M ETHODS by which Americanization is developed among the foreign workers at the mines in the United States, with particular reference to mines of the Pennsylvania coal region, were discussed in a most constructive way at the Wilkes-Barre Meeting of the Institute. Arthur Notman, of the Phelps Dodge Corpn., as chairman, guided the discussion. Americanization was defined by E. E. Bach, !chairman of the Institute's Sub-committee on Americanization, who said: "Americanization applies either to the native-born or foreign-born and is that process of assimilation which guarantees the full functioning of American citizenship. Naturalization papers merely entitle one to the privileges of citizenship."

SINCE the inception of dredge mining, the attention of engineers and operators has been directed primarily toward mechanical improvements and refinements calculated to, reduce operating costs and to increase recoveries. The result has been to develop an efficient excavating and value-saving machine, which, in some instances, has an actual capacity of 15,000 cu yd. per day. Steel hulls and superstructures minimize the risk of destruction by fire and lengthen the life of the plant. Dredges now restore, to some extent, agricultural possibilities to mined ground. Large buckets, with correspondingly heavy parts, are able to handle heavy wash and massive boulders. Mechanical weaknesses have been strengthened. The use of manganese steel in bucket lines and tumblers permits the application too the bank of a digging force that can be withstood only by solid material, such as rock, cement or frozen ground. Various alloys of steel have been applied to certain duties and experiments in their heat treatment are still progressing. Haulage by tractor or truck is in common use. Discarded and worn steel parts are repaired or rebuilt by the use of the oxy-acetylene flame and the arc-welding machine. Gold and platinum saving is more efficient, although still subject to improvement. Dredging for tin ore is in successful operation. Crews are now highly specialized and experience has developed improved methods of work; particularly in the manipulation of dredges to build levees of tailings and to leave open waterways where desired. To sum up by the distribution of overhead expense over several units, ground under favorable conditions can now be dredge-mined for 5)2 c. per cu: yd., in spite of the increase in cost of supplies, power, and labor during, the past few years. Improvements in prospecting methods, however, have not kept pace with mechanical developments. Standard practices of ; testing ground today produce only wide approximations of values; although they obtain information concerning the character of the deposit and bedrock. It is interesting to note that few important changes in the methods of ten years ago are .to be recorded; the latest comparisons between pros¬pecting results and mined recoveries-have been at such variance as to cause confusion to the operator, and, in a degree, the sacrifice of the confidence of the capitalist. IN the vicinity of Kirkland Lake, northern Ontario, several gold mines are producing, and three are at present being operated very profitably. At these three mines and on the adjoining properties east and west of them there have been important developments during the past year, and additional equipment has been installed to permit a large increase in output. At the end of 1924 the total production amounted to $13,688,600. For the year 1926 the production is estimated at about $19,000,000, and during 1926 the output should be much greater than that of 1925. The mines which are being operated most profitably and are producing a large part of the ore now being milled are the Wright-Hargreaves, Lake Shore and Teck-Hughes. Others which have contributed smaller amounts are the Tough-Oakes-Burnside and the Kirk- land Lake Gold mines.

YOUR committee asks that I speak today on the relations of the engineering profession to public affairs. That takes in a lot of ground. This being a cheerful occasion, I will assume that I should exclude the engineer's function as a taxpayer. This being a nonpartisan occasion, I will assume that I should not refer to his voting emotions in 1940. Perhaps what was in the minds of your committee was the application of engineering thought to the confusions of the times. That is also a lot of ground. I fear, however, its boundaries disappear in mirages and rainbows on all sides. Now any entry of the engineer into public affairs involves his breaking into the fields of the sociologists, the economists, and the politicians. However I don't know why, seeing the difficulties these professions are having, they should not welcome a little help.

OVER-ALL operations of the oil industry, as measured by production of crude oil and consumption of products, are almost exactly of the same magnitude as a year ago. Does this mean that the great oil industry has been undisturbed by the war? Has this industry, so vital to the prosecution of the war and to the maintenance of our way of life, been unaffected in its operations? No indeed - changes within the industry are great. It has been called upon to revamp its trans¬portation methods so as to move about one fourth of the total amount of crude and refined products by railroad tank car instead of by ocean-going tankers. Its fundamental internal economy, based on maximum gasoline yield from a barrel of crude, has been relegated to memories of the past. Rationing of oil products, which has been forced upon us in face of an abundant supply, is not only disagreeable medicine but is in itself completely disruptive to the marketing end of the-business.-

Today, the enigma of the "missing man" in the metal mining industry equals, and frequently surpasses in objective importance, the problems of ore development, drilling, sampling, pumping, milling techniques, geophysical prospecting, or any one of a hundred highly technical subjects. Unfortunately, as engineers, we have confined our attentions, in the main, to the scientific phases of mineral technology, relegating our man power problems to the background. But what good has all our scientific study and preparation been if we can't get the ore mined, milled, or smelted? What has happened to our labor supply? Where is the good old miner who could timber, drill a round, lay track, or do any job underground?

This is an era of " expansion; and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confreres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary, relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. In like manner, the engineer, whose report was, as I have said, formerly confined to the determination of the geological and other cognate features of a mining enterprise, is now expected, not. only to embody information on these subjects in his report, but also to give his opinion whether the property offered for sale in pursuance of such an enterprise is worth the price asked for it. BLIZKRIEG tactics in the present war have consumed metals on such a profligate scale that some of the best-laid procurement plans for civilian and military needs of even a year ago seem in retrospect incredibly meager. Conservation of raw materials has reached an all-time climax in Germany, where metals are worth more than human life and throwing away an empty toothpaste tube may be legally punished by death. Even the United States and the British Empire, proud masters of nine tenths of the world?s known mineral reserves and processing plants, are being driven to metals and feverishly expanding production facilities that not long ago were deemed overbuilt. After the war is over and inevitable postwar readjustments are completed, it is reasonable to expect that purchasing power ? or at least the ability to procure the comforts and luxuries of life ? will be distributed among vastly larger population than ever before, accelerating the rising trend in demand for industrial raw materials in ever greater quantity and variety.

Implementation of a well planned and executed Management Operating System (MOS) can result in widespread improvements to operational performance but its success relies heavily on the investment by and engagement of the larger workforce with the project. Over the seven month period of the Telfer MOS project, significant improvements were achieved; a 20% increase in monthly hoisted tonnes from the open stope and sublevel cave operations and a 45% increase in square metres of ore extracted from the narrow vein operation. The Telfer MOS was undertaken with the intention that the project wasn’t solely about producing new tools, it hinged on the investment and behaviours of the personnel affected by these tools and alterations. To ensure that the project ran smoothly, the Byrnecut senior leadership team and their operators were heavily involved in the project’s development. In the initial stage, Telfer’s MOS project determined that the quality and accuracy of the information received in the form of radio calls to mine control and completed operator plods was questionable. This required an overhaul of the data collection and verification process in the form of altered operator plods, which was then cross referenced with the operator’s radio calls to mine control. Once the data collection and verification process was implemented, the Telfer team was then able to produce several tools with the aim of providing visibility to the data being captured and its implications. These tools allowed the mine foremen to determine whether equipment was being under-utilised and where they should focus their production efforts to meet monthly targets. Whilst the initial underground project is now complete, the implementation of MOS across the entire site is ongoing with significant operating improvements occurring.

The paper describes the innovative foundation reuse and strengthening works for two buildings in Central London. A 1950s building on piled foundations (65 Whitfield St) and a 1930s building (67-69 Whitfield St) on 3m deep pad foundations were both extended upwards by two new stories. The Client for the project is Derwent London, with Make as their architect, Main Contractor Multiplex and Engineer Arup. Little was known about the foundations of either building at the start of the scheme. Extensive investigations of the existing foundations and ground conditions were carried out in both buildings. At 65 Whitfield St, investigations identified piled foundations, but found that pile lengths were short and variable. As a result, strengthening works solutions were adopted whereby the increase in column load was shed into new mini piles constructed around the existing pile caps. At 67-69 Whitfield St, deep pits were used to investigate the foundations and reuse was justified based on understanding of the pad dimensions, concrete strength, and strength and stiffness of the underlying geology. For both buildings the residual risk was closed out through monitoring during construction. The combined reuse of the structural frame and foundations of both buildings facilitated a sustainable solution, breathing a new lease of life into outdated buildings.

The expansive, open cut iron-ore mines in Western Australia typically experience few days of rain per annum, often amounting to less than 250 mm. Unlike mines where rainfall is frequent, they may be less prepared for extreme rainfall events. Such events can cause erosion, flooding and sedimentation, drainage alteration, spoil and stock heaps wetting and effect slope stability. Such impacts may threaten personnel safety, infrastructure, and production. The CRATER (‘Climate Related Adaptation from Terrain Evaluation Results’) framework collates and interprets a mine’s pre-existing data and semi-quantitative information to assess vulnerability to, and ultimately plan to avoid or minimise, flood-related hazard to infrastructure, people, downtime, environment and revenue. Outputs assist decision makers to design investment strategies for minimising mining operations’ vulnerability to climate. Previously developed for smaller, wetter mines in Queensland’s coal region, the outputs provide a hot-spot map, fault tree analysis and an assessment of the mine’s capacity to adapt. The multicriteria evaluation (MCE) within a geographic information system (GIS), equally suits iron-ore mines’ siteconditions (elevation, slope, drainage, soil and vegetation) to identify critical inundation areas. Hotspot results provide target zones for in-depth fault-tree analysis that, in turn, present a range of sitespecific adaptation options. Rainfall-intensity and the number of rain days since the 1970s have increased over central and eastern parts of the Pilbara Region. While tropical cyclones may become less frequent, they are projected to increase in intensity. Although some parts of the Hamersley Ranges receive more than 500 mm per annum, rainfall in the Pilbara is generally very low. Therefore, experience of the impacts of extreme rainfall events in the constantly changing topography of Western Australia’s iron ore region may be sparse. Minimising potential effects can be proactively assisted using CRATER.

(Chattanooga Meeting, October, 1M.) THE terms " developed " and " undeveloped " are necessarily relative and cover a wide range; but the latter is here applied to cases in which the information at hand falls short of a clear demonstration of values, and conclusions must be reached from a study of the geological conditions of the particular deposit, interpreted in the light of similar and closely related deposits. Such an inquiry might be characterized as an effort to reach reliable conclusions from insufficient data. But the engineer engaged in commercial work finds himself often face to face with apparently such problems; and while he may realize with regret that a small amount of intelligent development would add enormously to the value of his conclusions, he is compelled to recognize the demand of a business situation for a prompt decision as the basis of immediate action. In a case within my knowledge, the question involved was the purchase of 50,000 acres of coal-land, and 10 days was the limit within which this question must be decided. Of course, it was impossible to make a satisfactory examination within that time; but the 'instructions were "to make the most complete examination and the most positive recommendation possible." Such instructions are often given; for, no matter how much time an investor may have, he is likely to put of his decision until the last moment, and then discover that he needs more light and advice. It does not follow that engineers, after full explanation and mutual understanding of the situation, should decline to undertake examinations thus limited. In the case just mentioned, while only the broadest view was possible, half the time available was sufficient to show that the property was a good purchase. THE Ontario Refining Company, Limited, wholly-owned subsidiary of The International Nickel Company of Canada, refines the entire blister copper output of the latter's Copper Cliff smelter. Prior to 1936, the blister was cast in 460-lb. cakes at the smelter, loaded on open cars, and transported by rail to the refinery, a distance of approximately 1 1/4 miles. Here the cakes were transferred to the plant narrow-gauge system, charged to furnaces, and re-melted. This procedure necessitated the operation of holding furnaces and casting machines at the smelter -extensive re-handling-and melting down of a cold charge at the refinery. Transfer of the copper in molten form direct from converters to anode furnaces promised a considerable reduction in costs, and this possibility was investigated. As a result, a portable holding furnace, or hot-metal car, was designed and constructed. It was placed in operation in July, 1936, to be followed a year later by three additional units of slightly modified design. Figure 1 shows the original car, and Figure 2 the lacer type. With four cars in service, operations were placed on an all 'hot-metal' basis.

The following notes deal chiefly with changes from steam to electric drives, or, in the case of the Bellevue pumps, from air to electric. Where electric power can be purchased or generated cheaply it can be used to advantage and is generally more economical than steam, especially in places remote from the central power-plant. Nothing could be more simple than the operation of electrical gear. It does not require a competent engineer constantly on the alert, oiling and watching bearings, and maintenance is at a minimum. The ease with which the current is transmitted from its source to where it must do its work is one of its greatest advantages. Transmission losses are very low. Generally speaking, the smaller the plant the lower the loss and 90 per cent, and better, efficiency is easily attained. In and around Bellevue 2300-volt, three-phase, is the standard distributing pressure; our power requirements and the distances transmitted, for the present, do not require more than this. Most of the heavier motors are 2300-volt .machines, which eliminates the cost and possible troubles of step-down transformers, and makes for a cheaper and less bulky motor. This applies to two fan, two hoist, and two compressor motors, the smallest being 75 and the largest 520 horse power. The standard pressure on power lines to all inside pumps is 550 volts, and 220 volts is general for the the tipple. While 110 volts is used for house and office lighting service, it is not economical around and in the mine. No matter what kind of device is used to lock and protect the lamps, they are invariably missing.

For too long we, as an industry, have borne the brunt of irrational claims, poor science and even worse, journalism with regards to our affect on the environment. To some of us, the overwhelming media attention on greenhouse warming, the polluting outputs of mineral processing or unthinkable depletion of natural resources has left us embarrassed and more unfortunately has turned bright young people away from a career in the minerals industry.This paper shows the hypocrisy associated with an element of the green movement and dispels some general myths on mining disseminated by radical environmentalists.The fallacy of the greenhouse warming effect will be scrutinised by common sense and the mining industryÆs use of land will be discussed and put in proper perspective.Problems associated with safety and emissions and the means to overcome such are discussed briefly.

Technology developed and first implemented in the United Kingdom enables very low grade aluminum scraps containing oils, organics, plastics and ferrous metals to be directly charged, without pretreatment, into a unique melting furnace. The system has been in full scale production for four years. The oxy-fuel-based furnace design incorporates internal afterburning in the furnace's hot zone, producing excellent thermal efficiency and very low emissions. The furnace is inherently low in NOx. This paper will provide both theoretical background and extensive operating results for this new melting concept. Applications describing both purpose built new furnaces and retrofits of existing reverberatory furnaces will be presented. Extensive operating emissions data will be presented.

Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.
