Western mining companies are entering an African critical minerals market where access is harder to secure, risk is being priced more sharply, and execution advantages are increasingly decisive. The continent holds significant reserves and production potential of cobalt, lithium, copper, graphite, manganese and rare earths critical to the energy transition, yet Chinese-aligned capital has built a structural edge in access and execution speed. Simply signing narrow offtake agreements to buy output is no longer sufficient. Western firms win when they convert quality orebodies into bankable projects by reducing aboveground risk faster than competitors through integrated infrastructure access, durable fiscal alignment, and credible local value creation. Western mining companies will break into Africa by pairing capital with partnership, building corridors enabling infrastructure and power, designing credible value addition pathways and operating in a way that is politically durable through transparency, community benefit and fiscal terms that share upside in commodity upcycles. This feature article offers a practical playbook for mining executives and investors. The core argument is straightforward. Winning in Africa requires competing on the full system around the mine. Corridors and power, processing pathways, contract durability, community benefit and regulatory execution are now decisive variables in project valuation and capital access.

Recent catastrophic failures of heap leach facilities have revealed fundamental weaknesses in prevailing design paradigms, modeling toolkits, and oversight practices that continue to treat heaps as static, free-draining earthworks despite compelling evidence to the contrary. The core proposition advanced in this paper is that heap materials are intrinsically dynamic: their structure, permeability, and shear strength evolve under the sustained influence of irrigation, climate, and geochemical reactions, and these timedependent changes can precipitate abrupt transitions from granular stability to flow-like failure. Drawing on investigations of recent failures at Çöpler Mine in Turkey and Eagle Gold Mine in the Yukon, alongside earlier incidents in Peru, Arizona, Nevada, and Chile, the analysis identifies a recurrent sequence driving catastrophic behavior: progressive weathering elevates fines and suppresses permeability; drainage systems designed for initial conditions become overwhelmed; pore pressures rise heterogeneously within the heap; and static liquefaction initiates rapid mass movement with long runout. Current guidance, including ICOLD and ANCOLD frameworks and ASTM testing standards, provides a necessary foundation but is tailored to tailings and conventional soil mechanics. These documents offer insufficient direction for characterizing timedependent material degradation, quantifying rheology of weathered ore, and modeling post-failure mobility. To address this deficit, the paper proposes an integrated framework combining enhanced characterization, multi-physics numerical modeling that couples hydro-geochemical processes with large-deformation mechanics, and comprehensive monitoring with Trigger Action Response Plans. The conclusion argues for a heap-specific standard that embeds these elements from concept to closure, aiming to materially improve safety performance and reduce the likelihood and consequences of future failures.

Technological developments in Distributed Fiber Optic Sensing and improvements in both hardware and software have allowed fiber optic sensing systems to be deployed in a variety of applications such as pipeline leak detection, perimeter security monitoring, and power cable real time thermal rating. Recently, there has been a larger adoption of monitoring of conveyor belts in so called Conveyor Health Monitiring Systems (CHMS) within the mining and bulk material handling industries to identify idler conditions on an ongoing basis. Several attempts have been made to institute sensing capabilities into conveyors with mixed success. However, recent breakthroughs in modeling, installation methodology, and technology, as well as increased understanding of application and industry requirements, have allowed the technology to be deployed at both experimental and commercial scales. This paper summarizes the application conditions and requirements, design considerations, methodologies used, the outcomes achieved, the logistical and field considerations, and the future possibilities of the use of this technology in CHMS using Distributed Fiber Optic Sensing.

Modern mining companies are increasingly turning to integrate digital technologies and circular economy (CE) principles to increase the sustainability of their operations. The so-called “mine of the future” is envisioned as a smart, integrated system where technologies such as automation, artificial intelligence, digital twins, and real-time data analytics work in harmony with human decision-making and environmental responsibility. Already in 2018, McKinsey and Co. identified that the three drivers that would define a technology-enabled change in mining would be technology, including digital, analytics and automation, management systems able to identify the potential and value of the new technologies, and the culture and capabilities of the organisation, leaning to more agile and responsive organisations. From the three drivers, in the last five years most developments have been centred in the first one. Yet despite rapid advances, the adoption of new technologies across the industry today remains uneven and often slower than expected. Furthermore, it has been identified that the problem on the technology uptake often relay on the lack of operational readiness, process incompatibility or misalignment, and resistance to change within the mining operation. At the same time, leading companies like Rio Tinto, BHP, and Anglo American have each launched major digital transformation programs. Rio Tinto, for instance, operates one of the world’s largest autonomous mining fleets and has integrated digital technologies across nearly all its operations (Rio Tinto, 2025). BHP is actively investing in information and communication technology (ICT) development as artificial intelligence, big data analytics and robotics, and has partnered with battery companies to pursue circular economy initiatives. Only in 2024, their ICT spending reached US$ 438.3 million (Global Data, 2024). Anglo American has rolled out its FutureSmart Mining™ framework, explicitly aligning innovation with circularity and sustainability goals (Anglo American, 2025). The accelerating pace of change across leading mining companies along with the uneven adoption in the technology uptake clearly state how digital transformation is no longer just about implementing new tools, instead it requires a fundamental shift in how people, processes, and culture are aligned. Addressing only the technical layer, while neglecting the human and organizational dimensions, leaves transformation efforts fragile and unsustainable. As the industry must act decisively to close this gap, the true test of transformation is today centred in changing behaviours, mindsets, and systems. Even at the listed leading companies, initiatives have encountered cultural and structural resistance that are relatable to the industry in large: siloed departments fail to collaborate, procurement teams focus on upfront costs rather than lifecycle value, and operators are often excluded from early-stage planning, reducing buy-in. In many cases, a lack of communication or failure to link technology to real operational bottlenecks leads to disengagement at the ground level. This friction reveals a broader issue: mining organizations have historically treated technology and culture as separate domains, when in fact they are deeply interdependent. To address this, the authors propose a systems engineering approach focusing on the mining operations as a complex socio-technical system composed of people, processes, and technologies. Systems engineering offers tools and frameworks for mapping interactions, aligning incentives, designing for feedback and adaptation, and integrating change across organizational boundaries. Specifically, besides technical requirements, it demands treating culture not as an afterthought or side-effect, but as a design variable that must be intentionally shaped alongside infrastructure and workflows. This paper explores how this approach can be applied in practice, by analysing a real-world case scenario where resistance to innovation was overcome not by technical capabilities alone, but through alignment of stakeholder incentives, thoughtful communication, and cultural integration. A particular focus is set on the adoption journey of the Powerbit X, a drill bit technology with significant potential for operational and environmental gains.

The Cook Islands (CI) possesses within its Exclusive Economic Zone (EEZ) a massive field of polymetallic nodules representing one of the world’s largest undeveloped cobalt deposits, along with large quantities of other metals critical to achieving global energy transition targets. In February of 2022 the Seabed Minerals Authority (SBMA) of the CI granted Moana Minerals a license to conduct our nodule exploration program. This paper describes how Moana Minerals chose to approach conducting exploration activities, one of the greatest challenges to Deep Sea Mining (DSM) development and the securing of the social license to advance to eventual mining of the resources, in an unconventional manner. The remote location of the project poses logistical challenges in mobilizing to and operating in the region and is a significant cost driver. Historically, exploration campaigns mobilized large vessels from mainland Europe, the Americas, and Asia as this model works well when contemplating long duration and widely temporally spaced campaigns without the need to revisit. Moana Minerals, when considering these challenges determined a multi-year deep sea mining (DSM) exploration program conducted in such a remote location can be better optimized by the deployment of a smaller yet highly capable “exploration optimized” vessel that is dedicated to the task and is based full time in the Cook Islands. INTRODUCTION The paper describes the challenges of exploration in remote regions including the South Pacific, and how an unconventional consideration of the problem led to the solution. Completion of an Environmental and Social Impact Assessment begins with a detailed environmental scoping study, resource update sampling requirements, and engineering data and sample requirements, which identifies the exploration goals of the project and technology needed to accomplish those goals. The method walks the reader through vessel and technology selection, discusses the challenges of equipment selection considering size and capability, describes the final arrangement, and provides results from the initial exploration campaigns. We followed the project from conception through the shipyard conversion, mobilization, and initial operations in the Cook Islands. The result shows how a smaller vessel with limited budget makes a large impact on the exploration capabilities in the region while building public trust. The Anuanua Moana is the first dedicated deep sea minerals exploration vessel modified with a suite of technologies that allow it to compete technically with existing ships but operate locally in the smaller ports of the South Pacific. The unique combination of size and technical capability gives the Anuanua Moana advantages over other vessels. This paper shows the importance of the Anuanua Moana in the development of offshore exploration strategies in the emerging deep sea minerals space.

Since 2004, Dave Kanagy has served as the executive director and chief executive officer of SME. In that role, he has worked with 22 SME Presidents, traveling the world to represent the Society. His prestigious one-million-mile status with United Airlines is a testament to these efforts. He has been to six of seven continents while leading the Society on a journey from a struggling association in 2004 to the largest and arguably the most influential professional mining society in the world. In the following pages, some of those past SME Presidents reflect on their time with Kanagy and paint the picture of a visionary leader who was willing to make the hard decisions for the betterment of the Society while remaining open to new ideas and opportunities. One of his first accomplishments as the executive director was to streamline the SME Boad of Directors from 29 members to nine, making it much more effective. With a keen financial sense, he was able to add value while cutting excess to expand the Society in every measure. As the leader of SME, Kanagy helped facilitate much of the Society’s growth and innovation as the world’s largest mining related organization. He has a B.S. degree in industrial education from the University of Maryland, an M.S. degree in technology education from Eastern Illinois University and is a certified association executive by the American Society of Association Executives. Under his leadership, several unique programs were created or advanced, including OneMine.org, the world’s foremost online mining research library. He enhanced legacy programs and increased collaboration with international organizations. Kanagy is the recipient of prestigious awards, including the Colorado Society of Association Executives’ Professional of the Year award and the Mining and Metallurgical Society of America’s Gold Medal award.

Tanzania is a country with a variety of mineral deposits, including metallic minerals, gemstones, mineral fuels, industrial minerals, and critical minerals. This study provides an overview of mining legal framework, mineral occurrence and production, challenges in the mining sector, and government initiatives. The aim is to demonstrate the development of the mining sector in Tanzania and explore the potential for further mining investment in the country. The mineral production data showed generally increasing trends over the years, for example, gold production increased from 42 tonnes in 2018/2019 to around 50 tonnes in 2023/2024. Despite the growth, the mining sector encounters several challenges, including a lack of detailed geological information on mineral deposits, inadequate infrastructures in some remote mining sites, the existence of informal artisanal miners, and mineral smuggling. The Tanzanian government has introduced several initiatives to address these challenges, including carrying out the highresolution airborne geophysical survey to increase geological information in some areas, the formalisation of artisanal and small-scale mining, establishing mineral markets to combat mineral smuggling, and encouraging mineral value addition within the country.

The implementation of new technology in mining can be likened to a paradoxical situation or dilemma, where, on one hand, major mining projects are not able to solicit investor funding unless it is proven that the business cases were developed using tried and tested mining methods. On the other hand, new and innovative mining technology and mining methods need first to demonstrate and prove themselves under real production conditions over a reasonable period before they can be considered bankable feasibility studies in the mining industry. This dilemma locks new mining technology investments in a continuous cycle of underinvestment. Technological innovations are particularly relevant to the mining industry, which deals with the challenges of depleting access to resources, requiring new solutions to remain sustainable and competitive. In the last decade, the mining industry has come to realise that technological innovations can directly contribute to its sustained competitive advantage (Sanchez, Hartlieb, 2020), helping to reduce costs, lessen environmental impact, increase production, and improve mineral recovery. While understanding barriers and drivers for technology adoption is important for the success of technology implementation efforts and the sustainability of the mining sector (Muduli et al., 2013), this paper suggests strategies to exit the dilemma, proposing a preliminary framework.

We are thrilled to welcome you to the 2025 Rapid Excavation and Tunneling Conference (RETC), which will be held in Dallas, TX. This year’s conference will showcase the continued trend of strong industry interest, as there will be a record setting 115 papers being presented over the course of three days. The set of papers compiled in this book captures the latest and greatest information on a broad array of topics within our fascinating tunneling industry. We hope that the compilation of selected papers in this book will provide a comprehensive recap of the conference while also providing a source of future reference for contractors, engineers, and anyone in general who is a student of our beloved and unique industry. Since its inception in 1972, RETC has been the preeminent tunneling forum to promote ideas, tell stories, share lessons learned, and promote new technologies. RETC prides itself on its focus towards highlighting real-world experiences and practical ideas, with the intent to help the entire industry learn from one another and grow. The need for us all to stay sharp and remain on the cutting edge of technology has never been stronger – the technology and ideas that have been applied in aerospace are now attempting to mix with tunneling, and the advancement of AI continues to permeate all industries. However, no amount of technology or AI can fully replace the human element, and in our tunneling industry, the human element is key and is what sets us apart. In tunneling, every project is different, because the ground is always different. We can only take what the ground will give us, and we must rely on our past experiences to get through present day challenges. Most importantly, we must rely on each other. This is the heart of what RETC is all about. For those of you attending this conference, we encourage you to attend as many sessions as possible and engage with your colleagues to discuss during the breaks in between sessions. This sharing of ideas is what keeps us connected and helps to expand our industry. Please also try to engage with the scholarship students and the newcomers who will be in attendance, as it is the new ideas and fresh energy from the next generation that will continue to make our industry thrive into the future. The program chairs thank and greatly appreciate the efforts made by our session chairs, co-chairs, authors, the members of the RETC Executive Committee, and most importantly the SME staff towards making this RETC possible.

Artisanal and small-scale miners in Nigeria struggle to attract formal financing to upgrade their operations to a more sustainable form of small-scale mining operation. Literature shows that for an investment to attract formal sources of financing; the business must be considered creditworthy by potential lenders. This means that the credit risks associated with the investment must be bearable for the potential lender. This study looks at how artisanal and small-scale miners can attract formal funding, which will help them take the leap from artisanal state to a form of sustainable small-scale mining operation. This study evaluates the creditworthiness of artisanal and small-scale mining operators using key credit risk parameters identified in the literature and through primary investigation. A quantitative study is conducted on a sample of 100 artisanal and small-scale miner establishments in Nigeria to evaluate the effect of these identified credit risk parameters on creditworthiness. It is shown in this study that being a member of a mining cooperative society, which is a form of social collateral, best improves the chances of access to formal financing for miners within the sample group. This underpins the role of social collateral, in both the formal and informal economy, and its influence in improving the creditworthiness of a typical artisanal and small-scale miner.

Due to the modernisation of mines, traditional training methods may be supplemented to support the upskilling of supervisors in mines. A project was initiated by the SAMERDI SATCAP programme to demonstrate the “art of possibility” through a modern training methodology. Two exemplar digital supervisory leadership development modules for underground gold and platinum-group metal conventional and modernising mines, were developed for potential uptake by the mining industry. These exemplar modules were exhibited on a digital platform, towards leading and driving mining modernisation. The research adopted a mixed method approach that included a literature review, a review of an existing supervisory leadership development programme, data gathering, a pilot study, and stakeholder validation workshops. The research supported the development of exemplar digitised modules. The two digitised modules were showcased to the industry for potential adoption. Training slides, a facilitator guide, and a training video were developed for ease of use by industry. The training modules are generic and not specific to a particular mine. They may be used by multi-commodity mines, including gold and platinum-group metals, as ‘stand-alone’ modules. They are customisable, through consultation with relevant service providers for specific working environments. The findings indicated that both the traditional classroom training and the new digitised online learning solution offer advantages for supervisory leadership development. Digital learning is not a new concept for supervisors at mines and modern training methods are well-supported by supervisors in the industry. A ‘modernised’ training solution may consider a ‘blended’ learning approach that combines traditional training with digital methods.

Traditional approach to improvement is driven by good ideas from good people, but whilst the business case may sound good, when the project is complete, we often have not delivered on expectations.  Why not? The best way to successfully predict the outcomes of an improvement effort in a complex process is through using statistical modelling, which considers the impact of uncertainty within interacting processes.  Applying Theory of Constraints in a model helps leaders to quickly determine: Where the constraining process(es) is/are Where improvements will add the most value How much improvement should be targeted - before the next constraint takes over The confidence level of achieving a given target, which gives us a clear pathway to improvement. This paper presents an analysis of statistical modelling applications at Vale’s Manitoba Operations to achieve the 2025 targets. Using statistical modelling of the Business Structure, the team identified a series of process improvements through a Theory of Constraints Analysis. Value Stream Maps (VSMs) were used to define the required data, apply statistical modelling, and conduct training sessions enabling the Manitoba team to identify the constraining influences. Diesel particulate matter (DPM) is the particulate component of diesel exhaust, which includes diesel soot and aerosols. When released into the atmosphere, DPM can take the form of individual particles or chain aggregates, with most in the invisible sub-micrometer range of 100 nanometres. The main particulate fraction of diesel exhaust consists of fine particles and because of their small size, inhaled particles may easily penetrate deep into the lungs. The rough surfaces of these particles make it easy for them to bind with other toxins in the environment, thus increasing the hazards of particle inhalation. DPM is a significant health hazard in underground mining operations, where the use of dieselpowered equipment in confined spaces can lead to high levels of exposure among people working in these environments. Classified as a carcinogen by the International Agency for Research on Cancer (IARC), DPM has been linked to severe health effects, including respiratory and cardiovascular diseases, as well as an increased risk of lung cancer. Effective management of DPM is essential not only for protecting people’s health but also for ensuring regulatory compliance, maintaining operational efficiency, and safeguarding the long-term viability of mining companies.

High-fidelity, immersive training is known for its learning and logistical benefits. While other industries have used virtual reality (VR) for decades, the same uptake has not been seen in mining. NIOSH recently developed an adaptable, scalable VR training platform, VR Mine Rescue Training (VR-MRT), which has attracted significant industry interest. NIOSH is using VR-MRT to understand the barriers to adoption and implementation of VR. As a part of a larger effort to assess the effectiveness and implementation of VR-MRT, researchers have conducted pre-implementation interviews. In this paper, the authors use feedback from individuals at various implementation levels to assess the acceptability and appropriateness of VR-MRT and identify potential implementation barriers for VR more generally. Researchers also describe ongoing efforts to overcome these barriers as NIOSH works to position VR-MRT as a supplemental resource more generally for mine safety training.

We look at the empirical evidence of coal block auctions in India to understand how competitive intensity affects the bid amounts in common value auctions. The results suggest that competitive intensity measured through the number of bidders for a coal block is instrumental in determining the bidding outcomes. The presence of higher numbers of bidders in the auction leads to higher bids - every additional bidder causes the bid amount to rise by INR 142.67 per tonne of coal for auctions studied for 127 coal blocks from 2014 to 2023. The paper also examines the moderating and mediating effect of competition on bids and on excess of bids from the comparative market price of coal from alternative source of Coal India Limited. The results indicate that competitive intensity does not have statistically significant impact on the relationship between common value of coal blocks and bids, neither as a moderator nor as a mediator. The strategic behavior of the bidders has also been observed as bidders have been seen to bid in a higher than market price in order to outbid the competitors.

GermanyINTRODUCTIONThe mining industry is currently characterized by various factors such as environmental impact, resource scarcity, social responsibility and geopolitical uncertainty. The production of minerals required to meet the demand for renewable energy is expected to increase by 500 % by 2050, particularly for critical minerals such as graphite, lithium and cobalt 1. Easily accessible deposits are often depleted, meaning that deeper and more complex deposits need to be developed. Furthermore, investors’ value systems have shifted towards more sustainable practices. Alternative approaches to solving this problem are therefore currently being developed, such as the Modular Mining Systems concept for scalable and adaptable mining projects 2. Many mining companies have also taken important steps to become more sustainable, implementing measures such as proactive closure strategies, restoration programs and the development of renewable energy projects. In the European Union, laws such as the Critical Raw Materials Act and the Net Zero Industry Act support the mining industry 3,4. They see it as important for the energy transition and promote more sustainable ways of working in the industry Particularly negative environmental impacts such as land degradation, scarcity of local water resources, water pollution and greenhouse gas emissions are ingrained in society’s memory. Despite these efforts, the public image has not yet changed. To change this perception, the industry must strive to better communicate its sustainable practices and the steps it is taking towards a more responsible and sustainable future, promote transparency and build trust.Digitalization, automation and electrification are driving the digital transformation in mining. However, their implementation can lead to higher capital expenditure, limiting their adoption across the industry. Furthermore, implementing new technologies can be a daunting task for any organization. Change management comes into play when introducing such disruptive technologies. It involves preparing an organization for change, potential resistance and establishing effective communication. This helps to ensure that the implementation is successful and the benefits of the new technology are maximized. Digital transformation requires well-trained, young mining, electrical, mechatronic and software engineers with a deep understanding of information systems. Unfortunately, the industry faces the enormous challenge of attracting this younger generation, who have little interest in the extraction of raw materials. The need for action is compounded by an aging active workforce heading into retirement and the forecast of increasing demand for critical minerals.In this challenging environment, the concept of Blue Mining with its constant further developments represents a promising approach. This implies a shift from a linear to a sustainably oriented circular economy. For the mining industry, this specifically means the introduction of innovative technologies, the increased recovery of materials from waste and the consistent questioning and application of circular principles along the entire life cycle of a mine. Such a change can not only reduce the environmental impact, but also contribute to economic resilience and increased social acceptance of mining.

Commissioning a mineral processing plant has always been a challenging task. The process includes pre- operational verification, dry and wet commissioning, and a gradual ramp-up to full production, all of which must be executed within the shortest possible timeframe, requiring numerous highly interdependent tasks to be conducted concurrently. This phase is under scrutiny by shareholders, corporate management, and other stakeholders who are keen to see a return on investment as the operation starts yielding results. Despite extensive documentation in the literature highlighting its significance, the impact of the commissioning phase remains underestimated in contemporary mining projects. This paper provides an overview of the commissioning process and its associated challenges before focusing on a critical success factor: building a dedicated commissioning team with the required competencies and personality profiles. The roadmap to achieving an efficient plant start-up is outlined. Drawing on over 15 years of experience with more than 20 concentrator commissioning and start-ups, a general framework is presented to maximize success. This method emphasizes the crucial role of the operation and metallurgy team in supporting these projects. Finally, insights from Soutex’s involvement in multiple start-ups are shared, offering lessons learned that emphasize best practices and challenges encountered in expediting the ramp-up process while maintaining high Health, Safety, and Environment (HSE) standards.

Regulatory pressure to mitigate the cement industry’s environmental impact has intensified recently, spurring innovation in low-carbon cement technologies. In the United States, cement production, consumption, and carbon emissions are accelerating. Despite this trend, the adoption of environmentally friendly dry clinker production technology with combined preheater-precalciner systems has surged from 53.3% in 2002 to 88.5% in 2019. Concurrently, reliance on wet technologies, known for their higher environmental impact, has dropped from 16.5% to 0.6% within the same period. This paper presents the results of our comprehensive study, utilizing over 100 years of industry data, to analyze these technological shifts and their environmental implications.

The mining activity results in environmental impact and thus requires the adoption of techniques to minimize its effects. The rock blasting process is required to break up and move the rock enabling the haulage of the material, however, it might also cause undesirable effects such as flyrock, overbreak, excessive ground vibration or air-blast at the neighboring communities and damage to civil or geological structures located nearby. The Serra Sul mine, commonly referred to as S11D project, has obligations to preserve two natural tropical montane lakes and several maximum relevance natural cavities whose legal preservation radius represents constraints to the mine development and operation. Controlling measures are undertaken to ensure preservation of the cavities, especially during rock blasting stage, with limitations of the maximum instantaneous charge (MIC) and ground vibration control. The demand for high productivity and the large areas with hundreds of blastholes to charge are challenging factors to the charge control. This work presents the development and field application of a map for limiting explosive charges in the rock blasting process at the Serra Sul mine, used for the definition of maximum charges according to the blast location, ensuring the preservation and compliance with the defined ground vibration limits for each cavity. The map is applied at the mine for every blast and when there is a charge constraint, the map helps to define the areas with different charging profiles in the field contributing to higher charging productivity.

NYC has always been a high-profile target for both foreign and domestic terrorists. Explosives have always been the go-to tool for terrorists to bring about serious physical injury, death, and property damage in our society. Today with the anti-police movement gaining traction in the United States and anarchists groups using homemade explosives against law enforcement and municipalities, it is the responsibility of the explosives industry to ensure that every explosive product on a blasting site is secure. We must prevent the theft of these energetic materials used on projects and sold by vendors so they are not used by these terrorists. We have learned many lessons here in NYC which began with the theft of explosives used for blasting projects in NYC to supply the IRA (Irish Republican Army) 50 years ago. The liability is too significant to take short cuts in securing energetic materials. Over the years through cooperation with all agencies and the industry we in NYC have developed certain proven protocol and procedures we would like to share with the industry. An efficient and effective security plan for the logistic movement of explosives, as well as for the blast site is imperative to keeping the good name of the industry from negative repercussions and possible additional bureaucratic oversight of an industry that is highly regulated and still recovering from the pandemic. Communication, security assessments and transparency with all stakeholders and the Authority Having Jurisdiction (AHJ) will greatly improve the overall security for the blasting project. This SOP (standard operating procedure) will allow the AHJ to become a proactive partner in the security of the blasting project. If the AHJ is not a law enforcement agency, the law enforcement agency specialty unit must be notified and included in all phases of the project. The security for a blasting project with AHJ and law enforcement input starts at the inception of the project when the memorandum of understanding (MOU) is obtained, and involves the AHJ through all steps of the approval process. This includes threat assessments on new and existing structures. SME’s (Subject Matter Experts) must be present at all stages. The blasting industry and regulators must work collaboratively to improve safety, security, and create a dialogue with law enforcement and the AHJ. Relationships are built through trust, teamwork, transparency, and communication and greatly improve the safety of our great country.
