"INTRODUCTION Explosives have been used in ever—increasing amounts since gunpowder was invented. For hundreds of years only low explosives of the deflagrating type were used, and they were fired by means of a flame or hot object. Ben¬jamin Franklin first ignited gunpowder from a distance in 1751 by means of an electrostatic spark. Further efforts to develop a satisfactory electrical method to ignite explosives from greater distances were overshadowed by the invention of safety fuse in 1831, as this offered a relatively simple and inexpensive means of firing explosives.The discovery and introduction of high explosives of the detonating type and the invention of the fulmitate of mercury blasting cap about the middle of the nineteenth century provided the needed impetus for inventors to develop means of firing the cap by electricity. The original high-tension igniter, following Benjamin Franklin's experiment in which the detonating compound was ignited by a spark, was discarded in favor of a low-tension igniter, in which the detonating compound was ignited by a heated wire. The past 2 decades have seen considerable improvement in the design and construction of electric detonators to make them safer and more efficient, yet in spite of the improvement it is estimated that less than 50 percent of the explosives used in industry today are ignited or detonated electrically. The trend, however, is toward the use of electric methods. In recent years numerous-mining companies have introduced electric blasting exclusively at their mines as a means of improving safety and efficiency."

Achieving occupational health and environmental noise objectives is a major consideration in the planning or operational phase of resource development and industrial projects to meet the needs of the workforce and community and comply with legislative requirements. For material handling systems, ventilation plants, mobile equipment, process plants and fixed infrastructure, noise emissions need to be considered at the design phase. The preferred approach is to provide noise emission technical specifications, but in many cases this is not stipulated. An occupational noise requirement, such as ‘not to exceed 85 dBA at 1 m’, is often provided, but this will not achieve the required occupational or environmental noise objectives and may cause overly stringent requirements when they may not be needed. It should be noted that when developing the technical specification, measuring compliance needs to be taken into account as, in some cases, measuring may be very difficult or even not possible.This paper will discuss the requirements for providing an effective noise specification that ensures the environmental and occupational noise objectives are able to be achieved and that, once installed, compliance can be measured. It discusses planning such as when to set the objective, correlating the appropriate objectives for the environmental and occupational noise requirements, allowing for measurement tolerance, providing a suitable criteria and data format for the suppliers to respond to and methodology to measure compliance. Different phases of a project require different approaches to planning for noise management and these will be discussed in the paper. The financial analyst's job is to make an objective appraisal of the investment opportunities which exist within the various industries under his supervision within the context of the economic model provided by his firm and the a climate of investor sentiments. Industry analysis is critical. When a major investment trend develops, usually the stock of all companies within the specific industry react in the same direction. I should emphasize here, however, that an investment trend is influenced by the economic outlook, but economics is not the only determinant - investor psychology and arbitrary political factors may be of equal or greater importance. Part of our job is to recognize trends early and determine whether they are valid. Following industry analysis, the analyst must examine the specific companies within that industry since some companies usually react more violently than others to industry trends, whether they be favorable or adverse. To simplify the process of evaluating an investment opportunity, it is convenient to isolate three types of factors which have a bearing on every sort of business although the degree of influence of each factor may vary from industry to industry. These categories are, 1) independent or external factors insofar as they are beyond the control of corporate management, 2) interdependent factors insofar as influence may be exerted by industry-wide action, and 3) dependent factors covering the area of internal decisions which are basically under the control of the individual corporate managers. Although the title of this paper, "The Corporate Use of Cash Flow," is only one segment of the third category, it may be useful to continent on the first two categories as well. The independent factors may be either economic or governmental. The economic factors include cyclicality which may be very high in the case of the basic commodity industries or relatively low as in the case of utilities. The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, Colombia's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. By way of background: ? The mine is located on the Guajira peninsula in Northeast Colombia, about 90 miles from the coast, as shown in Figure 1. ? In addition to the mine itself, the project involves construction of a dedicated railroad and port, which form a modern, efficient and integrated system. ? The Project is embodied in a 50/50 Association Contract between International Colombia Resources (Intercor), a wholly owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally and Intercor has the additional responsibility of managing operations on behalf of both partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. ? The project is a multi-seam, truck and shovel operation, based on large reserves (2-3 billion tonnes') of high quality bituminous coal. ? Exports began in the first quarter of 1985 at modest levels through what we call Early Coal Facilities, designed and constructed apart from the permanent coal handling system. ? Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt per year in 1939. Based on available resources, however, the resource will support expansion, and continued growth n production into the 1990s appears feasible.

Most people, when Borates are mentioned, mentally visualize the famous twenty mule team (really eighteen mules and two horses), trudging across the Mojave Desert or "she burns green Rosie, we are rich." Actually, however, the first use of borax was prior to Babylonian times. Their emissaries had orders to bring borax Iron the Gobi desert for use as a flux by the Babylonian goldsmiths. The borate mineral imported for this is not known but probably was borax. The ancient Persians and Arabians knew about borax and the Arabic word "Baurach" appears in a two thousand year old manuscript. The Sanscrit word for borax was tincana which has been corrupted to tincal. The Chinese were using borax as a glaze in three-hundred B.C. Marco Polo brought the first borax, along with gunpowder and spaghetti, from Mongolia to Europe in the late 1300's. Borax from Tibet was imported to Europe for nearly 500 years. In 1772 boric acid (sassolite) was discovered around Tuscany, Italy as a precipitant from volcanic steam vents. Production of boric acid started there about 1815 and provided the sole competition to the borax from Tibet. Borate deposits in Turkey have been known and exploited on a small scale since the 13th century. It is only recently that the operations are being modernized and production increased. About 1836, borax minerals were found in Chile and Argentina with borax production starting in 1852 in Chile and in Argentina in 1886. During the latter half of the 19th Century, Chile was the principle world producer of borax.

Intelligent systems (IS) technologies have received much attention in a wide range of process engineering applications including process operations. With the revolutionary progress in information and computer technologies applying the latest technologies in metallurgical complexes has become a serious challenge to both management and technical teams. Objects and components are changing the way everyone relates to their computer and networks. Goals of real time performance monitoring includes maximizing the profitability by maximizing production, improving efficiency, attending product quality, costs, maintenance, environmental and safety regulations. Designers must consider the greatly expanded desktop computing, Microsoft object technology, Internet and how to build these systems. This paper discusses some opportunities and challenges using objects, components in designing applications and integrating intelligent systems tools. Two examples using performance equations and IS technologies applied to mineral processing are presented.

Neutralisation of acid uranium mill tailings with lime or other alkaline materials is usually practised to reduce the dissolved concentration of heavy metals and radio nuclides. Computer modelling of this process was carried out using the geochemical equilibrium code MINTEQA2. Computed dissolved metal and sulfate concentrations were compared with laboratory-based experimental data. It was found necessary to include the modelling of adsorption of trace metals (such as uranium and lead) by the precipitated ferric hydroxide in order to obtain acceptable concentrations in the neutralised liquors. There were limitations of the modelling exercise due to important aspects which were not addressed or properly accounted for such as chemical reaction kinetics and the effect of high ionic strength. These are discussed in the paper.

The Piquette Mining and Milling Co, operates a zinc mine and concentrating mill in the Upper Mississippi Valley zinc-lead district near Tennyson, Wis. The principal ore mineral is zinc sulfide, which occurs in limestones and dolomites of the Decorah formation. Exploration in the district is by churn drilling from the surface. An adit at the base of the ore zone provides access to the mine. A room-and- pillar mining method with irregular pillars is used. Drilling is done with Jumbo-mounted drills. The broken ore is loaded by crawler-mounted front-end loaders into diesel-powered trucks for haulage direct to the mill.

Specifically, the paper aims to answer the question of how national and regional governments, industry and civil society can work together to seek an optimal outcome while pursuing their diverse objectives. The paper begins by defining local content and its scope at the subnational level. Specific recommendations for the design of local content policies to mitigate social, economic and governance risks are developed. The document then offers some recommendations regarding the role of partners in design, implementation, monitoring, and enforcement of local content policies.

The historic Getchell property is currently being mined from the Getchell Main Underground workings, a foot wall extension of the Getchell open pit deposits along the Getchell fault. Drift-and-fill techniques are used to extract the ore through a ramp access. The adjacent Turquoise Ridge deposit is currently under development via two vertical shafts. Together, the two mines will continue to provide feed to the Getchell's 3,200 tpd mill/autoclave circuit, taking Getchell Gold from its current production rate of 200,000 ounces (Au) per annum, to over 400,000 ounces (Au) per annum by 1999.

The emerging importance of pneumatic conveying systems for bulk materials is becoming recognized by more persons responsible for materials management as consultants, at the corporate level and at the plant level. They have learned that the economic advantages of a pneumatic system are frequently decisive when compared to alternate methods. Included in these advantages are relative simplicity, ease of installation, flexibility, ease of maintenance, cleanliness, safety and ease of automation to the degree desired. In general, installed costs favor a pneumatic system when compared to competing mechanical systems if the transporting distances are long or to and from many points. In addition, supplemental use such as cooling, heating, or drying may supply the incremental value required to justify its selection. (1). The main disadvantages of a pneumatic system is the greater horsepower required per unit weight of material conveyed and material limits in abrasiveness and density. In addition, there is a tendency to increase material breakage at changes of direction and at any obstruction such as the imperfect butting of one, piece of pipe to another in the conveying line. Classification of the material at the discharge may also cause problems in dusting and segregation. Materials weighing less than 4 pounds per cubic foot tend to cause feeding and collecting problems although they can be conveyed easily. Material between 4 and 20 pounds per cubic foot can be handled with less problems but flow rate is hard to predict. The 20 to 60 pounds per cubic foot range offers best results; whereas, over 60 pounds per cubic foot, materials tend to drop out of the air stream and settle in the pipe line unless careful provisions are made to prevent it. There are presently in use many grinding mill control schemes and concepts. This paper presents one operating method of controlling the particle size of the cyclone overflows for proper metallurgical results and controlling the level of the cyclone feed sump and new feed rate to obtain lowest unit cost of finished (ground) material which is usually at the maximum grinding mill throughput. This system stresses simplicity of field instrumentation and control strategy. Both of these factors lead to better operator understanding and acceptance. The low capital investment of this system also makes it more attractive at the Buick Concentrator when compared to other more complicated systems utilizing mass flow measurement and a computer to calculate circulating load and infer particle size. Furthermore, it has the advantage of utilizing an actual measurement for control, rather than a difficult-to-maintain inferred value. There are several reasons for maximizing mill throughput at Buick. The milling rate before automatic control was too low when compared to mill throughput increases planned for the future. Through this new operating system, it appears Buick will not have to make major changes of mill motors and speeds to meet the increased? production rate. Also, since power costs continue to escalate, it is desirable to maximize the throughput to the grinding circuit and reduce overgrinding to achieve a reduction in power cost per ton of ore milled. Presently, 45% of the concentrators' total power is consumed in this grinding circuit.

In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

At almost no time since the end of World War I has the coal industry been free from serious threats to its competitive position. At present, the critical question is whether the industry can maintain its position in the electric power market and this paper reviews the prospects in this area. Our report is part of a study, supported by Resources for the Future Inc., dealing with coal demand in general. Like most elements of coal economics, it has received much less analysis than problems in other energy sectors--a defect we felt worth correcting. We have concentrated on electric power elements of the market. The nature of the coal market makes this the natural choice. Three markets absorb over 80 per cent of coal production and are considered in our overall work. The completely excluded sectors are largely catchall categories in which coal use is declining anyway. Comparing the three markets included in the overall study, we see: modest growth is the most optimistic forecast for metallurgical coke; export growth depends to a large extent on policies of foreign governments. Electric power use, however, has rapidly grown to absorb over half of coal output and coal's prospects depend almost entirely on continued expansion of this market. Throughout the 1960's the demand for coal used to generate electrical power in the United States grew at an average rate of 6.5 per cent annually. This growth rate will be sustained until at least 1976.

Attractive mining workplaces are good, safe and healthy environments. They are also workplaces that the workforce of the future wants to work in. As skilled miners and engineers are already scarce, this is important both for today and for the future. However, the future of mining will also be subject to increased international competition. In attempting to become more competitive, many mining companies turn to rationalisation, looking to both rationalise their production and organisation as well as optimise their processes. Work organisation is important in both rationalisation and providing attractive mining work. As a result, this paper investigates a ‘lean production’ (LP) philosophy for the organisation of future mines. The aim of the paper is to investigate to what extent LP can be used to organise for attractive mining. It first defines what attractive mining work is and to what degree it can be influenced by work organisation. A short insight into the LP concept will be given as well as a review of how it is discussed and utilised in mining today. The Pennsylvania Department of Environmental Protection (US EPA 319 program) provided funding to aid a public-private effort in the installation of an environmentally-friendly system to treat abandoned mine drainage at Jennings Environmental Education Center (Pennsylvania Department of Conservation and Natural Resources). Through this cooperative effort among state and federal agencies, mining, excavation, and environmental companies, college and home school students, Girl Scouts, and volunteers, a successful multi-component passive system, readily accessible for upgrades and public education/research activities, was built. 90 people were directly involved in construction of this award-winning system and about 1000 people annually benefit from the educational opportunities.

All indications point to a growing market for thermal coal in Japan as part of the country's current energy policy formulation process. The Ministry of International Trade and Industry forecasts imports of 16 million tons a year in 1985 and 40 million tons in 1990-a twenty-fold and forty-fold increase over the present level. This potential reflects Japan's over-all serious and increasing concern for security of energy supplies and its resultant need to seek alternative sources. Nuclear power will be the main alternative source, but, because it is expected that its development will be slow, imported thermal coal will assume greater importance. Canada, with large resources of all types of coal, could fill a portion of this market. Thermal coal could come from specific thermal coal developments or from metallurgical coal mines, which usually produce a certain amount of coal not amenable to coking, but suitable for power purposes. However, penetration of this Japanese market by Canadian thermal coal will depend on the resolution of a number of problems. On the demand side, siting, environmental aspects, the need for a coal unloading and trans-shipment centre, and the added cost of installing coal-fired stations could be major constraints. Although Canada has ample high-quality resources, any new development tied to the Japanese market will require improvement in prices to cover the high costs associated with transportation, the construction of new mines and the provision of new infrastructure.

Marquette's first reported the existence of iron In Missouri in 1673. Recorded production wan begun in 1815, increasing in size and importance until 1888, when the low price of iron resulting from Minnesota's production of high-grade ore caused most of the operators to close down. Missouri's iron production came from three types of ore: (l) Brown ores, including the deposits of primary and secondary limonites in southeast and southwest Missouri, (2) hematites of the filled sinks, including the ores of Central Ozark district, and (3) specular ores in porphyry, including the deposits of the St. Francois Mountains.

Calculation of consistent steady-state mass balances in operating metallurgical plants and pilot plants is of interest for many reasons. In general, enough data can - and should - be collected to overdefine the system, i.e., permit calculation of nonmeasured quantities via more than one path. In such cases, resulting steady-state metallurgical mass balances rarely close due to sampling, analysis and/ or instrument error. Indeed, determination of a valid calculational sequence for complicated process flowsheets with multiple recycle streams can prove quite difficult. Here we present and discuss a method that has proven useful in analysis of numerous grinding circuit flowsheets of varying-degrees of complexity our technique requires only a consistent process flowsheet with appropriate associated data and arbitrary numbering of streams and equipments. Process topology and user data are decoded to yield a set of "search" or base variables and a set of "calculated" variables in solids, water, particle size and splitter parameter space. This procedure greatly speeds subsequent actual mass balance adjustment calculations since perturing certain variables (e.g., a solids value) does not require recalculation of other variables (e.g., the water balance). Finally, internal search and calculated variables are back converted to User units and used in a Sum-of-Squares criterion. Global minimization of this performance functional then yields a consistent mass balance in a least, squares sense. Weighting factors of choice can be used. Examples illustrate application of these methods.
