This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

Reaction kinetics of solid-state reduction of chromite pellets (laboratory made and industrial) and lumpy ore was investigated by the thermogravimetric analysis (TGA) technique. Carbon monoxide was used as the reducing agent, with the presence of graphite in proximity to chromite. The experiments were carried out at both rising temperature and constant temperature in the range of 1450 - 1550°C. Scanning electron microscopy was employed to observe and analyse the structure and composition changes of the chromite samples. For the lab-made chromite pellets, the effects of particle size and bentonite addition on the reduction behaviour were studied. The pellet with smaller particle size gave a higher reduction rate. Bentonite addition had slightly negative effect on the reduction rate. When reducing industrial pellets, temperature and CO flow rate had positive influence on the reduction rate. Reduction of lumpy ore took place slower than reduction of a pellet. In all samples, chromite reduction proceeded longer in the outer part of the sample than in the centre part. The porosity of the chromite samples was determined before and after the experiments. The porosity of lumpy chromite increased significantly during the reduction. However, the porosity of lab-made chromite pellet decreases due to sintering effect. The reaction mechanism is discussed on the basis of experimental results and earlier investigations.

Conventional PGM matte smelting requires the presence of a certain quantity of base metal sulphides in order to collect the platinum group metals in a molten sulphidic matte phase in the furnace. Furthermore, the quantity of chromium oxide in the feed materials is controlled in order to avoid the build-up of high-melting chromite spinels in the furnace. Mintek has developed a process for smelting difficult PGM-containing feed materials that contain low amounts of sulphur and/or high amounts of chromium oxide. A DC arc furnace is used to provide the appropriate conditions to generate an iron alloy that collects PGMs very effectively, leaving extremely low residual quantities of PGMs in the slag. Various feed materials have been treated successfully in furnace campaigns running at power levels up to 1.5 MW. The longest of these campaigns was run continuously for more than four months, treating more than two thousand tons of materials such as low-grade concentrates, revert tailings, and converter slag. The campaigns demonstrated the robustness and versatility of the process, and proved that it is possible to sustainably produce a PGM-containing alloy and discardable slags containing an average of less than 1.4 g/t of PGMs over the entire campaign. Artisanal and small-scale mining (ASM) operations continue to grow across sub-Saharan Africa and serve as a source of livelihood to many rural communities. Owing to safety, health, environmental, and social concerns, the occupation has been regarded as a menace in several sub-Sahara African countries. Recent studies in the field of ASM prescribe formalization as a way to tame its excesses while enhancing its potential. This paper explores the concept of formalization as it relates to ASM and how it is being affected by the funding situation. The paper seeks to address the question as to whether formalization of artisanal mining operations can achieve the desired results in view of the lingering credit constraints in this mining subsector. It is recommended that, as a way of extending the scope of formalization, focus should be placed not only on access to credit in ASM but also towards optimizing the creditworthiness of ASM firms, with the goal of improving the viability of the operations.

"The Kamoa-Kakula copper project—a joint venture between Ivanhoe Mines, Zijin Mining Group Co. Ltd, and the government of the Democratic Republic of Congo—has been independently ranked as the world's largest undeveloped high-grade copper discovery by international mining consultant Wood Mackenzie. It is a very large, near-surface stratiform copper deposit with adjacent prospective exploration areas within the Central African Copperbelt, approximately 25 km west of the town of Kolwezi and about 270 km west of the provincial capital of Lubumbashi. A phased development approach is currently envisaged. The first phase of the project involves the development of a 6 Mt/a underground mine and surface processing complex (dual stream concentrator) at the Kakula deposit, a discovery announced in early 2016. The second phase involves an integrated 12 Mt/a two-stage development, beginning with initial production from the Kakula mine, to be followed by a subsequent, separate underground mining operation at the nearby Kansoko mine, along with the construction of a smelter. Project description and locationThe Kamoa–Kakula project comprises a newly discovered, very large stratiform copper deposit with adjacent prospective exploration areas, located within the Central African Copperbelt in Lualaba Province, Democratic Republic of Congo (DRC). The Kamoa–Kakula project lies approximately 25 km west of the town of Kolwezi and about 270 km west of Lubumbashi. Ivanhoe owns a 49.5% share interest in Kamoa Holding, an Ivanhoe subsidiary that currently owns 80% of the project. Zijin Mining owns a 49.5% share interest in Kamoa Holding, which it acquired from Ivanhoe in December 2015 for an aggregate cash consideration of US$412 million. The remaining 1% interest in Kamoa Holding is held by privately-owned Crystal River.The Kamoa–Kakula project consists of the Kamoa exploitation licences (exploitation permits 12873, 13025, and 13026, which cover an area of 397.4 km2) and one exploration licence (exploration permit 703 covering an area of 12.74 km2). The Kamoa exploitation licences, approved 20 August 2012, grant Kamoa Copper the right to explore for, develop, and exploit copper and other minerals, for an initial 30-year term, expiring on 19 August 2042. The permits can then be extended for 15-year periods until the end of the mine’s life."

Anglo American Kumba Iron Ore (Kumba) continues to implement technologies focussed on improving safety and productivity; this forms part of the groups FutureSmart Mining initiative. The paper provides insights into the implementation of three technology solutions that improves the productivity of heavy mining equipment (HME). Enhancements to the short term mine planning (STMP) process, the effective use of a fleet management system (FMS) and the deployment of drones or Remotely Piloted Aircraft Systems (RPAS) are discussed. The implementation of these and other technologies contributed to a 13% and 22% increase in the overall equipment efficiency (OEE) of the primary HME at Kumba’s Sishen and Kolomela mines respectively. Four key success factors (KSF) are highlighted namely that Kumba’s technology implementation drive is a key enabler to the company’s strategy, has a strong focus on value-add, is underpinned by a holistic and integrated implementation approach and is people-centric.

The socio economic risks of mining in South Africa have been emerging for some time now, and have been brought into sharp relief by recent events in the platinum sector. The slow pace of social upliftment in the country has lead to widespread social unrest with consequent calls for different forms of resource nationalism. Fundamentally, the key stakeholders are not fully aligned, and are not engaging productively. This poses significant above-the-ground risk to mining companies. Measuring social impact, deploying inclusive solutions and engaging effectively with stakeholders are three ways in which mining companies can mitigate this risk.

This paper presents an actor-critic reinforcement learning (RL) method to allocate trucks and shovels in open-pit mines, while defining short-term production scheduling of an industrial mining complex, given new information collected during operations. This new data obtained from sensors update the uncertainty of the orebody models. The RL agents interact with the mining complex environment; exploring the solution space, learning actions to improve metal production and equipment utilisation. A case study is presented at a copper mining complex, highlighting the method’s ability to adapt and make informed decisions while collecting new information.

The principal mineral sources of titanium are rutile, anatase (both TiO2), ilmenite (FeTiO3) and leucoxene (a weathered ilmenite of variable concentration of TiO2 but similar to pseudorutile Fe2Ti3O9). These titaniferous minerals along with their value added products like Synthetic Rutile and TiO2 slag constitute ?Titanium Feed-stocks? for TiO2 pigment, Ti metal and welding electrodes industries. Unlike in other industries, the demand driver for titanium minerals is not the metal, but the TiO2 pigment ?a specialty chemical. Of the total titanium feedstocks usage in the world, about 93 % is consumed in TiO2pigment, with only about 3 % is utilized in metal production. India?s heavy mineral sands resources are among the largest and also one of the richest grades in the world. The country?s Ilmenite resource base stands at 348 million tonnes of Ilmenite (18% of the total world reserves)along with 18 million tonnes of Rutile, 21 million tonnes of Zircon, 8 million tonnes of Monazite, 107 million tonnes of Garnet and 107 million tonnes of Sillimanite. Though the grades (Total Heavy Minerals (THM) present in the sand) of Indian deposits are relatively rich, the contained ilmenite are termed as sulphate grade with 50-53% TiO2 (Chavra deposit of Kerala and Ratangiri deposit of Maharastra are an exception with 60% of TiO2). While superior grades with adequate reserves lead to a cost advantage in ilmenite production, the lower TiO2 percentage allows the direct use of Indian ilmenite only in the production of TiO2 pigment through sulphate route and for the chloride pigment production; such ilmenite is required to be upgraded either to Synthetic Rutile (SR) or TiO2 slag. However, in order to produce TiO2 slag in India at a globally competitive cost, the issues like high power tariff, inadequate infrastructure, expensive logistics, less enthusiastic market preferences, supply-demand gaps are to be adequately addressed. This paper deals with some of the above issues and possible solutions thereto in production of TiO2 slag from Indian ilmenite.

The economic upheaval of COVID-19 forced companies to invest in emerging technologies to aid recovery. One such technology is extended reality, which is becoming a mature and innovative tool. Early adopters are seeing significant benefits in learning, training, immersive data visualization, and remote assistance. In South Africa, the mining industry is increasingly interested in using extended reality to optimize and innovate operations. The Minerals Council of South Africa's July 2021 report highlighted the potential of extended reality's to achieve zero-harm production and modernize the industry. However, the extent of extended reality adoption in mining remains unclear due to limited information on its usage. This study addressed this gap by distributing an online survey to assess awareness, knowledge, and current uses of extended reality in South Africa’s mining sector. The results indicated that virtual and augmented reality had the highest levels of awareness and usage, primarily for learning and training. Mixed reality, however, had the lowest awareness and knowledge levels. In terms of applications, visualization and remote assistance had the least use cases. These findings highlight that the South African mining industry is deficient in its understanding and use of extended reality technologies. Without better awareness and application, the South African industry risks missing out on the full benefits of extended reality. The study underlines the need for the South African mining industry to improve its outlook on extended reality technologies to fully leverage their potential applications and benefits.

The Oyu Tolgoi porphyry gold and copper project is located in the south Gobi region of Mongolia. The Ivanhoe Mines project has the potential to become a long-life copper and gold producer that could rank among the largest in the world. There are five deposits which cover a strike length in excess of 6.5 km, from south to north they are named South Oyu, Southwest Oyu, Central Oyu, Hugo South and Hugo North. The first three, collectively known as the Southern Oyu deposits, are planned to be mined by open pits, whilst extraction of the deeper Hugo deposits is planned using block caving techniques. The pits will have diameters of approximately 1000m and a maximum depth of 550m. The geological environment consists of a sequence of porphyritic augite basalt, dacitic tuffs and sedimentary rocks that have been intruded by several generations of porphyritic quartz monzodiorite and numerous post mineralization dykes. Several major faults cut through the southern deposits juxtaposing the relative position of the stratigraphy. The geotechnical investigation for the Oyu Tolgoi Open Pits was conducted in three distinct phases of increasing complexity: scoping study; advanced scoping study and feasibility study. Each phase consisted of data collection, interpretation and analysis designed to progressively develop 3D geotechnical domaining for the empirical, structural and numerical evaluations. The development of the geotechnical design parameters for these green fields open pits posed many technical challenges, brought about by the conditions associated with a lithologically and structurally complex environment. The design work focused on the optimization of the pit geometry to conform to equipment selection and blasting characteristics. Limiting bench stack heights were derived from the influence of major structures. The overall slope angles in each pit sector were developed around the requirement for haulage ramps and geotechnical berms. This paper describes each of these aspects and the methodology used to address the integration of the geotechnical characteristics with the mining environment.

The susceptibility of a low-alloy steel that has been hardened and tempered-826 M40 (EN26)-to embrittlement by strain aging during service was simulated by artificial aging of specimens at 100°C. It was found that the brittle transition temperature of both monotonic and cyclically strained material was increased by only about 25°C as a result of strain aging. It is concluded that the susceptibility of low-alloy steels in the hardened, tempered condition is less than that of low-carbon steel, and that such steels qualify for exemption of the periodic 'annealing' required by the Mines and Works Act.

"The purpose of this study was to establish the impact of discount rates on cut-off grades for narrow tabular gold deposits as characterized by the goldfields of the Witwatersrand Basin in South Africa. There are various methods available for determining the cut-off grade, from simple breakeven calculations to sophisticated software packages that consider a variety of inputs to optimize the cut-off grade. For this study a simple financial model was created in Microsoft Excel® that links the ore flow, block listing, and the cash flow. This allows the cut-off grade to be optimized considering how the cost of capital and chosen discount rate affect the cash flow.The discounted cash flow (DCF) and resultant net present value (NPV) are a widely used valuation method for production properties according to the South African Code for the Reporting of Mineral Asset Valuation (SAMVAL Code). The financial model in this study utilizes the Solver function, as well as simple Microsoft Excel spreadsheet formulae to optimize the NPV. Solver was chosen as it is a standard feature in Excel and thus no additional software costs are incurred beyond the basic Microsoft Office suite. For the purpose of this study, just narrow tabular gold deposits of the Witwatersrand Basin were considered. An example of a typical ore block listing, as well as the costing figures, was obtained from an operating gold mine. The results obtained from the study financial model were compared to the current cut-off grades obtained from the mine using their proprietary optimizer program, and were found to be comparable. The methodology utilized for this study thus appears valid.The cut-off grade was optimized considering the cash flow, which includes the variable mineral resource royalty tax, the variable gold income tax, as well as the discount rate. By comparing the resultant NPVs using discount rates of zero, 9%, and 12%, the impact of the discount rate on cut-off grades, resultant life of mine, and average mining grades (AMG) could be compared for the example ore block listing. The South African Code for Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code) does not require operations to state if a discount rate was considered in determining mineable reserves. Mining companies approach the question of applying discount rates in determining their cut-off grades, and thus mine planning strategy, in different ways. Due to the negative impact that optimizing purely on NPV has on the life of mine, some choose to optimize only on profit. Other companies have reverted to utilizing pay limits as their primary grade planning strategy. The calculated cut-off grade is then considered to be another planning indicator rather than a hard determination of mineable reserves."

In typical conventional narrow vein stoping operations, the use of temporary support components to offer some support to workers, whilst the permanent and generally more elaborate support system gets installed or constructed, still results in injuries to people. The authors wishes to explore the probability and practicality of making use of new generation support products to make the support operations safer as well as enhance productivity in the stope face. This paper will examine the use of Autorock Drills as a means to drill roof support holes and install appropriate support components into these holes, as well as the application of ?Thin Spray Liners?, commonly called TSL?s as an additional means of creating a safer operating environment. The installation of netting as a means of roof protection and other support aspects such as cemented roof-bolts will also be explored. These proposed items are envisaged to improve the safety of our people and reduce production down time and increase production and productivity.

Singular Spectrum Analysis (SSA) is an effective data-adaptive multimodal tool for monitoring chemical processes. However, monitoring multiscale signals using principal component analysis obtained from the multilevel decomposition of process signals using basic SSA assume the upper control limits of monitoring charts (" ) to have a Gaussian distribution. This assumption deteriorates the performance of basic SSA when applied to the monitoring of nonlinear processes. To address the issue in this paper, the kernel density estimation (KDE) was used to estimate upper control limits of monitoring charts for basic SSA based nonlinear process monitoring techniques. The monitoring performance of the resulting basic SSA-KDE approach was then compared with a basic SSA approach of which upper control limits of the monitoring charts were determined based on a Gaussian distribution. Application on nonlinear dynamic simulated process and base metal flotation plant chemical processes showed that the SSA-KDE approach provided better overall performance than the SSA approach with Gaussian assumption-based upper control limits for its monitoring charts. One of the most significant features of iron ore concentrate (pelletising feed) is the specific surface area (SSA) that affects the achievement of desirable pellet properties. There are various methods to determine this parameters and currently, the most common is the Blaine air permeability method. However, due to the simplified assumptions including spherical and identical particles and 50% bed porosity, the Blain test does not provide accurate results. In fact, these two suppositions are far from reality. In this research, comparison of SSA measurement ways are investigated, containing laser diffraction testing and Blaine air permeability, on samples with different SSA, obtained from Ball mill and high pressure grinding rolls (HPGR). The output data showed that the calculated amounts of SSA by means of laser analysis were far greater than any other one. Furthermore, in the same results of Blaine air permeability tests on samples comminuted by different grinding methods, it was observed that the SSA figures from the laser diffraction method for HPGR products were almost 800 units greater than Ball mill ones. JoughinProduction planning is a subject that lies at the interface between the computing centre and mine management. Discus¬sion during this session was thus largely concerned, directly or indirectly, with communication between computing and mining personnel, and as such was relevant to the symposium as a whole.Mr A. Weiss set the tone of this discussion by referring to `user-orientated systems'. He congratulated Mr Burne in this regard, pointing out that his long-term production scheduling program, as a computer system, was similar in approach to the manual system it replaced, and was therefore easily understood by planning engineers. He asked whether the schedule engineer had his 'hands on' the system, to which Mr Burne replied that the engineer did in fact spend several days running alternative schemes through the computer. Mr Weiss commented on the advantage of having terminals on site for this sort of engineer-computer interaction. He also commented on the flexibility of Mr Burne's approach to scheduling and how preferable this was to a one-step optimization package. This was brought home by a question from Mr H. D. Small: Mr Burne's program sometimes found it necessary to temporarily halt an advancing face, and he asked whether the logic of the program could be altered to avoid this (e.g. by suitably slowing down the rate of face advance). Mr Burne replied that it was in fact easier for the planning engineer to sort this problem out manually. The way in which the computer results were presented made it particularly simple for the production engineer to see how to avoid or remedy a stopped face.On the technical side, both Mr Weiss and Mr H. M. Wells questioned Mr Burne on the handling of grade control by his program. From answers by Mr Burne and his colleague Mr K. H. Thomson it emerged that a spot-check on grade every now and then was all that was necessary at Mufulira, and that the idea of actual grade control was more a question of short-term than of long-term planning."

Although surfactants have proven to increase metal extraction by improving solution flow in porous media, these reagents have not been widely adopted in heap leaching operations because of potential incompatibilities with downstream processes that are subject to surface properties. The BASF leaching aid, LixTRA 118, was previously found to have no significant effect on post-leach operations. This study evaluated its performance in ores of different particle size distributions and the impact on acid consumption and metal recovery. Column leach studies, carried out on a copper oxide ore and mixed oxide–sulfide ore, showed that the effect of LixTRA 118 was more pronounced in ores with wider particle size distributions than in those with more uniformly sized particles. Solution percolation rates increased by up to 18% in the presence of leaching aid, and increased copper recovery and acid consumption. Improved wetting facilitated the kinetics of acid diffusion at macroand micropore level. There was no significant effect on iron recovery
