We are so familiar with water in its liquid and its solid form, that we seldom think of it as a mineral, and still less as a mineral product of any considerable industrial importance, though in the form of ice it is mined and stored up in enormous quantities yearly. The industry is peculiarly American, and in no other country has the business of cutting and storing ice been so well systematized and perfected. The interest has grown steadily from year to year, until it has attained large proportions, the annual production being counted in millions of tons, requiring, in the aggregate, a large investment of capital in all the Northern States. It gives employment, also, to thousands of men and horses, in the depth of winter, when farming work cannot be carried on. Ice is not only a luxury, but a necessity, in our climate, and is indispensable in many manufacturing operations: and finds constantly increasing applications and uses. As the industry has grown, so the necessity for suitable implements and tools has grown with it, and it has become necessary to systematize and cheapen the methods of handling such a large amount of material with rapidity and economy. As the industry is properly a branch of mining, and as our mining literature does not, to my knowledge, contain any description of the methods and appliances used in it, it seems desirable to place a brief description on record in our Transactions, and I therefore offer to the Institute the following outline description, based partly upon observations for several years past of the methods and processes employed, and partly upon the information obtained from prominent ice-miners and from the manufacturers of ice-tools. My acknowledgments are particularly due to the firm of W. T. Wood & Co., of Arlington, Massachusetts, for much information in detail, and also to the Knickerbocker Ice Company, of Philadelphia. The wood-cut blocks used in the illustration of this paper, have been kindly lent by both of these firms. The sequence of operations in getting ice is as follows : 1. Wetting down a light snow. 2. Scraping off an excess of snow, if present. 3. Marking out the field. 4. Ploughing and cross-ploughing. 5. Cutting the channel and detaching large floes.

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. For the past four years, the Department of Mining Engineering at the University of Kentucky has conducted a validation study of the CFD Fluent code, by comparing its results against mining-related benchmark experimental data provided by NIOSH?s Pittsburgh Research Laboratory. This particular study is dedicated to the effect of machine-mounted dust scrubbers on the performance of face ventilation systems using extended-cut mining with a blowing curtain.

Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.  The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.  Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.  The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).

A mining engineer from South Africa, whose research has taken him to some of the world?s deepest gold mines, is the winner of the St Andrews Prize. Daniel Limpitlaw, 27, picked up a cheque for $25,000 for his dissertation on reversing the damage done by early mining technology, which he claims is partly responsible for blighting the urban environment in many South African cities. Launched in October 1998 by the University of St Andrews and international energy company Conoco, the St Andrews Prize sought practical solutions to environmental problems. It attracted interest from 450 individuals and groups from countries as diverse as China, Pakistan, Canada, New Zealand, Germany, the UK and the United States.

Blasting Seismographs use microphones to measure air overpressure from blasting. The microphone height above the ground has been the object of some controversy. The current ISEE “Field Practice Guidelines for Blasting Seismographs” specify microphone placement within 1.2 inches of the ground or over 3 feet above the ground. In this study, air overpressure measurements were taken at different height intervals and compared. Blasting seismographs constructed to the ISEE “Performance Standards for Blasting Seismographs” were used to monitor construction, quarry, and coal mine blasting. Near and far field measurements were taken to obtain representative spectral and amplitude ranges. The comparative analysis shows that microphone height has negligible impact on air overpressure measurements.1

Sublevel open stoping is a low-cost method that has been successfully employed in many large underground mining operations. Where ore body characteristics are suitable, extensive mechanization and the use of large-scale stoping techniques can considerably reduce operating costs. However, careful long-term planning of mine layouts and large capital commitments in development are required prior to production. Implementing precise mine design procedures and carefully controlling operations can result in considerable benefits. This article describes methods to achieve these objectives based largely on mining operations at Mount Isa, where sublevel open stoping has been used since 1932. Ore won by this method accounted for a very large percentage of the total tonnage produced at Mount Isa. Major costs associated with sublevel open stoping can be classified as drilling, explosives and charging, and LHD costs. In this article, analyses of these costs are made with particular reference to stope design. Parameters such as burden, drill hole diameter, explosive density, specific charge, etc., are considered in establishing the interrelationship of unit operating costs, as well as total costs of sublevel open stoping.

A calculation programme of finite element method has been developed in order to study the behavior of excavation with sheet piling in soft clay. Based on a series of isotropically consolidated-undrained tests (CIU) on Hangzhou clay a linear relationship between the normalized initial tangent modulus number, E1, and stress-path parameter, a, is found for four different stress paths, and stress-path dependent modulus equations derived. Meanwhile, several influence factors, such as embedment depth and stiffness of the wall and soil conditions, were taken into consideration in the programme. Some valuable conclusions were obtained. Finally, a case history was studied by the proposed method of calculation. The result of calculation and the field observation are in good agreement.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. Despite enormous efforts over the last decades there are still many unanswered questions with respect to calculation and modeling of the blast process using appropriate physical laws. Most calculations of explosive charges of a blast design are based on experience, empirical observations or blasting theories with serious shortcomings. This paper presents a new theory for the design and calculation of a rock blast that is based on the momentum. It offers a clear-cut method for the calculation of blast processes. The theoretical results will be compared with on-site measurements by means of a newly developed strain sensor and further measuring equipment. The momentum theory helps better to explain physically the processes of a blast. On the basis of long-term statistical investigations a momentum balance can be carried out with the volume-based blasting momentum and the measurable momentum associated with the muckpile and the remaining rock mass. This type of consideration requires a complex procedure which includes the blastability of the rock masses. Realis tic strain measurements open a new interpretation possibility and judgment criteria for the most probable building damage, the dynamic impact on general types of buildings and also for the blast process itself. The blast-induced stress and the momentum generated could be back-calculated using a geophone profile and the strain sensor. The strain owing to a dynamic impact can be influenced by the changing of the drill-, blast- and shotfiring technique like the until now measured vibration velocity. In this way it is possible today to make a complex preparation, calculation and evaluation of blasts. The new techniques of measuring in connection with the momentum theory bring about an increase of the safety and a clearcut method of improving the blast processes. This procedure offers new possibilities for the precise calculation, simulation and modelling of blasts and resulting vibrations and leads to an increase of the safety as well as economic adaptation of the drill-, blast- and shotfiring techniques to a pre-determined blasting result.

Any mining or engineering-construction excavation that extends below the water table must be dewatered. In many situations, the ground is of low permeability or the workings extend only a short distance below the water table. So water removal can be handled easily and economically by using mobile centrifugal pumps. However, there is an increasing number of mines that have a continuous high flow of water into the workings. Controlling this flow can significantly increase the cost of ore production. Successful implementation of any major dewatering scheme will ultimately rely on a clear understanding of the local geology. This understanding is necessary before an interpretation of ground water conditions can be made. It will dictate which dewatering methods are feasible. Once the geology and the ground water system are known, the scope and timing of the dewatering measures can be varied with the mine plan. Ground water modeling can assist in optimizing the dewatering system, though the precise objective of each model should be clearly defined. Production wells must be sited and drilled so that individual well efficiencies are high. Any lost efficiencies will translate into higher operating costs. Each well must be designed for maximum long-term control of the water table, and pumps sized to operate under continually changing heads. Finally, the investment in each production well must be protected during the mining process.

The use of soil nailing technology as a cost effective alternative for excavation support and slope stabilization has substantially increased in the United States during the last decade. For example, in the past thirteen years, more than 185,800 square meters of soil nail walls have been constructed in California alone. The conventional soil nail systems pose difficulties when ground conditions are subject to caving, for instance for silty sand (sugar sand) or cobbles and boulders. The construction industry has developed self drilling hollow bar systems (or pressure injected bored, IBO) that combine both drilling, placing and grouting in a single operation as a solution to speed up construction. While the system is extensively used for temporary applications, nevertheless, some concerns, particularly about corrosion, has limited the use of this technology as a permanent system in North America. This study presents several issues related to self drilling soil nail systems, the results of a field investigation and a summary of the research project.

Existing buildings sometimes experience excessive settlement under their design loads, or due to increased foundation loading, if a change of building use is required. One of the oldest and widely numerical study has been carried out of a simple idealised problem of an underpinned rigid circular foundation to better understand the behaviour of pile used for underpinning and load transfer mechanism from an existing foundation to the underpinning piles. The finite element method has been used for this analysis, with the soil treated as a two-phase elasto-plastic material. It is found that the effect of the length of the pile becomes more significant as pile length increases. As would be expected, the earlier the pile is installed, the less is the final settlement.

"Jet grouting is a method of ground improvement that relies on the erosive capacity of high-speed jets to cut and mix the ground in place with a cementitious grout. A continuous return flow of cuttings, called jet grout backflow or spoils, is expelled to the surface during the grouting process. Data from projects completed in Toronto and Ottawa is presented where BOS Solutions’ services provided significant savings compared to the traditional spoils treatment utilizing vacuum trucks for spoils disposal. These traditional treatment methods are cumbersome and expensive by nature. BOS Solutions provided an alternative solution that is environmentally friendly and capable of handling full flow to process these jet grout spoils utilizing a tank system paired with centrifuges and flocculation additives to remove the ground soils and grout product from the spoils slurry. BOS’ process produced a clean water for reuse in the project while reducing the overall waste volume by producing a dry, stackable solid that could be hauled to a landfill. Benefits observed by using the BOS process were disposal waste volumes decreased over 30% and at least a 19% reduction on disposal costs.SCOPE OF WORKJet grouting is a method of ground improvement that relies on the erosive capacity of high-speed jets to cut and mix the ground in place with a cementitious grout. Traditionally, the spoil would be collected in in-ground pits and allowed to solidify for a few days prior to hauling to a final disposal site. For the projects completed in Toronto and Ottawa, the jet grouting work was performed at street level, in high traffic congested areas, presenting the challenge of insufficient space for the contractors to process the jet grout spoils in the traditional way. At first, attempts were made of using vacuum trucks to collect and haul the wet spoils to an off-site location where the spoils would be allowed to solidify. However, this method proved cumbersome and expensive due to the high volumes of spoils generated daily and the high number of vacuum trucks required to support the jet grouting operations, respectively."

Removal of Arsenic in Fluorite Ore by Simultaneous Grinding-Leaching with NaHS Generally speaking, a high-grade fluorite ore is converted into hydrogen fluoride (HF), which is essential for the semiconductor manufacturing. With the continuous depletion of resources, novel technologies for processing low-grade fluorite ores are urgently needed, in order to lower the arsenic concentration to less than 100 mg/kg. In this study, a low-grade fluorite ore was upgraded by removing arsenic, which is difficult to remove by conventional method. The mechano-chemical leaching of fluorite ore (i.e. the sample was ground in presence of NaHS, using a beads mill) was carried out to investigate the removal of arsenic from the low-grade fluorite. Experimental results showed that the arsenic concentration was reduced to 73.2 mg/kg.

After a snap-shot survey of water quality of streams draining various coal measures carried out in 2000 - 2001, West Coast Regional Council expanded its monitoring programme to better establish the condition of streams draining coal mining areas and to characterise the variability of water quality with respect to stream flow. Samples were collected for water quality indicators such as pH, sulphate, turbidity, conductivity, temperature and dissolved oxygen as well as macro-invertebrates, fish and assessments of stream habitat. Water quality sampling was carried out at 27 sites on 21 streams located from Page Stream near Seddonville in the north, to Seven Mile Creek near Dunollie in the South, and to Garvey Creek east of Reefton. There was relatively low variability of pH, conductivity and sulphate concentrations at most of the sites sampled. Conductivity and sulphate concentrations reduced with increasing flow and pH generally increased. Significant effects on macro-invertebrate and fish populations were identified at several of the sites where water quality sampling was undertaken. Of the water quality parameters tested, macro-invertebrates were mostly affected by pH. Although not sampled directly (conductivity was used as a surrogate) heavy metal concentration may explain some of the variation in macro-invertebrate communities. Three creeks affected by mine drainage were sampled for fish and no fish were present. Fish appear to be more sensitive to acid rock drainage that invertebrates. Using data from this survey and other studies conducted in the region, the total length of stream that is actually or highly likely to be adversely affected by acid rock drainage was estimated at 125 km. This figure is useful as a gauge as to the magnitude of the issue in this region and for setting of priorities for remediation. However, as it is only an estimate based on limited sampling sites, it should be used with caution.

The Australian metallurgical processing industry has shown great innovation and progressiveness over the past ten years. During the same period, exploration activity, particularly by Australian companies, has increased substantially in Indonesia. Following feasibility studies, the decision was made to establish a metallurgical laboratory and design facility in Indonesia. An Indonesian partner was selected, and legal and corporate matters were determined. The laboratory was established but proved far more difficult than a similar undertaking in Australia. Australian and Indonesian staff were recruited and training programs, including training of Indonesian staff in Australia, were implemented. Difficulties of operating in Indonesia included: ò language difficulties ò _ local pace of life ò culture ò communications. Rewards of the decision to establish the means to present the technology to Indonesia have included: ò a contribution to Australia's export of technology. ò an opportunity to expand Normet's client base. ò the opportunity to learn aspects of a foreign culture. ò the means to establish a sound long term investment. This export of technology from the Australian mining industry to Indonesia is an example of the initiatives and capabilities shown by the Australian mining service industry.

"Niobium or columbium, as usually called in North America is becoming a more and more important metal in the industrial world because of its attractive properties.Eventhough discovered in the early nineteenth century, it was not until the 1930's that its use became more widespread. The discovery of large commercial deposits in the late 1950's and the demand of industry for steel with high strength and toughness further promoted its use. To assure its adequate supply new or-e processinr technologies had to be developed. So, beside the traditional gravity concentration, the flotation process was employed for the partial upgrading of pyrochlore concentrate at S8ve (Norway) plant in 1953. The flotation process was equally used at St-Lawrence Columbium plant in the province of Quebec, Canada. The new plants at Araxa and Catalao in Brazil and at St-Honore, Canada, which supply almost of all niobium used today in the non-Communist world, also adopted the flotation process. The processes using long chain aliphatic rnonoarnines, diamines or sulfonates as collectors proved to be difficult especially on weathered types of ores or on those having a substantial content of silicate gangue minerals. They almost completely failed in case of alkaline intrusive rocks as syenites, nepheline syenite, ijolites and pyroxenites, composed almost entirely of silicate minerals. A lot of effort was devoted all around the world on research of new, more efficient flotation processes. So in 1982, Les Services T.M.G. Inc. (Niobec), sole producer of pyrochlore concentrate in North America, developed the direct pyrochlore flotation process from carbonatites. In 1983, at about the same time, the Quebec Department of Natural Resources Laboratories and Les Services T.M.G. Inc. announced a successful recovery of niobium Minera1s from a low grade nenheline syenite ore."

Levine has concluded that prismatic slip in titanium is controlled by two distinct thermally activated processes in the temperature ranges O° to 220°K and 220" to 300°K. We feel that his evidence is not convincing. He has drawn a curve through the plot of activation volume u* vs temperature T with a break at 22WK, Fig. 2. We believe that considering the possible experimental error apd the fact that there are only four points between 4° and 196°K, one could be justified to represent these points by the smooth curve we show as a solid line in Fig. 12. Levine believes that (8rf/aT)+ is discontinuous at 220°K, but he hints that he recognizes the possible doubt. We doubt seriously that the results shown in Fig. 1 indicate a discontinuity at 220°K. Certainly if he were justified in drawing a straight line through only four points on Fig. 2, we are even more justified in drawing straight lines through the seven points between 77" and 297°K on Figs. 1 and 3, because a straight line touches all seven of his circles. If his measurements of t were so precise that his decision to draw two curves in Fig. 3 is valid, then the experimental technique is deserving of further mention. We have drawn a smooth curve through the results in Fig. 3 and used this and the curve in Fig. 12 to obtain the values of shown in Fig. 13. Finding continuous is a contradiction of Fig. 4, which deserves comment itself. Levine obtained the solid circles in Fig. 4 using Fig. 2 and a smooth curve through the points shown in Fig. 3. We have replotted these solid circles in Fig. 14. We submit that there is no basis for his two straight lines (dashed in Fig. 14), and therefore have superimposed the curve that we believe is indicated. Certainly, there is reasonable doubt that a discontinuity in dH/dT exists at 220°K, even when one accepts Fig, 2. Furthermore, if one draws the straight lines indicated by least-squares treatments of the results presented as open circles in Fig. 4, their intersection is at about 196°K, not at 220°K as shown. Thus the alleged agreement between Figs. 3 and 4 with respect to "break" temperatures is not apparent. In Fig. 9, Levine has drawn a straight line very much different from the one indicated by a least-squares treatment. Obviously, he has done this because he recognized that H = 0 when T = 0. At the 1990 Symposium of the Society of Explosives Engineering, D.T. Froedge, President of GeoSonics Inc., presented a paper entitled "Differential Topographic Vibration Isomapping", which detailed the capabilities of GeoSonics' new Iso-Seismic Service. In this paper Mr. Froedge described how one hundred or &ore free-standing miniature seismographs called Micro-Seis Units, randomly positioned around a blast, could accurately reveal the effects of sub-strata geology on surface ground vibrations. The paper went on to note the "regression analysis of scaled distance versus recorded particle velocity" as being an inadequate predictor of peak particle velocity. This is due to the fact that the calculated "regression analysis" formula for any site is predicted on the wars; case assumption because of a homogeneous and symmetrical sub-strata geology, a condition that rarely, if ever, exists.
