The South African platinum industry finds itself in the midst of a rapidly evolving society that is no longer characterized by the apparent stability of the previous decades. The features of this society include increasing global competition, rapid technological innovation, a declining skills pool, major political transformation, a more challenging working environment as the mines reach deeper into the earth?s crust and a greater concern for human welfare. It is therefore axiomatic that new ways will have to be found to engage the all-pervasive change in the mining environment. Although in general terms project management is a universal endeavour for managing change, it takes place in a specific socio-techno-economic environment and geographical setting that gives it a particular context. The argument of this paper explores, analyses and synthesizes the impact of these changes on the emerging project management methodology. In essence, the management of change will inevitably contribute to the emergence of new dilemmas, issues and challenges. The change management process and procedures will also be affected by this change and in response, drive internal change of its own structures and organization. And, therefore, a new paradigm of project management will become apparent. A new project management model will then be proposed to the industry.

Ladies and Gentlemen. It is my great pleasure on behalf of The South African Institute of Mining and Metallurgy and The Geological Society of South Africa to welcome you to the 15th CMMI Congress and to Southern Africa. It is a great honour to be hosting this event and we have been looking forward to it for a long time. I am sure the technical discussions and visits will be of great value, and I am confident you will return with pleasant memories of places and people in South Africa and neighbouring countries. The theme of this Congress, Resources and Technology', is appropriate for discussions on the ways and means of going forward in the minerals industry to create the employment and wealth so sorely needed in this region. The technical programme will give mineral industry professionals from different parts of the world the opportunity to share experience and expertise for the purpose of making operations more productive, safer and environmentally acceptable to the world at large. Delegates will be exposed to current technical developments by means of 133 papers prepared for the congress: 30 on geological subjects, 45 on mining, 29 on extractive metallurgy, and 29 in the field of metals technology.

Since AlphaGo defeated the best human player in the game of Go in 2016 - something thought to be an impossible achievement - machine learning, deep learning and reinforcement learning have caught the attention of scientists, the media and the general public alike. This recent development in machine learning (let us remember that neural networks have been available for decades now) opens new possibilities in the areas of modelling and process control. However, little has been reported in the minerals processing industry about these new possibilities and opportunities. This paper presents and introduces the topic of reinforcement learning and the different platforms that allow its implementation. The paper shows the consequences of using reinforcement learning for the specific area of process control and optimisation. As an example, the authors present the use of reinforcement learning for the control of a SAG mill closed with a pebble crusher using industrial data from an operation. A comparison with advanced model-based process control is provided, showing the benefits and shortcomings of reinforcement learning as a new control and optimisation technique. FINANCE The annual accounts which are attached to this report show an excess of income over expenditure of R21 519. It is very gratifying to be able to report that Council's efforts to stop the depletion of our accumulated funds are meeting with success. The most important contributors to our surplus this year are symposia and colloquia, sales of publications, Company Affiliate subscriptions and the profit on the journal. While we do not expect continued profits from all these sources in the future we do feel that we are now in the process of accumulating a substantial financial foundation. This will give the Council the necessary confidence to initiate the new developments in the activities of the Institute which are now under consideration. The decision to create a new grade of membership, Company Affiliate, is dealt with elsewhere in this report. There has been a generous initial response from companies and this is the cornerstone of our improved financial expectations. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R91 and the total fund was, therefore, increased by this amount to R4 502. The balance sheet shows that the market value of quoted shares and debentures increased during the year from R9 160 to RH 331, which is R2 134 in excess of the book value. Accumulated funds now amount to RH 529 compared with R23 010 a year ago. MEMBERSHIP Sixteen Fellows, twenty Members, six Graduates, nine Associates, twelve Students and twenty-four Company Affiliates were elected during the year. (Visitor) The levels of serum vitamin C in the blood of mineworkers were determined on the first and fifth days of the normal heat-acclimatization period (i.e., before and after exposure to heat) and again after I, 2, and 4 months of underground employment. Supplementary vitamin C was administered to the men during the heat-acclimatization period. Six groups of 20 men featured in the study and, except for one of the two 4-month groups, all the values were obtained after a full shift of underground work. It was found that adequate levels of serum vitamin C were maintained during the heat-acclimatization period, and the 250 mg of vitamin C given daily to each man must therefore be regarded as sufficient. The serum vitamin C decreased significantly with time of exposure to underground conditions, showing that the vitamin C utilized during heat stress is more than that provided in the men's diet. At the end of 4 months, not a single subject had more than 0,4 mg of serum vitamin C per 100 ml, most of them having only 0,3 mg per 100 ml; 90 per cent of the men had had more than 0,4 mg per 100 ml during the acclimatization period. It is therefore recommended that the mineworkers' diets should be supplemented with 100 to 200 mg of vitamin C per man per day.

Applied geophysical methods such as the surface seismic method have been applied for many years and in many places, mainly for oil exploration and to a lesser extent for mineral deposits? exploration in sedimentary basins. The seismic method fundamental is based on the variations of acoustic impedance in a layered earth model and such variations at each main geological interface create reflected waves that are processed and imaged in order to output a clear picture of the subsurface structure. The geology of South Africa was historically, and even until recently, considered as unfit for seismic exploration and the mines were always reluctant to spend any portions of their exploration budgets on these techniques. Hard rocks and high P-waves velocities were creating quite a hopeless model for any mine geologist or geophysicist (if any), unsuitable for the proper use of seismic waves to image their subsurface problems. Boreholes were considered the only reliable tool to derive a geological image of the mine structural features and were linked sometimes with surface methods such as aero-magnetism. The obvious flaw of this methodology was the inability to derive a continuous image from a discrete set of measurement points. Surface 3D seismic is the tool that gives a reliable solution from the initial model extracted from the boreholes, as even the aero-magnetism mapping gives a flat image, unable to show any depth correlation from well to well. The first 3D surface seismic surveys were recorded in the early Nineties only for the gold mines of the Witwatersrand, after a series of serious new shaft sinking failures. The wrong geological locations of these shafts resulted in financial loss of several hundred million rands. The era of3D seismic just started in South Africa and till 1997, all seismic done in the country was for gold exploration with geological target depths close to the oil exploration average depth of investigation. A very important breakthrough was reached when the depth accuracy of the seismic image was tested in real scale as the stopes were surveyed. An error of amplitude of 20 m was usual when true depth was compared with the seismic image predicted depth and shape. This accuracy, completely unknown in oil exploration, started to gain supporters of seismic methods in the mining community but the cash problems and the concentration/disappearance of gold mines in the late Nineties, led to the belief that seismic would be just a very short exploration activity for the mining sector. ort exploration activity for the mining sector. But starting in 1998 with Impala, a tremendous and continuous 3D surface seismic activity occurred in the platinum mining sector. The seismic world got used to new terms such a Merensky and UG2, which have replaced the VCR and black reef. If the primary expectation of platinum surface 3D seismic was to determine and ascertain new shaft locations, as for the gold mines, the quality of seismic data led the mine geologists to require smaller and smaller imaging of geological objects. In addition to the main structural image, small faults, potholes, and shear zone were common expectations of platinum seismic. In a constant velocity environment, what saved the day was the sharp density contrast between the PGM reef and the embedding geology. A good contrast of impedance exists in the whole Bushveld and is sufficient to have enough reflected waves from the PGM main layers to build a high quality seismic image of the subsurface. Recent advances in technology have led in less than 10years to major improvements in the seismic acquisition by using high frequency vibrating seismic sources, but also in processing and interpretation. With these latest improvements, seismic can detect objects of 7.5 m size, either fault throws, flexures, etc. The PGM formations of the Eastern limb of the Bushveld Complex are now accessible for seismic imaging, with cost per square kilometre comparable to the borehole cost of the same surface unit. The economically acceptable seismic surveys can be used for UG2 structural imaging up to a depth of 210 m below surface. Linked with borehole information, 3D seismic today offers a wide range of information for mine development: structural imaging, small fault detection, pothole and shear zone identification. All users of 3D seismic have also used this technique as a tool in the process to qualify their mineral reserves and especially from the category ?inferred? to the category ?measured?. Junior mining companies, in the feasibility stage of their projects, are also quite eager to use seismic as a reserve certification tool, when they present financial statements to future potential investors. The current high demand on platinum, pushes the seismic towards new technologies to be implemented in order to improve the final image. Using surface and borehole seismic together or acquiring seismic surveys with multi-component receivers have been just introduced in South Africa. In less than 10 years, surface seismic by adapting its methods to the special case of the Bushveld, became a mandatory step in mine development and ore resources evaluation. As part of the ?seismic? world we are proud to be a major player the ?surge? of platinum exploration and production in these last years and we will certainly increase our synergy with the mine sectors in the exciting coming years.

Although remote sensing technology has been available for many years, it has rarely been used for monitoring mining activity. Recent studies indicate that remote sensing is also a valuable tool for managing and planning certain aspects of the mining operation. In this paper, we examine areal expansion of marble quarries and the affected vegetation over a period of 10 years in the Mugla region in Turkey, using geographic information system (GIS) and remote sensing (RS) techniques. Images captured by ASTER Level 3A01 (3D Ortho Data Set), Landsat 5, and Landsat 7 satellites between 2001 and 2009 were used for the analysis. Changes in the natural vegetation as a function of the production level in the marble quarry were calculated using the normalized difference vegetation index. According to the study results, land cover and natural vegetation decreased by less than 3 per cent and 1 per cent respectively between 2001 and 2009, following an upsurge in mining activity in the region.

The prediction of rock properties from indirect testing methods is important, particularly for preliminary investigations since indirect tests are easier and cheaper than the direct tests. In this study, we investigate the predictability of the uniaxial compressive strength (UCS) and Brazilian tensile strength (BTS) of rocks from the indentation hardness index (IHI) obtained using point load apparatus. Forty-six different rock types, 14 of which were igneous, 15 were metamorphic, and 17 were sedimentary were tested in the laboratory. The UCS and BTS values were correlated with the corresponding IHI values and the results were statistically analysed. The influence of rock classes on the relationships was also investigated. A strong correlation between UCS and IHI was found for all data. The correlation between BTS and IHI is not as strong as the correlation between UCS and IHI. However, it is in the acceptable limits. When the regression analyses were repeated for igneous, metamorphic, and sedimentary rocks, the correlation coefficients were generally increased. The results show the UCS and BTS can be estimated from IHI. In addition, the effect of rock classes on the relationships between IHI and both UCS and BTS is important.

Industrial production of titanium occurs via the batch-wise reduction of titanium tetrachloride (TiCl4) with a reducing metal, being magnesium in the Kroll process, or sodium in the Hunter process. In the search for low cost titanium, the CSIR is developing a continuous process to produce titanium powder directly via metallothermic reduction of TiCl4 in molten salt, dubbed the CSIR-Ti process. The move to a continuous process has been attempted by a number of organizations, but was until now always met with failure, due in no small part to challenges inherent in the process chemistry. The reaction between TiCl4 and the reducing metal can occur directly, when TiCl4 or any titanium sub-chlorides present, comes into contact with suspended or dissolved reducing metal. The reaction can also occur indirectly, without any physical contact between the reacting species, via an electronically mediated mechanism. The reaction mechanism via electronic mediation can cause TiCl4 to react at the outlet of the feed port, rapidly causing blockages of the TiCl4 feed line. The electrical conductivity of the metal reactor can also cause the electronically mediated reaction to favour the formation of titanium sponge on the reactor walls and internals, rather than titanium powder. Various methods were investigated to overcome the problem of blockages in the TiCl4 feed line, e.g. mechanical removal, sonic velocities, dilution of the TiCl4 and the use of ceramic feed lines. This article discusses problems experienced with the continuous feeding of reagents, and various methods attempted are shown and discussed. Information is also given on the morphology, chemical composition and suitability of the final titanium powder for powder metallurgical application as presently produced by the CSIR-Ti process. The South African mining industry has committed to achieving a state of zero harm for its workforce, with a strong emphasis on worker health and safety. Among the major safety concerns are falls of ground, a leading cause of injuries and fatalities. Ground-penetrating radar, a non-destructive geophysical method, is recognised for its ability to image structures, fractures, and geological features within the rock mass. However, ground penetrating radar data is often acquired in local coordinates, posing challenges for visualisation in mine computer-aided design or three-dimensional visualisation software. This study explores the pivotal role of light detection and ranging data in transforming ground penetrating radar data from local survey coordinates to absolute mine coordinates. A comprehensive georeferencing methodology is presented, providing the stepwise progression from the initial georeferencing of ground penetrating radar data to the ultimate integration of ground penetrating radar and light detection and ranging datasets, resulting in the creation of a ground penetrating radar-light detection and ranging three-dimensional model. The proposed approach not only facilitates the integration of but also offers a practical means of visualising the integrated datasets within commonly used computer-aided design or three-dimensional visualisation software. An essential aspect of this integration is the adoption of non-proprietary data formats, specifically American Standard Code for Information Interchange text files, ensuring broader accessibility and compatibility. The potential for integrating diverse datasets to construct insightful models of the underground mining environment is illustrated. Integration of different datasets has the potential to offer a holistic understanding of the mining environment, providing essential information to decision-makers.

The paper describes work undertaken to identify the influence of the matrix structure on the metal dusting rate of stainless steel alloys. Specifically, the difference in metal dusting rate between austenitic and ferritic stainless steels of similar chromium contents was investigated. The alloys were exposed to metal dusting conditions and their performance compared by weight loss, optical microscopy, scanning electron microscopy, transmission electron microscopy, X-ray diffraction, and Raman spectroscopy. The specific gas mixture used for all the tests were 18.9% CO-79.1% H2-2% H2O at 650°C. For austenitic stainless steels, Types 304, 321, 316, and 316Ti were compared to two ferritic grades, namely Types 430 and 441. The resistance of the ferritic grades was found to be significantly better than that of the austenitic grades. This was attributed to greater permeability of chromium through the matrix structure to maintain the protective oxide scale. The results will be used in the development of novel alloys to combat metal dusting.

Lightning has been observed in dust clouds following open-pit blasting. It is proposed that the occurrence of this phenomenon is related to the physical composition and characterization of the mineral fines that comprise the bulk of the dust cloud. Silicate minerals, which are susceptible to fine fracturing during blasting, generate the initial charge. This is further enhanced by collisions and friction during the turbulent upcast in the post-blast dust cloud. Varying size fractions result in different rates at which these particles drop out of suspension and create a secondary temperature gradient. This results in the creation of two charged zones and increases the potential of developing a discharge in the form of lightning. The ideal prevailing meteorological conditions need to be windless to minimize the effect of particle dissipation and have sufficient moisture toenhance the potential of generating lightning.

The Barrick North Mara Mine and the Advanced Systems Group at SGS Minerals collaborated on the implementation of a grinding expert system for the control and optimisation of a single semi autogenous (SAG) mill. Over the last 5 years, grinding expert control has gained wide acceptance by mineral processors. In this paper, two key factors for success are highlighted: the adaptability of the software tools and the interaction with site personnel. Created with SGS?s MET expert console (MEC) toolkit, and running on Gensym?s G2 real time inference software, the North Mara expert logic has been set up to keep a steady and on spec leaching feed slurry while striving to maximize throughput. Leach feed stability was achieved by standardizing operating practices across shifts; a result of successful collaboration with site personnel in developing a consistent control strategy. The strategy maintains the SAG load and power draw in an optimised range by manipulating SAG feed rates and inlet water flow. The project life-cycle was slightly longer than average due to site specific constraints. One of these was the high turnover rate of site?s workforce during the project, coupled with the availability of key staff on site due to the fly in fly out work roster. These constraints called for different, and innovative ways of project commissioning and hand-over. This paper describes details of the control solution, its implementation as well as results and conclusions.

The purpose of this article is to show how a representative overall equipment effectiveness (OEE) measurement can be calculated for an underground coal mining bord and pillar batch process. The calculation method, the typical losses (which include planned and unplanned availability losses, coal quality losses, and process rate losses) and the underlying logic are presented and discussed. It is argued that the current traditional underground bord and pillar mining process can currently provide a maximum theoretical OEE of only 49 per cent, while a realistic benchmark target should be in the order of 37 per cent, which relates to an average of 2400 t per shift or 1.2 Mt/a. In addition, it is argued that the current bord and pillar process is the current bottleneck to further improvement past the 2400 t per shift benchmark, and that fundamental process changes will be required to eliminate this bottleneck.

Dr Stander, Director of the National Institute for Water Research, gave an interesting talk, illustrated with slides and a short film, on the conservation and reclamation of water in South Africa. After question time, Mr Hector, Witbank Town Engineer (visitor) thanked Dr Stander. The meeting closed at 7.10 p.m.

Caving is the lowest cost underground mining method provided that the draw point spacing, draw point size, and ore-handling facilities are designed to suit the caved material, and that the draw point horizon can be maintained for the life of the draw. In the near future, several open-pit mines that produce more than 50 kt per day will have to examine the feasibility of converting to low-cost, large-scale underground operations. Several other large scale, low-grade underground operations will experience major changes in their mining environments as large dropdowns are implemented These changes demand a more realistic approach to mine planning than in the past, where existing operations have been projected to increased depths with little consideration of the change in mining environment that will occur. As economics force the consideration of underground mining of large, competent ore bodies by low-cost methods, the role of cave mining will have to be defined In the past, caving was generally considered for rockmasses that cave and fragment readily. The ability to define cavability and fragmentation, the availability of large, robust load-haul-dump units, a better understanding of draw-control requirements, improved drilling equipment for secondary blasting, and reliable cost data have shown that competent orebodies with coarse fragmentation can be exploited by cave mining at a much lower cost than by drill-and blast methods.
