During the life of a mining project in Papua New Guinea (PNG), the greatest impact is on the people of the project area and the most intense, day-to-day contact is between these people and the project's field staff. Yet formal structures at present emphasise contact between much higher levels of national government and company personnel. Whilst understandable, this is unfortunate particularly since, given the nature of PNG politics, villagers do have a powerful influence on project success, as recent dramatic events on Bougainville have indicated. A greater role for local views and greater attention to such views by other parties is clearly required. But to achieve a successful marriage between informal village politics and the formal structures of investment procedures will require considerable patience and adjustment. This should be reflected in the cost of project development and be regarded as being as of a significance equal to that currently accorded to the technical aspects of project development.

One of the features of modern life has been the increasing speed of change. We see this in many facets of activity, but in few areas more clearly than in the financial sector. The speed of communication and the advent of screen trading have made world markets one.We have titled this presentation "Cycles". It has been the conventional wisdom that Economies, Metal Prices, Equity Markets, etc. move in cycles. The objective of our presentation is to examine these cycles, to comment on the interrelationships, and to postulate where we are in The Current Cycle". We will draw conclusions as to where one should direct effort in the Mineral Scene over the next decade or so.Throughout this discussion we will use various terms to describe Time. The "Short Term" is typically meant to refer to the next six months: the "Medium Term" is one to two years; and the "Long Term" is the three to five year horizon.

The Macraes mine is producing 175 000 ounces Au/year from a mesothermal deposit with total resource of at least five million ounces. The deposit is hosted in greenschist facies Otago Schist, a widespread Mesozoic metasedimentary sequence that forms the basement of the South Island of New Zealand. Mineralisation was controlled by a late metamorphic shear zone which had both brittle and ductile structures accompanying mineralisation. The shear zone dips shallowly (about 15¦), subparallel to the shallow-dipping regional foliation, and mineralization occurred during southwesterly-directed thrust motion. Mineralisation occurred under greenschist facies conditions (about 350¦C) during uplift of the Otago Schist in the late Jurassic. No syn- or late-metamorphic igneous bodies occur within the schist belt. The hosting shear zone is up to 120 m thick, and is traceable for more than 30 km along strike. The shear zone is truncated by an underlying low angle normal fault that juxtaposes mineralised lower greenschist facies rocks on to unmineralised upper greenschist facies rocks.

Due primarily to the publication of the Fitzgerald Report the impact of taxation on the mining industry and the amount of taxes actual- ly paid by the industry have become items of intense debate. However, the discussion has been governed more by impassioned rhetoric than considered logic. It is equally as wasteful to the economy for the mining industry as a low cost efficient export earner to be punitively taxed, as it is for the industry to be given excessive taxation assistance. A comparison of the effect of five tax- ation policies on the cash flow of a capital intensive mining project is presented. The policies considered are Liberal 1969, Liberal 1976 with and without the coal levy, Labor 1975 and Labor 1976. The mining project used in the analysis is modelled on published estimates for the proposed Nebo coal project. The analysis is equally applicable to any large mining or petroleum development.

There has been a substantial transition in the minerals industry R&D environment in the last five to ten years. Changes have occurred in the client and contractor base, the sources and scale of funding, industry imperatives, and competition and collaboration between contractors. These changes are documented from the viewpoint of research contractors in general, and universities and the JKMRC in particular.It is concluded that research groups need to be more proactive in managing their interface with the industry. Both industry and the research community m\lst devote the resources and attention necessary to ensure the effective transfer of research results into operations. The Australian Minerals Industry Research Association (AMIRA) has an important role in these processes, and in regulating the balance between contractor collaboration and competition.

The Australian bulk explosives industry has matured significantly over the last five years and it would appear that the rest of the world is following suit. This maturity is characterised by the technical sophistication of modem bulk explosives, an increase in the technical competence of the explosives consumer and a greater openness in the debate on the quality and performance of explosives. The principal mechanism by which these advances have been made is undoubtedly commercial competition in the market place although a new element, technical competition between manufacturers and independent professionals, has and will continue to play an important role in the development of the industry. The relationship between the explosives manufacturer and consumer is necessarily both complementary and competitive. This paper identifies the need for the consumer to take a more prominent role in the critical analysis of the performance of explosives and to use his commercial influence to direct explosives manufacturers at least in the direction required for the future technical development of the industry.

This paper present a modification of selected strength criteria for coal and rocks containing weakness planes. The three strength criteria, namely, Murrell (1965), Bieniawski (1974a, 1983) and Hoek and Brown (1980) have been assessed for coal (containing weakness planes) by using triaxial strength tests. Triaxial test results indicated that the strength of coal specimens depends on the weakness plane inclination with respect to the principal stress direction. However it is shown that with increasing confining pressure, the effect of weakness planes inclination on the strength of coal specimens is reduced. The constant parameters in the three failure criteria for coal are determined for each weakness plane inclination by using the Datafit computer program (nonlinear regression analysis) and the results are compared with other rock types.

I have spent most of the past thirty-five years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American' Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited of Australia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining Investment.

Drill and blast excavation in underground mining and. civil engineering projects has grad- ually given ground to mechanical boring of tun- nels, shafts and raises during the past twenty years. The use of.boring equipment must today be considered significant and wide spread al- though comprising only a very small percent of total underground excavation. The encroachment of mechanical boring into the domain of blast- ing has been by slow incremental advances. There have been few, if any major breakthroughs in this development, and none can be foreseen in the next decade. After 1990 it is possible that scientific. development will provide some form of breakthrough in rock breaking, but this is so uncertain that it should have little relevance to planners in the 1980's. A more near term view of the future, con- centrating on the next five to ten years, has lead to the conclusion that significant im- provements will be seen in tunnel borers for poor ground conditions. A universal machine will be developed that converts from a dry hard rock machine to a closed slurry type machine for passing through fault zones with unstable crushed rock and water. Two other machines have been described as alternate designs for tunnelling in squeez- ing ground conditions.

There has been significant growth in mining and energy exploration in South Australia, which has identified new major potential opportunities. This sector generates significant economic value to the state and their support remains a priority for the state government. The delivery of this economic and associated community value to the state is dependent on the mining and energy sector being able to access reliable water supplies.The vast majority of priority areas for the mining and energy sectors are located in areas that have traditionally been of low priority from a water-use perspective and hence, data and knowledge levels are generally low.Recent studies have identified a potential increase in demand for water in the mining and energy sector for potential developments from approximately 40 GL to over 170 GL over the next ten years. The studies found that water and water infrastructure is the second highest proportion of planned infrastructure capital investment by resource companies. The South Australian GovernmentÆs Plan for Accelerating Exploration (PACE) initiative (PACE 2020), also identifies addressing the issues of location, use and management of South AustraliaÆs water resources as a key priority for the growth of the mining and energy sector.The Department of Environment, Water and Natural Resources (DEWNR) has developed the facilitating long-term outback water solution (FLOWS) initiative. DEWNR is currently undertaking a suite of programs to provide groundwater information at the regional scale to better target water supply options for mining and energy developments and community water supplies.The Goyder Institute for Water Research has leveraged significant research investment of $3 M to develop methodologies to interpret airborne geophysics to map groundwater sources.The FLOWS Initiative will provide key content for the PACE Water Program and will also assist in the development of water supplies for remote far north communities by identifying alternate groundwater sources to improve water supply security.This paper will discuss how developing an appropriate science and knowledge base will encourage and secure development where appropriate, enable prudent decision-making and policies regarding water allocation, accounting and licensing, whilst ensuring the protection of environmental assets.CITATION:Power, N and Costar, A D, 2013. The Sepon district in Lao PDR contains 1.8 Mt of JORC (2012) compliant contained Cu resources in addition to >4.5 Moz of Carlin-like Au in a Palaeozoic sedimentary package. The Cu deposits are proximal to an EW lineament of Permian rhyodacite porphyry (RDP) intrusive centres that are characterised by intense barren quartz stockworks. The Khanong deposit (42 Mt at 3.0 per cent Cu mineral inventory) is a carbonate replacement intermediate sulfidation deposit verging on a high sulfidation environment, where abundant pyrite, copper sulfides (chalcopyrite, bornite, trace enargite), copper sulfosalts (including tennantite – tetrahedrite, colusite), and base metal sulfides (sphalerite and galena) have replaced low dipping dolomite and limestone layers, forming a manto-style orebody fed by steep dipping intensely silica-pyrite altered structures. The Thengkham deposits (54 Mt at 1.5 per cent Cu) are composed of prograde skarns (garnet, clinopyroxene) and mineralised retrograde skarns (chlorite, magnetite, hematite, epidote, sericite, talc, serpentine, carbonates, sulfides) which are irregularly and semi-continuously distributed around an elongate 4 km long intrusive centre. Thengkham and Khanong have been strongly supergene enriched, forming secondary chalcocite breccias and exotic malachite zones.The Carlin-like Au deposits display a range of stratigraphic and structural controls and lie outboard of the Cu deposits. Similar structural controls, alteration assemblages and trace mineralogies suggest that gold and copper mineralisation are temporally and genetically related. Indonesia holds a significant role in the utilisation of coal resources in the world. Although the number of Indonesian coal resources and reserves do not fall into the world’s top ten, according to 2009 statistics, Indonesia is the seventh largest producer of coal with a production of 256 Mt. More than 80 per cent of this amount is sold in the export market, making Indonesia the world’s second largest coal exporter. Most of the exported coal from Indonesia is used to fulfil the needs of the Pacific market, such as Japan, Taiwan, China, among others. It is also possible to reach the Atlantic market.Along with Indonesia’s development program, until 2025 the Indonesian government has adopted a National Energy Policy that aims to reduce the role of petroleum in electricity generation and replacing it with coal. As a follow-up of the policy, since 2009 PT PLN, the state electricity company has built steam power plants throughout Indonesia as an implementation of the first stage of the Electrical Acceleration Project with a capacity of 10 000 MW. Moving forward, in 2011 PT PLN will also build the second stage of the project with a capacity of 10 000 MW. As a result of the program, the domestic need for coal is expected to increase as much as 44.8 Mt.With the increase in domestic need and decrease in the number of reserves, the Indonesian government has adopted policies to secure the domestic coal supply. A policy that may potentially be adopted by the government is the limiting of coal production, seeing the high rate of increase in Indonesian coal production. The adoption of such a policy will change the distribution map of coal in the Pacific market. Thus, this paper will evaluate the change of coal distribution patterns in the Pacific market along with the increase in Indonesian domestic needs and Indonesian adoption of policies regarding the securing of coal supplies.

The easiest way to mine valuable orebodies is through the use of explosives and well-planned blasting layouts that produce fragmentation profiles designed specifically for conveyance equipment in underground mines. The design of blasting patterns is specific to not only the explosives being used but also the rock or ore type being fragmented. Many blasting designs are based solely on the experience of those developed for similar orebodies in terms of properties and orientation or individuals that have some blasting experience.The primary technical objective of this paper is to outline a unique methodology for determining underground blasting methodologies (developing specific blasting parameters) commensurate with explosive energies and rock/ore equations of state for a narrow-vein gold property located in Northern Quebec and for underground mines in general.The procedures developed are to define the desired fragmentation specification so that a specific thermodynamic break is generated, taking into account powder factor, energy factor, tonnages, explosive energies and distribution along with blasthole diameter and orebody orientation for a specific set of explosive and dynamic rock/ore properties. Determining dynamic modulus values for the ore using seismic sensors to measure P- and S-wave velocities, the aforementioned parameters will be utilised to set the design constraints to maximise recovery and minimise overbreak and dilution.New underground blasting software (AEGIS) will use thermodynamic break in conjunction with defined fragmentation profiles to create an array of blasting parameters used to design and plan ring layouts. This software will also allow mining planners, prior to drilling and loading a production blast, to appraise future intended blasting patterns to minimise the potential of diluting ore with host rock and the likelihood of damaging mine support structures.CITATION:Roy, D, Williams, T and Preston, C, 2015. The rapid socio-economic growth of Hanoi City coincides with a corresponding growth of the transport demand. Today, the transport in Hanoi is completely dependent on private modes of transport. Because of the lack of an efficient public transport system and the expected rapid increase in traffic volumes, the movement of people and goods in the urban areas of Hanoi will cause congestion in the present city transport network. The solution of the construction of new roads, or the widening of the existing streets, is very expensive in urban areas and usually causes many social problems due to the resettlement of people. From the point of view of the number of inhabitants, Hanoi City is now over one million. Above this number the international experience shows that the public transportation must be a mass transport system with large capacity, commercial speed and also independent as much as possible from the street network. According to the Hanoi Master Plan for 2020, the Hanoi urban population will be over 3.5 million persons. Also, in the next 15 years, the distances between centre-destination points will be doubled by comparison to 1995.

This paper compares different results for overburden volume estimation assisted by geoestatistics, particularly using kriging methods. The main goal is to obtain the most reliable digital terrain model for the calculation of the overburden volume. The data was collected on an irregularly spaced grid and interpolated values were calculated to provide a denser, more regular data set before volume estimation. The field work was developed at the Butia-Leste Coal Mine, southern most Brazil, where an accurate survey was done using a total station theodolite with electronic data collector. The study was developed in five main steps: data acquisition, exploratory data analysis, spatial continuity measurements, point and block kriging estimation and verification of the results. Data acquisition was carried out on a 5 x 5 in grid. This dense grid provides an exhaustive data set of the real terrain against which data subsets can be compared for the various interpolation procedures and volume calculation. This provides an interesting insight into the influence of the number of data on the estimation error. Univariate statistics were used to compare each data subset and the exhaustive dataset. Ordinary kriging on the data subsets followed by contouring was carried out using Geoeas and Surfer software respectively. A subroutine written in C provided the link between the files generated in Geoeas and subsequent contouring routines embedded into the Surfer package. Omnidirectional and directional variograms were modelled defining the parameters for kriging estimation using Geoeas. Different variogram models were checked through cross validation prior to kriging. A comparison between the magnitude of the differences in volumes calculated with the different DTMs was attained. These final result indicates the sensitivity of the volume obtained to the number of data points. As the number of data points increases the estimation error decreases, but at some point there is no significant decrease in the final volume with the collection of additional data.

Ernest Henry mine (EHM) is a sub-level caving operation located in north-west Queensland, Australia. Located below a previously mined open pit, the underground operation ramped up production to 6.8Mt/a in 2017. The EHM ore body dips at 45 degrees to the South and therefore requires each level to “step out” from the level above as seen in Figure 1. Within this step out zone it is important to both maximise recovery and allow for efficient operation of the underground workings production to bring the level up to full production as quickly as possible. Throughout the step out design process, a combination of further defining the ore boundary, using lessons learnt from production performance on upper levels and the introduction of design improvements, has reduced the production ramp-up time, decreased costs and increased recovery for a single level at EHM. Breakwater Resources Ltd is a Canadian base metals producer with Cu-Pb-Zn operations in Canada, Honduras, and Chile. Two of its operations contain economical gold levels which are recovered in both gravity and flotation concentrates. The gold payable terms in zinc concentrate are poor when compared to gold concentrates or copper concentrates and various flow sheets have been evaluated by Breakwater staff to maximise gold reporting in higher value products. The Myra Falls mine in British Columbia recovers coarse gold in the grinding circuit, part of which is upgraded and sold as a gravity-gold concentrate with the balance being directed to the copper concentrate. A sampling survey showed that there was potential gravity-recoverable gold in the copper regrind circuit. Installing a gravity concentrator in the copper regrind circuit increased the gold grade and recovery in the higher revenue copper concentrate and reduced the quantity reporting to the less well paid zinc concentrate. The El Toqui Mine in southern Chile has distinct high-and low-gold orebodies which are campaigned separately through the flotation plant. The high gold zone yields both a gravity concentrate and an unusual gold flotation concentrate. The gravity concentrate undergoes intensive cyanidation and electrowinning on-site to produce dore, while the fl otation concentrate is sold to gold producers. The zinc concentrate contains signifi cant gold values. The paper describes efforts over the past few years to improve gold returns at Breakwater's operations and highlights the different approaches dictated by the mineralogy of the gold occurrences at these two operations.

The use of hydrogen as a reducing agent can substantially reduce carbon dioxide (CO2) emissions from the ironmaking process. Iron ore fines can be reduced in a fluidised bed (FB) using hydrogen (H2) at high temperatures (>800°C), although several studies have reported the sticking of particles which causes the bed to defluidise, effectively shutting down the process. Here, we report results from the reduction of New Zealand (NZ) titanomagnetite (TTM) ironsands in a small-scale laboratory FB (100 g) at temperatures between 800–1000°C using H2 flow rates up to 5 standard L/min. No sticking phenomena are observed under any of these conditions, which is attributed to the formation of a stable titanium-bearing oxide layer on each particle’s exterior, preventing iron-iron contact at the particle surfaces. Pre-oxidised NZ TTM ironsands have also been studied and shown not to stick. Interestingly, at lower reaction temperatures the reduction kinetics for pre-oxidised ironsands is faster than for as-received ironsands. This increased kinetic rate can be attributed to the preoxidation stage inducing micro-fractures that create a void for the hydrogen to diffuse into the inner regions of the particle. In addition, oxidation of TTM appears to segregate the particle into two distinct phases, a high Aluminium-Magnesium (Al-Mg) phase and a high Titanium (Ti) phase. The findings are important as increasing the operating temperature of the FB reactor results in a faster reaction rate and higher gas utilisation, making the process more economically attractive. Furthermore, oxidation of NZ TTM ironsands results in a faster reduction rate at lower temperatures (800°C– 900°C) opening the opportunity to reduce the reaction temperature which might be beneficial in a final commercial-scale process.

In 1993 a detailed review of drill sample yuuluy was rouxluard through twin and triplet drill holes using open hole, crossover suhreverse circulation (RC) and diamond drill methods. Advances in face-sampling RC methods demanded a further review of the validity and reproducibility of drill sample data. A program was undertaken to drill three RC holes using the latest technology (new face- sampling bits, dust suppressers, cyclones and compressors). Volumetric and mass studies were undertaken to review sample recoveries. Modal analyses on indicator minerals were logged to interpret the relative degree of mineralisation. Ambiguities in the results were immediately apparent and the consensus was for follow-up twin diamond holes using HQ3 coring tubes. The most mineralised RC hole was selected for the first twin diamond hole. This RC hole (MS 313) encountered one intersection of >0.47 g/t; in contrast the diamond hole (MS 342) had nine intersections at > I g/t. Results at hand show definitively that face-sampling RC drilling is not acceptable as a method of exploration for gold deposits of the Woods Point type. Furthermore it is demonstrated that RC drilling should not be used for any type of exploration of high-grade gold vein deposits related to highly fractured or porous hostrock, or areas of previous mining activity. Methods are proposed for reviewing of rates of sample recovery, distribution and cross-contamination. Comparisons also show that in limited metreage reconnaissance drill programs, diamond drilling is more similar to percussion in per metre costs, than it is credited with, and always provides more bang for the Buck.

Copper has been mined intermittently at Gunpowder, north of Mount Isa, since 1927. Most ventures have had some initial success but fluctuating copper prices, the small-scale of the operations and the remoteness of the site led to closures or sale. Processing routes have included direct sale of high grade ore, flotation of oxide and sulphide concentrate, and copper cement production from mine solutions. Copper cathode has been produced by heap and in-place leaching coupled with solvent extraction and electrowinning (SX/EW). Aberfoyle Limited recently purchased the Gunpowder operation and is expanding operations. An innovative high recovery tank leaching process, including a low temperature, low pressure autoclave, has been adopted. Copper cathode will be produced from an expanded solvent extraction/electrowinning plant at approximately 45 000 tonnes per year. The combination of expanded throughput and high metal recoveries will make Gunpowder a cost competitive producer.
