"Falling commodity prices and a rising supply surplus have ushered in a period of restraint in capital project investment across the global mining and metals sector. Competition for capital project funding has seen fewer projects progress through investment gates and a stronger focus on projects that deliver gains in capital productivity and strategic outcomes.Over the course of the 2015 financial year, EY conducted a study of 108 projects in the global mining and metals sector (EY analysis; Larsson and Ericsson, 2014; SNL Financial, 2015). The projects studied were at various life cycle stages and related to the development of copper, iron ore, gold, coal, nickel and other commodities. Each individual project investment exceeded US$1 B, and the studied group represented a cumulative investment value of US$367 B.The research found that the majority of projects were delayed and/or over budget when measured against the initial estimates made during the early stages of the project life cycle. Of the surveyed projects, 69 per cent were identified as facing cost overruns with an average overrun of 62 per cent above the initial estimate and 50 per cent reported schedule delays, even after remedial acceleration initiatives.The analysis found that budget and schedule overruns could be attributed to five key causes:project management factorsstakeholder conflictsresource constraintsregulatory, and policy-related challengesunfavourable external environment.Improving project delivery performance starts with successful planning, followed by rigorous management during delivery. "During the last decade, mining companies have been overwhelmed by technological solutions to perceived problems. This is particularly true with information technology where rapid advances have resulted in a professional climate characterized by technomania — the perception that failure to adopt emerging technologies will result in a loss of competitive advantage. This paper describes the applicability of structured analysis and design techniques as an appropriate methodology for integrating emerging technologies in the mining industry. The potential of this approach to improve overall mine effectiveness through improved communication and co-ordination between operations and maintenance is discussed. IntroductionA strong working relationship between the operations and maintenance departments in both open pit and underground mines is fundamental to the overall success of the mining endeavour. Unfortunately, for many mines, this characterization is far from accurate. Short-range production targets dominate the day-to-day management of the mines. This can be seen in Bostwick and Buchanan’s (1993) report on American Barrick Resources efforts to achieve an aggressive 415 000 tpd mining program at their Goldstrike operation in Nevada. When production managers do not meet their quotas, the finger is often pointed at maintenance. As a result, a confrontational culture can develop between the two organizations, resulting in a lack of cooperation that exacerbates the problem. Historically, production planning has taken priority over maintenance planning. This is reasonable since production is the primary purpose of the mine with maintenance serving in a support role. This basic relationship remains intact today. However, the trends toward mechanization, increasing levels of automation, and larger equipment, have resulted in increased reliance on the equipment used in the mine. As a result, downtime costs now go well beyond the direct labour associated with the repair of the machine. Lost production costs due to downtime resulting from failed equipment are becoming an increasingly important factor in determining a mine’s overall economic performance."

"THE COAL INDUSTRY of the United States• and Canada has made great progress in recent years. Coal mining in •the old days represented one of the most arduous tasks for labour and industry, but over the years great progress has been made in reducing the effort required from labour. Also, the tonnage produced per man, the cost of the coal per ton, and the overall safety of the operation, have been greatly improved.Looking back over the past fifty years:, the era can be divided into four principal parts: (a) hand-loading, (b) track mining methods, (c) off-track mining methods, and (d) continuous mining. For many years, all of the coal was won by hand-mining methods. The first forms of mechanization •resembled the move from the horse •and buggy to the automobile. Early track mechanical mining methods were usually adaptations of the direct methods involved in hand-mining, with each improvement directed toward some specific process. A revolutionary development came about with off-track mining methods. The first efforts in this direction were provided by off-track mechanical loading machines, which loaded the cars •on track and differed from conventional track mining methods only in that the loading machines themselves operated on the mine floor. With the advent -of the shuttle car about ten years ago, true off-track mining came into being, and real progress in this direction began to be made.At the present time we •are at the beginning of a new era -.the era of continuous mining. There will be a period of development with some time needed before the system is generally applied throughout the industry, but -already enough •has been done to indicate rather dearly what the future holds in this direction."

This publication describes the control of fires in inactive coal deposits in the Western United States, including Alaska by the Bureau of Mines. Material presented should contribute to a better understanding of the purpose, process, and benefits of the program. Forty fires were extinguished or controlled in the Western United States and Alaska from 1948 to 1958 under a national program directed by the Bureau's Health and Safety activity. Thirty-five fires were controlled by smothering; three were controlled by the isolation method; and two were extinguished by removing the burning coal, smothering it with incombustible material, and backfilling the fire zone. The fire-control projects were distributed as follows: Alaska 2, Arizona 1, Colorado 9, Montana 9, New Mexico 4, Utah 2, and Wyoming 13. The total cost of the 40 fires extinguished or controlled was $1,203,957. Of this cost, 12.8 percent was engineering and administrative and 87.2 percent was contractual services.

The essential foundation upon which to build an effective marketing program in industrial minerals is the ability to produce competitively mineral products meeting precise customer specifications and to ship them promptly and on schedule. Without this prerequisite, all the other factors in a second marketing program-creative sales management, energetic solicitation, advertising, technical service, new products, etc.are without meaning. The primary image to be created in the mind of customers is that of the reliable and prompt supplier of mineral products at competitive prices and of standard, uniform quality. With this favorable image implanted, it becomes possible to integrate the other essential factors into a strong marketing program; and without this image, little can be accomplished. After having .made provision for the basic product ion position outlined, there are then two fundamental considerations in the design of a successful marketing program for industrial minerals. The first of these is that the number of potential customers for the typical industrial mineral product is, relatively small, and indeed compared to the number of customers for consumer products, the number is actually minute. The second consideration is that the customers for industrial minerals are manufacturers and producers rather than consumers. These two factors lead to a necessity that the marketing program be specifically and uniquely tailored to fit the individual mineral product to be sold and to conform to an existing pattern of distribution.

The properties of tailings that emanate from laterite nickel processing plants are significantly different to most other mine tailings. They typically comprise a mixture of fine materials that are made up of altered clays, chemical residues and salts. Neutralisation processes that are undertaken prior to tailings discharge result in a high proportion of gypsum in the tailings. The salinity of the pore fluid is commonly higher than 140 g/L of salts, dominated by magnesium sulfate. Hydraulically-placed tailings that undergo solar evaporation typically reach dry densities of less than 1 t/m3 of insoluble solids. In situ water contents after many months of drying may be as high as 80 per cent, and peak undrained shear strengths are unlikely to be greater than 20 kPa.This type of material is not conducive to upstream raising, from both a practicality and overall slope stability perspective. Even at rates of rise of less than 1 m/a, it is difficult to effect upstream raising on unaltered laterite nickel tailings. However, the authors have successfully designed and implemented upstream-raised laterite nickel tailings storage facilities. The upstream raises have been formed from both imported natural materials and air-dried and compacted tailings borrowed from the tailings beaches.Drying and associated strength gain has been achieved through various means of mechanical intervention, repeatedly exposing a zone of tailings to the atmosphere for evaporation. Field trials have been undertaken to optimise the approach, and the findings from the trials have been implemented in practice to allow stable upstream raises to be constructed. The issues facing graduate training in the mineral processing industry are not too different today from those that prompted the initiation of the Anglo American Platinum Graduate Development Programme (AGDP) in 2002. Graduate metallurgists in South Africa enter the industry from different undergraduate programmes at various tertiary institutions, and so the knowledge and skills of the young graduates varies. Further, the geographical expansion of the industry combined with the downsizing of business units means that there are fewer opportunities for young graduates to be mentored through their first few years on site. Anglo American Platinum chose to address these issues by implementing an intensive, structured graduate training programme for all their new metallurgical graduates, known as the AGDP. The first two years of experience of the AGDP, from the viewpoints of both graduates and lecturers, were presented to the mineral processing community at the IMPC in Turkey in 2006 (Sweet et al, 2006). From the beginning, the programme was structured in a modular fashion to include a basic technical ?toolbox? including statistics, the scientific method and sampling protocols, while the mineral processing content comprised advanced learning in comminution, classification and flotation (later extended to include hydrometallurgy). Technical communication ? both written and verbal ? was included from the start. The programme was focussed very strongly on site work (?learning by doing?), with a major integrated site campaign conducted and analysed by each cohort. In 2012 the AGDP will accept its ninth cohort into the programme. This paper describes how Anglo American Platinum and the University of Cape Town have developed and adapted the programme over the last few years, in response to the challenges of the global recession, skills retention, and the changing operational needs of the company. The programme, which was drawn up to accommodate around 15 concentrator-only graduates, now accommodates 35-40 concentrator, smelter and refinery graduates annually. The programme has also been modified to facilitate new graduates spending most of their first year on the operations. The benefits of the programme for Anglo American Platinum have been tangible, and will be discussed in the paper. Keywords: graduate training, technology transfer

Interesting data on electric blasting and sinking of the Montreal No. 5 shaft of the Montreal Mining Co., Montreal, Wis., were obtained during the sinking of the last 877 feet of this shaft. Several unusual features and safety practices are also to be found in the Montreal mine. The Montreal shaft was sunk 2,156 feet from August 16, 1921, to May 1, 1924, and 877 feet from October, 1927, to June, 1928. The first section of the shaft was supported with steel sets spaced 5 feet on centers; and instead of lagging the walls were covered with three-eighths of an inch of gunite where Greenstone was encountered, and where quartz-slate was found (from the surface to the 12th level) the walls were lagged with tamarack lath treated with carbolineum, a preservative.

In 1970, the Government of Saskatchewan instituted a program aimed at resolving the dilemma of excess productive capacity over the market demand which existed for potash produced in Saskatchewan. The two primary elements of the program were prorationing of potash production to market demand and a minimum selling price. The paper reviews the factors, both local and international in nature that led to the introduction of the program. The licensing mechanics and the operation of the program, along with the changes that have been introduced in two and one-half years of operation, are discussed. Attention is given to the results of the controls as they affect the industry and the province. Also discussed is the outlook for Saskatchewan potash in world markets.

The first step in the quarrying of granite, following removal of any overburden material, involves the freeing of large blocks from the formation. For many years the use of explosives was the accepted method of obtaining these blocks. Even today there are operations where this is considered to be the most economical method even though it does result in a high percentage of damaged stone. In more recent times the preferred procedure at most quarries has been to produce a continuous vertical cut or slot completely around the block to be separated. Originally, this was done by drilling a series of closely spaced holes around the block and breaking the web between the holes with a chisel-like tool known as a broaching bar. The machine used in this mechanical method of producing the relief slot is known as the channel bar. The modern day approach to the production of continuous channels was introduced to the industry around 1955 by the Linde Division of Union Carbide Corporation. The method employs a small rocket - jet burner producing a high temperature, high velocity exhaust flame which when directed against the granite causes it to disintegrate. This method, which has come to be known as "Jet Channeling", is now used by practically every major granite producer in the United States and Canada.

Over the past year or so, a number of mining companies have been meeting to examine the role of research in surface mining and, in particular, how to establish a collaborative research effort for the surface mining industry. A review has been completed which has identified the topics that are of interest to the surface mining companies for undertaking collaborative research. This has identified key subject areas such as Operations & Equipment; Maintenance; Environment & Reclamation; and Stability. Specific research projects for the initial research effort have been selected which include Wireless Data Communications, Analysis and Management; Application of GPS in Mining; and Tires for Heavy Haulers. In addition, attention has also been focussed on finding a suitable low cost, but effective, organization to coordinate and manage the collaborative research. The recently formed CONRAD Organization (Canadian Oilsands Network for Research and Development) appears to be a suitable candidate and discussions are ongoing with that group. This paper provides a summary of the review of surface mining research needs and of the status of the establishment of a collaborative research body for surface mining.

Predictive ground-water modeling is currently being applied to a wide range of engineering applications. In recent years models have been used to evaluate the effect of large ground-water withdrawals on regional water supplies; subsidence associated with overpumping; siting and design studies for chemical dumps; siting and safety aspects of nuclear waste storage; and heavy metal migration from disposal sites. Similar modeling techniques could be used to analyze water-related problems in the minerals industry such as mine dewatering (both open pit and underground), environmental and pollution control, and process water supply and disposal The objective of this discussion is to describe how ground-water models are being used to assist in the solution of water-related problems outside the industry and to extrapolate that use to mining problems.

JUDGING by the progressive atmosphere prevailing in the nonmetallic mineral industries during the past year, postwar conditions were healthful though inflationary. Demand for most industrial mineral products has been exceptionally high and many new production records were attained. Severe shortages of some commodities existed, especially building materials and fertilizers. Production costs and prices increased and profitable operation was general. Under these conditions expansion programs were the order of the day. Ample funds were available to finance the purchase of good equipment; and, as wages and other operating costs were increasing, primary emphasis was placed on attaining maximum efficiency in new installations. These efforts were hampered by shortages and slow delivery of desirable equipment, so compromises in design were often necessary. However, on the whole, production practice improved.

The near depletion of high-grade ores, among other factors, has necessitated the consideration of alternative PGM sources. Various factors in the metallurgical processing of ores result in valuable minerals being lost to the tailings, and hence, PGM tailings are a possible alternative PGM source. However, as the value residing in PGM tailings remains unquantified and uncharacterised, there is a challenge in knowing the recoverable fraction of value contained in PGM wastes. This paper outlines the in-situ techniques of oxygen uptake and EDTA extraction for their possible use for determining the recoverable value in PGM tailings. In mechanized tunnelling operations performance, consumption and safety are main factors for jobsites. One of the most important components effecting these factors, especially in slurry TBM operations, are Slurry Treatment Plants (STPs). Inadequate/ suboptimally dimensioned and designed STPs create bottlenecks for tunnelling operation and jeopardize time schedules and performance. Inefficiently planned STPs could drastically increase consumption figures such as electrical power, bentonite, water and polymers, etc. Inaccurately selected and treated suspension properties can cause a high-risk potential for the whole job. This paper debates the relevant key parameters for STPs from start to finish of a project and its results in influencing factors from the manufacturer´s point of view.

Low-cost and environment-friendly green froth flotation modifiers of plant origin, such as guar gum, carboxymethyl cellulose (CMC), and starch, have been used in flotation of some sulfide and non-sulfide minerals. Certain green modifiers may be used as dispersants, flocculants, depressants, or activators. The functions of green modifiers in froth flotation highly depend on their molecular composition, flotation slurry chemistry, hydrodynamic conditions, etc. This paper will discuss the fundamentals, current applications, and potential new applications of guar gum, CMC, and corn starch in valuable minerals (phosphate, potash, and iron ores) and the unwanted gangue minerals (silica and clay minerals) flotation. In this study, improved flotation performance was achieved using some green modifiers in flotation columns with the more plug-flow environments than in conventional flotation cells approaching perfectly mixed conditions. This is because the hydrodynamic cavitation-generated ultrafine bubbles could help bridge ultrafine particles to form aggregates, promote the formation of flocs, and increase the stability of flocs.

Three decades ago mining companies, principally in North America, aided by machine and explosive manufacturers, started significant attempts to develop and implement automated mining systems, mainly underground. These tended to be motivated by decreasing cost, increasing productivity, reducing labour requirements, and improving safety. These are important business drivers, however, little attention was given to the underlying goal of mining automation, namely to bring upstream processes in control and reducing variation, as seen in downstream mineral processing plants.This paper first reviews the nature of Lean Thinking and its application in the context of the growing commitments by industry to develop future automated mine production systems. The paper then makes reference to prior and current experiences in open pit blasthole drill and shovel performance monitoring, to demonstrate the principle that machine performance data offers as a means, not only to characterise the dynamic geological and working environment, but also to provide a foundation for automation. In this case, drill and shovel monitoring was originally motivated as a means to optimise blast fragmentation through more effective drill and blast designs that are based on an accurate determination of the bench geological and geotechnical characteristics, hence managing variation in the drilling and blasting process. This paper considers how automating and integrating such components of the mine production system would bring processes into a controlled state, creating value at the face, within a framework of Lean mining.

Real economic growth for the year will most likely exceed the Administration's estimate of 3.2%, up from 2.9% in 1986, unless consumers change their spending patterns more than expected as a result of the October stock market decline. The economy grew at a real annual rate of 3.7% in the first three quarters of the year, Analysts agree that the stock market decline will slow economic growth-- most have lowered their growth expectations for 1988 by about 1%; but few would argue that the economy will slow significantly in the fourth quarter of 1987. [ ] During this economic recovery, personal consumption expenditures provided the main impetus for growth and a deeping trade deficit, the main hindrance to growth. In 1987, however, personal consumption expenditures grew at a lower rate than the overall economy. Mush of the economic growth resulted from a reduced trade deficit and growing investment by business in equipment to improve productivity and to meet the domestic and foreign demand for products. The declining value of the dollar resulted in a better competitive position for U.S. goods but also contributed to a rising rate of inflation as imports rose in price. Inflation, as measured by the fixed-weighted index for gross national product, was still far below the rates in the early 1980k, however. More than 2 million jobs were created during the year, predominantly in the service sectors of the economy, and the monthly unemployment rate in September fell to the lowest level in a decade. Then, after 13 months of decline, the unemployment rate edged up 0.1 percentage point to 5.9% in October.

The last issue included a discussion of recent indications of a 1983 recovery and a brief analysis of the contribution of the U.S. mining industry to the gross national product (GNP). In this issue we present sales and other data indicating the strength of the 1983 recovery and quantitatively analyze the structural shifts that have taken place in the U.S. economy and mining industry since 1972, and changes in electricity consumption by the mining industry. U.S. Economic Recovery The tentativeness in the February/March issue of Minerals and Materials regarding the strength and sustainability of the U.S. economic recovery can now be replaced with a note of increased confidence. Real growth of GNP on an annual basis in the first quarter of 1983 was 2.5 percent, compared with 1.4 percent predicted in the Economic Report of the President.1/ Preliminary second-quarter 1983 data provide further cause for optimism. Recently released data indicate that consumer spending is playing a key role in the recovery. Retail sales have increased significantly across a wide array of goods, especially consumer durables, where sales increased 4 percent from March to April (table J) and were 12 percent higher in April [ ] than the 1982 monthly average. Consumer durable sales were led by sales of building materials spurred by the growth in residential construction, motor vehicles and parts, and household durables, including appliances and furniture.
