This report, describing the mining method of the Dresser Trap Rock Co., Dresser, Wis., is one of a series published by the Bureau of Mines on mining methods, performance, and costs at mining operations throughout the United States. SUMMARY Dresser, in Polk County, is 3 miles south of St. Croix Falls, Wis. Company operations are about 1 mile north of the townsite. The mine has been in [peration] since 1914 and under the present ownership since 1949.

The Bureau of Mines conducted a state-of-the-art study of techniques currently employed to close large openings in underground mines. A large opening was considered to be any opening over 10 feet high and having a cross section of at least 200 square feet. Five salt mines and one limestone mine were visited to observe various methods of sealing large openings. Because of the variations in conditions from mine to mine, no definite conclusions could be drawn as to which is the best method. In mines where waste material is available, stoppings built by piling waste material are efficient and economical. Where waste material is not available properly constructed brattice cloth stoppings are superior to those built from wood, concrete block, or urethane foams.

Problems of marketing industrial minerals to chemical manufacturers are manifold. In addition to the difficulty of establishing demarcation lines between "crude" and "processed" industrial (nonmetallic) minerals, and "industrial mineral compounds" further uncertainty exists because some chemical manufacturers do not talk the same language as the industrial mineral producer. For example, paint technologists use "rutile" and "anatase" to describe highly refined chemical compounds. The earth scientists use these terms to describe naturally occurring minerals. Further, marketing research problems are intensified because of the overlapping data of the Standard Industrial Classifications (SIC) groups, and the inexactness of "Chemical Industry," "Chemical and Allied Products Industries," and "Chemical Process Industries," which are widely variable in meaning but are often used interchangeably. Bureau of Mines information Circular 8244, "Minerals for Chemical Manufacturing," was the out¬growth of an attempt to unravel some of the problems caused by overlap of statistical data compared with actual industry practices. Using this study as a base, specific industrial mineral applications of some important sub-industry groups were analyzed for the; California chemical industry. Differences between local and national practices were compared. Practices usually differed, depending on cost and availability of alternate minerals, climate, idiosyncrasies, local regulations, and other conditions. Bureau of Mines Information Circular 8260, "Mineral Fillers for the California Pesticides Industry," is the first such analysis of, a sub-industry group. Other such studies are underway. Obtaining national data is easy, but to be able to compile meaningful information which can be revealed on a regional and State basis generally is difficult and often impossible. This paper will briefly emphasize some of the industrial mineral problems encountered, and bring out the needs and benefits being derived through the continued cooperation of authoritative officials concerned with supply and consumption of industrial minerals in government and industry.

Our earthly treasures are being quickly depleted. We have experienced what can happen in an energy crisis. You have read and heard all kinds of stories as to what caused this crisis. On the surface it would seem that all of a sudden a situation becomes a crisis whether it be fuel, potatoes, beef or whatever. Well, of course, they don't just happen. There is always a little fore-warning here, an indicator there. Someone recognizes a sign of potential trouble but is ridiculed when he forecasts it. We are running out of sand: Producers of aggregates who can say today ... "That couldn't happen to me", can well be awakened tomorrow to the cold fact of reality. It could come from any number of directions. Depletion is mostly foreseeable but zoning isn't. Legislation can also be sudden death to availibility. With the ever growing population moving into the rural countryside, available deposits are being sold either to developers or being zoned for restricted use. The fact that a gravel pit or quarry is located on a particular plot has not fazed some of the local planning boards when they decided to place the adjoining property in a residential Zone A. Proponents of zoning preach that such use is necessary to insure that the land will be put to its best use. Planning boards establish the best places for schools, homes, shopping areas, factories, etc., so that the individuals or groups are in harmony with each other. This is usually done to date without thought or consideration to the geological importance or potential of the area. Today over half of the United States is living under some form of land use restriction. Little consideration has been given to what lies under the ground to be zoned. Fortunately, the states are slowly getting around to geological surveying. I feel that it is about time that state and federal authorities institute governmental restrictions to prohibit or control local zoning ordinances which would deplete or deny an area of its natural resources. While I could continue for the balance of my time just on this facet of our industry's problems, my point is: How sure are you of your next load of sand? I could be well laughed at by some of you for saying that there is an alarmingly rapid disappearance of "nearby" sand and gravel reserves in many areas of the country. A questionable statement, except to those producers where depletion has already taken place.

"The Commonwealth of Virginia is restoring and expanding its Capitol of great historic significance. Designed by Thomas Jefferson in 1785, it is the second oldest Capitol building in the United States. The building expansion required excavations immediately adjacent to its South Portico. The building, which rests on shallow brick footings, is very sensitive to any disturbance caused by construction and excavation. A comprehensive and secure plan of operations was devised by the design team to ensure that this national monument remains unharmed by the new construction. Various construction techniques were implemented to satisfy the strict movement goal of 0.25 inch and distortion of U2000. They consisted of jet grout columns to stabilize the upper soils, compensation grouting for future foundation leveling, a tied-back reinforced concrete diaphragm wall for excavation retention and foundations, and realtime instrumentation for monitoring. This paper describes the design approach for the retention system, providing information on the various construction phases and techn iques, and reports on the movements recorded by the real-time monitoring system during the course of the project. At the time of this manuscript preparation, and the deep excavation complete to final grade, the results indicate that the extremely restrictive building movement criteria have been met. The success can be credited to detailed design, close cooperation among the project team, prudent construction methods, and real-time monitoring. INTRODUCTIONThe Commonwealth of Virginia is undertaking a comprehensive renovation and expansion of the Virginia Capitol building located in Richmond, Virginia. The Capitol building was designed by Thomas Jefferson in 1785, with construction of the original building starting the same year. The Capitol building was designated a National Historic Landmark in 1960 and was listed on the National Register of Historic Places in 1966.A part of the comprehensive renovation and expansion of the Capitol is a 25,000-square foot, two-level subterranean extension on the south side of the Capitol building, which will serve as a new Visitor Center and public entrance for the Capitol. Deep excavations were required for the construction of the new Visitor Center. The excavation required a permanent retention system to accommodate an approximately 40- foot deep excavation."

"This paper deals with the methods used by Quebec Cartier Mining Company in the evaluation and selection of new haulage equipment and in increasing the productivity of the existing fleet.Selection of new equipment is based upon the comparison, for each model under consideration, of the capital investment required and the estimated operating costs and production rate. The calculation of the production rate is based on a widely used estimating procedure. Actual operating conditions considered in the method include: payload, haul distance, road grade, rolling resistance, loading and dumping times, and operational efficiency. A digital computer is used to handle the large volume of repetitive calculations required. Where a fleet of haulage equipment includes trucks of different size and performance characteristics, the problem exists of assigning each truck type to the different working locations to minimize total cost. Linear programming can be used in the solution of this problem."

The requirements of today's and tomorrow's markets led to a new generation of facilities which handles large tonnages annually, loading them into larger vessels, at higher rates, efficiently and reliably, with minimum labor input, and significantly greater attention to the environment. A great variety of products are handled, including various grades of metallurgical and steaming coal, coke, iron ore in its many forms, shapes and moisture content, phosphates and fertilizer products, bauxite and alumina ores, limestone, sugar and grains, cement and many other products. When we examine the annual tonnages involved in these movements the economic value of handling these products on a bulk basis can be readily seen. Although nearly all these products have been handled by continuous bulk conveyors for many years, recent governmental response to environmental concerns require a re-evaluation of previous procedures. Most air pollution and emission control regulations and ordinances have recognized several specific sources of pollution. Detailed regulations and requirements have been developed concerning smoke emissions, emissions of visible air contaminants and particulate matter from power plants, heating plants, refuse burning equipment, coke ovens, steel furnaces, kilns, and other industrial installations. Although fugitive dust is also an environmental pollutant it is governed by regulations that are more general and therefore, more difficult to apply. A general definition of a "fugitive particle" is any matter which escapes or becomes airborne from an operation or which is emitted into the atmosphere without passing or being conducted through a flue, pipe, stack or other structure designed for the purpose of emitting air pollutants into the atmosphere. This paper deals with the aspects of fugitive dust emissions as they apply to shiploading. Fugitive dust emissions control is important not only because of environmental regulations but also to prevent the loss of valuable product, reduce housekeeping, and reduce breakdown and maintenance problems to land and vessel equipment. The Mineral Economics and Management Society (MEMS) held its fifth annual conference in Montreal, Quebec, Canada earlier this year. “The Minerals Industry: Responding to the Global Challenge” was the first MEMS conference to be held outside of the United States. About 125 mining- and minerals-related professionals attended. The MEMS program included six sessions and three distinguished speaker addresses. The session topics included: “Minerals in the Macro economy: Development in Demand,” “Trends in Global Metals Supply: The Producers’ Challenge,” “Global Environmental Issues: Policy Perspectives,” “Global Environmental Issues: Quantitative Analysis” and “Minerals in the CIS: Phoenix or Albatross?” A student session was also offered. It provided a competition for monetary awards for outstanding papers.

In the May, 1969 issue of Mining Engineering the Editorial Director, John V. Beall, described the Japanese Onahama Copper Smelter and Refinery as follows: "On the shore of the Pacific, 120 miles north of Tokyo, is the world's most modern copper smelter and refinery.? One of the improvements that has been made at the Onahama Refinery is the quality of the electrolyte in the copper refinery electrolytic cells. This has been accomplished by reducing the concentration of slimes in the cells between the electrodes. In a December 19, 1966 review in Chemical Engineering magazine reference was made to some tests in Sweden as follows: ?However, at 1,000 amps/sq.M., satisfactory cathodes could be prepared, provided electrolyte flow past the anode and cathode was at least 3 to 4 meters per minute, and the slime content was not allowed to exceed 20 to 30 mg. per liter. By dropping the current to 500 amps with the same electrolyte velocity, the slime content could grow to 50 mg. per liter (50 ppm) without causing occlusion at the cathode." From this data it appears that the production capacity of copper refining electrolytic cells can be significantly increased. In order to do this the concentration of suspended contaminating slimes in the electrolyte solution is reduced by filtration. The electrolyte in-between the active electrodes must be purged with higher velocities to maintain a high concentration of the desirable copper ion in the liquid film adjacent to the cathode and the sulfate ion in the liquid film at the anode. This higher velocity also carries away from the cathode the undesirable impurities released from the anode as they are released into the electrolyte as filterable solids.

The accumulation, handling, and utilization of sludges formed from wet process phosphoric acid is one of the major problems in the industry. The purpose of this paper is to explain some of the considerations and techniques that can be employed to provide some measure of control over the problem. An acid made from a Central Florida phosphate rock is used to illustrate the effects of one process design approach used to provide one type of control. Other approaches or techniques are discussed on a general basis. In every case, the discussion is purposely limited to conventional dihydrate processing in which phosphoric acid is produced from the filter at a strength of approximately 30% P205 and is subsequently concentrated to higher strengths such as 44 and 54% P205.

To the Membership of the Institute Gentlemen: The Mineral Industry of Canada in 1948 The preliminary estimate issued by the Dominion Bureau of Statistics and tabulated in the Bulletin of January, 1949, indicated that the value of Canada's mineral production in 1948 reached an all-time high of $808,180,216, showing an increase of 25 per cent over the previous record of $644,696,007 established in the preceding year. The output value of metallics was increased by 22.4 per cent; of fuels, by 43.7 percent of other non-metallics, by 19 per 'cent; and of structural materials, by 16.8 per cent. The value of metals produced in 1948 at $483,770,759, was about $87,000,000 more than in the previous year. There were substantial increases in the tonnages of copper, lead zinc nickel, and other base metals produced, but the rises in market prices for such metals accounted for most of the gains in output values. Production of gold at 3,495,403 ounces valued at $122,339,105 indicated an increase in volume of approximately 500,000 ounces and an increase in value of 14 per cent. Despite the benefits provided under the Emergency Gold Mining Assistance Act 1948 the volume of gold produced in the year was still nearly 2,000,000 ounces less than the record of 5,300,000 ounces established in 1941. The value of mineral fuels produced in 1948, at $158,787,255, was 44 per cent above the 1947 total. Coal production at 18,431,250 tons valued at $107,298,757, while substantially higher than in the preceding year was still half a million tons below the record reached in 1942. Striking developments in the Leduc field in Alberta were responsible for bringing the output of crude petroleum in the year to a new high of 12,098,166 barrels, valued at $36,858,959.

Depletion of coals most suitable for metallurgical fuel has made necessary a general survey of coking coal reserves in the United States. These investigations were begunn 1948 at the joint request of the Munitions Board, Department of Defense, and a number of coal companies. This report, which is one in a series, by counties, describes the preparation characteristics of the coals of Harlan County, Ky. From these data it is possible to determine: (a) Which coals, either as mined or after beneficiation by conventional preparation, are chemically suitable under present standards for producing metallurgical coke, (b) Which coals require special and more intensive treatment in preparation than is now practiced; and (c) Which coals cannot be considered to be potential sources of metallurgical fuel regardless of preparation.

PROGRESS in the petroleum industry in 1929 has been characterized by outstanding accomplishments in the fields of new discovery of supply, economic control of production, increased efficiency and reduced costs of recovery, and lowered costs and greater flexibility in manufacture. Resources have been developed in an outstanding degree in the Kettleman Hills. California, the Oklahoma City field (which adds a large potential area in central Oklahoma), the discovery of Woodbine sand production in East Texas, and the discovery of Wilcox sand production in west-central Kansas. Engineering technique has progressed both along the lines of development and production, with a net result that costs have been reduced and extraction increased in notable degree, although it is impossible to give a close measure of either. In the field of re- fining crude oils variations to the end of promoting reduced cost and greater flexibility has been more important than genera! acceptance of innovations in practice.

THE war has forced the principal industrial nations of the' world into the strait jacket of a closely controlled economy; taxes have been heaped upon all enterprises in order to maintain the armed forces and to deprive the people of the ability to bid for goods now unavailable. These restrictions, controls, and taxes are unlikely to disappear entirely after the war has been won, for debts will remain to be paid with a long period of difficult readjustment. OUR present-day geological surveys show that 36 of our States are underlain with bituminous coal, covering a total area of 496,709 square miles. The North American continent possesses 69 per cent of the world's coal reserves, with the United States alone having an estimated 55 per cent. The American coal reserves, in tons, are calculated to he about 3,500,000,000,000 tons, of which we have exhausted about 1 to 1 1/2 per cent. If this coal were mined at the rate of the 1918 production-a record output of 579;000,000 tons-it would not be depleted for 4,000 years. The more easily accessible and high-grade coals would obviously be consumed much before this; some estimates are 100 years. The natural progress of the nation's industries up to 1910 encouraged on every hand the development of new mines, especially where cheap and easy access to coal measures was coupled with short hauls to the consumer. Over-development resulted, which is perhaps today one of the fundamental causes for the many difficulties faced by the coal industry, which is highly competitive; about 70 per cent of the production cost is labor. FOR the proper understanding of the inclusion of certain elements in this review it seems necessary to state the meaning of "rare metals." Certain elements occur in deposits limited in extent or concentration, so that the extraction of the element in relation to market conditions becomes uneconomical. Others may occur in extensive and rich deposits but the reduction of the metal may be difficult and costly. Both these conditions effect the same result, namely, make the metal rare and costly. As an example of the first kind may be mentioned radium and of the second, calcium.
