Excessive levels of horizontal stresses cause ground fall hazards in underground mines in the Appalachian Basin. At an underground stone mine in Pennsylvania, a modified stress control mine layout is reducing the hazardous conditions associated with excessive horizontal stresses. A microseismic monitoring system is in place to measure levels of rock stability and provide information on the effectiveness of the design technique. The microseismic data is supplemented with frequent and extensive mapping of roof falls and roof rock damage. Findings to date show that the stress control layout provides more stable conditions and thus a safer environment for the mine workers.

Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

Process control applications to the unit operations in both the Lead and Copper Smelters are reviewed. The basic aim of this control is to smooth plant inputs to produce an output of consistent quality in terms of chemical composition, temperature and physical properties. Most effort has been put into the process bottlenecks, namely in the process baghouse of the Lead Smelter and in the Copper Smelter reverberatory furnaces. The method of approach is discussed, firstly extensive plant measurement and data logging plus identification of factors which most affect the unit operation and secondly control of these factors to smooth out variations. This has been possible due to the development in-house of on-line instruments to measure the critical variables and the external use of computers for plant control. Some of these instrument developments are also briefly discussed.

The Pine Creek mine, owned by Union Carbide Nuclear Co., Div. of Union Carbide and Carbon Corp., is one of the world's largest producers of tungsten. The mine is located on the eastern slope of the Sierra Nevada Mountains, about 25 miles north- west of Bishop, Calif. Prior to 1948, production from the property came either from surface pits or from underground workings above A level haulage tunnel. The tunnel is at an elevation of 10,900 ft, which left 500 to 600 ft of vertical backs to the surface outcrops. Heavy production demands during World War II hastened the planning for long range development of orebodies below A level. A 7000-ft haulage tunnel, 1500 ft below A level, was started in 1943 and completed in early 1947. This haulage tunnel is at an elevation of 9400 ft and is known as Zero tunnel.

L44 Shaft is a major upcast ventilation shalt in the hanging wall of the 1100 Orebody. Various techniques for stripping a raisebored pilot hole were combined to produce L44 shaft. From the surface to 198 m depth, the shaft was concrete lined 7.3 m internal diameter. Below this the shaft was developed to 7.6 m diameter unlined. 11 level, 540 m below the surface, was the first readily accessible level connection. The section to 198 m depth was benched and concrete lined through weak oxidised ground. When more competent ground was encountered the operation was converted to horadiam stripping. This application of the raiseborer has led to a safer, more efficient method of shaft development.

Because of the high cost of obtaining coal washability samples, it has been difficult in the past to obtain washability variograms. As a result, it could not be determined if the geostatistical prediction tool known as kriging can be applied to predict in situ coal washability characteristics. This paper presents the obtained variogram models for the Upper Freeport coal seam in western Pennsylvania. Variogram model parameters are presented for a total of 27 models. They are for four different variables: float- weight, ash, sulfur, and Btu, at seven different specific gravities: 1.275, 1.300, 1.325, 1.400, 1.600, 1.800, and 1.80,Sink. Based on the obtained variogram results, it can be con¬cluded that all attributes of coal washability show definite spatial correlation structures, and, consequently, geostatistics can be used to predict the in situ coal washability characteristics.

Biologically-mediated phenomena are involved in many of the natural processes by which mineral deposits are formed and ore bodies transformed and degraded. They may facilitate the environmentally-damaging effects of mining and mineral-processing operat- ions. Under contrived and controlled conditions, however, these phenomena can form the basis for economically- attractive processes for the recovery of metals from low-grade deposits by dump, heap or in situ leaching. They have application also in processes for the regeneration of leaching reagents and some potential for'-the recovery of metals from dilute solution. The micro- organisms concerned are potential sources for the production of novel flotation and solvent-extraction reag- ents. Perhaps the greatest opportunity for biotechnological processes in min- ing and metallurgy lies in the possib- ility of the evolving of novel proced- ures for the substantially complete recovery of metals from process tail- ings by the unlocking of recalcitrant and complex mineral assemblages, and for the beneficiation of some mineral materi,hls.

Since 1905, education has expanded in every direction. Many more people are being educated for much longer periods of time. The school-leaving age has risen from 14 years to 20 years, on an average. Many are in school until after their 25th birthday. On the surface this situation appears all to the good. Our technical society needs a massive yearly infusion of semitrained (or educated, if you prefer) new blood. The efficiency of our economy and our standard of living are tied to high individual productivity which can be achieved only with an educated work force. Our democratic institutions are said to be founded on an educated electorate.

INTRODUCTION From the first historical records of the discovery of uranium as an element and the attempted classification of its minerals in the early 18th century-through its first uses in pigmentation and the coloring of glasses and ceramic glazes-until 1939 when it was discovered that the isotope U235, was fissionable, uranium oxide in the form of pitchblende ores and concentrates (produced mainly in Bohemia, Canada, and the former Belgian Congo) in recent times was the source of uranium compounds incidental as byproducts to the recovery of radium from this invariable associated source. In 1938 this byproduct production from pitchblende concentrates was about 471 st of U3O8, with over 90% from Canada and the Belgian Congo and only 25.85 st from carnotite ores in the United States.1 Under the impetus of the Atomic Energy Commission's (AEC now part of the Energy Research Development Administration) domestic and foreign production incentives and buying programs, and as an initial assurance of atomic armament capability of the United States and the Free World, the growth of the uranium mining and milling industry burgeoned from 1952 to 1962. After a short period of decline, in the second decade and in large commitments beyond, it has again extended its capacity to meet ever-increasing fuel demands of atomic power generation by the electric utilities industry. In 1961 the peak production in the United States alone was 17,758 st of U3O8. Peak aggregate domestic and foreign deliveries of 34,581 st of U3O8 to the AEC occurred in 1960.z Canada's maximum delivery of 13,506 st of U308 was made in 1959. These peak and continued productions in the Free World are largely from: the Mesozoic (Jurassic) and Tertiary (Eocene) sandstones in the United States; the quartz pebble conglomerates of Canada and the Witwatersrand; pegmatites, Jurassic limestones, and Precambrian complexes, with less but significant production; the phosphoria, where byproduct production is minor. This uranium production in the form of precipitated concentrates has come from the milling of ores from these sources, both directly and by retreatment of gold cyanidation tailings on the Witwatersrand. Milling of crude ore has followed these processes: conventional crushing and size preparation, ore drying when required, salt roasting for high vanadium ores and byproduct vanadium recovery, carbonate or acid-leaching processes, classification sand-dine separations or countercurrent decantation (CCD) circuits and complete liquid-solids separations, resin-in-pulp (RIP) or liquid-liquid (solvent) ion-ex- change extractions, clarification of pregnant liquors, precipitation, filtration and washing, sodium and vanadium removals, and drying or roasting and packaging of the high-grade, high-purity uranium concentrate commonly referred to as "yellowcake." Coupled with the hazards and control of dust generation incident to conventional crushing and milling operations, more stringent control of airborne respirable and ingestible radioactive particulates and the protection of personnel against definitive external radiation are inherent to uranium milling. Impoundment and control of tailings and other effluents of uranium milling are more restrictive than in conventional practice, be- cause long-term disposal and containment of the uranium series of radionuclides, whether in solution or in solid form, are requisite to uranium milling and are made manadatory under regulatory agencies of government. 2. GEOLOGY AND MINERALOGY OF URANIUM Early Uses and Byproduct Production of Uranium Uranium was discovered by Klaproth in 1789 but had little commercial importance until the discovery of uranium fission by Hahn and Strassman at the close of 1938. The well-known uranium ores of Joachimsthal, Czechoslovakia, the Congo, and the Colorado Plateau were early sources of radium. Minor quantities of uranium were used for small-scale technical and industrial applications, particularly in coloring glass and ceramics, but most of the uranium was discarded. The Colorado ores were also mined later, chiefly for vanadium. Impetus of Armament Capability and Fuel Demands for Atomic Power Following the discovery of atomic fission, uranium became critically important for military applications and, more recently, as a nuclear fuel. Prior to 1966 uranium was acquired in the United States almost solely for use in the weapons program of the AEC. By 1970 the AEC had procured approximately 325,000 st of U3O8 from domestic and foreign sources. Current and future marketability is primarily dependent upon commercial demand for reactor fuel. The Mt Sinivit gold project is located approximately 50km SSW of Rabaul in the Baining Mountains of the Gazelle Peninsula, East New Britain Province. The deposits were discovered in mid- 1983 and form part of a larger 26km long zone of variably aurif- erous quartz veining. There are no surface indications or previ- ous records of any prospecting activity or production from the region. The Mt Sinivit deposits consist of a series of oxide and sulphide reserves and resources contained in the Wild Dog (South- ern, Central and Northern oxide zones; Northern sulphide zone) and Kavursuki veins. The proposed exploitation of the oxide reserves by a series of small-medium sized open pits has been fostered by the PNG Department of Mining & Petroleum (DMP) as part of a government policy to encourage the development of a small-medium sized mining industry in the country. The aim of this paper is to document the steps and procedures involved in obtaining the grant of a Mining Lease emphasising the time and the expenditures required during each step of the approvals process for the Mt Sinivit project.

Oscar Johnson—In my opinion, the effect of mill speeds on grinding costs must be studied along with capital investment and dollars gathered together as profits. Comparing the entire groups of operators with those who have had the opportunity to make slow-speed mill studies, I think you will find the latter small in numbers. Most managers want the equipment worked to its maximum output. There are, however, some installations where plant and mill sizes are such that they can do the job with reduction of mill barrel speeds. The past and the present installations of the industry are laid out to get the most capacity for the least capital outlay. This is the case even with the plants of Chile Exploration, International Nickel, Morocco, and Anaconda, now under construction or being changed. The industry recognizes that most all equipment it buys today is good and can be depended upon for efficient performance. Under this scheme of things, I am doubtful that slow-speed ball mill operation will be generally applicable. With reference to the U. S. Bureau of Mines laboratory tests, I think table II could have been omitted. It is inconclusive as to maximum efficiency for the low-pulp level mill on hard ore. There should be no question about this point. However, data on mill speeds can be found to substantiate various theories as well as refute them. Gow, Guggenheim, Campbell and Coghill, in their paper on Ball Milling,' believe their 2 x 2 ft laboratory mill reflects results that can be expected from large mills. If so, then referring to their table 11, they state, "The conclusion to be drawn from this second series is that high speed, not exceeding 72 pct of the critical, favors capacity, as before, but that with proper conditions of operation high speeds may give as good efficiency values as low speeds. In this case the efficiency values are nearly constant. A horizontal curve would indicate that the amount of grinding was directly proportional to the power expended, and these tests suggest that such a coildition can be made to exist in commercial operations." But, one must realize that there are many variables that effect the efficiency of grinding mill operation, and too much must not be assumed as to the effect of some specific change. Possibly with changes in mill speed, the results might be more consistent by also a change in ball rationing, type of ball, volume of ball charge,. p.ulp level and amount of pulp in the mill, pulp consisting, design of liner, circulating load, etc. Also, changes in ore character must be reckoned with when evaluating grinding performance. At present the Climax Molybdenum Corp. is running at much reduced capacity. Mr. James Duggan informs me that at mill speeds of 17 rpm, they save a $0.025 per ton on liners and $0.025 per ton in power, but, if the demand for molybdenum increased, he would go back to higher speed to obtain maximum tonnage, as the values from the increased tonnage would far more than offset the one half saving at the slower speed. The Jnspiration ran a six months' test between mills running 21 rpm and 23.5 rpm. The slower mills ground 10 pct less ore with a slight saving per ton, but when the reduced plant tonnage was checked back into the actual cost figures of concentration, the high-speed mills with their greater tonnage showed considerable advantage. To be convinced of possible practical results from the predictions in the conclusions, I think we would have to rely on the analysis of expert cost accountants to furnish the necessary proof figures. Hardinge and Ferguson are to be commended for the work in preparing this paper. I am convinced that our Massco engineers should go into higher speeds with our equipment. Harlowe Hardinge (authors' reply)—For one, I heartily agree with Mr. Johnson's opening statement that the effect of mill speeds on grinding costs must be studied along with capital investment and dollars gathered together as profits. It was on this basis and for this reason the paper was written. Mr. Johnson, on the other hand, takes the position that, on the whole, low speeds are not justified from the economic standpoint, basing his principal reason on the fact that lower mill speeds cut mill capacities and hence reduce the gross income from the product produced. There is no denying this point. It is almost axiomatic. It is for this very reason that the overall advantage of lower mill speeds has been discounted and even overlooked. It was for this reason mainly that the paper was written in the first place. It is one thing to plan an efficient operation at the outset, basing one's figures on the tonnage requirements at the time, and it is quite another to be confronted with the problem of increasing the output of an existing installation at a minimum of capital expenditure. Economic consideration of a new installation is greatly influenced by referring to an old one. Too often, the analyst assumes that if this practice is followed in the new installation, one would not go wrong. It is just here that he may be wrong. Past practice and low capital expenditure are all too frequently given priority over the engineer's analysis of operating costs. When we are able to start fresh, we should give proper weight to other economic factors which do not exist in an old installation. It is these economic factors that make it possible to spend at the outset just a little more money and get it back in a matter of months and effect big savings for years to come. F. C. Ultrasonic energy may be used to enhance the efficiency of the conventional fine-particle separation processes widely used in the coal and mineral industries. Flotation, settling and dewatering tests were conducted using several fine coal samples to study the effects of ultrasonic treatment on these processes. Process variables such as particle size, ultrasonic treatment time and solids concentration were investigated for their impacts on ultrasonic treatment effectiveness. The results obtained from this study showed that ultrasonic treatment is an effective approach for enhancing solid/solid separation in flotation and solid/liquid separation in sedimentation and dewatering of fine coal. SEM microphotographs demonstrate that ultrasonics cleaned particle surfaces, which is, in part, responsible for the observed improvement in fine coal separation processes.

The Copper Canyon CIL-Au-Ag deposits include two geologically distinct hypogene ore bodies developed primarily in late Paleozoic rocks adjacent to a 38-m.y.old potassic-altered granodiorite, whose emplacement seems to have been controlled largely by the Virgin fault, a north-striking normal fault. Widespread but subeconomic concentrations of sulfides as fracture and cavity fillings in skarn apparently preceded the final intrusion of the granodiorite. In the west ore body, metals reached ore-grade concentrations through the massive replacement of andradite by chalcopyrite, pyrrhotite, and pyrite mineral assemblages. The east ore body probably formed after the granodiorite reached its present level. Data suggest that fluids associated with potassic alteration here were most likely composed of magmatic water mixed with some meteoric water.

In selecting new or replacement mining machinery to be purchased, there are many considerations to be discussed and taken into account, the most important being the productivity of the machine and the maintenance cost and downtime to be expected with the new equipment. Productivity of a given mining machine is evaluated by the Industrial Engineering Department: analysis of potential upkeep and downtime calls for the Maintenance Department to enter into the task of evaluating new mining machines. This is a very important function of the maintenance department because a wrong decision or mistake in judgment, particularly in a commercial mining company, can be exceedingly expensive. Once the type and size of a machine is decided, an examination of units fitting the basic requirements will sometimes show one particular machine which has a distinct edge on the competitive machine. In this case, the decision is easy. However, in most cases, the performances of the machines being considered are so close that the decision becomes one that is very difficult to make on performance alone. Serious consideration must then be given to maintenance performances and features of the machine which would permit lower maintenance and less downtime.

DURING the last few years, one of the great problems in the milling of all ores has been that of crushing. This subject involves not merely the cost of the operation, but also the selection of the proper degree and character of crushing to yield the best metallurgical results on the given ore. Considering the diversity of machinery, one is led to wonder at the variety of crushing methods employed, even when realizing that metallurgy demands varying products. In an attempt to investigate the relative crushing resistances of a number of ores now being milled in this country and Alaska, the management of the Portland mills requested samples of average mill-run of ore from various companies. The request met with a ready response, indicating the desire of all operators to gain information on the subject. The difficulties involved in this investigation were numerous, lack of time for outside problems during this strenuous period being a serious one. Also, we were unable, in the time, to obtain a correct 150-mesh . screen; in the screen analyses tabulated and plotted herewith, the 150 mesh screen was used merely to protect the 200-mesh screen, not to ascertain points on the curves.

The selection and sizing of filters depends on the characteristics of the type of filter and the feed slurry. In addition, the rate functions of cake formation, cake washing and cake dewatering must be determined in order to design the filter station on the basis of desired performance. This chapter discusses the applied theory used to determine the rate functions and illustrates how to incorporate these into the filter cycle to obtain the required objectives. This also permits the sizing of the filter and auxiliaries as well as the selection of the proper type of filter.

A continuous on-line particle-size analysis system for solid/liquid suspensions is described. The basic sensor utilizes a centrifugal principle to separate particles according to size, the resultant separation being measured by means of beta-ray attenuation. Results obtained when analyzing a variety of materials at sizes from 65 mesh (210 µ) to 20 w are discussed in detail. Accuracies better than 2% are demonstrated. The effects of particle specific gravity, and mixtures of materials of diverse specific gravities, are discussed from both a practical and a theoretical viewpoint. It is demonstrated that particle specific gravity has a minimal effect on the size reading obtained. This renders the instrument suitable for handling materials where the ratio of light to heavy component may change. The design of the first commercial installation of this instrument is described in detail. This installation will be capable of analyzing three streams in sequence, measurement at three particle sizes being effected on each stream.
