INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. PROJECT DESCRIPTION In total the land portion of the conveyance system will include approximately21 Km (13 miles) of tunnels ranging in size from 3.0 to 5.2 M (10 to 17 ft) minimum inside diameter with overburden depths of 30.0 to 168 M (100 to 550 ft) and

Since the mid-1970s, samples of airborne and waterborne fibrous particulates have been collected in the area of the Northshore Taconite Ore Processing Facility by the Minnesota Department of Health (MDH), the Minnesota Pollution Control Agency (PCA), and the University of Minnesota. Indirect sample preparation has consistently been used although other aspects of the sampling methods and sites have varied and analytical procedures were altered over time as more accurate and precise microscopy methods were developed (i.e., phase contrast optical microscopy, transmission electron microscopy, transmission electron microscopy with energy dispersive spectroscopy). In the mid-1970s, levels of airborne fibrous particulate in the Silver Bay area averaged from 0.00030 to 0.03 f/ml. This level was significantly greater than levels of similar particulates in the St. Paul, MN area, although two of the Silver Bay sampling sites, considered individually, did not indicate levels of fibrous particulate markedly different than that seen in St. Paul. More recent sampling data (i.e., 1990?2001) indicate mean concentration of airborne fibrous particulates (amphibole-like fibrous particulates) of 0.0020 f/ml with a range of values from 0.0001 to 0.0140 f/ml. Such levels are not significantly different from those seen in other non-urban environments in the US and Europe. Concentrations of fibrous particulates in water samples were higher in the mid-1970 when iron ore tailings were being deposited in Lake Superior, but since the tailings have been deposited on land waterborne levels of fibrous particulate in the Beaver River have remained relatively constant averaging in the range of 7.5 MFL. This level is only slightly in excess of the current EPA drinking water standard for fibrous particulates. Review and consideration of this data is important in determining the potential health risks associated with airborne and waterborne fibrous particulates in the areas of the Northshore Taconite Ore Processing Facility. © 2007 Elsevier Inc. Although, for about a half-century the percentage of coal production provided through strip mining has steadily increased, recent trends indicate that a peak in percentage (not tonnage) is being approached, principally because of the decline in economic adrantage enjoyed by strip mining compared to underground mining. Factors contributing to the decline are the decrease in the margin of advantage in manpower requirements held by strip mining; an increase in depth and volume of overhurden, requiring larger equipment and capital investment; increasing lack of reserve land blocks large enough to support extensive strip mining operations; more stringent legislation for reclamation of stripped land, with increasingly higher costs of such reclamation; and the increasing costs of land surface rights for strip mining. Already there has been a peak and suhsequent decline in relative importance of strip mining insome major Eastern coal-producing states; trends indicate that a peaking for the whole Eastern region is on the way. Although, in the West the pressures are less severe, they will, nevertheless, reduce to an increasing degree the advantage that strip mining has possessed. For about half a century, strip mining has been providing an ever-increasing share of total coal output in the United States, and in the past 30 years this share has grown from less than 8% to 33.7%, as shown in Fig. 1. Fig. 1 also shows that strip mining is gaining faster in the West than in the East. From 1961 to 1967, output from strip mines grew 63.6 million toqs, or 52.2%. Certainly there is nothing in such performance to indicate any peaking in the level of strip coal-mine production. But the fact is that, if not in actual tonnage, strip mining appears to be reaching its peak in relative importance, at least east of the Mississippi River. And the area east of the Mississippi provides 90.0% of the strip and 94.9% of the total coal production of the nation. The relative economic advantage which spurred strip mining's growth for a third of a century has been diminishing markedly in recent years. Fig. 2 shows evidence of this decline. From 1947 until 1961, strip tonnage output remained fairly stable, at the end of the period showing only a 12.5% decline. Meanwhile, underground coal production fell 44.5%. As the result of the greater decline in underground coal, strip coal in 1961 furnished 30.3% of the total coal produced, compared to only 22.1% in 1947. In the succeeding six years, however, underground coal output increased by 76.5 million tons, while strip output increased only 63.6 million. Further evidence of the strengthening of underground coal's relative position — or if you will, the weakening of strip coal's position — can be found in the major coal stripping states: Illinois, West Kentucky, Ohio, Pennsylvania, Indiana, and West Virginia, which in 1966 provided 80% of the nation's strip coal. Fig. 3 shows what has been happening in three states lying in the Appalachian field and in the total output of these three states. In the figure, the column height represents the output of coal mined by all methods. The number at the base of each column is the percentage mined by stripping. In Pennsylvania and Ohio, the percentage of strip mining increased between 1956 and 1961, but by 1966 had declined from the 1961 level. In West Virginia, a decline occurred during the first five years but was followed by a rise. In January 1968, Coal Age published an article listing the locations and capacities of new large mines in the planning and construction stages that would be operating by 1968-1971. Methylisobutyl carbinol (MIBC) and methoxy polypropylene glycol (Dowfroth 250) bubble thin films were characterized by composition and thickness determinations, using FT-IR spectroscopy and UV-Visible spectrophotometry, respectively. The infrared investigation indicates that the role of frother molecules in creating bubble thin films is based on their effectiveness in inducing H-bonding reorganization of the surrounding free water molecules into a coherent network. From UV-Visible interference patterns, it is found that MIBC forms films with a measured critical end thickness of less than 160 nm, compared to 612 ± 30 nm for Dowfroth 250. The observed values of the free water layer thickness are comparable at 5.65 ± 0.28 µm for MIBC and 6.75 ± 0.34 µm for Dowfroth 250. A higher stability of an MIBC bubble over a Dowfroth 250 bubble is related to the different polarization and orientation of the molecules sustaining the boundary surface water network. The findings are used to explain the different action and associated froth characteristics of the two common industrial frothing agents.

THE Spanish mine is in Nevada County, California, 21 miles northeast of Nevada City by road, and 3 miles north of the town of Washington. The mill and surface buildings are on Poorman's Creek at an ele¬vation of 3,000 ft. About 35 men are employed at the property, which is producing 50 tons of ore per day. Electric power, purchased from the Pacific Gas and Electric Co., is brought in from Alleghany, seven miles away. In the early days the mine was operated by F. W. and P. R. Bradley. Between 1883 and 1899 the production was approximately $900,0)0 in gold. The ore treated during; that time yielded an average of 60 cents per ton and was mined and milled at a profit. The surface, oxidized, ore deposit was 30 to 100 ft. wide and was mined by the glory-hole method. The milling-plant at first consisted of a Blake crusher an-1 a small Huntington mill; later three large Huntington mills were added to the plant. In 1893 a new mill was built at a lower adit- It consisted of 10 stamps and four Huntington mills. The gold was secured by amalgamation, the recovery being about 50 per rent.

A laboratory study assessed the impacts of water spray pressure, face ventilation quantity, and line brattice setback distance on respirable dust and SF6 tracer gas concentrations around a continuous mining machine using a sprayfan or directional spray system. Dust levels were measured at locations representing the mining machine operator and the standard and off-standard shuttle car operators, and in the return airway. The results showed that changes in all three independent variables significantly affected log-transformed dust levels at the three operator sampling locations. Changes in setback distance impacted return airway dust levels. Laboratory testing also identified numerous variable interactions affecting dust levels. Tracer gas levels were measured on the left and right sides of the cutting drum and in the return. Untransformed gas levels around the cutting drum were significantly affected by changes in water pressure, face ventilation quantity, and setback distance. Only a few interactions were identified that significantly affected these concentrations. Gas levels in the return airway were grouped by face ventilation quantity. Return gas levels measured at the low curtain quantity were generally unaffected by changes in water pressure or curtain setback distance. At the high curtain quantity, return airway gas levels were affected by curtain setback distance. A field study was conducted to assess the impact of these parameters in an actual mining operation. These data showed that respirable dust levels may have been impacted by a change in water pressure and, to a lesser extent, by an increase in curtain setback distance. A series of tracer gas pulse tests were also conducted during this study. The results showed that effectiveness of the face ventilation was impacted by changes in curtain flow quantity and setback distance. Laboratory testing supported similar conclusions.

The function of the Metallurgical Division is to conduct investigations relating to the treatment of mineral products from the state in which they are mined to the refined metal or other unfabricated product. These investigations include scientific and practical studies of ore dressing, covering the crushing and grinding of ores, separation by gravity, flotation. and magnetic methods; the hydrometallurgical treatment of ores, including cyanidation and amalgamation of the precious metals; the smelting and refining of copper, lead, and zinc, as well as the rare metals; and steel-melting practices from the raw ore to the finished steel. The object of this work is to conserve natural resources and eliminate waste by furnishing information on current methods of metallurgical practice. making fundamental studies of metallurgical processes, and developing new processes to the point of demonstrating their practicability. The Division is made up of sections devoted to the several phases of this work, each section being headed by an investigator capable of supervising his particular work. The work is carried on at the experiment stations and field offices or in the field, whichever seems best suited for the work in hand. The following, projects should be mentioned as particularly outstanding among those consummated successfully during the year: 1. Application of the type of chemicals known in the textile industry as wetting-out agents to flotation and agglomeration of ores, particulary soluble salts such as sodium and potassium chloride which must be treated in saturated brine. 2. Demonstration or a linear relation between surface and coercive force in magnetic minerals and Its application to magnetic separation and to the determination of grinding efficiencies and other metallurgical data which require surface determination at very fine sizes. 3. Pilot-plant demonstration of the practicability of the reduction of iron ore by natural gas and conversion of this direct iron into steel by direct melting and by forging and rolling before melting. The structure and properties of the iron so produced were studied in detail. This report covers the fiscal year July 1. 1934, to June 30, 1935.

The AMIRA Code of Practice and Guidelines for Metal Accounting was developed in response to demand from a number of sponsor companies, including one major platinum producer. Since its publication in 2007, the Code has become widely accepted in the mining industry world-wide as a guide for best practice in metal accounting. With the changes in the structure of the platinum mining industry in South Africa over the last 10?15 years, in particular, the starting up of a number of small platinum producers who must have their concentrate smelted and the contained valuable metals refined by third parties, the need for metal accounting systems that are accurate and have an acceptable level of precision has become even more critical to the success of a platinum-producing operation. The current state of metal accounting in the industry is discussed, and possible areas for improved accounting and associated metallurgical efficiencies are identified.

Barrier pillars created during mine development provide additional reserves during mine closure and can be the sole access to reserves previously abandoned because of mining height or out of seam dilution limitations. The safe and successful mining of barrier pillars requires a thorough knowledge of the magnitude and distribution of the vertical stress field in addition to the strength and physical properties of the coal, immediate roof, and immediate floor strata. Quantifying the vertical stress field is complicated by the combination of the overburden stress, abutment stresses transferred onto the barrier pillar from adjacent gob areas, and in multiple seam mining, stresses transferred from abandoned subjacent mines. These variables make the extraction and development of barrier pillar reserves a site specific consideration. Three case histories are presented in which barrier pillar development and extraction provides; i) an access point and the means to ventilate a large area of low seam reserves left by a prior operator after developing only the thicker areas of a multiple split reserve, ii) the means to increase total recovery of a deep, thick seam longwall reserve, and iii) opportunities for the development and retreat mining of a two mile long barrier pillar in thick seam reserves.

Generating short- and long-term mine production schedules in isolation and independently from each other means that only a local optimum can be achieved when each scheduling phase is carried out. The globally optimal solution however, can be achieved when integrating scheduling phases and accounting for the interaction between short-term and long-term activities simultaneously. This paper addresses the task of integrating short- and long-term production plans by combining the short-term objective of minimising deviation to targeted mill feed grade with the long-term objective of maximising net present value (NPV) into a single mathematical model. A case study is presented which compares the present values of the same stope data set scheduled via separate long and short-term models and than by the proposed integrated model which applies a predetermined penalty for each tonne of metal deviation to target for the respective ore tonnage being processed. This allows an operation to obtain a globally optimal scheduling regime when taking into consideration the cost and loss of value resulting from fluctuations in grade to the mill over the short-term.

Gravity-driven rock falls account for a large proportion of all fatalities and injuries in underground mines. Potentially unstable blocks of rock are found in the hanging wall of excavations, which may be delineated by natural joints or stress fractures. These blocks, referred to as keyblocks, will fail if their weight exceeds the support capacity or if they are located between support units. This paper describes a computer program which simulates blocks in the hanging wall of an excavation based on measured properties of fractures and joints. Keyblocks are identified and placed at random locations in a predefined excavation. The keyblocks are tested against the support to determine whether they fail the support, drop out between the support or are stable. By repeating the procedure several thousand times, statistics of the probability of failure of the keyblocks are obtained. This approach allows the relative hazard associated with different types of support or excavation orientations to be obtained. It is concluded that a probabilistic approach is suitable for the evaluation of supports effectiveness in situations where large numbers of discontinuities or stress fractures are exposed in excavations.

Estimates for South Africa?s coal recoverable reserves made in 1999range from nine to 59 billion tons; latest estimates by the Minerals Bureau suggest that 33 billion tons is a more likely figure. As much as 70% of that coal is located in the Waterberg, Witbank, and Highveld coalfields, as well as lesser amounts in the Ermelo, Free State and Springbok Flats coalfields. However, the Witbank and Highveld coalfields are approaching exhaustion (estimated 9 billion tons of recoverable coal remaining in each), while the coal quality or mining conditions in the Waterberg, Free State and Springbok Flats coalfields are significant barriers to immediate, conventional exploitation. New extraction technologies, technologies exploiting the energy content of the coal in situ, as well as suitable uses and markets for low-grade, high-ash coal are required before the country can utilize its admittedly vast coal resources. Major challenges for exploiting some Limpopo province coalfields are severe water shortages, insufficiently developed infrastructure, fragile environments and poor roof conditions due to the depth and complex geology. In the Central Basin (Witbank, Highveld and Ermelo coalfields) technical innovations for thin seam extraction, economic mining of both pillar coal and intrusion-fragmented resource blocks and the utilization of lower-grade coals are required. The success of the fluidized bed combustion technology is necessary to utilize the low-grade coals of the Free State and Molteno coalfields, while environmental exemption for past problems, together with strategies for mining small, disjointed thin-seam resource blocks, is required in KwaZulu-Natal. Clean coal technologies, coal cost and quality, environmental considerations, sustainable development, the growth of the South African economy and Government?s regulation of the electricity industry are the main challenges to the continued use of coal as South Africa?s primary energy source.

Drilling slurry has become an effective aid to the construction of drilled shafts in caving and/or waterbearing soils. Historically, drilling slurry made of bentonitic clay and water was first used in the US in water well drilling as early as 1889. In coastal Texas drilled shaft contractors began using slurry, often made of on-site clay mixed with potable water, in the years following World War II, on a relatively routine basis. This type of slurry was used to "process" boreholes, in which the borehole was drilled "in the dry" until water or unstable soil was encountered, after which water and on-site clay were introduced into the borehole and mixed in place with the auger or other drilling tool. Drilling then continued under a slurry consisting of the uncontrolled mixture of clay and water until the excavation had reached a relatively impermeable and cohesive material. At this point, a steel casing was dropped into the hole and sealed into the lower stratum of impermeable geomaterial (soil or rock). The slurry inside the casing was bailed or pumped out, drilling continued to plan depth in the dry, a reinforcing cage was set in the partially cased borehole, concrete was placed and the casing was withdrawn. Some soil-slurry was undoubtedly trapped between the casing and the borehole wall, but the quality of that slurry was usually of no concern, because engineers of the period usually viewed drilled shafts as nothing more than deeply buried footings. Any unejected slurry would only serve to lower side shearing resistance, not yet considered in design, but would have no effect on end bearing. Overhand cut-and-fill mining of narrow vein orebodies inevitably leads to the creation of horizontal pillars. As the thickness of the overlying crown pillar diminishes, stresses build up in the pillar. More often than not, this situation causes an increased level of seismicity and possible pillar burst. One well-known strategy to reduce the hazard of crown and sill pillar burst in cut-and-fill vein mining is that of destress blasting. The paper first reviews the methods used for the monitoring and assessment of potential pillar burst in narrow vein cut-and-fill mining. The influence of horizontal stress, mine depth and pillar thickness on stress build-up in the crown pillar is examined through a characteristic narrow vein numerical model. The paper then presents, with reference to three mine case studies, the benefits of destress blasting and the factors affecting its success as a ground control technique.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

National Grid needs to maintain a connection between two existing electricity sub-stations (Beddington & Rowdown) in the Croydon (south London) area, and allow the replacement of two 275 kV cable circuits that are buried under roads. This is to be achieved using a single 400 kV cable circuit within a 10 km (6.25 mile) long, 3 m (9.8 ft) diameter high voltage cable tunnel which is being driven through water bearing Chalk, at depths ranging from 5 m (15 ft) to 80 m (262 ft), with four access shafts(12.5 m (41 ft) in diameter) ranging in depth from 10 m (31 ft) to 40 m (131 ft). The Chalk in this area acts as a source of public drinking water supply (PWS) and is protected by areas designated Groundwater Source Protection Zones. To minimise the groundwater risk the design and construction of the cable tunnel and shafts has paid particular attention to the construction materials used, including testing of these construction materials prior to use, developing construction methods (including the design of the Earth Pressure Balance TBM) and maintaining a groundwater monitoring & testing programme prior to and during construction to ensure the integrity of the Chalk aquifer is maintained as a drinking water source. This paper describes the tunnel &shaft design and construction in relation to these particular groundwater environmental issues which set new precedents for tunnel assessment, design and construction requirements in the United Kingdom.

"This paper summarizes the work carried out to develop and implement the gold cyanidation by size class (CSC) process, a novel concept aiming to reduce cyanide consumption.First, the authors will present the methodology and results of laboratory tests conducted to evaluate the response and the expected gains for the selected ore when submitted to the CSC processing. In the second part, focus will be on the methodology behind the CSC scheme development prior to its implementation at Sleeping Giant Mine concentrator. Finally, the evaluation of the modified circuit performance (operating since July 2007) will be addressed as a reduction of cyanide consumption by more than 30% and of free NaCN in the tailings by more than 50% is confirmed.INTRODUCTIONCyanidation is the most widely used technique to extract gold from hard rock ore. Its use of oxygen as an oxidant still makes it the cheapest process available after more than a hundred years. Unfortunately, gold cyanidation is known to be a slow process that requires high consumption of cyanide. In fact, cyanidation plants are designed with very long residence times (Habashi, F., 1967). Drawbacks of long cyanidation times are, among others, loss of gold in tailings, high reagent consumption and high capital investment and maintenance costs.Responding to their members expectations for the improvement of cyanidation process, COREM undertook a challenging R&D program covering the development of alternative concepts (processes) and the understanding and solving of mass transfer, gold passivation and process water chemistry problems. One of the interesting findings of the R&D program is a patent pending process technology based on the cyanidation by size class (CSC) concept (Côté and Ourriban, 2004; Gagnon and Ourriban, 2007; Gagnon and Ourriban, 2004).The new technology was tested at the Sleeping Giant concentrator, a plant member of COREM. The existing flowsheet was modified in order to implement the CSC process in the full-scale plant. The plant has been operated using the modified CSC based process since August 2007. Laboratory testwork was conducted prior to the industrial application in order to properly design the new process scheme. The modifications included:1) Reclassification of the grinding circuit product through an hydrocyclone2) Leaching of the coarse size fraction3) Addition of the fine fraction to the coarse leaching circuit tails."

The Antamina Mine is located in the mountainous region of the Ancash Department of Peru at an elevation of approximately 4200m.The 120 km main access road crosses the headwaters of numerous high-value trout streams and is adjacent to pristine lakes, some of very high ecological and scenic value. In addition, the mine discharges mine water and tailings supernatant to the Antamina and Ayash watersheds. These streams provide the primary water supply for irrigation by local residents and provide excellent fishery habitat. The rock walls and earthen diversions constructed by historic and current indigenous residents of Peru are world-renowned and local residents continue this tradition, passed down from the Inca Civilization, for both agricultural purposes and water distribution. The key elements of sustainable development – economic, environmental and social development have been incorporated into Antamina’s sustainable development program through integration of indigenous knowledge and capabilities into enhanced storm water, erosion reduction and sediment control systems. Examples of incorporating indigenous technologies and knowledge into cost-effective and environmentally sound environmental controls are:(1) placement of rock walls on steep terrain to reduce slope length and erosion, (2) installation of rock walls (porous rock check dams) within elongated sediment ponds to increase detention time, (3) construction of rock-lined ditches to convey clean water (4)use of rock walls, with or without geotextile, to function as a seep berm, and (5) appropriate selection and usage of native Andean species for protection of canals and sediment ponds, and steep slopes.
