ANOTHER meeting of the Institute has passed into history and it fully sustained the reputation of the Institute as a live organization of the men, and nowadays the women, concerned with the mineral . ? industries and those working therein. The field meetings of, the 1nstitute are cine of its pleasantest and most valuable features. As Dr. Raymond used to say, ((It is good for a mining engineer once in a while to see a mine" and these meetings bring back to the mines those who, through progress into higher executive positions, have come to visit them infrequently, at the same time that they give opportunity for the .younger men to see regions and mines aside from those in which they are then working. This, and the formal and' informal interchange of information resulting,, is of the greatest professional value to all, while the meeting of old and making of new friends causes each meeting to be notable in turn. This year's meeting at Salt Lake City was one of the largest that has been held outside of. New York City; 470 members and guests registered while many more were present at the sessions without attending to this formality. '

Preparedness is an important element of any underground mine's strategic plan in dealing with an unexpected event, such as a fire. A fully implemented fire preparedness and response plan is essential in reducing the probability and seriousness of a mine fire. This report describes the development of an underground coal mine fire preparedness and response checklist (MFPRC). The checklist is a data collection instrument for profiling both the fire prevention and response capabilities of a mine site and usually requires 3 to 4 days to complete. The checklist encompasses conditions, procedures, and equipment that have frequently been identified as the primary or contributing causes of underground coal mine fires. At least 1 day is needed underground to evaluate the water system. This entails measurements of water flows and pressures at fire hydrants, and water throw distances of fire hose and nozzles at several locations (mains and branch lines). A few of the other topics that are discussed with mine personnel include detection and suppression systems, combustible materials, mine rescue and fire brigades, and firefighting equipment. The MFPRC was developed by the National Institute for Occupational Safety and Health (NIOSH),Pittsburgh Research Laboratory. Under a Cooperative Research and Development Agreement (CRADA) with Cyprus Amax, Twenty mile Coal Co. (Oak Creek, CO), the checklist was field tested and further refined. Additional field tests were conducted at several other operating coal mines.

AN acute current shortage of copper, with the prospect that conditions may become worse, indicated by Office of Production Management information. Present estimates of copper requirement for defense indicate that nearly all the available metal will be required in the future for this purpose. Severe dislocations are, expected, but the objective is to distribute the copper available for civilian use in such a manner as to minimize these dislocations. The advisory committee on metals and minerals has been asked for a suggestions which may be helpful in meeting this situation.\

The placer gold industry has experienced a roller-coaster history incorporating four major boom eras. The first, 'hand-methods' boom arose in the mid-19th Century from application of an old idea in new places around the globe. The subsequent hydraulic mining, bucket dredging, and 'hydraulic excavator-portable plant' booms each arose from application of new ideas in old places around the globe, ie in places where gold had been found during earlier booms. The new ideas that heralded the second, third and fourth booms were all significant advances in excavation technology. These enabled the industry to target the known deposits that were too deep, too wet, too small, or too low-grade for recovery by earlier boom methods. Relatively few new deposits or new deposit styles arose from the 'history book' exploration approach, so the number of known deposits to which each of the boom methods were applicable was limited. Consequently, the first three booms were each followed by significant periods of industry decline, and the fourth boom is currently waning inNew Zealand. Further decline is not inevitable and can be avoided by changing to a knowledge-based exploration approach similar to that adopted by the hard rock gold industry in the 1970s. Such an approach could easily herald the next placer gold boom.   Most of the relatively coarse, easily won alluvial gold in proximal and medial reaches of the active placer systems is gone. However, a substantial alluvial gold resource remains in the distal reaches of active systems, and in ancient placers formed onshore and on the continental shelf during previous sedimentary cycles. The resource in these deposits probably exceeds the total New Zealand placer production to date. Successful development of these placers requires application of robust geologic models for the formation and distribution of the placers through time, and advanced exploration technology that has not been used before in New Zealand. Nevertheless, the knowledge and technology required to explore and mine these deposits is available now. Many of these deposits contain a large proportion of problematic gold types that are difficult to recover with the commonly used gravity technology without sustaining significant losses. Despite advances in recovery technology in last few years, too much emphasis is placed on the incorrect assumption that gold size is the primary control on recovery efficiency. Other gold particle parameters, especially particle shape, exert a much greater control on whether gold will be saved or lost to the tails, and must be considered in the design of recovery technology and configuration of recovery circuits.

This U.S. Bureau of Mines report describes the implications of in-mine ground control on the automated or remotely controlled operation of longwall mining equipment, Perhaps the greatest challenge to longwall automation researchers is the development of systems that will continuously function in the complex and unpredictable underground environment. The high degree of environmental variability, together with conditions brought about by the extraction process, makes complete automation of longwall mining a difficult task. The intellectual thought processes and split-second decision making required to avert disasters are lost when workers are removed from the face. As many mine operators can attest, minor problems, left unresolved, can eventually accumulate and lead to catastrophic consequences. The automation process will have to assess and manage various routine problems that are otherwise resolved through worker observation and experience.

The production of oil and gas in Arkansas is confined to two distinct and widely separated regions of the state; namely: (1) South Arkansas in the Gulf coastal plain, where 49 fields-many containing two or more reservoirs or pools-yield oil, condensate and gas from beds in the Cretaceous and Jurassic, and (2) Northwest Arkansas, a part of the Arkansas Valley, where only dry gas is produced in 21 fields from sandstones of Pennsylvanian age. Exploration during the year 1945 centered largely in these two producing regions, but some of the geophysical surveys were made and wildcat drilling was done a considerable distance outside these regions.

"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. The original organic act establishing the Federal Bureau of Mines in 1910 and the amended act of 1913 indicated that promotion of the health and safety of mine workers was to be ore of the chief functions4/ of the Bureau. Many of the field and laboratory studies pursued by the Bureau are designed to improve conditions under dish minors must work. As the Bureau has no legal authority to enforce safety rules, it must rely upon cooperation of employer, employees, State mining or other departments, and labor organizations for success in promulgating its finding and making recommendations. The staff of the Safety Division, which is essentially a service organization of the Bureau, is composed of 28 safety instructors, 29 engineers, 18 clersk, and 7 others engaged in promotion of an educational program in an effort to improve conditions in the mining industry. The work is directed from 14 safety stations in the United States and 1 in Alaska. The work of the personnel, of the mine safety car that operates in. the anthracite region of Pennsylvania was supervised and directed by the district engineer in charge of the Wilkes-Barre (Pa.) Safety Station.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . SEVERAL years ago I became interested in computing the historic lead production of the United States, and the mines, or mining districts whence derived. This led me subsequently to an examination of the recent records- of some of the American zinc-mining districts and of the great lead and zinc-mining districts in foreign countries. My present article thus will be to a large extent an addendum to my book, "World Survey of the Zinc Industry," which was published by the Mining and Metallurgical Society of America in 1931, and to which I shall refer hereinafter as Ingalls, op. cit. Throughout this article all expressions of tons mean the ton of 2000 lb. Where original data have been given in metric tons I have converted in many instances simply by multiplying by 1.1, and long tons by 1.12. I have not been fussy about digits and have rounded off many figures. These may explain differences between data herein and other data.

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,¢ a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

EDWIN W. KEMMERER, professor of international finance at Princeton, in a speech before a banking conference at Urbana, Ill., on Nov. 26, stated that the increase in the store of gold held by the United States is not so alarming as it appears on the surface. Excerpts from his address, as reported by The New York Times, follow: "It is significant . . . that the value of gold as expressed in its purchasing power in the United States during the last half-dozen years has been higher than at any other equivalent period since our records began 140 years ago. Our so-called 59-cent dollar today buys about 25 per cent more goods at wholesale than did our old dollar in the prosperous year 1926, and an ounce of gold will now buy considerably more than twice what it did then. This present high value of gold is one reason for its recent large production.

This circular presents Part III-A of a series reviewing the literature on effects of breathing dusts with special reference to silicosis; it deals with the economic and legal aspects of dust diseases in industry; Part III-B will contain data on the status and cost of compensation for silicosis, Parts I and II of the series have been issued as Information Circulars 6835, 6840, and 6848; Part I defines and classifies dusts, indicates sources of exposure, and describes the physiological effects of breaching dusts; Part II-A discusses the principal dust factors producing pulmonary pathology and methods of determination of dust in air; and Part II-B presents data on the engineering and medical control in the prevention of dust diseases and general recommendations for their control in industry. A summary and general conclusions will complete the series.

Sublevel open stoping is a low-cost method that has been successfully employed in many large underground mining operations. Where ore body characteristics are suitable, extensive mechanization and the use of large-scale stoping techniques can considerably reduce operating costs. However, careful long-term planning of mine layouts and large capital commitments in development are required prior to production. Implementing precise mine design procedures and carefully controlling operations can result in considerable benefits. This article describes methods to achieve these objectives based largely on mining operations at Mount Isa, where sublevel open stoping has been used since 1932. Ore won by this method accounted for a very large percentage of the total tonnage produced at Mount Isa. Major costs associated with sublevel open stoping can be classified as drilling, explosives and charging, and LHD costs. In this article, analyses of these costs are made with particular reference to stope design. Parameters such as burden, drill hole diameter, explosive density, specific charge, etc., are considered in establishing the interrelationship of unit operating costs, as well as total costs of sublevel open stoping.

Statistics is essentially a study of variability, the use of some suitable mathematical model representative of such variability, and the application of this inferred pattern of behaviour to practical problems. Probability theory is the mathematical structure devised for providing models for chance happenings. Perhaps the simplest example of a chance happening is the result obtained in tossing a coin. Although the result of a single toss can never be predicted with certainty, there is no reason why in repeated tosses the expectancy of heads and tails should not be equal. In such a case the outcomes of the experiment are said to be equally likely, so that the probability of obtaining heads (or tails) is 1 in 2, that is, 0,5. This simple probability .model refers to a 'mathematical' or 'unbiased' coin. Whether such probabilities are meaningful for actual coins tossed in any particular way is a matter for experience to determine. Probability models have also provided the basis for representing observed variability in cases where the actual under- lying probabilities are only partly known or defy analysis. A typical example of the latter case is the variability observed in the values obtained from gold or other ore samples. The interacting natural forces which gave rise to this variability are obviously very complex and are unlikely ever to be unravelled completely. In spite of this, probability theory and the more recent geostatistical theories have provided us with models which can represent this variability on a reasonable basis. Applied statistics and geostatistics must therefore never be accepted as exact mathematical sciences. Furthermore, a basic and essential concept is that in the type of applications covered in these notes, no model must ever be accepted as necessarily the final and exact answer to the problem; thus, any model must prove and continue to prove its appropriateness in practice, preferably by follow-up comparisons.

The Santa Rita copper deposit first served as a source of native copper for Indian implements and weapons. In 1801 Santa Rita copper, trans- ported by mule train to Chihuahua, began to be used commercially for making coins. It was a small- scale operation made difficult by Indian raids, transportation costs and depletion of the higher grade ores. There was, moreover, no known method for economically extracting copper from the under- lying low grade sulfide ores. Originally, copper and copper oxide ores were mined by underground methods, but there was virtually no development of the deposit-which became United States territory after the Treaty of Guadalupe Hidalgo in 1848-for almost a hundred years. A number of small underground mines had been started during that time, but it was not until 1873 that all the principal claims were consolidated under one control.

THE RIFLE, COLO., oil-shale project of the Bureau of Mines was a facet of the re-search and development activities conducted under the Synthetic Liquid Fuels Act (Public Law 78-290) of April 5, 1944. The principal objectives were to devise efficient methods to mine and retort oil shale and to refine shale oil into usable products, at a total cost low enough that shale oil could supplement the domestic supply of petroleum at competitive prices. The Rifle project included three major divisions: (1) Mining, (2) retorting, and (3) refining. The major functions of the mining program were to supply oil shale to the retorts, to devise mining procedures, and to develop an under-ground-mining method by which oil shale could be produced safely at an unusually low cost per ton. The selected mining procedures and direct mining costs were demonstrated by sustained test runs.
