A study of Western cities reveals the fact that a city where people make their homes for permanent residence is always a city with, well-shaded avenues, with parks and playgrounds; in other words, a beautiful city. On the other hand, the average city that lacks these qualifications is usually a city of transient population. Many of our Western cities must be classified as such. Their inhabitants live in such a city only to the time that they will be able financially to retire from business and go to one of the other types of cities to live; or until opportunity offers itself for a position or a job in such a city. I believe that our Western coal camps could benefit by this truth. If conditions can be created in the camps that will encourage the workers to settle permanently or for a long time at least in the town, it would greatly aid in stabilizing employment. By the term "workers" I do not mean the pick and shovel men alone, but everybody from the superintendent or the manager down; for the educated part of the population suffers probably greater from a desire for better surroundings than the less educated part. Modern City Planning tries to show the way for more attractive towns; for more practical towns also, and at less expense. The grid-iron system of street planning is slowly being replaced by one that fits the contours of the site. Instead of streets that are cut through the hills and built over the valleys to get practical grades, it tries to show how these streets can be made to fit the ground and produce better traffic lines; greatly more attractive streets; better building sites and lots, and all of this at less expense. A well-planned town of this character should have as its nucleus, a central square around which the main stores and business houses are grouped. The main building of this group should be the church, the community meeting place, city hall or such other buildings of a public or semi-public character, that are imposing enough to add interest to the square. From this central square, streets should be built to radiate out in all directions, more or less like a spider-web. The main lines of these streets should be reserved for traffic purposes and they should be wide, for the town may grow into a city, and they should be direct, connecting the town center with outlying points at the shortest and easiest possible line. Between these radiating streets should be residential streets of narrower width and arranged in such a way that fast through traffic cannot pass over them and make them unsafe and unsanitary for family life. Following up the comparison with the spider-web, the town should have circular streets, encircling the whole town with rings at various distances out, along which circular lines parks should be located. In the West, where the need for shade is so great, the town should surround itself with a belt of forest trees. Such a forest belt would break the winds and shelter the town, and also make the whole town a cozier, nicer place to build a home in. A forest belt of this kind does not necessarily mean a great layout of money. Trees can be planted small and at little cost and a carefully studied irrigation system will make the maintenance cost small. If the town has any places of natural beauty they should be carefully preserved and made accessible. Natural parks of this type will often take the place of the artificial parks of large cities, and at no expense to the community. Playgrounds, a swimming pool, either of concrete or a sanded beach on a lake; a place for all to go skating in winter; a hill for sledding in

MR. GIBSON (continuing): In connection with the coal from this mine, I will say that it is not a very dirty coal. The vein where most of the coal comes from is about eight feet thick, and two feet from the bottom there is a small boney band about two inches thick. The breaking shot has to be placed over the, band, therefore breaking the boney into fine particles which goes off with the slack. This coal is a very good domestic coal and the slack is in great demand for various power, plants, such as sugar plants, smelters and other industries, but where this, boney is broken up and goes into the slack, it is very injurious in effect and retards the sale of the slack. Therefore the Spring Canyon Coal Company went to the expense of' building this plant, costing over $250,000, just in order to get that, two inches of boney coal out of the rest of the vein. The market in, Utah is very critical, and in order to sell coal, the product must be thoroughly clean in every way and, as Mr. Murphy says, I believe they have succeeded in making a very good commercial product. In any event the Spring Canyon Coal Company put out more coal than any other one mine during the last year, 1924, they had the largest production. I thank, you. (Applause). *This paper was not read as it arrived too late. In the beginning of the last century "cottage industry" gave way to the factory system, and at present manufacturing that was once performed in homes is done wholly in factories. Division of labor came into being at the same time. In earlier years rarely more than a half-dozen men worked at the home of the master workman. Each group performed all the labor involved in changing crude material to the finished article, and many of the masters in a cottage industry themselves took the raw material and converted it by their own efforts into a highly specialized product ready for the market. Mining has in a degree moved in the same direction. But for the most part every man still has his own room. Pick miners in many places get their cars at the room neck, push them to the face, undercut their coal, drill their shot-holes, load and fire them, complete the breaking down of their coal, fill their cars, push them to the entry and also test their roof for weak spots, examine for gas, timber their rooms, bail them out and lay their own track. Mining is still in a way a "cottage" industry, only the cottage is a room in the mines instead- of a home. The men who gather the coal and take it to the tipple are in a measure like the middlemen who went from cottage to cottage and gathered the product of the owners or "masters", to use the term then prevalent. The change in ordinary industry from old methods to new came with machinery. The machines then introduced needed power for their operation, and distribution of power from house to house was too great a task for those times. Power could not readily be taken to machinery where water power only was available. It was necessary for the machinery and its workers to go to the power. Nor when steam was harnessed could every cottage have its steam engine. Compressed air and electricity had not arrived, and con-

Shubart: George Delamater of Fort, Lauderdale, Florida scads greetings to his friends here at the meeting. O. F. Lewis: Thank yon, Stan. This morning we will start our meeting by turning it over to a very distinguished gentleman. I'm sure all of you know him. He started his work career many, many years ago, but lie doesn't look nearly this old, and his energy belies this. From 1.910 to 1916 he was a chemist with the American Smelting & Refining Co. at. Garfield, Utah. From 16 to '17 he was a broker with J. A. Hogle Company at Salt Lake. From 1917 to 1948 he was a metallurgist, ore buyer, assistant manager and later general manager of the Utah department. ASRC at Salt Lake City; and also president of the Garfield Chemical Co. Since 1951 to the present. time he has been President and General Manager of the Independent Coal & Coke Co. and Vice President of the Western Rock Bit Co. He has held many, many honorary positions; former Chairman of the Board of Regents of the University of Utah, former President of the Salt Lake Winter Sports Association, Past President. of the Community Chest there, and is presently a Director of National Coal Association, a Director of the First Security Bank of Salt Lake City, Utah, and also a Director of the Hotel Utah.

Dear Sir: Yours of July 23rd, relative to my appointment on the Safety Committee in connection with the Rocky Mountain Coal Mining Institute. As you say in your letter, "The duty of this committee is to draft suggestions as to safer mining practices with the idea of preventing disasters in coal mines." Much has been written and many suggestions made on this same subject, and it is very hard to put up further recommendations than have already been made. The disasters you mention in your letter unquestionably have direct reference to coal mine explosions, which from time to time still occur in this and other countries. As far as our Western mines are concerned, you know that sprinkling and shot firing by electricity have been very extensively carried out. Notwithstanding these precautions; we have had a few rather serious disasters in the past in these mines. I do not care to place any blame or responsibility on the companies having these disasters, but it is a fact that in each and all of them, after careful investigation has been made, that the human element has had more or less bearing on the accidents happening. From most reports that we gain, either directly or indirectly, it is very evident that investigation shows after an explosion that the rules governing one or both of the above safety measures have been somewhat carelessly or negligently carried out. Much has been written and read about rock dust sprinkling, but it is questionable if this method is doing a great deal toward the eliminating of disasters. While it is true it may have the effect of preventing propagation, still I do not believe anyone claims for it a sure preventative against initial explosions. I had occasion not long ago to visit a mine, after an explosion, in which dust barriers were supposed to be hung, and from indications it was quite evident that the dust barriers had been in operation, but they did not prevent the explosion from reaching. all open parts of the mine. It is also true that profuse scattering of rock dust throughout a mine would have a beneficial effect, but there is a question arises here as to whether the sprinkling by rock dust or the spraying by water, if available, is the most effective. I am satisfied that if all coal mines are kept well sprinkled and all open workings maintained in a thorough moist condition, that the biggest factor in a coal mine explosion is in this way eliminated. There is no doubt but what the use of permissible powder, particularly if shot by electricity, has had a very marked effect on the number of dis¬asters in mines, and if this method of shooting was energetically carried out there would be a difference in the number of explosions, both minor and Major, all over the country. Some of the recent explosions have taken place where no shooting was being done, but there is no denying the fact that the other ingredient, namely, coal dust, entered in the elements very extensively. Bureau of Mines Technical Paper 172, by S. H. Katz and H. C. Porter, entitled "Effects of Moisture on the Spontaneous Heating of Stored Coal", says at the outset, "Spontaneous fires in storage piles of bituminous coal' have been the source of trouble and loss since the industrial utilization of coal began. In Europe the idea arose that spontaneous combustion is more liable to happen during wet weather than during dry. Statements favoring or opposing this idea have crept into the literature. Conflicting conclusions, based on experiment as well as opinions based on observations of various degrees of reliability, are given in most of the recorded discussions of the subject. "Because of the uncertainty of the effect of moisture and its seeming importance among the conditions that affect spontaneous combustion in stored coal, the work described in this paper was undertaken by the Bureau of Mines. The experiments showed that a coal from Illinois oxidized faster when dry, whereas a sample of Pittsburgh coal oxidized faster when moist. These discordant results and similarly inconsistent results from the observations of different investigators may be coupled with the fact that under actual conditions of, storing, both coal and air always contain a considerable amount of moisture." The foregoing report of the investigations of the Bureau demonstrates that the mystery of spontaneous combustion has not yet been solved. This fact adds to the fascination of the subject. I became interested in the matter about ten years ago in observing what was probably one of the best exhibitions of this phenomenon. The old dump at Castle Gate No. 1 Mine contained boney coal and track cleanings generally. In winter when snow fell upon this old dump, the snow was soon melted by the heat of the dump which was comparatively warm at all times. Within 48 hours afterward little blue flames were in evidence on the surface of the pile. Few of the gas feeders were sufficiently constant to maintain a steady flame at any given point, but shifting emissions of gas were ignited one by another, resulting in a continuous popping and apparent running about of the flames. Another interesting exhibition of spontaneous heating was to be seen a few years ago in the storage coal piles of the local sugar factories. This coal was piled in concrete lined pits and the latter were filled with water. However, or this occasion the coal extended above the surface of the water. At every plant where this condition existed the coal was affected heating, and in each case the affected area was in a plane horizontal to and from 8 to 1.4 inches above the water level. The height of the hot area above the surface of the water appeared to be affected by the fineness of the coal. It is well known that oily rags have a tendency to heat when allowed to accumulate in some location protected from free air circulation. For some reason, as yet unknown, this does not apply to petroleum or its derivatives. Now, the most common explanation of spontaneous combustion is that the combustible material oxidizes by being brought into contact with air in the presence of moisture, the theory being that the moisture acts as a catalytic agent. My theory is that spontaneous combustion is due to oxidation of combustible matter by free oxygen carried in solution by a liquid, the oxidation taking place only as, when, and at the place where this oxygen is released from solution by the evaporation of the liquid. Also, this oxidation takes place to some degree regardless of the condition of the combustible-whether it be lump coal, coal dust, straw, wheat flour, coke, or any other combustible but, as the speed of oxidation is directly influenced by temperature, it follows that spontaneous combustion only becomes noticeable or serious in cases where the resulting heat' cannot escape as fast as it is generated.

The Trapper Mine is a large surface coal operation located in northwestern Colorado US. The coal seams at the mine dip an average of 8 degrees so, historically, their dragline pits have been orien-tated parallel to the dip of the coal seam to balance stripping ratios. However, the mine plan in the future G and Z pits is designed to take advantage of pit orientations that are parallel to the strike of the coal. During the initial presplit and cast blasts in G pit, significant slope damage occurred. This damage included the opening of joints and tension cracking. There was also block movement directly above the L coal seam, which is the main plane of weakness in the slope. A detailed site evaluation was conducted to develop specific blast design modifications to protect the slopes during future blasting. The modified de-signs successfully controlled vibration levels during the blasting of the Z pit box cut. This paper includes a review of the blast vibration related factors that influence slope stability along with a detailed discussion of the field tests and design modifications developed.

Secretary's Apology: Although every effort was made to secure efficient stenographers, the railroad conditions at the time made it impossible to get stenographers from Salt Lake City. Practically all of the discussion was therefore lost, and the Secretary's apologies are offered to those whose names and remarks we are unable to record. 'We are indebted to R. Dawson Hall of Coal Age for what we have been able to print. The question was asked why belt conveyors are not more generally used. BENEDICT SHUBART: Belt conveyors lack the ruggedness of metal conveyors and require more accurate alignment. They are much used in England though comparatively scarce here. The H. C. Frick Company's belt installation at Colonial mine is an unusual installation for unusual purposes. It is hardly main haulage, but is more comparable to railroad transportation. The belts are in long sections,, nine hundred to twenty-three hundred feet, there are no particular grades, only two turns, and the immense tonnage handled justifies a quality of installation that at this day would not prove economical in most mines. EUGENE McAULIFFE, Union Pacific Coal Co., Omaha: Was much impressed on learning at the American Mining Congress that the Hudson Coal Company had mined last year 1,500.000 tons of coal from a 36-inch bed and had transported this coal to the mine cars by scrapers and conveyors. He did not believe that because one or two percent of the men around the mines were opposed to loading machines, that it should be said that the mine workers were inimical to such labor saving means. He believes that when duly explained to them they could see the advantages of the equipment offered and would be friendly to its introduction. The Sheridan-Wyoming Coal Company at Sheridan have eight Goodman Hydraulic loaders in operation in rooms .with Joy loaders driving the headings. It is not possible for the mines which had to pay high wages to compete with those whose wage scales were lower unless by the introduction of loading machines. He received a letter from Dr. L. E. Young of St. Louis, general manager of the Union Collieries Company, that his two Goodman Hydraulic machines were loading an average of three hundred tons each daily. THE SECRETARY: H. N. Taylor, president, Sheridan-Wyoming Coal Company, said Mr. Green of the American Federation of Labor told him he would have no trouble with Union Labor, and, if any local disturbances were created, they would be stopped. The Union nationally is with the introduction of labor saving equipment. J. B. FORRESTER, General Superintendent. United States Fuel Company, Hiawatha. In his opinion metal conveyors are preferred because they can be lengthened and shortened at pleasure, and so can be operated with greater flexibility than belt conveyors. W. C. HOLMAN, Chief Engineer. Phelps Dodge Corp: The Phelps Dodge Corporation have two Jeffrey belt conveyors in tandem which obviates brushing where the coal is low. MR. E. O. WIEDERANDERS, Jeffrey Mfg. Co.: Says he has seen belt conveyors in use in England and is much taken with the idea. MR. WM. MOORHEAD, Phelps Dodge Corp.: Our conveyors are in twenty-foot sections, each with a motor. Three of them tandem make a sixty-foot face. GENERAL: There was discussion regarding the size of the coal produced by conveyors. It was said that when the Gunn-Quealy Company started their operations, the coal was very large, but now there is not so much care taken to produce large coal as the market is now demanding smaller coal. The Secretary said that the use of conveyors at the Kemmerer Coal Company's mine had almost doubled the percentage of lump coal. Mr. McAuliffe questioned

MR. McCLURE: Mr. Chairman, you sprang a surprise on me; I really came over here for a good time. Gentlemen, I am not at all qualified to pose as an expert on pulverized fuel; I have merely been making some rather interesting observations, and unfortunately at the present time, a great deal of substantial data, the technical data, I don't happen to have with me; it is still in the process of being calculated, but I will be very glad to tell you some of the observations as I have made them, and in as truthful and complete a way as I can. The question of how we would handle fuel became a very pressing subject in this new Valmont electric plant, which is now under progress. We have studied the methods of burning fuel for a number of years on different types of stokers at the existing plants in Denver; we are burning it with a natural draft chain grate and with underfeed and with forced draft chain grates, and I am very frank to confess at the present time that I have no answer as far as stokers are concerned for a better solution of the problem of burning lignite. In other words, I could not tell you that this or that is a better type of stoker to use for that coal. However, to boil the thing down, after considerable trials, the underfed stoker was chosen as the one most adaptable for the utilizing of lignite fuel if stokers are to be used. In other words, the chain grate was put aside. I might say in support of the chain grate, the prime reason for which that type of stoker was condemned, as far as lignite goes, is the initial investment charge and the large maintenance which is involved.

Benedict Shubart, Secy, Rocky Mountain Coal Mining Institute. Denver, Colo. Dear Sir: "Sorry not to be able to be with you but since my function in the Institute has been largely along the line of `stirrer up of trouble' (of course always with the aid of Dalrymple), I do not wish to fall from grace now so am sending you a pamphlet on the last page of which is a' tabulation as to accident indices of various coal mining states and it seems to indicate that the states comprising the Rocky Mountain Institute have the poorest accident record of all the states producing coal. "It seems to me that even allowing for possible deficiencies in connection with placing accidents upon basis of hours of exposure, our western states need to `tighten up' as to safety practices, hence I hope that the Safety Committee report will be both drastic and progressive and that western coal mines apply the drastic proposals in addition to approving them as the policy of the Institute. Why wouldn't it be advisable to have a committee appointed to ascertain why the safety record of the states comprising the Institute is so bad as to coal mines? Wishing the Institute all kinds of success." (Signed) D. HARRINGTON. SECRETARY SHUBART: He encloses this pamphlet issued by the Bureau of Mines. On the back of it is this table; and it is a fact that the Rocky Mountain States are down at the lowest in almost every case, at the lowest point, with the highest accident rate in almost every kind of accident. Maybe he is wrong; maybe he states this for reasons. That is a rotten looking table for us.

MR. PRESIDENT AND CO-WORKERS IN THE COAL INDUSTRY: I was requested by our president to prepare a paper on Longwall Coal Mining, to be read before this honorable organization. There are three general systems of Longwall, Longwall advancing and Longwall retreating, and the Nottingham system which is worked in England and South Wales. In Fremont county, where I am employed, the Colorado Fuel and Iron Company are working their mines on the advancing system. The face is started generally from the bottom of the shaft or other mine opening, or, at the outside of the pillar left to support the shaft or slope-bottom and advances toward the boundary of coal area. As the roads in this system are maintained by pack walls, it is sometimes called gob-roads system, and by these means the mine is opened up rapidly and consequently early returns are secured from the capital invested. By this method, there is no expense for narrow work, and a minimum amount of timbering of the roads is required. Now what I call ideal Longwall work is where there is about eight inches of dirt mining-and four and one-half feet of coal, .and when the entries and rooms will gob themselves, so that there will be no rock or dirt to haul out to the surface. But this is not the case in the mine I am in charge of. The entries and rooms will not gob themselves, therefor we have to haul the rock and dirt to the surface, which runs up the cost of production. Now the ideal roof in Longwall is composed of tough elastic and pliable strata that yield gradually by bending when the coal is removed, and throwing a sufficient weight or roof pressure on the coal face to break the coal when the same has been mined or undercut. Timbering should be done systematically, the coal well spragged before the miner starts to undermine the coal. Cogs or cribs are alright in their place, but I am not a believer in crib in Longwall working because they are too strong for the roof and do not leave the roof to squeeze .down gradually and break the roof around the crib. Longwall work requires particular skill on the part of the miner, and a familiarity with the conditions affecting room and pillar work, and a good room and pillar mail may not be successful in. Longwall work. A good Longwall miner realizes more than any one else the importance of being regularly at his place every working day. A day lost causes his place to fall behind the others which makes his work harder, and his daily output is further reduced by the amount of small coal that is liable to result from the excessive pressure where the face falls behind. The bad results are also felt by the miner working on each side of such place, as the roof pressure is often insufficient and the coal does not break as well as when the face is kept in a uniform line.

The topic assigned me by the Chairman of the Institute, "Safety Practices in Franklin and Williamson Counties, Illinois," I fear will necessarily resolve itself into a paper on shale dust, its application and the results obtained. I returned .only last week from a three weeks trip through these counties at which time, through the courtesy extended me by the operators, I had ample opportunity to visit and inspect many of the largest mines in the field, some of which are among the largest in the United States. With the exception of shale dust and ventilation, I see but vary few instances where the Illinois mines are further advanced in safety precautions than the western mines, and in some respects I believe the operators of the West are further advanced in safety methods than their eastern brothers. Great care is exercised in handling of all ventilation currents. This is an aboslute necessity, as this field is quite gaseous, and the peculiar geological structure of the overlying and underlying strata makes airtight seals very

The fifth Annual RMCMI Mine Rescue Evaluation was held June 29 through July 2 in conjunction with the 92nd RMCMI Convention. Eight teams from four states participated. Ted Laughlin Coteau Properties Co ND Capt. Terry Davis Kerr-McGee Coal Corp WY Capt. Elvin Stanton Sabine Mining Company TX Capt. Spencer Thompson Solvay Minerals WY Capt. Ray Blaisdell Activities started with a Rope Rescue class taught by John Peleaux, from Innovative Access, at 1:00 p.m. on Saturday. The Mine Rescue Reception, Team Meeting, and Equipment Inspection was held Saturday evening. All participants received a T-shirt and cap. The Mine Rescue Evaluation started Sunday morning and ran until it was rained out around 3:00 p.m. There was a team swap meet Sunday evening at which teams bought extra caps and shirts. They also traded with other teams. [ ] The Evaluation resumed Monday morning and ran until mid-afternoon. The Evaluation was made up of seven stations. There were six scenarios and a written test. Teams were also challenged by a 14-foot confidence course wall to get their team over. The teams were evaluated by: Jack Knight Champion International, Pensacola, FL Becki Pickert Colorado Northwestern Community College, Craig, CO John Peleaux Innovative Access, Evergreen, CO Lynn Busskohl Kerr-McGee Coal Corp., Gillette, WY Lenny Altenburg Kerr-McGee Coal Corp., Gillette, WY Elvin Stanton Kerr-McGee Coal Corp., Gillette, WY Clarence Baker Kerr-McGee Coal Corp., Gillette, WY The victims for the scenarios were from the Kerr-McGee Mine Rescue-Team. They were: Dana Cooper, Doland Zink, Suzanne Ott, Mike Szuma, and Craig Moore. Also helping as a victim was Candy Cobb from Casper, WY. [ ] The program concluded Tuesday morning with the Awards Breakfast. A medical kit, donated by Strategic Supply, was given to the Solvay Minerals Team for the fastest time over the confidence wall. Engraved stone awards were given to the teams indicating the rating they achieved. Four teams received Level Ill (The highest rating) and three received Level II. The Kerr-McGee team also received an award for helping put on the evaluation. Additional stones were presented to Jack Knight, John Peleaux, Becki Pickert, and RMCMI President. Marcie Greenberg. The current plans for the 1997 Mine Rescue program are that Jim Andrews with Colowyo Coal will assume the chairmanship. Goals for next year are to increase funding and participation by establishing sub-committees or task groups. With the chair located in Colorado, coordination of the evaluation should be easier. Comments from all the teams were positive and they intend to return next year at Steamboat Springs. [ ]

At 10 a. m. registration was commenced and completed. At 11:30 a. m. the meeting was called to order by the President, William Littlejohn. There was no unfinished business, new business nor reports of committees. The minutes of the previous meeting, as published in the proceedings, were approved. The report of the Treasurer was referred to the Auditing Committee who were auditing the report of the previous year. At 2 p. m., President William Little- john called the meeting to order for study session. Mr. J. Samuel Pyeatt, the new president of The Denver & Rio Grande Western Railroad, ad- dressed the Institute at length, expressing his pleasure at the opportunity of meeting the coal operators, pledging his cooperation toward the solution of the mutual problems that are arising. He reviewed the change in the Western Industrial situation; explained how the revenue of The Denver & Rio Grande Western Rail- road was being received from freight rates, only twenty-four per cent above the rates of 1914, yet laborers receive 97 per cent more, supplies cost 58 per cent more, showing that no reduction in rates can be expected unless other conditions are adjusted. He gave figures to show the immense sums, aggregating ten million dollars, that have been spent on improvements in the last ten years. The railroad is improving and will continue to improve. Mr. Pyeatt feels that the serious troubles of the railroad are over and that with the cooperation of the shippers, better service and more profits are ahead. He showed the increase in rates on farm products to be only 48 per cent, as against an average in- crease in price of farm products, them- selves, of DG per cent. The position of the farmer is not as serious, nor un- fair, as has been claimed. More equitable legislation is promised, and this is needed to offset the efforts of demagogues to deceive the people as to the actual facts. Much equipment has been put into the railroad, much new and powerful equipment, and ten of the largest narrow gauge locomotives ever built have just been ordered, engines that will do the work of three of the present locomotives. This ratio of improvement will be maintained throughout the narrow guage system, and the Rio Grande will not lag behind the shippers and the operators in co- operation. The President answered Mr. Pyeatt's remarks, and then called the meeting to order for discussion. The study sessions were held; papers were read by .J. H. Emrick, "Cutter Bits"; D. A.
