"SynopsisSustainable infrastructure development has long been identified as a key enabler for socio-economic growth and poverty reduction in societies globally. Twenty-one years into the young South African democracy, economic prospects are fragile and unemployment statistics are high. According to Trading Economics (2015) the GDP growth rate in South Africa averaged 3.07% from 1993 until 2015.Through the National Development Plan 2030, the government has responded by instituting the Presidential Infrastructure Coordinating Commission (PICC) to direct national growth and drive job creation by effecting a long-term infrastructure investment programme. The Commission is mandated by Cabinet to coordinate, integrate, and accelerate implementation of more than 150 individual social and economic infrastructure plans.In the civil infrastructure development sector, increased urbanization is compelling governments and the public sector to expand safe and reliable public amenities, but the availability of real estate for construction in congested cities is a challenge. Within the mining infrastructure construction industry safe, rapid, and efficient mine extraction strategies are imperative to realize increased production, business hurdle rates, and stakeholder expectations.Asset owners and stakeholders are obliged to consider advanced mechanized underground excavation and support technologies in order to present feasible solutions timeously. From an engineering design, procurement, and construction management (EPCM) perspective tunnelling technology and boring applications have a distinct advantage over conventional excavation techniques. These solutions may enhance commerce and transportation by expanding infrastructure in concentrations of national economic activity, providing crucial linkages with rural areas, between cities, and across international borders.This paper explores the contribution by mechanized tunnelling technology and boring applications applied in conjunction with digital and automation technologies compared with conventional methodologies. The technological expertise, combined with a paradigm shift in delivery of project objectives, will promote economic growth, aid recovery from the economic downturn, and improve social development."

A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

The size by size batch flotation behaviour of copper activated sphalerite from synthetic mixtures with quartz was determined. In terms of recovery of sphalerite, the size fractions could be grouped into coarse, intermediate, and fine ranges. The behaviour of the coarse and fine ranges was significantly poorer than that of the intermediate range in both the extent and rate of flotation.Each size fraction had a fast and a slow floating component.The main effect of changing the copper sulphate addition was to alter the proportion of any size fraction which was fast floating. No correlation could be found, between the amount of copper on the spha:lerite andeither the flotation rate of the mineral or the amount of copper added to the system. It was found that fine particles did not appear to consume greatly disproportionate amounts of copper sulphate during conditioning. A modified conditioning procedure was found to lead to a higher rate of flotation and recovery of coarse sphalerite and to make poss1ble substantial savings of copper sulphate.

This paper provides an update to a paper by the author on an overseas explorer's perception of New Zealand, presented at the 1997 New Zealand Minerals & Mining Conference. New Zealand has one of the most open and internationally competitive economies in the world. The petroleum exploration industry in New Zealand is booming with a record number of wells planned for 2000. New Zealand is keen to encourage investment in mineral exploration to develop its natural resources. A study of the geological potential of New Zealand estimated the value of known and potential resources of metals at $86 billion. Gold has the greatest potential, with a total resource estimated at $33.5 billion. The price of gold has averaged NZ$554 since the beginning of 1998, and NZ$593 in the last year, which is very competitive with other countries. An assessment of country risk compared New Zealand with twenty other countries in ten risk categories: sovereign risk, land access, environmental issues, land claims, mining legislation, social risk, infrastructure, civil unrest, natural disasters and workforce. New Zealand ranked fifth, showing it has low country risk. This provides a high degree of certainty for investment, which is important for the perception of New Zealand as an exploration destination. Corruption was considered separately, and New Zealand ranked third out of ninety countries, showing it is one of the least corrupt countries in the world. New Zealand has a favourable business environment, good geological potential, low country risk and no corruption. Despite this, New Zealand has not registered on the radar screens of overseas mineral explorers, and the positive factors appear to have been overlooked. New Zealand has considerable undeveloped mineral potential, and with the current rise in commodity prices, it is hoped New Zealand can participate in a resurgence in mineral exploration.

In order that the use of continuous mining machines be most economic, the equipment must be operated at rated capacity as much of the time as possible and downtime for repairs kept at a minimum. A large factor influencing any proposals for maintenance programs is the complexity of the machines—often the intricacies of the precision-built equipment requires engineering knowledge byond the scope of mine maintenance personnel. A training program is part of the answer; there are others. In addition to investigating a joint company-manufacturer equipment-design improvement program, Mountaineer Coal Co. has launched a detailed preventive maintenance program to combat extensive downtime often encountered when continuous miners are used. Everyone in the coal industry knows the importance of operating continuous miners at their rated capacity as much of the time as possible. The potential capacity of the miner is such that l-min. delay means from 3 to 8 tons of coal lost. Today's miner is a well designed, precision-built machine, complicated with hydraulic and electrical equipment and complex mechanical assemblies with all possible combinations of gears, levers, and rods. As the machine becomes more complex, the problem of maintenance becomes more acute. The transition from conventional to continuous mining has taken place so rapidly that the mine mechanic has been unable to keep pace. When there is a machine failure, the maintenance man usually employs either the trial-and-error or the play -it-by-ear method of repair, but this represents an expensive proposition. Mine mechanics, maintenance superintendents, and mine managers complain about the complexity of the machines and how difficult it is to keep them running. There is no shortage of skill in the design offices. Machines are designed by good engineers, but for engineers. What's the answer? Better trained maintenance men—better maintenance instruction—better field service. These are all good corrective measures, but the real cure is to provide for the men at the do it level. Designers have got to cooperate with men to simplify maintenance on the increasingly complex machine. The designer must be aware of how his machine can be maintained. Sometimes a simple design change in a bearing, oil seal, or a bushing will correct recurrent breakdowns. Parts such as filters, hydraulic cylinders, hoses, and pivot pins can be better arranged on the machine to make them accessible so that the mine mechanic can easily keep the machine producing. Therefore, to get our maintenance off on the right foot, the program must begin back in the design office, before the machine is delivered to the mine property. Realizing the importance of this aspect, our company set out on a joint company-manufacturer equipment-design improvement program. This is a formal program in which quarterly reports are written covering machine defects, design weakness, and general problems relating to machine maintenance and performance. The manufacturer in turn comments on each and every item appearing in these reports, indicating the action he proposes to take. In addition to the written reply, meetings are scheduled with manufacturer representatives to discuss further the outlined problems. The benefits realized from this organized program are both substantial and far reaching. Good maintenance begins with a good design. The subject of preventive maintenance is not a new one. Volumes have already been written on the subject. It consists primarily of doing the maintenance work when you want to rather than when the machine demands it. However, a preventive maintenance program can be overdone. Theoretically, if carried to ridiculous extreme, all working time could be spent inspecting and repairing the machines and no time would be left for production output. Our goal in maintenance is to maximize running time for all machines, and to prevent or at least minimize production downtime. Important factors in dredge design are the estimation of total head, and the determination of flow in and around suction nozzles and in pipe lines. Total head for the dredge pump is calculated from velocity, static, and friction heads. Flow into suction nozzles depends on whether hydraulic jets or mechanical cutters are used, and on nozzle shape. Design of pipe lines depends on the transportation characteristics of the pulp, skin friction, swirl, and the avoidance of cavitation. Measurement and control of flow is important.INTRODUCTIONEconomic deposits of heavy minerals along the east coast of Australia occur in frontal dunes, which are normally unconsolidated and granular, or in hind dune areas which may contain indurated seams interspersed with loose material. In working frontal dunes, dredging depths are usually shallow since values do not persist for more than a few feet below sea level. However, the controlling factor in dredging the hind dune areas is the level of the water table and suction dredges may be designed to mine to depths of 120 ft, or even more, if necessary.In previous applications of suction dredges in the industry attention was directed primarily towards production and there was only limited research on fundamental techniques. However, with lower grade deposits now forming the major ore reserves, production levels and profit margins will fall unless more efficient dredges are developed.For satisfactory design of dredges it is essential that the total head be accurately estimated and that detailed information of the principles of flow in and around suction nozzles be determined. This paper presents information gained from field experience and laboratory investigation on these aspects.

"Recent copper price evolution pushes modern mining industry even harder to achieve highest production with maximum efficiency. Operations are bound by numerous contractual and environmental conditions that bring a high degree of complexity to both the operators controlling the process and the plant managers assessing the circuit’s potential and setting the production goals.Advanced process control (APC) for grinding is one important tool to operate this most energy intense area in an optimal way, finding the optimal trade-offs between highest throughput, energy efficiency and product quality based on variable ore properties, production targets and management priorities.ABB’s state of the art control and optimization software platform enables user to design a controller based on model predictive control (MPC). The paper and the presentation show the technology used and the results achieved through an APC controller installed in a pilot project in Aitik (Boliden SA), Sweden. Furthermore, possibilities to interconnect grinding with other areas as stockpile management and flotation with various interconnected APC controllers will be shown. Finally, an example of the return on investment and the payback times based on the increased throughput and better product quality will be presented.INTRODUCTIONDepending on the ore characteristics and the targeted plant capacity, the design of the grinding circuit may vary significantly. Typically, the circuit consists of several mills (rod, ball, SAG, AG) in series and/or parallel with a number of classifiers and sumps at appropriate locations (see Figure 1).The main goal of the grinding section is to reduce the ore particle size to a level that enables efficient separation between gangue and precious metals in the subsiding processing step. The trade-off between quality and quantity has to be made. At the same time, it is also crucial to execute this process at the lowest possible energy and grinding media consumption."

"This paper discusses a new methodology for defining and measuring mine planning software utilization in the South African gold mining sector within an evolving data-set framework. An initial data-set showing the mine planning software providers, their corresponding software solutions, as well as the software capabilities and information on the number of licences was collected and compiled in 2012 in an online database for software utilized in the South African mining industry. Details of the database development and implementation were published in the Journal of the Southern African Institute of Mining and Metallurgyin 2013. In 2014 the data-set was updated with additional and new information. Using the 2012 and 2014 timestamps, a methodology for estimating the software utilization was developed. In this methodology, the three variables of commodity, functionality, and time factor were used to define and measure the software utilization in order to ultimately inform decision-making strategies for optimal software utilization. Using six different functionalities, namely Geological Data Management, Geological Modelling and Resource Estimation, Design and Layout, Scheduling, Financial Valuation, and Optimization, utilization in the gold sector was measured. This paper presents the methodology employed for measuring the mine planning software utilization. The methodology is useful for stakeholders reviewing existing software combinations or intending to purchase new software in the near future and who want to estimate the comparative attractiveness of a certain software package. These stakeholders include mining companies, consulting companies, educational institutions, and software providers. The work presented in this paper is part of a PhD research study in the School of Mining Engineering at the University of the Witwatersrand."

For drilling large diameter holes for deep foundations, the common and distressing difficulty of long standing has been in coping with ground containing rocky formations and boulders. Where geological formation contains weathered rock or boulders, or deep rock socket is specified, drilling equipment occasionally is found to be unable to drill through and therefore will need supplementary equipment and procedures. Incentive of the MACH Drill Development has been to realize a capable drilling system for rocks of weathered to fresh rock without losing its applicability to usual overburden. Through seven decades' experience of manufacturing and operation of boring machines, the best features of all sorts of drillhead are known such as the drag bit, wing bit, auger bit, diamond bit, rock roller bit, down-the-hole hammer bit, etc.

This paper considers three aspects of cemented fill practice and research in Mount Isa. Firstly, an account is given of the use of Portland cemented hydraulic fill, considering mainly the role and specifications of the fill used but including û brief description of fill preparation and placement. Data resulting from a Portland cemented hydraulic fill sampling, curing and testing campaign covering about 18 months of operating practice are presented, analysed and discussed. These yield information indicating the mode of operation of a fully-automated fill preparation station, as well as a means of comparing field and laboratory strength results. A technique with potential for use as a fill quality control without actual strength testing is also described. Results of a fill research program conducted by the author in Mount Isa since early 1968 are presented, involving both Portland cemented hydraulic fill and alternative, cheaper, additives for cementing hydraulic fill.

The quartz-cassiterite-wolfram veins at the Aberfoyle Tin Mine, north-eastern Tasmania, form a sheeted zone about 200 ft. wide and 1,600 ft. long in slightly contact metamorphosed shales, slates and greywackes, and are associated with a cupola of aplitic granite whose top is about 1,050 ft. below the present surface. Economic mineralization persists from the surface down to a vertical depth of 1,050 ft. to 1,100 ft., dying away in the vicinity of the cupola. Down to the 9-level there is a progressive increase in wolfram content of the veins, and a decline in cassiterite content, with increasing depth.The veins are banded or zoned, with a seivedge of muscovite on the wall. Cassiterite, wolfram and sphalerite occur inside the selvedges, projecting into a core of quartz of varying width. Other sulphides form the central part of some narrow veins, or occur as clots in the quartz. The general sequence of deposition of the ore minerals was: (1) cassiterite, wolfram; (2) arsenopyrite, pyrite, molybdenite; (3) pyrrhotite (in part); (4) blende-group minerals-chalcopyrite, sphalerite, stannite, pyrrhotite (in part)-as solid solutions; (5) galena, tetrahedrite, matildite, native bismuth, scheelite; (6) marcasite and secondary pyrite, magnetite and hematite. The sequence of deposition of the gangue minerals was: (1) fluorine-bearing minerals-muscovite topaz, apatite, triplite, fluorite-more or less contemporaneous with the cassiterite and wolfram;' (2) quartz-contemporaneous with the earlier sulphides; (3) carbonates--contemporaneous with the later sulphides. The stages overlapped somewhat.The composition of the sphalerite and heat treatment experiments with the solid solutions indicate that the blende-group sulphides were deposited at about 6000 C., and cooled rapidly, so that unmixing of the solid solutions was arrested. This accords with the likelihood that the country rock temperature was not above 2000 C. Annealing experiments at between 3500 C. and 6000 C. led to further precipitation from solid solution at the lower temperatures, and to significant segregation by solid diffusion within, a week, indicating that both deposition and cooling of the ore were rapid processes-completed in a matter of days. In this U.S. Bureau of Mines study, four underground respirable dust surveys were conducted to determine factors affecting belt entry dust levels and how using belt air to ventilate work areas affected dust exposures. Belt entry dust levels on the surveyed longwall and continuous miner sections averaged 0.59 and 0.26 mg/m3, respectively. The stageloader-crusher contributed an additional 0.5 to 0.9 mg/m3 of dust to belt air, while the feeder-breaker contributed 0 to 0.2 mg/m3 of dust. A 1,000-ft increase in belt entry length or a 200- to 500-st-per-shift increase in production resulted in roughly a 0.1-mg/m3 increase in dust. Using the belt entry as an intake entry on the continuous miner section appeared to reduce dust levels by 0.1 to 0.3 mg/m3 during cutting. Belt air was not used to ventilate the face on the longwall section.

The paper refers two examples of structures located in seismic areas (Cases 1 and 2). The first one (Case 1) is the Torroal Bridge, located about 100 Km South of Lisbon, in the road Troia-Grandola. The horizontal loads due to the seismic actions were mainly carried by an anchor curtain connected, to the abutments, by reinforced concrete struts-ties. For the some purpose diaphragm walls were also placed under the pile caps of the column foundations. The second one (Case 2) refers to a building located about 50 Km South of Lisbon, at Sesimbra, near a cliff. To reduce the horizontal displacements of the structure due to seismic actions, in order to prevent the endangering of the cliff stability, an anchor curtain was adopted and connected, to the structure, by prestressed anchors.

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

Electronic Delay Detonators (EDDs) with remote wireless programming and initiation capabilities have been successfully used for almost two years now. This system has been used in blasts mainly in South Africa, but also in South America and other countries in Africa. Initially the industry was slow to accept the idea of remote programming and blasting. The advantages were not fully understood and there were some safety concerns. With close to 200 successful blasts as a reference, a much better understanding exists. The advantage of such a system becomes even more significant when the programming of the detonators is digitally integrated with the blast design software as used by the Blast Engineer. It is now possible to import a survey file into the blast design software, to do the blast design using actual hole positions and to then export the designed firing times directly to the detonators down the hole via remote wireless communication. Mines that have been exposed to this technology favour it to the extent that wireless centralised programming is becoming the norm against which other electronic delay detonator technologies are measured.

Low grade surface gold mining at the Acacia Resources, Union Reefs Gold Mine in Australia's Northern Territory, involves the excavation of benches in three slices after blasting. Blast patterns span zones of high and low grade ore, as well as zones of waste, and selective excavation is required in order to maintain economical head grades for the carbon-in-leach processing plant.
