"Recent project failures have called into question the use and relevance of benchmarking and independent reviews, forcing a rethink of traditional processes and procedures.With cost estimates and schedules dramatically varying from lows seen around the global financial crisis to peaks experienced in the recent mining boom, benchmarking has ranged between essential and misleading.Profound shifts are now underway in future project delivery strategies as the market moves away from cost-plus engineering, procurement and construction management. The current trends in project implementation are to utilise more lump-sum design and construct or fixed-price supply and construct contracts. This trend will remove transparency in detailed cost information by reducing the sources and clarity of cost data.Independent peer reviews (IPRs) of studies and investment recommendations performed over the last decade have both failed to prevent flawed or deficient projects from proceeding to approval and funding, and been successful in ensuring that owners did not proceed with doomed investments.In recent times, it has been recognised by some owners, contractors and engineers that traditional benchmarking checks or IPRs, or a combination of both, will not necessarily produce reliable assessments of study conclusions and of the forecasts of project outcomes. To be of value, the benchmarking process now also needs to recognise the highly volatile responses from the engineering and construction industry to the current and future markets for their services.Similarly, reviewers who draw upon benchmarks of past project experiences on an understanding of the things that shaped and influenced their outcomes need to be more aware of how a future dynamic market may impact the outcome of the projects and raise warning flags accordingly.With the commodity cycle currently approaching what is hoped is its bottom, ensuring that benchmarking and independent reviews evolve into reliable, transparent and worthwhile processes becomes even more important. "High-strength cable bolts have been used for ground support in underground coal mines for many years. Cable bolts are routinely used as secondary ground support in numerous longwall gateroad support applications, areas that possibly experience the most severe conditions in current underground coal mining. Additionally, when mining ground conditions deteriorate, engineers oftentimes recommend cable supports as a principal solution because of the established credibility for successful ground control. Nevertheless, there is still a reluctance to utilize non-tensioned cable supports as an effective primary roof support alternative.This paper provides historical and recently documented examples of non-tensioned cable supports utilized as an effective primary ground support method in a western U.S. underground coal mine, and it will continue the technical discussion between the differences of various degrees of tension in cable supports with respect to ground behavior and reactions.INTRODUCTIONResin-grouted cable supports are widely used to support difficult ground conditions throughout the world. Through the use of innovative applications and configurations they have proven to be a major paradigm shift in roof support and ground control technology in the U.S. (Tadolini and Koch, 1993; McDonnell et al., 1995; Tadolini and Gallagher, 1994; Tadolini and Trackemas, 1994)Today, the basic cable bolt support consists of a high-strength steel cable installed in bore holes that range in diameter from 25 to 50 mm (1 to 2 in) depending on the strand size and drilling equipment. Cables are offered in both bright and galvanized, for corrosion protection, and range in capacity from about 30 to 60 tons. An example of a resin-grouted cable bolt and the key components is shown in Figure 1. The steel cables are flexible and the support length is not limited by the height of the opening. Lengths of up to 10 m (32 ft) have been supported with high pattern densities when standing supports were not operationally feasible. The most common lengths are 3 to 5 m (10 to 16 ft). An important physical characteristic is that PC-strand has an ASTM minimum elongation requirement of 4%. For comparison purposes, the ASTM 432-08 Standard Specifications for Roof and Rock Bolts and Accessories specifies elongation requirements for traditional roof bolts are a minimum of 12% for grade 40, 9% for grade 60, and 8% for grade 75 materials, respectively. Traditional roof bolts can stretch and elongate twice the length that cable bolts can, which makes design considerations challenging."

HISTORY AND LOCATION SEAL HARBOR GOLD MINES, LIMITED, was incorporated in January, 1934, to take over 116 acres of mining lands in the Stormont gold district, Guysboro county, Nova Scotia. The nearby ten-stamp Mulgrave mill was also purchased, and since that time 974 acres of adjoining properties have been secured from the Government by direct lease. The property is served by a motor road and is about two miles from the village of Goldboro, situated on the shore of Isaac's harbour. The bulk of ?the supplies are brought in by coastal steamer from Halifax, a distance of about 100 miles, since the nearest railway connections are at Antigonish, some 40 miles distant. EARLYY WORK The Seal Harbor properties include the old Partington and Beaver Hat mines. A small tonnage of ore was mined from each and treated on the properties in stamp mills, which were later torn. down . A survey of old records shows that this ore averaged about $8.00 gold per ton. Development work by the present Company was confined to the 100-foot level until February, 1935, but after that rime the incline shaft was deepened to 425 feet and the 300-foot level was explored east and west of the shaft. Six belts of ore were intersected to the west of the shaft. The ore from these belts was hand sorted and the ore portion was put through the 10-stamp Mulgrave mill to defray operating expenses and to serve as a sample of the deposits. The average recovery per ton from this sorted ore was $6.10. Samples of the ore were sent to the testing laboratories of the Mines Branch, at Ottawa, and of Canadian Industries, Limited, at Toronto. Recommendations from both of these authorities were for removal of the coarse gold by concentration and barrel amalgamation, followed by cyanidation of the residue.

THE discussion on Dr. Chipman's paper, Mapping by the Topographical Survey, centred mainly on the urgent need for aerial photographic reconnaissance of unmapped portions of the country as an initial phase in the provision of suitable topographical maps for use as a guide in geological mapping, prospecting, exploration, and development work in the areas concerned. This, ir was pointed out, would necessitate an expansion of the topographical work of the Bureau of Topography to keep pace with the photographid work and to meet the demand for maps for use by geologists of the Bureau of Geology and others. A resolution requesting Institute Council to make representations to the proper authorities, urging that aerial photography and topographic map-ping be greatly expanded to meet the pressing needs of the situation, was moved by DR. W. F. JAMES and seconded by MR. L. G. SMITH, and carried unanimously. The full text of the resolution appeared on page 221 of the May BULLETIN. Others who spoke in support of the resolution were MESSRS. E. S. MOORE, L. B. ROCHESTER, F. D. SHEPHERD, and W. J. WRIGHT. Dr. Hansen then presented his paper, Mapping by the Geological Survey, discussion on which is summarized below. MR. FRANK EBBUTT(l) spoke of the very valuable service the Geological Survey bas rendered the mineral industry, and indeed the whole nation, in its century of existence, despite the very inadequate financial support it has received. Now, more than ever before, a strong and expanded Geological Survey is essential if the Industry is to continue to prosper. Our known ore reserves are being depleted very rapidly, and we are finding no new orebodies to take their place. As an aid in prospecting and exploration, and also in the development of orebodies when they have been found, we must have geological maps of the vast sections of the country which at present are unmapped or inadequately mapped. The Institute should make every endeavour to have the Geological Survey strengthened so that such maps may be made available as soon as possible.

The Pinto Valley concentrator of BHP Copper Inc. restarted its sulfide mining operations in September 2007 to produce copper and molybdenum concentrates. During the plant production ramp up, the copper/molybdenum circuit quickly reached the copper grade and recovery targets, but the production and quality of the molybdenum concentrate continued to be a challenge. Even though several improvements in the molybdenum circuit were completed, the final molybdenum concentrate did not meet contractual specifications. After reviewing several options to improve grade and reduce contaminants, the installation of three flotation columns were chosen. The column design and construction were done using in-house craftsmen and engineers. Ten days after commissioning, the columns successfully reached a steady operation and began producing molybdenum concentrate to the required specifications, that is, high molybdenum tenors and low copper and iron content. The Pinto Valley operations, are comprised of the Pinto Valley concentrator, the Pinto Valley dump leaching and a solvent extraction/electrowinning (SX/EW) plant. The concentrator operated from 1972 to 1998 when mining and milling operations were curtailed for economic reasons. The SX/EW plant continued operations for copper cathode production. After a cessation of mining operations of almost 10 years, Pinto Valley operations began a restart project in January 2007, to bring the mine and the concentrator back into production. Copper concentrate production started in October 2007 after refurbishing and upgrading the facilities with a new DCS system and filter plant. The daily targets of the concentrator were to treat 56.7 kt (62,500 st) of ore, produce 762 t (840 st) of copper concentrate containing 27.5 percent copper at recoveries of 86 percent and produce 2.2 t (2.5 st) of molybdenum concentrate containing more than 80 percent MoS2.

"INTRODUCTION The purpose of the investigation discussed in this article was to evaluate the toxic hazard from gases produced when thermosetting plastic materials used for electrical insulating purposes are burned or thermally decomposed in enclosed spaces. For brevity the term ""toxicity"" is used throughout the article to refer to the nature of gases produced under these conditions. A need for immediate study of the problem was created as a re¬sult of the battle damage reports received from various United States Fleet units. These indicated that the fumes emitted when these materials were burned or thermally decomposed had, in several instances, resulted in toxic atmospheres. In attempting to develop a suitable test method for evaluating toxicity, it was recognized that no single test procedure could be expected to duplicate the variety of conditions that might exist in an actual fire aboard ship. In view of the immediate need, however, it was felt that considerable information could be obtained, at least to classify comparatively the several types of materials as to the toxic effect caused by burning or thermal decomposition, through the development of a sound empirical method which could be applied to all of the materials. On this basis, it was decided to modify the Navy flame resistance test for thermosetting plastics to render it applicable to the determination of the toxic, gases evolved when this test was employed. A wide variety of materials was tested, both molded and laminated, to cover the types commonly used by the Navy in electrical applications. Toxicity determinations were conducted at the Bureau of Mines Central Experiment Station, Pittsburgh, Pa. Parallel tests, to determine the flame resistance of the materials, were conducted at the Material Laboratory, U. S. Navy Yard, New York, N. Y."

The Legislature of the State of Colorado adopted House Bill 1223, "The Colorado Surface Coal Mining Reclamation Act" (The State Act), in 1979. This Act provided for the creation of a state regulatory program as accommodated within Public Law 95-87, "The Surface Mining Control and Reclamation Act of 1977" (SMCRA). Section 34-33-121(2)(a) of the Colorado Revised Statutes (CRS) and Section 516(b) of Public Law 95-87, identically require the underground coal mine operator to "Adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mined stability, and maintain the value and reasonably foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." On July 23, 1980, the Colorado Mined Land Reclamation Board adopted regulations to administer and enforce the State Act. Amendments to the Rules, including the subsidence regulations were adopted by the Board in August of 1981. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence.

This paper, describing the concentrator of the Molybdenum Corporation of America in Taos County, northern New Mexico. 7 miles east of Questa, is one of a series on milling methods being prepared for and published by the United States Bureau of Mines. The mine from which the ore comes is 1 1/4 miles from the mill, and produces about 40 tons of ore per day by the cut-and-fill method.3 The ore contains about 5 per cent of MoS2. The mill has a capacity of 50 tons of ore per day and utilizes flotation methods. Water is taken from Red River. Power is generated by a water wheel, or by a Diesel engine in times of water shortage during the winter. The mill is located close to the bottom of a canyon, in order to obtain maximum head or, the water wheel, and the flow of ore is therefore maintained partly by gravity and partly by an elevator and pumps. ORE TREATED The MoS2 content of the concentrator feed ranges from 4.5 to 7.5 biotite, fluorite, small amounts of rhodochrosite and calcite, and the minerals of the granodiorite country rock.

Semi-arid regions suffer from two afflictions; evaporation may exceed precipitation by multiples of two or more and variations in precipitation can be both extreme and difficult to predict. Many Australian mines are situated in semi-arid areas where communities are reliant upon locally sourced water or special purpose infrastructure is built as part of the mine construction. As the question of climate change looms, issues related to future water supply and sustainable water management become increasingly important. Across Australia several mining operations co-exist in a single surface water and/or groundwater catchment area. The management of water on a mine by mine or a community by community basis is illogical and must be reconsidered based on a single water catchment and a whole-of-community basis. Mine water should be considered on a full life cycle basis where the quality is assessed for specific mine site applications. This paper addresses technical challenges that include surface water and groundwater supply in semi-arid regions, operational water in the mining industry, beneficial uses of water, water economics and demand management. In much the same way as emissions trading evolved into a multi-stakeholder forum, mining regions offer scope for innovative thinking in water supply and reuse. In addition, this paper considers a number of initiatives taken by Australian mining companies that are entering a prefeasibility stage and contrasts these initiatives against the established success within a South African mining region. The challenges and potential solutions to this initiative are presented for future consideration.

This paper has been written as one of a group of papers dealing with the subject "Cost Elements in Mining". What are cost elements in mining? The mine operator thinks of direct mining costs in terms of labor, materials, supplies and power, and we might define cost more generally as the price paid to acquire or produce something. Economic theory also has its concepts of cost. From one point of view, that of the consumer, the cost of mineral commodities might be viewed as the total price industry pays for mine output. Similarly, the mining company engaged in the on-going business of finding, developing and operating new mines is concerned very much today with the distribution of all the revenue paid for mine output and not just with its direct or controllable cash costs. In other words, what will the labor force, the supplier of energy, explosives, and reagents, and the supplier of government services, management, capital and the ore reserves receive for their contribution to production.

The eastern and southeastern regions of Ohio are part of Appalachian coal country, with a documented 1,300 miles of streams impacted by acid mine drainage. Since 1995, partnerships of local watershed groups, government agencies, private industries and universities have focused on the remediation of the affected waterways. The partnerships have spent $2.4 million annually in constructing and operating treatment systems such as wetlands, anoxic limestone drains, successive alkalinity production systems, steel slag leach beds, and lime dosers. These systems have been partially successful, and water quality has improved in the region, but no treatment has yet met the ultimate objectives of low cost, continual remediation. Our research group has investigated an alternative system for acid mine drainage treatment: electrolysis combined with pH adjustment to selectively precipitate recoverable, saleable metal products to offset the cost of treatment. We utilized a $0.2 million pilot facility constructed by the Wayne National Forest, in Nelsonville, Ohio, to process approximately 40 L/min of mine drainage from surrounding seeps. The pilot facility has multipurpose tanks that can be adapted to process acid mine drainage with different characteristics, such as high or low aluminum content or high or low carbonate concentrations. Sodium hydroxide was used for pH adjustment. Results indicate that saleable product can be generated with this treatment technology. In an initial, not optimized trial, one seep yielded 4.7 kg of dried 69 % iron oxide product from 10 hours of pilot facility operation, treating 23,000 L with electricity costs of $4.68. Dissolved iron concentrations in the water were reduced from 242 ± 18 mg/L to 2.8 ± 2.0 mg/L (99.0 % removal) while the initial acidity of 443 mg/L as CaCO3 was neutralized to an alkalinity of 160 mg/L as CaCO3. Iron oxide can be sold as pigment for an average of $1.47 per kg in the United States. Currently, approximately 80 % of all pigment used in the United States is imported, and there is incentive to purchase domestically recovered pigment. If the iron oxide from the pilot facility could be sold as pigment for $1.47 per kg, 43 % of the operating cost (raw materials, electricity and construction costs) of treatment could be offset by the sale of the product. Considering the cost offset, the electrolysis process shows potential as a sustainable low cost alternative for treating acid mine drainage.

"This report describes the trend of developments in electric brass-furnace practice in the last two years, and supplements Bureau of Mines Bulletin 202, ""Electric Brass-Furnace Practice"", which was published in 1922. In that bulletin it -as pointed out that some of the lines on which electric brass-furnace progress would take place were clear, but others were less so.Developments in foreign countries.Foreign brass-melters have not yet adopted electric melting to an extent comparable to its use in the United States. It is doubtful Whether all foreign countries combined use 100 electric brass furnaces; of these about 35 are of American make (Ajax, Detroit, Baily) and are operating in Canada, Mexico, England, France, Japan, Sweden, Switzerland, Spain, Norway, Germany, Argentina and Czecho-Slovakia.`The Rennerfelt furnace finds some use in Sweden (1)c, notwithstanding its high metal loss on alloys high in zinc, Two German firms are reported(2) to be using the Rochling-Rodenhauser induction furnace on bronze, the average energy consumption being given as 400 kw.-h. per ton. No comment is made on any trouble from the ""pinch effect"", A firm in Switzerland is reported (3) to use three 600-lb., direct-arc furnaces of its own design to melt babbitt, antimonial lead, coinage silver, nickel, copper, and brass. The metal loss on yellow-brass turnings is high. Use Of a direct-arc furnace in England, with precautions aimed to prevent surface overheating, vas abandoned (4) in favor of an Ajax furnace."

Mining firms are widely criticised for their adverse impacts on the environment. At the same time many firms in the industry devote extensive resources, both financial and managerial, to the reduction or elimination such impacts. Very considerable improvements have been made, although these are sometimes overshadowed by a few high-profile accidents, such as the occasional collapse of a cyanide-containing tailings dam. In parallel, much effort is also directed at projecting a positive environmental image, as witnessed by extensive environmental reporting, both on paper and increasingly through web-platforms. Mining projects today almost invariably involve some form of environmental protection. In industrial countries regulations in this area are extremely stringent, as is enforcement. In less well developed countries, regulation and enforcement may be weaker, but firms are in many cases and for a number of reasons committing themselves to high levels of environmental protection, even if they might get away without doing so. Research in the area of environmental performance of mining firms has so far paid much attention to concepts such as sustainability indicators and the sustainability of individual firms. Given the still raging debates about the appropriate way to determine the degree to which any given firm is sustainable (Welford 1995) as well as the usefulness of what will in the final analysis be a value judgement, anyone on the sidelines of the debate will come back to the fundamental issue, how is knowledge that a particular firm has been judged ?sustainable? going to be made use of. This issue remains unresolved, which may explain the lack of progress in formulating a useful definition of a sustainable firm The question addressed in this paper is not so much about what firms are doing on the ground or in any particular case of environmental protection, but more in the subsequent use of these efforts - and by extension - on the overall direction of corporate environmental strategy. The fundamental problem facing all mining firms is that they cannot easily benefit from unilaterally reducing their environmental impact. The firm can of course avoid liability and keep a variety of stakeholders happy and hence experience lower costs of obtaining the [input] resources they need (in a broad sense, not just minerals), but this represents only part of the opportunities available form pursuing an environmental strategy (Reinhardt 2000). The other part, which may have an enormous potential, involves the concepts of competitor management and product differentiation. The logic of keeping stakeholders happy has been most forcefully argued by Pfeffer and Salanchick (1978) who link the behaviour of firms in all domains to their ability to obtain the resources they need, at a cost that is lower than it would otherwise be (Pfeffer & Salanccik 1978). Several varieties of strategy can be included under this heading, including cost reduction and risk management. The alternative logic is to convince customers that they want to pay more for minerals supplied by mining firm X or directly attributable to mine Y, or by making all mineral users pay more. These two strategies, which may be referred to as product differentiation and competitor management, respectively (Reinhardt 2000) are related to the demand side of mineral supply, whereas cost reduction and risk management are related to the supply side. I consider it an honour to be the opening speaker in this afternoon's session on "Canadian Exploration". I also think it most appropriate that this joint meeting of the MMIJ and AIME should consider this subject, because Canada is a major exporter of mineral products and Japan and the United States are our two largest customers. Clearly, therefore, both countries have a valid interest in developments on the Canadian minerals scene. I represent the Mineral Development Sector of the Canadian Department of Energy, Mines and Resources. I will therefore speak from the point of view of the Federal Government. At this point I would like to acknowledge the help and constructive criticism I have received from several of my colleagues in Mineral Development Sector in the preparation of this paper. In any discussion of exploration in Canada, it is essential to emphasize at the outset that Canada has a federal system of government, with powers shared between Ottawa and the provinces. Under our constitution, the federal government has jurisdiction over the north, and over offshore areas, while the provinces own the natural resources within their boundaries. They control the systems of land acquisition for exploration and the terns under which mining titles are issued, and are therefore able to determine the rate and conditions of exploration and development of these resources. It follows that the Federal Government can influence the exploration and development of the provincial resources only indirectly by consultation with provincial authorities. However, once the resources are developed and begin to flow to market, the Federal Government can exert a much stronger influence because of its constitutional right to control both inter-provincial and international trade, as well as through its general fiscal and tax powers.

Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. However, when the transportation of stone is also considered, the desired end is to achieve that delivered cost which maximizes the company f s net return. Predicting the physical characteristics of various ore types has for long been a difficult problem during mining. Grade control practices tend to concentrate on the chemical grade of the ore. Estimation of physical characteristics such as beneficiation behaviour is commonly limited to the simplistic application of historical averages. Large amounts of geochemical data are often gathered during the exploration and mining stages of a project, especially in ferrous and base metal deposits. In addition to the elements of principal economic interest, samples are often analysed for suites of gangue constituents to determine whether the mineralisation lies within target specifications. This multi-element data is often put to no other use than this simple chemical classification, yet it may present the geologist or metallurgist with valuable insights into the mineral content and physical characteristics of the deposit. Normative mineral estimates have been used as a method for characterising igneous rocks for almost 100 years. The method establishes and applies a set of sequential rules, by which the chemical components of a sample are assigned to mineral components. Provided that it is possible to make some realistic assumptions about the mineral species likely to be present in a rock unit or deposit and their paragenesis, this approach can be extended to a variety of mineral deposits. The geochemical data that are routinely collected when, for example, drilling iron ore and base metal deposits, can be used to derive estimates of normative mineral content. These estimates can be used to characterise physical or metallurgical aspects of the ore, such as density, beneficiation behaviour and metal recovery. This paper examines the application of normative mineral estimates to a variety of practical resource characterisation problems. The potential for predicting the lump and fines proportions of iron and manganese ores is also discussed.

"THE HOLLINGER MINE has been producing gold and by-product silver almost continuously for forty-eight years. The value of current production is $10,000,000 annually from one million tons of ore. Its management •has, particularly over the past decade, increasingly . concerned itself with the problem of profitable operation in a time of steadily rising costs and a fixed price of gold. At one period in the life of the mine, before World War II, production resulted in yearly profit margins that were stable and relatively thick. In winning gold from a series of inconsistent vertical ore lenses, operating management was much better protected than it is today against a general rise in cost or dip in grade of ore. The tissue-like thinness of present-day margins demand more careful handling. A sharp rise in costs, if protracted, could easily rip the tissue to shreds and close down the business. The counter-measure of raising grade and gutting the mine would bring on the end perhaps more rapidly, without having contributed much to the recovery of our national re-sources, nor to community welfare. The alternative is to keep costs under control."

The thrust of this Bureau of Mines report is to relate the size of automobiles to the price of gasoline, and the use of minerals in automobile manufacture to the size of automobiles. Only one of the many plausible scenarios of public reaction to higher gasoline prices, a switch to economy size automobiles, is developed. No account is taken of other potential impacts such as improvements in public transportation or increased occupancy per vehicle. Furthermore, a gasoline price increase is the only incentive to the greater utilization of economy cars that is considered. A gasoline price increase to $0.60 per gallon would reduce the amount of minerals required to produce the automobiles sold in the United States by an estimated 15 percent. Gasoline prices of $0.80 and $1 per gallon would cause declines in mineral requirements for U.S. automobile sales estimated at 26 percent and 35 percent, respectively.
