The purpose of this study is to determine worker acceptance of modified mine equipment at various intervals during a twelve month period. A survey instrument was administered to the workers by two experienced miners in four interviews. All four interviews showed a significant positive response to all modifications, except the small size of the cab of the shuttle car; however, the small size produced significant negative responses with respect to comfort in each of the four interviews. Initially, (interviews one and two), there were significant negative responses with respect to manufacturer receptivity to operator suggestions and program management follow-through on operator suggestions; however, the third and fourth interviews showed no significant negative responses with respect to these items. Likewise, there were significant neutral responses in the first two interviews; however, the third and fourth interviews showed no significant neutral responses with respect to these items.

This is one of a series of papers dealing with mining methods, practice, and costs be¬ing published by the United States Bureau of Mires. In this paper a description of the mining practice in vogue at the Braden unit of the Kennecott Copper Corporation is undertaken. PRODUCTION At present (1931) the entire production of ore is being obtained from the Teniente mine. The miring method in use is an adaptation of block undercutting which has been a development of the stoping and pillar caving experience obtained at this property. Improvements in mining practice are constantly being made.

This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

Seasonally adjusted new factory orders for primary metals declined in January, February, and March, especially in the steel industry. The decline was part of an apparent slowdown for the entire manufacturing sector. Orders for all durable goods, including not only primary metals, but also clay, glass, and stone products, fabricated metal products, machinery, and transportation equipment, fell in January and February. In March, orders rose a slight 0.8%. According to the U.S. Department of Commerce, the downturns in durable goods orders in January and February were the first back-to-back declines in 3 years. They were largely attributed to a drop in orders for transportation equipment, mainly auto-mobiles and aircraft, while the small gain in March was due to a surge in aircraft orders. Higher interest rates may be partly responsible for the slowdown in durable goods orders over the past 3 months. The higher rates have also hit the construction industry--another major end-user of minerals. Construction of new homes and apartments fell by a seasonally adjusted annual rate of 5.4% in March, following a 12% decline in February.

Reynolds Metals Company announced plans to increase its rate of production of primary aluminum by 17 thousand tons per year by the end of February. Other producers were expected to increase operating rates during the first quarter of 1976 (see table 10 pg. 29). CHROMIUM -Under the Trade Act of 1974, a petition was filed July 16, 1975, with the U.S. International Trade Commission (ITC) by the Tool and Stainless Steel Industry Committee for Import Relief and the United Steelworkers of America, AFL-CIO, for import relief for certain stainless and alloy tool steel products. The Commission determined on January 16, 1976, in a report to the President, that increased quantities of imports of stainless steel sheet and strip, plate, bar, and rod and alloy tool steel except ingots, blooms, billets, slabs, and sheet bars were a substantial cause of serious injury or threat thereof. The Commission recommended import quotas for the period 1976 through 1980. The President has 2 months in which to act, with his decision subject to a Congressional override.

Ingersoll-Rand Research, T n c and the Lee-Norse Co. built a Bureau of Mines sponsored, special deep cutting continuous miner under this contract to study the effects of rotational speed and depth of cut on airborne respirable dust. After preliminary tests indicated and later verified that deep cutting - low rotational speed reduces airborne respirable dust, a series of underground tests were performed (9 combinations of rotational speed and depth of cut at 45° bit angle and 4" bit spacing). Additional data was obtained on specific energy, coal sizing and noise. The conclusions reached from the tests results were; a) deep cutting reduces airborne respirable dust generated and specific energy needed to cut coal., b) the greater majority of the decrease occurs in going from 1" to 2" depth of cut, c) lowering rotational speed has a particularly sizable effect of reducing the amount of dust at the operator's location, d) no significant relationship was found for either noise level or coal sizing to rotational speed or depth of cut. Recommendations include. a)) use of specific energy as an indicator of the change in dust level correlating to changes in cutting parameters, b) mine operators should acquire new deep cutting machines., since retrofitting would be selective.

As an aid to studies of grinding, a batch laboratory classifier and elutriator has been developed at the U. S. Bureau of Mines Metallurgical Field Office at Moscow, Idaho, in cooperation with the University of Idaho. It is designed for use in conjunction with other batch laboratory apparatus, such as ball mills and flotation machines. It is shown in Figure 1. Description and Operation of Batch Laboratory Classifier The classifying column is a cylinder 4 feet 2 inches long, of 5 3/4-inch inside diameter, and terminates at its top in a cone or funnel 18 inches in diameter at the overflow elevation. The pressure chamber is of the same diameter as the classifying column, and has a conical bottom; it is provided with two openings, one in the cylindrical portion through which water is admitted, and the other, a small drain hole, in the apex of the conical bottom. The two compartments are bolted together and communicate with each other through the medium of a constriction plate provided with 3/16-inch holes spaced 1/2 inch apart. Constriction plates having any other percentage of opening may be substituted as the needs demand water is admitted to the compartment below the constriction plate at constant pressure. The volume of eater admitted is controlled with a valve. It should be mentioned that the classifying column at the bottom, just above the constriction plate, is glass.

The 53 countries that constituted Africa in 1992 accounted for a significant portion of total world output of a number of mineral commodities. However, the continent's total output for a number of major mineral commodities declined relative to the volume produced during 1991. (See tables 1 and 2.) The most conspicuous declines in mineral production from 1991 to 1992 were for cobalt and copper (declines of 28.6 % and 23.4 %, respectively), which could be partially attributed to mining and metal processing difficulties caused by political and economic disruptions in Zaire and for uranium (12 % drop), for which much of the continental production decline was ascribed to Namibian cutbacks in response to lower world prices. The severe regional drought also adversely affected the mineral industry in a number of sub-Saharan nations.

This report describes the study of factors which affect medium voltage (661 - 1000 volts) trailing cable splices used in underground coal mines. Improvements in quality, dependability, and design of splice kits and shop splices are presented in the study results and recommended guidelines and regulations. Recommended research programs are included which describe approaches for development of the recommended guidelines and regulations for medium voltage trailing cable splices. The basis for the conclusions and recommendations presented in this report is included in three appendices which describe a survey, splice examination, and general requirements development prepared during the progress of this study.

Zircon sand may be reacted with sodium hydroxide at 600° C. to form sodium zirconate and sodium silicate. Sodium zirconate is water insoluble and so may be washed free of sodium silicate. The sodium zirconate may then be converted to zirconyl chloride by the action of hydrochloric acid and the zirconyl chloride crystals separated by cooling the solution. This approach produces zirconyl chloride of satisfactory purity with less cost than is involved in buying anhydrous zirconium chloride and converting it. A proposed design for a plant is given, INTRODUCTION This work was conducted by the Rare Metals Branch as a part of research on zirconium at the Bureau of Mines Northwest Electrodevelopment Laboratories, Albany, Oreg., under the guidance of S. More gold is being produced now than ever before in recorded history. All over the world huge quantities of ore are being mined and processed, thanks to historically high prices for gold and the use of processing techniques demonstrated as cost efficient in the last 20 years. Over the past 10-15 years prices for many other metals have been depressed, and gold has accounted for a significant proportion of worldwide exploration and development expenditures(l)1. The revenues generated from gold mining are providing greater return on investment, more jobs, and more tax revenues to national governments than ever before. Emerging nations are using the gold industry as a springboard for development; developed nations are continuing to fuel their economies with gold industry revenues; and China and countries of the former Soviet Union are using the gold industry to generate foreign exchange, modernize their mining industries, and take the first tentative steps toward private sector participation in their economies.

This report presents production and delivered costs for coal exports from the five major Western coal-exporting countries: Australia, Canada. Colombia, South Africa, and the United States. Cost data were compiled from visits to 43 mines by U.S. Bureau of Mines engineers between 1985 and 1990. All report costs are in January 1989 U.S. dollars per short ton. Production costs for raw coal are divided into mining and regulatory categories. Costs are broken down by type of cost, type of mine. and country. Scheduled operating and capital costs for raw coal were processed by the Bureau's MINSIM discounted cash flow program to determine total production costs calculated at 0% and 15% discounted cash flow rates of return (DCFROR). Delivered costs are for salable coal delivered to various markets. Costs are broken down by supply country, market, and type of cost. Scheduled operating and capital costs for salable coal were processed by the Bureau's MINSIM discounted cash-flow program to determine total salable coal costs at 0% DCFROR. Added to total salable coal costs were transportation and port costs to get delivered costs. Comparative overview information on the coal industries of the five study countries are appended. This appendix includes information on industry economics and exports, production and reserves, and coal industry issues.

AN EXTENSIVE characterization was conducted on the neutral oil components in a low-temperature bituminous coal tar. A total of tai individual compounds identified with respect to individual isomers, and at least 55 other compounds were indicated to be present. The amounts were determined in all instances. A comparison of isomeric distribution in the tar with thermo-dynamic equilibrium distribution, and kinetic distributions indicated that the composition of the tar largely reflected the structure of the coal from which it was formed. Detailed descriptions are presented for the separatory and qualitative and quantitative procedures for the characterization of the neutral oil component. These include micro fractional vacuum distillation, displacement liquid chromatography, gas-liquid chromatography, countercurrent distribution, and infrared and ultraviolet spectrophotometry. Descriptions are given for the synthesis of authentic specimens of alkylindenes, The ultraviolet and infrared spectra of 134 polycyclic compounds, ranging from alkylindenes to alkylphenanthrenes, either found in the distillable neutral oil, or thought likely to be present, are also given.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash- softening temperature of ash, the free-swelling index, and the hardgrove grind- ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruc- tions issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the con- tractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal. The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals. The objective of this investigation was to evaluate the technical feasibility of smelting certain low-grade domestic iron ores in an electric furnace. Laboratory-scale experiments showed that a high recovery of iron in the form of pig iron can be obtained from east Texas ores containing less than 25 percent iron. The pig iron was amenable to standard-or electric-furnace-refining methods for producing steel. Car-bon, silicon, and phosphorus were the primary impurities removed in refining. Overall recoveries of iron as pig iron exceeded 95 percent, in contrast with commercial mineral-dressing recoveries on these particular ores of 50 percent of the iron as a 45-to 50-percent iron concentrate.

This report incorporates a review of available dewatering technology and an evaluation of its relevance to surface coal mines in the Interior Province of the United States. Guidelines for the selection, design and construction of dewatering systems are included. On the basis of documented experience, candidate dewatering systems were selected and evaluated with respect to their anticipated impact on the environment and mine operations. Included in the discussion is a summary of laws and regulations which can impact on dewatering operations. Following this discussion, geologic and hydrogeologic conditions within the Interior Province are described and potential dewatering problems at surface coal mines are identified. Model mines are developed which exhibit the most difficult dewatering problems identified, and it is demonstrated how available technology can be utilized to deal with these problems. Dewatering of coarse-grained, high permeability terrace deposits might be economically feasible today. Low permeability, saturated glacial tills or lake deposits appear to be significantly outside present economic feasibility for dewatering.

The foundation of Japan's growing industrial and economic strength lies primarily in minerals, power, and technical know-how. Domestic raw material resources cannot supply domestic demand, and imports are indispensable. The Japanese are forced to acquire minerals and metals on a global basis, and their activities already have made an impact on international markets. A by-product of these efforts is the development and expansion of mines in many parts of the world to supply Japanese requirements. Japan now has a surplus capacity to produce finished products for consumption and export. Tradition-ally, domestic deficits in minerals have been met by importing crude materials. Because of the rising demand, however, the time has come when semi finished products as well as crude minerals are required. While the domestic market is the mainstay for Japan's industrial products, expanding export markets are essential for balancing trade and for providing economic prosperity and higher living standards for the Japanese people. Japan has a long history of mineral and industrial development, and the best in modern practices abroad has been adopted and modified for use under Japanese conditions of smaller enterprises, cheaper labor, and a more closely knit society. Generations of industrious workmen, technicians, and business-men have been trained in industrial occupations. Devastation of war temporarily slowed progress, but at the same time provided the opportunity for reconstruction, modernization, rationalization, and expansion. The Japanese excel in small and medium-sized operations, but they also have mastered large-scale production. Management is aggressive, practical, and strongly imbued with the concepts of effective utilization of resources. Integrated operations, diversification of facilities, intense competition among concerns in the domestic market, and close cooperation in foreign activities characterize Japanese industrial policies. Available capital has been utilized up to the limit for the establishment of mineral and other industrial facilities at home and abroad. Technology, machinery and equipment, and transport services have been exported along with venture capital, and funds have been advanced against future delivery of foreign raw materials. The Government has been restrained in regulatory functions and has provided technical services to private industry. Thus, Japan's technological foundations are secure, management practices are efficient, and government has stimulated production. The future outlook is bright for the continued rapid growth of mineral and other industries in Japan. Already supreme in Asia in per capita output and living standards, Japan steadily is gaining on the European countries. Steel production has overtaken the United Kingdom and is pressing the level in West Germany. Consumption of fuels and power is expanding at a rapid rate. Construction activities are booming. Japan has built up medium-sized non-ferrous industries. Its ability to produce the exotic metals needed in the nuclear space age is well established. Since Japan makes a great variety of mineral products, her overall posture in mineral extraction and processing is strong. Primarily as a result of intensive efforts in the mineral and other industrial fields, Japan is emerging in world markets as a serious competitor to all industrialized nations.

The Federal Coal Mine Health and Safety Act of 1969 requires that each operator of a coal mine shall take accurate samples of the amount of respirable dust in the mine atmosphere to which each miner is exposed, a measure designed to prevent the development of coal workers' pneumoconiosis. This textbook manual is used in the training of personnel to operate respirable dust sampling devices and to conduct sampling programs. It contains the portions of the act applicable to respirable dust standards, the procedures to be followed to insure compliance with Federal regulations, and descriptions of sampling devices.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. The study site in northeastern Illinois underwent surface mining for coal in 1943 and was reclaimed by the state of Illinois in 1972-1973. Additional soil amendments and seed were applied to the spoil surface in 1975-1980. Previous studies in 1975-1978 had shown that the surface spoil materials and five final-cut lakes at the site were quite acidic and the lakes contained high concentrations of sulfate and dissolved metals. Surface runoff water from monitoring plots in 1976 were only moderately acidic and the mean concentrations of most dissolved metals and sulfate in the runoff waters were less than 25% of the concentrations found in Lake B. By 1980, vegetation had become well established over most of the mined area. However, the five final-cut lakes (Lakes A-E) remained acidic. The purpose of the study reported here was to determine the physical and geochemical subsurface conditions of the spoil materials, the hydrologic flow system within the spoils, and the magnitude of acidic spoil leachate migration into the lakes and into the wetland prairie north of the mine site. Lakes A, B, C, and E were still very acidic in 1980-1981 (pH range: 2.9-3.4; aridity range: 110-860 mg/L as CaCO3). Lake B had the worst water quality, with mean concentrations of dissolved aluminum, iron, manganese, and sulfate of 75, 25, 37, and 3340 mg/L, respectively. Shallow groundwaters in spoil materials around Lake B had a lower pH and about two to four times greater concentrations of aridity, aluminum, manganese, zinc, and other metals and nearly 20 times greater dissolved iron than the water in Lake B. The shallow groundwaters in undisturbed soils and bedrock 10-30 m north of the mine site spoils generally were alkaline, but did contain occasional moderately high sulfate and metal concentrations. Pumping tests and recovery tests conducted in piezometers showed hydraulic conductivities of spoil materials ranging from less than 10- to 10-5 m/s; hydraulic conductivities of natural soils and bedrock were measured between 10-10 to 10-7 m/s. Water levels in spoil materials increased rapidly in response to rainstorm events and the recession curves were relatively quick to decline, lasting only two or three days. Quick infiltration of rainfall into the spoil surface and percolation down to the water table caused a rise in groundwater levels and movement of spoil groundwater into the lakes. This groundwater component in the lake water budgets could account for most of the water quality problems occurring in the acid lakes.
