"SynopsisCost estimation for surface coal mines is a critical practice that affects both profitability and competitiveness. New mines require these costs to be estimated using available information before a project begins. The competitive advantage of a new mine depends on it being both efficient and cost-effective. Low-cost producing mines have a higher chance of survival in a low-price environment than do high-cost producers. The competitiveness and profitability of a coal mine is based on the costs of production and the supply position on the cost curve. There is no single method of cost estimation, and the available methods consider only one or a few variables, leaving out multiple variables that could significantly affect the estimation of mine costs. Mining companies are thus searching extensively for a method that will increase accuracy in the estimation and evaluation of mining projectsThis paper highlights the shortcomings of the available approaches and proposes a data envelopment analysis method to develop a frontier for effective surface coal mines, and the use of a parametric method for modelling the costs and productivity of new mines to ensure effective competitiveness. The models will extend the capability of estimation and the accuracy of estimates using the efficient decision-making units, by considering the optimal mine-specific and external variables affecting costs.IntroductionCoal contributes 25% of the world’s primary energy needs, after fuel oil, which contributes 35%. The world energy demand, estimated over the period 1990 to 2030, is expanding at a cumulative annual growth rate (CAGR) of 1.7% (Schernikau, 2010, p. 14). This emphasizes the need for enhancing the production of existing mines, as well as opening new mines in order to increase the supply of coal."

A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

During galena flotation of Rosh Pinah milled material, metal ions and salts contents of various water resources (deionized, simulated circulated, lead concentrate thickener, lead tailing thickener and borehole) influenced mineral recoveries, upgrade ratios, selectivities, froth stability and flotation kinetics. The various water resources employed during galena flotation caused activation, depression or selectivity effects on minerals due to the presence of different ions in solution. Metal ions in these water resources were adsorbed by the ore, whilst ions associated with gangue minerals (dolomite and quartz) were released into the flotation pulp. Lead concentrate thickener water caused depression of sphalerite and pyrite, increased fast floating fractions for silver, copper minerals, sphalerite and quartz (unwanted), and improved slow floating rate selectivity against pyrite and sphalerite. Lead tailing thickener water enhanced sphalerite recovery during galena flotation (unwanted), and increased fast floating fractions of pyrite. Western borehole water did not affect galena recovery, but sphalerite and pyrite recoveries were unacceptably too high. Ions from copper, lead, and zinc salts tended to release high amounts of ions, such as calcium, magnesium, silicon, and manganese from gangue minerals (dolomite and quartz) during milling. During galena flotation, lead ions depressed sphalerite, pyrite and dolomite at a lead concentration of 400 ppm, but sphalerite was activated at a concentration of 800 ppm. Sphalerite was activated with copper ions (89% recovery, 2.09 upgrade ratio) and depressed with zinc ions (maximum recovery of 25%). This corresponds with findings in previous investigations. Dolomite and quartz were slightly activated with zinc ions. No evidence was found that lead and copper ions activated any gangue minerals during galena flotation. Geologists, engineers, technicians and surveyors have successfully utilized technical software in the mining industry for over 30 years. Software for processing survey, geology, mine engineering and planning information make these functions more efficient by automating repetitive tasks and reducing data processing errors. While these systems have been improved incrementally overtime, new systems that represent giant leaps in technology have been introduced to help mining operations increase productivity and reduce costs. However, their widespread use within the industry has left individual companies without a competitive advantage. Additionally, the ability of these applications to provide the productivity improvements required in today’s uncertain market conditions has since peaked. The next wave of technology—integration of independent software applications—is just starting to emerge and will have a significant effect on the productivity of mining operations. To reap the productivity gains required to remain competitive, mining companies must exploit the collective knowledge and experience of every employee in the organization. Integration of independent software application allows companies to leverage information from all activities, enabling staff to make better decisions to improve productivity. This paper outlines the importance of integration as productivity enabler. Key performance indicators, strategic mine planning, resources management and mine-to-mill integration are discussed as processes that enable productivity. The Gemcom Enterprise Mining System (GEMS)is introduced as the industry’s first integrated solution that enables these productive processes. The paper concludes with a comment on the level of change required to realize the benefits of integration.

Mining and metallurgical processing companies that have adopted the principles of good environmental management often find it difficult to carry out an environmental assessment that yields meaningful opportunities for improved performance. This topic was investigated by means of a case study of a South African Base Metal Refinery (BMR) producing primarily nickel. A process-based Life Cycle Assessment (LCA) was carried out on the refining process, with the environmental impacts related to the production of reagents and utilities forming part of the assessment. The lifecycle inventory (LCI) was based on plant operating data spanning 31 months of production, from which a baseline environmental profile could be generated and interpreted to indicate the main sources of potential environmental impacts. Consequently, opportunities for improved environmental performance could be identified from the LCA model, which expressly related potential environ-mental liability to specific sub-processes in the assessed industrial operation. The on-site steam plant was found to be the primary source of potential environmental impacts in most of the impact categories considered. In closing, the paper discusses some of the limitations encountered in use of the LCA method. Support system design for tunnels and underground excavations has for many years relied heavily on the use of rock mass classification systems and the Hoek-Brown failure criterion as a means for characterizing rock mass behaviour. Because of their development, both the GSI system and the Hoek-Brown criterion admirably characterize most ?normal? rockmasses from the viewpoint of their behaviour for rock excavations. They, however, run into difficulties when applied at the two ends of the rock competence scale. This is largely because block size and incipient strength are such that rockmass behaviour in these domains tends not to be controlled by interblock shear strength but rather by material strength. At the low end of the rock competence scale (UCSi <<15 MPa and GSI generally <30) discontinuities play less of a role and rock mass strength tends to matrix strength. Similarly, at the high end of the scale (GSI >>65, mi>>15), because discontinuities are now widely spaced, block size becomes so significant that again, intact material behaviour rather than the fracturing becomes the dominant factor controlling rock mass strength. In this paper several case examples are presented to illustrate the application of the high-end (spalling) and low-end (weak ground) transition Hoek-Brown relationships proposed by Carter, Diederichs and Carvalho (2007) as a basis for better defining rockmass behaviour at the extreme ends of the rock competence scale.

An investigation was undertaken to ascertain the suitability of four selected low grade, South African coals for gasification in a bubbling fluidized bed for production of synthesis gas and for the development of integrated gasification combined cycles (IGCC). This study consisted of the characterization of the coals, laboratory evaluation of intrinsic reactivity, and experimentation with a pilot-plant fluidized bed gasifier. Results of the characterization experiments show that the selected coals are high in ash, rich in inertinites, very dense (low porosity), with low caking indices and high ash fusion temperatures. Reactivity measurements with a thermogravimetric analyser (TGA), under reaction rate controlling conditions with carbon dioxide, showed that the reactivity of the coal chars decreases with increase in rank of the coal, as expressed by the vitrinite random reflectance and carbon content of the parent coals. The fixed carbon conversion achieved in the fluidized bed gasifier also correlates well with the rank parameter of the coal, with higher conversions being obtained with the lower rank coals. Thermal shattering and attrition of the coal particles produce significant amounts of fines, which correlate with the grindability indices, and no agglomeration (non-caking) was observed. It is concluded that fluidized bed gasifiers are able to utilize typical low grade, high ash South African coals for synthesis gas production and for inclusion in integrated gasification combined cycles for power generation.

One of the most effective methods of metal surface heat treatment is through laser hardening. In most cases, laser parameters are determined experimentally, which is expensive and time-consuming. A mathematical model for the surface heat treatment process will allow a significant decrease in costs, and reduce the time required for optimization. In the present work, the authors present a mathematical model for laser heat treatment with forced cooling which can be applied to medium carbon steel. The model is based on a three-dimensional heat transfer equation using Green?s function. The model allows one to calculate the temperature of the treated steel at different depths below the surface with and without cooling, for set values of the laser power and travelling speed, when the heat transfer coefficient is a known constant. It also takes variations in the radiation adsorption coefficient on the metal surface and laser beam spot size into account. The model was illustrated by comparing calculated and experimental temperature profiles of mild carbon steel with 0.5% C with and without cooling. A reasonably good agreement was achieved between experimental and predicted values to ensure that a high enough austenizing temperature with short enough cooling time was reached for direct martensite formation. It also predicted the depth of treatment accurately. The incorporation of cooling in the model substantially improves previous models based on heat transfer only. It delivers a tool that can with a reasonable accuracy predict the depth of surface heat treatment and cooling time required from operational parameters, such as laser power, speed of motion, and distance between laser and cooling source, that can be controlled in the work set-up. This is a sampling of the papers presented at the conference, the proceedings can be bought from the SAIMM The technique reported here involves measuring the air pressures generated within sealed boreholes located behind blasts. Results from twelve free face blasts in competent rock environments a represented. There were no instances of high pressure gas penetration, even at distances corresponding to less than one blast burden. Rapidly generated underpressures were measured in most holes, with the magnitudes of the peak pressures decreasing with distance behind the blasts. It has been proposed that the under pressures are the result of new volume created due to crack formation and overall rock mass dilation. The experimental evidence is consistent with this, including a correspondence of the onset times of the peak underpressures with the nominal firing times of the nearest blastholes. New post-blast cracks were observed when using borehole video cameras in the monitoring holes. A calculation of new volume produced within the monitoring holes is proposed as an indicator of damage. While the data exhibit considerable scatter, there is a power function dependence on scaled distance, which resembles that of typical vibration data. The data also lie within the normally quoted vibration regimes for rock damage and are consistent with measured extents of damage. It is concluded that this technique may provide an inexpensive and practical comparative measure of near-field rock damage due to blasting. It is further concluded that gas penetration is not a common phenomenon. Damage appears to be mainly attributable to the nearest blastholes and the control of charge mass in perimeter blastholes is emphasized for damage minimization.

The bubble size, together with the gas rate, determines the bubble surface area flux in flotation machines and, therefore, impacts directly on the kinetics of flotation. Understanding the variables that influence bubble size is one of the keys to understanding flotation recovery. Surprisingly, these relationships are poorly understood, largely due to the difficulties associated with gas dispersion measurements in industrial environments. The McGill gas dispersion sensors (bubble size, gas rate, gas holdup) are capable of reliably making such measurements. This paper reports on a study, using the McGill sensors in a 0.8 m3 Metso RCSTM pilot cell, which investigated the effect on bubble size of frother type and concentration, gas rate, temperature and rotor speed. A Denver laboratory cell was used to investigate the effect of elevation above sea level. Frother concentration proved to have the predominant influence on bubble size, and the effect of frother type can be normalised as a function of the critical coalescence concentration (CCC). Measurements made at many plant sites worldwide are compared to the model developed using the Metso RCSTM unit.

ABSTRACT: A three dimensional constitutive law for swelling rock is presented. It can be applied to the osmotic swelling of mudstone as well as to the swelling of rocks containing anhydrite. It describes the development of time-dependent strains and stresses due to swelling considering elastic and viskoplastic behaviour. Furthermore an anisotropic swelling behaviour can be considered. This constitutive model was implemented within a numerical computation program according to the finite element method and calibrated on the basis of the results of measurements in the investigation drift of the Freudenstein tunnel which is completely located in the unleached Gypsum Keuper. A parameter combination could be found which results in a good agreement between numerical solutions and results of measurements. Therewith an analysis procedure which enables the design of tunnels in swelling rock is available. ZUSAMMENFASSUNG: Im vorliegenden Beitrag wird ein dreidimensionales Quellgesetz vorgestellt, das nach derzeitigem Kenntnisstand sowohl auf das osmotische Quellen von Tonsteinen als auch auf das Quellen anhydrithaltiger Ton- beziehungsweise Schluffsteine anwendbar ist. Das Stoffgesetz wurde in ein Finite-Elemente-Programm implementiert und anhand von Meßergebnissen des im unausgelaugten Gipskeuper liegenden Untersuchungsstollens des Freudensteintunnels kalibriert. Es ist gelungen, eine Kennwertkombination zu finden, mit der alle Meßergebnisse gut beschrieben werden können. Damit steht ein Bemessungsverfahren für Tunnel in quellfähigem Gebirge zur Verfügung. RÉSUMÉ: Dans l&apos;article présent un loi de gonflement à trois dimensions est présenté, qui peut être appliqué aussi bien au gonflement osmotique de l&apos;argile compactée q&apos;au gonflement de l&apos;argile compactée ou du limon compacté contenant de l&apos;anhydrite. Le loi de comportement était implémenté dans un programme numérique d&apos;éléments finis et calibré avec des résultats de mesures de la galerie de recherche du tunnel de Freudenstein, situé dans le Keuper de gypse non lessivé. On est réussi à trouver une combinaison de paramètres avec laquelle tous les résultats de mesures peuvent être bien décrits. Par ce moyen, une méthode de dimensionnement existe pour des tunnels dans de la roche capable de gonfler.

This is a sampling of the papers presented at the conference, the proceedings can be bought from the SAIMM An extensive research programme to address the issue of rockburst control has been undertaken over a number of years. This paper discusses the development of preconditioning techniques to control face bursts, for safer mining in seismically hazardous areas. Preconditioning involves regularly setting off carefully tailored blasts in the fractured rock immediately ahead of a mining face, so as to encourage slip on pre-existing fractures, in order not to allow the accumulation of high strain energy density in the rock mass. Two different preconditioning techniques have been developed, namely face-perpendicular preconditioning and face-parallel preconditioning. Both have prevented face bursting in areas to which they have been applied, even though several large seismic events have occurred close to the faces in some areas. In addition, minimal overall damage was observed in the preconditioned panels following these events, compared to similarly exposed unpreconditioned panels. Preconditioning has also provided some protection to the face area from distant events, through the capacity of the preconditioned ground to absorb energy. An improvement in hangingwall stability and productivity has also been noted in preconditioned areas. In order to determine the optimum blast parameters for achieving the most effective preconditioning, an extensive optimization study was carried out for the face-perpendicular preconditioning technique. While optimum values for parameters such as hole length, diameter and spacing were determined, it was ultimately concluded that the differences in results obtained by varying the preconditioning parameters were less significant than the clear positive differences observed when comparing preconditioned areas with non-preconditioned areas.

In this study, a statistical model is suggested in order to determine the methane emission from a working seam. In the proposed method, methane concentrations which are systematically measured in return airway are the sample values, and the calculated statistical parameter is the upper confidence limit of the average of these values. At any given time, the probability of methane concentration in the return airflow to be lower than the calculated upper confidence limit value is 97.5%. The statistical method has been applied to the panel 206 of Armutcuk Mine, Turkish Hardcoal Enterprises. The calculated methane emission value for the considered shift was 15.18 m3/t.

Merensky Reef is mined extensively within the Bushveld Complex. In previously mined-out areas on the Merensky Reef horizon there are pillars, potholes and remnants that have not been mined. These unmined blocks of ground on the Merensky Reef horizon can influence the mining of the underlying UG2 Reef. The extent of the influence will depend on the size of unmined ground and the middling between the two reef horizons. This paper quantifies the influence of partially extracted Merensky Reef on mining of the UG2 Reef, and aims to provide recommendations for mining strategies, as well as regional and local support to achieve efficient and safe extraction of the UG2 Reef, for various middlings beneath the Merensky Reef horizon. In some cases it was found that relatively shallow UG2 Reef mining could encounter conditions similar to those experienced in deep and ultra-deep mining environments.

Inauguration of the new political dispensation in South Africa in 1994 initiated a dynamic shift in the ownership, management and development of the country’s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system, started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress’ Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since 1955 there have been important changes affecting the rules of mineral development. These are: •Firstly, a drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully •Secondly, the globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists; and •Thirdly, the introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its Regulations, the much-publicised Broad-Based Socio-Economic Empowerment Charter and its associated Scorecard.

The Namibian Copper Joint Venture has been formed to undertake development of the Haib copper deposit, one of the largest undeveloped copper resources in Africa. The development programme includes extensive hydrometallurgical testwork that is being managed by Kvaerner Metals (formerly Davy International).Various parts of the programme have been contracted to four third-party laboratories. The testwork involves sample selection and characterization, amenability tests, and a parametric study on the leaching variables. All portions of the programme are described and the results a represented. The ores selected for testing are quartz feldspar porphyries. The amenability tests include ?mapping? studies to assess optimum leach conditions, tests at high oxidation potentials, oxidation with various bacterial strains, and heap leach modelling. The parametric programme includes such variables as ore grade, leach temperature, crush size, pH, and ferric iron content of the lixiviant. Testing was done on both whole ore and concentrate. Results show that bacterial leaching is effective and that ore grade and temperature are key variables. Crush size and pH have less impact on copper extraction. For mid-grade ore, about 0.25 per cent copper, extraction is projected to reach 50 per cent after two years when heap leaching tertiary crushed ore at 60°C and pH 1.5. The heap leach operation would fit well with the proposed roast-leach operation used to treat higher grade ores. The latter could supply the low cost heat and acid needed in the heap leach.

Changing mining conditions, legislative issues, rising costs, and the constrained supply of skills and electricity in South Africa, have been some of the criteria forcing mine operators and engineers to review the traditional use of compressed air to power underground hand-held drilling operations in narrow-stope, hard-rock mines. In answering the question, &apos;What is the best way to power this mine?&apos;, they have resorted to trade-off studies with results of limited usefulness, because they are site-specific, and use only a few comparative parameters, based on a small data set. This paper aims to provide definitive, objective, and quantitative decision-making approaches to evaluating alternative energy-delivery systems for stoping in narrow-reef hard rock mines, based on primary and relevant criteria. These include quantifiable criteria such as capital expenditure, operating costs, resulting financial returns, energy and water usage, production performance, life-of-mine, etc. Other important criteria with qualitative aspects are integrated. These are safety, health, and environmental concerns, legislative requirements, business risk, technology change, etc. The paper begins with a review of decision-making processes available, and proposes the use of the analytical hierarchy process (AHP) method as a multiple-criteria decision-making tool and the decision tree based on milestone-driven uncertainties, to validate the selection of the energy delivery system. The results of a multiple-criteria questionnaire completed by a variety of industry experts and professionals, such as production and operation managers, consultants, suppliers, and techno-financial analysts, are discussed. The evaluation indicates the potential for hydropower to be the best solution for narrow-reef hard rock mines, based on current information, mine design layout and production.

This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa&apos;s mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

"An ideal procedure to determine the limits of flotation-based separation, as is the case with washability analysis for density separation, does not exist. Therefore, a procedure called release analysis, considered to be the counterpart of the washability process in density separation, was developed to evaluate the flotation characteristics of coal fines. Since flotation is a complex process it is necessary to know the maximum recoverable yield that could be achieved at a target ash level and what could be obtained by release analysis. Due to a number of limitations in the initial procedures, modifications were recommended by various researchers to generate an optimum separation curve. This paper presents a review of, and a discussion on, the chronological evolution of release analysis methodology over the decades. Notwithstanding the availability of a standardized release analysis procedure, such as BS 7530, the paper highlights the critical parameters involved in the procedures, such as coal type, feed characteristics, choice of reagents and dosage, operator bias, and design features of the flotation cell IntroductionCoal is a heterogeneous substance consisting of various combustible constituents (macerals) and associated mineral matter. The kind and abundance of the various macerals present in the coal, such as vitrinite, semivitrinite, exinite, and inertinite, determine the type of coal. As macerals are formed by biological degradation of different parts of the plant material, they have different properties based on their original composition. Coal cleaning processes are dependent on the differences in physical properties between the coal components (the macerals) and also between the macerals and the mineral matter. Thus the cleaning characteristics of the coal might vary from one type to the next. The cleaning processes influence the distribution and the concentration of macerals in the various size and density fractions of the cleaned product."

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.
