Good afternoon, ladies and gentlemen. It is a pleasure, for several reasons, to be here at this 13th International Conference on Ground Control in Mining. Of course it's always a pleasure to be able to see and reacquaint myself with many long-time friends; but it's also a pleasure, or 1 should say worthwhile, because I take something back with me, some knowledge about mining that lets me do my job better and more safely. if I can do that, I've accomplished my purpose in being at a conference such as this. This conference is a little different, though. I have to earn my stay. I have to earn it by telling you a story; a story about mining through a mile of rock to get from one coal seam to the same seam on the other side of an ancient river channel; a story about mine personnel taking over the job from a contractor; a story about having to mine through two faults after the hard part was supposed to be over, but, most importantly, it's a story about how it was accomplished successfully and safely by a group of ordinary coal miners possessed with determination, belief in themselves, and a "can do" attitude. If you can take any part of my story and use it to do your job better and more safely, then I will have accomplished my purpose in being here today. Kerr-McGee Coal Corporation's Galatia Mine is located in Southern Illinois near the town of Harrisburg in Saline County, about 350 miles south of Chicago and 120 miles southeast of St. Louis. Construction of the mine began in 1982, and the first coal was shipped in 1984 from the Harrisburg No. 5 Seam, 550' below the surface. Mining began in the Herrin No. 6 Seam, 100' above the No. 5 Seam, on April 1, 1985. Mining in both seams began by using the room-and-pillar method. In 1989, the No. 6 Seam was converted to longwall mining, as was the No. 5 Seam in 1992. Today, all mining is done by the longwall method except for the required development work, which is performed by continuous miners. A heavy-media preparation plant with a 4.2 million-ton annual clean-coal capacity processes the coal. By the end of 1994, with annual production now exceeding 4 million tons, we will have shipped over 30 million tons of steam and metallurgical coal throughout the United States and the world. Most of the coal has been used as the primary source of fuel to generate electricity for the city of St. Louis. The No. 5 Seam coal can be used as a semi-soft coking coal or as a high-Btu, relatively low-sulfur steam coal. Its use allows utilities to comply with Phase I of the Clean Air Act Amendments of 1990 without installing flue gas desulfurization units or blending with other coals. The Herrin No. 6 Seam is a high-Btu, medium-sulfur steam coal that requires blending to meet Phase I requirements. Because the No, 6 Seam coal does not meet the Clean Air Act Amendments' Phase I compliance standards, we were forced to cease mining operations in the No. 6 Seam, leaving 170,000,000 tons of minable coal in the ground. Last month the Galatia Mine became a single-seam operation mining the Harrisburg No. 5 Seam only. The Clean Air Act Amendments of 1990 and the resultant S02 emission limitations on electrical power generation plants effectively eliminate, beginning in 1995, the near-term potential for profitable mining of the Galatia Mine's high sulfur Herrin No. 6 Seam coal. Because of the Clean Air Act Amendments, it is virtually impossible to market high-sulfur coals like the No. 6 coal unless the mine location and mining conditions enable greatly depressed sales prices to cover costs. The Olallie RARE II study area has volcanic cinder deposits with a sow potential for development. No mining claims or prospects are known within the study area, and except for common construction materials such as volcanic cinders and stone, no mineral deposits were identified. An evaluation of the geology indicates that metallic mineral deposits are unlikely to exist. No significant metallic concentrations were reported in samples from the area. The only resources in the study area are about 30 million cu yds (23 million cu m) of cinders in three cones. The cinder deposits in the study area cannot compete economically with enormous deposits of similar material in more accesible areas closer to markets. At the present rate of consumption, resources outside the area are adequate far into the future. The geothermal potential of the study area is being evaluated by the U.S. Geological Survey.

There are three major components of a fully grouted roof bolt which primarily determine its ability to develop and sustain load: the steel rebar, the resin annulus, and the rock/grout interface. The untensioned, fully grouted roof bolt is subjected to loading only when the surrounding rock deforms. Vertical rock deformation is generally a result of strata sagging and bedding plane separation, whereas horizontal deformation is typically a result of bedding plane sliding. These two types of deformation create different types of internal loads with-in the roof bolt, tensile stress for vertical rock deformations and shear stress for horizontal rock deformations. Also, as a result of the mutual load transfer between the rock and bolt, shear stress will be developed along the grout/rock interface. According to the exact bolt loading conditions, different failure modes may occur: bolt axial failure, bolt shear failure, and shear failure along the grout/rock interface. Understanding these possible failure modes and their root causes is the key to eliminating roof failures in underground mines employing fully grouted resin bolts. Using ABAQUS 5.8, a finite element model was developed to simulate the components of the fully grouted bolt and its interaction with the surrounding roof strata. Several models were conducted to investigate how load transfer occurs between the rock and the bolt under different geological and mining conditions. The effects of bed-ding plane location and properties, and strata sequence on bolt stability were studied. Also, the effects of hole roughness on bolt stability were discussed. Bolt axial failure was not observed within the range of the studied parameters; however, a combination of high overburden depth, a bedding plane located at 2 to 3 ft from the roofline or a low coefficient of friction along the bedding plane caused strata sliding and shears failure in the bolt. Also, in the case of a weak immediate roof, the shear stress at the grout/rock interface could exceed its ultimate capacity lead to slippage.

"The sustainability of the mining industry must be addressed through improving tailings management. The use of thickened tailings and pastes stems from a paradigm shift towards designing tailings disposal sites to suit their surrounding environment, rather than manipulating the environment to accommodate the tailings. Thickened tailings and pastes usually exhibit non-Newtonian behaviour, so a thorough understanding of the rheological characteristics of the material is required in order to determine the disposal plant operating conditions.As environmental factors translate into economic issues, minimising waste production using dry disposal methods is gaining popularity. The use of rheological information is of high importance in evaluating the spreading characteristics, the transportation and the dewatering of thickened mineral tailings. The principles outlined may be applied to many industries encompassing a wide range of waste materials. The main obstacle to the widespread implementation of dry disposal methods has been the high initial capital cost of the methods due to the dewatering step, and the high cost of pumping thick suspensions across any great distance. Proper and thorough costing of tailings disposal activities combined with an accounting approach that shows closure and post-closure care costs on a per tonne basis of tailings disposed throughout the life of the tailings facility will show that dry disposal methods are more favourable than they might seem on initial appraisal."

Chemical Initiatives? Umbogintwini plant is the production facility of Chemical Initiatives? business. Umbogintwini?s J Plant manufactures sulphuric acid. The plant was designed and built by Simon Carves, and was commissioned in 1974. The plant was designed to produce 500 tons/day of Sulphuric acid (H2SO4) at maximum rates. The Sulphuric acid manufacturing is through the famous contact process whereby liquid Sulphur is injected through dried air in a burner operating at 1000 °C to form sulphur dioxide (10.5% SO2). The SO2 gas is then cooled in waste heat boiler no.1 before being fed to a four pass converter which provides 99.5% SO2 conversion to sulphur trioxide (SO3). The SO3 gas is the absorbed by 98.5% H2SO4 through the inter-pass & final tower to make more concentrated acid and dilute it with water back to 98.5% H2SO4 in acid pump tanks and dispatched to storage tanks. The manufactured Sulphuric acid is supplied to a variety of industrial manufacturing customers includes Pulp & Paper industry, Mining industry, Chemical manufacturing industry etc. During the 1st quarter of the year 2007, Chemical Initiatives undertook a study to up rate the sulphuric acid plant output by 10% (i.e. from 500 tpd to 550 tpd).

Assmang Khumani Iron Ore Mine is exploiting the iron ore deposits that can be found in the Bruce-King-Mokaning farm areas in the Northern Cape, South Africa. The Bruce, King and Mokaning (Khumani) deposits are approximately 10 km south of the town Kathu, adjacent to the Sishen Mine. Assmang Limited is jointly owned and controlled by African Rainbow Minerals Limited and Assore Limited.Measurement, calculation and trending of plant throughput and chemical ore properties are critical in maintaining a successful beneficiation operation due to these values forming the basis of decision-making and thus promotion of efficient ore extraction. The Khumani management and engineering information system (MEIS) supplies information on key process parameters to an operational team and is required to do so within an optimal time frame, for maximum impact.Diverse data is put into the MEIS from multiple specialist systems, with interfaces that require manual intervention. Manual intervention is resource and time intensive to the point which limits the effect on the process and decreases the potential for value addition.Automation of interfaces decreases resource and time requirements, standardising plant wide data sources and providing the opportunity to provide specialist system data to decision-makers in a timely fashion, resulting in maximum impact on the process output.Engineering and metallurgical management systems were interfaced at Khumani Iron Mine by means of an automated table which facilitates the transfer of production data validated within the engineering system as input to the metal accounting system. This interface effectively assigns a master to each specialist data set employed for decision-making and delivers accurate process parameters to the production team within an optimal time frame, resulting in increased potential to improve beneficiation efficiency.CITATION:Nel, H M, Nassis, T and du Toit, T, 2013. 1.1 The parties agree to submit all claims, disputes or controversies arising out of, or in relation to, the interpretation, application or enforcement of this agreement, including dispute resolution procedures, to sequential mandatory discussion, mediation and arbitration for resolution of all disputes before, and as a condition precedent, to self-help, arbitration, judicial action or other remedies. This mandatory procedure will resolve each dispute within one-hundred (100) calendar days. Any deadline falling on a federal holiday or weekend will be the next working day. Breach of this disputes process shall constitute a material breach of contract for which the aggrieved party may recover all costs, including attorneys fees, interest and other expenses necessary to resolve the dispute through litigation. The obligation to discuss and then mediate and arbitrate covers all disputes arising from every aspect of the Project to be built by the owner, including, but not limited to, design, engineering, bonding, indemnification, labor, material and services, and the acts or omissions of any related party for whom a party to this agreement may stand responsible.

The extremely lengthy and complicated governmental approval process together with the delaying tactics of opponents of the project are outlined and comment is made on aspects of the draft legislation proposed as part of the overhaul of New Zealand's resource management laws.

"The mineral raw materials industry is a key-component of the Gross Domestic Product of industrialised economies, closely related to both the building and the industrial sectors. Despite this, at local level mining and quarrying are associated with both irreversible environmental damage and several visual alterations affecting the natural landscape. In this sense, SIA (Social Impact Assessment) has become a strategic tool that can not only improve the prediction but also the assessment of the social impact by involving the local communities in a participatory process. Taking into account the SIA experience, together with the examination of some relevant international case studies, it is possible to draw up a list of good practices for mining project management, from exploration through to closure and beyond, with quarry restoration. Such good practices will complement the existing studies, focusing on environmental issues, with the social issues arisen considered in SIA application."

Copper and cobalt are generally electro-won from their aqueous sulphate solutions. After optimised leaching of their ores, concentrates or calcine bearing minerals, the leachate is clarified and suitably purified prior to the electrolytic extraction of the metal of pursuit (Pearcy, 2006). Solvent extraction (SX) using appropriate organic solvents and ion exchange (IX) with relevant resins are known purification processes used for copper and cobalt recovery (Stanely, 1970).As zeolites in general and natural zeolites in particular, demonstrate ion exchange properties (Korkuna et al., 2005), an attempt has been made to use Southern African natural clinoptilolite in the recovery of copper and cobalt from their aqueous sulphate solutions. Initially, synthetic Co and Cu solutions were prepared. Preceded by laboratory ore leachate, plant solutions are to be used. AAS, XRF, XRD, Mossbauer spectroscopy and BET were characterization techniques used. Natural clinoptilolite was used as-received as well as acid activated; and cobalt and copper extractions were performed at room temperature.

This Bureau of Mines report describes a simple fire-retardant treatment for wood. The treatment involves preheating the wood surface at high heat flux (~0.6 cal/cm2 sec) to form an in situ surface char layer (~3 mm thick) on the wood. Laboratory-scale fire tests show that the precharring technique improves the fire-resistance of virgin wood by decreasing and delaying generation of volatile gases through thermal insulation effect of the surface prechar layer.

In the U.S. coal mining industry, most spontaneous combustion fires occur in longwall or worked-out gob areas. In order to reduce the fire hazard caused by spontaneous combustion, it is important to understand how ventilation and gob characteristics affect the spontaneous heating process. Given the difficulty to conduct field tests in such an environment, a computational fluid dynamics (CFD) study was conducted to investigate the effects of ventilation and gob characteristics on the spontaneous heating process in longwall gob areas. Two longwall panels with a bleeder ventilation system were simulated. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using the Arrhenius rate law and kinetic data obtained from previous laboratory-scale studies. The heat generated from the spontaneous heating is transported by convection and conduction, and oxygen and the oxidation products are transported by convection and diffusion. Unsteady state simulations were conducted with different ventilation conditions and gob permeability distributions. The ventilation parameters varied in the simulations are the pressure at the bottom of the bleeder shaft and regulator resistance in the second entry inby the longwall face.

"The uranium deposit Curilo located in Western Bulgaria for a long period of time was a site of intensive mining activities including both the open-pit and underground mining techniques as well as in situ leaching of uranium. The ore was rich in pyrite and, apart from uranium, contained some non-ferrous metals. The mining operations in the deposit were ended in 1990 but since that time the deposit is a permanent source of acid drainage waters. The generation of these waters is connected mainly with the oxidation of pyrite and other sulphide minerals by the indigenous acidophilic chemolithotrophic bacteria.Laboratory and pilot-scale studies revealed that an efficient clean-up of the above-mentioned waters was achieved by means of passive systems of the wetland type. In 2001 a wetland was constructed in the deposit to treat a portion of the acid drainage waters which were discharged to a small ravine. This ravine reaches into the Teina, a small river that is a tributary of the upper reaches of the Iskar river.The wetland was constructed in the ravine and its bottom was located on intrusive rocks with a very low permeability. The rocks were covered by a 30 – 50 cm layer consisting of a mixture of soil, plant compost and crushed limestone. The wetland was characterized by an abundant water and emergent vegetation and a diverse microflora. Typha latifolia, Typha angustifolia and Phragmites australis were the prevalent plant species in the wetland but species of the genera Juncus, Eleocharis, Carex and Poa as well as different algae were also well present.The acid drainage waters treated by the wetland had a pH in the range of about 2.5 – 4.1 and contained uranium, radium, some heavy metals (iron, manganese, copper, zinc, cadmium, lead), arsenic and sulphates in concentrations much higher than the relevant permissible levels for waters intended for use in the agriculture and/or industry. The watercourse through the wetland covered a distance of about 0.2 – 1.0 l/s."

Newmont’s Lone Tree Mine, located in northern Nevada, is an open pit gold operation supported by a standard truck and shovel mine production fleet (Caterpillar 785Bs and Hitachi EXs). Newmont continues to search for ways to decrease capital expenditure and lower operating cost, hence the implementation of the Ultra Light Body (ULW) concept. The fundamental idea associated with the ULWs is the increased payload potential. Economic justification comes from successful achievement of additional payload, within the truck’s rated GVW, without changing its loading and hauling characteristics. The increase in payload capacity allows equivalent tonnage movement using fewer trucks.

I am wearing two hats today. When the invitations went out to participate in this forum, two were received in the head office of the Department of Lands and Survey - one addressed to the Director-General of Lands and one to the Chairman of the National Parks Authority. It seemed logical that as the department is responsible to the Government for the administration of the National Parks Act 1952, we should respond by providing one speaker to cover both the department's interests and those of the National Parks Authority. I hope, however, that this will not blur the clear distinction which exists in the context of the mineral industry between Crown land on the one hand administered by the department for the statutory Land Settlement Board and national parks and allied reserves on the other hand which are the responsibility of the National Parks Authority.

Introduction MINING IS THE BRANCH OF INDUSTRY involving the exploration and removal of minerals from the earth (figure 1). Mining is one of the oldest and most important endeavors of humankind, because it provides the raw ingredients for most of the material world around us and, like agriculture, is the lifeblood of civilization. The main objective of any type of mining is to remove the valuable material economically and safely with minimum damage to the surrounding environment. The Earth has many natural resources on which we depend that must be mined. Coal, oil, gas, and other mineral fuels are used for heating electricity, and numerous industrial processes. Nonfuel minerals such as iron ore, precious metals, and industrial metals, and nonmetallic materials like sodium and potassium are used in chemical and agricultural applications. Even crushed stone used in road building and other construction projects must be mined. Mining affects our standard of living and impacts almost everything we do. A myriad of items that we use in our homes and offices and for transportation, communications, and national defense all require minerals (figure 2). For example, more than 30 different minerals are needed to make a television or telephone! Table 1 lists several commonly mined materials and some of the end uses in our daily lives.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers.
