It is with the deepest personal sorrow, and with the regrets of the Steel Company of Canada, that I report to you the death of one of our most valued associates, the late Frank B. McKune, superintendent of the Open-Hearth Department of our company. Many of you will remember Mr. McKune for his long attendance at these meetings, for the intelligent interest he took ill them, as well as for his innovations in steel-production practices.

AS a result of drilling operations during 1943, West Texas again added sufficient new oil reserves to replace the oil produced during the year, but failed to maintain its position in currently available reserves because the deeper discoveries will require years for development. Drilling failed to provide the additional oil necessary to meet the increase in current and anticipated market demand. Although 13.3 per cent of the total footage drilled was in wildcat exploration, the ratio of oil discoveries to total wildcats was less in 1943 than in 1942, but comparable to that in 1941. Of the 732 field wells completed, 270 were at Slaughter, 55 at Wasson, 45 at Mascho and 31 at North Cowden. As of Dec. 31, 1943, there were 361 drilling wells including 71 wildcat and 290 field wells; 19.7 per cent were wildcats. It is anticipated that the percentage of wildcats of the total wells will be higher during 1944 than in either 1942 or 1943. Tables 3 and 4 present a three-year comparison of drilling activity and illustrate the downward trend of development that has been in effect during that time. Because of development lag in the deeper Ordovician fields, several years elapse before 2 sufficient number of wells is completed to give a substantial producing rate. As these new oil reserves cost more to find, and will cost more to produce on a barrel basis than the oil marketed during the year, their reserve replacement value to the industry is less in money. Costs While complete costs for deeper drilling are not yet available for analysis, it is evi- dent from the data on drilling rates to comparable depths, contract prices, and general increases in costs, that the cost of drilling has risen approximately 20 per cent during the year. One representative drilling contractor estimates that the average drilling time on a 5000-ft. field well has increased nearly one third and that out-of-pocket costs have increased a dollar per foot. Three major factors contribute to this increased cost: (I) less experienced labor, (2) deterioration in mechanical equipment and expendable material, and (3) increased contract prices. In the past, when there were more drilling rigs than wells to be drilled, some contractors would cut their drilling profit to keep their personnel and rigs working. As this practice is no longer necessary, the contract prices are adjusted upward to assure a profit. On deep and difficult drilling, contracts are let on a cost plus basis. A number of mechanical difficulties have become evident. Inferior quality of steel used in drill pipe and rock bits has added appreciably to drilling time and cost. Contractors are experiencing delay in obtaining repair work and repair parts for prime movers. As the length of drilling time required an shallow-field wells has not increased in proportion to that on deeper wells, it seems that the medium-sized drilling rig is better adapted mechanically than the heavy one to the work imposed. One of the main deficiencies in the heavy rig equipment is inadequate pump capacity. It is my purpose in the following paper to describe the south-central part of Siberia, with special reference to its geology and the mineral deposits. This region is known politically as the Achinsk and Marinsk districts of the Tomsk Government. It is situated among the Altai mountains, in. ]at. 50° to 55O n and long. 87O to 93O E., not far from the northern frontier of Mongolia, and is divided as follows: Mining Districts.—(1) The Tomsk mining district, including the political districts of Altai (belonging to the private crown lands of the Russian Emperor) and Marinsk; (2) the AchinskMinusinsk mining district, including the political districts of Achinsk and Minusinsk; and (3) the North Yenisei mining district, situated in the northern part of the Yenisei political district of the Yenisei Government. Fig. 1 is a map of the Tomsk mining provinces, showing the useful mineral-deposits, excepting those of gold, and giving the routes of the railroads and post-roads connecting the various districts. Political Divisions.—The Tomsk Government is sub-divided into seven " oojesdy " or districts, as follows: Barnaul; Biisk; Kuznetsk; Kainsk; Kolyvan; Marinsk; Narim; and the Altai district (private land, as above). The Yenisei Government is sub-divided into five "oojesdy" or districts, as follows : Erasnojarsk ; Kansk; Yenisei; Achinsk; Minusinsk. Concerning the geology of the region, in addition to the record of my own observations, references will be made to the works of earlier writers. These have been consulted for the purpose of comparison, as regards the districts which I have actually traversed, and for the purpose of completing my account of such portions as I have not been able to visit.

This paper reviews progress in equipment design and in the techniques applied to mine lighting in Great Britain. The incidence of the disease miner's nystagmus, which was a major source of concern only a few years ago, has now diminished, largely owing to improvements in standards of lighting in mines. The reorganisation of the coal mining industry, involving increasing mech-anisation, together with new safety legislation, has brought about the widespread use of mains electric lighting underground. An account is given of some of the results of research to determine the lighting conditions needed for compliance with the compulsory legal requirement of "sufficient and suitable" general lighting at specific localities in British mines. Some details are given of the techniques applied and the results of recent research in the problem of glare from miners' cap lamps. Of the various factors in the working environment of the miner, it is true to say that lighting is seldom given attention comparable with that devoted to other factors, such as dust, heat and humidity, or atmospheric gas content. No doubt one reason for this lies in the ability of the human eye to adapt itself to low brightness levels. Be that as it may, the fact is that at the turn of the 20th century the miner's working light improved little throughout the centuries during which mining technology has developed. Indeed, in coal mines which encounter a methane explosion hazard, flame safety lamps, with a luminous intensity less than one candle power, were virtually the sole means of lighting during almost the whole of the 19th century. The 20th century has witnessed a substantial improvement in lighting techniques underground in coal and metalliferous mining. In Great Britain the general pattern has been one of standards periodically raised by the implementation of Statutory Regulations imposed under successive hlines Acts, but it is fair to add that the more progressive mining companies usually anticipated the Statutory Regulations, which when they have been put into effect have served to turn into general practice what was already being done at the better mines. In earlier years, official requirements were limited to the specification of approved lamp designs, with stipulated minimum values of luminous intensity and light output, but more recently the necessity of satisfactory maintenance of standards during service has been recognized, and the current regulations not only require that a maintenance organisation should exist, but also specify a maximum permissible depreciation below initial approval standards.'

THE field of rare metals is so broad that progress can be reported upon many important fronts. Not satisfied with the 92 elements that Mendeleeff and his followers have accepted as legitimate, scientists are trying now to complicate matters by making new elements. Enrico Fermi announced the fabrication of "Element 93". Uranium, instead of being allowed to disintegrate slowly according to its normal habit, was bombarded with neutrons until some of them seemed to have stuck in the nucleus. To understand just what is alleged to have happened all one has to do is to line up the elements in their usual order of ascending atomic weight and imagine, as physicists do, that each atom is a little solar orbit comprising a central mass or planet about which other masses revolve like satellites. Ordinary hydrogen, being very light, consists of only one positively charged proton center, with only one positively charged electron revolving about it. Other atones are progressively more complicated until we come to uranium, which has a relatively big center and 92 particles revolving around it.

BESIDES commanding increasing importance as an alloying element in combination with ferrous and other nonferrous metals, the variety of uses for pure nickel continues to widen. For coinage it is growing in popularity. These coins have been minted for 27 countries in 72 issues representing 69 denominations. Approximately 3,000,000,000 pieces have been struck, the aggregate weight, of which amounts to nearly 14,000 tons. . Danzig, Iraq and Japan are the most recent governments to adopt, pure nickel coinage. France is adding the denomination of five francs to its other nickel currency; they replace silver pieces. Germany is now minting a new issue of one Reichsmark coins of pure nickel. The Japanese program for 1933 called for the issue of 35,000,000 10-sen pieces and 30,000,000 5-sen pieces. UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.

Two papers dealing with Noranda's milling operations have already been presented. The first1 of these covered the initial metallurgical problems connected with the treatment of the ore, while the second2 described the development of the mill from a 500-ton unit in 1928 to one with a daily capacity of 3000 tons less than six years later. At the time the second paper was written the equipment whirh had been installed to bring the mill capacity up to 3000 tons was being tuned into production and for this reason, though each step had previously been tested by a large-scale pilot operation, it was thought advisable to withhold metallurgical data until any starting-up difficulties had been overcome and anticipated requirements fulfilled. These requirements called for an improvement in gold recovery without any lowering of the previous ratio of concentration, and the pages that follow deal with the methods by which this result was obtained. An idea of the character of Noranda concentrating ore will be gained from an inspection of the following mineralogical analysis of the ore treated by the mill during 1933: MineRal Content Mineral ConteNt Chalcopyrite, per cent..... 6.8 Silica and silicates, per cent............ 18.3 Pyrite, per cent........... 22.1 Gold, native and as telluride, oz. per ton 0.15 Pyrrhotite, per cent....... 51.5 Silver, probably as argentite, oz. per tou 0.35 Magnetite, per cent....... 0.5 Thesr figures, which are typical, show that over 73 per cent of the ore treated consists of pyrite and pyrrhotite. Determirnation of the proportion of unrecovered gold associated with each of these minerals was therefore of primary importance in developing a suitable method for improving gold recovery. As pyrrhotite is magnetic, this information was obtained by making magnetic sorting tests on samples of the mill tailing and screening the material thus segregated. COMMENTING on the report of the latest Royal Commission for India, the September, 1926, issue of the National City Bank's monthly letter states, among other things, that "The decision of the Royal Commission is against the proposal for a gold coinage, but in favor of placing the silver coins and paper currency now redeemable in silver on a gold basis." Also, it quotes the following from the Royal Commission's report: The essence of the proposal * * * * * is that the ordinary medium of circulation in India should remain as at present the currency note and the silver rupee, and that the stability of the currency in terms of gold should be secured by making the currency directly convertible into gold for all purposes, but the gold should not circulate as money. It must not circulate at first, and it need not circulate ever. In this connection it may be stated that during the last one hundred and fifty years or so unsuccessful attempts have been made by the governments of different nations of the world to devise a plan or plans by which gold and silver could be used concurrently for money purposes and, particularly, as standard money; such, for example, as bimetallism, which, of course, is impracticable. But, since none of such plans has been adopted generally it is logical to conclude that their proponents did not shape them so as to conform to the basic principle of standard money, or else political issues were deemed to be dominant, or, perhaps, it was partly due to each.

"The chief aim in style ought to be absolute precision", said Flaubert. "There is only one noun that can express your idea, only one verb that can set that idea in motion, and only one adjective that is the proper epithet for that noun." Let this be your motto. The engineer tries to be exact in all his measurements; he should measure his language with similar exactness. The technical term is a word of precision. It is not only precise, it is a word-saver. To the unscientific the earth is "a ball slightly flattened at the poles, something like an orange". To the scientific it is "an oblate spheroid". A similar contrast between the precision of the technical term and the vagueness of common words is afforded by a conversation between Ivanhoe and Rebecca: "' What device does he bear on his shield?' asked Ivanhoe. 'Something resembling a bar of iron, and a padlock painted blue on a black shield.' 'A fetterlock and shacklebolt azure', said Ivanhoe "-using the technical terms of heraldry. It is good style in writing, however, to adapt your manner of expression to the intelligence and experience of the person or persons to whom the writing is addressed. The description of a mine should be worded differently according as it is intended to inform a mining engineer, a director, or a bishop. REMEMBER THE READER. It is as incorrect to write in a technical way for a non-technical reader as to write in a popular way for a technical or scientific reader. That style is best which enables the writer to place himself in the closest mental touch with his reader, to establish the maximum of sympathetic understanding. Let your precision be\ proportioned to your accuracy. You should not try to be precise in matters that do not admit of

This is something new in my life. A lot of you men here today I do not know, and some I do know. So if you have any remarks to make, I wish you would give your name and the name of your company. This is the first Acid Meeting which has been held under the auspices of the National Open-Hearth Steel Conference, and I hope it is a success. Whether it is a success or not depends entirely upon the support we get. If it does get good support, I have the idea it will be continued as a regular feature of the National Open-Hearth Steel Conference. We all think we have pretty good practices. But we can all learn and I hope that you, gentlemen, who take issue with the things someone else has said will stand up and give your opinions. Otherwise, the meeting will fall rather flat, and we won't get a great deal out of it; and there will not be enough interest shown by the National Committee to continue to place the meeting on the regular yearly program.

(New York Meeting, February, 1912.) Introduction.. THE application of the cyanide process to complex sulphide ores for the extraction of their bold and silver is no longer a novelty, but, as an example showing modern tendencies in this direction, the following description of the new milling process at the Lucky-Tiger mine is offered: The extraordinary richness of the ore in the upper workings of this mine made any thought of milling in its early hays seen unnecessary. Its location in an almost inaccessible part of the rugged mountains just south of the Arizona boundary-line, and 60 miles from the town of Douglas, made the expense of bringing in machinery and supplies a very serious consideration. But, after the property had been shipping high-grade ore on mule-back for a few years, there remained in the mine a considerable tonnage of vein-matter that was too low in value to ship, but which it was thought could be milled near the mine at a profit. The first milling-experiment consisted in the installation of Nissen stamps in conjunction with concentrating-tables and Frue vanners, but, as the ore from the upper workings contained most of its silver in the form of cerargyrite, this type of mill was not successful. The proximity of the mine to the great copper-concentrating mills of Cananea and Moctezuma naturally made the influence of copper-milling, ideas felt in the company's next installation. At considerable expense a stage-crushing concentrating-mill, with a capacity of 100 tons per day, was built. This mill was modeled along the lines of the most approved practice in copper-concentrators at that time, the main idea being that crushing by stages in rolls was necessary in order to prevent losses from ?sliming." C. W. MERRILL*-Mr. Hughes' paper not only is very well presented but is most timely in that it covers a subject of vital interest to the United States. Tin is one of the strategic metals which has not been found here in appreciable quantities. The total United States tin output since the first recorded production over 100 years ago would not supply current consumption for a fortnight. On the consumption side, tin is extremely important in national defense because of its use in tin plate which, in the form of tin cans, makes it possible to feed properly the armies that the United States recruits from its civilian population in emergencies. Moreover, the internal combustion engines so important in powering tanks, planes, and other war machines, require large quantities of tin alloys for bearings and for soldering. These considerations, along with the fact that Malaya, historically, has been the leading source of tin to the United States, make the kind of information that Mr. Hughes has presented so ably, a matter of vital interest.

A THOROUGHLY satisfactory crowd turned out at the fall meeting of the Industrial Minerals Division and took an active part in the entire program. On Thursday afternoon, Sept. 24, a limestone plant was inspected, technical sessions occupying the attention of the visitors all day Friday and Saturday morning. Headquarters were at the Nittany Lion Inn, an attractive hostel on the Penn State campus, at State College, right in the center of Pennsylvania. We are still in the dark, despite inquiries, as to just what breed of lions Nittany lions are. As nearly as we could find out, Nittany is not a Biblical name, as it sounded to us, but a corruption of the name of an Indian princess, or maiden, or maybe just girl that haunted those parts in bygone times and after whom a near-by mountain was named. Penn State athletes are "lions" and there you are. The meeting was supposed to be a joint one with the American Ceramic Society's Materials and Equipment Division; but it was quite evident that the Institute had a much better publicity agent than the Society, which bothered Ross. Purdy, the aggressive secretary of the ceramic people, no end. However, Secretary Purdy saw to it that everyone present fully understood that the Ceramic Society was present, so that that contingent all but stole the show, its representatives presiding at every meeting. The Pittsburgh Section of the American Ceramic Society was also supposed to be holding its fall meeting there at the same time, but made no trouble at all for anybody, as one of the speakers remarked.

THE study of earthquakes long ago developed the fact that by studying the travel times of the various groups of waves from the same earthquake, as received on seismographs at varying distances, major discontinuities in the earth's crust could be reasonably well defined. Using this original discovery, and adapting the mathematical methods originally devised in seismology for determining the depth below the surface at which such discontinuities occur, other investigators were able to develop a new branch of seismology which promises to be extremely useful in extending the boundaries of our information on local conditions below the earth's surface. As an outstanding example of the applications of this work, we have the so-called "seismograph" exploration of the Gulf Coastal region, which has resulted in the discovery of a large number of salt domes, from many of which oil fields may be developed. The original seismological investigations, from which different major discontinuities in the earth's crust were deduced, as well as these later successful experiments in locating salt-dome structures, involve relatively simple problems. In each case we are dealing with surface materials in which elastic waves will be propagated with a fairly definite velocity. Under this material we have something quite different, in which the elastic waves will be propagated with a much higher velocity. The transition from one medium to the other is likewise relatively abrupt. For example, in the Gulf Coastal region the sedimentary formations have a velocity of 6000 or 7000 ft. per sec., while the velocity of elastic waves in the cap rock of a salt dome may exceed 15,000 ft. per sec. Under such conditions, delineation of the formation is a relatively simple matter, and, furthermore, there is very little opportunity for ambiguous results.

THE following note describing the behavior of copper under rather unusual conditions is offered here for its suggestiveness rather than as a complete study of the question. The examinations described were made because of a request for information concerning the embrittlement of copper when heated in a molten salt bath (sodium chloride) for the purpose of cleaning it, as well as for softening it. It is well known that metals may be rendered very brittle by electrolytic action, in aqueous solutions, in all probability by the action of nascent hydrogen, and it was suspected that perhaps the embrittlement of the copper by means of the molten salt was produced in a somewhat similar manner. It was found that the copper was in contact with iron (or steel) while immersed in the molten salt, through the occasional use of an iron stirring rod, iron forceps for handling the pieces, and an iron pot for containing the fused salt. In the electrochemical potential series iron and copper stand some distance apart, copper being electronegative to the iron. Assuming that the two metals bear a similar relation to each other, when immersed in a bath of molten salt, as they do in an aqueous solution, they would be expected to form a galvanic couple, the copper being the cathode. By this means the copper might be embrittled, as often happens in aqueous solutions, by the action of the liberated hydrogen. In this case, however, the embrittlement must be attributed to some other agent than hydrogen. To demonstrate how copper may be embrittled under these conditions, two small rods, one of copper and the other of mild steel, approximately 3/8 in. (9.5 mm.) in diameter, were immersed in a bath of sodium chloride that had been heated somewhat above its fusion point (melting point of sodium chloride is 819° C.) and an electromotive force of approximately 6 volts from a storage battery was impressed upon the system. WAR necessities have spurred inventive genius in many fields. A grinding mill without any moving grinding parts stirs the imagination. Among the new and striking accomplishments in the heterogeneous group of nonmetallic industrial minerals is the use of an electric arc to speed up manyfold the difficult and delicate task of drilling a microscopic hole in a diamond, the hardest of all known substances. Outstanding in the field of optical research is the ability that man has developed to improve upon nature by making in the laboratory optical crystals many times larger than those usually found in rocky crevices. These are merely samples of numerous events and circumstances of noteworthy import, many of which are recorded in this review. Termination of the second World War in 1945 permits an appraisal of the effects of the conflict and the probable effects of the coming restoration of a peacetime economy on the nonmetallic mineral industries. Some industries were stimulated greatly by the war, notably mica, quartz crystal, graphite, spinning asbestos, potash, fluorspar, barite, and refractories. The large-tonnage industries connected with the building trades, however, were forced to curtail their activities, except where their products were needed for wartime construction. Their reconversion to peacetime production will not be difficult.

In the year 1948, more than ever before, the coal industry established itself on the threshold of a new and exciting future expansion. While production did not equal the wartime and peacetime peaks of 1944 and 1947, it was, in review, a good coal year. During the latter part of the year a combination of mild weather, record stock piling, and general business slackening reduced coal demand to the extent that marginal mines suspended operations, while mines remaining active found it necessary to renew their attention to producing better products at lower operating costs.
