determined with ß brass, because only the ordered state can be obtained at room temperature. The study of chemical activity at structural sites in the Cu-Zn system is restricted by the formation of opaque films in an ammonia environment in which stress corrosion cracking is generally observed. Furthermore, both components of the alloy are chemically active and the interpretation of observations is therefore relatively complicated. The Cu-Au system is a better choice for the purpose of studying structural factors. In particular, CuAu is very susceptible to cracking in ferric chloride and opaque films are not formed in this solution; it may be obtained in different states of long and short range order; and, finally, only copper is oxidized in dilute ferric chloride, which considerably simplifies the chemical problem. To provide information necessary for a more general explanation of stress corrosion cracking in homogeneous solid solutions, the following structural factors have been investigated in a Cu-Au alloy having a composition corresponding to Cu,Au: 1) the effect of long and short range order; 2) the structural sites from which copper is removed from the annealed and cold worked polycrystalline alloy; and 3) the effect of annealing time and temperature on structural reactions in the cold worked alloy. Experimental Procedure A Cu-Au alloy of nominal Cu3Au composition was cast from cathode copper and high purity gold and fabricated into sheet and wire. Chemical analysis for copper and gold indicated 48.92 wt pct Cu and 51.01 pct Au. Quantitative spectrographic analysis indicated 0.01 pct Ag, 0.002 pct Pd, 0.001 pct Pb, and 0.002 pct Fe, with traces of magnesium, silicon, and zinc. Presumably most of the remaining 0.055 pct corresponds to the limits of analytical precision. Heat treatments of wire and sheet were conducted in argon or vacuum. On the basis of the Law on Financing Hard Coal Mining dated 28 December 2007, the subsidized German hard coal mining industry will be shut down to the end of the year 2018 in a socially acceptable manner; in 2012 this decision will be reassessed. Even after the abandonment of all mining activities subsequent burdens are inevitable. In this paper, the possible long-term effects resulting from a mining industry history, which is spanning more than 200 years, and their possible consequences are pointed out, in particular in connection with the abandonment of mine water drainage measures which is economically meaningful in the long term. According to the decision situation as it presents itself today, this point in time will be far beyond 2018. In preparation for this, an action framework is to be developed in areas possibly affected.

The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

The smelting of the Broken Hill lead concentrates at the Broken Hill Asso,ciated Smelters produced, among other products, approximately 4,900 ounces of gold and 8,800,000 ounces of silver during the year ending June 30th, 1938. The following table shows the actual amounts of gold per ton of lead concentrate produced during this period at the important mines. The total gold in the period is calculated from the number of tons of lead concentrates produced, and by comparison with the production' of silver, shows thatthere is no constant relation between the amounts of gold and silver.The fact that no gold is seen during milling, even when gravity concentrating tables are employed, signifies that the gold does not occur as occasional coarse particles.Further, as the values increase considerably in the flotation slime, it can be inferred that the gold occurs as minute inclusions in one or more of the minerals in the lead concentrates.The four most abundant minerals in the lead concentrate are galena, zinc blende, chalcopyrite, and...

Coal has been mined in the central Appalachian coalfields of southern West Virginia, western Virginia, and eastern Kentucky for more than a century. The dwindling reserve base consists in large part of coal that would have been considered unmineable by earlier generations. Nearly every current operation is working on a property where coal has been extracted in the past, from seams either above, below, or both. NIOSH is conducting research aimed at helping mine planners prevent hazardous conditions due to multiple seam interactions. To-date, more than 300 case histories have been collected from underground mines, mainly from central Appalachia. This paper focuses on several of the more challenging situations that have been encountered, including: • Room-and-pillar development 20 ft (6 m) beneath full extraction workings at a depth of 1,000 ft (300m) of cover (Virginia) • Pillar recovery 45 ft above full extraction workings at 900 ft (270 m) of cover (Virginia) • Near-simultaneous room-and-pillar mining with pillar recovery with 40 ft (12 m) of interburden and 1,500-2,000 ft (450-600 m) of cover (Kentucky) • Longwall mining directly beneath main entries in overlying seams (West Virginia) • Some of these operations have been highly successful in overcoming the challenges, others less so. The lessons learned from their experience will help ensure that these and similar difficult reserves can be mined safely.

Main ore pass systems should last the life of a mine, and too often expensive and hazardous remedial measures are required to repair a damaged ore pass in an attempt to extend its life. In order to maximize the life expectancy of all ore passes at Moab Khotsong, ?wearing blocks? and ?softer support? systems, combined with basic rock engineering principles, have been implemented. Failure of an ore pass can have severe financial implications, both indirectly because the ore pass cannot deliver the broken rock either from level to level or directly in the shaft ore pass system to the required level for tramming to take place, and directly due to the cost of the repair work that is required. Several factors need to betaken into consideration so that production interruptions are eliminated or minimized. Investigations of damaged ore passes at Moab Khotsong and surrounding mines revealed some interesting mechanisms of damage, and some innovative methods of reducing or eliminating the damage have been implemented at Moab Khotsong. The system design was based on 30 years, experience in main shaft rock passes. The design was to counteract scaling, hang-ups and dust problems associated with main rock passes, and the objective was to increase the life of rockpasses. These problems, including the initial design aspects to try and eliminate the repair measures, are discussed in detail.

A great deal of attention has been directed toward the complexities and inadequacies of exploration and pre-bid geotechnical information for heavy construction projects, differing site conditions, and the adversary relationships which generally develop as a result. The adversary position has been maintained at all cost. The solution is simple, if not easy. The solution requires strict and equal adherence to given principles by all parties involved, throughout the life of the project, from conception to completion. It is necessary to review and redefine some basic concepts, without value judgements, from a context of getting the job done. In a recreated context, the role of truth, judgement, responsibility, and integrity, in exploration, engineering design, construction estimating, and project construction, will be examined. It is suggested that anticipated geotechnical conditions be defined unconditionally. The alternative choice is to give the bidder the opportunity of making the interpretive judgements based on geotechnical data. Similarly, a unilateral method of establishing encountered conditions that are agreeable to both owner and contractor, must be outlined prior to contracting. As anticipated and encountered conditions are firmly and accurately established, significant differences can evaluated based upon limitations specified in the contract documents. Impact of differences on project costs can be fixed by pre-defined methods.

Avmin have developed a flowsheet for the refining of copper, nickel and cobalt from Nkomati concentrates. Cobalt is recovered from calcium-saturated solution using Cyanex® 272. Nickel is subsequently extracted using versatic acid. The loaded organic is stripped using spent electrolyte, producing advance electrolyte for recovery of nickel by electrowinning. Cobalt was recovered with >99.5% extraction efficiency, reducing cobalt from 1.8 g/l to <10 mg/l. The cobalt/nickel ratio in the cobalt product solution was >1500. Nickel solvent extraction was optimized to recover 99%, reducing the nickel concentration from 32 g/l to <0.3 g/l, while minimizing calcium deportment to the nickel electrowinning circuit.

This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year&apos;s tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year&apos;s table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cuft), tons (/T) (2000 lbs) or acres (/A). 1 cu yd = 0.76m3 1 cu ft =0.28m3 1st = 0.9 t7 1 acre = 0.40 ha or m2 In several cases the royalty is a percentage of the finished products, sale price and is levied against either the amount produced or the amount sold.
