"A former coal gasification site next to Rock Bay in Victoria, BC, Canada required a barrier to permit dewatering and excavation of the bay and surrounding property. The adjacent property owners had stringent requirements at the boundaries of their properties. Isherwood Geostructural Engineers designed a temporary steel sheet pile (SSP) water retention structure and excavation shoring system along the perimeter of the site. The project involved challenging geotechnical conditions in soft clay soils and a multi-faceted construction staging plan involving the diversion of two large storm water outfalls that drained into the bay. Despite a well-conceived design and construction plan, unexpected site conditions and delays led to significant changes in design and construction approach. Employment of the Observational Method and on-the-fly geotechnical investigation were instrumental in maintaining project momentum and schedule. The paper presents the geotechnical and geostructural design details and construction events as they transpired, highlighting the key issues, discussions and lessons learned.INTRODUCTIONFor over 100 years, the Rock Bay Site, in Victoria, British Columbia, Canada, had a legacy of contamination left behind from previous industrial activities. The site was the former location of a coal gasification plant that was in operation from 1862 to 1952. The site was also an infilling location for a nearby tannery and sawmill. The remediation of the Rock Bay Site involved the excavation and replacement of approximately 300,000 tonnes of contaminated soils on Transport Canada’s property. The project commenced in 2004 and has occurred over several phases on multiple properties. In the third and final phase of the project, a temporary steel sheet pile (SSP) excavation shoring system and ocean barrier wall – required to seal off the bay – was employed to enable disposal and replacement of approximately 90,000 tonnes of contaminated soils from the shoreline and base of the bay."

As available space in urban centers becomes more scarce, builders and developers are increasingly turning to vacant, existing structures to meet cities' growing needs. The developers of City Ridge Roadside Development and North America Sekisui House (NASH) - - found a suitable site for their "urban village" at the former Fannie Mae headquarters complex on Wisconsin Ave. NW in Washington, D.C., which had been vacated in early 2018. The urban village will consist of eight new structures centered around the building that currently sits on the site. All told, the project will include 687 residential units, a 150-room hotel, over 150,000 sq ft (13,935 sq m) of retail space, and 62,000 sq ft (5,760 sq m) of office space. A below-grade parking structure will extend across most of the footprint. The Fannie Mae building, which was designed in the Colonial Revival style to mimic the Governor's Palace in Williamsburg, Virginia, was named a historical landmark following a request from the development team. The central portion of its existing masonry structure was built in 1956 on pile caps with small-diameter cast-in-place piles. Two wings, which were added in 1962, were built on belled caissons. There are three levels above grade and one below.

The introduction of LRFD methods for structural design has been a gradual process by AASHTO, ACI, AISC, ASCE, and the FHWA, which has largely been ignored by the deep foundations industry. In 2007, however, the industry has been obliged to embrace LRFD for any deep foundations on projects involving federal funds. The authors are concerned that the risks caused by the need for, and the difficulty of providing, reliable quality assurance, will result in unnecessarily high safety factors that will defeat part of the purpose of LRFD. A primary attraction of LRFD for owners and engineers alike is that it promises more efficient design, and therefore cost reductions. Unfortunately, a key element of LRFD philosophy is often overlooked - that the applied safety factors can be rationally reduced, often allowing less material to be used, thus saving costs, but only if all the risk factors involved are identified and closely controlled. This means that both the quality of the materials and the quality of the construction work must be adequately monitored, and held to an acceptable standard. In the case of deep foundations, the soil in which the foundation is constructed is also a critical component that must be taken into account in the assessment of risk factors.

Dam rehabilitation involves a range of design, construction, and operation risks, some of which are not encountered in new dam construction. These risks can have significant impact on project schedule and project budget. Owners, engineers, and contractors need to understand these risks. Existing dams typically were designed in an era of design and construction standards that have been upgraded and changed. Modern standards will impact the construction approach taken and involve understanding the earlier standards. Knowledge of historical standards/practices as well as current design standards and construction methods is valuable for developing and designing rehabilitation components. Construction records and as-built drawings are valuable when they are available. Rehabilitation projects often consist of older projects where as-built documents or construction records are not available. Where these records exist, many (most) times, they do not fully reflect the current conditions within the dam and appurtenant works. leading experienced practitioners to “expect surprises” both during investigation of the existing facility, as well as during construction. “Surprises” should be expected even when historical records of investigations, design and construction are available. Unknowns, be they known unknowns or unknown unknowns, can be planned for by developing an approach for the design and construction process to identify potential issues/problems, or at least alert the designer and contractor of potential issues. A Risk-Based approach applied for the entire life of the rehabilitation project can be used to alert the parties of potential “surprises” and provide direction for mitigating issues as they arise. This type of approach is particularly effective when the process includes senior practitioners with decades of design and construction experience in all aspects of dams. Minimizing impacts created by “surprises”, particularly during construction, can result in an improved project meeting budget and schedule goals and design standards. This paper identifies and categorizes risk types salient to dam construction, reviews the process of risk identification and analysis, discusses guidelines for risk allocation, reviews strategies to mitigate risks, presents several case studies where risk mitigation strategies were employed successfully (or unsuccessfully), and presents lessons learned. The paper concludes with a summary and recommendations for best practices for Project Risk Management and mitigation that can be used by: Owners; Design Engineers; and Construction Managers, in planning, design, pre-construction and construction phases of dam related projects.

Generally, water-soluble polymers are effective in convergence of water jet ejected from a nozzle as they add viscosity to water. However, excessive additional polymers (added to keep water viscous) could increase friction on the contrary. Therefore, we have totally modified the jetting system from every possible aspect, such as the shape and upstream conditions of a nozzle in order to keep the flow spread to the minimum as stated in my presentation.

The technical challenges for accurate drilling positions increase with deep underground structures in inner city areas. Designed for jet grouting, specific sensors have been developed to record the alignment of rods during drilling by integrating microchips into the drilling rods. By feeding the rod with constant electric current, microchips, integrated in special couplings, can be read during the drilling process and tracked on monitors installed in the operator’s cockpit. The orientation for the drilling rod is provided by magnetic points and a compass, positioned above ground on the drilling rig. In combination with asymmetric drilling bits, it is now possible to steer the drilling hole to predetermined positions to compensate for deviations in deep bores. This type of drilling rod for jet grouting has been used in Berlin since summer 2019.

The EFFC/DFI Carbon Calculator provides the deep foundations industry the opportunity to be a leader when it comes to carbon reduction. This tool was created 10 years ago in an extensive effort by the European Federation of Foundation Contractors (EFFC), DFI, member organizations and Carbone 4, a consultant with ex- perience in life cycle assessment. The tool was born out of the fact that governments and clients were asking for embodied carbon information for foundation systems, and that in- dividual companies were building their own calculators to meet these requests. To help all member organ- izations achieve compliance, and to have a sector-specific tool that is certified to the prevailing standards, EFFC and DFI agreed to partner to create the carbon calculator, which is: Excel based and, therefore, easy to learn and use Updated on a regular schedule Certified to ISO 14067, GHG Protocol and PAS 2050 Free and available for anyone to use Even though this tool is free and easy to use, most projects in the industry do not have a carbon calculation performed. The case to use the calculator is more obvious for members in places like Europe where there are stricter reporting standards and government work can be driven by sustainability over cost. In North America this is not the case, yet. Without directives from clients and governments, what can compel the industry to start regularly using this tool and care about the carbon emissions of projects during design and construction?

"The use of cut-off-walls (COW) for the open pit coal mines has been used for decades. They have been used to reduce the negative hydraulic impact to the surrounding area caused by the open pit mining. The pile-guided trench cutting system is a worldwide unique technique, originally developed by the engineers of the mining companies themselves. It guarantees a continuous, joint free, COW during a continuous installation process. At this specific site in Welzow, this technique has been pushed to new limits in order to address the local lake region. Depth capability has been designed to about 430 ft (130m), proven are already depth of about 360 ft (110m) at a constant trench width of 39 inch (1000 mm). This project is approximately. 6.8 miles (11 km) long of COW, scheduled to be completed in 12 years period. About 2.05 miles (3.3km) have been installed, which is equivalent of about 3.5 Million ft² (330,000 m²). The system flushes special clay which forms a filter crust at the inner surface of the trench. Only natural clay resources used, in order to achieve the cut-off effect (colmation effect). The paper explains the installation process of the cut-off-wall as well as the equipment systems developed specifically for this project. After a successful start of the first phase of the project, the next step in the advancement of the equipment is already underway to enable the installation of greater depth to approximately 490 ft (150 m +) and beyond. The next generation equipment system is scheduled to start operation around 2018 INTRODUCTIONThis Serbian saying “Bóh je stworil Lužicu a cert je zaryl brunicu – God created Lusatia and the devil buried brown coal underneath it.” captures local communities’ ambivalence towards lignite.Lusatia is an almost entirely flat stretch of land between the Elbe and Neiße rivers dominated by glacial sands. On the surface, the heathland and woodland is hardly noteworthy. However, three large lignite mining regions, two in Brandenburg and one in Saxony, in the east part of Germany, divert the attention to underground level, down to depths of up to 120 meters. Here, seams crisscross the earth like ribbons. They were formed in the Tertiary around 17 million years ago.The mining of the lignite started almost 200 years ago. To enable open pit mining, a suitable dewatering system was required. At first, wells and drainage system were used. With the increasing demand to go deeper to enable full use of the existing resources with greater mining depth, a decision taken back in the 60th of the last century, the amount of water which had to be pumped increased dramatically. In peak times, approx. 1.57 Billion cubic yards per year (1.2 Billion m³/year) had to be pumped. This led to a lowering of the groundwater level for up to 230 ft (70 m), impacting the regional lake landscape. In order to reduce the influence on the water balance, and bring the water level back to pre1970th, a first development took place to implement the use of specific COW system to depth of about 147 ft (45m)."

The commercially available finite element program Plaxis has a key benefit over other finite element analysis programs in that it has a relatively simple user interface to input and output data. This benefit though may also be it?s weakness in that anyone, regardless of their grounding in geotechnical engineering, may use the program and produce results for design. It is essential, as for all engineering design, that the models are checked by competent engineers. This paper describes the key recurring problems found by the authors when checking Plaxis models, such as the generation of the initial in-situ ground stresses and the modelling of groundwater. Interestingly, the authors have not encountered similar problems when checking finite element models produced using other programs and conclude that this may be due to the higher calibre of modeller needed to use these other programs. The geotechnical industry is in a situation at the moment where senior managers who may not have been trained in finite element modelling are relying on less experienced staff who have had some training in modelling, either at university or post graduation. The quality of this training is variable and all organisations running easy to use programs need to be aware of the potential risks and dangers. Management procedures and engineering checks that are essential to validate the results of these models are described, assuming that those in charge are not experienced modellers themselves. The model checking process by competent persons is absolutely essential and it is hoped that this paper will help those organisations that do not have such procedures as part of their own internal Quality Assurance or design validation system. The procedures described are valid for all finite element programs.

"The Metropolitan Miami development, a downtown mixed-use complex developed by Miami-based MDM Development Group, has weathered the economic downturn by adapting to the needs and pressures of the local market. The development (a.k.a. Met Miami) epitomizes the term “mixed-use urban development” with its combination of condominium ownership, rental apartments, hospitality, office and retail components within Miami’s urban core. Initially conceived and conceptualized in 2004, the development has gone through several concept changes. Today, the global USD $900 million development approaches completion.The foundation evaluation, design and construction for this development included the use of innovative and state-of-the-art augered-cast-in-place (ACIP) piles. The testing for these elements included (1) the first-ever, multi-level O-cell load test of an ACIP pile, (2) a world record 5,200 ton (46,261.5 kN) equivalent top load test of an ACIP pile, and (3) continued the advancement of the ACIP pile industry to include the deepest and largest diameter pile installation to date. Those dimensions were up to 36 in (914 mm) in diameter, and 120 ft (36.6 m) deep. The project showed ACIP piles were a proven alternative for structures exceeding 70 stories in South Florida.The development includes four parcels. Met 1 and Met 2 are completed, and the construction of the Met 3 development is just beginning, with completion expected in 2014. Once the Met 3 development is completed, the design and construction phases of the project will have spanned a decade. The Met Square portion of the development, which will be a retail and cinema component, is proposed for the parcel between Met 1 and Met 2."

The Arab Potash Company, APC, is one of the 10 largest potash producers of the world. The solar ponds at the Dead Sea, used for the enrichment of the salt content in the brine, are of crucial importance for the first step in the exploitation of the potassium salt. Targeting at the expansion of production in the since over 50 years utilized facilities, the increase of the brine exploitation capacity, reducing the substantial brine seepage losses from the ponds, becomes a crucially required measure. In this context, the remediation measures on the over 11 km long Dyke 1, being a main dyke of the solar ponds system, became inevitable to reduce the brine losses, prevent further development of sinkholes and cavities and hence assuring the stability of the dyke. The highly aggressive environment, the acting hydraulic conditions and the sensitive stratification and nature of the existing ground represented remarkable challenges for the design, as well as its implementation by the construction activities. Royal Haskoning developed a solution addressing the challenges above and targeting at a high sustainability of the executed structure, especially in view of the various geological and hydrological hazards repeatedly occurring in this Dead Sea region, including sinkholes of several meters by diameter and depth. The construction works, consisting of a cut-off wall, with depths reaching down to 31 m, were awarded to Bauer International FZE, a subsidiary of Bauer Spezialtiefbau GmbH. Upon the execution of the first section of 4.2 km length, additional sections were subsequently commissioned, also on further dykes, totaling to about 300,000 m² of cut-off wall. The specific project conditions, such as utilization of cutter technique for the excavation in Halite rock, the stability of open trench exposed to hydrostatic pressure of salt-saturated ground water, resulted in unconventional requirements towards the supporting fluid. The extremely aggressive saline conditions –with a Dead Sea water density of 1.25 tons/m3; one of the world's saltiest water–, were further a decisive factor for the definition of the backfill material concept. Despite its clear advantage for construction of cut-off walls with installed sheet piles, the single-phase system with hardening slurries, fulfilling both functions of excavation support and cut-off wall backfill material, had to be abandoned in favor of the two-phase system, to construct a hybrid cut-off wall made of sheet piles and plastic concrete.

The Bohai Oil Company has applied all together 11 jack-up oil drilling rigs (movable platforms) (1) which can be classified in terms of their forms of foundations into two types: the integ­ral mat and the column legged, as demonstrated in figure 1. Figure 1 a) indicates the entire structure of the sunk cushion type, i.e. the one with a box-like sunk cushion serving as its foundation by directly sitting on the sea bed. The length, width and height of the outer sides for the sunk cushion stand at 45.8 x 38.0 x 3.3m ( for Rig Bohai No.2 ) and 50.6 x 33.2 x 4.88m ( for Rig Bohai No.6 ), the relative areas of theirs being 1475m2 and 2008m2 respectively and both bigger than the plane areas of the rigs. With a view to realize a convenient drainage of mud while sinking, two holes of 14 x 14m and 32 x 18m in size are constructed in the center part of the sunk cushion. When work sets off, the underside of the sunk cushion operates as a foundation, the sunk cushion being connected to the platform by hull columns which transmit the load of the platform down­wards to the sunk cushion that passes it further onto the subgrade. [ ] Column legs for rigs may also be grouped into two categories considering their features: columns with and without boots. The bodies of boot columns are made up of trusses, whose bottoms, are boot-shaped with a big diameter. The diameter of boot columns of the rigs applied by the Bohai Oil Company shows bigger and it may reach 12 or 18m. In the boot columns, the transmission of the platform's weight into soil is done by the underside areas of boots. While in the case of the vertical columns, which are of cylinder columns of steel with sealed bottom ends shaped inverted arch, the entire drilling platform is supported by the carrying force delivered by the bottoms of these steel cylinders and the frictional force rendered by their outside walls. Such a type of columns is featured by a small diameter, 3m in general. Figure 2 exhibits the schematic diagram of sections regarding the two types of column legs.

Load tests were carried out to examine the ultimate bearing capacity of short, large diameter bored piles in connection with the construction of a multistory building on the Arabian Gulf in Kuwait. Testing included 0.45 m, 1.0 m, and 1.2 m piles installed through loose sand into a bearing stratum consisting of very dense cemented sands. All tests were carried out to failure. The base resistance and shaft friction were calculated using the Meyerhof method for a layered soil profile. The method employs the standard penetration test N-values. The results indicate that the piles are end bearing piles with a great portion of the pile capacity due to base resistance. The mobilized skin friction is small. The calculated pile capacities were very close to the measured values with the maximum difference not exceeding 10%.

The piles range in length from 8 m to 15 m with their base located in the dense-to-very dense, cemented sand bearing deposit. The design of these piles requires knowledge of the skin friction and point resistance in these soils. While field tests on driven piles are available (Ismael 1989, Ismael 1999), field test data on large diameter bored piles installed through loose calcareous sands into dense-to-very dense cemented or partially cemented sands are very limited at present. The results of three load tests carried out recently on bored piles at one site in Kuwait have become available. In these tests the failure load was either reached or can be extrapolated from the test results. It is important to examine and analyze the test results for the benefit of the geotechnical research and design engineers.This paper presents the soil conditions, pile installation details, and the pile load test data at the test site located in Shuwaikh, Kuwait. The site is facing the Arabian Gulf. Test results were directly analyzed and the point resistance, and skin friction were calculated. The ultimate capacities of the piles were calculated and compared with the measured values. The influence of the pile diameter on the settlement at ultimate and at working loads is examined"

"The Bangkok Mass Rapid Transit (MRT} Chaleom Ratchamongkhon Line project is the first underground subway to be completed in Thailand. It consists of 22 km (14 miles) of twin-bored tunnels and 18 cut and cover stations constructed within the deltaic deposits that underlie the city. This paper describes the ground conditions, site investigation, including the use of the self-boring pressuremeter and the associated design issues for the construction of deep foundations. The paper also describes a selection of the various deep foundation solutions that were adopted to address particular constraints of the project and the ground conditions, including slurry walls for the cut and cover stations and foundations used for the underpinning of existing structures.INTRODUCTIONThe MRT Chaloem Ratchamongkhon Line Mass Transit Underground Railway comprises approximately 22 km (14 miles) of tunnels and 18 stations. The route is shown in Figure 1.The project was divided into two design and build contracts. The northern section was awarded to the ION joint venture, composed of Italian-Thai Development PLC, Obayashi Corporation and Nishimatsu Construction Co Ltd. Arup were contracted by ION for the design of the northern section. The section comprises 11 km (7 miles) of twin-bored tunnels, nine cut and cover station tunnels constructed within perimeter slurry walls using top down construction methods, and two cut and cover tunnel structures.The majority of the route of the northern contract follows existing highway Rights of Way. This results in the tunnel alignment passing through the foundations of existing highway bridge structures for which a variety of deep foundation solutions were adopted to underpin these structures.An 8-story park and ride building in the Lat Phrao area was also constructed using deep foundations."

As a public servant geotechnical engineer, I observed how costly and valuable geotechnical field explorations are to the success of every project. Often however, the field exploration is a long and complex process that is made less efficient by the difficulty of retrieving and utilizing nearby internal or external historic geotechnical datasets. As an employee of a public agency, we would often start our investigations for every project from scratch, given the difficulty of locating and utilizing historic geotechnical data. This is an ethical and technical failing of our profession. When we start subsurface explorations from scratch, not only do we often duplicate investigations, we are also likely defaulting to reapplying tradi- tional test methods that yield con- servative geotechnical parameters, resulting in overly conservative and potentially costly construction. To address this issue while working as a public servant, I started a research program with Yunfeng Zhang, Ph.D., of the University of Maryland, to build a tool that could compile internal historic geotechnical data and extract additional value from it, using machine learning. This tool was able to provide, upon request, nearby historic geotechnical data, estimated soil parameters and recommendations for geotechnical test methods best suited for a given project site. This prevented common field ex- ploration problems such as, requesting duplicate data, requesting test methods that were not applicable for the project geology, not realizing presence of karsts, missing permits for wetlands, private property and others. This tool allowed for more efficient field investigations with regards to time and money saved. There was one problem with this tool: it could only be used by internal employees of a single state's depart- ment of transportation (DOT) for which this data was compiled. I realized at that point that it would be of tremendous value to make this concept universally accessible to the geotechnical engi- neering profession. I left public service to devote time to building a platform that would host historic geotechnical data from publicly funded sources throughout the country. The tool I helped build as a public servant was the foundation of Geosetta, a nonprofit company dedicated to serving the geotechnical profession. The nonprofit structure was adopted to prevent acquisition by a for-profit company and to ensure that Geosetta remains an independent steward of our profession's valuable data. Geosetta provides a GIS (geographic information system) platform that enables users to view historic geo- technical data and extract value from it with machine learning-based predictions and visualization tools. This data is provided in an open and interchangeable format called DIGGS, which stands for Data Interchange for Geotechnical and Geoenvironmental Specialists, making it easy for users to integrate it into their workflows. Geosetta is collaborating with the American Society of Civil Engineers' Geo-Institute and other sponsors to extract public data at no cost to the agency and provide the profession with free access to the existing data and access to advanced tools through a subscription to support the nonprofit mission.

The Millennium Tower is a 58-story reinforced concrete building that was constructed in San Francisco, California between 2005 and 2009. The Tower is founded on an embedded pile supported mat with pile tips bearing in dense marine deposits that overlie an over-consolidated marine clay layer known locally as Old Bay Clay. This clay layer experienced stress increases from Tower self-weight and from multiple episodes of de-watering between 2006 and 2018 at the Tower site and neighboring sites. Settlements of the Tower foundation have been measured since 2006 and lateral deflections of the Tower have been inferred and measured since 2009. Available information on this case history include geotechnical site conditions and data from a monitoring program that tracked foundation settlements, Tower tilt, groundwater levels at the Tower site, and ground inclinations over time. This presentation will discuss the ground deformation mechanisms that caused the observed movements, the degree to which the movements can be predicted, and lessons from this case history for the design of deep foundations for tall buildings in San Francisco and geologically similar regions.

"PROJECT DESCRIPTIONThe R C Harris Filtration Plant underwent an expansion to install an underground sludge treatment capability consisting of a series of underground tanks within stepped excavations 12m (39 ft) and 10m (33 ft) deep into compact, wet sands over stiff clays and clayey silts.Concerns regarding the original structure influenced designers to set the lateral deflection limit for the proximal front footing at 4mm (1/6 in), (0.03% excavation depth). The design-build team indicated at the time of tender that the movement criteria was unattainable using the tender design. Through extensive Fast Lagrangian Analysis on Continua (FLAC) and a novel construction geometry the design-build team crafted an alternative that produced significant savings over the original concept and met deflection concerns.GEOTECHNIQUEThe hillside site drops 14.5m (47.6 ft) over a distance of 53m (174 ft) between the existing Filter Building on the north and the Services Building on the south. The soils adjacent to the Filter Building consist of 6m (20 ft) of sandy fills, to the footing elevation, over compact sands and layered dense sands and silts to a depth of 10m (33 ft) below existing footing. Beneath the silts lies a 10m (33 ft) thick stiff clayey silt, 2m (6.6 ft) of sandy silt till (containing cobbles and boulders) and an artesian gravelly sand at a total depth of 30m (98.5 ft).The tender information was deemed inadequate to accurately determine soil parameters for a finite element analysis. As a result, the design-build team performed pre-tender Cone Penetrometer Testing (CPT), including dynamic analysis. The CPT data indicated stratigraphy consistent with the conventional bore hole exploration (SPT results) however, the CPT data provided consistently superior soil strengths. The CPT data indicated the sands and silts were dense to very dense throughout their full thickness. The clayey silts below the sands were found to have shear strengths in the 100 to 200 kPa (14.5 to 29 psi) range with an Over-Consolidation Ratio (OCR) ratio of 1.5 to 2. The dynamic analysis, while low strain, indicated very competent behavior with Young’s Modulus values in the 200 to 350 MPa (29,000 psi to 51,000 psi) range. The CPT derived shear moduli and OCR values were vital in determining the soil engineering parameters used for the FLAC analyses."

This paper provides an overview of the advantages and limitations of continuous flight auger (CFA) and drilled displacement (DD) systems compared to other deep foundation systems, along with a summary of important considerations for selection and design. Geotechnical and project considerations are described which favor the use of CFA and DD piling, and also which may be problematic for this type of construction or which may limit the practicality and competitive advantages. A brief summary of design methods for axial and lateral loading is included.

The Detroit Water and Sewerage Department (DWSD) provides water and wastewater services to the Greater Detroit Metropolitan Area. Sewerage is treated at the DWSD Wastewater Treatment Plant (WWTP) located at 9300 W. Jefferson Street south of the City of Detroit, Figure 1. PARTICIPANTS Engineering and design of the project for the DWSD was performed by Harza Engineering Company, Inc., C.C. Johnson & Malhotra, P.C. and their sub-consultants, including Worley Engineering and Wade Trim. The Prime Contractor is a Joint Venture of Traylor Brothers, Inc. and Jay Dee Construction. The shaft drilling and riser installation was performed by The Millgard Corporation in joint venture with the Prime Contractor (MTJD). The selection of specialized drilling equipment and the supervision and performance of the access shaft and riser installations was primarily the responsibility of The Millgard Corporation (TMC).
