Gunite was invented in 1907 by Carl Akeley to repair a crumbling facade of the Field Columbian Museum in Chicago. The method used was to blow dry material out of a hose with compressed air and inject water at the nozzle as it was released. In 1911, he was granted a patent for his invention, the ‘cement gun’; the equipment used; and ‘gunite’, the material that was produced.The advantages of using the dry mix process is that the water content can be adjusted instantaneously, allowing more effective placement in overhead and vertical applications without using accelerators. The dry mix process is useful in repair applications when it is necessary to stop frequently as the dry material is easily discharged from the hose.This paper describes the applications and principles of the gunite pump system in underground coal mining and discusses why it is the preferred spraying system for both cement and plaster products.It also addresses improving productivity and examines dust, respirable crystalline silica (RCS) and health issues around gunite pump systems. Diversity, equity and inclusion are often cited as ‘important priorities’ by mining companies and industry organisations in their public presentations and reports, but is the minerals industry really making strides forward? The mining industry is the least gender diverse industry in Australia (WEGA, 2023). Women make up just 22 per cent of the mining workforce and mining has a gender pay gap of 15.1 per cent (WEGA, 2024a). Only 8 per cent of the CEO roles are female and 20 per cent of boards have no female members (WEGA, 2023, 2024a). Gender diversity, equity and inclusion is a highly topical issue with the recent release of the Respect@Work report, Western Australia Parliamentary Inquiry as well as the publication of company specific workplace culture reports and the national legislative changes to implement a positive duty for organisations to prevent sexual harassment in the workplace. This comes at a time of a skills and labour shortage in the minerals industry as well as declining geoscience study and participation. This is a perfect storm for our future workforce. Governments, industry associations, networks and companies are developing and supporting initiatives to make strides towards equity and inclusion, with some shining examples on both an industry and company level, but the dial is only moving slowly and, in some ways, going backwards. Every company is unique, but every company can review and support gender diversity, equity and inclusion. Actions to progress gender parity could include establishing a clear company position; ensuring that this position is cascaded throughout the company with appropriate training; reporting and reviewing gender participation as well as supporting positive workforce initiatives and a positive culture with a people-centric issues reporting process. At the industry level, there are clear gaps in the support for gender diversity and inclusion including a national voice and ‘one-stop-shop’ to support women in the industry and provide resources. Recommendations include improved co-ordination and collaboration of support for women as well as improved promotion of the suitability (and safety) of the industry for women. The new independent organisation, Women in Mining and Resources Australia (WIMARA) has the objective to address the challenges of gender diversity and inclusion as well as foster co-ordination, co-operation and collaboration between the different stakeholders and state or territory groups and amplify reach. To deliver the future workforce that the minerals industry needs, the time is now for the industry to make some giant leaps for womankind.

The Northparkes E26 Mine is AustraliaÆs first block cave mine. This paper presents an outline of the design and construction philosophies that drove the project development and details the excavation, ground support and construction methods used. Features of the block caving method at Northparkes include:high production rates from multiple drawpoints;hard blocky ore fractured along gypsum veins; andloading/unloading of openings due to mining induced stresses.The drawpoints are subjected to high abrasion from the flow of ore, as well as impact from both secondary blasting and from the production LHDs. In order to withstand these harsh conditions and to ensure a low maintenance environment, a conservative approach to ground support was taken. The experiences gained during construction are discussed and whether the design expectations have been achieved. By installing a high level of ground support during excavation of the openings subject to mining stresses, a low maintenance environment has been constructed. Operating costs are therefore minimised and Northparkes E26 Mine continues to produce at the lowest cost per tonne of all Australian underground mines.

The Silver Swan nickel mine is located at the Black Swan Nickel Project, 53 kin north east of Kalgoorlie, Western Australia. The Silver Swan orebody is a massive sulphide nickel deposit dipping 70¦ east with an average in situ grade of 14 per cent. Mining of the massive orebody is by Mechanised Ramp Cut and Fill (MRCF). A mining recovery of 98 per cent and minimising dilution are primary goals in extracting the high-grade ore. Placing a distinguishable marker bed (working platform) on rock fill was identified as a key method to achieving these goals. Gravel from a pit located onsite was considered the most suitable material for the marker beds. Research undertaken to design the marker beds using the gravel revealed conventional methods used in mining would not suffice, but that road stabilisation methods could be a viable alternative. Trials used a road recycler to mix cement and gravel in situ and several test beds were constructed on the surface to determine the final design. The trials attempted to replicate a marker bed's life cycle of construction and placement and mucking of ore from the marker bed.

The 3.5 million tones per annum Enterprise mine is the newest underground copper mine at Mount Isa in northern Australia. At a depth of up to 2000 metres, it is the hottest and deepest mine in Australia. In situ rock temperatures sometimes exceed 60¦C requiring the installation of substantial amount of refrigeration to provide safe working conditions for mine workers. The latest refrigeration project at the mine, R67, required the design and installation of the worldÆs largest bulk air cooler and AustraliaÆs largest chilled water plant. The plant is mounted on the surface of the mine and provides 25 MW of refrigeration to cool some 580 kg/sec of ambient air to 11.4¦C. This is equivalent to the production of 6300 tonnes of ice per day. The plant was designed for high availability, as any downtime would result in substantial production losses to MIM, and also had the potential to quickly result in unsafe levels of heat stress within the underground workplaces. The bulk air cooler has been designed for a capacity of 34 MW(R), the expected ultimate carrying capacity of the 7 m vertical intake shaft. Being located well inside the tropics, technical issues such as control of thermal pulldown required special consideration. Also, the bulk air cooler had to be designed to handle whatever demand for fresh air was imposed by the mine below, with over 100 per cent variations in airflow expected, and without loss of thermal efficiency. A substantial program of risk assessment and HAZOP studies was used to protect underground miners from leaks of ammonia into the air or water circuits. Fully automatic control systems result in a totally unmanned plant that is supervised remotely. To improve efficiency, the plant is controlled by the outlet air temperature from the bulk air cooler û the first in the world to be controlled in this fashion. Engineering solutions to address environmental considerations were incorporated at the design stage through features such as the use of ammonia (a greenhouse-friendly gas) as the refrigerant, zero atmospheric discharge and a wastewater collection and re-use system.

In a visionary move, the Planning Commission and the Ministry for Planning in Western Australia decided to invite three extractive industry quarry operators, local government councils and State Government departments (Minerals and Energy, Environmental Protection, South West Development Commission) to contribute jointly to study the impacts of blasting on areas surrounding basalt quarries in the Bunbury region of WA. The results of the study will help establish suitable zones in which land uses will be controlled under a proposed Greater Bunbury Region Scheme and in local planning schemes, to minimise conflicting land uses. This paper discusses the blasting program conducted to characterise and model the vibration behaviour of the rock under the effects of pilot-scale and full production blasting, and highlights some of the benefits achievable when a thorough blasting impact program and assessment is conducted at the planning stages of land-use establishment.

"This paper presents the second part of a study of the assessment of rock stress inputs on the performance of various new mining designs at the Ok Tedi large open pit mine in Papua New Guinea. Over the years, four programs of rock stress measurement have been completed at Ok Tedi, each providing different interpretations of the in situ field stresses. Details of three of these programs and interpretations are provided in the precursor to this paper, entitled ‘Rock Stresses at Ok Tedi, Papua New Guinea’ (Lee et al, 2014).This paper explains how the various stress interpretations were utilised in the modelling of the proposed new open pit and underground mining excavations, comparing where possible their expected effects on stability. The modelled performance of three specific mine components have been discussed here as case studies, including: the below-pit drainage tunnel, as the floor of the open pit workings is mined down from 350?m above, to within just 75?m above the crown of the tunnel the stability of the 1000?m high slope of the proposed West Wall cutback the proposed sublevel open stoping extraction sequence in the Gold Coast orebody beneath the East Wall, for which only the likely ‘worst-case’ stress regime was used to assess sequencing and stability issues.The benefits of scheduling the collection of detailed rock stress measurements and other input data from a range of different sources at various stages of the projects are discussed.Alternative in situ stress models have less stability impact on open pit slopes than on underground mine excavations.CITATION:de Bruyn, I A, Baczynski, N R P, Lee, M F, Mills, K W, Mylvaganam, J, and Prado, D A, 2014. The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. The current boom being experienced by mining, coupled with a shortage of professionals, will mean those in the industry will have many choices. It may be easy to become carried away and run with the highest bid or the biggest promise. Without planning, however, the ærightÆ opportunity may be missed and there may be some long-term consequences. There are many choices of paths in the industry to suit work preferences, life cycles and to achieve a balanced life. People in mining have changed jobs and companies frequently û which means new leaders need to take greater responsibility in charting their own direction. Career options need to be carefully assessed and aligned to personal values and preferences. Emphasis is given on gaining site experience early on.This paper examines strategies for career planning, which incorporate life cycles, education and what is meant by a balanced lifestyle. Two tools are identified as being helpful in ensuring strategies can be successfully executed. They are ævisioningÆ and æinfluenceÆ.To make the mining industry more attractive, we need more creative solutions around advances in technology and organisation of work. It also needs the input and leadership of new entrants in to the industry to assist in its survival. New leaders are encouraged to voice a vision and effectively influence their companies. New leaders have little authority and need to learn how to effectively influence. We as a mining industry need to listen, be open-minded and give it a go.

This paper discusses the computerisation of the drill hole database, some historical records and the creation of a three-dimensional model of the gold bearing structures for resource estimation and mine design at the Beaconsfield Gold Mine in northern Tasmania. The phase of the work reported here commenced in November 1997 and was completed in March 1998. The historical mining on the Tasmania Reef had reached a depth of 450 m below surface when work ceased in 1914. Production up to this time was 854 000 ounces gold. Recent activity has concentrated on testing depth extensions of the previously mined ore structure, to a depth of 1000 m below surface, and the establishment of an underground mining operation to exploit this resource. The lode structure at Beaconsfield is a typical mesothermal vein style deposit. Gold is contained within narrow quartz, carbonate and minor sulphide reefs or veins. Reef width is variable from a few centimetres to several metres with æsplitsÆ or bifurcations being common. The reef averages 2.7 m true width in the economic zones. The key feature of this style of mineralisation is that reef continuity can be confirmed by drilling to a high level of confidence, but the gold grades are somewhat more erratic in nature. The resource estimates were based entirely on drill data. The drill intercepts on the reef were coded for each split directly into a database and these allocations validated graphically. The distribution of grades and widths show an increasing gold grade with reef width for both the drill hole and historical data. The same histogram patterns, mixed populations and overall arithmetic average grade for the historical mine (at 21.52 g/t > 3 g/t Au) and new drill data (at 21.55 g/t > 3 g/t Au) would indicate that there has been no major change in the overall style or grade of the ore from the historically mined areas to the new resource. The reef, host geology, area of historical workings and resource zones at the Beaconsfield Mine were defined as a series of closed wireframes. The Tasmania Reef was modelled as five mutually exclusive wireframes, one each for the Main Reef, Footwall split, Second footwall split, Third footwall split and Hangingwall split. The data for this exercise was extracted directly from the drill hole database, stored in Microsoft Access format. The formation of the solids was largely automated with manual validation and refinements allowing for multiple runs using different interpolation methods and combinations of drill holes. A rotated 3D-block model in the plane of the Tasmania Reef was created to contain the grade model and allow for tonnage, grade and reef width estimates. An inverse distance squared (ID2) interpolation method was used with ranges of 25 m along strike and 125 m down plunge with blank areas infilled with 50 m by 250 m. Each reef split was filled separately using only drill intercepts from that split. The method was independently validated used MIK methods. Longitudinal sections have been prepared showing gold grade, reef width and width +grade. Estimates were also made for arsenic, sulphur and other minor elements. The long sections show three distinct mining zones. A method is presented for the conversion of the resources to reserves by the addition of mining parameters for minimum mining width, minimum pillar, cut-off grade and internal and external dilution. The selection is done on columns within the block model, and allows for all splits to be considered at once. Multiple runs can be made for varying combinations of parameters to test different mining methods and their impact on reserves, mine life and NPV.

Obuasi Mine in Ghana, with more than 100 years of mining history, developed from a surface operation into a deep >2000 m underground gold mine. The challenge is to extract value from narrow veins left after extensive mining in the wider ore zones of the mine. Since the merger of AngloGold and Ashanti Goldfields in 2004 the mine strives to achieve optimum extraction through an integrated Mineral Resource management process from geological modelling, resource evaluation to mine design and scheduling. The shear hosted gold deposit displays complex secondary shears of variable thickness and continuity. There is an ongoing process of changes taking place in the way that geological modelling and resource estimation is done. Recent developments include the use of computerised systems that support the whole resource management chain from resource modelling to reserve optimisation. The change in thought and technology now allows for targeting narrow veins previously ignored in optimisation and mine design since moving into mechanised mining. The increased knowledge and confidence in the resource models now allows for flexibility in mine design, selection of mining method and scheduling and extraction of the reserves. The focus area for change is the way the orebody is evaluated and extraction designed. Since 2005 major changes were made to the process. This paper considers the historical approach of resource management. It looks at the individual process changes and qualifying the way ahead.

In developing mineral resources, the focus typically centres on the management of identified social and environmental impacts and compliance with regulatory requirements. However, opportunities to protect and enhance the environment and communities are most effective in the planning and design phases. Achieving the objective of integrating sustainability considerations as an element of design decision making requires that the design criteria be technically sound, relevant to the project and applicable to desired design outcomes. This is particularly important for projects employing virtual teaming, where design engineers may be geographically dispersed and are unlikely to be familiar with site specific sustainability challenges and opportunities. This paper documents the approach taken by BHP Billiton to incorporate sustainability principles, objectives and guidelines in design criteria for the Olympic Dam Expansion (ODX) project. It describes the range of inputs used in defining sustainability objectives which interface in a framework that is dynamic and transferable to other mining projects and to engineering design in general. The Sustainability in Design Criteria document distils statutory requirements, corporate standards, lessons learned and leading industry practice into a single coherent framework that supports engineers to approach problem solving as a holistic and integrated exercise with a long term perspective. The framework also serves to improve linkages between internal stakeholders by fostering greater communication, collaboration and innovation to deliver more sustainable outcomes through the design process.

The feasibility of increasing the deportment of titanium species and the stability of the pseudobrookite solid solution (M3O5) in a titaniferous slag was investigated, to facilitate the valourisation of titaniferous slags. Thermochemical simulations using FactSage™ software, ver 8.3 (by Thermofact/CRTC and GTT-Technologies), and equilibration-quench experiments were conducted using an appropriate synthetic titaniferous slag composition in an oxygen partial pressure (pO2) ranging from air to 10-16 atm under non-isothermal conditions. The temperature-pressure phase stability diagram for the synthetic slag containing 37.19 per cent TiO2, 19.69 per cent SiO2, 13.12 per cent Al2O3, 16.00 per cent CaO and 14.00 per cent MgO showed that the spinel solid solution (M3O4) was the primary phase until a pO2 of 10-10.5 atm, thereafter M3O5 was the primary phase until a pO2 10-13.2 atm. M3O4 again was the primary phase between a pO2 10-13.2 and 10-16 atm. The changeover of the primary phase coincided with an increase in the liquidus surface. When cooling the slag in a pO2 of 10-16 atm, M3O5 crystallised as a ternary phase that showed a rapid increase in mass while that of the primary M3O4 phase decreased and that of the secondary perovskite (CaTiO3) phase increased at a slower rate. At 1300°C under sub-liquidus conditions, the contents of M3O5, M3O4 and CaTiO3 were about 20 per cent, 15 per cent, and 11 per cent, respectively. Experimental results showed that the Ti3+/Ti4+ mass ratio in the M3O5 phase, ie a measure of the reduction of titanium species, is not considerably sensitive to equilibration temperature in the reviewed range. Slow cooling and minimum/no oxidation during cooling of titaniferous slag would increase the deportment of titanium species to, and the growth and stability of the M3O5 phase.

The increase in metals demand in the electrifying globe means significant growth in the smelting of copper, nickel, zinc, and lead, produced from primary sulfide sources or using sulfide mattes as the intermediates of the process chains. This means that leaner and complex mineral deposits will be evaluated as ores and are in the future traded in the commodity market for smelting and refining to pure metals. An important issue in the trend is the technology metals, like antimony, tellurium, and gallium, which exist as trace elements in sulfide ores and form no ores of their own. Their recovery becomes important in the coming decades as will be the case with growing slag amounts without use in other industries. The key is to produce environmentally acceptable slags in the smelting operations. It sets new boundary conditions to the treatment of flue dusts. This means that all material streams of smelting and refining must be re-evaluated for the deportments of the main and minority metals. In copper smelting, the recoveries of precious metals are today important for the feasibility of the custom smelters but due to low prices of many minority metals they are discarded in slag landfills. It is one of the emerging issues also in the secondary copper smelting today and once the demand grows, the same question will be faced also in the mining-beneficiation-smelting-refining chain of the primary production of nickel, zinc, and lead. The distributions of many technology metals in the copper and nickel smelting have been recently studied using methods where the chemically bound trace elements in the slag and its phases at the smelting conditions have been studied. Thus, the key data about options for process modifications and additional processing steps are piling up. Short processing routes in the metals smelting and refining are attractive due to their simplicity. At the same time, complexity of many raw materials challenges the fluxing at high oxygen partial pressures in low silica slags with high metal concentrations. The compromise between high primary recovery and safe operation is a demanding task in conditions where slag foaming outside the processing window is evident. The increase in the demand of pure nickel is challenging the raw material basis where low-grade sulfide ores are soon smelted along with nickel laterites to matte. It is a demanding task at high MgO concentrations. The low solubility of MgO in iron silicate slags requires new fluxing strategies and new smelting end points for the operation at reasonable temperatures; the direct nickel matte smelting in one-matte mode may be an option.

How do you portray a large structurally and stratigraphically complex deposit to return a meaningful resource estimation, and produce a geological model that is useable for planning on a daily basis? The George Fisher Mine is located 22 km north of Mount Isa and forms part of XstrataÆs Zinc Group operations. It is currently a major producer of zinc, lead and silver in the region with an estimated total resource for all categories of 127 Mt at 100g/t Ag, 5.3 per cent Pb and 9.2 per cent Zn (June 2005). Production in 2005 totalled 2 647 492 wet tonnes for 317 699 kg Ag, 140 317 tonnes Pb and 230 331 tonnes Zn from underground operations. George Fisher (GF) consists of two deposits that are structurally complex on a mine scale, George Fisher North (GFN) and George Fisher South (GFS). Regional faulting has resulted in a 2 km long package of variably pyritic shale and siltstone that separates the deposits. This paper looks specifically at GFN. Distinct correlations exist between the two deposits based on stratigraphic matches; however, orebody characteristics, geometry and fault architectures differ significantly between the two. The deposits consist of multiple, sedimentary-hosted, stratiform orebodies from 2 to 25 m wide, separated by waste intervals of variable width. Each ore-waste interval is modelled as an individual geological domain. Structurally, George Fisher North (GFN) contains a series of major late-stage NE faults with dextral offset(s) of up to 130 m. Further complexity is added by NS, NW and NNE striking fault orientations that can produce either a loss or repeat of stratigraphy, local drag folding, orebody attenuation and block rotation. Due to this structural complexity and orebody offsets, domains at GFN are further divided into fault blocks (FB). The GFN model comprises eight FBs over a strike length of 1 km, all of which are modelled independently. As drilling progresses and additional resources are converted, further FBs will be added at major fault offsets to accommodate orebody and model expansion. This will be in addition to what is already a large and time-consuming data set to manage and update. For example, each FB has 18 domains each with two constraining wireframes (hanging wall and footwall). Each wireframe has several sets of point data depending on the type of data available, ie diamond drilling, mapping or interpretation points. This equates to over 1100 separate files to manage. Additional wireframes and files are also required for major structures, daily planning requirements and block model runs. In total some 1500 files are managed, updated and maintained for GFN alone. The ongoing need to expand as a business and optimise production in the current economic climate where there is a global demand for metal has led to an increase in production at GF. This has resulted in a rapidly growing data set and highlights the importance of practical and efficient modelling to achieve a meaningful resource estimate. This paper focuses on the geological modelling, modelling approaches and techniques employed for the GFN deposit.

In 1999, the Mineral Development Centre of CVRD (CDM) acquired a flotation device referred to as Mini Pilot Plant (MPP), which is able to run continuous flotation tests with drill core samples. Since then this equipment has been used to define the flotation circuit and process conditions during the pre-feasibility phase of CVRDÆs copper sulfide projects. Until now, the MPP results had not been validated for an industrial flotation operation. The present work consists of a comparison and correlation of the results from a flotation MPP and an industrial plant. In order to make this comparison, an industrial plant was completely sampled and the feed ore was tested on bench scale and on a MPP. The metallurgical and mass balances of each test were used for the comparison.

An improved ground support method for development intersections, wide spans and stope brows was implemented at Kanmantoo mine. The method uses a jumbo to simultaneously drill and install self-drilling anchors (SDAs) to depths from 4.5 m to 7.0 m. Resin is subsequently pumped into each SDA using a specially designed integrated tool carrier basket, with plating occurring within 10 mins due to rapid resin cure. This methodology means that SDAs can be installed rapidly due to reduced process steps and wait times with reduced hazards to personnel. Cablebolts are used extensively in underground mines to reinforce the ground in wide spans, such as at intersections and stope brows. The flexible cablebolt tendon allows for a long, continuous and high-capacity reinforcing element to be inserted into the rock. A common cablebolt installation practice at Australian underground mines that do not utilise a mechanised cable bolter, is for cablebolt holes to be drilled by a jumbo or longhole rig, hand installation and grouting by a service crew, then plate tensioning following a grout curing wait time of typically 12 to 24 hours. This process involves multiple separate labour-intensive work processes and results in reduced availability of priority headings. This paper discusses the development history of vertical SDA use in wide spans at Kanmantoo mine. The installation process is fully described, including aspects such as reliable in-hole coupling of SDAs, resin selection and pumping aspects. A cost benefit assessment, and a case for ground stability are presented to compare cablebolt use to SDAs in development intersections.

"Most new mining projects require an initial assessment of the locations and volumes of potential acid forming (PAF) waste that is likely to be moved and dumped in surface waste stockpiles. This requires sampling of the waste rock zones and submitting the samples for a series of tests. Key to the outcome of the waste characterisation process is obtaining sufficient samples that are representative of the various rock types both in number and spatial distribution.Various regulatory bodies throughout Australia and the rest of the world are currently struggling with how to define minimum amounts of sampling to achieve realistic estimates without imposing excessive costs and time constraints on a project.This paper addresses two aspects of the process: what constitutes a æsufficientÆ number of samples how to use those samples in determining volumes of likely PAF material.Geostatistical methods of characterising orebodies with large numbers of samples are routinely used in the mining industry by geologists and geostatisticians to estimate and classify Mineral Resources. In theory exactly the same methods can be used to estimate PAF waste locations and volumes.In practice the number and spatial distribution of dedicated PAF waste samples at feasibility stage is typically so small that it is almost impossible to estimate the spatial distribution of PAF material with any degree of confidence at all. Consequently, the common approach is to characterise a few samples from a lithological unit and then assume that they represent the unit as a whole. This paper describes a collaborative project undertaken by Newcrest Mining Limited (Newcrest) and pitt&sherry to identify, develop and then implement global best practices to manage the exposure to inrush (dry and mud) hazards in underground mining operations. An extensive literature review was undertaken to identify past experience globally and the current state of knowledge and practice in managing inrush hazard. A key requirement of the literature review was the development of a list of guiding questions which would form a framework for approaching operators to discuss the topic, capture recent learnings and understand current operating practices to allow the development of a best practice solution. An initial cohort of 14 mines across four continents chose to contribute and detailed interviews were carried out by the project team. The outcome from the literature review, interviews with participating mines and various internal discussions was a comprehensive summary document detailing Basic versus Best Practice management of the inrush hazard. This document is being used as a gap analysis tool by Newcrest to assess and guide the management of inrush hazard at their existing and future operations. The summary document has also been provided to the participating mines for their consideration. The project is iterative and will continue to evolve as new experiences, knowledge and practices come to light.

Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects.
