It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. We look at the empirical evidence of coal block auctions in India to understand how competitive intensity affects the bid amounts in common value auctions. The results suggest that competitive intensity measured through the number of bidders for a coal block is instrumental in determining the bidding outcomes. The presence of higher numbers of bidders in the auction leads to higher bids - every additional bidder causes the bid amount to rise by INR 142.67 per tonne of coal for auctions studied for 127 coal blocks from 2014 to 2023. The paper also examines the moderating and mediating effect of competition on bids and on excess of bids from the comparative market price of coal from alternative source of Coal India Limited. The results indicate that competitive intensity does not have statistically significant impact on the relationship between common value of coal blocks and bids, neither as a moderator nor as a mediator. The strategic behavior of the bidders has also been observed as bidders have been seen to bid in a higher than market price in order to outbid the competitors.

The genesis of Simrac?s technology transfer practices and future initiatives are discussed in this report. Simrac produces a relatively large volume of research-based health and safety outputs that must be communicated to its tripartite stakeholders and to other interested and affected parties. The wide spectrum and complexity of the transferables, together with the diversity of end-user needs and skills of the recipient population, necessitate customizing of technology transfer practices. In an attempt to optimize this process, a variety of practices are employed. Information is transferred by means of publication and dissemination of a variety of reports (paper, website and CD).Knowledge transfer is directed to health and safety practitioners by means of workshops, seminars, best practice booklets, handbooks and textbooks. Promotion of recently completed projects is directed at targeted recipients by means of project launches. Only isolated cases of piloting and implementation of technologies have been undertaken due to lack of resources and past organizational focus. It is anticipated that Simrac?s new organizational structure and management system, together with end-user involvement by industry champions, from project inception to implementation, will enhance the effectiveness of the technology transfer process.

"In the last few decades, microwave energy has been widely employed in food processing, rubber and plastics curing, and in ceramic sintering. Recently, the application of micro waves as an energy source in extractive metallurgy has received considerable attention from a number of researchers. During the period from the mid-1960s to about 1988, the majority of the research was focussed on the behaviour of materials in microwave radiation. These research activities will continue to be important, since fundamental data on the interaction of microwaves with materials are vital for the successful application of the technology. Since1990, a number of potential applications of microwave processing have been investigated.These include: pretreatment of ores and concentrates, leaching, reduction, preheating of refractories, heating of slags and waste treatment. In this paper, the interaction of micro -waves with materials of interest in extractive metallurgy are reviewed and potential applications are discussed.IntroductionMicrowaves were first used in 1946 for the heating of materials, shortly after radar equipment was invented during the second world war. It was evident that microwaves were very effective for heating water and the technology was quickly adopted for drying and cooking. Since the introduction of the first microwave oven by Raytheon in 1952, many millions of domestic microwave ovens have been sold annually (National Research Council,1994; Atomic Energy of Canada and Voss Associates Engineering, 1990).In extractive metallurgy, microwaves are in the early stages of development (National Research Council, 1994; Atomic Energy of Canada and Voss Associates, 1990; McGill and Walkiewicz, 1987; Bradhurst and Worner, 1990;Peng et al., 1993). However, there are several reasons for the growing interest in the use of this technology in the field of metals extraction. These include the following potential advantages of microwaves: (1) rapid and selective heating of materials; (2) reactions can be catalyzed because the heating occurs on a molecular or atomic level; (3) clean and controllable energy source; (4) the gas volume is reduced and the atmosphere can be controlled as there are no gaseous combustion products; (5) the material is heated internally in comparison to external heating with conventional methods; (6)the temperature of the refractory can be minimized; and (7) the working environment is improved."

The Macraes Gold Project, operated by GRD Macraes Limited, engaged GRD Minproc Limited to assist with the evaluation of a pressure oxidation circuit, this being the key component of a recovery enhancement project. The initial study gave sufficient confidence in the process to enter into project execution. GRD Macraes Limited was the first company to license Newmont Mining Corporation's pressure oxidation technology, which aims to improve gold recovery from the carbonaceous sulfidic flotation concentrate. This paper outlines the fundamental chemistry of the process followed by a description of the plant that was ultimately installed. A summary of the commissioning is given together with an overview of the production results to date. The project ramp-up was rapid, with design temperature and throughput being achieved within days of hot commissioning. Gold recoveries have exceeded expectations, improving from around 70% prior to the installation of pressure oxidation to above 84%. The project has increased the nominal gold output at Macraes from 120,000 oz/y to 170,000 oz/y. On-going plant optimisation for process parameters is discussed, giving rise to flexibility in gold production, with key controlling parameters exceeding design.

Vehicle vibration exposure has been linked to chronic back pain and low back symptoms among agricultural tractor drivers. The objectives of this study by the National Institute for Occupational Safety and Health (NIOSH) were to assess driver whole body vibration (WBV) exposures and recommend interventions to reduce the risk of back related injuries, particularly relative to vehicle jarring/jolting (the transient mechanical shock components of WBV). The methodology included collecting, from two independent samples, ?eld data and health and work history data of farm equipment operators. Data were collected during mowing, raking, baling, chiseling, tilling, and road travel for different model tractors. Spraying using a sprayer and shrub removal with a skid steer loader were also included. Based on ISO 2631 (1985), the American Conference of Governmental Industrial Hygienists, threshold limit values, presents 0.5 m/s2 as the action level recommended by the Commission of European Communities for overall weighted total RMS acceleration (vector sum for axes x, y, and z) [ACGIH, 2006. Threshold limit values and biological exposure indices. Cincinnati, OH]. WBV measured at the operator/seat interface exceeded this action level. The roughest rides and highest vector sum accelerations occurred with small utility tractor mowers (3.3 and 2.8 m/s2) and a skid steer loader (1.7 m/s2). Major ?ndings from health and work history data showed 96% of participants reported having to bend or twist their necks, although 24% reported neck symptoms. Sixty four percent of participating operators reported experiencing back symptoms (e.g., pain, aching, stiffness, etc.). Recommendations included: specifying a seat that ??better?? isolates operators from jars/jolts with new tractor purchases; maintaining the seat/seat suspension and replacing worn or damaged cushions with NIOSH tested viscoelastic foam padding; using larger diameter tires with radial ply instead of bias ply construction, particularly on small utility tractor mowers, to aid in attenuating ride ??roughness??; using a swivel seat to reduce the stress on the neck from bending or twisting; and improving efforts to educate owner/operators of the adverse effects of WBV exposures. Since the data presented in this paper were collected from two independent samples, the authors were unable to draw any correlations or etiological inferences from the study. However, results were compared and contrasted with other studies which included similar vibration measurements in agriculture.

This project is exploring the potential for developing trees tolerable to degraded un-reclaimed mine site soils and tailings as a solution to re-establishing long-term tree growth on those sites. The project incorporates growing tree seedlings in an underground greenhouse grown from seeds planted in the degraded mine soils in which they will eventually be planted. The outcome of the project is expected to lead to a successful solution for re-establishing tree growth in soils and tailings containing high metal concentrations with minimal post-planting human intervention. The research is being conducted in an underground greenhouse located 100 ft below the surface in the old Orphan Boy Mine Underground Mine Education Center (UMEC) located on Montana Tech’s campus in Butte, Montana.

The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

"The study presents a control strategy implemented at the Nkomati nickel mine flotation plant for process stabilization and improvement. The control strategy involves flotation concentrate volumetric flow rate stabilization and the flotation cell mass pull control. The flotation concentrate volumetric flow rate is operated at a fixed set point. The initial control strategy involved varying the flow rate to maintain the concentrate tank level thereby reducing pump cavitation. The flotation cells mass pull control comprises air rate manipulation into the cells with the exception of the recleaners. The air rate into cells is automated to adjust based on the concentrate tank level variation. The control strategy was implemented on the roughers, cleaners and the recleaner circuit. The recleaner cells air flow rate is adjusted based on the MgO content in the concentrate. The stabilization of the flotation concentrate volumetric flow rate and the mass pull by aerate automation will increase the scope of optimization for further process improvement. The immediate benefit of the control strategy implementation was plant stability. Disturbance to the flotation cells downstream was minimized due to stable flow rate, and the air addition manipulation ensured that the concentrate tank levels are maintained, minimizing pump cavitation. INTRODUCTION Froth flotation is a challenging process because it is influenced by a large number of factors, including the flotation feed characteristics. One of the ore types mined at Nkomati nickel mine is the main mineralized zone (MMZ). The MMZ ore is hosted in the Uikomst complex, a Ni-Cu-PGE-Cr- mineralized, layered basic to ultra-basic intrusion which hosts commercially viable magmatic base-metal sulphides (De Waal et al., 2001). The MMZ ore is a heterogeneous sulphide mineral resource with a varying sulphide mode of occurrence and texture. The beneficiation of the complex sulphide ore is challenging due to the presence of impurities in the ore. The impurities report to the flotation final concentrate and penalties are levied if the impurities are beyond the contractual limits."

Interest in the potential use of high-density, thickened tailings has recently increased significantly. Reasons for considering this new technology vary across projects, but commonly include the need to conserve water, perceived lower risk of catastrophic failure, potential easier closure, or even reduced overall costs. As with any new technology, there has been some tendency to overstate its potential benefits. This paper reflects on whether or not the potential benefits that have been attributed to paste and thickened tailings have been realized. Using a grading system, thirteen benefits that were ascribed to the new technology some years ago are evaluated. Data is taken from case studies, and it is suggested that the key proven benefits appear to be reduced operating costs in some cases, reduced wall-building costs, and reductions in water consumption. One key potential benefit that has not been universally achieved is a reduction in the footprint of the tailings facility. Reports in the literature highlight the sometimes confusing nature of trade-off studies. Unless full life-of-mine costs are considered, these studies can be misleading and incorrect. The need to establish a consistent basis for comparative studies is discussed.

"Pyhäsalmi Mine in Finland has a long history of continuous process development. The concentrator processes Cu-Zn-sulphide ore with high recoveries. An on-line flotation simulator has been developed to maintain and further improve the flotation performance. Consisting of a flotation kinetic dynamic model, and interconnected with process control software, the simulator can be used for training new control room operators in various scenarios. For daily operation, the model parameters are continuously adapted to take into account the changing process conditions. On-line simulator tracking the process can provide the process operator new information in several ways: a) values of unmeasured process variables are obtained by displaying the corresponding simulator values, b) predictions of future process states and outputs are calculated and displayed, c) information of changing process parameters can be used as an indicator of e.g. change in the processed ore type. This paper describes the adaptive simulation system and its usage at the Pyhäsalmi concentrator.IntroductionPyhäsalmi massive sulphide orebody is located in central Finland. Operation of the mine started in 1962 and it is currently producing copper (Cu), zinc (Zn) and sulphur (S) concentrates. The concentrator control and optimization system has a long history of successful continuous development during the past decades (see e.g. Huuskonen & Moilanen, 2010). An on-stream analyzer has been a part of the automatic process control since 1968 (Lähteenmäki, Miettunen & Saloheimo, 1999). First control algorithms based on a flotation mathematical model were developed in 1971 (Koivistoinen & Miettunen, 1985). In 1990’s the development of a froth machine vision systems started (Kaartinen, 2009; Kaartinen, Roine & Hätönen, 2009). More recently Pyhäsalmi Mine Oy has been involved with several national development projects dealing with particle size distribution measurements (Kaartinen & Tolonen, 2008), spectral analysis of flotation slurries (Haavisto, Kaartinen & Hyötyniemi, 2008), and dynamic simulation of flotation processes. THE object of this paper is to review certain features in connection with the mining of narrow lodes, say up to 20 ft. or so wide. The types of ore-body to which it is intended to refer are those which occur. chiefly as fissure or shear-Iodes-that is, those lodes which are to be found in belts of country which have been subjected to dynamic stresses, resulting in the formation of cracks and fissures, into some of which has been concentrated sufficient metal-bearing material to form ores. Very frequently one of the walls of such a lode is found to be a fault, or plane of differential movement.The first point which comes up for consideration is the shaft and its position. From the information afforded by the prospecting which has been done on a lode relative to the dip, nature of country, &c., the position of the main hauling shaft can be determined. For purposes of general utility the hangingwall is generally chosen, if a vertical shaft, though, on account of freedom from creeps, the foot-wall would be safer. Vertical shafts are preferable to underlie shafts in many ways; but wherethe lode maintains a flat dip the cost of cross-cutting at the various levels becomes very heavy'. Paper written on project work carried out in partial fulfilment of B Eng Met Surface coatings persisting on zircon particles, after being leached in an acidic solution, are believed to be the cause of zircon misplacement during the electrostatic separation of heavy mineral beach sands. Electrostatic separation is employed to separate non-conductive zircon particles from more conductive rutile particles. Surface coatings on zircon particles are believed to render the non-conductive zircon particles more conductive, resulting in the contamination of the more conductive rutile stream with zircon particles. Resistivity measurements, X-ray photoelectron spectroscopy (XPS) and scanning electron microscopy (SEM) were performed to compare the surface characteristics of zircon particles found in the different product streams following electrostatic separation. XPS analysis showed that no significant difference exists in the outermost layer of the zircon particles found in the different streams. SEM analysis showed the existing surface coatings on zircon particles from different product streams to have similar chemical compositions. Resistivity measurements confirmed the results obtained from both the XPS and SEM analysis; no significant differences in the resitivities were observed. From the results obtained it suggests that surface coatings present on zircon particles are unlikely the primary cause of zircon misplacement. Zircon losses can possibly be a result of machine related aspects. Key words: XPS; SEM; resistivity measurements; electrostatic separation; heavy mineral sands.

Despite the fact that the New Austrian Tunneling Method; NATM, has been used in the United States for the past 23 years or so, still considerable misconceptions exist in the industry about the nature of the method and its implementation. In the authors’ view its implications are usually not well understood. The paper provides an overview of the highlights of NATM usage over the past two decades to illustrate the point that NATM is now a well-established tunneling method in the U.S.A. Accordingly the thrust of this paper is on the more pragmatic aspects of the NATM technology usage as it concerns the Owners, Designers and the Contractors. Prior to examining the implications of NATM usage from the viewpoints of various stakeholders, it should be helpful to first briefly provide an overview of the history of the method as it was introduced and implemented on several key tunneling projects in the US, over the last 2 plus decades.

The research described in this report was conducted under a cooperative research agreement between the U.S Bureau of Mines Twin Cities Research Center (TCRC), Cleveland-Cliffs Inc. (CCI), and three operations in Northern Michigan managed by CCI: the Empire and Tilden surface taconite mining operations, and the Central Shops maintenance facility. All of these operations are in or near Ishpeming, MI. The Human Factors Research Group at TCRC is responsible for designing, planning, and conducting the research, and reporting on the findings. This project was carried out in order to investigate the high prevalence of back injuries being experienced by workers employed at the three CCI Northern Michigan sites, In an analysis of Company accident records for workers employed at these sites, it was determined that back injury problems confronting the CCI sites mirror those confronting the entire mining industry.

"INTRODUCTION The oscillator and amplifier system described in this paper was developed specifically for driving sound generators of the type developed by H. W. St. Clair and described by him in an article 3/ published several years ago in the Review of Scientific Instruments.Nevertheless, with little or no alteration it can be used to drive any vibrating system in which the vibrating member must be driven at its resonant frequency; the only restrictions are that the driving mechanism be electrical in nature and that the vibrating member be accessible so that some type of pick-up can be coupled to it. Operation of the automatic frequency-control element in the oscillator, however, depends entirely on the operating characteristics of the vibrating member; therefore, in order to completely explain the operation of the circuit, it will be necessary to describe the construction and operation of the vibrator used with it. Only the essential features and characteristics of the vibrator will be described in this article, and the reader is referred to St. Clair's 4/ report for further details."

Rheological Behaviour of Clay-Rich Gangue Mineral Dispersions During Hydrometallurgical Treatment Alumino-silicate minerals invariable may present an intractable challenge in hydrometallurgical operations employed in low grade nickel, copper and gold ore leaching or high level nuclear waste (HLNW) processing. The interactions and reactivity of alumino-silicate clay gangue minerals such as muscovite/sericite, chlorite, kaolinite and smectite under acidic (eg pH <3) or alkaline (pH >13) conditions can have a striking impact on the particle interactions. These may manifest in undesirable pulp rheology, poor extraction rates and challenges in the subsequent "handleability" and solid-liquid separation processes (eg dewatering). In the present work, a review of investigations involving the interfacial chemistry, interactions and rheological behaviour of aqueous dispersions of mica-group, layered alumino-silicate clay (muscovite / sericite) and chalcocite minerals as a function of pH in the range 2 - 9 and time at 25¦C, is presented. Particle zeta potential, reflecting interfacial chemistry, indicated a strong pH-history and particle volume fraction dependency. Pristine particles' zeta potentials measured from high to low pH indicated mineral-specific isoelectric point (iep) at pH range 2 - 5. Subsequent measurements from low to high pH showed pH-history dependency with iep shift to higher pH values, the extent of which also depended upon particle volume fraction and aging time. Pulp pH-mediated particle interactions revealed by shear yield stress analysis displayed a bifurcation behaviour and good compliance with DLVO theory. The maximum pulp yield values occurred at the iep whilst weak rheology was observed where the magnitude of the particle zeta potential was greatest. The pivotal role played by both pulp chemistry and suspension conditions in regulating the particle interactions and concomitant rheological behaviour is highlighted. The implications of the findings with regards to clay-base pulps' handleability and its control during aqueous processing are discussed.

This paper discusses the pile foundation of tall buildings in Shenzhen region. For 156 constructed tall buildings exceeding 18 storeys, about 86. 5 per cent of the sum. The two main types of foundation used are the semi?machine?bored/slurry drilled cast?in?situ pile and the excavation pile (hand ?dug caisson). The engineering geologiical condition in Shenzhen was analysed. In general, the bed rock level is not too deep. It belongs to hard rock, but the geologic structure is more complex and the tectonic fissures is plenty. According to experiences of the researches, tests, designs and constructions of pile foundation, we present the basic design principle of pile foundations for tall buildings as follows; (1) pile strength control to select the pile type and to choice the cross sectional dimen­sions, must be in compliance with the strength of the pile. (2) bearing stratum strongly weathered, moderartely weathered and slightly weathered rock may be used as the bearing stratum. (3) bearing pile bored /drilled cast-in-situ pile designed as an end bearing pile. (4) friction pile precast concrete pile, prestressed concrete tubular pile and driven cast-in-situ pile designe as a friction pile. In case, pile design is in compliance with these principles, it may be safe, economical and reasonable.

Dense-medium beneficiation of fine (minus 0.5 mm) coal is not a new concept and has been used in South Africa previously. The dense-medium fine coal plant at Greenside Colliery operated for almost 18 years and, despite proving a difficult plant to operate, did succeed in producing a fine coal product with a low ash content of 7%. No other beneficiation process available could achieve this. Dense-medium beneficiation of fine coal was also used in other countries, of which the plants at Homer City in the USA and Curragh in Australia were the best known. The first application of dense-medium cleaning of fine coal was, however, at the Tertre plant in Belgium1. This plant was built in 1957. About nine years later, a second fine coal dense-medium plant was built at the Winterslag Mine, also in Belgium. According to reports, this plant operated satisfactorily for a period of some 17 years.
