The concrete lining for a long 8.05 km (5 mi) section of New York City Water Tunnel No. 3 was cast in place. The contractor, Grow-Perini-Skanska, placed over76,841 m3 (100,505 cy) of concrete, pouring 24 hours per day, 5 days per week. The concrete was dropped 204 m (670 ft) to the tunnel level, transported by rail to a concrete remixer and pump, and placed in 146.3m (480 ft) of full circle forms. Some of the many challenges include the sheer magnitude of the job, navigating through drifts, a raise and curves, dealing with ground water inflows, and placing the concrete within time limits.

A study of the application of mine tailings as precast construction materials through alkali activation has been carried out, focusing on efficiently activating mine tailings, reducing alkali consumption, decreasing curing time and improving compressive strength. Firstly, the effect of temperature on the alkali activation of mine tailings was studied. Secondly, the impact of additives, i.e., calcium hydroxide and aluminum oxide, on the compressive strength of samples was investigated. Thirdly, the impact of forming pressure on sample strength was studied. Test results showed that unconfined compressive strength (UCS) of 40 MPa was achieved with the geopolymerization products through optimization. Finally, to elucidate the geopolymerization mechanism of mine tailings, microscopic and spectroscopic techniques including SEM/EDX, XRD, and FTIR spectroscopy were used to investigate the microstructure and the elemental and phase composition of the geopolymerization products. The findings of the present work provide a practical method for applying mine tailings as precast construction materials through alkali activation.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. Every few years we are treated to a battle over trade policy when the Reciprocal Trade Agreements Act comes up for consideration. In 1962 it is especially appropriate to consider the problem of mineral import -policy and the closely related problem of general import policy, for this year's struggle is different from those of the past in two ways. First, proposals have been made which are a substantial departure from past trade agreements legislation, and second, the formation and growth of the Europe Economic is Community may have an important bearing on the kind of legislation that is adopted. But this anticipates what is to come later. My task is to examine the problem of mineral import policy, although we shall find soon enough that general trade policy must be considered in order to get an indication of what is in store for minerals.

Development of a permanent human base on the Moon for exploration requires a self sustaining system. This entails production and processing of limited amounts of raw material on the Moon. Any mining and construction activities on the Moon can only be performed by a robust excavation machine that can excavate a variety of material from loose surface regolith to consolidated (frozen) regolith with embedded rocks in the mixture. Meanwhile, limited amount of information on lunar regolith is available to develop and optimize a machine for given lunar ground conditions. Therefore, any excavator designed for use on the lunar surface should have the ability to adapt to a wide range of operating conditions. A prototype cutterhead for the lunar excavator was built and tested at the Kennametal facility in Latrobe PA A. This paper discusses the results of initial material characterization as well as full scale tests of a prototype cutterhead inrelevent material. A brief review of anticipated production rates under various assumed ground conditions will also be presented.

The only nickel smelter and the only active nickel mine in the United States is Glenbrook Nickel Co., a joint venture (50% each) of Cominco Resources International Ltd. and Cominco Ltd. In 1989, with the nickel price riding high between $2.30 and $2.70/kg ($5 and $6/lb), Glenbrook seized the opportunity to purchase and recommission a southwestern Oregon ferronickel smelter and the adjacent nickel-ore mine. This Douglas County site is only about 97 km (60 miles) due east of the Pacific Ocean, and California's border lies a similar distance to the south. Hanna Mining Co. had closed the operation in 1987. And the following year, the equipment had been largely stripped for salvage value. From November 1990 through August 1992, the mine supplied an average 5 kt/d (5500 wet stpd) of ore. Currently, with import ore supplying 40% of the smelter feed, the mine's daily tonnage averages 4.2 kt (4600 wet st). From November 1990 through August 1993, the mine has delivered 2.1 Mt (2.3 million st) of ore grading 1.22% nickel with an average moisture content of 26%. Buffaloed nickel? A nickel is not worth what it was in 1989 and neither is ferronickel, with recent prices hovering around $1.13/kg ($2.50/lb). To survive, Glenbrook has focused on increasing smelter production to lower its operating costs. And this strategy has triggered several bold moves: • a new, $30 million, port facility and • a 10-year importation contract for ore from New Caledonia, an island approximately 1000 km (625 miles) east of Australia. For a Glenbrook update, a May 25, 1993 visit was made to the company's Oregon operations - the mine and smelter near Riddle plus its new Coos Bay port facility. Unfortunately, as the rain came down that day, so did news of another temporary shutdown. The previous suspension had lasted from Dec. 20, 1992 until Feb. 22, 1993. Barely three months back to work on a wet May afternoon, more than 250 of Glenbrook's approximately 300 employees contemplated yet another shutdown, effective July 31, 1993.

The influence of bacterial growth phase on the flotation behavior of malachite has been investigated in a well-controlled Hallimond tube system. The microflotation tests were conducted for malachite (45?53 µm) using different amounts (bulk phase concentration=1×108?5×109 cells/mL) of Rhodococcus opacus (R. opacus) as a collector, which was grown at mid-exponential versus stationary phase, at a constant speed (340 rpm), pH (6), and malachite-bacteria interaction and flotation time (each 10 min). Hug differences between R. opacus cells in mid-exponential and stationary phase was observed from the results for electrophoretic mobility and flotation tests. Specifically, the isoelectric point of the cells in the stationary phase was lower than that in the mid-exponential phase, suggesting that the amount and distribution of surface functional groups onto cell surfaces are likely different. Additionally, the cells in stationary phase led to significant increase in the flotability compared to those in mid-exponential phase over the background bacterial concentration level of 1×108?5×109 cells/mL. Furthermore, the flotation efficiency tended to increase with increasing cell dosage for stationary phase cells while no distinct difference was observed for mid-exponential cells.

Of the 345 km long Taiwan High Speed Rail Project, connecting the cities of Taipeiand Kaohsiung, the 23 km alignment on Contract C230 required the construction of5755 m of shallow mined tunnels ranging from 137 m to 1285 m in length. All nine of these tunnels were mined using NATM methodology. On September 6, 2002, a collapse occurred in Tunnel T08 that affected approximately 50 m of tunnel. There was little warning. However, the crew was evacuated approximately 45 minutes prior to failure and thus, no injuries or loss of equipment. This paper will discuss the mining methods, jet grouting ground support, and the instrumentation selected for the rehabilitation and monitoring of the tunnel.

Rio Tinto is one of the world's largest mining companies, involved in every stage of metal and mineral production, producing aluminium, copper, diamonds, coal, iron ore, uranium, gold and industrial minerals. Operations are in more than 50 countries in multiple continents and vary in location between large urban centres, regional industrial complexes and remote regions. A risk-based strategy was developed by Rio Tinto to manage its air quality impacts on a global scale. The strategy consists of three objectives ? improving air quality performance, developing industry leading practices and engaging and influencing in air issues. This paper discusses three major successes achieved this approach. Firstly, how air shed resources are managed in constrained air sheds. Secondly, how financial modelling is used to value air quality constraints, and thirdly, how a rigorous and comprehensive e-learning course is used to improve the overall level of air management knowledge of Rio Tinto?s environment managers.

This paper presents the modern techniques of limestone sawing and quarrying developed and adopted by Indiana Limestone Company, Inc.(ILCI).To fulfill the growing market demands, ILCI’s quarries are committed to deliver planned quantities of all type of stone blocks in a variety of different colors, sizes, and textures. This involves scheduling which quarry ledges should be mined and when in order to minimize unnecessary inventory buildup. Challenges associated with ILCI’s operation are discussed and summarized in the closing of this paper.

A heavy-mineral deposit about 1.6 kilometers (I mile) in length and averaging about three meters (10 feet) in thickness is exposed approximately130 kilometers (80 miles) east of Denver, along Interstate 70, in Elbert County, Colorado near the town of Limon. The deposit is exposed in a geomorphic feature known locally as Titanium Ridge. The dominant heavy minerals, accounting for about 70% of the total heavy mineral suite by weight, are ilmenite, garnet, and zircon. The mineralized zone appears in a series of visually interpretable facies that are stacked vertically and represent subtidal, forebeach, backbeach, washover fan, and aeolian depositional environments. These paleoenvironments are analogous to depositional environments represented by a modern heavy-mineral bearing facies tract on St. Catherines Island, Georgia. Thus, Titanium Ridge provides evidence that heavy-mineral accumulation models for late Cenozoic deposits in the Georgia and Florida coastal plains are applicable to heavy-mineral deposits of the Western Interior subsurface and, by implication, the Western Interior Seaway, extending from Mexico to the Canadian Arctic.

In England, the provision of aggregate is determined by the historical relationship between construction and aggregate consumption. This approach does not necessarily lead to sustainable decision-making and can be seen as being driven by political expediency, rather than reasonable environmental consideration. The introduction of the statutory requirement for Strategic Environmental Assessment (SEA) in the UK has provided the opportunity to examine this issue on a more rational basis. This paper provides a practical application of a SEA based approach, to the provision of aggregates at a regional level. The process, underpinned by relevant information on resources and environmental assets, suggests that alternative supply scenarios for aggregate provision are tested in a transparent, consistent manner with increased genuine stakeholder consultation. It supports a move away from "predict and provide" approaches to one where aggregates are sourced with the best balance of environmental costs and benefits.

Some countries are infinitely poorer than others in mineral resources-despite the perfect equality of their political leaders ambitions. Compare the mineral poverty of Kenya and Tanganyika with the riches of Katanga Province and Northern Rhodesia. Compare Paraguay with Chile, There never has been any equality in the distribution of nature's wealth. Minerals cannot play any role at all in economic development where they don't exist, and there are bound to be differential rates of economic development where there are basic differences in the wealth of mineral resources available. Africa is my principal area of interest and I know that there is an unfortunate but widespread misconception about Africa's "vast mineral resources, "its "untapped mineral wealth." Why is it untapped? Why is it undeveloped?

The early to mid 1980s was a period of mining consolidation, and many senior design engineers retired from the mill industry. Similar conditions have existed in the last few years. This creates a loss of a tremendous amount of experience. This paper is a look back by two senior mill designers who survived the dips in both time periods. From a continuous design practice of over 25 years, mill designs and fabrication practices are surveyed with a view of identifying what works, and is necessary, and what doesn’t, or is not necessary, in the creation of a safe, economic, long-lived grinding mill.

Sydney Australia’s M5 East Motorway connects southwestern suburbs to the airport. Central to the project are twin 3.8 km roadway tunnels which are mostly driven through rock. In order to come up with the winning tender, the project team developed several unique approaches for tunnel excavation and support. The project’s flat roof with thin shotcrete lining, 20 m wide underground intersections, thixotropic-grout sheathed rockbolts and cablebolts, and new shotcrete testing methods all differ significantly from traditional concepts. This paper presents the design basis and construction methods used to achieve the 100-year design life required by the project’s owner.

Mine production crews and drill-and-blast crews may be exposed to unexpected movement of ground when working under pit slopes. Without specialist geotechnical advice and appropriate measurement systems, mine crews are faced with conducting risk assessments and relying on subsequent controls that may or may not be adequate to ensure their safety. Mine crews need an ?early warning? monitoring system to give them the confidence that they will have time to walk out of the danger zone if the pit slope begins to move. Slope stability radar technology is used by mine geotechnical engineers to assess overall slope stability over an extended period, typically days or weeks, and to critically monitor slopes that are actively moving and may become unsafe. The complexity of slope stability radar allows for geotechnical engineers to assess movement types and movement rates across multiple work areas of a mine from long ranges, with alarm capability to a central location. However there are many mine work areas where production and drill-and blast crews are not adequately covered or alarmed by slope stability radar systems. What is required is an easy-to-use, short-range, fast-scanning tool that can be operated directly by a work crew and can provide a local alarm with sufficient warning when a wall movement occurs within the work area. The Work Area Monitor (WAM) concept has been developed specifically to be operated by a mine production crew. The system comprises a sensitive, fast-scanning radar coupled with a high-resolution camera, built into a mine-standard light vehicle. The system has been designed specifically for ease of use with the output being a local area alarm to warn workers of slope movement in their vicinity, as opposed to the broader pit monitoring and long-term deformation measurements of the known slope stability radar systems.

Remote control is usually associated with deep mine, continuous mining machines. This is because thin-seam operation precludes an onboard operator's compartment or the mine has approval to conduct extended cut mining. Using a tethered or radio-linked control box, the remote operator is typically situated 3 to 15 m (10 to 50 ft) from the working face. The operator receives direct operational cues through senses like vision, hearing and feel. Remote control is sometimes touted as a safety feature. However, this is not always true, as operators are not provided protection from roof and rib falls or being crushed between the machine and a rib. Remote control operators are also left exposed to dust and noise. Teleoperation described here is the computer-based, distant control of mining machinery from a protected operator compartment located out of the line-of-sight from the operational site. Video, sound and other sensory information are gathered through sensors and electronically transmitted to and displayed at the operator's location. The teleoperator responds to the information and makes decisions that are initiated by control devices (usually switches). These control commands are then electronically transmitted to the re¬mote machinery and the appropriate machine function(s) are carried out. Teleoperation increases the safety of mining machine operators as it removes them from the immediate vicinity of hazards. The US Bureau of Mines' involvement with teleoperation dates back to 1979. Following feasibility studies, a highwall milling system (HMS) was developed and tested. A deep, thin-seam, room-and-pillar system (TSRPS) has been designed and is currently being surface tested.

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. Flame retardant materials can be incorporated or applied to products, including plastics and textiles, to increase their resistance to fire. Incorporating a flame retardant in combustible materials and plastics is a common procedure to reduce the risk of fires. Flame retardant applications include interior and exterior woods, structural steel columns, fabrics, open and closed cell foam, pressure treated wood, Formica and all types of fabrics for use in commercial applications as well as residential applications where their fire protection products can save lives and valuables. Huntite and hydromagnesite are amongst the most important flame retardant additives materials. Although various areas of the world have potential huntite and hydromagnesite deposits, their place in industry is not well known, and a detailed field search for their deposits has not yet been conducted. They are active during the starting phase of a fire, in that they prevent the spread of an inner or exterior source of ignition to the flame-retarded material, thereby, preventing, delaying or inhibiting the spread of a fire. Flame-retardants are, therefore, just one element among many in a concept for preventive fire safety. To obtain huntite and hydromagnesite concentrates that are more than 95% pure, which are used in flame retardant industry, flotation tests were conducted on low-quality huntite and hydromagnesite ores.
