This Bureau of Mines report presents a discussion of the statistical approach to the design of experiments and indicates, by concrete examples, how and when statistical design is essential for obtaining meaningful data with a minimum number of experiments. Every research worker plans his work and designs his experiments in a manner which, based on his experience, seems most rational to him and which he believes will produce the information essential for resolving the problems. If the results obtained are open to multiple interpretations and are not of definitive reliability, the failure of the experiment design to produce the desired information may be due to several causes, These include faulty judgment in selecting the factors to be tested, ignoring the importance of interaction between factors, failure to adequately control test variables, and assuming that meaningful trends in the results can be identified without comparison to a predetermined experimental error. An experienced researcher probably will deduce from the nature of the data obtained that the design is faulty and may by trial and error ultimately arrive at the correct solution to the problem. Statistical methods of planning research minimize the chance of faulty experiment design, embody concrete procedures for testing the validity and reliability of the test data and for indicating mandatory changes in the design, and enable the researcher to obtain meaningful information with the least number of tests.

The U.S. Bureau of Mines has been concerned for many years with the general problems of underground coal mining and the particular problems due to the methane content of the coal. The Bureau and others have worked diligently to improve the health and safety conditions for underground coal miners. It has been recognized for many years that the methane in coal would have some value if it could he recovered and used, Also its removal before coal mining began or during the mining cycle itself would make mining safer and more economic due to a potential saving in ventilation costs. The work covered in this report was carried out to review methods of removing methane from active and inactive regions of operating coal mines and to determine how the methane could be concentrated and utilized economically.

This publication contains 14,242 analyses of gas samples from oil and gas wells and natural gas pipelines in 40 States and 24 foreign countries. These gas samples were collected in the period 1917-85 as part of the Bureau of Mines survey for helium occurrences. The gas analyses contained herein were made by several methods over the period covered. Analytical work on samples collected early in the period was done on the Orsat apparatus. The one-cut apparatus and four-cut fractional distillation equipment were added later. A mass spectrometer was acquired in 1949 and used for all gas analyses made after that time. From 1917 to 1978, helium analyses were made on special helium analytical equipment designed and built by the Bureau of Mines Helium Operations Laboratory. In 1978, this apparatus was replaced in the quantitative helium analysis work by a gas chromatograph.

There are two distinct coal fields in Kentucky-the Eastern field constituting a part of the Appalachian coal region and the Western field constituting the southern part of the Eastern Interior region. The outcrop pattern of the State is dominated by the Cincinnati arch. Coal-bearing Pennsylvanian strata occupy a low structural position on either flank, preserved thereby from erosion, which in the past has removed these same beds, though a much thinner succession, from the crest of the arch. General geological relationships are shown in figures 1 and 2. On April 13, 1750, Dr. Thomas Walker discovered the first coal recorded in Kentucky. He entered the State through Cumberland Gap (Cave Gap) and found coal a few miles north.

"INTRODUCTION The primary purpose of the Bureau of Mines electrolytic manganese pilot plant at Boulder City, Nev., is to improve the Bureau-invented electrowinning process and to determine the applicability of the process to the extensive domestic low-grade manganese ores with a view to making the United States dependent upon foreign sources of manganese. 3/4/ Incidental to accomplishing this purpose, the pilot plant has produced a substantive quantity of electrorytic manganese since the start of operations late in 1941; present cabacity about 1 ton a day of manganese metal. A second important purpose of the pilot plant is the supplying of electrolytic manganese for full-scale tests in cooperation with industrial users of manganese.The Rustless Iron& Steel Corp., Baltimore, Md., was the first steel company to cooperate with the Bureau of Mines in large-scale testing of electrolytic manganese. Arrangements were made with C. E. Tuttle, then president of the corporation, whereby the Bureau would supply electrolytic manganese to make a sufficient number of full-scale stainless-steel heats to demonstrate thoroughly its merits as a replacement for low-carbon ferro-manganese in the corporation's stainless-steel practice. The corporation's purpose in the investigation was to determine the possible advantages of electrolytic manganese resulting from its almost complete lack of phosphorus and caroon that might offset its then considerably higher cost per unit of manganese than low-carbon ferromanganese. The data presented herein are based upon reports of A. L. Field, technical director, and L. Weitzenkern, research engineer of Rustless Iron & Steel Corp.; they are supplemented by observation of the author who visited the plant during the tests."

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. This regional report covers the mineral industries of Canada and 40 countries and areas in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1990 and 1991. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

The London Metal Exchange began its first official session of aluminum trading on Monday, October 2, LME prices based on 3-month forward contracts opened Monday at 52.4 cents per pound, fell midway through the week to 52.3 cents and ended Friday at a high of 52.7 cents. For the week, LME metal averaged 52.5 cents. Although Reynolds Metals Co. and Aluminum Co. of American continued in September to value unalloyed 99.5 percent aluminum ingot at 53 cents per pound, other producers were at higher positions of 55-57 cents. Alcan Aluminum Corp. of Alcan Aluminum, Ltd., a Canadian producer, increased prices for its U.S.-marketed ingot by 2 cents to 55 cents per pound, effective September 21. New York merchants increased ingot quotes by approximately 0.5 cents to 52.8-53.5 cents per pound.

The literature on radium is already voluminous, but mcuh of it is too technical to be intelligible to the average reader, and there is no single publication that covers certain economic features of the radium industry. As a result of the renewed interest in the possibilities of domestic carnotite deposits a number of requests have been made to the Bureau of Mines for information, more particularly with reference to the business aspects of the industry. In order to meet this apparent need, the present paper has been prepared from material available in the files of the bureau. The technical data are compiled from various sources and are believed to be reasonably dependable, but the attempt has been not so much to achieve meticulous scientific accuracy as to brim; together facts of industrial significance and popular interest. GENERAL DESCRIPTION Radium is a brilliant white metal that melts sharply at about 700°C. and volatilizes appreciably at that temperature. With an estimated specific gravity of nearly 6.0, it is more than twice as heavy as aluminum and 25 per cent lighter than irons. Although it has been isolated in its metallic state, it is not used in that form, partly because it tarnishes rapidly even in dry air (forming a nitride), partly because of the greater expense of reducing it to metal, and partly because of the difficulty of dealing with such minute quantities of material. It is used always in the form of its compounds, the most important of which from the vie point of utilization are the bromide, chloride, and sulphate.

The survey work on protective canopy design was conducted in a 2-month period commencing November 15, 1973. The reported re¬sults under this contract are intended to provide guidance to coal mine operators in complying with federal regulations pertaining to incorporation of protective canopies on underground coal mine electric face equipment. All coal mine electric face equipment manufacturers and 11 coal mines were visited in the course of conducting this survey. Canopy designs currently being manufactured and those now being used underground were examined and discussed with manufacturers, mine operators, machine operators, and safety committeemen. The general objective was to find out what kind of canopies are now being made and used underground, what the operational problems are, and what can be done to secure improvements. Specifically, the survey scope was as follows: a. Survey all electric face equipment manufacturers. b. Survey 10 coal mines (seam height 60 inches and greater). c. Identify current production canopy configurations and minimum mine entry dimensions for each model and type of electric face equipment. d. Assess in-mine operation of canopies developed by manufacturers and/or coal companies. e. Specify optimal canopy configuration and minimum mine entry dimensions for each type and model of electric face equipment.

This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, the United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Nor-way, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.

"SUMMARYThe quality of Moose Creek coal is considered superior to that of any now being produced in the Matanuska field of Alaska. In rank it is classed as roar coking high-volatile B bituminous coal.At present the Moose -Creek mines are accessible from the Glenn highway by 6 miles of well-maintained gravel road. The nearest railroad loading point is Moose Creek siding; 7 miles by road from the Buffalo mine. Palmer, 12 miles south of Buffalo mine, is the nearest town. Anchorage is 50 miles south of Palmer by road and-railroad.Core drilling and trenching by the Bureau of Mines revealed 2,375,500 short tons of coal in the Buffalo series on the Buffalo Coal Co. leasehold. Of this, 514,200 tons is considered measured coal and 489,900 tons indicated coal. Existence of deeper beds over the same length increased the tonnage of coal of all categories to 3,279,300 tons. The property has an assumed life, of 16 to 22 years, depending on the number of beds mined, based on an output of 500 tons of coal a day and 100-percent recovery. Coal from some of the beds car be marketed without washing however, a washery is necessary if all beds are mined. Beds in the Buffalo series not mined in the ""first mining"" will be irrecoverable at any later date.The Bureau of Mines completed exploration of approximately one-third of the local coal-bearing areas during 1943. Knowledge gained from this work makes it possible to investigate the rest of the area by drilling an estimated additional 5,000 foot of hole."

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining' the potential fur reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

Oil shale, a long-considered potential source of motor fuel in the United States, is found over an extensive area in the Green River formation in Colorado, Utah, and Wyoming.4/ Oil has been retorted commercially from shale in Scotland for many years,5/ and work done by the Bureau of Mines and other investigators has shown that it is technically feasible to extract oil from American shales.6/ By refining, the shale oil may be converted into marketable products similar to those manufactured from crude petroleum. Patterns of species colonization, biochemical interaction among species, and competitive phenomena were studied in four reclaimed areas in western North Dakota ranging in age from one to four years after mining, along with a site from a native mixed grass prairie for comparison. Early successional changes in floristic composition and soil chemistry were quantified. The mined sites had been contoured, topsoiled, fertilized and seeded. Despite seeding of agronomic species, initial colonization was by fugitive species; analysis of the seed bank in topsoil showed that the most dominant colonizers immigrate after topsoiling. Of the 95 species encountered, Kuchia scoparia was the most dominant in the first two years following mining. Kochlo had relatively low densities in the first year (50-80 plants m-2), but was robust and attained heights of 88 cm with a biomass of about 400 g m-2 In the second year, the plant densities increased to over 10,000 plants m"2 but the height and biomass were reduced to 15 cm and 90 g m-2. However, during the third and fourth years Kochia density declined and was practically non-existent by the fourth year, while the planted Agropyron grasses had concomitantly increased. Other pioneers like Amaran thus retroflexus, Chenopodlum album, Helianthus annuus, Salsola spp. And Setaria spp. showed a less abrupt but similar decline. Chemical analysis of the soils over the same time period showed decreases in electrical conductivity (E.C.), and in the concentrations of P, Ca, Mg, Na, Li, Sr, and SO4 (due to leaching), while N increased. Field studies were conducted on the competitive relations between the dominant species - Kochia scoparia and Agropyron spp. - during early succession. It was found the Kochia acted as a "nurse" crop for several months during the first year of Agropyron spp. establishment, but then began to shade heavily by late July, thus reducing grass tillering. Field and growth chamber experiments on the intraspecific competition relations of Kochia demonstrated that its density and dry matter production, per plant and per unit area, conformed to several laws of plant population biology. Autotoxicity or the depression in growth of a species by its own degradation compounds, in Kochia, appears to be the main factor causing the decline in its growth. Results from a field experiment indicated that thinning dense second year Kochia stands to the density of first year stands did not alter the growth of Kochia, providing strong evidence for autotoxicity. Similarly, several growth chamber experiments demonstrated that small amounts of decaying Kochia leaves and especially roots were toxic to Kochia growth, but not Melilotus officinalis or Agropyron canlnum, Chemical analysis of the soils and plant tissues indicated nutritional im¬balances as shown by P/Mn and P/Zn ratios may be responsible for autotoxicity. In addition to Kochia, a bioassay experiment showed allelochemics to be important in several other colonizing species. Although our results indicate that later stage species generally have greater toxicities than first year colonizers, autotoxicity in the very initial stages seems to be accentuated by harsh habitat conditions. Several practices (mowing. fire, etc.) are used to manage grasslands. Mowing of the first year erect, annual, colonizing vegetation was shown to be beneficial in the growth and establishment of wheatgrasses after mining in western North Dakota. Plots containing Kochio predominantly were mowed in mid-and late-July, and in mid-August, during the first year of growth after recontouring, replacing topsoil. seeding and fertilizing. It was found the Kochia densities were reduced to two percent of the control and its biomass reduced to less than one-third when the area was mowed in mid-August. On the other hand, wheatgrasses showed increases of 23% in stem density and 860% in biomass production over the controls when mowed in mid-August. The mowing of Kochia just before seed-set apparently reduces interspecific competition between Kochia and Agropyron spp. during the following growing season. The method is highly recommended for use in hastening the establishment of planted grasses.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine venti lation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which ,accounts for a major portion of the market for coal, received further study. Unique power generation systems, inc luding coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

Electric power curtailments resulting from the coal strike, required Noranda Aluminum, Inc. to shut down its 140,000 ton-per-year (tpy) primary aluminum smelter at New Madrid, Mo., and layoff 308 workers. Other primary aluminum production facilities affected by the coal strike included the Aluminum Company of America plant at Evansville, Ind. which shut down half of one potline; the Eastalco Aluminum Co., smelter at Frederick, Md., which cut production by 7 percent; and the National-Southwire Aluminum Co. plant at Hawesville, Ky. which cut production by 6 percent. Alumax, Inc. announced that construction had started on a 91,000 tpy potline at the Eastalco primary aluminum smelter. The new potline will be owned 65 percent by Alumax and 35 percent by Mitsui & Co. Ltd. Howmet Aluminum Corp., which currently owns 50 percent of the existing 176,000 tpy facility, has the option of becoming a 50 percent owner of the third potline in 1982. Construction of the new line was scheduled to be completed in 1980.

Helium has probably aroused more varied scientific curiosity than any other single element. Discovered by spectroscopic examination of the sun during an eclipse in 1868, helium is now known to exist not only in the sun and other stars but on earth occluded in minerals, accumulated with natural gases in pockets in the earth's crust, and in the atmosphere surrounding the earth. Astronomers study its presence in the various stars of the universe for clues to their origin and history. Geochemists and geologists study its occurrences in rocks, minerals, and meteorites to determine the age of the earth and the manner of its formation. Pathologists study its effect on living tissues in search for the ideal combination with oxygen for artificial breathing mixtures in medicine, diving operations, and space vehicles. Chemists study its physical properties and use it to trace the sequence of events in reactions in which it does not participate. Geneticists and bacteriologists use it for special studies. Physicists study its behavior when liquefied and the behavior of materials cooled to nearly absolute zero by its use. Nuclear physicists learn more about the universe through study of the nuclear reactions that produce it. Through study of helium and greater knowledge of its origin and properties, science continues to unlock some of nature's more closely guarded secrets. Unknown on earth before 1895, and not discovered as a minor constituent of natural gas until 1905, helium with its simple atomic structure--a nucleus with two electrons orbiting in a closed shell--is a unique element. It is next to the lightest gas, only hydrogen is lighter. It occupies position number 2 in the Periodic Table of the Elements and heads the list of so-called "rare" or ?noble? gases. Most of the naturally occurring helium has an atomic mass of 4.003874 (oxygen = 16). A trace (1.7 x 10-5 mol percent) is the light isotope helium-3 whose atomic mass is 3.0169800 Unstable isotopes of mass numbers 5 and 6 have been authenticated. Isotopes of mass numbers 7 and 8 have been reported, but their existence is less well established. All the heavier isotopes are radioactive and are the product of nuclear reactions.
