For the past quarter century, it is fair to say that the political agenda of Western industrialized societies has been driven by those opposed to forms of economic growth providing sustenance to a growing population. They regard growth as the major threat to their social philosophy which champions a wholly "new ethic of biocentric equality" or "living as if Nature mattered." This ethic demands that "a violent, plundering humankind" must abandon its alleged rape of Planet Earth and derive its ethical norms from pre-existing harmonies and fragile, precarious balance present in Nature. A Green political agenda appeals strongly to deep longings shared among many people whose temperament seeks tranquillity in a world of wild natural beauty uncluttered by dependency on tools and experts and specialists. According to proponents of the Green philosophy, our world is pregnant with enormous problems. Armed with expanded political powers, regulatory guardians at state and local levels have mustered their forces with shotguns cocked, poised to prod an ignorant and lazy citizenry to the altar for an exchange of vows with Environmental Ethics. Social engineers have skillfully discredited the traditional role of professionals in scientific engineering who are summarily dismissed as the failed architects of an industrial system pillaging the earth. They stand accused of producing unmanageable offspring - from mining minerals and energy resources to disposing of toxic wastes - whose disputed parentage and expectant crimes against humanity must be prevented by removing them from normal custody. Green critics claim that markets cannot be given custody of industrial offspring - pollutants, wastes, land-use abuses. Markets appear to have failed to provide equity to present and future generations. The only custodian with sufficient coercive power seems to be the regulatory bureaucracy. The upshot is a stark Hobson's choice - Shotgun Wedding vs. Custody Dispute. It derives its fateful predestination from an uncritical acceptance of several preconceptions which currently undergird the altar of Sustainability characterized by its acolytes as "a new and exciting doctrine." It is significant that Limits to Growth slogans of the 1970s have been displaced in the 1990s by the more palatable language of Sustainability. As a policy recommended to forestall an impending doom, Sustainability derives its credibility from dire predictions of global warming, ozone depletion, acid rain and the like. The Rio Declaration announced to the world in June 1992 that, although energy is essential to human well-being, its production and consumption in wealthy industrialized nations is unsustainable. It called for a complete overhaul of energy systems with nothing short of a total replacement of fossil fuels, uranium fission reactors, and large hydroelectric projects by means of so-called renewable energy sources, augmented by coercive regulations to force conservation and limit consumption demands. The economic application of real time computer control can be broken down into 2 broad areas of concern. The first would be in gaining the most efficient utilization of energy. The second would be in improved product quality. This paper will be primarly concerned with the first area of efficient energy utilization as that area has the greatest effect on costs and thus net profits. Most process control strategy attempt to achieve the greatest comminution with the least amount of energy thus maximizing efficiency. A more direct approach to energy control involves a total mine and mill energy management system. In most cases these systems have an ability to achieve a very short payback period with the greatest return on investment.

Thank you for your introduction, and thank you to the CIM for inviting me to make a presentation to you today. This is my first opportunity to report to you on the status of the Canadian uranium industry and I am pleased to tell you that the industry is in good shape, and well positioned for the future. As you will no doubt be aware, Saskatchewan benefits from the world?s largest known highgrade deposits of uranium as well as from a high level of provincial, public and northern community support. It is within this unique combination of geology and community that our industry operates. Uranium markets have been extremely competitive for a number of years for several reasons. First, deregulation in the nuclear electric power industry has tended to encourage fuel buyers to use up their large inventories built up at a time when rapidly increasing demand was anticipated. Second, alternate sources from surplus commercial stocks, military materials and reprocessed fuel have presented a major additional source of uranium supply. Today, these secondary supplies are meeting about half of uranium reactor feed requirements. Canada (that is, Saskatchewan) is the world?s largest ?natural? uranium producer with about a third of the global production. Saskatchewan?s mines produced more than 30 million pounds of yellowcake in 2002. Despite low prices, steady demand for uranium will continue. In fact, an increase in world uranium production in 2002 helped feed a more than 3 per cent increase in reactor fuel demand. Low cost production is important for surviving low market prices, but investments are based on longer-term strategies rather than simply responding to market cycles. Cost is not the only issue. In these times of increasing regulatory and public scrutiny we must continue to earn the trust of our stakeholders by adopting the highest standards and staying on the leading edge of technical, social and environmental developments. Managing these issues is as important as traditional concerns of ore grade and cost of production. The last two decades of the 20th century saw the Province of Saskatchewan rise to prominence as the leader in uranium production from facilities, which were at the time deemed world class. These facilities are now either at - or nearing - the end of their production years. We are now bringing on new facilities that will position Saskatchewan to remain the world leader in uranium production for many years to come.

"INTRODUCTION Foam, unless intentionally created, in any industrial process presents operational problems, or at a minimum, is a nuisance. Some foam problems are unique to a given industry and others are common across many industries. A few problems foam presents to any particular industry are: (a) Poor Housekeeping, (b) Environmental impact, (c) Safety Hazards, (d) Slower Production Rates and, (e) Reduced quality of the end product. Defoamers address these issues. Sadly, the assumption in most industries is all defoamers are alike. In reality, a lot of chemistry is involved in the manufacture of even the simplest defoamer sold today and rarely are any two defoamers “just alike”. Today’s defoamers can include polymer chemistry, fatty esters, alkoxylated alcohols, silicone chemistry, silicone surfactants, ethoxylated and propoxylated block polymers, and a tremendous amount of emulsion chemistry just to name a few. This paper will discuss the various types of defoamers, defoaming mechanisms, the advantages and disadvantages of defoamer selections, and how to choose the proper defoamer for your application. Before a discussion of defoamer can be brought about, foam generation and composition must be discussed. WHAT IS FOAM? Foam is a colloidal suspension of a gas dispersed in a liquid. Most often foam consists of air dispersed in water. If a stream of air is introduced into a liquid, the bubbles produced assume a spherical shape. As the density of the bubble is less than the liquid the bubble rises. When the individual bubbles reach and pass through a surfactant free liquid they collapse. Air from the bubble dissipates and the liquid previously surrounding the bubble flows back.It should be noted a pure liquid will not foam. In the case of air dispersed in water a surfactant is necessary to make the water support a stable foam. A surfactant is a term used to describe a surface active agent; a compound with a hydrophilic end and a hydrophobic end on the same molecule."

The mine, recognized as arguably one of the richest rare earths deposits in the world, is at the center of Molycorps? strategic ?Mine to Magnets? plan. It aims to secure America?s future supply of rare-earth-dependent technologies by developing a strong domestic rare earth industry. Molycorp identifies rare-earth-dependent technologies as those that cannot be produced without rare earth materials. The list of these technologies is long and growing. It encompasses everything from personal electronics and batteries for hybrid cars to permanent magnet generator wind turbines and national defense applications.

With lower and increasingly variable Fe grades in iron ore resources, the monitoring of Si, Al, Mg and other light elements to meet quality requirements is gaining importance in the iron ore beneficiation industry. The high cost per manual assay and associated manpower requirements often limit the frequency of shift composite samples and laboratory assays. Furthermore, the shift composite assays represent past performance of a plant but are not useful for immediate reactions to feed variations, detection of equipment malfunctions or process control. Automated online analysis of light elements radically reduces the cost per assay and provides repeatable, timely data for process analysis, control and optimisation.A light element online slurry analyser, based on laser-induced breakdown spectroscopy (LIBS) optical emission technique, will be presented. This paper discusses the analyser design for the iron ore industry and also reviews the performance of the analyser against the manual laboratory. Additionally operator safety, user friendliness and maintenance requirements are discussed.A case study will also be discussed in this paper. The sophisticated measurement technique has been implemented in an industrial automated analyser and sampling system to allow for slurry measurement for up to 12 sampling points. The shut-off value for a panel cave mine determines when a draw point will be shut-off and mining will cease from that draw point. Using a shut-off value strategy for a panel cave mine is similar to using a cut-off value strategy for an open-pit mine. This paper will discuss how to choose an appropriate shut-off value strategy that an engineer can use when planning a panel cave mine to increase the net present value (NPV) of the project. Using a shut-off value equal to the mining and processing cost will provide the total mining reserves for a panel cave mine given a specified footprint. When the net present value analysis method is used to compare one design to another then using a shut-off value greater than the mining and processing cost will generate a higher NPV. This strategy will replace the marginal ore at the top of a draw column with higher grade ore at the bottom of newly opened draw points. A draw column is broken material which sits above a draw point and it is mined to a specified height above the draw point. This height is called the height of draw (HOD). Varying the shut-off value over the life of the mine can increase the NPV even further. This strategy would have a high shut-off value during the early stages of a mine and low shut-off value during the later stages. If the shut-off value is too high then too many tonnes would be left behind the draw point and the overall value of the mine will be decreased. Also with a high shut-off value then the production target may not be maintained due to too many draw points closing too soon.

Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. It is difficult to analyse the economics without an integrated view of mine transactions, stockpile inventories, process flows and assays. The lack of integration of mining and metallurgical information with sufficient detail to analyse and act is a problem. However, to take action requires real time information from manufacturing assets, corrected for gross errors from trucks, shovels, conveyors, faulty sensors, bad instrument calibration. Validation methods use process models to identify inconsistent information in the case of corrupt actionable information. This paper presents new strategies that transform the data into business information for continuous improvement and optimization. This technical presentation will review recent implementations enabling large metallurgical complexes to improve their data quality for overall production and energy management. A competence center emerges as an enabler for implementing operational intelligence. The evolution of Web services to troubleshoot plant information and to collaborate at the enterprise level is presented.

Electrical resistance heating to effect thermal fragmentation of semiconductive rock was examined by the Bureau of Mines. Tests were carried out on copper-bearing ores of the Nonesuch Shale Formation in the laboratory and in the the field at White Pine, Mich. Fieldwork included primary and secondary breakage tests. Heating tests on in situ rock failed to produce thermal dam-age to an extent considered useful; however, boulders up to 30 ft3 were effectively broken by the method. Power input to the test rock was taken from a 50-kV, 5-amp dc power supply.

In an ever increasing ?carbon? society; management and growth will be measured by one?s carbon footprint (or output). Industries, especially mining, are under an ever increasing scrutiny of carbon, water and environmental mandates. These mandates are measured by the emissions caused by the combustion of fossil fuels. The fundamental building-block for any business, strategic or management decision must be based on an understanding of one?s ?footprint?. The scrutiny is most stringent for the commodities producers, power producers & fuel suppliers in the energy market. An overview of currently acceptable standards, application of those standards and nuances experienced in collecting the data necessary to analyze and complete a company?s carbon footprint will be presented. A lack of regulation, the fear and expectation of new and ever constraining rules, regulation and a change in the federal administration is a recipe for uncertainty in the marketplace.

JUST as the ancients used the products of their crude mining endeavors to fashion tools with which to make digging easier, so today mining enterprises are dependent upon the very metals they mine for the efficient conduct of mining and metallurgical operations. In fact, the outlet afforded by the production of minerals in the United States is no mean market for the nonferrous metals. I believe that mine managers frequently lose sight of the opportunity they have to select from competitive products those which will help the market for their own metal output. For example, some years ago a large lead mine used storage-battery locomotives for its haulage, common practice, of course, throughout the United States. These particular locomotives, however, were powered not with the ordinary lead storage battery but by a competitive battery product made from an imported metal. After studying this situation, the manager saw how he could help himself by purchasing a product made from his own mineral output, and in his next order turned tip the use of the lead storage battery.

INCREASING attention has been given in the last decade to the possibilities of mine leasing in the West. The practice as described in this article does not refer to the leasing of entire properties for corporate operation. It is intended to deal rather with the advantages and problems incident to leasing portions of properties to individuals who themselves, individually or in groups, do the actual mining and transportation of the ore. These individuals are sometimes called "leasers" and sometimes called "tributors." The contracts under which they work set up an independent relationship of lessor and leaser, between themselves and the mineowner or operator. This relationship has many advantages to both sides over those created by the ordinary relationship of employer and employe. From the standpoint of the owners there is no liability on independent contractors for industrial injuries, social security taxes, unemployment taxes, or the manifold restrictions of the Federal Labor Relations and Wage Hour Acts and similar state acts where they exist. As the leaser's income depends on the quantity and quality of ore produced, there is a distinct incentive for maximum production of a good grade of ore. This in turn promotes careful mining of the areas under lease. Ordinarily in mining, labor cost is a high percentage of the total cost of operation. Under a leasing system, even if the leasers be allowed to retain half of the gross values that they produce, and the owner or operator gets half, in the case of marginal ore bodies this is ordinarily more than the lessor would realize if the property were worked by day labor. EARLY in 1936, when the American Petroleum Institute issued -J "American Petroleum Industry," which was a survey of the current position of the petroleum industry, and its future outlook, and the figures for petroleum requirements .for 1950 and 1960 were widely publicized by the several oil journals, the impression was given that the petroleum- industry must be nearing maturity and would by 1950 have passed the high' point of its obligations to business progress in the United States.`' Let -us look at the figures which might conduce, this thought. Referring to p. 32 of the report, the total indicated crude-oil requirements in 1940 are 1,099,000,000 bbl-; for 1950, the peak, 1,109,800,000 bbl.; for 1960 a decline to 1,071,020,000 bbl. This downward trend, then established, is probably expected to continue. And this in the face of a crude production in 1935 of 993,942,000 bbl., 38,858,000 bbl.
