The AusIMM is concerned about the longer tem sustainability of the minerals sector in Australasia. Our contention is that the sustainability of the sector is at risk if we do not:   ò encourage more exploration in Australasia by removing impediments and         increasing incentives; ò fund our university and research centres appropriately to increase both our   prospectivity, and our processing efficiencies; and ò manage our human resources better.   This paper will focus on how we can better manage our human resources to assist in ensuring sustainability of the sector in Australasia .   From a production point of view:   Economic output = f (Land, Labour, Capital, Environment) where Land refers to all of the natural resources used in production. As well as land itself it includes water, forest, fisheries, oil, gas and mineral deposits. Labour refers to the skills and capabilities used by humans in the production process. Capital describes all of the manufactured aids used in the process of production1. The challenge for management is to ensure maximum efficiency and effectiveness of labour in the production process whilst maintaining sustainable development.   The 1992 Rio Summit defined sustainable development as maintaining and enhancing:   ò natural capital û defined as all natural resources, both environmental and   those of traditional economic value; ò manufactured capital û made by human kind, including produced goods,     infrastructure and built environment; ò human capital û defined as the health, well being, intellectual capabilities and   spiritual welfare of individuals; and ò social capital û defined as social relations and consultations within and   between societies, their norms and functionality2.   The minerals sector in Australasia has successfully focused on the technical aspects of each of these components of sustainable development with primary attention applied to natural capital and efficient utilisation of manufactured capital. The technical aspects of human capital and social have also been addressed through an emphasis on occupational health and safety and interaction with local communities however I suggest that, to date, insufficient emphasis has been placed on labour (human capital) to maximise economic output1.   It has become increasingly common practice to identify land as natural capital, labour as human capital and capital as physical capital. That is labour has been treated as a commodity rather than an opportunity to create a comparative advantage and this will be the greatest challenge for mine management to show leadership over the next decade of the 21st Century.   This paper will outline characteristics of the sector which are relevant to the management and utilisation of labour, outline the outcomes of recent AusIMM surveys, review the reasons for the current and future anticipated skills shortages, some innovative responses to the challenges and finally, suggestions on how mine management can show leadership.

The acidic and metal rich waters that are generated from acid sulfate soil (ASS) drainage can have damaging impacts upon ecosystems. The most obvious impact has been the discolouration of water and occasional fish kills. ASSÆs produce these acidic and metal rich waters when pyrite in soil is oxidised. Land management techniques are an essential long-term requirement to minimise the amount of pyrite oxidation. Acidic water that cannot be prevented through land management can be neutralised by other techniques. Powdered lime is the most common material in agriculture that is applied directly to soils and waters. Powdered lime can be expensive and if applied dry it may aggregate. Since the aggregated particles of lime are larger they could sink rapidly in the water column and not react. In waters with high concentrations of dissolved iron and aluminium the lime particles may become coated with a metal oxy-hydroxide precipitate, which will decrease its reactivity. A unique lime-dispensing machine, the Waterways Lime Spreader, has been developed to neutralise acidic waterways. The Waterways Lime Spreader can produce a solution rich in fine lime from larger limestone fragments. The current size of the machine means only 3.5 grams per second of limestone can be emitted. This output will neutralise low acidity waters, however, for high acidity waters the time for neutralisation can be long. More reactive chemicals such as hydrated lime or increasing the size of the machine will reduce this neutralisation time. The Waterways Lime Spreader is also capable of producing slurry mixtures if powdered materials are required. Trials with the Waterways Lime Spreader were undertaken in part of the Clothiers Creek catchment located in northeast NSW, Australia. A small drain with a water volume of 4 m3 was neutralised with crushed limestone to pH 6.9 from an initial pH of 2.6 and an acidity of 902 mg/L CaCO3 in 160 minutes. In comparison a drain with a slightly larger volume of 6 m3 that had an initial pH of 3.2 and an acidity of 753 mg/L CaCO3 was neutralised with hydrated lime to pH 11.8 in five minutes. The Waterways Lime Spreader has been used successfully to neutralise water from acid sulfate soils. It is expected that future applications of the machine may be for the neutralisation of acid rock drainage or acidified lakes.

The authors often see problems on mine sites that are due to insufficient feedback between technical discipline silos as the realities on the ground fail to inform the models and plans used to drive resource exploitation. Resource modelling, reserve definition, life-of-mine planning, short-term mine planning and scheduling, mine operations and beneficiation operations are all processes that inform each other, but in many instances feedback between these processes occurs in an ad hoc way and only after problems have come to light.Universal reconciliation uses a multidisciplinary approach across the entire mining value chain to identify both opportunity and loss of value and to maximise operational performance. This paper will look at the operational effectiveness of universal reconciliation and will outline the important elements that make it successful, including how to map out the detail underpinning modelling, planning and execution processes. We do this by documenting the physical processes, logical work practices, organisational roles and responsibilities, data origin and quality, working assumptions and information management practices at an operation. The results quickly show how misinformation and assumption causes suboptimal decisions to be taken, where inefficiencies exist and what the opportunity is to remedy these issues.A universal reconciliation study opens up an opportunity for stakeholders to reassess how the operation should be run and how operational effectiveness should be measured. Clear envelopes for reconciliation become obvious and questions about the practicality and data quality can be addressed.A reconciliation code of practice is a key element of a successful universal reconciliation project and the authors outline the important aspects that will provide an operating model, showing the effectiveness of the resource and reserve modelling, the practicality of the mine planning and scheduling practices, how well the mine operations team are executing these schedules and how effective the processing area is given what it is fed. Most importantly, a system that allows operations time to react before the losses become systemic and that is based on identifying early warnings from hard data when these processes start to wobble is outlined. The Harbour Lights Mine situated at Leonora in Western Australia, mines a refractory sulphidic gold ore. The main sulphide minerals are pyrite and arsenopyrite. Due to the association of gold with the pyrite and arsenopyrite, gold recovery is not amenable to the normal cyanidation process.A pyrite/arsenopyrite flotation concentrate is produced at Harbour Lights. This concentrate has been stockpiled for the past two years.A bio-oxidation process (BIOX«)* to treat refractory gold flotation concentrates has been developed by GENMIN in South Africa. Harbour Lights acquired the technology from CRL BIOX« Pty Limited in Brisbane, to treat the refractory gold concentrates.

Canada’s Quebec province operates 26 metal mines, 19 of which are producing gold and generating over C$1.8 billion (US$1.3 billion) annually. In all those mines, numerous samples of rock are collected and analysed daily in laboratories in order to determine their gold content. However, laboratory results are generally available within 48 hours of sampling (depending on the number of samples received by the laboratory and the priority of the results), thus potentially slowing down mining activities. In an attempt to find a solution for delayed laboratory results, Laval University, in partnership with the National Research Council Canada (NRC), the National Institute for Scientific Research (INRS) and four mining companies (Agnico Eagle, Canadian Malartic, Hecla Québec and Iamgold) have launched the Laser-Induced Breakdown Spectroscopy (LIBS) project for in situ real-time mining sample analysis. This work aims to minimise the amount of LIBS point sampling necessary to be representative of a full scan of the analysed area. Eight sampling patterns are investigated. A statistical analysis of the data was performed by varying the pattern steps. Results show that two of the patterns, 1 and 5 (single diagonal crossing the stratification of the samples with opposite slopes) minimise the amount of point sampling while remaining representative. The most successful results are obtained from steps which are greater than 6. In terms of the type of material, pattern 5 and steps 9 are better for core sampling, while pattern 1 and steps 8 are better for rock sampling. The geological explanation for these results is the heterogeneous distribution of gold in the sample which seems to be more homogeneous in the rocks than in the core sample due to the small rock size. Ranger Uranium Mine, surrounded by Kakadu National Park is located in the Alligator Rivers Region (ARR) in the wet-dry monsoonal tropics, 250 km east of Darwin, Northern Territory. A trial landform (TLF), measuring approximately 200 m by 400 m (8 ha) was constructed during late 2008 and early 2009 by Energy Resources of Australia (ERA), adjacent to the northwestern wall of the tailings storage facility at the Ranger Mine. A collaborative research program involving the Environmental Research Institute of the Supervising Scientist (eriss) and ERA, has been underway to measure long-term (five to ten year) rainfall, run-off, sediment and solute losses, seepage and vegetation establishment on the TLF (Saynor et al, 2012; Lowry et al, 2014). This paper reports on bed load losses from four erosion plots built on the TLF. These were achieved by physically isolating approximately 30 × 30 m areas from the surrounding landform on three sides with sidewalls along with an open polyvinyl chloride (PVC) pipe on the downslope side. Each plot was instrumented with a range of sensors. Two plots, 1 and 2 were constructed on waste rock material, while plots 3 and 4 were constructed on waste rock mixed with approximately 30 per cent lateritic material. Plots 1 and 4 had tube stock planted in early 2009, and plots 2 and 3 were initially planted by direct seeding in July 2009 and were infill planted with tube stock in January 2011.CITATION:Saynor, M J and Erskine, W D, 2016. The coal left in the goaf is easily submerged by groundwater damage. During the mining process of the underlying coal seam, it is necessary to drain the water in the overlying goaf. The coal sample is prone to spontaneous combustion after being soaked in water and air-dried. To explore the effect of micro-functional group transformation of water-immersed coal samples on the spontaneous combustion characteristics of coal samples during the low-temperature oxidation process. Using the experimental method of infrared spectroscopy, the migration law of special functional groups under different oxygen concentrations of water-soaked coal samples was analysed. By means of thermal analysis, the endothermic and exothermic properties of the functional groups in the water-soaked coal samples were studied. The results show that: the higher the oxygen concentration, the more oxygen-containing functional groups in the water-soaked coal sample, compared with the 18 per cent oxygen concentration, the 14 per cent oxygen concentration has a small increase, and the chain length is shortened. The temperature increase together with the oxygen concentration content determines the functional group content, the pyrolysis process produces some functional groups. The lower the oxygen concentration, endothermic rate decreases and endothermic temperature increases, the higher the ignition temperature of coal oxy-combustion, the lower the total heat release, the higher the burnout temperature, and the faster the oxygen-absorbing weight gain and the conversion of functional groups. Below 14 per cent oxygen concentration, the oxidative combustion process will be greatly reduced. The results provide a theoretical basis for preventing long-term water-soaked coal body oxidative spontaneous combustion in shallow buried coal seams.

Gold at the Harbour Lights Mine (HLM), WA occurs principally in pyrite (Py) and arsenopyrite (AsPy) minerals rendering it inaccessible to direct cyanidation. Froth flotation produces a concentrate with low mass recovery and with high recoveries of sulfides. After investigating several alternatives, a novel flotation process has been developed to separate the concentrate into pyrite and arsenopyrite rich fractions. The pyrite fraction is finely ground and cyanide leached, while the arsenopyrite is treated off-site. This paper describes the separation process from laboratory bench scale through to commercial operation at the HLM gold plant.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) has conducted full-scale explosion experiments, to evaluate the strength characteristics of various seal designs, used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests conducted within the multiple entry section of PRLÆs Lake Lynn Experimental Mine (LLEM) is currently the only accepted test method used by the Mine Safety and Health Administration (MSHA), for deeming a seal design suitable for use in American mines. These explosion tests are labour intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. The PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in situ testing of seals in an operating mine. Two chambers within LLEM and one within PRLÆs Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from these chamber tests compare favourably with those from the large-scale explosion tests in the multiple entries. In addition to testing seal designs at the required 20 psi static pressure level, the chamber test approach also allows for the determination of the sealÆs ultimate design strength. Size-scaling relationships for predicting the strength of seal designs as a function of entry size are also presented.

Located on the island of Mindanao in the Southern Philippines, the Tampakan copper-gold deposit represents a major high-sulfidation epithermal deposit superimposed on an underlying porphyry copper system. With a recent JORC compliant indicated and inferred resource estimate of 1104 million tonnes at 0.65 per cent copper and 0.26 g/t gold at a 0.3 per cent copper cut-off grade, Tampakan represents the largest undeveloped copper-gold deposit in Southeast Asia. Since its acquisition by Indophil ResourcesÆ affiliate Sagittarius Mines Inc in August 2002, the deposit is the subject of an ongoing preliminary feasibility study into project viability that is initially focused on a higher-grade copper zone in the north-central part of the deposit. The deposit is hosted by a sequence of subaerial andesitic flows (Tampakan Andesite Sequence) related to a highly eroded andesitic stratavolcanic complex of Pliocene age. Detailed mapping and geochronological dating has identified four volcanic cycles or centres that have been sequentially developed and eroded. This stratovolcanic complex is interpreted to lie on the northern extension of the Sangihe volcanic arc that extends from Northern Sulawesi in Indonesia. The Tampakan district is located within a complex tectonic setting dominated by WNW trending wrench faults that form part of the trans-Mindanao Cotabato Fault Zone. The Tampakan deposit is located near the intersection of one of several WNW trending splay structures with a prominent NNE trending dilational structure, one of many that transect the host volcanic complex. High-sulfidation style copper-gold mineralisation at Tampakan is broadly associated with and central to a flat-lying tabular body of pervasive silica and silica-clay alteration developed within a district- scale lithocap of advanced-argillic and argillic hydrothermal alteration that extends over an area of 90 km2 within the volcanic complex.

Rather like the mythical "Economic Man" "an employer" in this context must necessarily be an abstraction, and the views possessed by such an abstraction, a composite of many views known to have been expressed. Not even the complex Conciliation and Arbitration legislation in this country provides any helpful specifications, except in one peculiar particular. The Australian Conciliation and Arbitration Act provides an almost totally tautological definition, except in that one oddity referred to above. It is this : "An employer means any employer in any industry, and includes any person who is usually an employer in an industry, and also includes a Club." No doubt there is some perfectly justifiable reason for such specific and unique particularity in an otherwise meaning- less definition. That need not trouble us in this exercise.

Shotcrete usage in declines and developments has become pervasive as operators strive to achieve production improvements. Issues of mix control, fibreload, thickness control, temperature and curing conditions all play a part in the quality control. Often to overcome some of the quality control issues designers over specify the strength requirements in order to meet their operational constraints. Adherence to the standard civil testing requirements of 28 days moist cured at 21ºC without properly calibrating these results to the changing environment underground leads to contractual disputes. There are a number of standard tests specified including cylinder tests, cored tests, beam tests and round determinate panel (RDP) panel tests. The logistics of storing these samples and then transporting them to concrete testing laboratories without due regard to temperature changes with time can influence the results. All the samples can be readily handled by personnel except the RDP panel. The standard RDP panel is 800 mm diameter by 75 mm thick and requires an ITH machine at the mine and a fork lift at the laboratory to move it around. This paper will examine the possibility of a panel which provides scalable results to the standard RDP panel but can be easily handled by personnel and/or tested on site with suitable equipment. This allows for faster turn around and better quality control for the sample prior to testing. This enhances the identification of quality control issues at the mine and improves safety.

Process mineralogy provides the mineralogical information required by geometallurgists to address the inherent variation of geological data. The successful beneficiation of ores mostly depends on the ability of mineral processing to be efficiently adapted to the ore characteristics, liberation being one of the most relevant mineralogical parameters. The liberation characteristics of ores are intimately related to mineral texture. Therefore, the characterisation of liberation necessarily requires the identification and quantification of those textural features with a major bearing on mineral liberation. From this point of view, grain size, bonding between mineral grains and intergrowth types are considered the most influential textural attributes. While the quantification of grain size is a usual output of automated current technologies, information about grain boundaries and intergrowth types is usually descriptive and difficult to quantify to be included in the geometallurgical model.Aiming at the systematic and quantitative analysis of the intergrowth type within mineral particles, a new methodology based on digital image analysis has been developed. In this work, the ability of this methodology to achieve a more complete characterisation of liberation is explored by the analysis of chalcopyrite in the rougher concentrate of the Kansanshi copper-gold mine (Zambia). Results obtained show that the method provides valuable textural information to achieve a better understanding of mineral behaviour during concentration processes. The potential of this method is enhanced by the fact that it provides data unavailable using current technologies. The crystal chemistry of carbonate in Ca apatites, including Na-free and Na-bearing hydroxylapatite (CHAP) and Na-bearing fluorapatite (CFAP) and chlorapatite (CCLAP), has been investigated by Fourier transform infrared (FTIR) spectroscopy and single-crystal X-ray structure, using crystals synthesised from carbonate-rich melts at 1 GPa, 1400 - 1000¦C. The carbonate ion substitutes for both the X (OH, F, Cl) anion species in the apatite channel (type A carbonate) and the phosphate group (type B carbonate). The type A carbonate ion is oriented in the channel with two oxygen atoms close to the c-axis, and the type B carbonate ion is located close to the sloping faces of the substituted phosphate tetrahedron, with details varying with composition series. Sodium promotes the uptake of type B carbonate and also has a profound effect on FTIR spectra. Crystal compositions correspond approximately to the substitution formula Ca10-(y+z)Nay z[(PO4)6-(y+2z)(CO3)y+2z][X2-2x(CO3)x], with x + y up to 1.0 and z + 0.0 for CHAP, x + y + 4z + 0.4 for CCLAP, and x + y + 2z + 0.1 for CFAP, for equivalent conditions of synthesis. The sodium cation and A and B carbonate ion defects are locally coupled in all three composition series to facilitate charge compensation and minimise the effects of spatial accommodation. Synthetic Na-bearing type A-B CHAP with x + y + 0.5 has a similar chemical composition and FTIR spectrum to biological apatite.

Grade Engineering® is a value-driven strategy aiming to maximise benefits by exploiting intrinsic grade variability of ore deposits. It utilises a multitude of separation techniques to remove low grade material before being introduced to post-blast size reduction processes, i.e. crushing and grinding. At an operational scale, Grade Engineering® techniques can be implemented at the drill-and-blast stage, to control the degree of fragmentation in accordance with the spatial distribution of valuable minerals across an ore domain through differential blasting. It can also exploit intrinsic textural and breakage characteristics of a given ore type to reject uneconomical barren material at coarse sizes, which is known as Natural Deportment. Grade Engineering® can also be employed in the deliver stage of the mining value chain through sensor-based bulk and particle sorting. Each strategy is therefore highly dependent on the responsiveness of an orebody to available techniques. That is, the extent to which Grade Engineering® drivers would be capable of unlocking potential values of currently un-amenable orebodies depends on how detailed the heterogeneous nature of ore domains can be described. This paper considers exploring possible linkages between deportment characteristics of an ore and its competence when broken in a range of energy inputs at a particlebased level. Accordingly, potential opportunity may lie in exploring whether the intensity of input energy (or degree of fineness) can be used as a lever to improve or ‘unlock’ ore amenability to Grade Engineering® techniques. Implications from such a detailed approach offers new opportunities to enhance Grade Engineering® gains through engineering ore competence variability.

Anglo American’s Los Bronces copper mine in Chile has been conducting detailed assessments investigating value adding options for their asset. The mine has conducted several detailed Mine-to- Mill and Grade Engineering studies to investigate increased throughput and head grade and to quantifying the impact of these approaches across the life of mine. CRC ORE has two key technologies namely Grade Engineering and the Integrated Extraction Simulator. These two technology suites have been combined to understand the technological landscape and associated value drivers suitable for application at Los Bronces. Detailed ore characterisation test work was conducted to:  measure and spatially model the propensity of ores to naturally deport and  develop customised blast models for Mine-to-Mill and Grade Engineering evaluation The outputs of this work were utilised to develop a block model populated with a range on new Grade Engineering and blasting parameters suitable for scenario analysis. To facilitate scenario analysis a high-fidelity value chain model of the Los Bronces operation from blasting to concentrate production was built in IES. IES was combined with sophisticated analytical tools such as Neural Networks to develop and reconcile a fully integrated value chain. The value chain model made it possible to simulate in IES all available blocks in the block model to predict throughput and grade changes for different strategic scenarios. The scenario analysis was run across 24 strategic combinations of Mine-to-Mill and Grade Engineering and comprised several million simulations. The scenarios investigated each technology independently and jointly to provide an attributed block model that can feed forward into technoeconomic modelling to determine optimal execution strategies for the mine. This paper presents the first published study combining Grade Engineering and IES to provide mass simulation capability to investigate strategic options for a mining asset.

Bow-tie analysis is a commonly used tool to identify and display risks that have the potential for an undesired hazardous event. The output of the analysis are bow-tie diagrams, which are an effective and versatile communication format that can be applied to any type of risk. Contrary to their simplicity, a proper bow-tie diagram that maintains its usefulness and clear communication is difficult to build. Over two decades assisting Major Hazard Facilities with bow-tie analysis for Safety Cases, several common mistakes have been identified. This paper aims to highlight those issues with examples and provide improvement strategies. A sample of the most common mistakes are: - overly complicated risk analysis - poorly scoped and defined terms - poor descriptions and justifications - identifying too many dependent controls. Overly complicated risk analysis leads to wasted time in obtaining data for little gain. The bow-tie diagram is only a model. Effort should be redirected into identifying and managing controls that will make a tangible difference to site risk. Broad scopes lead to enormous and confusing bow-tie diagrams for both the user and the workshop team. Defining the scope of the study, the consequence severity of interest and critical control characteristics creates focused workshops and targeted analysis. With more definitive scope, there may be more bow-tie diagrams, however, they are succinct and specific. Well described causes are imperative for clear communication to users, regulators and future bowtie review workshop groups. It is best to use common wording structures and explain the event stepby- step. Also, clearly document any likelihood calculations and use data references where applicable. Identifying all possible controls creates a false sense of security that there are many layers of protection. In reality, most controls are dependent on a single system or person and could all be compromised from a single failure. A definition of a ‘bow-tie’ control is required whereby it must be independent from other controls. Improving the bow-tie analysis process will assist operators in developing meaningful and ‘operational’ bow-tie diagrams to support risk management systems and practices.

Advanced high-strength steels (AHSS) typically have much higher aluminium concentrations (by an order of magnitude or more) than conventional low-carbon aluminium-killed steels. The resulting lower oxygen activity at the steel-slag interface changes the kinetics and thermodynamics of steelslag reactions. Previous work showed that the rapid transformation of alumina inclusions to spinel inclusions, and spinel to periclase, occurs because of the relatively high concentration of dissolved magnesium. In this paper, experimental results on nitrogen removal by ladle slag are compared with predictions based on the available thermodynamic databases. As in previous work, the kinetics was modelled by assuming mass transfer control, with steel or slag mass transfer limiting. The results show that significant removal of nitrogen by steel-slag reaction is possible.

Rampura Agucha open pit mine has successfully been excavated to a depth of 320 m, incorporating multistage working. The key to success is the implementation of presplitting as control blast measures at every stage of mining, including intermediate cut backs, in addition to the final wall. The major challenges encountered in establishing presplitting in the hang wall as compared to the footwall of the mine are:reversely dipping foliation, ie dipping into the hang wall itselfstriking obliquely at an angle of 20–30° with regards to the general strike of the pit wallthe presence of numerous geological planes of weaknesses like major faults, slips, etc.Control blast parameters like hole inclination, spacing and stand-off with buffer row were chosen initially from the literature survey and were subsequently fine-tuned by field trials to the mine geo-mining conditions of the hang wall.
