The National Metals Exposition at the 174th Regiment Armory was well attended.

There are many methods for determining the meridian, but all of those in common use involve at least two separate observations, one for latitude and one for azimuth. Such observations made upon a south star at any hour are open to the objection of possible inaccuracy due to ignorance of the absolute refraction, and also to slow change in the altitude of the star when near the meridian. The method of observing a circum-polar star at elongation. besides requiring a separate observation for latitude, is open to the serious objection that clouds may obscure the star at the critical moment. Moreover, a tedious wait for the star to come to elongation is sometimes necessary. Many of us can recall 'long, cold, weary vigils, waiting for Polaris to reach elongation. For observing a circumpolar star at any hour, not only the latitude, but also the true time, must be known. This it is practically impossible to obtain, except in regions reached by the telegraph, and usually then one has to know the longitude also, in order to reduce " standard time" to " local time." The results obtained by this method, when the star is at culmination, are not very good, unless the true local time is absolutely known. The methods of obtaining the nleridian from the sun, by means of a solar attachment, or by direct observation, while good, are not absolute, by reason of refraction, change in declination of the sun, and small change in vertical angle, when the sun is near the meridian. For these two methods, latitude, time, and approximate longitude have to be known. In the method here described, only one observation is needed, and from it are computed azimuth, latitude, aud sidereal time. In other words, one call observe a circumpolar star—Polaris

AT Josephtown, Pa., on the south hank of the Ohio River about thirty miles northwest of Pittsburgh, is the Josephtown electrothermic zinc smelter, which operates as a custom smelter receiving both domestic and foreign concentrates. Constructed in 1930, the plant was designed to produce zinc oxide and to process 124 tons per day of zinc concentrate obtained mainly from the Company's New York State mines. Zinc condensing equipment was developed in conjunction with the St. Joe electrothermic. furnace and commercial production of zinc metal started in 1936. Expansion of the plant and equipment during 1939 and 1940 brought the processing. capacity to upwards of 300 tons of concentrate per day; and the plant operated at peak capacity during the war years, earning the Army-Navy "E" award and three subsequent stars. A postwar plant expansion is now under way, designed to increase the capacity to 500 tons per day of concentrate, with an estimated daily production of 160 tons of zinc metal of various grades, about 100 tons of zinc oxide, and 425 tons of sulphuric acid as major products.

I. INTRODUCTION. OF primary importance in mine-installations is the hoist, which has a very direct bearing on the successful operation of a mine. Conditions vary greatly with different mines, and especially in different localities. Such factors as depth, incline, the number of levels, permissible or desirable speeds, conditions of ore, etc., are always more or less special in each case. Veins of ore are never exactly duplicated, and the nature of the ground through which shafts are sunk may considerably modify permissible values. As mining-laws are made by the different States, they necessarily vary somewhat, and, even when not fully observed, they introduce factors which qualify the conditions of hoisting men and ore. The amount of timbering required is often of importance as relating to hoisting-conditions. Methods of loading ore affect the time required, as also does the question of the use of cars or skips. Safety-precautions must be very carefully considered, and the number of men in each mine, the number of compartments, and often the method of removing water from the mine, must. have careful consideration. While a general discussion of the subject. of hoisting is possible, most cases are entirely special, and can be considered only in connection with the peculiar conditions pertaining to that particular installation. The cost of installation of the hoisting-plant may be an appreciable amount, while the cost of raising the ore may be but a small part of the total operating-charge. In many cases, however, the output of the mine is limited by the capacity of the hoist, and the latter thus becomes of the first importance. * Presented also, by mutual agreement, at the meeting of the American Institute of Electrical Engineers, New York, N. The mining, metallurgical, and petroleum industries can be viewed as financial or as social institutions or both. The differences between these two conceptions of their businesses will influence their environmental 'and social actions. During the next 10-20 years western industry will be subject to a drop in the growth of a more highly educated labour force and to the emergence of holistic economics, new national goals, and a new ecological perspective. The profitability of the mining industry may therefore be influenced by the human side of its business to a greater degree. The increasing human, social, and environmental responsibilities can be discharged by improving the miner's equipment; by learning to look at situations through the eyes of all those involved; by developing common 'languages' which governments and the public can understand; and by mediating where feasible on the international scene.

THE following paragraphs comprise such information as the Secretary has been able to obtain concerning the members and associates whose deaths have been reported. Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. [SECRETARY'S NOTE.-All of these notices have been revised, and some of then have been more or less completely prepared, by me. To those which contain more particularly the expression of my personal feeling, my initials have been appended. The labor of preparing or editing these paragraphs has been in many respects both welcome and interesting, on the one hand, and sorrowful, on the other. In going through the list, I have repeatedly felt like one who, visiting the Morgue, suddenly comes upon the pale face of a dear friend, of whose death lie was not aware ; and, even when this fact was known to me, the work of recording it has brought upon me a flood of recollections, almost preventing the discharge of that official duty. The list for 1907 seems to me to he peculiarly sad, comprising, as it does, so many sudden deaths by violence or accident, so many veterans, removed too soon, and so many young men whose early departure impoverishes the future, even more than the present. Probably, this feeling on my part is largely due to the circumstance that the increased membership of the Institute necessarily in¬volves an increase of the annual death-list. Probably, also, it is connected with the circumstance that during the first years of the history of the Institute-say from 1871 to 1880-it was joined by men of all ages, and that the death-rate is consequently now above the average which would result from the normal annual addition, principally of young men. And finally, I must admit that, as one of the original members of the Institute, and practically connected with it for nearly thirty-seven years as Acting President, President or Secretary, I am peculiarly impressed and depressed by the successive deaths of those who were my associates in the years of its early struggles and triumphs. I do not wish to inflict upon my younger colleagues the melancholy reflections of an increasingly lonesome old man. In fact, my prevailing mood concerning the Institute is not at all melancholy, but triumphant and hopeful. If I may be permitted to preach at all, I would enforce, from the texts given below, a moral which many of them declare so forcibly as to preclude the necessity of expository enforcements-namely, the duty of every one of us, old or young, to give to his brethren, as he goes along, and without waiting for some future occasion for a comprehensive and monumental contribution to technical literature, the results of his observation and experience. I. INTRODUCTION. In presenting, this paper the writers wish to call attention first of all to the fact that the electric furnace was not developed as a competitor of the combustion furnace, but: 1. For the purpose of doing high-temperature work which it is not possible to do in the combustion furnace; and 2. For the treatment of ores from deposits which. are located in regions where fuel is scarce and costly, and where hydro-electric power is comparatively cheap, as is the case in Chili, in Canada, in certain parts of this country and Mexico.. This paper is not presented with the idea of trying to. prove that the electric furnace should replace the reverberatory or the blast furnace as used at present in the smelting of copper ores, but that it may be substituted for their in those localities which are not favorable to them,) and where either of the two following conditions may exist: (a) A district remote from railway transportation. facilities, and where there is a deposit, or deposits, containing sufficient values to warrant their being worked, but which, due to the cost of getting coke in for operating a smelter and of getting ore out to a smelter, have to remain unworked.. And where, on the other hand, there is plenty of water power which call he developed at reasonable cost for the production of electric power, by the use of which for. smelting the ores in an electric furnace, with subsequent Bessermerization if necessary, a concentrated product may be obtained, which can easily stand the necessary transportation charges. (b) Or,. comparatively speaking, the transportation facilities may be all right, but the cost of fuel be too great to permit of the ordinary methods of smelting, whereas,- on the other hand, hydro-electric power can he developed: in the district at a, low cost,, and the ores could be smelted by the electric furnace at a cost. that would make their treatment possible. With these possibilities in mind we have attempted to make a brief comparative study of the problem for the purpose of aiding those interested in the subject, in determining whether it would be possible metallurgically, and feasible commercially; to use the electric furnace-in those localities where, by reason: of excessive fuel costs, the cost, of operating the furnaces for smelting copper-ores. is either excessive or prohibitive. N EARLY 1300 members and guests crowded the halls of the Engineering Societies Building during the winter meeting of the Institute just closed, and more than 600 attended the banquet. In variety of program, quality of papers, interest in discussion, and brilliance of social features, the meeting maintained the high reputation of the past. Nothing elaborate in the way of excursions was attempted, experience having proved that February weather in New York is much too uncertain to warrant extensive field trips. A sight-seeing journey up the Hudson to the Bear Mountain bridge was, however, made despite the snows of the week before and the week after. The annual business meeting, while attended by a minority of the members in the building, was marked by the display of keen interest in the work and called out several interesting discussions. The excellent reports of the committees that had organized their work and directed it along definite lines, emphasized the need of funds with which to support assistants or Fellows who shall correlate and put to the highest use the facilities of the Institute in research along technical lines. This thought was developed at the banquet by the retiring president, J. V. W. Reynders, and it is expected that the Directors will take early steps to collect a fund for this purpose. The number of the individual sessions was too great and the papers and discussions too numerous to permit mention here of all the features of inter- est. A general review only follows. The papers and detailed discussions will be printed and sent to members as promptly as possible.

I. INTRODUCTION. THE central power-station. of the De Beers Consolidated Mines, Ltd., was designed and built under my supervision about five years ago. Since no detailed description of this plant has ever appeared, it may possess sufficient interest to warrant its publication, even at this late date. Although some additions may have been Blade to the plant, the following account, prepared from my notes, and accurate up to May, 1905 (at which time I severed my connection with the De Beers Com¬pany), will, I think, be found substantially correct. Certain local conditions governing the design of this plant should be stated first. If. GENERAL CONSIDERATIONS. The climate is hot and dry. The .region around Kimberley is arid and water is very scarce. The supply obtained from the mines contains so much material in solution that it is unfit for use in boilers or condensers (although tests recently made with a water-softening plant, built by Hans Reisert, of Germany, would indicate that water thus treated is suitable for boilers). And the amount of water required for concentrating about 30,000 tons of ore per day is so large that the question of adequate water-supply for this power-station had to be carefully considered. The rainy season extends from December to April, and the rainfall averages about 15 in. per year. Droughts are frequent; and in some years there is scarcely any rain at all. The water-supply for the town of Kimberley is brought from the Vaal river, 16 miles distant, and pumped into town by a private water company. The charge made for water, which is

T HE Mining Methods Committee held its initial meeting* on Tuesday afternoon, with F. W. Bradley in the chair and W. Y. Westervelt as vice- chairman. The first paper to be presented was "A Plea for a U. S. Court of Patent Appeals," for which Kenneth W. Greenawalt ably pleaded. The paper (which was published in full in last month's issue) is so carefully prepared that no synopsis can do it justice. It discusses the opposed views of some patent lawyers and other lawyers and members of the judiciary as, for example, Chief Justice Taft who is quoted as saying in 1921: "I think it is a great deal better to take a first class lawyer and a first-class judge and make him a good patent expert than it is to take a patent expert and try to make him a first-class lawyer and a good judge." Mr. Greenawalt argued the need for specialized scientific and engineering interest and understanding to enable a lawyer or judge to prepare or interpret patent specifications and decide the originality necessary for a valid invention. He proposed the special U. S. Court of Patent Appeals to also counteract the costly confusion and injustice now ruling where a patent may be declared valid in the courts of certain States and invalid by the courts of other States.

I. INTRODUCTORY. Lake Valley, New Mexico, has long been one of the most widely known mining districts of southwestern United States. For many years its silver-mines have been among the most famous of the country, visited by many mining men and geologists; yet little information regarding the origin of the ore-deposits and the influencing geologic conditions has found its way into print. With the recent revival of public attention, after a decade and a half of utter stagnation, to the mining of silver in the Southwest, special interest attaches to the genesis and geologic disposition of the ore-bodies which are so finely open to inspection in the Lake Valley district. Moreover, the local features here described are typical of the conditions existing over a much larger field. The fact that the ores are chiefly the chloride and the chloro-bromide of silver adds further interest. Data bearing upon the genesis of haloid ore-deposits are, at the present time, very much sought. Arid regions offer particularly favorable conditions for the formation of such ores. This New Mexican district appears to supply solutions to many problems concerning this class of ores, which have long vexed the student of ore-deposits. II. LOCATION AND HISTORY. The town of Lake Valley is situated in Sierra county, in the southwestern part of New Mexico, and 100 miles northwest of El Paso, as the crow flies.From a mining standpoint, the location of the place is itself suggestive, as it lies on the southeastern slope of the great quaquaversal arch of the Colorado plateau. The center of this vast dome is in north-central Arizona, and radii about 150 miles in length reach its foot in all directions. Around its basal margins runs the broad mineralized belt containing most of the great mines of the Southwest, which extends from south-central Colorado southward and southwestward through New Mexico, thence westward through Arizona, northwestward and northward through southeastern California and western Nevada, and, finally, eastward through Nevada and Utah into Colorado again. This great mineralized belt is important as geographically limiting profitable mining over the greater part of five States.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." The Gilman district is on the northeast flank of the Sawatch Range in central Colorado. It has yielded a total of 10,000,000 tons of ore having a value of over $250,000,000. Paleozoic sediments intruded by a Tertiary quartz latite sill and unconformably overlying Precambrian intrusives and metasediments comprise the country rock of the area. The sediments strike northwesterly and dip 8° to 12° northeasterly. Structures in the Precambrian are related to the Homestake shear zone of the Colorado mineral belt. Only minor folding and faulting occur in the sediments. The principal ore bodies are massive sulfide replacement deposits in carbonate rocks. They consist of long, pipe-like mantos in the completely dolomitized Mississippian Leadville Limestone and funnel-shaped chimneys of copper- silver ore cutting across the Mississippian and Devonian strata. Mineralization is continuous from the chimneys into the mantos. The principal ore bodies are roughly in the shape of a four-tined fork which points up dip. Smaller manto deposits occur in the Cambrian Sawatch Quartzite, and fissure veins are present in the Precambrian rocks. The principal minerals in the mantos are marmatite and galena in a gangue of pyrite and manganosiderite. The chimneys consist of a central core of pyrite with erratically distributed chalcopyrite, tetrahedrite, freibergite, and occasional galena with a shell of zinc ore on the outer margin. Both the chimneys and the mantos are surrounded by imperfect shells of manganosiderite and sanded dolomite. The mineralization is of Laramide age. Hydrothermal alteration affects all rock units to varying degrees. Clay mineral alteration halos occur around the ore bodies. Hydrothermal solutions have developed sanded rock, rubble filled channels, and banded zebra textures, principally in the Leadville Limestone. Structural control of the ore bodies is not well defined. Both the location of the district and the chimneys are probably related to basement structures. The mantos are largely controlled by stratigraphic factors and a pre-Pennsylvanian karst topography in the Leadville Limestone, which were modified by hydrothermal activity, and by weak zones of northeasterly trending faults.

The main Tintic mining district in central Utah has produced approximately 13,500,000 tons of ore, containing silver, lead, gold, copper, zinc, and other metals, valued at more than $315,000,000. More than 90 per cent of this ore has come from large, irregular ore bodies that have replaced folded and faulted limestone and dolomite strata. Of lesser importance are replacement veins that chiefly cut contact-pyrometasomatized carbonate rocks and fissure veins that cut altered intrμsive bodies and volcanic rocks. The district is in the west-central part of the East Tintic Mountains, a north-trending fault-block range near the eastern margin of the Great Basin. The consolidated sedimentary rocks exposed at the surface and in mine workings are miogeosynclinal deposits more than 10,000 feet thick that range in age from late Precambrian to Late Mississippian. They are folded and strongly faulted and are partly overlain by volcanic tuffs and agglomerates and by extensive flows of porphyritic and vitrophyric quartz latite, latite, and trachyandesite of Eocene age. All of these rocks are locally concealed beneath thick alluvial deposits of Pliocene and Quaternary age. The Eocene and older rocks are cut by dikes, sills, and small stocks of porphyritic quartz monzonite, monzonite, and latite, which are genetically related to the ore deposits. The district is inactive except for the production of halloysite clay and for minor leasing activity and exploration ventures. Several exploration targets remain untested.

D R. CHARLES W. ELIOT, the great educator and philosopher-he of the five-foot book shelf-recently gave expression to a thought I had long been cherishing as a private opinion, when he said: "It is obvious that standardization has become a dangerous adversary of progress in both education and industry." This idea must have been more widespread than either of us knew, for some five years ago a writer of verse for one of the comic papers dealt with it at great length. I will quote only a few of his stanzas to illustrate his understanding of "A Standardized Existence" : A visitor at large, I stand Beneath a standard sky- Where everything is standardized To please the standard eye. Each tree is of a standard height, Each building is the same; Each man is uniform in height, And has a standard name. Above there is a standard star Beside a standard cloud, And a standard weather here prevails To please a standard crowd. MODERN advances in practically all lines of industrial development have occurred in such rapid succession, and have been accepted so readily as accomplished facts, that a retrospect surprises us, by showing how comparatively few of the acknowledged factors of improved conditions may be considered as old. While these advances have not been confined to any country, they have been more pronounced in some than in others, and nowhere more so than in the United States, the population of which, having multiplied nearly three-fold between 1870 and 1910, demanded a proportionately greater increase in materials, supplies, and manufactured products. It therefore appears desirable to discuss mainly conditions in the United States, as concrete evidence of industrial progress throughout the world. Looking backward for but three generations, we may trace the introduction and development of canal- and steamboat-navigation; railroad-transportation; artificial illumination beyond that furnished by candles and lard-oil; quick communication by mail, and subsequently by telegraph or telephone; the manufacture of iron, beyond forms of small dimensions; the production and utilization of steel in large quantities; the economic use of mineral fuel, oil and gas, etc. The practical coincidence of the fortieth anniversary and the 100th technical meeting of the American Institute of Mining Engineers, offers temptation to recall and compare the conditions of mining and metallurgy in or about the years 1871 and 1911. A complete resume would cover phenomenal changes in mining-methods and equipment by which the output of individual exploitation has grown from scores to hundreds and even thousands of units in equal time-intervals. First, a definition of a small scale miner is in order. The US Bureau of Mines classifies him as one who produces 360 t/d (400 stpd) of ore or less. In Canada, he would be refered to as a "junior company." Mexico identifies the small scale miner as one whose gross income from operations is less than $880,000 per year. A small surface mine in India employs less than 400 people, and a small underground mine employs less than 150. Peru considers a small scale miner one who produces less than 54 000 t/y (60,000 stpy) of ore. Obviously, the term is relative. What may be a small mine in one country is a medium or large mine in another. This lack of agreement is understandable since small scale mining does not often cross national boundaries. Rather, its effects are felt at the regional and local levels within each nation. Its importance doesn't lie with any huge contribution to the GNP or balance of trade. Instead, its value is as a local employer and as a frontrunner in geologic exploration.

ANNUAL meeting of the Woman's Auxiliary of the American Institute of Mining and Metal-lurgical Engineers convened on Tuesday morn-ing, Feb. 20, the president, Mrs. H. W. Hardinge, presiding. President Hardinge, in opening the meet-ing, said: "I have the honor and great pleasure to welcome you to our seventh annual meeting. It has been a happy year, though I started in fear and trembling. My fear is partly gone and my trembling becomes less as time goes on. Never has a chairman had such splendid cooperation and harmony in her work; no. matter how much was asked nor what the task, I have always received the same answer, `We are with you, of course we can do it.' Often the road has been untried and the way full of snares, but we have all pulled together. Is it any wonder we have had a prosperous year? I cannot thank the governing -board and officers enough for their help." Mrs. Hardinge described her trip through the West last summer, during which she visited many of the local sections of the Auxiliary. She also spoke of the work of the Rossiter Raymond memorial library which has been started as an activity of the Woman's Auxiliary. Mrs. Reynders read the minutes of the last annual meeting, and Mrs. Kemp read the treasurer's report. The latter showed that on Feb. 1, 1922, there was a bank balance of $683.61 and on Feb. 10, 1923, the bal-ance was $947.93. Mrs. Westervelt expressed the sorrow of the Auxiliary for the death -of Mrs. Florence Howe Hall and of Mrs. Levi P. Holbrook.
