Copper feed materials processing is becoming more challenging, due to an incremental increase in the mineralogical and compositional complexity of these feeds. These complex and polymetallic feeds are now becoming more common and many sites have been forced to re-evaluate their operating strategies to process these materials at cost competitive rates, whilst meeting ever more stringent environmental regulations. Most operations must first evaluate the merits of pyrometallurgical and hydrometallurgical treatment routes. Although there are multiple copper smelting technologies available, only top-submerged lance (TSL) technology, supplied by Glencore Technology as ISASMELT™, has been applied in the real world to consistently and successfully smelt complex materials in integrated metallurgical facilities such as Glencore’s Kazzinc Ltd. operation in Kazakhstan, Umicore Precious Metals Refining in Belgium and Aurubis AG in Germany. Glencore Technology also offers hydrometallurgical processing, through the Albion Process™ technology, opening up viable flowsheet options previously not possible for these complex feeds. This paper describes a number of real world process flowsheets at global operations and Glencore’s own operations at Mount Isa and Kazzinc Ltd., which process complex feeds. These flowsheets integrate the ISASMELT™, Albion Process™, ISACONVERT™, ISAKIDD™ Tank house, and bottom blown oxygen cupel (BBOC™) technologies to provide an effective process solution for the treatment of complex polymetallic feeds to produce metallic copper and associated by-products. INTRODUCTION Traditional smelters and those built in recent times within the bulk smelting hubs of the world have been designed to treat standard/clean concentrates. In recent years the processing of complex polymetallic sulfide concentrates and the recycling of secondary copper and derivatives of waste electrical and electronic equipment, such as e-scrap, have become a focus for numerous companies (Alvear & Nikolic, 2013). Processing of these complex feeds, characterized by relatively high levels of minor elements (over 5% of elements such as arsenic, antimony, bismuth, lead and zinc) is more challenging. Facilities not designed for these types of materials may require significant modifications or a change in smelting technology to treat them. The Loma Prieta earthquake occurred on October 17, 1989 at 5:04 PM, Pacific Daylight Time. It measured 7.1 in magnitude and was felt from Los Angeles north to the Oregon state line and east to western Nevada. The epicenter of the earthquake was located along the San Andreas Fault, in the Southern Santa Cruz Mountains just north of the City of Watsonville, California. It was the largest earthquake to occur in the San Francisco Bay area since the 1906 earthquake. A total of 87 aftershocks of Magnitude 3.0 or larger were recorded within 21 days after the seismic event. As a result of this earthquake thirteen State-owned and five locally-owned bridges were closed to traffic. Three of the most publicized State-owned structures closed to traffic were Struve Slough Bridge, San Francisco-Oakland Bay Bridge and Cypress Street Viaduct. Struve Slough Bridge was twin slab bridges that collapsed and were rebuilt and open to traffic three months after the earthquake. San Francisco-Oakland Bay Bridge experienced collapse of upper and lower spans at Pier 9 and was reopened to traffic one month after the earthquake. The Cypress Street Viaduct experienced collapse of 48 bents that resulted in the upper roadway falling onto the lower roadway.

At a mine in central PA, high horizontal stresses have caused long running roof falls resulting in hazardous conditions for the miners and the premature abandonment of panels. Because of these conditions, the mine requested assistance of the National Institute for Occupational Safety and Health (NIOSH) in utilizing the 'advance and relieve method to mitigate the affects of horizontal stress on the mine roof. "Advance and relieve" mining involves the removal of a pillar or a portion of a pillar during development, thereby creating a cave along one side of the panel. Following cave development, the horizontal stress is relieved over the workings adjacent to the cave in the active panel. The mine has used this system in three panels with a significant reduction in stress damage and no large roof falls.

Hydrologic assessments of existing and proposed waste rock stockpiles (WRS) are typically required for application of operating and closure permits at mine sites. The results of these assessments can be used to determine the applicability of the state groundwater permit program requirements to the operation and closure of these stockpiles. The objective of this hydrologic assessment was to ascertain whether or not the WRS at the Ajo Mine have a reasonable probability of discharging potential pollutants to the underlying aquifer under the operational mine conditions. The hydrologic assessment was performed based on an evaluation of climatic data, prediction of the net infiltration rate through the WRS and prediction of additional hydrologic factors such as the time required to deplete available moisture storage in WRS. The predicted net infiltration rates ranging from 0.13 inches/year (1.1x10-8 cm/s) to 0.24 inches/year (1.9x10-8 cm/s) are below the threshold value of less than 10-7 cm/s recommended by Hutchison and Ellison (1992) as being characteristic of conditions that produce no or negligible quantities of seepage. In addition, the total time required to deplete available moisture storage within the Ajo Mine WRS and for any potential seepage from the WRS to reach the underlying aquifer is estimated to range from 260 years to 1,950 years. Collectively, the climatological and geotechnical investigations and the hydrologic predictions demonstrate that the WRS at the Ajo Mine hydrologically do not have a reasonable probability of discharging pollutants to the underlying aquifer. As a result of this prediction, the stockpile will not be regulated under the state groundwater permit program and operational and reclamation requirements will be limited to managing surface water runoff.

The mining industry continues to be a major driver of the Australian economy generating over A$130 billion in export earnings in 2008/2009. However, the industry has been cited as a significant contributor to green house gas emissions. Australia's proposed carbon trading scheme, the Carbon Pollution Reduction Scheme (CPRS) will financially impact on mining operations; this calls for a holistic planning approach for mining operations taking into account the impact of the emissions trading scheme. Since carbon trading is a new area of study, particularly within Australia, the quantitative effect of the CPRS on the mining industry is uncertain and current mine planning practices do not directly consider emissions. This paper presents results of the study into the impact of the CPRS on a hypothetical large scale open pit operation, using a spreadsheet model based on linear programming and simulation. By varying the production rates, life of mine (LOM), carbon price and ore grades among other variables several scenarios were simulated to determine the impact of emissions trading scheme on the net present value of the project. This study found that the adoption of the proposed Carbon Pollution Reduction Scheme could impact mining operations in Australia by a three per cent to six per cent reduction in net present value, for carbon credit costs of $25/t to $50/t respectively. While the six per cent reduction in net present value for a mining operation is significant, rising fuel prices have had a similar effect in recent years. The most energy-intensive processes are the milling circuit and the flotation concentrator circuit. These processes are jointly responsible for up to 60 per cent of the total emissions, depending on the production rate and the level of offshore processing conducted. Clearly, the introduction of the CPRS makes it is imperative for mining companies to assess the impact of carbon emissions on a mining project during mine planning.

Baja Mining is currently constructing the Boleo metallurgical plant in Santa Rosalia, Mexico to recover copper, cobalt, zinc and possibly manganese products from the Boleo ore. The process involves an acid seawater leach of the whole ore followed by solid-liquid separation and washing of the leach residue. Solvent extraction is used to separate copper, cobalt and zinc from solution. Copper and cobalt are recovered as cathode metal products and zinc as a zinc sulphate monohydrate. Manganese may be directly precipitated as manganese carbonate which can be used as a feedstock for manganese metal production. Laboratory testing has continued to refine various aspects of the process including iron removal, cobalt and zinc solvent extraction, cadmium cementation, cobalt electrowinning and manganese metal electrowinning. The results of this testing are reported in this paper.

The main factors which influence disposal of mine waste under New Zealand conditions are identified and discussed: namely, geological conditions which produce soft weather-sensitive waste, wet and cold winters which affect productivity in such waste, elevated seismicity which affects stability and the need for water rights which involve public participation. The waste disposal scheme for the Martha Hill Project is described, thereby illustrating how these factors influence the planning of a current mine strippings and tailings disposal scheme.

Historically in Australia and the United States many coal mines deposited raw wash plant fines into large slurry impoundments. At the time the technology and market economics did not exist to make it viable to recover coal from these tailings. Today better technology exist to dredge and clean the tailings and there are circumstances where government regulations and market forces have come together to make coal recovery from these old tailings impoundments economically viable. This paper discusses the processes and equipment being used in tailings impoundment reclamation operations in Australia and the United States, and discusses the economic forces driving these operations.

Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No. 4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10- 20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove gindabilities all appear to change linearly with temperature within the 275°C to 325°C range.

Stirred milling using either horizontal or vertical mills has made a rapid entrance into PGM ore and tailings concentrator flow sheets. Currently there are in excess of 40 units installed in either mainstream, ?MIG? or intermediate concentrate regrind, ?UFG?, applications in PGM, primary ore treatment plants or in tailings scavenging and reclamation treatment plants. This represents a total of approximately 70 MW of installed fine grinding equipment. This paper outlines the reasons why the technology take-up has been rapid and illustrates the advantages of this technology over conventional milling. INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. Paper presented at the 28th International Geological Congress held in Washington DC, July 1989 (International geochemical mapping sessions). Standardised stream-sediment sampling procedures have been used in mountainous and hilly terrains. Special sampling procedures were developed for application in remote environments, such as high mountains, desert, semi-desert, karst and loess-covered regions. The diversified analytical methods used in more than 20 analytical laboratories participating in the project have been unified into two multi-element, multi-method analytical systems. A unified data monitoring procedure was developed based on primary and secondary standard samples. To date the project has covered about 4 000 000 km2 and the aim is to complete the coverage within the present decade

Several mineral process modeling and simulation packages are currently available for use in evaluating the performance of alternative process flowschemes. A critical link that has been missing from these packages is the ability to quantitatively model the effect of size reduction on the liberation of the valuable and waste minerals in the ore being processed. Although there have been several approaches taken to this problem over the past 25 years, none has led to a satisfactory conclusion. A technique has been developed for measuring the effective liberation characteristics of magnetic taconite ores, and a program has been constructed which makes use of these liberation characteristics in simultaneously simulating both size reduction and mineral liberation as it occurs in tumbling mills. This is an especially important step in the modeling of magnetic taconite processes, where magnetic rejection of low grade wastes between grinding stages mandates that a predictive capability be available. The current application is specific to magnetic taconite, but it is possible that a similar approach could be used for other types of mineral systems.

Additionally, supra-regional transportation routes such as long distance water diversion schemes are the challenges for the future. All these projects are as demanding as they are characterized by a tight time schedule.
