The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. In Canada the federal government's Mining Research Laboratory at EIIiot Lake, Ontario, has been using two aerosol counters to aid its investigations. Specific studies with the units include: a) evaluating total and elemental size efficiencies of dust filtration units: b) characterizing the dust particulate cloud from different mining operations: and c) determining dust transportation characteristics.

Australian Bureau of Statistics (ABS) data shows that since 2006 the balance of capital costs associated with mine development has become weighted greater than 75 per cent to enabling infrastructure and less than 25 per cent on process plant, equipment and machinery. The well-developed mine planning techniques including pit optimisation and scheduling and process plant design and optimisation have typically proceeded in a linear fashion from geology, mine planning, through processing, with some iterations back to the mine. Only then is attention paid to planning and costing of enabling infrastructure in any detail.Optimisation has typically involved developing cut-off grades, mine plans and schedules and ore processing that produces maximum economic ore. Infrastructure has then been sized æto suitÆ the mining and processing core business drivers.What the ABS data, together with global trends, indicates is that infrastructure can no longer be an afterthought if miners wish to achieve robust project value estimates, realistic ore to market costing and resource statements based on achievable economic cut-off grades.In addition, with such a large proportion of the costs originating from non-mining or processing activities, a mining operation can only be truly optimal if these aspects are given due consideration in the mine design stages, based on quality geometallurgical inputs so that the size and cost of enabling infrastructure is optimised to maximise project value.This paper outlines an iterative holistic approach to mining project development, which integrates the geometallurgical approach and enables infrastructure planning into project design and evaluation. A simple algebraic method of aligning large scale underground excavations such as a crusher station or workshop or indeed any large cavern or mine layout to the optimal stress condition is outlined. The method uses the stress transformation law to determine how the component stresses vary as the stress tensor is rotated around its axis. The aim is to define the orientations at which the maximum and minimum horizontal stresses occur such that the excavation can be aligned with its long axis paralleling the trend of the maximum horizontal stress leading to the minimum potential for overstressing of the side walls. The physical environment in which the stress field is acting is unchanged. At the design location, the trend and plunge of the major principal stress is unchanged. However, the coordinate system by which the location of the stress field is described is arbitrary and the stress transformation law allows that coordinate system to be rotated to a more convenient orientation and for the component stresses to be calculated within the alterative coordinate system. The stress field is typically described in terms of normal and shear stresses aligned to a north–south, east–west, vertical, coordinate system. In this scenario, there are two orientations in the 360° horizontal plane defined by the coordinate system where the horizontal normal stresses are equal, and at 45° to those orientations, two orientations where they diverge to the maximum extent. Those orientations of maximum divergence correspond to the trend of the maximum and minimum horizontal stresses, usually designated σH and σh, and that is what the algebraic manipulation seeks to determine. This technique is a first pass assessment which relies on a knowledge of the full stress tensor. It is not a replacement for numerical modelling or detailed design, but a tool to guide planning.

ThyssenKrupp specialises in the manufacture of high-grade steel-sheet products. Its main customers include the automotive, construction, household appliance, energy and packaging industries.At its works in Duisburg, Germany, ThyssenKrupp Steel Europe produces 12 Mt of crude steel annually, making Duisburg one of the world’s largest steel hubs.ThyssenKrupp have installed an online elemental analyser and limestone dosing control System on one of three Sinter strands at Duisburg in an attempt to control the sinter raw mix with better precision. Traditionally, set point changes to the raw mixture were made after sampling and laboratory analysis of the sinter product. The analyser chosen uses prompt gamma neutron activation analysis to determine the elemental content of moving material on a conveyor each minute and was supplied by Thermo Fisher Scientific. The project goal was to control the CaO/SiO2 ratio (basicity) and reduce its variability in the sinter feed.Evaluation of the system has shown that the addition of the online analyser reduces the time lag related to the former method, therefore upset conditions can be reacted more quickly by the control system, and this has resulted in a more stable sintering process. As a result, the sinter feed variability in case of the basicity has been reduced by half. While CaO/SiO2 control was the initial aim of the project, a number of other benefi ts have been realised, such as a reduction in return fi nes and a financial benefi t of 0.11 €/ton of sinter attributed to the reduction of coke breeze and limestone. ThyssenKrupp Steel Europe has identifi ed that additional information available from the analyser could be used to optimise the complete sinter process.The project was carried out with a financial grant of the research program of the ‘Research Fund for Coal and Steel’.

In 1997, the Australian coal industry through Standards Australia committee MN-001 Coal and Coke recognised the need to produce a Standard giving some instruction on how to inspect and audit mechanical sampling systems. A Guide was developed by sampling subcommittee MN-001-04 and in 1999 the Standard was released as AS4264.5 æGuide to the Inspection of mechanical sampling systemsÆ Coal and Coke. Since that time the author has assisted with other committees in developing the Guide for other commodities such as concentrates and a generic standard for particulate materials. (AS4433.6 released 2000). The Coal and Coke guide is also currently a work item for ISO Standards. This paper is focused primarily on auditing and inspection procedures for coal mechanical sampling systems. It highlights the need for at least a three level inspection protocol where the operators manning the system maintain operational checks, the operators are regularly supervised by the company managing the system and once per year an independent auditor inspects the whole system to ensure compliance with design and standards. It does not cover short- and long-term maintenance of individual systems. With companies already certified to the ISO9000 series, this guide forms the framework to bring the operation and inspection of their mechanical sampling systems into line with these principles.

It is well known that clays affect the flotation performance, and many of the refractory gold ores around the world contain clay minerals. Therefore, an ore sample from the Carlin Trend was selected for this study as these ores contain large quantities of clays. The presence of clay minerals in an ore makes it susceptible to a range of variables, such as the solution chemistry determined by pH and the chemistry of the rheology modifiers. The viscosity of the ore slurry was measured as a function of solid concentration and particle size distribution, in addition to using different rheology modifiers and pH regulators. The results were correlated with the ore flotation performance. It was found that various reagents known commonly as dispersants or rheology modifiers have different effects on the ore slurry viscosity. Syncrude Canada Ltd operates one of the largest open pit mines in the world at Fort McMurray in northern Alberta, Canada. In 1993, Syncrude mined and processed 131.2 Mt of oil sands to produce 67.0 MBbls of synthetic crude oil (SCO). This represents approximately 13 per cent of Canada's crude oil requirements. In addition to the oil sand mined, Syncrude moved approximately 96 Mt of overburden ahead of the mining operation in 1993. Since start-up in 1978, Syncrude has had outstanding success in improving the safety and reliability of its operation. Much of this success has been achieved by reducing risk through the application of new and improved technology. This improved safety and reliability has resulted in, among other things, very significant improvements in operating costs and profitability. This paper discusses some of the technology applications that have been introduced at Syncrude to reduce risks to people, equipment, operations and the environment. Three specific examples will be discussed in detail to demonstrate how reductions in risk have greatly improved the operation.

The flow of information, and consequently the decision-making along the chain of mining from exploration to beneficiation, typically occurs in a discontinuous fashion over long timespans. In addition, due to the uncertain nature of the knowledge about deposits and the inherent spatial distribution of material characteristics, actual production performance in terms of produced ore grades and quantity and extraction process efficiency often deviate from expectations. Reconciliation exercises to adjust mineral reserve models and planning assumptions are performed with timely lags of weeks, months or even years.With the development of modern information and communication technology over the last decade, a flood of data about different aspects of the production process is available in a real-time manner. For example, sensor technology enables online characterisation of geochemical, mineralogical and physical material characteristics on conveyor belts or at working faces. The ability to utilise this additional information and feed it back into reserve block models and planning assumptions opens up new opportunities to continuously control the decisions made in production planning to increase resource recovery and process efficiency. This leads to a change in paradigm from a discontinuous method to near real-time reserve reconciliation and model updating, which calls for suitable modelling and optimisation methodologies to quantify prior knowledge in the reserve model, process and integrate information from different sensor sources, back propagate the gain in information into reserve models and efficiently optimise operational decisions in real-time.This paper introduces the concept of an integrated closed-loop framework for real-time reserve management, incorporating sensor-based material characterisation, geostatistical modelling under uncertainty, modern data assimilation methods for sequential model updating and mining system simulation and optimisation. The Palaeoproterozoic Warramunga Formation is notable as the host to the enigmatic, so-called 'Tennant Creek style' mineralisation. These polymetallic (but mainly Au-Cu-Bi) ore deposits typically have a close spatial association with massive ironstone bodies, and frequently also with banded ironstone, known locally as 'haematite shale'. The Warramunga Formation is a polydeformed, turbiditic succession. Partial, or complete Bouma sequences variously comprising lithic arenite, wacke, siltstone, and mudstone constitute a classic flysch sequence deposited as a proximal (sandstone lithofacies) to distal (siltstone lithofacies) fan association. The Warramunga Formation has a substantial component of volcanic detritus and has generally been attributed to an essentially contemporaneous volcanic provenance. However, lithostratigraphic revision (Donnellan, Hussey and Morrison, in press) apparently precludes outcropping volcanic rocks of the Tennant Creek Block, or indeed Inlier, as the source of detritus. Warramunga Formation geochemistry indicates rapid derivation from a fractionated, predominately felsic igneous source (Palaeoproterozoic upper crust) with a minimum of chemical weathering; together with an admixture of mafic material. Warramunga Formation geochemistry cannot, however, be reconciled with that of the Bemborough Formation, which is here taken to be representative of Flynn Subgroup felsic volcanic rocks. Similarly, the Warramunga Formation is geochemically distinct from Flynn Subgroup sedimentary rocks. Geochemistry of the banded ironstone is consistent with its interpretation as Dine-grained turbidites.

The Cooljarloo North Mine has been shaped not only by operational and processing challenges, but by climatic and economic factors. This paper outlines some of these challenges and discusses how the operating strategy has been altered over time to mitigate the impacts.Since commissioning the wet concentrator in 1999, there have been many typical operational challenges to maximising valuable heavy mineral (VHM) recovery. These include: varying in pit feed grades, different slimes types and volumes, sizing extremes between VHM and trash minerals and decreased equipment reliability handling rocky ore. These issues were successfully mitigated by: in pit extraction strategies, upgrade of the de-sliming circuit, thickener modifications and flocculent changes, installing upgraded and additional spiral capacity, and various Feed Preparation Plant screening initiatives. Combined with the ingenuity, persistence and patience of the operating team, VHM recovery >95 per cent has been achieved.However, typical processing challenges have not been the only hurdles. Reduced rainfall and water availability has necessitated the strategic co-disposal of tailings and slime to increase the speed of water recovery: groundwater abstraction and water storage strategies have also been altered. With an observed reduction in the speed and magnitude of groundwater recharge, overburden backfill scheduling has become a priority mine planning function.Combined with the above challenges, the prevailing foreign exchange rate and mineral product prices have impacted profitability. At the height of the Global Financial Crisis in 2009, major changes to the operating strategy were made to maintain a viable dry mining operation in 2010. Working with the mining contractor the existing scraper and semi-fixed Feed Preparation Plant set up was replaced with a movable in pit dozer trap facility. The end result of changes to the mining method and primary screening was a ten per cent reduction in unit costs. This article will elaborate on some of the above mentioned challenges and successes achieved over the past ten years of operating the Cooljarloo North Mine.

The current surge of interest in lithium (Li) is due to the anticipated demand for electric vehicles and small scale power storage. Brine deposits contain most of the global Li resource, however hard rock deposits can be more readily and rapidly developed and comprise the majority of proposed projects. These projects plan to use the conventional processing routes of dense medium separation and / or flotation to produce a spodumene concentrate for sale. The standard route for subsequent processing of spodumene concentrate is thermal decrepitation, acid leaching, solution purification and precipitation of lithium carbonate. This is typically followed by further purification. A number of projects have ores which contain other lithium minerals, principally micas, lepidolite and zinnwaldite, necessitating an alternative treatment route. Several different routes for spodumene processing are under development to reduce costs to compete with brine projects. The Iron Ore Company (IOC) of Canada Mining and Operations Departments expressed an interest in reducing the amount of oversize material (>1 m × 1 m × 1 m) being produced and its subsequent downstream effects including in-pit sorting and reduction, damage to mobile equipment, and significant delays in the loading pockets and the primary crushers. To achieve this goal an oversize reduction project was undertaken by the mine and to date has significantly improved upon baseline measures.One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion into the blastholes provided more resistance to the forces created by dynamic water and reduced the infi ltration of the emulsion into the cracks and fissures of the rock mass. Blast results showed reduced amounts of oversize and more consistent fragmentation throughout the muck piles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realised.To determine the effectiveness of the oversize reduction project, IOC used shovel based camera technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with global positioning system (GPS) locations. A large population of digital images was analysed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

The GRE46 Underground Project lies beneath the environmentally unique and culturally endowed shore of Lake Cowal. The ore body is open both along strike and at depth and is currently defined to a strike length of 1.5km and depth of 800m. The Warraga exploration decline commenced in March 2019 and represents the first stage of the Project, which is expected to underpin production at Cowal Gold Operations (CGO) for a period exceeding 10 years. Mining operations at Cowal commenced in 2005, following a period of over 20 years of exploration and permitting. In 2015 Evolution Mining (Cowal) Pty Limited (Evolution) acquired the operation from Barrick Gold Ltd (“Barrick”). Barrick had a life of mine plan that anticipated a cessation of operations in 2024 at a processing rate not exceeding 7.5 Mtpa. Evolution have grown the regional endowment considerably and have a currently approved mine life out to 2032 with a currently approved maximum processing rate of 9.8 Mtpa. This paper examines the history, current status and future path of one part of that plan, the GRE-46 Underground Project. Topics for discussion include discovery, Mineral Resource growth under different ownership philosophies, planning, permitting and commissioning of an exploration decline and bulk sampling project, and integration with the possible future mine. Environmental sensitivities affecting regulatory approvals, timeframes, technical challenges, opportunities and solutions are discussed, along with the path required to fast-track production from the existing 14Mt, 1.4Moz Mineral Resource while complying with the requirements of modern, responsible project development stewardship.

The Australian Research Council (ARC) has recently established an Industrial Transformation Research Hub in the area of iron ore, focused on iron ore characterisation, beneficiation, materials handling and end-use functionality. The research hubs are part of a new initiative aimed at building stronger relationships between industry and universities, while addressing issues of national significance. The ARC Research Hub for Advanced Technologies for Australian Iron Ore will focus its attention on developing innovative approaches for creating enhanced value across the full value chain through the characterisation of different ore types, beneficiation and materials handling and transport. This hub brings together five industrial organisations and a research team formed from well-established research groups based at the Newcastle Institute for Energy and Resources. These groups have a record of working closely with industry to create opportunities. Examples include new beneficiation technologies such as the Reflux Classifier for achieving gravity separation, the expertise of TUNRA Bulk Solids in materials handling and the Iron Making Centre at Newcastle, which is a capability maintained by BHP Billiton following the closure of its Technology Centre in 2009. The purpose of this paper is to provide an outline of the research hub and its objectives, some background on the research groups that now form the hub and an insight into the strategy adopted for developing and implementing new technologies. Open pit mine enterprises are complex systems that depend on multiple parameters such as mineral grade distribution, geotechnical characteristics, economic conditions and engineering requirements, all of which vary in time and space with a different degree of uncertainty. The unpredictable nature of these inputs imposes a risk to mine owners and shareholders which in the worst case can lead to highly undesirable financial outcomes.Desktop studies commonly examine a set of scenarios based on adjusting variables such as commodity prices, mining costs, processing costs, and metal recoveries to understand their relative impact on the economics of a project. It is less common to systematically explore and simulate hundreds of alternative physical designs to understand and compare the financial risk associated with one or more mining projects.This paper presents a risk assessment tool set and methodology that uses web based cloud computing to enable multiple simulations of mine designs to be rapidly and efficiently executed. The methodology includes generating random sets of prices and costs values within their respective probability distributions. Pit designs are then created to maximise the profit for each set of input variables. Various approaches to analysing the results are discussed. Asteroids contain an abundance of valuable resources such as: nickel, cobalt, gold, platinum and rhodium. Whilst the consumption of mineral resources on Earth continues to deplete, meteoroids have the potential to become a significant source of minerals. Even though the minerals content of asteroids may be relatively high, the valuable minerals are more likely to be only a small portion of the total ore present in the main body. The ores must, therefore, be processed to extract the metals of interest from the waste. Existing terrestrial technologies rely on manipulating the physical and chemical properties of minerals. The application of these techniques to asteroids processing, however, is not straightforward due to the presence of different conditions such as zero gravity and lack of water in space. Teleoperation is one method by which an operator can remotely control and monitor a vehicle. The operator monitors the status and progress of the remote vehicle by watching the video transmitted from one or more cameras which are mounted on the vehicle. In the case of an LHD, it will be fitted with three cameras. For a twin-boom Jumbo, four cameras are mounted on the drill, three of which will have remote pan, tilt, 15x zoom, focus and lens cleaning controls. The advantage of teleoperation is that an operator can stand in the drive and send the remote vehicle around a corner, completely out of sight and still clearly see what is happening. This means that an LHD returns with a full bucket and a Jumbo can be operated from a safe distance. Standing in the drive teleoperating vehicles, exposes the operator to passing traffic including the remote vehicle. There are two solutions to this problem. One is to equip the operator with a Nautilus æBuddyÆ jacket which will help to protect them from all vehicles. The other is to move the operator into a safe room or area, away from the fumes, the noise and the traffic. In this comfortable, less stressful environment, the operator will be more productive and less likely to accidentally damage the vehicle. The operatorÆs æsafeÆ room does not have to be a formal control room, it can be any area which has AC or DC power available and is large enough to contain a chair and a 1.5 m x 0.75 m table. The æsafeÆ room can be on the surface or underground, it does not matter to the operation of the Nautilus Equipment. If the LHDÆs, trucks, locomotives, etc are automatically guided from origin to destination, the operator is free to operate several vehicles at a time, performing only those tasks which are too difficult for a computer to do by itself.

The automated optical image analysis software Mineral4/Recognition4 (M4/R4) is capable of performing comprehensive characterisation of different materials throughout the iron ore value chain, including ore fines, lump, sinter, pellets and coke. It has been successfully used by CSIRO for industrial and research projects and has been independently licensed to several world leaders in iron ore production and ironmaking. The M4/R4 software was strongly integrated with a Zeiss microscope to make use of the company’s powerful AxioVision software. This required users to own both Zeiss microscope hardware and AxioVision software in order to be able to use M4/R4 to its full image acquisition and analysis capacity. Therefore, it was not available to the users of equipment produced by other major microscope manufacturers. In recent times however, Zeiss has indicated that the AxioVision software will no longer be supported. To overcome this limitation, CSIRO has proceeded with the next generation of this software, Mineral5/Recognition5 (M5/R5). Importantly, the M5/R5 system has been developed without any dependence on a specific microscope hardware/software platform. Furthermore, the image analysis functionality is now based on openCV open access software and has been fully rewritten using stateof- the-art software development tools to allow reading and processing of all major image formats. Although past applications have been specific to iron ore and ironmaking applications, other improvements, such as an increased number of minerals allowing better gangue segmentation, flexible mineral definitions, improved software modules behaviour and refined analysis routines enables the platform independent M5/R5 image analysis system to be used by researchers in any area of mineralogical or materials research.

The largest oil sand deposit in the world is located in Alberta, Canada, with a total proven reserve of 2.5 trillion barrels of oil. The water based extraction process is currently being used in commercial operations to recover bitumen by flotation from oil sand ores. A recognised challenge in bitumen extraction is the reduced bitumen recovery when processing ores containing high fines content or æweatheredÆ oil sand ores, collectively known as poor processing ores. Inspired by demonstrated success of using kerosene as collectors in coal flotation, an innovative idea of using oily bubbles (air bubbles coated with a thin layer of oil or solvent) was tested to improve bitumen flotation recovery from poor processing ores. In this study, dynamic contact angle of air bubbles or oily bubbles on bitumen and induction time of bitumen-oily bubble attachment in water were measured to justify the use of oily bubbles in bitumen recovery from poor processing ores. The type of oil or solvents, including kerosene, toluene and naphtha, used in generating oily bubbles showed a marginal effect on the contact angle values, similar to the values measured with air bubbles. However, the spreading of an air bubble was found to be much slower than that of oily bubbles on a bitumen surface. The induction time for oily bubble-bitumen attachment was found to be much shorter than that for corresponding air bubble-bitumen attachment in the process water from poor processing ores. The reduced induction time for kerosene-coated air bubble-bitumen attachment correlates well with the improved bitumen recovery from poor processing ores using kerosene-coated oily bubble flotation technology.
