Studies of benthic recolonization in the aftermath of marine aggregate dredging in the U.K. and elsewhere are limited and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed extraction sites in the U.K. at various times following cessation of commercial dredging are very limited, and so judgments as to the likely progress towards environmental restoration and the time-scales involved continue to be based on predictions rather than real data. This field-based research programme was commissioned to enhance the understanding of processes leading to physical and biological recovery of the seabed following dredging, thereby aiding the identification of practices to minimize environmental harm at licensed sites, and to promote rehabilitation on cessation. The outcome of survey work will have the notable benefit of allowing questions about the present status of locations hitherto subject to commercial exploitation to be answered directly, rather than by inference.

Several metallogenic zones including Sakmara, Magnitogorsk, and East-Ural zones were revealed in the Ural fold belt (Fig. 1). These zones are considered to be the paleogeodinamic sectors corresponding to marginal sea, island arc system, and uplift respectively. Ferruginous-manganiferous sediments in the Southern Urals are hosted by the basalt-rich volcano-sedimentary series of the Magnitogorsk paleoisland arc system with West- and East Magnitogorsk island arcs and Sibai inter-arc basin. The manganiferous mineralization occurs in association with the Middle Devonian stratabound hematite-quartz rocks and bedded red jaspers localized on the foot or handing walls of massive sulfide deposits. Fe-Mn nodules are widespread in jasper horizons on the flanks of manganese deposits. We have studied Fe-Mn nodules from the Faizulino and Yanzigitovo Mn-deposits formed in the Sibai inter-arc basin and compared them with well known Fe-Mn nodules from modern oceans.

The 1982 United Nations Convention on the Law of the Sea contains major provisions that U.S. negotiators have sought for over two decades. The internationally recognized right to the mineral resources of a broad continental margin is of potentially enormous future importance to the United States. Although water depths reach 10,000 feet in some of the deeper areas of the margin, technology is rapidly making those depths economically accessible. In 1997, production in the Gulf of Mexico will reach a world record water depth of 5400 feet. Of perhaps even greater importance to the oil and gas industry is the broadly acknowledged right for tanker transport of oil to take place throughout all parts of the world's oceans.

The research affiliate projects of the Continental Shelf Division of the Marine Minerals Technology Center concentrate on the development of technologies and methodologies for the exploration 4 and assessment of nonfuel continental shelf mineral resources within the U.S. Exclusive Economic Zone. Three of the FY 1990-91 research grants are summarized below. Scientists at the Center for Applied Isotope Studies at the University of Georgia have developed ?An Advanced Design for a Seafloor Gamma Isotope Mapping System? for the rapid collection of data on seafloor sediments. This system is designed to detect gamma radiation emitted by naturally occurring radioactive elements found in marine sediments. This data can be used to study seafloor lithology and has direct application in marine mineral surveys. The purpose of this study has been to redesign and calibrate the system for marine mineral survey work. Recent modifications of the sled design, gamma radiation detector, and supporting software have resulted in considerable improvements in sensitivity, functional operation, and data acquisition.

Underwater intervention operations have been supported by robotic systems such as remotely operated vehicles (ROV) for a long time. In particular challenging scenarios such as the deep sea, the use of ROV systems for environment awareness is in fact the main tool of choice. With the technical advances in autonomous robotics, there is an increased effort in substitute ROVs whenever possible for autonomous underwater vehicles (AUV). These systems don't have tether and thus provide large advantages from the operations and logistic point of view. However the limited options for underwater communications render them impracticable for many tasks were real time environment awareness and direct human control is needed. Emerging applications in underwater mining, both at sea [1] and in inland flooded mines [2] pose additional requirements in terms of operation support needs and environment restrictions. Two main tasks are to be addressed by assisting robots in these underwater mining operations: providing adequate environment awareness for human operators and obtain precise realtime 3D environment modelling (particularly relevant for the mining planning). The use of ROVs with umbilical cable, has in this case large limitations due to the nature of the mining cutting (performed by dedicated systems) that limit manoeuvrability and pose high risk of cutting the cable or damaging the vehicle. In this paper we present EVA (Exploration VAMOS AUV) an innovative hybrid ROV/AUV system developed for operations support in inland underwater mining operations. This robot is always operated without tether, and the can be used in a wireless ROV tele-operation mode using very short range high bandwidth underwater communication systems and in autonomous AUV mode.

A new data set of cobalt-rich ferromanganese (Fe-Mn) crust chemistry has been completed for the first detailed sampling of a latitudinal crossing of the Pacific equatorial zone of high biological productivity. Samples were collected in January-March, 1999, during the AVON 2 cruise aboard the R.V. Melville, Scripps Institute of Oceanography. Samples were collected from 4.6° N to 9.2° S latitudes along two ridges, the Marshall Islands-Gilbert Islands ridge (4.6° N to 3.5° S) and the Howland Island-Tokelau Islands ridge (1° N to 9.2° S). The two ridges are offset east-west in the region of overlapping latitudinal sampling by about 466 km. We determined the concentrations of 48 elements for 147 samples from 39 dredge hauls taken on 33 seamounts and island flanks that occur between the Marshall Islands to the northwest and Samoa to the southeast. Element concentrations can be examined as varying spatially and with water depth in the ocean and we examine those relationships based on statistical analysis of the chemical and spatial data. The mean Fe/Mn ratio of 1 and mean Co content of 4645 ppm are typical of West Pacific hydrogenetic crusts; but the mean Co content is low compared to those of some equatorial North Pacific sites, such as the Marshall Islands and Johnston Island EEZs. In contrast, the mean Cu concentration (1540 ppm) is 35% higher than the mean concentration for Pacific Ocean Fe-Mn crusts (998 ppm). Another striking difference is the 40% higher Ba concentrations (mean 3107 ppm) compared to typical Central and West Pacific crusts (mean 1876 ppm); but Ba concentrations are lower than those in California continental-margin Fe-Mn crusts (mean 4085 ppm). A final significant difference in Fe-Mn crust chemistry is Zr concentrations, mean 921 ppm (maximum 1523 ppm), which is about 30% higher in this data set compared to the previously determined mean value of 613 ppm for Central and West Pacific crusts. Zirconium has a strong positive correlation with Ba and a weak positive correlation with Mn.

Recently, characterized by fast development high- and nano-technology, demand for rare and trace metals has increased. One of such metals is gallium. Gallium compounds, mainly GaAs, are used in medicine, to manufacture optoelectronic devices, microwave techniques, devices of solar power and infrared optics, etc. The basic gallium industrial deposits are known only on land. There are bauxites (50 ppm), nepheline rocks and ores (36-38 ppm, minerals concentrators are nepheline and sodalite), Zn-Pb-Cu ores (5000-12000 ppm, minerals concentrators are gallite, germanite, sphalerite, bornite), sulphide-polymetallic and Pb-Zn ores (10-32 ppm, minerals concentrators sphalerite, chalcopyrite) (Vershkovskya et al., 1998). High concentration of gallium are observed in hydrothermal massive sulphides of a Mid-Okinawa Trough (The South Chinese Sea) and Sujo seamount (The Philippine Sea) (Noguchi et al., 2007). As it is known, deep-sea massive sulphides and associated Fe-Mn crusts are products of hydrothermal fluid discharge. High-temperature massive sulphides precipitation are the first, and low-temperature Fe-Mn crusts deposition is the last process of hydrothermal mineralization (Cronan, 1982). Hydrogenic crusts and nodules of the World ocean are characterized by low concentration of Ga, close to clarke (19 ppm) (Kobaltbogatye.., 2002). Hydrogenic crusts from the Sea of Okhotsk are exception, because Ga concentrations are exceeded clarke in 3,5 times (Mikhailik, et al., 2009). Complex studying of Fe-Mn crusts from deep-sea basins volcanic seamounts of the Sea of Japan has shown their hydrothermal-sedimentary genesis (Mikhailik, 2009). High gallium concentration (up to 850 ppm) was established in these crusts by ICP-MS (Agilent 7500C). Microprobe research (JXA-8100) of samples Fe-Mn crusts has not revealed the gallium minerals concentrators. It suggests that, gallium in Fe-Mn crusts of the Sea of Japan is sorb substance.

Dredging tends to be either horizontal or vertical. In each case solids have to be disengaged from the deposit, mobilized, acquired and elevated or translated. One means of elevation is the airlift. Elevation and translation of essentially granular material nay be by jet pump or centrifugal pump. Any of the three types may be used on its own. The airlift and jet pump may he combined for vertical transport and the centrifugal and jet pumps for predominantly horizontal. Both suction point and pipework must have a means of deployment from the surface or from a submerged vehicle or merely a diver. An airlift is an energetic system, having a source of energy and a means of storing it. It therefore will be difficult to prevent oscillation -surging. A centrifugal pump has a characteristic that bends over at low flow rate and is therefore intrinsically unsuitable for pumping solids. The result is blockage, operation at high velocity and correspondingly high wear rates or operation at low concentration of solids and correspondingly low efficiency. The jet pump is intrinsically exceptionally stable but has a low hydraulic efficiency. The jet pump-airlift hybrid prevents or reduces surging and increases system efficiency away from the optimum depth for airlift operation. Delivered solids concentration is increased. The jet pump-centrifugal pump hybrid totally prevents pipeline blockages and increases the productivity from a given pipeline size. For a given energy input the average production is typically doubled. For example, the Indian River Delaware bypassing pipeline transmits an overall day-in-day-out average of 500t/h (tonnes) of sand down a 10.86" diameter line.

The continental shelves occupy a vast area of Russia and contain complexes of commercial placer minerals. Of prime importance are Cenozoic placers of valuable minerals including gold, cassiterite, diamonds, chromite, platinoids, and minerals of titanium, zirconium and rare earth elements, biogenic amber and fossil ivory (1). Commercial placer minerals are associated with shelf placer formation zones (SPFZ). These zones are located at junctions of marginal orogens and shelf troughs in morphostructures where upwarping, subsidence, and sign-variable neotectonic movements are not significant. The SPFZs are characterized by ancient buried leveling planes with mantles of waste, series of wave-cut aggradation terraces on land and beneath the sea, and drowned and buried stream valleys. The occurrence of mineral placers in the SPFZs was caused by endogenic mineralization and exogenic placer hosted formation. Concentrations of commercial biogenic minerals are associated with areas of burial of biogenic material (release of resins by plants and theriofauna thanatocoenoses) and with their transition zones. Since the Oligocene, alternations in marine transgression-regression have dominated the shelf areas. This has resulted in the formation of polygenic placers. Climatic conditions are of great importance: warm and humid climate in the Paleogene-Neogene changed to colder climates in the late Pliocene (polar type sedimentation; formation of permafrost strata and sea glaciation). These events are responsible for the regularity in placer formation during the Cenozoic in which the early Cenozoic (Eocene-Oligocene-Miocene) and late Cenozoic (late Pliocene-early Pleistocene and late Pleistocene-Holocene) epochs are prominent.

The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

INTRODUCTION The UN-General Assembly adopted an Agreement on 28 July 1994 entitled ‘Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea ((UNCLOS) of 10 December 1982’. The Agreement came into force on 16 November 1994, and consequently, the inauguration of the International Seabed Authority (ISA, or the Authority), located in Kingston, Jamaica. The Authority is the organization through which States Parties to the Convention (168, as of 25 July 2017) shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the Agreement, organize and control activities in the Area, particularly with a view to administering the mineral resources of the Area. The legal regime for the administration and development of the mineral resources of the Area as it now exists are available in Part XI of the Convention1 which contains the legal framework governing “activities in the Area” and in Annex III to the Convention which contains the “Basic Conditions of Prospecting, Exploration and Exploitation” with respect to the resources of the Area2. The 1994 Agreement relating to the Implementation of Part XI of the UNCLOS is the so- called ‘parallel system’; as elaborated in article 153 of the Convention. The essential elements of the ‘parallel system’ include assured access for States parties and their nationals to seabed mineral resources along with a system of site-banking, whereby ‘reserved areas’ are set aside for the conduct of activities by the Authority through the ‘Enterprise’ itself or in association with developing States or in joint venture with the contractor who provided the particular reserved site2.

"These 40 years, deep-sea mining for manganese nodules, cobalt-rich manganese crusts, and seafloor massive sulfides has been continuously business and R&D targets. The economy is the most important factor for realizing the venture. Some technological options to increase the economy of deep-sea mining are introduced. They are a mechanical lift, waste rejections on seafloor, a substrate recovery as byproduct, and a pulp lift. An example application of one of the options is economically examined. Not only the same type examinations but also some technological clarifications of the options in detail are necessary.BACKGROUNDManganese nodules (nodule), seafloor massive sulfides (SMS), and cobalt-rich manganese crusts (crust) have been well recognized as future metal sources these 40 years. Among them, the nodule was the first recognized ones. The mining technologies for the deep-sea mineral resources, therefore, have been mainly developed in the major R&D projects for the nodule.The mining systems considered were shuttle miner, continuous line bucket (CLB), and hydraulic dredge ones. The shuttle miner system studied by France was a kind of basic study for autonomous underwater vehicle. The CLB system was an effective approach for a small scale and less investment cost mining (Masuda and Cruickshank, 1995). However, both were considered not effective for a bulk scale production rate mining such as 1.5 million tons per year in dry weight. In the hydraulic dredge system, a steel-pipe and flexible-hose conduit for nodule transportation named “pipestring” and a hydraulic pumpup instrument for creation of upward water flow in the pipestring named “pump-lift” or “air-lift” were adapted and developed. Hence, the hydraulic dredge system became the main stream in the mining system."

Investigations of the physical and biological status of licensed areas in the U.K. at various times following cessation of commercial dredging are very limited and so judgments as to the likely progress towards environmental restoration and the time-scales are often based on predictions rather than real data. This study was established to address this deficiency by assessing the status of seabed substrata and associated benthic fauna within and outside areas where dredging had ceased and to conduct follow up sampling to monitor progress towards full recolonization.

One of the obstacles during the initial phases of project development is the assessment of the environmental impact. Mining residue, consisting of fine seafloor sediments, are to be discharged subsea to mitigate the impact of these suspended particles. In order to test the effectiveness of discharging in proximity of the seabed, a numerical model is developed within the open source software package OpenFoam. Dedicated laboratory experiments for numerical model validation are discussed within this paper. INTRODUCTION Siltation is considered one of the major pressures on the environment for a seabed mining operation. Siltation is defined as the pollution of water by a high concentration of suspended sediments like clay or silt. This can be caused by two main activities during the mining process: the spill loss during the excavation and the return flow of undesired seafloor sediment after ore filtration on the ship. In a concentrated cloud, these fine particles form a so-called turbidity plume. Prediction of the size of these plumes and the created layer thickness of deposited sediment is a crucial part of the environmental impact assessment. The challenge in predicting the behaviour of these plumes is found in the wide range of scales involved in the process. At the point of origin, the turbidity plumes spread mainly under the influence of turbulent whirls created by an initial momentum and a buoyancy difference due to the presence of the suspended sediment particles. If carried by ambientcurrents, these plumes can spread for several kilometres before blending in the background.

Core sediment samples collected from the KODOS area of the Clarion-Clipperton Fracture Zone in the NE Equatorial Pacific were analyzed for chemical and mineralogical compositions to investigate the depth- and time-related variation of paleoenvironmental and paleoceanographic conditions during their deposition. These core sediments are divided into three layers from top to bottom by its color; 1) brown layer (Unit I), 2) pale brown layer (Unit II), and 3) black brown layer (Unit III). Geochronology of 10Be indicated the depositional age of Quaternary for Units I and II and of late Pliocene for Unit III with a potential short hiatus between them. Analyses of interelemental correlation identified three major groups of elemental groups that show moderate-to-strong correlations: 1) Al, Ti, K, and Fe representing for terrestrial alumino-silicate fraction of sediments, 2) Ca, P, REEs, Cu, and Zn for biogenic apatite, and 3) Mn, Ni, and Co for hydrogenous Mn-oxide. With an exception, Fe content was very high and showed fair correlations with Mn, Ni, and Co in Unit III. Unit III shows high smectite but low quartz and illite contents compared to the overlying two units, indicative of reduced supply of terrestrial materials. In a meanwhile, major elements (Fe2O3, CaO, P2O5), minor elements (Cu, Zn) and REEs are highly enriched in Unit III compared to the upper two units. All these elements other than Fe reflect the fraction of biogenic apatite, which indicates higher fraction of biogenic components in Unit III. This is also supported by higher amount of smectite formed by the consumption of siliceous biogenic components. The reduced supply of terrestrial material and/or increased productivity of surface water at the time of Unit III deposition are attributed to Pliocene warming preceding Northern-pole glaciation during Quaternary. Unit III also includes clinoptilolite and unidentified 8Å mineral, likely amphibole, that are absent in Units I and II, suggestive of the possibility of different source region and/or materials during Pliocene. Higher contents of Mn and Fe in Unit III are likely due to the high fraction of Mn-oxide that was formed by diagenetic process after deposition.

In October-November 1993, the Centre for Cold Ocean Resources Engineering, Memorial University of Newfoundland and University of Victoria jointly carried out reconnaissance surveys at Pine Cove, Baie Verte, Newfoundland. Pine Cove is the site of a multi-year study examining the environmental impact of a shallow water small-scale marine placer gold mining operation. The reconnaissance survey data collected will be used to develop a multi-year environmental effects monitoring (EEM) program for Pine Cove, Baie Verte, but more generally an EEM protocol for shallow water small-scale marine placer mining, which meets the requirements of Canadian government regula¬tors such as Environment Canada and the Department of Fisheries and Oceans. The Pine Cove mining operation is currently scheduled for the summer of 1995, and will use two mining methods: a hydraulic suction dredge in shallow water (<10 meters) operated by a scuba diver, and a hydraulically actuated clamshell dredge in deeper water (-30 m). A centrifugal concentrator will be used to extract the heavy minerals from the mined marine sediments, and the tailings will be returned to the sea floor via a suspended discharge pipe. The reconnaissance work at Pine Cove included geophysical, geochemical, oceanographic and biologi¬cal surveys, providing data which will enable prediction of the potential environmental impacts of the proposed mining operation. "Significant uncertainty is associated with predicting future trends in deep-sea mining projects, especially when attempting to assess markets for associated products such as ships and collectors. In order to help European Original Equipment Manufacturers (OEMs) to appraise the future market share of deep-sea mining equipment, a methodology was developed that allows to assess and predict equipment turnover. This study presents a market analysis, which evaluates the scale of the potential market for deep-sea mining equipment for seafloor manganese nodules (SMnN) and seafloor massive sulfides (SMS) based on six key drivers: (i) the worldwide deposit potential of SMnN and SMS deposits, (ii) the profitability of deep-sea mining projects, (iii) the metal market of seven associated metals (Cu, Zn, Au, Ag, Co, Ni, Mn), (iv) the current legal and environmental situation in the Area, (v) investment and maintenance costs, and (vi) a competitor analysis.Figures for the different key drivers are based on public reports and expert interviews. Large uncertainties as well as contrasting views and expectations resulted in different options (scenarios) for the future development of the deep-sea mining market. Several scenarios were developed and based on the future number of “mining projects” in the short-term (2022-2041) and the long-term (2042-2061). The number of such mining projects has been calculated based on the combined analysis of the different key drivers.In the scope of this study, the definition of a “mining project” is a deep-sea mining operation for SMnN or SMS lasting for 20 years. Hawai&apos;i is surrounded by a series of potentially valuable marine mineral deposits. These include manganese nodules between Hawai&apos;i and Mexico, cobalt-rich manganese crusts and phosphorites in the Exclusive Economic Zone around the Hawaiian Island Archipelago, Johnston Island and the neigh- boring island states and sand and gravel deposits off the main Hawaiian Islands largely in State waters. Hawai&apos;i has an economy that is very narrowly based on the tourist industry. In an effort to avoid the difficulties coming from such a vulnerable economy, significant efforts have been made toward economic diversification. The State has set up a range of programs looking to find new industries. New ocean industries figure prominently among these efforts as Hawai&apos;i is surrounded by ocean. Naturally, among new ocean industries the potential for new marine mineral industries is significant given that Honolulu is the only full service port in the Central Pacific and Hawai&apos;i is in the middle of the mineral belt. The port of Honolulu is now being actively used by mineral exploration vessels of several countries and with the current number of ship visits varying from 10-15 per year, this puts several million dollars a year into the State economy. It helps to fulfill the State&apos;s goal of dynamic growth in the ocean sector of the economy. Nonetheless, a major marine minerals industry, particularly one which would involve processing of minerals in Hawai&apos;i, is controversial in a State whose main source of revenue is tourist expenditures based on the image of a pristine environment. In addition to the perceived threat to the hotel and fishing industry, is the whole highly emotional debate concerning preservation and development. To complicate the issue further, the major interest in developing a marine minerals is currently largely from Korea and China rather than from domestic U.S. industry. On the other side of the debate is the fact that the State&apos;s economy is hampered by many low paying jobs and a lack of technical jobs. This is further exacerbated by the fact that lower paying jobs are held disproportionately by people of Hawaiian and Pacific Island ancestry. Naturally, this leads over time to a certain amount of resentment. The higher paying technical lobs associated with a minerals processing industry could help to alleviate this problem.

The source of base metals in modern seafloor hydrothermal systems can be attributed to leaching of host rocks by hydrothermal fluids and/or potentially by direct degassing of magma. From an economic perspective, metal grade is the most important consideration for seafloor deposits. Tectonic setting appears to be a key factor influencing the development of high grade seafloor base metal sulfide deposits. Back-arcs have a clear advantage over other settings in producing large and rich polymetallic sulfide ores. Microinclusions of magma or so-called melt inclusions trapped in phenocrysts of lavas have contributed to our understanding of the ore-forming process. n this study, we present data from 103 melt inclusions mainly in plagioclase crystals hosted in basaltic to rhyolitic lavas from 9 modern seafloor tectonic settings: oceanic back-arcs (Manus Basin including an ODP Leg 193 drill hole, Bransfield Straits), continental back-arc (Okinawa Trough), mid-ocean ridges (Explorer, MAR), seamounts (Foundation, Axial, Pito), and a transform (Garrett). Most sites host active hydrothermal systems that are producing polymetallic sulfides.
