The 56,000' (17 km) long San Vicente Aqueduct Pipeline tunnel is being constructed using precast concrete rings to act as preliminary ground support through two sections of the bored tunnel with lengths of 9,450' (2.9 km) and 33,700' (10.27 km).The six segment bolted trapezoidal ring was manufactured using a combination of steel fiber reinforced concrete and self compacting concrete in vertical moulds. This paper briefly describes the design and function of the segments, and reviews the development stages of the concrete mix, and the advantages and disadvantages of the adopted manufacturing method.

Upon completion of the 6,200 m (20,340 lineal ft; lft) North Tunnel drive for the Portland East Side Combined Sewer Overflow (CSO) Tunnel project in Portland, OR, the slurry tunnel boring machine (TBM) had to be returned from the Port Center shaft at Swan Island to the Opera shaft at the main mining site for the 2,700 m (8,860 lft) South Tunnel drive. At the Port Center shaft, the main 513-t (565-st) TBM and TBM tailshield were hoisted out of the shaft in two pieces using four 200-t (220-st) strand jacks mounted on a 635-t (700-st) hydraulic boom gantry system supported by Emmert International?s custom gantry tracks designed to span the shaft. After lifting the TBM components out of the shaft, the gantry system loaded the TBM components onto two Goldhofer platform trailers, which then transported the TBM and tailshield to a barge using a roll-on/roll-off method.

The National Mining Hall of Fame will induct five mining greats on Saturday, Sept. 17, 2005 at the Museum Convention Center in Leadville, CO. The 18thAnnual National Mining Museum and Hall of Fame Induction Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The five inductees are Nathaniel Peter Hill, John Munro Longyear, John McDonald, Julius Eckhardt Raht and John Dennis Ryan. Nathaniel Peter Hill (1832-1900) built the first successful smelting operation in the Rocky Mountains in1867 at Black Hawk, CO. From 1879 to 1885, he was a U.S. senator. He also taught courses at the Colorado School of Mines.

China’s burgeoning economy is responsible for a major share of recent world mineral consumption increases. In addition to factors traditionally recognized in market economies1 and factors unique to specific commodities, Chinese consumption now plays a major and increasingly important role in energy and mineral markets for many commodities, such as aluminum, copper, iron and steel, and oil. China has the world’s second largest economy after the United States. And its long-term importance to the minerals markets is even greater than indicated by its gross domestic product (GDP), which is currently less than two-thirds of that of the United States (Table 1). This is because China’s rising standard of living is accompanied by rapid industrialization and urbanization. Its consumption of mineral materials for infrastructure development for its very large population is significantly greater per capita than that of such developed economies as the United States, the European Union and Japan. In other words, China’s per capita production is rising at a rapid rate and will probably continue to do so for many years.

The Leeville underground mine has been in operation since 2006 and currently produces 3,500 tons of ore per day with an average gold grade of 0.34 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. Based on the characteristics of the ore bodies, a long-hole stope and cut-and-fill mining methods are used at the deposits which are divided into several mining zones. Cemented rock fill (CRF) is used as the backfill in the open stope. CRF design includes the aggregate design, the ratio of cement and fly ash design, and strengths for the long-hole stope and cut-and-fill. In the aggregate design, the particle size distribution is one of the most influential aggregate characteristics in determining how it will perform as a basic backfill material. Gradation helps determine durability, porosity, cement and water requirements, strength, and shrinkage. To cut the backfill cost, fly ash usually is added into the binder to replace some part of cement. However, adding fly ash can affect the strength of the backfill. The reasonable percentage of fly ash is also important for making a good and low cost backfill. Based on the different mining method, the different backfill with different strength is designed. A systematic quality control procedure for aggregate and backfill is followed. After four yeas application, CRF system in Leeville achieved very good results.

The Stormwater Management and Road Tunnel (SMART) Tunnel is a world first in the use of tunnel space transmitting both road and water through the same spatial envelope. The unique aspect of the SMART project is that the highway decks are used periodically for the conveyance of water. This aspect of the project has posed its own technical challenges that have been overcome in the design stage of the work allowing the project to be taken forward to construction with confidence in the systems to be Installed in the tunnel.

As a preventive action, the geotechnical department at the mine analyzed the original topography overlying a conveyor tunnel at the mine. Several dewatering drains were installed to intercept water collecting from an old lakebed. Subsequently, 20 steel arches were installed to provide additional support in an area of tunnel where original geological mapping indicated Type IV rock. This project was completed ontime with no loss to production. Construction schedules had to be developed to half hour precision, to accommodate the installation.

OHSAS 18001 is a series of international standards for occupational health and safety management. It is comprised of two parts, 18001 and 180029. OHSAS 18001 was formulated by international certifying bodies and is based on BS8800 and was first published in 19996,11. OHSAS 18001 was developed to be compatible with ISO 9001 and ISO 14001 in order to facilitate integration of quality, environment, and occupational health and safety management systems5. It is a voluntary standard and the overall aim of OHSAS 18001 is to enable organizations to control their occupational health and safety (OH&S) risks and improve overall health and safety performance5. OHSAS 18001 is widely accepted in the UK, Europe, and Asia, is gaining momentum in North and South America, and it was used as the basis and conforms to the requirements of ANSI/AIHA Z.10-2005: American National Standard for Occupational Health and Safety Management Systems. It defines a set of requirements for an occupational health and safety management system suitable for any kind and size of organization4. Businesses of all sizes are developing and implementing occupational health and safety management systems (OHSMS) that are in compliance with the OHSAS 18001 standard.

"Seafloor mining provides significant potential economic benefits for many Pacific nations that may be "land poor" but "coastline rich," meaning they have the potential to utilize and profit from the mineral wealth within their Exclusive Economic Zones that extend 200 nautical miles (360 km) out from their coastlines. The Independent State of Papua New Guinea (the State) recognizes this tremendous opportunity and is taking a leadership role in this emerging industry by becoming a 15% partner in Solwara 1 (with an option to increase their investment to 30%).The Solwara 1 Project has been gaining momentum since Nautilus Minerals and the State signed an Agreement on April 24. This new agreement with the State in which they have staked a minimum 15% interest as a meaningful partner, underscores the State’s continued and widespread support for the Project. Signing of this Agreement was a historical occasion and a milestone achievement for Nautilus Minerals and the people of PNG.The machinery being built for the Solwara 1 Project is taking shape. The Seafloor Production Tools are now over 90 percent complete. Assembly of the biggest tool, the Bulk Cutter, was completed in April this year and assembly work on the Collecting Machine and the Auxiliary Cutter commenced in May and June this year respectively. The Riser and Lifting system, which will be used to transfer the mined material from the seafloor to the surface within an enclosed system, is over 50 percent complete. The critical path for the Solwara Project is to secure a suitable vessel arrangement. Nautilus aims to have this completed by the end of this year."

The New South Ferry Terminal in the New York City Transit system represents an important milestone for the city. This is the first station designed and built in the 21st century. The design of the fire safety system included relying on Computational Fluid Dynamics to analyze the dispersion of heat and smoke, and modelling of people egress to determine the egress requirements. The project also looked into how to protect the structure from the heat exposure in order to meet the fire rating requirements. This paper provides an overview of the fire safety design approach taken to design the new South Ferry Terminal station in lower Manhattan and looks into fire modelling, structural fire protection, and station evacuation.

Critical minerals are becoming more important in our technological society because they are used in many of our electronic devices, batteries, and magnets. In New Mexico, low to moderate concentrations of critical minerals are found in Late Cretaceous coal and related strata in the San Juan and Raton Basins. These rocks are being characterized as part of the DOE’s CORE-CM (Carbon Ore, REE, and Critical Minerals) program. The New Mexico coal, humate, and clinker deposits are relatively low in REE (<325 ppm TREE), Li (<90 ppm), V (<168 ppm), Co (<51 ppm), Ni (<108 ppm), Zr (<557 ppm), and many other critical minerals compared to normal economic deposits. Some of these rocks are enriched in Al2O3 (<40%) and Sr (<3740 ppm), both critical minerals. Common minerals hosting the critical minerals in these rocks include clay minerals, zircon, and rutile/anatase. As the demand for some of these elements increases because of increased need and short supplies, the dollar value per ton of ore rises, enhancing deposit economics. Ultimately, economic potential will most likely depend upon production of more than one commodity, maybe even from coal, humate, and clinker deposits.

INTRODUCTION The design/build (D/B) philosophy of contract delivery is neither new nor unusual when it comes to at-grade, elevated or high-rise structures. But when it comes to constructing underground facilities, there were no examples to be followed in early 90sin the continental United States or its territories. When DMJM+HARRIS was selected as general architectural and engineering consultant for the Tren Urbano (TU) project in Puerto Rico, one of the requirements of the Federal Transit Administration (FTA) for funding commitment was to use TU as a demonstration project utilizing design/build contract delivery method. Now fifteen years later, New York City Transit (NYCT) has instituted a similar requirement for their first Tunnel Boring Machine (TBM) contract for the Second Avenue Subway. As with most construction mega-projects, lots of things have happened and there were several lessons learned from the TU experience that are now being applied to Second Avenue. Both of these projects require building tunnels and underground transit facilities in heavily traveled corridors of an urban city, in the vicinity of active business and commercial enterprises. To enhance the challenge, there are noise and vibration sensitive and historic urban receptors either over or along both the transit corridors. Column free Tren Urbano station caverns over18 m (60 ft.) wide were built in soft ground conditions within 3.6 m (12 ft.) of the surface under an aging heavy utility corridor, while NYCT tunnels with station structures stretching the limits of rock caverns to 34.8 m (100 ft.), were planned in rocky geology with the presence of shear and fault zones and some mixed face conditions. BACKGROUND During the early period of design/build experimentation, the speed with which the contract procurement packages could be put together enabled the owners to take advantage of the major efforts underway to rebuild the infrastructure that was suffering from post-World War II neglect. Use of design/build for new starts was unheard of and most of the projects were smaller in nature in order to allow the methodology to be tested. At the beginning of the 20th century, barite was a mineral of minor importance in the USA. Its primary use was to extend lead oxide in white paint. Barite also added the special qualities of hiding power and flatness to paint. Because white lead sometimes turns black or yellow and barite does not, ground barite became a pigment on its own merit. Barium chloride was added to bricks before firing to stop efflorescence when exposed to weather. Barium carbonate or nitrate added luster and brilliance to glass. Barium chemicals were added to refining sugar, enameling iron, making oilcloths and paper collars, and in the manufacture of paper, artificial ivory, rubber and lithopone. Lithopone became a major paint ingredient in the 1920s; its use lasted until the 1950s, peaking at 150,000 metric tons of barite in both 1937 and 1947 for the manufacture of lithopone. Later in the 20th century, titanium dioxide replaced lead oxide, barite and zinc oxide in the coatings industry. In the 21st century, barite is used as a filler, extender, or weighting agent in products such as paints, plastics, and rubber. Some specific uses include its use in brake and clutch pads for automobiles, automobile paint primer for metal protection and gloss, add weight to rubber mud flaps on trucks, and add weight to the cement jacket around petroleum pipelines under water. In the metals casting industry, barite is part of mold release compounds. Because barite significantly blocks X-ray and gamma ray emissions, it is used as aggregate in high density concrete for radiation shielding around x-ray units in hospitals, nuclear power plants, and university nuclear research facilities. Ultra-pure barite consumed as liquid is used as a contrast medium in medical X-ray examinations. Barite is the raw material for barium chemicals, such as barium carbonate, which is an ingredient in faceplate glass in the cathode-ray tubes of televisions and computer monitors. In the 21st century, barite industrial uses account for an estimated 78,000 tons per year in the United States. Another barite use was patented in 1926 by the oil industry. In this patent, barite is primarily used as a non-abrasive weighting agent for drilling for oil and gas exploration and production. As a weighting agent, it provides the downward force in a water based or oil based drilling fluid for cutting through rock with a tri-cone diamond drill bit. In order to minimize the wear on the drill bit and drill stem, minimum abrasion of the weighting agent is preferred. In recent years in the USA, 95% of the barite produced and about 80% on a world basis are used as a fluid weighting material during the search for oil and gas. During the latter part of the 20th century, barite was used in the drilling mud of oil and gas wells, particularly for wells deeper than 2000 meters, and petroleum well drilling demand for barite became the mineral?s major end use during economic expansions after World War II and subsequent increased use of oil and gas in the USA. The profitability of oil and gas production had a strong effect on the number of drill rigs and consumption of barite. The United States was the leading petroleum well drilling country starting in 1970, reaching 4,530 drill rigs in December 1981, and was the largest consumer of barite. In the USA, record highs of about 2.6 million tons of barite produced and 4.3 million tons consumed were reported in 1981. From 1997 to 2006, barite production declined from 662,000 to 589,000 metric tons. However, USA imports increased from 1,470,000 to 2,530,000 metric tons for lump barite. World production of barite increased from 6,780,000 to 7,960,000 metric tons during the same period. Table 1 (see Appendix) lists USA production, imports and exports and world production from 1997 to 2006. Major sources of imported barite include China, India and Morocco. Table 2 (see Appendix) lists the USA imports and price of barite by country. China, India and Morocco are the three largest exporters of barite to the USA and the world. Vietnam is a new producer, beginning in 2006. IMPACT OF CHINA ON DRILLING GRADE BARITE In the 1970s or before, China began supplying barite to the world drilling market in order to help develop their economy. When China first entered the barite export market, their high production volume, low pricing and low ocean transport expenses to the Gulf Coast forced barite producers in the USA to supply only regional markets, such as Battle Mountain Nevada barite for the western and Rocky Mountain states and Canada. Until recently, it was China?s government policy for domestic consumers to use barite below the API 4.20 specific gravity specification, leaving higher grades for export, but this is no longer the case. In recent years the internal demand for barite in China increased tremendously as their economy rapidly developed. China reduced their former 15% VAT tax rebates to 5% for Chinese barite producers, and then eliminated all VAT tax rebates on December 15, 2006. On the supply side, some high-grade barite deposits in China have been depleted. In particular, the low heavy metals sources are less plentiful. Additional mine capacity is being developed, but the new mines are underground and therefore costs will be higher. China?s appetite for other raw materials has tied up a large portion of the world?s bulk vessel fleet, including Panamax vessels (preferred for barite ore transport). Ocean transport freight rates have increased in recent years, and receiving ports in the USA are congested with imports of higher-added-value products. The Panamax Index, which tracks maritime shipping rates, more than doubled in 2006. China has also devalued its currency from RMB8.30 to RMB7.80 per dollar. These factors are driving up the import price of crude and ground barite for drilling. In addition, in the USA, rail congestion and high fuel prices led to higher trucking rates, increasing the delivered cost of ground barite to oil customers. India is the second largest supplier of crude barite to the USA and world drilling market. It produces all of its barite from a single deposit in the Cuddapah region of Andhra Pradesh State. More than 90% of production comes from the State-owned Andhra Pradesh Mineral Development Corp., and the government continues to closely control production, export volumes, and prices. India saw a dramatic increase in barite prices as a result of its last 3-year tender in 2004. However, in 2004 and 2005 their shipments of crude barite to the USA were not significant. In 2005, India began supplying barite pulverized to meet API specifications to the Gulf Coast. In 2006, Indian production was reduced owing to severe flooding in November 2005 that curtailed mining until mid-April 2006. Morocco has been the third largest supplier of crude barite to the USA and world drilling market. In 2003 and 2004 their shipments of crude barite to the USA were not significant. In 2005, Morocco resumed shipment of crude barite to the Gulf Coast and began supplying barite ground to meet API specifications to the Gulf Coast.

Mining is an industry of experimentation throughout human history. Recently, societies are giving a clear message about mining because many projects are being rejected around the world. These refusals are a generational reaction to the activity of mining. In practice, it generates the perception that mining is using the same methodology without attending to the gradual initiation of conflicts. This is in spite of the best engineering and technology of the time that are put in place at the presentation of those mining projects. Some of these rejected projects are geographically distant from each other, but the communities? rejection occurred during many cases under similar characteristics. This concern shows that the current model of mining projects needs to be replaced with a new one: A new Design, one within which the socio-environmental values of this millennium are inherent. This paper describes Mining Project 101 to help the industry to set the highest and cleanest standards for mining. It also presents its aspects to sustainability and nature, which provides the principles and procedures for designing, planning, and operating mining projects with sensitivity to nature. It offers methods of diagnostic, remediation, and extraction while at the same time preventing and preserving a physical, chemical, and biological equilibrium of nature. This emerging process will be a step up from having a mining industry unaccountable to the socio-environmental conflicts it perpetrates and will abandon the ?cosmetic? repair on the caducity of traditional models in today?s practice. Recent advances in GPS, machine guidance technology and telemetry allow an unprecedented level of control of surface mining operations. GPS technology can now locate the bucket of a shovel or the blade of a dozer within 50mm (2 inches).Some of the outcomes possible are: precise selective mining – even when the ore is visually indistinguishable from waste: tracking grade and tonnage of every ore parcel through the mine: real time productivity monitoring: detailed post accident safety analysis: tracking the movements of every piece of equipment. This paper will consider the contribution that GPS based machine control systems can make to ensuring that surface mining projects deliver the outcomes promised in the feasibility studies. Case studies of installations are presented.

Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. Ground falls (roof and rib) have historically been responsible for about 50% of all fatalities in bituminous underground coal mines. In some recent years, the number of ground fall fatalities has approached zero, indicating that significant progress has been made. On the other hand, last year?s Crandall Canyon twin mine disasters, in which 9 miners perished in violent coal bumps, provided a stark reminder that complacency is premature. One important success has been a great reduction in the number of miners killed inby roof supports. Throughout the 1990?s these accounted for nearly half of all roof fall fatalities, but there have just been two inby incidents in the past 5 years. Progress has also been made in pillar recovery. Safer mining technologies have reduced the number of fatal incidents, but some recent failures have underlined the need for careful management of the retreat mining process. On the other hand, more than 400 miners continue to be injured each year by rock falling from between supports, and 100 more are injured by rib falls. Together, these two categories also account for a large percentage of recent ground fall fatalities. Available technologies such as roof screen, rib bolting, and inside control roof bolters could dramatically reduce injury and fatality rates if they were used more widely. Further advances in these areas will likely be the next big advance in ground control safety. High metal prices and new world trade standards and accounting for environmental liability in financial disclosures are creating markets for metals commodities that are produced using ?green technologies?. A promising "green" gold leaching system uses a polysulfide based lixiviant which is non-toxic and non-polluting. Laboratory testing has demonstrated selective gold extraction rates comparable to those of cyanide. The polysulfide lixiviant is a dilute aqueous solution which can be inexpensively produced from readily available chemical reagents and even mining wastes. The reagent system is self-buffering and maintains the optimal chemical environment for leaching. Treatment of residual leach solutions is not necessary because the lixiviant itself is not toxic, and breaks down as the system equilibrates. Simple closed system boiling is used to recover gold from process solutions. The polysulfide lixiviant can then be readily renewed and recycled back into the system, forming a closed loop system that conserves reagents and energy which minimizes operating costs. Economic projections have shown that the system can be used profitably for standard ore types and grades.

The U.S. cement industry experienced its best year ever during 2004 in terms of production and shipments of cement. Clinker, portland and masonry cements production and shipments were up considerably. Clinker production as reported to the U.S. Geological Survey (USGS) was 87.75 Mt (96.73 million st), an increase of 5.4 percent. Gray and white portland cement production from domestic and imported clinker was estimated to be 91.6 Mt (101 million st), up 5 Mt (5.5 million st) from 2003.

For the second time in four years, the coal industry was brought to the forefront of the nation’s consciousness in 2006, as two separate events unfolded which involved coal miners trapped underground. Unfortunately, the tragic results of the 2006 incidents were not the same as in 2002 when the trapped miners were all successfully rescued. In January, two different incidents, both in West Virginia, focused the public’s attention on the dangers that miners face on a daily basis. As a result of these unfortunate events new legislation requiring improvement in safety in underground mines passed both at the federal and state level. In 2006, a total of 47 miners died on the job, matching the total number that occurred in 1995, and more than double the 22 killed in 2005. Notwithstanding those tragic events, coal production in the United States reached another record level in 2006, ending the year at 1.05 Gt (1,161.4 million st) according to preliminary data from the U.S. Energy Information Administration (Table 1). Production in 2006 was 27.1 Mt (29.9 million st) higher than the prior record set in 2005 of 1.03 Gt (1,131.5 million st). Although coal production rose in 2006, U.S. total coal consumption actually declined for the year. Coal consumption decreased in the electric power sector by 1.1 percent, while coking coal consumption decreased slightly. Only the other industrial sector had higher coal consumption in 2006, increasing by 0.3 percent. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports declined slightly in 2006, while coal imports again reached a record level. The excess production over consumption allowed total coal stocks to increase significantly during the year, as electric generators rebuilt their stockpiles that had fallen substantially in 2005 because of missed shipments in the second half of that year.
