"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. Introduction In terms of the world's recoverable coal reserves, Canada ranks 10th, providing 0.6% of the world's total. The US is first with 27.8% and the Soviet Union follows with 24.1%. Figure 1 shows the principal coal mines in Canada. Several provinces contain substantial coal deposits, but the largest deposits are found in the western provinces of Alberta, British Columbia, and Saskatchewan. Conservatively, 90% of the lignitic, 80% of high volatile bituminous, and nearly 100% of subbituminous, and low and medium volatile bituminous coals are located in these three provinces. During the past decade, Canadian coal production of all types increased from 18.8 Mt (2 million st) in 1972, to 25 Mt (28 million st) in 1975, to 61 Mt (66 million st) in 1984. About 38 Mt (43 million st) of this output was classified at thermal and 23 Mt (25 million st) as coking and metallurgical coal (Table 1). The three western provinces currently produce 57 Mt (62 million st) of coal - 95% of Canada's total. The remaining 3.6 Mt (4 million st) (5%) is produced in Nova Scotia and New Brunswick on the east coast. The majority of western coal (98%) is produced by surface mining methods. On the east coast, though, mining is predominantly underground and only 15% is produced on the surface. In 1985, Canada exported close to 28 Mt (30 million st) of metallurgical coal and thermal coal. During the same period, 15 Mt (16 million st) of coal were imported, mostly from western US for use in Ontario and Quebec. Almost 60% of the imported coal was used for thermal applications. The remaining 40% was metallurgical coal for the steel industry. It is generally cheaper to import coal into central and eastern Canada from the eastern US to augment local supplies rather than from western Canada. This is mainly because of high transportation costs. Mining methods The suitability of mining methods in a particular area depends largely on the geological setting. "IntroductionThis paper provides an overview of the coal mining industry in Canada with a description of current circumstances. The Canadian industry is placed in a global context and the future prospects of the industry are described. The export market is very important to the future of Canadian coal production and the essential aspects of the market are explained. Future prospects are very much tied to metallurgical coal exports and some key characteristics of that market are discussed, including major technological changes in the industry. Stability in 1996The Canadian coal industry enjoyed another strong year in 1996 continuing a trend established over the last four years. The strength of the industry is based on a stable domestic industry and a relatively healthy inter- national market. The figures bear out these statements. In 1996 total production reached 75 million tonnes and consumption was 52 million tonnes. The major markets for coal in Canada are electricity generating stations (Alberta, Saskatchewan, Manitoba, Ontario, New Brunswick, Nova Scotia) and the steel industry in southern Ontario. Approximately 11 million tonnes of coal were imported and exports reached a new record of 34.5 million tonnes, mainly from western Canada. Canadian Coal FlowsCanada represents a unique case in the coal world because we both import and export coal (Fig. 1). The reason for this apparent dichotomy is Canada’s geography. Eastern Canadian coal markets are located closer to the eastern United States coal fields and are basically served by them. This is true for both thermal and metallurgical coal. Major imported coal users are the steel industry, electricity generators and other industry including the cement industry in southern Ontario, Quebec, New Brunswick, with a little coal imported into Manitoba. Only about 2.2 million tonnes of western Canadian coal move into the east, including both lignite and bituminous coal."

At the Prospectors and Developers Annual Convention (PDAC) in Toronto, Canada mining and exploration companies of all sizes were on hand to discuss the year that was and those that will be. The following is a look at some of the companies with Canadian operations that were on hand for PDAC 2009. Iamgold Corporation is a leading mid-tier gold mining company producing approximately 31 t (1 million oz) of gold from seven mines on three continents. With record revenues of $870 million ? up 28 percent when compared to 2007 ? the company is focused on growth with a target to reach 56 t (1.8 million oz) gold production by 2012. During 2008, the company acquired the Essakane project in West Africa. The project is fully permitted, under construction and will contribute more than 9.3 t (300,000 oz) of lower cost production by late 2008. Iamgold increased its reserves by 55 percent, to 385 t (12.4 million oz) and its resources in-creased by 16 percent to 821 t (26.4 million oz) in 2008. Going forward, Iamgold has three areas of focus ? West Africa, Guyana Shield and Quebec ? with seven gold operations, five advanced projects and the Niobec niobium mine included. The Rosebel Mine in Suriname is Iamgold?s fl agship property. With measured and indicated resources of 300 t (9.6 million oz), it accounts for 30 percent of Iamgold?s production. Production there was up 20 percent compared with 2007 and further production increases are expected in 2009 and 2010. Mill expansion and optimization increased throughput from 8.9 Mt/a (9.8 million st) to 10 Mt/a (11 million stpy). In West Africa, Iamgold has joint ventures at Sadiola in Mali; Tarkwa in Ghana; Yatela in Mali and Daman in Ghana. Iamgold also has 100 percent ownership of the Mupane gold mine in Botswana and the Doyon gold mine in Quebec, Canada. Also in Quebec, Iamgold has 100 per-cent ownership of the Niobec niobium mine in Quebec. Niobium is used in high strength specialty steels.

At the outset, I believe reference should be made to comparatively recent world developments in copper which have an important bearing upon the Canadian position. COPPER SITUATION No one can doubt the marked change for the better compared with not so long ago when less than adequate attention was paid to marketing and to uses of the metal. I need not show you graphs of world copper prices, which except for relatively brief periods and war conditions were, until about three years ago, not unlike the topography of the Canadian Rockies. There remain, of course, some non-industry factors who yearn for the old days of "roller-coaster" copper prices.

NORTH-CENTRAL United States is now, and will continue to be, a natural market for Canadian crude oil. This area is a natural market for many basic reasons. There are no physical barriers along the border of our countries. This market is in dose proximity to Canadian production. This market is already joined by crude oil pipe-1,ines to numerous producing areas of Canada. The tariff barriers are reasonable. We are not handicapped by mandatory quota restrictions. There are many of us who desire lo sell Canadian crude oil in this market. Further, and what is really important, there are many of us who desire to buy Canadian crude oil for this market. It is fundamental that for crude oil to be sold in the world market, it must ?be sold at competitive prices. At the same time, it is important that such competitive price must result in a fair price for the crude oil at the we1lhead. The factors of nearness to market, cheap pipe line transportation, and reasonable United States tariffs, all tend to make ?possible a competitive market and a fair wellhead price.

Canada is a world class producer and exporter of minerals and mineral products. Today's highly mechanized Canadian open pits use state-of-the-art equipment and support technology. They are taking advantage of larger equipment, including in pit crushing and conveying, truck dispatch systems and electronic management tools. Mine planning is computerized. Environmental issues are dealt with in all phases of planning, and equipment modifications are pursued to keep them functioning in the hostile Canadian north. In 1991, Canada's mineral production (excluding fuels but including coal) totaled $C 16.9 billion, a decline of 13.8% from the 1990 total of $C19.6 billion. It is a major producer of nickel, zinc, asbestos, potash, molybdenum and uranium. Canada is also an important source of copper and iron ore (Fig. 1).

"In 2006, a Canadian steel maker embarked on an ambitious initiative to become “Best in Class in Energy Management”. This initiative provides the framework for this paper, with some augmentation from other energy management projects carried out by Hatch. The initiative focused on identifying energy/GHG management improvements leading to low-cost implementation of energy savings or GHG emission reduction. The key components of the approach were:• Review site energy management practices and benchmark internationally.• Review best technical practices and benchmark against public energy intensity data.• Conducted a site-wide Energy Assessment and physical review of operating areas.• Facilitation of on site-workshops with staff to prioritize savings opportunities, as well as identify and remove implementation barriers.• Development of an Energy Management Action Plan for implementation of improvements.Most organizations can produce, with relative ease, a list of ideas for saving energy, implementing them is the challenge. This paper addresses these issues as well as the profitability of the energy efficiency improvements and the consequences for GHG emissions.IntroductionWhen one of the authors was an undergraduate engineering student at the University of Cape Town in South Africa, the technical drawing instructor made a statement that was both humorous, and mildly profound. He claimed that the most successful engineer is one who is both lazy and diligent. Lazy, in the sense that the engineer is constantly on the lookout for an easier, more efficient, way to do something. Diligent, in the sense that the engineer will work tirelessly to come up with a good technical solution for the easier way. This paper, somewhat of an anomaly in a compilation of technical proceedings, hopes to break the mould a little, and to show a “lazy-diligent” way of reducing the carbon emissions from an industrial facility, using a steel plant as an example."

Since 1945 the world's iron ore industry has experienced radical change. This transformation is reflected in new levels of production, consumption and trade, in shits in the location and size of markets, in the tapping of far distant sources of iron ore, and in the emergence of new export centres catering on an increasing scale to ore deficient, importing countries. Within the broad framework of shifting supply/demand relationships, certain operationally meaningful adjustments can be singled out for special mention: 1. The iron and steel industry has undergone vigorous and aggressive expansion, during the post-war period, not only in the capitalist world and among the socialist bloc, but in backward regions as well. New countries have been added to the list of steel producers, while new facilities have been relocated by established steel makers. 2. Overall demand for iron ore has risen rapidly, arid has flowed different channels.

"This paper charts, briefly, the :salient facts of international trade in minerals and their products and Canada's place in it. It also reviews inter-national agreements, economic groupings and national measures to channel and regulate production and trade in minerals. Canada's mineral industry now produces raw materials worth $3.7 billion per year, making this country a giant among mineral producers. Two-thirds of this production is exported, chiefly to the United States, accounting for about 30 per cent of Canada's merchandise exports and topping all other classes.However, several other nations are also pressing the development of their mineral resources and markets. The Soviet Bloc, China and principally Australia and Africa are becoming important suppliers of basic raw materials to some traditional markets of Canada in Europe and Japan.The outlook for Canadian mineral exports to the countries of the Common Market, Great Britain and Japan is good, although some tariff barriers remain troublesome.Concerning the United States, our most important market, Canada is seeking to have that country lift import quotas on lead and zinc, and re-cent statements by U.S. authorities give hope that this may be achieved soon. Moreover, Canada wishes to obtain easier access to the American market for several of its metals and minerals.Canada is now participating in the Kennedy Round of tariff talks under the auspices of the General Agreement on Tariffs and Trade (GATT), and is seeking to open wider doors for its exports of products.In summary, Canada has done reasonably well in some mineral commodities on world markets, but has lost ground in others. Any slackening of Canada's efforts in the development and marketing of mineral resources would soon lead to the decline of its role in the world miueral economy."

In 1556, Agricola noted that "a prudent owner, before he buys shares, ought to go to the mine and carefully examine the nature of the vein, for it is very important that he should be on his guard lest fraudulent sellers of shares should deceive him"(1). In today's world, the owner rarely has the opportunity to visit the mine and, instead of reading about the `nature of the vein' in annual reports, prospectuses, government publications, et cetera he sees the words `reserves' and `resources'. Unfortunately, the subject of reserves and resources has become increasingly complex and Canadians, along with their counterparts in Australia and elsewhere, are still struggling with definitions which will attempt to cover all conceivable circumstances from national or regional resource endowment to the material to be extracted next week from a given stope or open pit bench. The providers and recipients of reserve and resource data are: - Government agencies who are concerned with questions of national endowment, strategic use of raw materials and other questions of public policy. - Stockholders who have a vested interest in the basic assets of their companies. - Financiers who are concerned about the security of their loans. - Regulatory bodies whose function is to protect a frequently naive investor from unscrupulous practices. - Management, at head office and on-site, who need basic information for decision-making, whether it be to open up a new mine, expand or close an existing operation, acquire or merge with other entities, or, more mundanely, for routine mine planning. To satisfy their demands with unanimously accepted definitions is a formidable task but, it is my impression that, little by little, a concensus appears to be growing within the industry.

Canada has been a producer of sulphur in various forms for about 100 years, Pyrites, as a source of sulphur dioxide for the manufacture of sulphuric acid, were being mined in the 1860's. Smelter gas, for the same purpose, has been recovered since 1928. Between 1935 and 1943, and from 1952 to the present, elemental sulphur has been produced in Canada from two raw material sources and by several methods. This paper attempts to present a view of the current status of the elemental sulphur industry in Canada based on the sour gas fields of Alberta and British Columbia. Production from this source has increased rapidly in the past 12 years to make Canada one of the major sulphur producers of the world. The present industry in Canada relies mainly on sour gas sulphur and it is expected that it will continue to grow in the future. However, before describing current activity relating to sour gas it may be of interest to outline briefly the early pyrite activities, the roots of the sulphur industry in Canada.

TVI Resource Development (Phils) Inc. Canatuan mine is a polymetallic ore deposit located in the Province of Zamboanga del Norte on the island of Mindanao in the Philippines. The deposit consisted of an oxidized capping of gossan overlying a Besshi type volcanogenic massive sulphide lens which is near surface and flat lying. Construction and development of a sulphide processing plant began in early 2007 and commissioned in November 2008. During the initial stages of sulphide operation, high copper (Cu)-low zinc (Zn) ore was fed to the plant. Marketable copper concentrate at 91-95% recovery was produced utilizing a high-pH bulk sulphide rougher flotation and 2 cleaning stages. Because of increased levels of Zn of the ore body, a Cu/Zn separation circuit was initiated in early 2010 following an intensive laboratory test work program. This Cu/Zn separation circuit was necessitated because of the copper ion pre-activation of the sphalerite that lead to the zinc being readily recovered to the copper rougher concentrate. In-situ activation of zinc (in the pit and stockpiles) was caused by the leaching of secondary copper minerals in the ore (particularly from the dominant copper species, chalcocite and covellite). This problem required the development of metallurgically complex and intensive reagent regime to effectively depress the activated sphalerite. As well, the immediate reactivation of zinc after it has been depressed, at the onset of Cu/Zn separation flotation, added additional metallurgical complexity to the process. Subsequent to the Cu/Zn separation circuit, an unconventional, yet proven effective, simultaneous cyanide detoxification-zinc flotation circuit was set-up to recover the zinc. Laboratory test work results realized Cu-Zn recovery differential from a Cu/Zn separation circuit of over 40-45%. This performance has been achieved in the plant, at 72% Cu overall recovery. With the gradual improvements on-going with zinc circuit capacity and effective zinc separation being achieved, zinc recovery has currently reached 40%.

Portland cement is primarily used to solidify backfill in underground mine workings and it represents a major cost in mining operations. CANMET-MMSL has invented an alternative binder technology that does not contain any amount of Portland cement and is made using waste materials, such as development rock and smelter slag. The technology has been successfully tested with many types of base metal and ferrous slag. Research conducted in collaboration with several mining operations in Canada has shown that the CANMET-MMSL binder has considerable potential as a replacement for Portland cement in mine backfill. An integral part of the overall mining operation, backfill is used for two main purposes: safety and environmental remediation. Depending on the mining method used, backfill provides a working surface, stabilizes stope and pillar walls, as well as the surrounding rock mass, and controls caving of stope backs. There are several benefits associated with the replacement of Portland cement in backfill, including reductions in (i) the footprint by placement of slag waste underground, (ii) the environmental effects and long term liability resulting from disposal and containment of slag waste on surface such as acid rock drainage, (iii) GHG as a result of reduced Portland cement usage (the production of 1 ton of Portland cement produces 1 ton of GHG), and (iv) the significant costs associated with reduced Portland cement usage.

As new legislation drives to lower SO2 emissions from metallurgical plants, plant managers face the challenge of keeping their costs under control. The Cansolv® SO2 Scrubbing System has been broadly adopted in the non-ferrous industry as a cost effective solution for smelter operators to meet the new SO2 emissions targets. The Cansolv® SO2 Scrubbing System is an amine-based regenerable process that selectively absorbs SO2 from a variety of gases, including dilute smelter gases, such as furnace and converter gases. The system produces a pure, water-saturated SO2 byproduct stream, which can then be directed to the front end of a sulfuric acid plant for conversion to sulfuric acid. When deployed in a smelter complex, the Cansolv® SO2 Scrubbing System may also be used to process acid plant tail gas, allowing single absorption sulfuric acid plants to achieve emissions an order of magnitude lower than that of a double absorption acid plant with a lower capital investment. Depending on inlet gas temperature SO2 emissions in the treated gas can be controlled to as low as 55 mg/Nm3. This paper will describe some of the applications where customers have or are planning to use the Cansolv® SO2 Scrubbing System and what as well as which features and cost advantages for the treatment of smelter gases were key to the technology choice.

Blasting cap precision is of major importance to advanced blast design. New technologies have introduced the use of microchips within detonator casings in the hope that the electronic control of the timing element will increase the accuracy of the cap and therefore improve the results of perimeter control blasting applications. The electronic detonators have proven to be accurate in timing tests done to date. They boast cap scatter results to microsecond accuracy, but the question is, does this degree of accuracy actually prove to be beneficial during practical use in the industry, or are conventional technologies applicable.

Slender steel piles have found an increased use in Sweden in resent years. These piles are often driven throw soft normally consolidated clay to refusal in till or at the rock surface. In contrast to most other piles the bearing capacity with regard to failure of the shaft is in many cases smaller than the bearing capacity with regard to failure of the soil or rock at the lower end of the pile. Imperfections such as deviations from a straight line of the pile centerline and residual stresses in rolled and welded profiles are important for the capacity of the pile shaft. Even thow the second order moment caused by initial deviations in piles is only half of that in a column with the same slenderness, imperfections can and should be accounted for in much the same way as for columns.

A cover with capillary barrier effects (CCBE) is being constructed on the AA Leach Pad at the Barrick Goldstrike Mine site near Carlin, Nevada. The purpose of the cover is to eliminate/minimize infiltration of meteoric waters into the leach pad. Laboratory and numerical analyses indicate that Carlin Formation siltstone (TCS), a locally available material, has the necessary hydrologic characteristics when placed on the leach pad to act as a CCBE. A pilot study has been conducted on a small-scale test cover placed on the AA Leach Pad to examine the cover performance under irrigated conditions. The preliminary test results demonstrate that the designed cover is capable of preventing meteoric water infiltration.
