?The Horn of Plenty seems to have sprung a leak?.? anonymous For the first time in the Nation's peace-time history, shortages have become a way of life for the United States. Such words as scarce, tight, and critical are used in regard to supply, leading to priorities, allocations, and possible rationing as make-shift attempts to satisfy demand. Almost every day a new type of shortage appears in another product area that has traditionally been taken for granted as being in perpetual abundance. The range of coverage extends from basic commodities such as oil, chemicals, cement, steel, copper, cotton, etc., through to machine tools, motors, bearings, electronic components, etc. , to those finished outputs that satisfy our fundamental requirements for food, clothing and shelter. Signs of the times appear in cancelled airline flights, unfilled lines at gasoline stations, no available home freezers, lengthy delays in any furniture deliveries, or to that little old lady seen walking out of a local supermarket clutching her hoard of twenty rolls of toilet paper. What a sad commentary to have to make about our Land of Plenty, so long the envy of the World for its material wealth -- and today with its initials "U. S." seemingly standing for ?Unlimited Shortages.?

Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

OIL AND GAS AS MINERALS. Oil and gas within the ground are minerals and the fact that they have attributes not common to other minerals because of their fugitive nature or vagrant habit, and the disposition to percolate, and the possibility of their escape from beneath one part of the surface to another, does not remove them from the class of minerals. A corporation engaged in milling- and the reduction of ores deposited the tailings therefrom upon a portion of its own land lying in a gulch through which water flows at times in great volumes and with great force' and notwithstanding all reasonable efforts by dams and otherwise to retain its tailings, the tailings eventually were forced upon the lands of an adjoining owner; these tailings were valuable and their retreatment, intended by the mill owner, profitable; and the fact that the tailings were so washed down upon the lands of the adjoining owner and permitted to accumulate and remain for some considerable time is not sufficient to show an abandonment on the part of the owner of the tailings, where it is clear that the owner had no intention of so doing, but on the contrary, always intended to conserve and retreat the tailings.

Open-pit mines in the US and throughout the world are typically characterized by increasing operating costs and decreasing ore grades. Thus, companies must continue to improve their use of human and technological resources to remain competitive in the marketplace. Duval Corp. has historically been very sensitive to mining costs, in part because of relatively low grade copper-molybdenum ore bodies. These concerns have resulted in three haulage system generations at the 218 kt/d (240,000 stpd) Sierrita-Esperanza open-pit mine south of Tucson, AZ. Each generation has exceeded the performance of the one replaced. The latest system of portable crushers and conveyors reduces hauling costs by combining both hardware and technique. Savings are achieved not only bysubstituting conveyors for haul trucks, but also by permitting the crusher-convey or system to closely follow mining as the pit deepens and/or mining areas change location. The Duval system is capable of easy and inexpensive relocation in varying site configurations in relatively short time periods. Its implementation in active mining areas results in minimum disruption to both the mine operation and mine design. This haulage concept allows the mining engineer maximum freedom to design an open pit for profit rather than for equipment. Maximum savings with a portable system are achieved by minimizing truck haulage costs. At Sierrita, for example, the yearly estimated operating cost savings for each thousand feet of +10% truck ramp replaced by conveyors is about $1 million per portable crusher. A savings of $30 million could be achieved fora three-portable system overa 10 year period simply by reducing the average truck Iiftto the crusher by 30 m (100 ft), There is also the added capital expense of buying trucks to cover the additional 30 m (100 ft) of lift. Relocation costs are an important consideration in a portable system. Direct costs can become a significant operating expense if frequent relocations are necessary to take full advantage of potential haulage cost savings. A site preparation cost of $375,000, for example, would add an additional operating cost of 2.8¢/t(2.5¢/st) for a system handling 13.6 Mt/a (15 million stpy), assuming one move a year, In addition to the direct cost of site preparation, such as installation of retaining walls, apron feeder slots, and equipment pads, there is the cost of site renovation after abandonment. Indirect relocation costs, while less tangible and more dependent on specific mine design and scheduling, can be of significance. A slowdown in the mining rate or a less efficient mining plan can result from a site not being immediately available for mining after abandonment. Conversely, mining in narrow areas can be adversely affected if two or three month lead times are required for site preparation.

Boiler-Room Economy "Establishing and Maintaining Boiler-room Economy" is the title of a paper presented before the Ohio Society of Mechanical Electrical and Steam Engineers by Geo. H. Gibson, of which the following is an excerpt: Boiler-room economy depends less upon equipment than upon operation, i.e., it depends largely upon the condition in which the apparatus is maintained and how it is used. A given boiler may operate this week with an efficiency of 78 per cent., and next week with an efficiency of 65 per cent., while using the same fuel and developing the same rating. If there are variations ii; character of fuel and in load and other factors, the falling-off may be even greater, possibly to less than 60 per cent. The steam produced may cost twice as much per 1,000 lb. at one time as at another. Most steam plant managers know from their own experience that these statements are not exaggerated. It does not take much of a plant to run up a coal bill of $5,000 per year, many "spend $10,000 for coal, and fuel bills of $50,000, $100,000, or $200,000 per annum are not uncommon. As it call be shown in the majority of these plants that 10 per cent. of this amount may be saved, and in large numbers of them 25 per cent., while in some the expenditure can be cut in half, there is no disputing that we have here a subject worthy of attention. In the production of steam the greatest variable is the human factor. Before we can pass judgment, however, we must first have standards. This implies accurate quantitative knowledge of fuel consumption and steam production. We must measure the output and know how much the steam costs per thousand pounds, and how many pounds of steam are obtained from a pound of coal. We can then begin to analyze the problem, and find where and how methods and conditions can be improved, and how much. Many favor buying coal on a B. t. u. basis. This is advisable where the amount purchased warrants the considerable expense involved in systematically gathering samples that: are. truly representative and in having analyses made, of every carload. Coal analyses, combined with. an honest endeavor on the part of the miner to ship good coal, should insure the receipt of the heat units paid for. , It often happens, however, that the coal which is cheapest on a B.t.u. basis is not the cheapest or most suitable for producing steam, because of peculiarities of the plant in which it is to be burned, or conversely, the fuel which furnishes cheap B.t.u. may require special methods or equipment for its economic utilization.

There are three things that all coal consumers look for when they burn coal: (1) suitability for their particular requirements and burning equipment, (2) uniformity of shipments, and (3) quality as expressed by heating value and other chemical and physical tests. Suitability, or proper application, is determined generally from previous buying experience. It is a function of (1) the reliability and integrity of the shipper and distributor, (2) of a certain coal field or seam and of (3) uniformity and quality. Quality is limited by the location and geology of the seam and mine, the mining and preparation methods and equipment and the knowledge and ability of the personnel. Uniformity of shipments is in many ways the most important factor in coal selection. Lack of uniformity in chemical quality, size consist and treatment cause most of the customer complaints that arise from faults of the coal shipper. Lack of uniformity destroys suitability and quality standards, causing a large customer turnover, and greatly increases sales expense and reduces the net return to the operator. Oil and gas fuels are more uniform in quality than solid fuels, and there will be more gas and oil competition for coal markets after this war than before, because the size of their market is a direct function of the dimensions of their pipe lines, which have been greatly increased during the war. Present mechanical coal-cleaning equipment based upon gravity concentration has gone a long way toward giving us a coal of uniform ash content. The chart in Fig. I, by Hebley,1 shows the greater uniformity of the ash content of washed coal as compared with that of raw coal. Wide variation in the nature and amount of ash in the coal feed to the washer leads to a coal of non-uniform ash content. Mechanica1 cleaning equipment does not understand such terms as ash-softening temperature, coking properties, size consist and sulphur content. Unless the feed to the washer is uniform, the washed coal probably will not be uniform. Table I shows the ash, sulphur and ash-softening temperature of two mines in the Pittsburgh bed, both raw and washed, loaded over the same tipple; also No. 3 and No. 4 Pocahontas seams, both raw and washed, loaded from the same preparation plant. It is obvious that they must be blended or loaded separately if a uniform product is to be obtained. Why Is Blending Necessary? It was natural for the operators of captive mines producing by-product coals to recognize the necessity for blending raw coals of different quality and coking characteristics. They have had many years of experience with blending high, low and medium volatile coals at their oven plants. Data released by the Commerce Department's Bureau of Economic Analysis show continued gradual change in the real GNP's rate of growth in 1984, which has eased from an annual growth rate of 10.1 percent in the first quarter lo 7.1 percent in the second quarter, and then to 2.7 percent in the third quarter. The automobile industry strike in the last half of September had only a small effect, estimated at less than a 0.1 percentage point reduction in the growth rate. Among the components that comprise the GNP, personal consumption and fixed investment grew at lower real rates in the third quarter than in the second quarter, while net exports decreased. Personal consumption expenditures increased $0.4 billion in the third quarter, compared with an increase of $20.1 billion in the second quarter. Nonresidential fixed investment increased $3.9 billion in the third quarter, compared with $9.6 billion in the second quarter. The other component of fixed investment--residential investment--increased from $60.8 billion in the second quarter to $61.2 billion in the third quarter. Real net exports of goods and services decreased $1 1.3 billion in the third quarter, compared with a $3.1 billion decrease in the second quarter. Although exports increased from an annual rate of $144.7 billion to $150.2 billion, imports increased much more, from an annual rate of $1 56.2. billion to $172.8 billion (table 1).

The Bureau of Mines has conducted substantial research on the design, construction, and operation of metal and nonmetal tailings ponds. This design guide, like related Bureau publications that preceded it, is produced to assist the industry in the management of mill tailings disposal. It covers the site selection, sampling, laboratory testing, design, construction, operation, and inspection of tailings embankments. The effects of environment, topography, and hydrogeology are also included, and various methods of stability analysis and factors affecting stability are reviewed. Because of the diversity of problems encountered in tailings embankments, specific solutions are not intended. The guide is, however, a useful checklist for designers, operators, and inspectors of this type of structure.

An advanced water-in-oil emulsion hydraulic fluid has been developed which meets defined laboratory performance criteria and which has given fully satisfactory results in a one-year underground mine test in two continuous miners. A novel method of monitoring fluid water content was demonstrated and incorporated into a test kit for use at or near the mine site. Test fluid fire resistance integrity as measured by the MSHA Schedule 30 procedure was maintained during the test and important fire resistance test variables identified.

Profitably recovering copper and precious metals from copper bearing scrap is a demanding and frustrating combination of art, science and economics. With fluctuating markets, varying raw materials and increasingly stringent environmental regulations requiring process revisions, practically everything is changing. The volatile copper market constantly shifts the percentage of copper in the scrap that can be economically processed. Scrap that has value one day may incur a disposal cost the following day. Also with less copper in the scrap, more residuals, slag, fume, etc. are generated which frequently present disposal problems and infrequently generate income. The ever increasing amounts of electronic scrap add value to the copper produced by virtue of the precious metals present. Printed circuit board materials create more slag and organic off gases which must be treated. Finally, the emphasis on reducing emissions of organics and other metals, especially lead, is a continuing challenge. Stack gases, fugitive emissions and ambient air quality all demand constant surveillance.

"This paper charts, briefly, the :salient facts of international trade in minerals and their products and Canada's place in it. It also reviews inter-national agreements, economic groupings and national measures to channel and regulate production and trade in minerals. Canada's mineral industry now produces raw materials worth $3.7 billion per year, making this country a giant among mineral producers. Two-thirds of this production is exported, chiefly to the United States, accounting for about 30 per cent of Canada's merchandise exports and topping all other classes.However, several other nations are also pressing the development of their mineral resources and markets. The Soviet Bloc, China and principally Australia and Africa are becoming important suppliers of basic raw materials to some traditional markets of Canada in Europe and Japan.The outlook for Canadian mineral exports to the countries of the Common Market, Great Britain and Japan is good, although some tariff barriers remain troublesome.Concerning the United States, our most important market, Canada is seeking to have that country lift import quotas on lead and zinc, and re-cent statements by U.S. authorities give hope that this may be achieved soon. Moreover, Canada wishes to obtain easier access to the American market for several of its metals and minerals.Canada is now participating in the Kennedy Round of tariff talks under the auspices of the General Agreement on Tariffs and Trade (GATT), and is seeking to open wider doors for its exports of products.In summary, Canada has done reasonably well in some mineral commodities on world markets, but has lost ground in others. Any slackening of Canada's efforts in the development and marketing of mineral resources would soon lead to the decline of its role in the world miueral economy."

ONE per cent. of ash in a ton of coal has been so little considered that in many circles it has been positively ignored. Even P. T. Barnum had never heard of it, or he would have had one on exhibition alongside the Cardiff Giant and the White Elephant. One per cent. of ash is closely related by both those freaks of Barnum in that it is "stone" and, in its aggregate, it is the greatest "White Elephant" that the American public now supports. Some of you may have paid Mr. Barnum for a look at the "petrified man" (named the Cardiff Giant by the gullible wise men of the early seventies); but it is certain that everyone of you is now paying for the support of the great White Elephant that is being constantly carried by our railroads all over the country-at the public's expense. " One per cent. of ash in a ton of coal" requires 120,000 open-top railroad cars each year to transport this use- less stone giant from its native bed in the coal seams of the bituminous regions to the coal bins of the consuming public.

MOST spectacular of Nature's contributions to the making of the postwar world is the Paricutin volcano, in Mexico, which I described in the July issue of this magazine last year, a few months after it was born. Now, after more than a year of continuous eruption, it is still and perhaps will remain a comparatively small though no less interesting volcano. The cone on April 1 had an altitude of nearly 1200 ft. above the level of the small flat field from which it began to grow on Feb. 20, 1943. This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. Ferris Sainsbury: In order to drill a 12-111. hole down to 1200 ft, In most places you would have to employ a rotary tricone bit With a down-the-hole hammer, I expect by that depth significant Inflows of water would be experienced Even with foams, we would not be able to get the water out of a hole of that diameter So the down-the-hole tricone method of drilling would be best. To keep it straight, we would probably employ the largest square drill stem compatible with the diameter of the hole. Ron Haxby: Is it common in drilling contracts to put in a vertical hole clause? Ferris Sainsbury: You can put in the vertical hole clause Ron Haxby: Does it cost more? Ferris Sainsbury: Normally, if the hole deviates, the driller can correct it with deflection wedges and will charge it back to you at cost, plus 10% or somewhere along that range Any drill hole has a tendency to go perpendicular to the dip, and there are times when stabilization systems are not successful in preventing the hole from turning into the dip of the formation. The only solution, in this situation, is to go in with an oriented wedge and kick the hole back out.
