This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. The study investigates the effect of prior corrosive exposure on crack growth resistance behaviour of thin sheet (3 mm thick) aluminium alloy 2024-T3 at slow strain rates. Compact tension specimens were exposed to standard corrosive environments that simulate accelerated atmospheric corrosion attack. Two corrosive environments were considered – an exfoliation corrosion (EXCO) solution and a 3.5 wt% sodium chloride solution. The unloading compliance R-curves of the two-hour EXCO-exposed specimens revealed a significant degradation of approximately 11% in the crack growth resistance behaviour (Kc_e values) compared to the baseline (air-exposed) values. Furthermore, secondary intergranular crack formation was also revealed in the plastic zone ahead of, and adjacent to, the crack tip of these specimens; which formed during the crack growth resistance loading. It is postulated that the observed degradation of the Kc_e values of the EXCO-exposed material is due to hydrogen embrittlement since the exposure times for the EXCO evaluation were limited to ensure that uniform corrosion dominated; that is, significant penetration of corrosion damage and pitting due to localized corrosive attack did not occur. The sodium chloride-exposed specimens revealed a similar degradation (13%) after 24 hours exposure. However, slight intergranular corrosive attack and isolated pitting were observed on the exposed surfaces prior to crack growth resistance loading, resulting in notch effects that could assist in crack growth. Pitting and intergranular corrosion were, however, not observed at the pre-crack tip. The relative contributions of the notch effects and the hydrogen embrittlement during the degradation of the KR performance are, therefore, unclear.

The paper discusses the claim that the remains of mines in Southern Africa date from ancient times, rather than from a more modern period. The evidence indicates that these mines were excavated by Iron Age Black people, who moved into South Africa from about A.D. 100 onwards. Details are given of the finds made in 1981 in an investigation of the remains of copper mines in the Dwarsberg, which probably date from the nineteenth century.

Granular systems, i.e. particles with realistic shapes, are commonly encountered in nature and industry. While the discrete element method (DEM) is a tool for the simulation of granular flow, in most of the DEM simulation particles are assumed to be spherical. It is questionable whether results drawn from a spherical particle could be easily transferred to a non-spherical particle. Thus, obtaining a fundamental understanding of the underlying physics of granular flows is not only of academic interest, but is also highly related to industrial applications. An in-house developed DEM software called KMPCDEM ©, which was coded to handle non-spherical particles, was used to simulate the particle behaviour. In this paper, the effect of particle shape on the dynamics of particles of non-spherical and spherical shape, including algorithms for the determination of the particle orientation, the moment of inertia, shape representation, and computation time was described. The assumption of a spherical shape has been justified by the complexity of simulation and significantly higher computation time if a realistic shape for particles was used. Dynamics differences showed that findings obtained from spherical particle systems could not be readily extrapolated to non-spherical particle systems. Consequently, particle shape is an important, if not even the most important parameter to be considered in DEM simulations, and therefore has to be captured accurately if DEM is to be used as a predictive tool. The South African platinum group metals mining industry faces considerable operational costs, with compressed air networks’ annual costs accounting for up to 35% of total electricity consumption. Amidst escalating electricity tariffs and volatile commodity prices, enhancing energy efficiency has become critical for economic sustainability. This study addresses the prevalent issues of mismanagement and inefficient use of compressed air on the demand side, such as leakages and unauthorised use for ventilation. While previous research has identified these inefficiencies, a gap exists in the continual monitoring and reporting of network performance to drive sustained improvements. This paper presents a practical solution developed and applied within a major South African platinum group metals mining group. The methodology focuses on a continual monitoring and reporting framework to improve demand-side management. The implementation of this solution has demonstrated significant financial and energy-saving potential. Key findings from case studies include: 1) the mitigation of R150,000 in costs over five days by rectifying a single instrumentation fault, 2) a potential annual energy saving of up to 5.6 GWh (R10.6 million) by enforcing valve closures during non-productive periods, and 3) an annual reduction of 3.7 GWh (R7.2 million) through improved underground ventilation controls. These outcomes underscore the value of a systematic, data-driven approach to managing compressed air consumption, offering a viable strategy for cost reduction and enhanced efficiency across the platinum group metals industry.

"Low-cost calcium lignosulphonate (CL), which is a byproduct of the wood pulping industry, was investigated as a potential binder during laboratoryscale pelletization of inertinite-rich high-ash coal fines from the Highveld Coalfield of South Africa. Coal-binder mixtures containing between 1 and 15% calcium lignosulphonate were prepared, pressed, and ultimate, proximate, porosity, XRD, and XRF analyses obtained. It was found that increased pressure during pelletization results in increased attractive forces, due to increased interparticle contact areas. FTIR analysis showed that chemical interactions occur between coal fines and the binder, as evidenced by the formation of new C-O ether-type bonds. The presence of moisture during pelletization enhanced surfactant activity of the binder. Chemical interactions between the coal and the binder seem to be mainly electrostatic, driven by Ca2+ from the calcium lignosulphonate, which may act as a bridge between the anionic parts of the binder and the surface of the coal. IntroductionCoal has over the years remained South Africa’s major energy source, with over 90% of the country’s electricity being produced via coal-fired processes (Arndt et al., 2016). Sasol’s coal conversion technology alone provides more than 40% of South Africa’s liquid fuel requirements (van Dyk, Keyser, and Coertzen, 2006). The production of high-grade coal requires the processing of run-of-mine (ROM) resources by a combination of processes which include crushing, screening, and washing (Radloff, Kirsten, and Anderson, 2003). These processes result in the generation of coal fines (< 0.5 mm) which, until recently, have been discarded into slimes dams (le Roux, Campbell, and Smit, 2012). Several issues are associated with slimes dams, among which are the costs of transportation of these fines from the place of origin to the discard point (often a considerable distance), and the potential environmental effects due to seepage of toxic materials into surrounding ecosystems (Clausen, 1973).Consequently, utilization of these coal fines is an area of great interest. Mechanical densification of fine coal by means of pelletization and/or briquetting to larger sizes for use in technologies that require lump coal, such as chain-grate stokers and fixed-bed gasifiers, has been shown not only to reduce environmental risks (Mangena et al., 2004), but also to significantly reduce storage and transportation costs (Mani et al., 2001). Pelletization is the process by which solid particles are consolidated into uniform, usually hard, impact-resistant agglomerates, rendering them useful as a fuel with sufficient calorific value for domestic and industrial utilization (Finney, Sharifi, and Swithenbank, 2009)."

"Understanding the influence of feed material mineral assemblage on spiral separation is paramount for the successful and consistent operation of a spiral plant. Plant stability is required to maintain high recovery of valuable heavy minerals (VHM). Standard material analysis methods used in the heavy mineral industry to evaluate spiral separation behaviour are unable to quantify performance differences in the case of large variations in feed assemblage. This study illustrates a systematic approach to evaluate spiral separation performance. This technique was applied on a four-stage spiral plant. The performance information was used in a circuit simulation to clearly illustrate the importance of correct setting of the spiral splitter position and resulting spiral mass loading to ensure optimal circuit stability and maximum VHM recovery.IntroductionHeavy mineral sands deposits generally consist of naturally fine-grained, free-flowing sand due to the way in which the deposit was formed. The size of the heavy minerals market is roughly 8 Mt/a of zircon and titanium combined (Iluka, 2013). If an average combined feed grade of 5% zircon and titanium and an average combined overall product recovery of 80% are assumed, the resulting run-of-mine feed tons that would require primary spiral beneficiation is 200 Mt/a. The number of spirals required for the processing of this material, assuming 6500 operating hours per annum, an average of 2 t/h per start, and the same number of rougher spirals as other duty spirals, is over 30 000 spirals for the heavy mineral sands business alone. These numbers clearly illustrate the importance of the spiral in the heavy mineral industry.The aim of a spiral plant in the primary processing value chain of a heavy mineral process is to reject non-valuable quartz (a light mineral) from various valuable heavy minerals (VHM). The product from the spiral plant is a heavy mineral concentrate that has a reasonable grade (more than 90% heavy minerals) at a reasonable heavy mineral recovery (greater than 90%). This benchmark is fairly easy to achieve if all the mineral particles are well liberated (as in the case free-flowing sand), the feed is properly deslimed (-45 µm fraction removed to less than 5% of the solids mass), and the spirals are fed within design solids concentration (water to solids ratio) and design spiral load (dry tons per hour per start)."

Inorganic acids such as sulphuric acid have found use together with certain reducing agents in leaching of copper-cobalt oxide ores. These reagents are not ideal due to the adverse effect the inorganic acids generally have on the environment and the high costs of the reducing agents. In this study a copper-cobalt oxide ore from the Central African Copperbelt was leached in two different environments; sulphuric acid in conjunction with hydrogen peroxide as a reducing agent and tartaric acid. The effects of acid concentration, reducing agent concentration, and temperature were independently determined for both leaching environments. The sulphuric acid concentration was varied between 0.4 M and 1.2 M and the concentration of hydrogen peroxide between 4.0 M and 6.5 M, while the tartaric acid concentration was varied between 0.15 M and 0.35 M. The temperature was varied between 20°C and 50°C. The results showed that the extraction of both copper and cobalt increased with sulphuric acid concentration, reaching a peak at approximately 0.8 M and then decreasing at higher acid concentrations. A similar increase and decrease in metal extraction was observed when the reducing agent was increased. In leaching with tartaric acid, the extraction of cobalt was much higher than that of copper, although extraction of both metals increased with acid concentration. Additions of small amounts of hydrogen peroxide were found to increase cobalt extraction in tartaric acid but had a minimal effect on copper. An increase in the solution temperature had a significant effect in the organic acid environment, with the effect on cobalt extraction being much more pronounced than on copper.

You wouldn&apos;t start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players can&apos;t produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International Power&apos;s Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power Hazelwood&apos;s (IPRH) experience are: ? that the clear set of project principles and guiding values ensured delivery of a robust plan; ? a robust plan can withstand significant change; and ? value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.
