At its most basic level, minerals project management may be broken down into a series of logical chronological phases, described in this paper as: exploration, discovery; scoping and pre-feasibility; feasibility and approval; project financing and commissioning; operation; expansion and closure. Each phase has its own peculiarities and challenges, any one of which can potentially upset the forward progress of a minerals project.Reference is made to each of these project phases based on the authorÆs many years of first-hand experience, in an attempt to identify issues within the project management spectrum where additional caution may be warranted. Left un-addressed, these issues can cause undue delays in the project timeline, ultimately delaying approval at significant project cost.Finally, reference is made to the Mine ManagerÆs Handbook recently published by the AusIMM which is an excellent project management resource, considered to be very relevant for minerals treatment plant managers, whether the context be constructing, operating, expanding or shutting down.CITATION:Dunlop, J S, 2013. THE following notes, compiled in the first instance for the makers of rock-drIlls, were read by Mr. Hanton at a meeting of the Broken Hill Branch on 12th Septelnber, 1922. It was decided that all Broken Hill mines be asked to give their individual views on the subject, so that a comprehensive Broken Hill view could be published. Replies have been received from four (4), mines to date, and their'ideas fairly well coincide with those set out by Mr. Hapton. His notes were as follow:- "The Zinc Corporation Limited.NOTES ON ROCK-DRILL DEVELOPMENTSAs far as our present experience goes, the rock-drill developments on this mine will probably be something resembling the following. The programme is subject to modification or alteratian, according to circumstances. The results of further trials and improvements in present drills, and the design of new types, will, of course, affect any general scheme such as that outlined. It appears reasonably certain that the 3i-in. reciprocating drills which have done practically all the stoping up to date, will be gradually replaced by hammer drills of the internal water-feed type, and that the existing types of hammer drill on the mine will be converted into internal water-feed machines instead of being used as dry machine with outside jet.The ultimate types of machines will be four... Type 1 would be a machine equivalent to the Ingersoll Leyner: 248, Waugh Turbro, SullivaIi DX61, or Holman CH2. This would be used for driving, cross-cutting, and similar excavating work, and possiblyfor stoping also, and should be capable of efficiently working any class of ground. Features, apart from the general requirements set out later, would be the weight of the machine and mounting height of the machine above the seating (as this affects the convenience of boring back or bottom holes); absence of projections on the mounting which the air hose will foul as the machine is fed...

The Bureau of Mines has sponsored a comprehensive research program to enhance the safe, effective, and efficient use of blasting technology by the mining industry. Recent research results of the surface mine blasting program were presented at a seminar on April 25, 1987, in Chicago, IL. Many of the topics discussed at the seminar are presented in this proceedings. The new research described in these papers includes computer monitoring of rock motion, the influence of blast delay times on rock fragmentation, blasting effects on Appalachian water wells, blast vibration measurement near structures, and the reduction of accidents through improved blasting safety.

Coal fines of less than 0.5 mm particle size, discarded as too fine for gravity separation, were subjected to flotation tests at varying pH and temperatures using modified dosages of kerosene as oil phase and methylisobutylketone (MIBK) as frother. Optimal coal recovery of over 74% was obtained using 200 kg kerosene and 4 kg MIBK per ton of coal fines at a pH of 9.7 and an ambient temperature of 26° C. The coal concentrate obtained under these optimal recovery conditions assayed 9.10% ash, 0.35% sulfur and 0.011% phosphorus, representing reductions in the ash, sulfur and phosphorus contents of approximately 75%, 43% and 8.3%, respectively. Its gross calorific value was 32.9 MJ/kg, its percentage of volatile matter measured 30.6 and the fixed carbon content was 66.3% (d.a.f). Caking tests showed the optimal concentrate has a standard welling number of 1 and is a Gray-King coke type C. These results show that the optimal flotation product could be utilized for such industrial purposes as steam raising or for processing in gasworks, but it would be unsuitable for metallurgical coke production.

In January last I published in the Engineering and Mining Journal a table giving, with a considerable degree of accuracy, the production of anthracite coal for the year 1874. At that time it mas impossible to give any correct estimate of the production of bituminous coal, for the returns I had been able to secure from such distant and scattered districts were not always forwarded punctually, and the work of .obtaining anything like a true estimate of the coal mined in districts from which I was unable to obtain official returns was both laborious and tedious. As will be seen from the detailed reports furnished herewith, I have succeeded in obtaining tolerably accurate returns of 20,093,704 tons; and upon careful revision by numerous well-informed local authorities, my first estimate of the amount of coal not officially returned to me has grown very considerably; indeed, as I get more information on the subject I find that our bituminous coal production greatly exceeds the amount we have been accustomed to hear it placed at, aggregating as it does, 26,465,704 tons. Mr. Andrew Roy, State Inspector of Mines for Ohio, has reported the production of Ohio at 4,168,445 tons, while his first estimates were but 3,820,000 tons; and similarly, in other cases, the more full the returns direct from the mines the more incorrect do I find all previous reports. I am able now to furnish, not an accurate statement, indeed, but by far the most full and reliable one that has yet been published of our coal production. The amount of labor involved in obtaining this admittedly imperfect report has been simply enormous. In the mineral industry, the objective of a mining venture is to extract, process, and market a mineral commodity in such a manner that the profit of the venture is maximized. In a mining venture, a company normally has control over mine production scheduling, the selection and location of processing facilities (mineral beneficiation plants, smelting plants, refineries, or blending facilities), processed ore blending, and the selection of markets. The flexibility of the above factors provides many alternatives to satisfy the needs of each market with regard to quantity and quality of ore. The purpose of this paper is to present a mathematical model for determining the alternative that yields the maximum profit. Production planning is generally concerned with the best utilization of fixed resources, more specifically, with the determination of production and inventory levels to meet fluctuating demand requirements. A mine can be any source of ore such as an entire mine, a production unit within a mine, or an independent supplier. The objective of production scheduling is to determine the times at which each mine will be used and to allocate a required level of production. Production planning and scheduling problems are intimately associated with the location of new and existing mines and processing facilities. Although the location of the mines is usually fixed, there can be considerable flexibility in locating new processing facilities, in the selection of the processing plant, and in blending the ore before and after processing.

Large diameter bored piles with grouted bases have been adopted for the foundations of the majority of the buildings at Canary Wharf in London's Docklands, including a deep basement car park. The piles are founded in the Thanet Sand which forms part of London's aquifer where water levels are reported to be slowly rising. A special pile test has been carried out to determine the effects of both the basement excavation and a possible long term rise in the groundwater level on the performance of base grouted piles. These effects were simulated by injecting water around the pile toe and thus reducing the vertical effective stress. In this paper the test layout and procedures are described and the results are presented. The test results showed that the reduction in pile base resistance under increased water pressures was less than predicted by conventional design methods based on vertical effective stress. The end bearing resistance was found to be proportional to the mean effective stress.

The performance of microemulsified diesel and conventional diesel collectors in coal flotation was compared by flotation indicators, including combustible recovery, ash content of the clean coal, and the flotation index. An efficient separation with lower dosage was obtained using the microemulsified diesel collector. Under optimum separation conditions, the microemulsion consumption was 100 g/t less compared with diesel. The saving in diesel consumption using the microemulsion reached about 70%, disregarding the consumption of the surfactant and cosurfactant. Frothing tests showed that the frother dosage was decreased by using the microemulsion collector, because of the surfactant and cosurfactant added during preparation. The microemulsified diesel collector is superior to the conventional diesel collector in terms of diesel consumption and separation efficiency, but the selectivity requires further improvement. I have spent most of the past 35 years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited ofAustralia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining investment.

Reagents are added to the flotation process of Merensky Reef ores to achieve specific functions that enable the separation of valuable minerals from gangue minerals on the basis of the difference in their surface properties. However, due to the complexity of the process, the various interactions that occur as well as the incomplete liberation of the ore and range of minerals present, it is difficult to quantify the behaviour of each of the reagents. More specifically, changes made to achieve a particular outcome may have secondary effects that can override the desired effect. If all the effects and interactions can be accounted for, it is possible to manipulate reagent suites and obtain better overall metallurgical performance. This paper discusses the effect of the addition of copper sulphate at different operating points of the recovery of the sulphide minerals. Batch flotation tests indicated that the recovery of chalcopyrite was not affected when operating conditions were varied, whereas pentlandite recovery was strongly affected by the point of reagent addition, and pyrrhotite recovery was enhanced by copper sulphate addition, irrespective of the point of addition, with the extent being dependent on the ore source. Floatable gangue was activated by copper sulphate in the presence of the dithiophosphate collector. Froth stability was also affected by copper sulphate addition.

DURING the field season of 1938, the Ontario Department of Mines assigned a combined geological and geophysical survey patty to the investigation of the location, genesis, structural relationships, and economic possibilities of the hematite deposits at Steeprock lake. The investigation was carried out by detailed mapping of the rock exposures and a magneto-metric survey of the drift-covered portions of the area. This was supplemented during the winter of 1938-39 by further geophysical work conducted on the ice. Dr. A. A. Brant, of the Department of Physics, University of Toronto, was in charge of the geophysical work for the Department of Mines in the summer and for the Sterola Exploration Company in the winter. The writer supervised the geological examination. Scope of the Paper The present paper is an attempt to acquaint the members of the Institute with the structure and mode of occurrence of the deposits, since many people are of the erroneous opinion that they are analogous to the Mesaba and Michigan deposits. It is hoped that, from this discussion, they may be able to draw some conclusions of their own regarding the nature of the deposits, and the importance and future possibilities of the region.

The objectives of this research were: 1. to determine the stability relationships of coal mine roof rocks which are cut by fractures or intersecting joints with and without roof bolts, under various sets of conditions including horizontal formation pressures, inclination and coefficient of friction of joints, bolt loads, roof spans and rock properties; and 2. to develop criteria for the design of roof bolt sys terns for such roofs. The problem was studied by mathematical finite element models and by laboratory models. From the results of the mathematical and laboratory models, equations were derived to express the relationships listed above for cracked, single-layered roof beams and design tables for such beams are included. The analysis was then extended to include multi-layered cracked beams reinforced by roof bolts and a method for analyzing and designing bolting patterns for such roof rocks is presented.

Performance measurements of large-diameter circular saws were conducted on eight different carbonate rocks in marble factories located in some areas of Turkey. Rock samples were collected from these factories for laboratory tests. Uniaxial compressive strength, tensile strength and impact strength were determined in the laboratory. The brittleness of B3 (the ratio of compressive strength minus tensile strength to compressive strength plus tensile strength), the brittleness of B5 (the product of percentage fines in the impact strength test and compressive strength) and the brittleness of B8 (half of the product of compressive strength and tensile strength) were calculated from the test results. Hourly slab productions were correlated with brittleness indexes. It was concluded that sawability of carbonate rocks can best be predicted from the brittleness of B8.

A research programme has been undertaken to evaluate and predict the effect of total extraction of coal by underground methods on the superimposed strata, aquifer systems and ground surface in the Collie Basin. Western Australia. The research work has integrated comprehensive field monitoring of surface and subsurface subsidence with empirical, analytical and physical modelling in an effort to develop an effective predictive tool which can be used in all mining scenarios. Early results indicate that although each method has certain limitations, this approach has enabled the researchers to develop a very good understanding of the subsidence mechanisms from the mine panel through to the surface in the weak, water saturated sediments in the Collie Basin. Given that both subsurface and surface subsidence characteristics have tied in well, greater confidence can be held for predictions made by representative models.

"A reliable supply of non-energy raw materials is a precondition for the functioning of the European economy. In line with its importance, the issue of raw materials supply has become more prominent in the past years, especially owing to turbulent raw material markets. However, these turbulences are not due to depletion of the geological resources but to a missmatch of (expected) supply and (expected) demand, with several interacting factors influencing the markets both from the supply as well as from the demand side. A recent evaluation, published in June 2010 within the framework of the EU Raw Materials Initiative, sought to bring together these two sides of raw material markets and asked the question "which raw materials are critical for the EU?" Herein we present the methodology used by the Ad-hoc Working Group on Defining Critical Raw Materials and the results obtained, complemented by results from the study "Raw Materials for Emerging Technologies"."

"Due diligence reviews are an essential part of mineral property acquisitions. One of the primary reasons to complete an environmental review prior to exploration property acquisition is to assess the potential environmental liability. It is critical to identify the potential reclamation costs or existing environmental liability associated with the exploration property. A review of the existing condition of the property and its history can allow prioritization of exploration targets and ease future expenditures for historic damages. IntroductionIn Canada and some other jurisdictions, the purchaser of a property is assumed to know, and is (in the absence of deceit or fraud) financially responsible for, what is purchased. A plea of ignorance, at least from the perspective of environmental liability, is not an acceptable excuse to avoid responsibility (Nelson, 1994). Therefore, if an exploration company (for the purposes of this paper, any organization conducting exploration work) purchases a property that has environmental contamination, the new owner is liable for the cost to reclaim the site to an acceptable level. The cost to reclaim the site is the environmental liability. The new owner is responsible for existing environmental liability of the property, even if the exploration company’s personnel were not aware of the problem. In simplest terms, buyers beware. Therefore, in order to protect the exploration company’s interests, the exploration manager should determine the characteristics of the property of interest prior to purchase or other involvement, and exercise due diligence.The term “due diligence” is often used in the mining industry. To ensure clarity, in this paper’s context, the author has chosen to use the following meaning: “… due diligence is used to describe a detailed data review, generally in connection with the purchase or sale of a mineral property, the approval of a large capital expenditure, or the borrowing of a large sum of money” (Smith, 1997).Directors of the exploration company are held liable for the decisions made, unless they have relied in good faith on,“…a written report of the auditor, or a report of a lawyer, accountant, engineer, appraiser, or other person whose profession lends credibility to a statement made by any such person” (OBCA, 1994)."

The results of a series of physical model studies of the stability of jointed rock slopes carried out some years ago are described. These models were tested under centrifugal loading. Four ?geological? structures were tested; all had the same joint orientations and strengths, but the relative spacing of the joints was different. The results showed that the mechanisms of failure of the slopes varied for the different models, and the gravitational loads at which failure developed also varied. The following conclusions are drawn from the results of the physical model tests: ?the mechanism of slope failure is by progressive deformations throughout the slope ?the ratio of the spacings between the different sets of discontinuities exerts considerable influence on the slope failure ?in the models tested, the intact material strength had no noticeable influence on the stability of the jointed rock slopes(note that for hard rock, similitude conditions indicate a prototype slope height of 300 to 400 m, and therefore intact rock failure might not be expected under simple gravity conditions, i.e. no tectonic stresses) ?rock slope failures are three-dimensional and in general are not amenable to two-dimensional simplification ?knowledge of the orientations of discontinuities in the slopes does not allow prediction of a unique failure surface, nor of a volume of failure. The volume of failure is determined to a large extent by the plan configuration of the slope.

Uranium is back on the radar. Uranium has always been a controversial metal, from its role in the arms race to its claim to be the only viable alternative to fossil fuel. This paper will cover its properties and use, its occurrence and production in South Africa, the current market drivers and its future role as a primary energy fuel. It will highlight the difference between uranium used to make a bomb and uranium used in a power station. The recent significant uranium price rise will be put into context of the market drivers including geopolitical issues. Planned expansions in nuclear power station capacity will be reviewed, as will new mine production. Future demand will also be speculated on.

This paper reviews ore pass practice in some Canadian mines in Quebec and Ontario. In particular it reviews ore pass configuration, flow control mechanisms and monitoring practice. A review of the type of problems encountered and the tools to restore flow is also presented.
